Human-carnivore systems are built on multi-scalar complex processes often resulting in conflicts that force wildlife managers to address what are conceived as problem individuals. In North America, the grizzly bear (Ursus arctos) is often involved in human-bear conflict with management measures such as translocations, in which problem individuals are moved to new areas, being used to reduce conflict risk. While translocations offer a non-lethal alternative to managing conflict animals, they show varying levels of success. Our objective was to perform a novel assessment of grizzly bear translocation success through agent-based simulation by evaluating how familiarity with landscape features coupled with behavioral traits affects the way individuals use resources in a new environment. Our results showed that bears translocated to familiar habitat used high-quality habitat more than bears moved to areas with unfamiliar landscape characteristics. Increased exploration led to greater use of high-quality habitat in the long run but resulted in reduced use of high-quality habitat during the first two years following a translocation. Habitat quality use depended on scale, with bears translocated to less familiar environments accessing higher quality areas at a finer scale than bears translocated to familiar habitats. We emphasize the need to account for wildlife behavioral traits and habitat characteristics at multiple scales when selecting suitable translocation locations. Understanding the role of factors such as these on translocation outcome will help ensure the success of translocations not only as a method for managing problem wildlife, but also for population restoration, species reestablishment, and conservation translocations across the globe.

Conflicts between humans and wildlife have become increasingly important challenges for resource managers along the urban-wildland interface. Food conditioning (i.e., reliance by an animal on anthropogenic foods) of American black bears (Ursus americanus) is related to conflict behavior (i.e., being bold or aggressive toward humans, consuming human food or garbage, causing property damage) and often occurs in communities adjacent to Great Smoky Mountains National Park (GRSM or Park), USA. The goal of our study was to evaluate black bear space use in GRSM and in exurban areas on surrounding private lands and to identify factors associated with food conditioning and conflict behavior. We radio-collared 53 bears (29 males, 24 females) from 2015 to 2017 to compare space use characteristics and used carbon isotopic signatures (δ13C) from bear hair to assess food conditioning. We then performed an integrated step selection function (iSSF) analysis to characterize and compare movement and resource use as related to food conditioning. Based on the stable isotope analyses, 24 bears were classified as food conditioned (FC; 16 males and 8 females) and 37 were not food conditioned (NFC; 14 males and 23 females). Annual 95% kernel density estimate (KDE) home ranges and 50% KDE core area estimates of female and male bears did not differ by level of food conditioning (i.e., mean δ13C), but 95% and 50% home ranges of FC females were smaller than NFC females when data from 2015, a year of food scarcity and abnormally large home ranges, were excluded. The mean proportion of exurban development (e.g., roads, buildings, openings) within 95% KDE and 50% KDE home ranges of females increased with mean δ13C (i.e., greater food conditioning). The iSSF models indicated that FC bears were more likely to use forest openings associated with higher levels of development than NFC bears. We used those models to demonstrate how landscape modifications can reduce bear use of exurban areas, particularly for NFC bears. Our stable isotope, movement, and resource use data indicate that conflict behaviors displayed by many bears within GRSM were learned in areas outside Park boundaries. © 2020 The Wildlife Society.

In 2001 and 2002, 52 elk (Cervus canadensis; 21 males, 31 females), originally obtained from Elk Island National Park, Alberta, Canada, were transported and released into Cataloochee Valley in the northeastern portion of Great Smoky Mountains National Park (GRSM, Park), North Carolina, USA. The annual population growth rate (λ) was negative (0.996, 95% CI = 0.945–1.047) and predation by black bears (Ursus americanus) on elk calves was identified as an important determinant of population growth. From 2006 to 2008, 49 bears from the primary elk calving area (i.e., Cataloochee Valley) were trapped and translocated about 70 km to the southwestern portion of the Park just prior to elk calving. Per capita recruitment (i.e., the number of calves produced per adult female that survive to 1 year of age) increased from 0.306 prior to bear translocation (2001–2005) to 0.544 during years when bears were translocated (2006–2008) and λ increased to 1.118 (95% CI = 1.096–1.140). Our objective was to determine whether per capita calf recruitment rates after bear removal (2009–2019) at Cataloochee were similar to the higher rates estimated during bear removal (i.e., long-term response) or if they returned to rates before bear removal (i.e., short-term response), and how those rates compared with recruitment from portions of our study area where bears were not relocated. We documented 419 potential elk calving events and monitored 129 yearling and adult elk from 2001 to 2019. Known-fate models based on radio-telemetry and observational data supported calf recruitment returning to pre-2006 levels at Cataloochee (short-term response); recruitment of Cataloochee elk before and after bear relocation was lower (0.184) than during bear relocation (0.492). Recruitment rates of elk outside the removal area during the bear relocation period (0.478) were similar to before and after rates (0.420). In the Cataloochee Valley, cause-specific annual calf mortality rates due to predation by bears were 0.319 before, 0.120 during, and 0.306 after bear relocation. In contrast, the cause-specific annual mortality rate of calves in areas where bears were not relocated was 0.033 after the bear relocation period, with no bear predation on calves before or during bear relocation. The mean annual population growth rate for all monitored elk was 1.062 (95% CI = 0.979–1.140) after bear relocation based on the recruitment and survival data. Even though the effects of bear removal were temporary, the relocations were effective in achieving a short-term increase in elk recruitment, which was important for the reintroduction program given that the elk population was small and vulnerable to extirpation.

Abstract: We present the first rigorous estimate of grizzly bear (Ursus arctos) population density and distribution in and around Glacier National Park (GNP), Montana, USA. We used genetic analysis to identify individual bears from hair samples collected via 2 concurrent sampling methods: 1) systematically distributed, baited, barbed-wire hair traps and 2) unbaited bear rub trees found along trails. We used Huggins closed mixture models in Program MARK to estimate total population size and developed a method to account for heterogeneity caused by unequal access to rub trees. We corrected our estimate for lack of geographic closure using a new method that utilizes information from radiocollared bears and the distribution of bears captured with DNA sampling. Adjusted for closure, the average number of grizzly bears in our study area was 240.7 (95% CI = 202–303) in 1998 and 240.6 (95% CI = 205–304) in 2000. Average grizzly bear density was 30 bears/1,000 km2, with 2.4 times more bears detected per hair trap inside than outside GNP. We provide baseline information important for managing one of the few remaining populations of grizzlies in the contiguous United States.

Abstract: During the past 2 decades, the grizzly bear (Ursus arctos) population in the Greater Yellowstone Ecosystem (GYE) has increased in numbers and expanded its range. Early efforts to model grizzly bear mortality were principally focused within the United States Fish and Wildlife Service Grizzly Bear Recovery Zone, which currently represents only about 61% of known bear distribution in the GYE. A more recent analysis that explored one spatial covariate that encompassed the entire GYE suggested that grizzly bear survival was highest in Yellowstone National Park, followed by areas in the grizzly bear Recovery Zone outside the park, and lowest outside the Recovery Zone. Although management differences within these areas partially explained differences in grizzly bear survival, these simple spatial covariates did not capture site-specific reasons why bears die at higher rates outside the Recovery Zone. Here, we model annual survival of grizzly bears in the GYE to 1) identify landscape features (i.e., foods, land management policies, or human disturbances factors) that best describe spatial heterogeneity among bear mortalities, 2) spatially depict the differences in grizzly bear survival across the GYE, and 3) demonstrate how our spatially explicit model of survival can be linked with demographic parameters to identify source and sink habitats. We used recent data from radiomarked bears to estimate survival (1983–2003) using the known-fate data type in Program MARK. Our top models suggested that survival of independent (age ≥ 2 yr) grizzly bears was best explained by the level of human development of the landscape within the home ranges of bears. Survival improved as secure habitat and elevation increased but declined as road density, number of homes, and site developments increased. Bears living in areas open to fall ungulate hunting suffered higher rates of mortality than bears living in areas closed to hunting. Our top model strongly supported previous research that identified roads and developed sites as hazards to grizzly bear survival. We also demonstrated that rural homes and ungulate hunting negatively affected survival, both new findings. We illustrate how our survival model, when linked with estimates of reproduction and survival of dependent young, can be used to identify demographically the source and sink habitats in the GYE. Finally, we discuss how this demographic model constitutes one component of a habitat-based framework for grizzly bear conservation. Such a framework can spatially depict the areas of risk in otherwise good habitat, providing a focus for resource management in the GYE.

Abstract: We used resource selection functions (RSF) to estimate the relative probability of use for grizzly bears (Ursus arctos) adjacent to the Parsnip River, British Columbia, Canada, 1998-2003. We collected data from 30 radiocollared bears on a rolling plateau where a large portion of the landscape had been modified by human activities, primarily forestry. We also monitored 24 radiocollared bears in mountain areas largely inaccessible to humans. Bears that lived on the plateau existed at less than one-quarter the density of bears in the mountains. Plateau bears ate more high-quality food items, such as meat and berries, leading us to conclude that food limitation was not responsible for the differences in densities. We hypothesized that plateau bears were limited by human-caused mortality associated with roads constructed for forestry activities. Independent estimates of bear population size from DNA-based mark-recapture techniques allowed us to link populations to habitats using RSF models to scale habitat use patterns to population density. To evaluate whether differences in land-cover type, roads, or mortality risk could account for the disparity in density we used the mountain RSF model to predict habitat use and number of bears on the plateau and vice versa. We predicted increases ranging from 34 bears to 96 bears on the plateau when switching model coefficients, excluding land-cover types; when exchanging land-cover coefficients, the model predicted that the plateau population would be 9 bears lower than was observed. Large reductions in the numbers of mountain bears were predicted by habitat-selection models of bears using the plateau landscape. Although RSF models estimated in mountain and plateau landscapes could not predict bear use and abundance in the other areas, contrasts in models between areas provided a useful tool for examining the effects of human activities on grizzly bears.

ABSTRACT Aversive conditioning (AC) has the potential to temporarily reduce conflicts between humans and black bears (Ursus americanus). From 2002 to 2005, I evaluated the effectiveness of projectiles with varying impact intensities, pepper spray, and chasing on approximately 150 bears in Sequoia National Park. Aversive conditioning was successful in keeping bears that were not food-conditioned from becoming food-conditioned. For the bears that were already food-conditioned, 17 of 29 bears subjected to AC abandoned unwanted behaviors, 6 required continual treatments, and 6 were killed or relocated. Success with food-conditioned bears was highest when AC was applied soon after bears obtained human food. Aversive conditioning was less successful on yearlings than adults. Rubber slugs were slightly more effective than lower impact projectiles.

The rapid expansion of global urban development is increasing opportunities for wildlife to forage and become dependent on anthropogenic resources. Wildlife using urban areas are often perceived dichotomously as urban or not, with some individuals removed in the belief that dependency on anthropogenic resources is irreversible and can lead to increased human-wildlife conflict. For American black bears (Ursus americanus), little is known about the degree of bear urbanization and its ecological mechanisms to guide the management of human-bear conflicts. Using 6 years of GPS location and activity data from bears in Aspen, Colorado, USA, we evaluated the degree of bear urbanization and the factors that best explained its variations. We estimated space use, activity patterns, survival, and reproduction and modeled their relationship with ecological covariates related to bear characteristics and natural food availability. Space use and activity patterns were dependent on natural food availability (good or poor food years), where bears used higher human density areas and became more nocturnal in poor food years. Patterns were reversible, i.e., individuals using urban areas in poor food years used wildland areas in subsequent good food years. While reproductive output was similar across years, survival was lower in poor food years when bears used urban areas to a greater extent. Our findings suggest that bear use of urban areas is reversible and fluctuates with the availability of natural food resources, and that removal of urban individuals in times of food failures has the potential to negatively affect bear populations. Given that under current predictions urbanization is expected to increase by 11% across American black bear range, and that natural food failure years are expected to increase in frequency with global climate change, alternative methods of reducing urban human-bear conflict are required if the goal is to prevent urban areas from becoming population sinks.

Culture is widely accepted as an important social factor present across a wide range of species. Bears have a culture as defined as behavioral traditions inherited through social learning usually from mothers to offspring. Successful bear cultures can enhance fitness and resource exploitation benefits. In contrast, some bear cultures related to response to humans and human‐related foods can be maladaptive and result in reduced fitness and direct mortality. In environments with minimal human influence most bear culture has evolved over generations to be beneficial and well adapted to enhance fitness. However, most bears across the world do not live in areas with minimal human influence and in these areas, bear culture is often changed by bear interactions with humans, usually to the detriment of bear survival. We highlight the importance of identifying unique bear cultural traits that allow efficient use of local resources and the value of careful management to preserve these adaptive cultural behaviors. It is also important to select against maladaptive cultural behaviors that are usually related to humans in order to reduce human–bear conflicts and high bear mortality. We use examples from Yellowstone National Park to demonstrate how long‐term management to reduce maladaptive bear cultures related to humans has resulted in healthy bear populations and a low level of human–bear conflict in spite of a high number of Yellowstone National Park visitors in close association with bears.

Wild animals eating agricultural products and coming close to people's residences are primary causes of human–wildlife conflict worldwide. When carnivores eat anthropogenic foods and cause human safety concerns, it often results in the removal of the animals and public demand for reduced wildlife populations. The use of remote methods, such as scare devices, to deter carnivores has been touted in the literature; however, efficacy evidence remains thin. I test the efficacy of a widely available motion-activated solar alarm lamp to deter grizzly bears (Ursus arctos) from farms in Montana, USA. When scare devices were activated, there was a 46% reduction in the odds bears would access an attractant. For every additional scare device, there was an additional 44% reduction in the odds of a bear getting the food. Additionally, scare devices caused bears to be more vigilant and increase movement behavior. More bears in a group led to loss of deterrence efficacy, and there was no evidence for habituation to the aversive stimuli. This deterrence method was most effective in August and for fungicide-treated wheat. Out of 21 farms, scare devices stopped bears from returning to 11 sites. Overall, scare devices can be a cheap and easy first step to preventing, or resolving, some grizzly bear issues in the use-of-force continuum, which hierarchically organizes conflict responses from non-lethal to more severe.

Background

The usual paradigm for translocations is that they should not take place in declining populations until the causes(s) of the decline has been reversed. This approach sounds intuitive, but may not apply in cases where population decline is caused by behavioral or demographic mechanisms that could only be reversed by translocation itself.

Methodology/Principal Findings

We analyzed a decade of field data for Pyrenean brown bears (Ursus arctos) from two small populations: the growing Central population - created from a previous translocation and the endemic Western population - believed to be declining because of excessive human-caused mortality. We found that adult survival rates for both populations were as high as those observed for most other protected brown bear populations. However, the Western population had much lower reproductive success than the Central population. Adult breeding sex ratio was male-biased in the Western population and female-biased in the Central population. Our results exclude high anthropogenic mortality as a cause for population decline in the West but support low reproductive success, which could result from sexually selected infanticide induced by a male-biased adult sex ratio or inbreeding depression. Using a stochastic demographic model to compute how many bears should be released to ensure viability, we show that the Western population could recover provided adequate numbers of new females are translocated.

Conclusions/Significance

We suggest that a translocation could take place, even if the decline has not yet been reversed, if the translocation itself removes the biological mechanisms behind the decline. In our case, the ultimate cause of low reproductive success remained unknown (infanticide or inbreeding), but our proposed translocation strategies should eliminate the proximate cause (low reproductive success) of the decline and ensure population recovery and viability.

The quality and availability of resources are known to influence spatial patterns of animal density. In Yellowstone National Park, relationships between the availability of resources and the distribution of grizzly bears (Ursus arctos) have been explored but have yet to be examined in American black bears (Ursus americanus). We conducted non-invasive genetic sampling during 2017–2018 (mid-May to mid-July) and applied spatially explicit capture-recapture models to estimate density of black bears and examine associations with landscape features. In both years, density estimates were higher in forested vegetation communities, which provide food resources and thermal and security cover preferred by black bears, compared with non-forested areas. In 2017, density also varied by sex, with female densities being higher than males. Based on our estimates, the northern range of Yellowstone National Park supports one of the highest densities of black bears (20 black bears/100 km2) in the northern Rocky Mountains (6–12 black bears/100 km2 in other regions). Given these high densities, black bears could influence other wildlife populations more than previously thought, such as through displacement of sympatric predators from kills. Our study provides the first spatially explicit estimates of density for black bears within an ecosystem that contains the majority of North America's large mammal species. Our density estimates provide a baseline that can be used for future research and management decisions of black bears, including efforts to reduce human–bear conflicts.

ABSTRACT Increasing demand for backcountry recreation opportunities during winter (e.g., snowshoeing, helicopter-assisted skiing, snowmobiling) in steep, high-elevation terrain has elevated concern about disturbance to brown bears (Ursus arctos) denning on the Kenai Peninsula, Alaska, USA. To help identify areas where such conflicts might occur, we developed a spatially explicit model to predict potential den habitat. The model indicated brown bears selected locations for den sites with steep slopes, away from roads and trails. Den sites were associated with habitat high in elevation and away from potential human contact. We then compared areas with the highest probability of providing den habitat with patterns of snowmobile and nonmotorized recreation on a portion of the Kenai Peninsula. We found limited overlap between the 2 recreation activities and potential den habitat for brown bears. At the landscape scale, however, backcountry skiing overlapped more high-quality den habitat than did snowmobile riding. Our results may be used by land management agencies to identify potential conflict sites and to minimize the potential effects of recreation activities on brown bears in dens.

Abstract: Augmentation of large carnivore populations can be a valuable management and recovery tool, but success of many programs has not been well documented. The Cabinet—Yaak grizzly bear (Ursus arctos) population was located in northwestern Montana and northern Idaho, USA, and was estimated at 30–40 individuals. The Cabinet Mountains portion of this area may be isolated from the remainder of the zone and was the site of a test of grizzly bear population augmentation. Experimental objectives included evaluating site fidelity, reproduction, and long-term survival of the translocated bears. Four subadult females (2–6 yr old) were translocated from southeastern British Columbia, Canada, from 1990 to 1994. Three of 4 transplanted bears remained in the target area for ≥1 year and satisfied the short-term goal for site fidelity. Recent genetic evidence gathered through hair-snagging efforts has determined that at least one of the original transplanted animals has reproduced, thereby providing evidence of success for the long-term goals of survival and reproduction.

Despite extensive genetic analysis, the evolutionary relationship between polar bears (Ursus maritimus) and brown bears (U. arctos) remains unclear. The two most recent comprehensive reports indicate a recent divergence with little subsequent admixture or a much more ancient divergence followed by extensive admixture. At the center of this controversy are the Alaskan ABC Islands brown bears that show evidence of shared ancestry with polar bears. We present an analysis of genome-wide sequence data for seven polar bears, one ABC Islands brown bear, one mainland Alaskan brown bear, and a black bear (U. americanus), plus recently published datasets from other bears. Surprisingly, we find clear evidence for gene flow from polar bears into ABC Islands brown bears but no evidence of gene flow from brown bears into polar bears. Importantly, while polar bears contributed <1% of the autosomal genome of the ABC Islands brown bear, they contributed 6.5% of the X chromosome. The magnitude of sex-biased polar bear ancestry and the clear direction of gene flow suggest a model wherein the enigmatic ABC Island brown bears are the descendants of a polar bear population that was gradually converted into brown bears via male-dominated brown bear admixture. We present a model that reconciles heretofore conflicting genetic observations. We posit that the enigmatic ABC Islands brown bears derive from a population of polar bears likely stranded by the receding ice at the end of the last glacial period. Since then, male brown bear migration onto the island has gradually converted these bears into an admixed population whose phenotype and genotype are principally brown bear, except at mtDNA and X-linked loci. This process of genome erosion and conversion may be a common outcome when climate change or other forces cause a population to become isolated and then overrun by species with which it can hybridize.

Human-elephant conflict (HEC) threatens the survival of endangered Asian elephants (Elephas maximus). Translocating “problem-elephants” is an important HEC mitigation and elephant conservation strategy across elephant range, with hundreds translocated annually. In the first comprehensive assessment of elephant translocation, we monitored 16 translocations in Sri Lanka with GPS collars. All translocated elephants were released into national parks. Two were killed within the parks where they were released, while all the others left those parks. Translocated elephants showed variable responses: “homers” returned to the capture site, “wanderers” ranged widely, and “settlers” established home ranges in new areas soon after release. Translocation caused wider propagation and intensification of HEC, and increased elephant mortality. We conclude that translocation defeats both HEC mitigation and elephant conservation goals.

Damage to homesteads by brown bears (Ursus arctos) has become commonplace in Asia, Europe, and the Americas. Science‐based solutions for preventing damages can contribute to the establishment of mechanisms that promote human–bear coexistence. We examined the spatial distribution patterns of house break‐ins by Tibetan brown bears (U. a. pruinosus) in Zhiduo County of the Sanjiangyuan region in China. Occurrence points of bear damage were collected from field surveys completed from 2017 to 2019. The maximum entropy (MaxEnt) model was then used to assess house break‐in risk. Circuit theory modeling was used to simulate risk diffusion paths based on the risk map generated from our MaxEnt model. The results showed that (a) the total risk area of house break‐ins caused by brown bears was 11,577.91 km2, accounting for 29.85% of Zhiduo County, with most of the risk areas were distributed in Sanjiangyuan National Park, accounting for 58.31% of the total risk area; (b) regions of alpine meadow located in Sanjiangyuan National Park with a high human population density were associated with higher risk; (c) risk diffusion paths extended southeast to northwest, connecting the inside of Sanjiangyuan National Park to its outside border; and (d) eastern Suojia, southern Zhahe, eastern Duocai, and southern Jiajiboluo had more risk diffusion paths than other areas examined, indicating higher risk for brown bear break‐ins in these areas. Risk diffusion paths will need strong conservation management to facilitate migration and gene flow of brown bears and to alleviate bear damage, and implementation of compensation schemes may be necessary in risk areas to offset financial burdens. Our analytical methods can be applied to conflict reduction efforts and wildlife conservation planning across the Qinghai–Tibet Plateau.
