Fisheries enforcement is frequently overlooked in the U.S. federal fisheries management process. However, absent high levels of compliance, without fisheries enforcement even the most robust fisheries management plan may fail. Coupling past studies of compliance in fisheries with studies of regulatory enforcement, this paper identifies several measures for increasing the effectiveness of U.S. federal fisheries enforcement. Implementing these measures into the United States Coast Guard's fisheries law enforcement program will make the Agency's enforcement efforts more effective, potentially increasing the level of compliance in federal fisheries.­  相似文献

Inland fisheries are a vital component in the livelihoods and food security of people throughout the world, as well as contributing huge recreational and economic benefits. These valuable assets are jeopardized by lack of research-based understanding of the impacts of fisheries on inland ecosystems, and similarly the impact of human activities associated with inland waters on fisheries and aquatic biodiversity. To explore this topic, an international workshop was organized in order to examine strategies to incorporate fisheries into ecosystem approaches for management of inland waters. To achieve this goal, a new research agenda is needed that focuses on: quantifying the ecosystem services provided by fresh waters; quantifying the economic, social and nutritional benefits of inland fisheries; improving assessments designed to evaluate fisheries exploitation potential; and examining feedbacks between fisheries, ecosystem productivity and aquatic biodiversity. Accomplishing these objectives will require merging natural and social science approaches to address coupled social-ecological system dynamics.  相似文献

Fisheries enhancements are a set of management approaches involving the use of aquaculture technologies to enhance or restore fisheries in natural ecosystems. Enhancements are widely used in inland and coastal fisheries, but have received limited attention from fisheries scientists. This paper sets out 10 reasons why fisheries scientists should care about understanding and managing enhancements. (1) Enhancements happen, driven mostly by resource users and managers rather than scientists. (2) Enhancements create complex fisheries systems that encompass and integrate everything fisheries stakeholders can practically manage. (3) Enhancements emerge in fisheries where the scope for technical and governance control is high, and they synergistically reinforce both. (4) Successful enhancements expand management options and achievable outcomes. (5) Many enhancements fail or do ecological harm but persist regardless. (6) Effective science engagement is crucial to developing beneficial enhancements and preventing harmful ones. (7) Good scientific guidance is available to aid development or reform of enhancements but is not widely applied. (8) Enhancement research advances, integrates and unifies the fisheries sciences. (9) Enhancements provide unique opportunities for learning about natural fish populations and fisheries. (10) Needs, opportunities and incentives for enhancements are bound to increase.  相似文献

Data from biological, economic, sociological, and technological attribute lists for 32 African lake fisheries were analysed with multivariate statistics. Multidimensional scaling (MDS) was used to create two-dimensional graphic ordinations of the fisheries for each of these four attributes lists. An overall MDS ordination was also generated, based on the fisheries' scores in the four ordinations. Groupings in each MDS ordination were achieved through cluster analysis. Multiple correlations was used to help determine the attributes which were most important in creating the MDS ordinations. This work showed that relatively fast and simple assessments of the status of African lake and other fisheries can be achieved. The technique also provided insight to help resolve the confounding information often associated with fisheries assessment. Diagnostic information may also be a product of such investigations as this research identified African lake fisheries at risk of declining standards. Indeed, many of the fisheries studied demonstrated similar interdisciplinary symptoms of fisheries decline as other small-scale tropical fisheries.  相似文献

Abstract A series of recent high-profile papers in Science and Nature have led readers to believe that most fisheries worldwide are overexploited and that current fisheries management practices have universally failed. In reality, current fisheries management is working well to achieve the legislated objective of MSY in some countries but is failing in others. Here, I present three interpretations about the status of fisheries management that are widely accepted and for each consider an alternative interpretation of the data. I propose that, rather than abandoning current approaches to fisheries management, we should expand the use of the management tools used in fisheries that currently achieve biological and economic sustainability.  相似文献

Inland fishery ecosystems in Africa are characterized by patterns of overexploitation, environmental degradation and exotic species introductions. Ecological complexity and diversity of aquatic habitats dictate that fishes in general are not evenly distributed in a water body. However, fisheries management regimes tend to ignore this basic principle, assume generalized conditions in a water body, and focus more on ‘desired’ objectives such as maximizing catch. The result is to disregard fish habitat boundaries and anthropogenic influences from the catchment that influence fish production. Overexploitation and environmental degradation disrupt sustainable socioeconomic benefits from the fisheries, create uncertainty among investors, but leave some managers calling for more information with the expectation that the fisheries will recover with time. Open access to the fisheries and full control of fishing effort remain challenges for managers. Exotic species introductions and fish farming can increase production, but such interventions require firm commitment to sound ecological principles and strict enforcement of recommended conservation and co‐management measures in capture fisheries. The general tendency to downplay fishing effort issues, other ecosystem values and functions or rely on temperate fisheries models until a new cycle of overexploitation emerges, characterizes many management patterns in inland fisheries. Aquaculture is not an option to challenges in capture fisheries management. Aquaculture should be developed to increase fish production but even this practice may have negative environmental impacts depending on practice and scale. Decades of information on Lake Victoria fisheries trends and aquaculture development did not stop the collapse of native fisheries. The successfully introduced Nile perch (Lates niloticus) has shown signs of overexploitation and aquaculture has again been considered as the option. By reviewing significant trends associated with Nile perch and its feasibility in aquaculture this paper uses Lake Victoria to illustrate ‘special interest management’ targeting selected species of fish rather than the fisheries.  相似文献

The interactions between seabirds and fisheries pose significant threats for the seabird species such as incidental capture. In contrast, several species of seabirds meet part of their energetic requirements through the use of fisheries discards. Knowledge about the relationship between at-sea distribution of Procellariiformes and fisheries is a key tool in marine ecosystem management. We analysed the spatio-temporal relationship between the areas used by 16 satellite-tracked breeding adults of the Southern Giant Petrel and fisheries distribution and catch at the Patagonian Shelf. We also determined the time spent by adults in different marine jurisdictions. Results indicated a marked spatio-temporal association between birds and fisheries, mainly trawlers. The Southern Giant Petrels concentrated their foraging effort over Argentinean waters. The use of an abundant and predictable food source provided by the fisheries discards may be one of the factors affecting the dynamics of the Southern Giant Petrel populations in Patagonia, Argentina.  相似文献

Market-based incentives are a new approach to direct fisheries toward greater sustainability. The Marine Stewardship Council (MSC) is the leading certification scheme for wild capture fisheries. Four Russian fisheries were certified from 2010 to 2014. Despite a slow start, the Russian fishery assessments have gone more quickly, received less public criticism, and scored better over time. Consensus is emerging that the Russian system for fisheries management fulfills the MSC requirements.  相似文献

Inland recreational fisheries have social, economic, and ecological importance worldwide but these fisheries are increasingly challenged by the diverse effects of climate change. Coupled with other anthropogenic stressors, climate change has contributed to declines in freshwater biodiversity of greater severity than those observed across marine or terrestrial taxa. At a macro level, inland fisheries are experiencing declines. There are, however, a number of success stories, or ‘bright spots,’ in inland recreational fisheries management, where innovative approaches are leading to increases in social and ecological well-being in the face of climate change. Cases such as these are important sources of inspiration and learning about adaptation to climate and environmental change. In this article, we analyze 11 examples of such ‘bright spots’ drawn from multiple jurisdictions around the world from which we extracted lessons that might apply to fisheries management challenges beyond the region and context of each case. Collectively, these bright spots highlight adaptive initiatives that allow for recreational fisheries management to mitigate to stressors associated with current and future climate change. Examples identified include community-based restoration projects, collaborative and adaptive approaches to short-term fisheries closures, transdisciplinary large-scale conservation projects, and conservation-minded efforts by individuals and communities. By highlighting examples of ‘small wins’ within inland recreational fisheries management, this review contributes to the idea that a ‘positive future’ for inland recreational fisheries in the face of climate change is possible and highlights potential strategies to adapt to current and future climate scenarios.

Deep-water tropical fishes support locally significant commercial fisheries, high value recreational fisheries, and culturally and economically important artisanal and subsistence fisheries throughout the Indo-Pacific region. The main species captured by these fisheries are deep-water snappers (Lutjanidae), groupers (Epinephelidae), and emperors (Lethrinidae). Quantitative assessments of deep-water tropical fisheries have been limited by a lack of adequate biological and fisheries data. We review the biology and ecology of deep-water tropical fishes, discuss the implications for assessment and management of tropical deep-water fisheries, and provide perspectives on future research priorities. We found that biological and fisheries information is lacking for the majority of deep-water tropical fishes. Furthermore, many studies were constrained by low samples sizes and the use of methods that have not been validated or verified. Most species for which reliable information was available were reported to have extended longevities (>20 years), low rates of natural mortality (M < 0.15), and slow to modest growth rates (K = 0.12–0.25). These life history traits indicate a low production potential for many deep-water tropical fishes, and suggest that sustainable exploitation rates and potential yields may be low. There is a need for more representative and adequate studies of deep-water tropical fishes and for improved fisheries data collection and the use of consistent methods in addition to information sharing to facilitate the development of robust data-poor assessment techniques for these species.  相似文献

Ongoing declines in production of the world's fisheries may have serious ecological and socioeconomic consequences. As a result, a number of international efforts have sought to improve management and prevent overexploitation, while helping to maintain biodiversity and a sustainable food supply. Although these initiatives have received broad acceptance, the extent to which corrective measures have been implemented and are effective remains largely unknown. We used a survey approach, validated with empirical data, and enquiries to over 13,000 fisheries experts (of which 1,188 responded) to assess the current effectiveness of fisheries management regimes worldwide; for each of those regimes, we also calculated the probable sustainability of reported catches to determine how management affects fisheries sustainability. Our survey shows that 7% of all coastal states undergo rigorous scientific assessment for the generation of management policies, 1.4% also have a participatory and transparent processes to convert scientific recommendations into policy, and 0.95% also provide for robust mechanisms to ensure the compliance with regulations; none is also free of the effects of excess fishing capacity, subsidies, or access to foreign fishing. A comparison of fisheries management attributes with the sustainability of reported fisheries catches indicated that the conversion of scientific advice into policy, through a participatory and transparent process, is at the core of achieving fisheries sustainability, regardless of other attributes of the fisheries. Our results illustrate the great vulnerability of the world's fisheries and the urgent need to meet well-identified guidelines for sustainable management; they also provide a baseline against which future changes can be quantified.  相似文献

Mean trophic level (MTL) of landings and primary production required (PPR) by fisheries are increasingly used in the assessment of sustainability in fisheries. However, in their present form, MTL and PPR are prone to misinterpretation. We show that it is important to account for actual catch data, define an appropriate historical and spatial domain, and carefully consider the effects of fisheries management, based on results from a case study of Swedish fisheries during the past century.  相似文献

Abstract Establishing permanent ‘no-take’ marine reserves, areas where fishing and all other extractive activities are prohibited, is an attractive but under-utilized tool for fisheries management. Marine reserves could potentially deal with many fishery problems that are not effectively addressed by other traditional management measures; they also offer numerous social, economic, and scientific benefits not directly related to fisheries. Limited but growing research has shown beneficial biological and economic effects of marine reserves on fisheries. More research is needed, especially at larger scales, to determine the ideal marine reserve size, number and location necessary to optimize fisheries productivity and resource conservation. Sufficient evidence is available to justify the expanded use of marine reserves in an adaptive approach to fisheries management.  相似文献

Fisheries stock assessments are essential for science-based fisheries management. Inland fisheries pose challenges, but also provide opportunities for biological assessments that differ from those encountered in large marine fisheries for which many of our assessment methods have been developed. These include the number and diversity of fisheries, high levels of ecological and environmental variation, and relative lack of institutional capacity for assessment. In addition, anthropogenic impacts on habitats, widespread presence of non-native species and the frequent use of enhancement and restoration measures such as stocking affect stock dynamics. This paper outlines various stock assessment and data collection approaches that can be adapted to a wide range of different inland fisheries and management challenges. Although this paper identifies challenges in assessment, it focuses on solutions that are practical, scalable and transferrable. A path forward is suggested in which biological assessment generates some of the critical information needed by fisheries managers to make effective decisions that benefit the resource and stakeholders.  相似文献

The reported annual yield from inland capture fisheries in 2008 was over 10 million tonnes, although real catches are probably considerably higher than this. Inland fisheries are extremely complex, and in many cases poorly understood. The numerous water bodies and small rivers are inhabited by a wide range of species and several types of fisher community with diversified livelihood strategies for whom inland fisheries are extremely important. Many drivers affect the fisheries, including internal fisheries management practices. There are also many drivers from outside the fishery that influence the state and functioning of the environment as well as the social and economic framework within which the fishery is pursued. The drivers affecting the various types of inland water, rivers, lakes, reservoirs and wetlands may differ, particularly with regard to ecosystem function. Many of these depend on land-use practices and demand for water which conflict with the sustainability of the fishery. Climate change is also exacerbating many of these factors. The future of inland fisheries varies between continents. In Asia and Africa the resources are very intensely exploited and there is probably little room for expansion; it is here that resources are most at risk. Inland fisheries are less heavily exploited in South and Central America, and in the North and South temperate zones inland fisheries are mostly oriented to recreation rather than food production.  相似文献

BACKGROUND: Although bycatch of industrial-scale fisheries can cause declines in migratory megafauna including seabirds, marine mammals, and sea turtles, the impacts of small-scale fisheries have been largely overlooked. Small-scale fisheries occur in coastal waters worldwide, employing over 99% of the world's 51 million fishers. New telemetry data reveal that migratory megafauna frequent coastal habitats well within the range of small-scale fisheries, potentially producing high bycatch. These fisheries occur primarily in developing nations, and their documentation and management are limited or non-existent, precluding evaluation of their impacts on non-target megafauna. PRINCIPAL FINDINGS/METHODOLOGY: 30 North Pacific loggerhead turtles that we satellite-tracked from 1996-2005 ranged oceanwide, but juveniles spent 70% of their time at a high use area coincident with small-scale fisheries in Baja California Sur, Mexico (BCS). We assessed loggerhead bycatch mortality in this area by partnering with local fishers to 1) observe two small-scale fleets that operated closest to the high use area and 2) through shoreline surveys for discarded carcasses. Minimum annual bycatch mortality in just these two fleets at the high use area exceeded 1000 loggerheads year(-1), rivaling that of oceanwide industrial-scale fisheries, and threatening the persistence of this critically endangered population. As a result of fisher participation in this study and a bycatch awareness campaign, a consortium of local fishers and other citizens are working to eliminate their bycatch and to establish a national loggerhead refuge. CONCLUSIONS/SIGNIFICANCE: Because of the overlap of ubiquitous small-scale fisheries with newly documented high-use areas in coastal waters worldwide, our case study suggests that small-scale fisheries may be among the greatest current threats to non-target megafauna. Future research is urgently needed to quantify small-scale fisheries bycatch worldwide. Localizing coastal high use areas and mitigating bycatch in partnership with small-scale fishers may provide a crucial solution toward ensuring the persistence of vulnerable megafauna.  相似文献

To date, there are few comprehensive assessments of how climate change affects inland finfish, fisheries, and aquaculture at a global scale, but one is necessary to identify research needs and commonalities across regions and to help guide decision making and funding priorities. Broadly, the consequences of climate change on inland fishes will impact global food security, the livelihoods of people who depend on inland capture and recreational fisheries. However, understanding how climate change will affect inland fishes and fisheries has lagged behind marine assessments. Building from a North American inland fisheries assessment, we convened an expert panel from seven countries to provide a first-step to a framework for determining how to approach an assessment of how climate change may affect inland fishes, capture fisheries, and aquaculture globally. Starting with the small group helped frame the key questions (e.g., who is the audience? What is the best approach and spatial scale?). Data gaps identified by the group include: the tolerances of inland fisheries to changes in temperature, stream flows, salinity, and other environmental factors linked to climate change, and the adaptive capacity of fishes and fisheries to adjust to these changes. These questions are difficult to address, but long-term and large-scale datasets are becoming more readily available as a means to test hypotheses related to climate change. We hope this perspective will help researchers and decision makers identify research priorities and provide a framework to help sustain inland fish populations and fisheries for the diversity of users around the globe.  相似文献
