The responsibility borne by governmental departments measured by a set of indicators is a key factor affecting the performance of urban sustainability. Thus, responsibility analysis can guide the selection of sustainability indicators. In line with the principle of Management by Objective (MBO), this paper aims to introduce a responsibility-based method, named Strategic goal-Responsibility department-Response (SRR), for selecting sustainable urbanization indicators. By applying this method, indicators are selected from the perspective of concerned departments’ responsibility. In developing the SRR model, the tool of Responsibility Assignment Matrix is used to identify the concerned departments who assume responsibilities in the process of implementing sustainable urbanization. The content analysis is used to analyze the work scope and definitions of the concerned departments and sustainable urbanization indicators that can measure the responsibility performance of the concerned departments are filtered out. A case study of Jinan city in China is used to demonstrate the procedures of using the proposed method. Based on the strategic goals of Jinan city, 20 responsibility departments and 152 initial indicators are identified by using the SRR framework. The case study reveals that the method is a feasible and effective tool in assisting policy makers to select sustainable urbanization indicators.  相似文献

In investigating the relationship between urbanization and sustainability in cities of developing countries, many researchers have looked to rising incomes as a driver for environmental improvement. This article challenges the transition and evolutionary models of urban environmental development that suggest that as cities grow in per capita income, their local environmental problems will diminish. The transition model is outcomes-based, and a competing model based on greater attention to participation in setting sustainability goals and assessing the progress toward those goals is presented.
Consensus on appropriate sustainability indicators is a key element, albeit a challenging one, in the task of pursuing urban sustainability. This is due to the contested nature of the concept of sustainability and also the fact that much of the work done on sustainability has been conducted among countries or on a national scale. A brief review of health, urban transport, air quality, and sewerage indicators suggests that cities do not necessarily see more progress as the per capita income increases. Low-income cities in Southeast Asia that are performing well are likely to see a deterioration in standards with rapid economic and population growth.  相似文献

There is a growing understanding of the biophysical processes that regulate the stability of the Earth-system, yet human pressures on the planet continue to increase rapidly. Here, recent advances in defining Earth-system thresholds using the planetary boundaries framework are translated down to national and sub-national levels. A set of 10 indicators is developed in a biophysical accounting framework that links the sustainability of resource flows from the biosphere to final consumption. The indicator set includes three measures of physical stocks, three measures of aggregate resource consumption, and four indicators of sustainable scale. The four scale indicators are ratios of (i) cumulative carbon footprint relative to carbon budget, (ii) nutrient use relative to biogeochemical boundaries, (iii) blue water consumption relative to monthly basin-level availability, and (iv) land footprint relative to biocapacity. Taken together, the indicators measure how close high-consuming societies are to meeting the conditions of a “steady-state economy”, defined here as an economy with non-growing physical stocks and flows maintained within shares of planetary boundaries. The framework is applied over a 15-year period to the economies of Canada and Spain, along with two sub-national regions (Nova Scotia and Andalusia). Nova Scotia is the only study site experiencing stable or decreasing biophysical stocks and flows. None of the study sites are consuming resources within their shares of all four planetary boundaries. Overall, the set of indicators provides guidance for prioritizing which environmental pressures need to decline (and by how much) for societies to be more effective stewards of Earth-system stability.  相似文献

Sustainable development indicators (SDIs) are one of the most frequently used tools to assess sustainable development from an international to a local scale, supporting evaluation and reporting purposes. Indicators can also be particularly useful in addressing the growing need for interaction at regional and local scale in sustainability initiatives and assuring that regional assessments reflect community values, concerns and hopes. The main goal of this research is to develop a conceptual framework for common local sustainability indicators within a regional context, one that is supported by a participative approach and allows interaction between local and regional scales. Other major goals were to design the regional profile on local SDI initiatives and develop a set of common local indicators for the Algarve region – the most southerly region of Portugal. The framework is mainly supported on common strategic goals, objectives, targets, features and resources and on the existing regional and local SDI sets. A regional survey involving all municipalities was conducted to obtain data on local SDI initiatives and the regional profile was defined. By testing the framework in the Algarve, a proposed set of common local indicators was developed and presented in the survey for local authority evaluation. The main findings reveal that, despite the fact that there are still few local SDI initiatives in the Algarve region, the majority of municipalities surveyed fully agree on the importance of developing a minimum common local indicator set for the region. The role and usefulness of the proposed framework were demonstrated in the selection of 20 common local indicators for local–regional scale interaction in the Algarve. Establishing a set of common indicators on a local spatial scale can contribute to providing a coherent assessment framework, by preventing the duplication of effort, allowing local sustainability benchmarking and enhancing the analyses of asymmetries within a region.  相似文献

The main ecosystem services (ES) central European mountain forests provide are: protection against gravitational hazards, timber production, recreation, biodiversity conservation and carbon storage, which are all in high demand. These demands make managing mountain forests a challenging task, involving manifold synergies and conflicts between the different ES. There is therefore an urgent need for appropriate concepts and tools for support decisions in forest management and planning (FMP) to take into consideration all ES and to manage the wide variety of information types, parameters and uncertainties involved in assessing the sustainability of ES. Multi-criteria decision analysis (MCDA) provides a suitable set of methods for sustainability evaluations. In this study sustainability means the persistent fulfilment of the required ES. To address all the phases of the FMP process, MCDA and forest models should be applied together, with indicators providing the main interfaces to combine them. This paper aims to: i) review assessment approaches in order to select appropriate and widely accepted indicators for measuring and assessing the effects of different silvicultural management alternatives on forest ES, and ii) present additional standardisation approaches (value functions) for each indicator. Standardisations are necessary to make the different ES comparable and to study synergies and trade-offs between different management objectives in MCDA. The main ES in central European mountain regions are considered, with a clear focus on those indicators that are directly derivable from forest model outputs and that can refer to sustainable forest management practices. The scales considered are that of the single forest stand and of the larger forest management unit. A holistic indicator-based analysis framework for FMP in mountain forests can be built using the indicators and value functions described. The influence of different management alternatives on ES can then be evaluated, taking into consideration the instruments and information on forest management (forest models, inventory) available. All indicators are selected according to existing and approved approaches that only require data that is normally available in operational forest management. The framework can thus be an important element in developing a decision support system for FMP in mountain forests.  相似文献

Agri-environmental indicators are commonly used to assess agricultural sustainability. In North America, few are designed to be easily used by dairy farmers. As farmers assume more responsibility for managing natural resources, they play an increasingly important role in assessing sustainable agriculture. This paper describes the development of an indicator-based self-assessment tool for use at the farm level to evaluate dairy farm sustainability from an environmental standpoint. The agri-environmental indicator set was selected by using two participatory processes: the Delphi method and a focus group. The framework for developing the assessment tool consisted of six steps: (1) Defining the concept of environmental sustainability at the farm level; (2) setting up goals and principles for the assessment; (3) identifying potential indicators and selecting candidate indicators; (4) defining reference values, aggregating indicators into components, and establishing relative weights for indicators; (5) testing the candidate indicators on dairy farms, and (6) selecting the final indicator set. Six criteria were used to evaluate either the practicality or usefulness of indicators. Thirteen indicators were chosen, one of which was divided into four sub-indicators. These indicators were aggregated into four components: soil quality, cropping practices, fertilization management, and farmland management. Expert participation was the first validation of the indicator set. A compromise between feasibility, practicality, and relevance of measurement was found among indicators. When applied to 40 farms over two contrasting regions, the indicator set identified scores that differed according to production context. The tool is user-friendly and well-adapted to dairy farming systems.  相似文献

In global industry supply chains, environmental sustainability optimization addresses the overall consumption of resources and energy, the reduction of carbon emissions and generated waste to name a few. In this paper, we propose a holistic sustainability optimization framework for strategic network design of industry supply chains under consideration of economic, social as well as ecologic objectives. The framework is flexible to incorporate multiple sustainability indicators, alternative sustainability optimization strategies as well as a variety of internal and external industry-specific factors which impact the sustainability of the entire industry supply chain in the long-term. The core of the framework is an end-to-end closed-loop value chain model consisting of process, transport and product-in-use modules. For the first time, the product-in-use impact (“use” vs. “make”) is integrated in one network design approach. In addition, the model fully closes the loop from sourcing of raw materials via manufacturing towards reverse value chain steps such as disposal and recycling. Finally, we propose the minimize-time-to-sustainability approach as new optimization strategy for long-term network design problems focusing on minimizing the time, industry supply chain structures need to transform into sustainability steady states for all defined sustainability indicators such as CO2e emissions, costs or social indicators based on defined target values. Data from urban metabolism studies from eight metropolitan regions across five continents, conducted in various years since 1965, are assembled in consistent units and compared. Together with studies of water, materials, energy, and nutrient flows from additional cities, the comparison provides insights into the changing metabolism of cities. Most cities studied exhibit increasing per capita metabolism with respect to water, wastewater, energy, and materials, although one city showed increasing efficiency for energy and water over the 1990s. Changes in solid waste streams and air pollutant emissions are mixed.
The review also identifies metabolic processes that threaten the sustainability of cities. These include altered ground water levels, exhaustion of local materials, accumulation of toxic materials, summer heat islands, and irregular accumulation of nutrients. Beyond concerns over the sheer magnitudes of resource flows into cities, an understanding of these accumulation or storage processes in the urban metabolism is critical. Growth , which is inherently part of metabolism, causes changes in water stored in urban aquifers, materials in the building stock, heat stored in the urban canopy layer, and potentially useful nutrients in urban waste dumps.
Practical reasons exist for understanding urban metabolism. The vitality of cities depends on spatial relationships with surrounding hinterlands and global resource webs. Increasing metabolism implies greater loss of farmland, forests, and species diversity; plus more traffic and more pollution. Urban policy makers should consider to what extent their nearest resources are close to exhaustion and, if necessary, appropriate strategies to slow exploitation. It is apparent from this review that metabolism data have been established for only a few cities worldwide, and interpretation issues exist due to lack of common conventions. 城市及其周边区域正在面临日益严峻的环境污染、生态恶化、资源短缺等问题。这些问题的出现,与长期以来城市发展过程中忽视城市与区域的生态关联密切相关。研究城市与区域的生态关联,对于解决城市与区域的生态环境问题、指导新型城镇化建设具有重要的理论意义与实践价值。主要从以下3个方面系统总结了城市与区域生态关联的研究进展:(1)城市发展对周边区域的生态环境影响,包括直接的胁迫和间接的影响;(2)区域对城市发展的生态支撑;(3)城市与周边区域社会、经济、生态关联的相互作用机制。指出了当前城市与区域生态关联研究中存在的问题和不足:1)城市对周边区域生态环境直接影响的研究较多,且多侧重城市对周边区域的负面影响,对其间接影响的研究较为缺乏;2)周边区域对城市发展生态支撑作用的研究相对缺乏、认识不够深入;3)对城市与周边区域生态关联作用机制的研究较为缺乏。未来的研究要将城市和区域作为统一整体,进一步完善城市与区域生态关联的理论框架,耦合社会经济的相互作用,定量解析城市与区域的生态关联,为城市与区域的可持续发展提供科学依据。  相似文献

With urban population increasing dramatically worldwide, cities are playing an increasingly critical role in human societies and the sustainability of the planet. An obstacle to effective policy is the lack of meaningful urban metrics based on a quantitative understanding of cities. Typically, linear per capita indicators are used to characterize and rank cities. However, these implicitly ignore the fundamental role of nonlinear agglomeration integral to the life history of cities. As such, per capita indicators conflate general nonlinear effects, common to all cities, with local dynamics, specific to each city, failing to provide direct measures of the impact of local events and policy. Agglomeration nonlinearities are explicitly manifested by the superlinear power law scaling of most urban socioeconomic indicators with population size, all with similar exponents (1.15). As a result larger cities are disproportionally the centers of innovation, wealth and crime, all to approximately the same degree. We use these general urban laws to develop new urban metrics that disentangle dynamics at different scales and provide true measures of local urban performance. New rankings of cities and a novel and simpler perspective on urban systems emerge. We find that local urban dynamics display long-term memory, so cities under or outperforming their size expectation maintain such (dis)advantage for decades. Spatiotemporal correlation analyses reveal a novel functional taxonomy of U.S. metropolitan areas that is generally not organized geographically but based instead on common local economic models, innovation strategies and patterns of crime.  相似文献

Recent concepts of environmental sustainability have focused on narrative economic and societal aspects rather than quantitative ones. Many key sustainability indicators also lack a consistent definition of sustainability, have perspectives that are too short-term, and are unable to model the dynamics of complex environmental utilization which can then result in inappropriate projection of long-term sustainability and/or sustainability indication. Here I propose a generalized quantitative framework of environmental sustainability requiring that (1) environmental capacities and utilization rates are identified, (2) their complex temporal dynamics are quantitatively modeled or estimated (3) while also adjusting for uncertainties, and finally, (4) using one of three options, determining which cumulative utilization pathways can be sustained for a (usually well-defined) period of time. Using the example of wood volume and its growth as capacities and harvest as utilization, and the example of global greenhouse gas emissions as the utilization component and the capacity of the air to absorb these emissions, I demonstrate how the proposed framework can be applied in practice, how sustainability indicators could be developed, and also how they can inform policies and measures to ensure sustainability.  相似文献

This research aims to propose a regenerative sustainability framework for AEC organizations, not only to focus on delivering green certified projects, but to encourage a revitalized approach to systematically drive their sustainability initiative. To achieve this aim, the study conducts an extensive global review of sustainable assessment systems in various industries and organizations, such as corporate sustainable reports, green company competitions, and green-renowned stocks. After learning the best practices from other industries, a sustainable development framework for the AEC organizations is developed. The proposed framework constitutes 110 key indicators covering three-dimensions of sustainability—social, environmental, and economic, respectively—and four-elements of corporate development essentials—projects, operations, governance, and stakeholders. By comparing the proposed framework to existing AEC practices, the study identifies the skewed development of corporate sustainability in the AEC industry where much awareness have been given to project-level environmental matters, but the social dimension, such as social stakeholders and social governance, are seriously lacking and need to be prioritized. A case study of a multi-millions construction company in China was investigated to validate this framework in practice. The case analysis justifies the practical value of the proposed framework, and elaborates the future need of regenerative sustainable initiatives for AEC organizations. The study contributes to the development of corporate sustainability theory in the AEC industry, and also provides industrial practitioners and policy makers with a better understanding of the next generation of corporate sustainable performance and implementation strategies.  相似文献

Biofuels are considered as a promising substitute for fossil fuels when considering the possible reduction of greenhouse gases emissions. However limiting their impacts on potential benefits for reducing climate change is shortsighted. Global sustainability assessments are necessary to determine the sustainability of supply chains. We propose a new global criterion based framework enabling a comprehensive international comparison of bioethanol supply chains. The interest of this framework is that the selection of the sustainability indicators is qualified on three criterions: relevance, reliability and adaptability to the local context. Sustainability issues have been handled along environmental, social and economical issues. This new framework has been applied for a specific issue: from a Swiss perspective, is locally produced bioethanol in Switzerland more sustainable than imported from Brazil? Thanks to this framework integrating local context in its indicator definition, Brazilian production of bioethanol is shown as energy efficient and economically interesting for Brazil. From a strictly economic point of view, bioethanol production within Switzerland is not justified for Swiss consumption and questionable for the environmental issue. The social dimension is delicate to assess due to the lack of reliable data and is strongly linked to the agricultural policy in both countries. There is a need of establishing minimum sustainability criteria for imported bioethanol to avoid unwanted negative or leakage effects.  相似文献

Sustainable development in its three dimensions – economic, social and environmental – has become a major concern on an international scale. The problem is global, but must be solved locally. Most of the world’s population lives in cities that act as centres of economic growth and productivity, but which – if they develop in the wrong direction – can cause social inequalities, or irreversibly harm the environment. Urban transport causes a number of negative impacts that can affect sustainability targets. The objective of this study is to propose an analysis of sustainability of urban passenger transport systems based on available indicators in most cities. This will serve to benchmark the practices of different cities and manage their transport systems. This work involves the creation of composite indicators (CI) to measure the sustainability of urban passenger transport systems. The methodology is applied to 23 European cities. The indicators are based on a benchmarking approach, and the evaluation of each aspect in each case therefore depends on the performance of the whole sample. The CI enabled us to identify which characteristics have the greatest influence on the sustainability of a city’s transport system, and to establish transport policies that could potentially improve its shortcomings. Finally, the cities are clustered according to the values obtained from the CIs, and thus according to the weaknesses and strengths of their transport systems.  相似文献

不同国家生态创新水平有高低,生态创新系统有差异。生态创新系统是由一系列参与者通过相互作用形成的网络,目的是推动有助于生态环境和社会经济协调发展的知识和技术的生产、传播和应用。为比较不同国家生态创新系统的发展状况和可持续性,分析不同国家生态创新系统的优势和不足,提出生态创新系统两步评估法和整体分析框架。把生态创新系统的功能和过程结合起来,对生态创新系统的发展水平进行评价。重点关注系统的长期发展,即系统可持续性。基于资本的角度,包括知识、经济、人力和社会资本,建立生态创新系统可持续评估模型,考察相关资本存量、流量和风险因素。根据创新系统理论、文献回顾和国际研究比较,遴选出30个关键指标,构建涵盖2个指标矩阵的综合评价指标体系。采用主成分分析和综合评价方法,对不同国家生态创新系统的功能-过程和可持续性分别进行评价。研究表明,法国、德国、韩国、西班牙和挪威生态创新系统的功能-过程表现最强,韩国、德国、奥地利、挪威、捷克生态创新系统的可持续性表现最强。根据生态创新系统的现状和可持续性,主要生态创新国家可以分为四种类型,据此采用不同发展策略。如韩国系统现状水平和可持续性都较高,属于生态创新先进国。...  相似文献

Providing a fast growing world population with sufficient food while preserving ecological and energy resources of our planet is one of the biggest challenges in this century. Optimized management of chemical fertilizers and pesticides will be essential for achieving sustainability of intensive farming and requires both empirical data from field trials and advanced fundamental understanding of the molecular processes controlling plant growth. Genes involved in plant responses to nutrient deficiency and pathogen/herbivore attack have been identified, but we are lacking information about the cross-talk between signalling pathways when plants are exposed to a combination of abiotic and biotic stress factors. The focus of this review is on the relationship between the potassium status of plants and their susceptibility to pathogens and herbivorous insects. We combine field evidence on potassium–disease interaction with existing knowledge on metabolic and physiological factors that could explain such interaction, and present new data on metabolite profiles and hormonal pathways from the model plant Arabidopsis thaliana . The latter provides evidence that facilitated entry and development of pathogens or insects in(to) potassium-deficient plants as a result of physical and metabolic changes is counteracted by an increased defence. A genetic approach should now be applied to establish a causal relationship between disease susceptibility on the one hand and individual enzymatic and signal components on the other. Once identified, these can be used to design agricultural strategies that support the nutritional status of the crops while exploiting their inherent potential for defence.  相似文献

The well-run structure, function and dynamics of complex regional sustainability system are critical for maintaining regional sustainability stability, so exploring the interaction characteristics and development pattern of the system should be considerably significant. Based on the new comprehensive index system of sustainability system, the indices of social, economic and eco-environmental dimensions and nine thematic indices are firstly presented for BHR (Bohai Rim) and YRD (Yangtze River) regions during the period 2001–2010, and then the regional sustainability changes are further tracked by regional sustainability index (RSI) and regional coordination index (RCI). Furthermore, we mainly focus on the dynamic interaction characteristics and propose green development index (GDI) to reflect the development pattern of BHR and YRD from the perspective of taking all indicators into account. The study results show that: the average annual growth rates of the indices of social, economic and eco-environmental dimensions of the BHR region are 10.00%, 19.11% and 0.37% during the study period, while the ones of YRD region are 7.32%, 20.25% and 0.46%, respectively, demonstrating that economic progress is the fastest-improving pillar for RSI of the two regions; the standard deviations of the indices of three dimensions that can construct a triangle diagram and the amount of that failed to construct are both decreasing from 2001 to 2012, showing that the RCI of two regions have made some progresses; BHR have stayed in some positions where eco-environmental level gradually decreases (from 0.50 to 0.45) with the progression of socioeconomic situations (from 0.20 to 0.50), while BHR in a position where eco-environmental level gradually increases (from 0.53 to 0.57) with the progression of socioeconomic situations (from 0.25 to 0.55), revealing dynamic interaction characteristics, and then in their evolution trajectories, YRD has been principally at the intermediate sustainable development stage while BHR always at the potentially unsustainable one; the green social or economic development degree, associated with the uneven resource utilization and eco-environment occupancy among provinces, should contribute most to regional development pattern. The study guides a direction where the policy makers need to improve in regional sustainability management.  相似文献

There are many different kinds of frameworks for evaluating environmental and sustainability performance at the organizational level (profit or not-for-profit, private or public), sectoral level (e.g. industry, transport, agriculture and tourism), and local, regional or country levels. Despite the diversity of methods and tools to measure sustainable development, indicators are one of the approaches most used. However, these tools do not usually include evaluation of the performance measurement instrument itself. The main objective of this research is to develop a conceptual framework to design and assess the effectiveness of the sustainability indicators themselves. To put the proposed tool into practice, a set of key good-practice factors and meta-performance evaluation indicators is proposed for adoption in a national case study—the national sustainable development indicators system, SIDS Portugal, and the usefulness of this methodology is demonstrated. This approach aims to evaluate how appropriate a set of sustainability indicators is and allow an evaluation of overall performance-monitoring activities and results. Stakeholder involvement is an essential component of the proposed framework. The tool developed could support continuous improvement in the performance of ongoing sustainability indicator initiatives, allowing greater guidance, objectivity and transparency in sustainability assessment processes.  相似文献

The way urbanization unfolds over the next few decades in the developing countries of Asia will have profound implications for sustainability. One of the more important opportunities is to guide urbanization along pathways that begin to uncouple these gains in well-being from rising levels of energy use. Increasing energy use for transport, construction, climate control in houses and offices, and industrial processes is often accompanied by increasing levels of atmospheric emissions that impact human health, ecosystem functions, and the climate system. Agriculture, forestry, and animal husbandry alter carbon stocks and fluxes as carbon dioxide, methane, and black carbon. In this article we explore how carbon management could be integrated into the development strategies of cities and urbanizing regions. In particular, we explore how changes in urban form, functions, and roles might alter the timing, aggregation, spatial distribution, and composition of carbon emissions. Our emphasis is on identifying system linkages and points of leverage. The study draws primarily on emission inventories and regional development histories carried out in the regions around the cities of Manila, Jakarta, Ho Chi Minh City, New Delhi, and Chiang Mai. We find that how urban functions, such as mobility, shelter, and food, are provided has major implications for carbon emissions, and that each function is influenced by urban form and role in distinct ways. Our case studies highlight the need for major "U-turns" in urban policy.  相似文献

Native to Australasia, Eucalyptus (sensu lato) is one of the most planted genera of trees in the world. However, the sustainability of Eucalyptus species as plantation trees in non-native areas is increasingly threatened by the introduction and spread of Eucalyptus-feeding insects from Australia. We examine patterns and potential trends with respect to the global spread of Eucalyptus-feeding insects. Likely pathways of introduction and drivers of the rapid distribution of these insects, as well as management options are considered. The rate of introductions is shown to have increased nearly fivefold since the 1980s. As a result, the number of non-native pests of eucalypts outside of Australia has doubled in less than three decades. Furthermore, the rate of secondary spread among continents has also increased. Surprisingly, we found no association between area planted and the number of pests or new introductions. Only a small number of countries have been the points of first detection outside the native range; these countries have acted as bridgeheads to other regions. Quarantine regulations aimed at reducing the spread of invasive organisms appear to be ineffective at a global scale, and pathways allowing these invasions to occur are poorly understood or unknown. An expanded suite of management options are needed to provide resilience against the rapid accrual and homogenization of eucalypt pests, thereby ensuring the sustainability of eucalypt forestry worldwide.  相似文献
