ABSTRACT

Oceanic people and places are increasingly labelled as either ‘resilient’ or ‘vulnerable’ to disasters and climate change. Resilience is often described in disaster discourse as a strategy designed to overcome vulnerability by helping communities to ‘bounce back’ in the wake of ‘natural’ disasters. Using ethnographic research conducted with Community Disaster and Climate Change Committees (CDCs) in Vanuatu in the wake of Tropical Cyclone Pam, this paper seeks to problematise disaster responses that see the ‘community’ as a space to be acted upon by outsiders, or where people will respond in a unified way to the challenges of rebuilding after disaster. Using political ecology framings this paper critiques the ideas of resilience that appear entrenched in community-based disaster and climate change adaptation discourse and practice in Oceania. Rather than presupposing resilience or vulnerability, this paper details the dispersal and distribution power and agency amongst individual actors and groups that either supported or manipulated, the distribution of goods by Community Disaster Committees. In this way, it moves beyond the limitations of conceptual framings of resilience in disaster management and climate change into a more considered appraisal of power, by exploring what James Ferguson has termed ‘the politics of distribution’ in the context of disaster.  相似文献

ABSTRACT

Tongoa was one of the worst-hit islands in Vanuatu when it was struck on 13 March 2015 by Cyclone Pam, the most severe climatic event recorded in the South Pacific for several decades. Nearly all of the buildings on Tongoa were damaged by winds and flooding. However, exceptional this cyclone might have been, such disruptive events are frequent and widespread on Tongoa Island: landslides, volcanic eruptions, cyclones and droughts all contribute to shaping the universe of its inhabitants. This paper seeks to understand the category of disasta or ‘disaster’ and how it is constituted in the context of Tongoa Island, where there is no vernacular word to express the concept of catastrophe. Disasta is a subjective Bislama term, varying with circumstances, the impact of the phenomenon and the cultural and social identity of the group affected. Is there a threshold with which to measure and define disasters? Reflections from the perspective of an anthropology of nature and an anthropology of disaster reveal how considerations around the notion of catastrophe are closely intertwined with the relationships between people and their environment.  相似文献

ABSTRACT

This introduction sets out some of the key themes addressed by the papers in the special issue on ‘Confronting the Naturalness of Disaster in the Pacific’. Disasters are now widely understood not as ‘natural’ phenomena but as events or processes that unfold at the intersection between natural or artificial hazards and human populations. We review some of the effects of the naturalisation of disaster before turning to the ways in which Pacific disasters are defined through government, media and public discourses. These discourses feature their own distinctive accounts of possible forms of agency in the context of disaster, and draw on markedly different frames of reference in attributing cause and blame. Similarly, contrasting temporalities and spatialities are invoked in addressing disasters as bounded phenomena. We conclude with reflections on the nature of responses to disaster in the Pacific in the context of increasingly unstable cultural, economic and environmental grounds for action induced by global climate change  相似文献

This ethnographic study of organic farmers affected by radioactive contamination in Japan illuminates responses to situated uncertainty as an everyday mode of subjectivity and practice. The farmers' strategies vary along a continuum from accommodation with dominant institutions to precautions of possible uncertainty to innovations and oppositions of potential uncertainty. Significantly these strategies are contradictory and they show variations in power and morality. The data indicate a subjective- and practice-oriented response that I call localized, relational uncertainty. It is contextualized in farms and villages with responsibility for family, consumers, and organic agriculture itself and it enables farmers to embrace multiple strategies. Thus, uncertainty brings loss and limitations, but also produces opportunities through, for example, expanded trust in relationships, deepened commitment to place, reinterpretation of organic agriculture, and sharpened critique of Japan's trajectory of economic growth.  相似文献

Involuntary temporary feed restriction on commercial cattle is likely to become more frequent with forage shortages in the context of climate change. If general consequences of feed restriction have been the subject of an abundant scientific literature, focus on the inter-individual variability of response is scarce. Here, we explore the response profile in terms of BW, body condition score, milk production, calf weight and cyclicity resumption of 293 lactations from 169 Charolais cows during a winter feed restriction in early lactation and its subsequent recovery at grazing using a principal component analysis followed by a hierarchical clustering on principal component. Results show a very continuous range of response profiles that was divided into three clusters: one with light animals having an intermediate response in terms of milk production and body maintenance, one with animals prioritising body maintenance and cyclicity resumption over milk production and calf weight, and the last one with animals prioritising milk production and calf weight over the rest. Among the animals performing more than one lactation, 57% remain in the same cluster on two successive lactations. This work highlights that an average group response to feed restriction may hide various resilience individual profiles. Further studies are required to determine the existence of a genetic component as well as the consequences of not taking this phenomenon into consideration with the regular use of feed restriction in commercial farms.  相似文献

ABSTRACT

Culture, by its very nature, is always at risk of change – whether through transformation, destruction or redefinition. So how might culture be said to be particularly at risk in the context of ‘natural’ disasters, and how are disasters ‘naturalised’ or incorporated under the terms of different cultural regimes? An earlier focus on the impacts to built or tangible heritage is increasingly being balanced by a concern for the transformations wrought by disasters in the intangible heritage of communities. Through the recent event of Cyclone Pam in 2015, and a case study of the World Heritage site of Chief Roi Mata’s Domain (CRMD), we explore the ways in which repetitive natural hazards have shaped culture and tangible and intangible forms of heritage in Vanuatu. We focus in particular on the issue of cultural transmission at CRMD and its relationship to natural hazards through the device of a ‘disaster biography’. Risk can also carry with it the prospect of opportunity, and our paper seeks to understand how opportunity might be present in post-disaster reworkings of culture and heritage.  相似文献

Though observations on re-colonisation of post-fire sites in the Mediterranean Basin are plentiful, there still is an ongoing debate on the interrelation of fire regimes and species traits related to fire adaptation. Most of the studies found are restricted to particular species or claim to present community attributes. Therefore they often lack information for the evaluation of evolutionary evidence and historical contingency of the local fire regime and other abiotic conditions, which may act as selective pressure for plant regeneration strategies. Indeed, knowledge about the success of regeneration mechanisms and their interrelation with ecological factors is essential for the interpretation of the high spatio-temporal variability found in post-fire species performance. Such knowledge would be necessary to assess the potential of different regeneration mechanisms to cope with ongoing land-use and climate change—a crucial scientific challenge. A summary is given of the knowledge about the limits and potential of plant regeneration mechanisms after fire in the Mediterranean Basin, along with corresponding studies conducted in other parts of the world with similar climatic conditions in order to present the fullest possible picture. Moreover, the positive or negative impacts of particular parameters of a fire regime on different regeneration strategies (post-fire seeders, resprouters, and facultative resprouters) are explained and discussed in the light of published literature. To conclude, reference is made to scientific gaps that need to be filled in order to analyse species resistance and community resilience absorbing possible climate or land use changes.  相似文献

Resilience theory suggests that ecosystems can persist for long periods, before changing rapidly to a new vegetation phase. Transition between phases occurs when ecological thresholds have been crossed, and is followed by a reorganization of biotic and environmental interactions, leading to the emergence of a new vegetation phase or quasi-stable state. Savannas are dynamic, complex systems in which fire, herbivory, water and nutrient availability interact to determine tree abundance. Phase and transition has been observed in savannas, but the role of these different possible drivers is not always clear. In this study, our objectives were to identify phase and transition in the fossil pollen record, and then to explore the role of nitrogen and fire in these transitions using δ15N isotopes and charcoal abundance. We present palaeoenvironmental data from the Kruger National Park, South Africa, which show transition between grassland and savanna phases. Our results show transition at the end of the ninth century A.D. from a nutrient- and herbivore-limited grazing lawn, in which fire was absent and C4 grasses were the dominant and competitively superior plant form, to a water-, fire- and herbivory-limited semi-arid savanna, in which C4 grasses and C3 trees and shrubs co-existed. The data accord with theoretical frameworks that predict that variability in ecosystems clusters in regions of higher probability space, interspersed by rapid transitions between these phases. The data are also consistent with the idea that phase transitions involve switching between different dominant driving processes or limiting factors.  相似文献

AimsTo assess the impact of the Great East Japan Earthquake Disaster on daily diabetes practice and to determine the feasibility of controlling type 2 diabetes mellitus in an outpatient department.MethodsWe retrospectively reviewed the data on disaster-affected patients with type 2 diabetes who periodically attended outpatient department of Soma Central Hospital. There were 767 patients with type 2 diabetes mellitus in total. The primary outcome measure was the change in HbA1c.ResultsHbA1c levels of 58 patients with periodical hospital visits did not deteriorate after the disasters. Moreover, there observed no significant difference in the mean of HbA1c levels among all age and sex throughout the year. While several changes in diabetes medication usage occurred, DPP4-inhibitor was the only oral diabetic agent that increased in frequency (+60%).ConclusionsPatients with type 2 diabetes who were managed with periodical hospital visits did not show significant deterioration in HbA1c levels.  相似文献

‘Resilience’, the capacity of the coral symbiosis with dinoflagellate algal symbionts (‘zooxanthellae’) to recover after bleaching, is a little-studied but crucial aspect of coral responses to bleaching stressors. This study investigated the response of the zooxanthella population in the coral Porites cylindrica after bleaching either naturally on a shallow subtidal reef or experimentally in response to elevated temperature and darkness. Coral resilience was influenced by the nature and duration of the stressor. Corals strongly bleached by natural stressors were less resilient than those that had been partially bleached; and a similar recovery profile was obtained for corals experimentally bleached by exposure to elevated temperature, in which recovery was slower for corals thermally-stressed 96 h than for 72 h. The opposite trend was evident for corals exposed to darkness, indicating that the bleaching trigger had a strong impact on coral resilience. When P. cylindrica recently recovered from bleaching was subjected to a repetition of bleaching stressors, it did not display acclimation, i.e. experience-mediated acquisition of resistance to bleaching stressors. The zooxanthella populations in all corals tested throughout the experiments were typed by PCR-RFLP as clade C, indicating that coral responses were not accompanied by any substantial change in zooxanthella composition at the cladal level.  相似文献

Background

The objectives of the study were to generate normative data for the RS-11 for different age groups for men and women and to further investigate the construct validity and factor structure in the general population.

Methods

Nationally representative face-to face household surveys were conducted in Germany in 2006 (n = 5,036).

Results

Normative data for the RS-11 were generated for men and women (53.7% female) and different age levels (mean age (SD) of 48.4 (18.0) years). Men had significantly higher mean scores compared with women (60.0 [SD = 10.2] vs. 59.3 [SD = 11.0]). Results of CFA supported a one-factor model of resilience. Self-esteem (standardized β = .50) and life satisfaction (standardized β =.20) were associated with resilience.

Conclusions

The normative data provide a framework for the interpretation and comparisons of resilience with other populations. Results demonstrate a special importance of self-esteem in the understanding of resilience.  相似文献

Artificial Intelligence (AI) techniques have been implemented in the field of Medical Imaging for more than forty years. Medical Physicists, Clinicians and Computer Scientists have been collaborating since the beginning to realize software solutions to enhance the informative content of medical images, including AI-based support systems for image interpretation. Despite the recent massive progress in this field due to the current emphasis on Radiomics, Machine Learning and Deep Learning, there are still some barriers to overcome before these tools are fully integrated into the clinical workflows to finally enable a precision medicine approach to patients’ care. Nowadays, as Medical Imaging has entered the Big Data era, innovative solutions to efficiently deal with huge amounts of data and to exploit large and distributed computing resources are urgently needed. In the framework of a collaboration agreement between the Italian Association of Medical Physicists (AIFM) and the National Institute for Nuclear Physics (INFN), we propose a model of an intensive computing infrastructure, especially suited for training AI models, equipped with secure storage systems, compliant with data protection regulation, which will accelerate the development and extensive validation of AI-based solutions in the Medical Imaging field of research. This solution can be developed and made operational by Physicists and Computer Scientists working on complementary fields of research in Physics, such as High Energy Physics and Medical Physics, who have all the necessary skills to tailor the AI-technology to the needs of the Medical Imaging community and to shorten the pathway towards the clinical applicability of AI-based decision support systems.  相似文献

Spatio-temporal variability of the fire regime in the Kruger National Park (KNP) has been analyzed for the 1957–2011 period. Generalized linear mixed models have been used to assess the variability of fire metrics, such as the burnt area, the fire frequency and intensity for the entire area as well as for the main environmental classification systems (geology, soil, vegetation) and fire management zones. This analysis supports the hypothesis that the spatial pattern of fire regime is strongly influenced by the environmental template defined by climatic, geological, pedological and vegetation features. Moreover, contrary to some previous studies, together with the precipitation trend, fire management changes had a significant role in determining the temporal variability of the fire regime at the scale of KNP, particularly regarding the burnt area and the fire frequency.The complex interaction between the environmental template and management in determining the variability of the fire regime, as underscored by our study, defends the merit of adopting an adaptive planning/management based approach supported by quantitative analytic tools.  相似文献
