This article explores the material practices through which lower-caste and poor villagers engage with bureaucracy in contemporary India. We take documents and paperwork – such as ration cards and community certificates – as a ‘lens’ through which to explore how paper materiality is infused with the politics of power, patronage, and identity. The article brings ethnography from rural Tamil Nadu, South India, in conversation with two bodies of literature: one on the materiality of bureaucracy and one on the nature of political mediation in contemporary India. We demonstrate how everyday engagements with paperwork as well as processes of applying, form filling, and securing recommendations are constitutive of social and political relationships and, ultimately, of citizenship itself. Political mediation around paperwork and bureaucracy generates a hierarchy of citizens rather than equal citizenship for all, yet ordinary villagers transpire as anything but passive. Drawing on patronage networks, engaging in affective performances, and navigating a politics of identity, they actively negotiate access to the state in an attempt to claim their rights as citizens.  相似文献

The concept of ‘intimate citizenship’ stresses the right of people to choose how they organize their personal lives and claim identities. Support and interest groups are seen as playing an important role in the pursuit of recognition for these intimate choices, by elaborating visible and positive cultures that invade broader public spheres. Most studies on intimate citizenship take into consideration the exclusions these groups encounter when negotiating their differences with society at large. However, much less attention is paid to the ways in which these groups internalize the surrounding ideologies, identity categories and hierarchies that pervade society and constrain their recognition as full citizens. In contrast, this paper aims to emphasize the reproduction of otherness within alternative spheres of life, and to reveal the ambiguities and complexities involved in their dialectic relationship with society at large. To address this issue, the paper focuses on the role that ‘adoption cultures’ of Flemish adoptive parents with children from Ethiopia play in the pursuit of being recognized as ‘proper’ families and full citizens. The ethnographic research among adoptive parents and adoption professionals shows a defensive discourse and action that aims at empowering against potential problems, as well as a tendency to other the adoptive child by pathologizing its non‐normativity. By showing the strong embeddedness of adoptive families' practices of familial and cultural construction in larger cultural frames of selfing and othering, characterized by biologism and nativism, one begins to understand the limits of their capacity to realize full citizenship.  相似文献

This article focuses on the Vision Documents of the Arab civil society organizations in Israel as an act of citizenship and an expression of the politics of contention used by the Palestinians in Israel. We argue that these documents challenge both the political inclusiveness of the identity of Israel as a ‘Jewish and democratic’ state, and the political continuity of collective identity of the Palestinian people. With these documents, the Arab civil society organizations reclaim responsibility over their political future by clinging to the Israeli citizenship framework, but at the same time attempt to change its nature from within, by re-associating the Palestinians in Israel with the core issues of the stumbling peace process, especially in regard to the ‘Right of Return’. The paper contends that for the Palestinians in Israel, the national and the civic frameworks do not circulate in separate orbits, but constitute and reframe each other.  相似文献

ABSTRACT  In Rio de Janeiro, Brazil, the register of slang has historically been embraced to forge salient social and spatial distinctions, demarcating the physical space of the favela (shantytown) and naturalizing the exclusion of its residents. In this article, I examine the ongoing enregisterment of slang in Rio's current context of profound social inequality, democratic instability, heightened urban violence, and geographic proximity. Within this climate of fear and insecurity, newly vulnerable and newly marginalized city residents draw on and reify salient speech repertoires to negotiate rights to the city and to the nation-state that have become increasingly threatened along socioeconomic, racial, and residential lines. I argue that the enregisterment of slang constructs newly emergent citizenship categories that both challenge and reinforce Brazil's entrenched regime of differentiated citizenship, illuminating the productive role of linguistic differentiation in the modern nation-state. As Myanmar undergoes political and societal transition, observers are asking questions about citizenship and ethnic identity. How does one think about citizenship and people's negotiations with law in political-legal regimes that do not subscribe to liberal democratic norms? This paper investigates how law marginalizes the Burmese Chinese minority in Myanmar and the nature of their legal participation. Since law asserts cultural power impacting the way people think and behave, we engage with the concept of legal consciousness to understand how perceptions of legal vulnerability shape political subjectivity ambivalently. The paper highlights the spatial strategies and everyday practices that the Burmese Chinese deploy to navigate oppressive laws, but signals that internal social divisions and geopolitical considerations deter collective action towards rights assertion. It argues that studying the multiple sites and scales through which law is engaged contributes towards recovering citizenship aspirations where engagement with power and authority are articulated differently from Western norms.  相似文献

In this paper, I read Leïla Sebbar’s staging in her novel Shérazade: 17 ans, brune, frisée, les yeux verts of the resistance by children of North African and other immigrants in the early 1980s to the French state’s cartographic modes and documents of control. The paper will consider the many uses to which the map was put by the French state in its colonization of North Africa and particularly Algeria, and later in its attempts to control the banlieues its policies of citizenship and cartographic control yielded on the margins of Paris. In this context, I will explore the ways in which the novel’s characters, living clandestinely in a squatt, simultaneously resist, put to use, and even supercede state documents of control as they disrupt everyday life and conduct heists across the city of Paris. The paper will explore unofficial cartographies of Paris, from those afforded by the radios libres and alternative publications such as Libération and Sans Frontièrez, to oral and almost proverbial networks of knowledge criss-crossing the city of Paris, while also tracing the uses to which supplemental cartographic sketches and counterfeit identity cards are put in the pages of the novel. The paper will be in dialogue with theoretical and critical formulations of space, cartography, and state control put forward by Michel de Certeau, Henri Lefebvre, Michel Foucault, and Tom Conley. The paper will conclude with a consideration of the means and limits of resistance by the novel’s characters in the context of this body of theory and criticism.  相似文献

This article examines how the US military uses race inequalities to mobilize black single mothers for enlistment of their children in the Armed Forces. Through an analysis of military recruitment materials during the height of the US War on Terrorism, I demonstrate how the military disproportionately shows black single mothers going through a process of reacting to their child's enlistment (with fear and worry), welcoming the military institution as the co-parent, and accepting enlistment as a venue for education and career opportunities (productive citizenship). The military models a citizen-mother who supports their child's enlistment, while unquestionably supporting the war. This exploits the obligations of citizenship for black single mothers, whose citizenship is already under scrutiny. By targeting the children of these mothers for recruitment, the military encourages a higher burden of military participation on an already underprivileged segment of the population.  相似文献

Commercial sex plays a critical role in rapidly increasing heterosexual transmission of HIV in China. Low-paid female sex workers (FSWs) are especially vulnerable to HIV/AIDS. Because of the illegality and stigma associated with sex work, FSWs may constantly live with fears in their daily life. Based on cross-sectional study of 794 low-paid FSWs in China we described their psychological fears related to commercial sex and examined the associations between fears and HIV-related behaviors. Fear of HIV infection was significantly associated with consistent use of condoms with clients. However, fear of breaching sex worker identity significantly prevented the FSWs from consistently using condoms with clients and taking HIV tests. Fear of being arrested by the police was positively associated with consistent use of condoms but negatively associated with accessing HIV prevention services. Our findings underlined the importance of examining the triadic interaction of behavioral, psychological and environmental factors in HIV prevention interventions among low-paid FSWs.  相似文献

This article sketches out a conceptual framework for exploring the diasporic politics of the Russians in the post-Soviet borderlands. Specific consideration is given to the Russians within Estonia and Latvia, the only two postSoviet states not to grant automatic citizenship to all those resident within their sovereign spaces in 1991. The essay not only examines the Russians in relation to the homeland regimes or nationalizing states in which they are located but also looks at the role of transnational political actors- specifically, the state patron (Russia) and Western transnational political institutions (notably the OSCE)- in shaping diasporic politics. It is argued that by examining the relationships among 'the ethnic patron', 'the West' and 'nationalizing state', we are better placed to understand the ways in which the differing representations of homeland by the Russian minorities themselves are being reconstituted as part of a diverse and unravelling community of identity politics, limited political opportunities and survival strategies.  相似文献

Comparative studies on the extension of rights, including naturalization rights, to migrants have grown exponentially. We propose a theoretically informed analytical framework to examine state policies relating to the extension of rights to aliens and citizenship acquisition. It consists of three frames: the rights frame, the citizenship eligibility frame and the earned citizenship frame. The framework enables the examination and mapping of policy developments in this broad field, while also elucidating how the notions of membership, status and identity – key constructs associated with the nation state – are articulated in states’ policy attempts to ‘integrate’ migrants, and, importantly, how they are reformulated over time. In the process, the framework nuances ideas about the coherence and stability of national citizenship regimes, brings greater conceptual clarity to the field, and delimits and delineates the citizenship construct. It also provides scope for additional and new comparative insights within and across states.  相似文献

Abstract

As one of the oldest Asian American groups in the USA, most Japanese Americans are of the third and fourth generations and have become well integrated in mainstream American society. However, they are still racialized as foreigners simply because of their Asian appearance. Their Asian phenotype continues to have a foreigner connotation because of large-scale immigration from Asia and an American national identity that is racially defined as white. This paper analyses how later-generation Japanese Americans are racialized as outsiders in their daily interaction with mainstream Americans, which is often accompanied by essentialized assumptions that they are also culturally foreign. In response, they engage in everyday struggles for racial citizenship by demanding inclusion in the national community as Americans despite their racial differences. It is uncertain whether such attempts to contest their racialization will cause current mono-racial notions of American identity to be reconsidered in more inclusive and multiracial ways.  相似文献

Pending changes in European legislation ban the use of wild-caught animals in research. This change is partly justified on the assumption that captive-breeding (or hand-rearing) increases welfare of captive animals because these practices result in animals with reduced fear of humans. However, there are few actual data on the long-term behavioural effects of captive-breeding in non-domestic species, and these are urgently needed in order to understand the welfare and scientific consequences of adopting this practice. We compared the response of hand-reared and wild-caught starlings to the presence of a human in the laboratory. During human presence, all birds increased their general locomotor activity but the wild-caught birds moved away from the human and were less active than the hand-reared birds. After the human departed, the wild-caught birds were slower to decrease their activity back towards baseline levels, and showed a dramatic increase in time at the periphery of the cage compared with the hand-reared birds. We interpret these data as showing evidence of a greater fear response in wild-caught birds with initial withdrawal followed by a subsequent rebound of prolonged attempts to escape the cage. We found no effects of environmental enrichment. However, birds in cages on low shelves were less active than birds on upper shelves, and showed a greater increase in the time spent at the periphery of their cages after the human departed, perhaps indicating that the lower cages were more stressful. In demonstrating reduced fear of humans in hand-reared birds, our results support one of the proposed welfare benefits of this practice, but without further data on the possible welfare costs of hand-rearing, it is not yet possible to reach a general conclusion about its net welfare impact. However, our results confirm a clear scientific impact of both hand-rearing and cage position at the behavioural level.  相似文献

Based on the experiences of the Black Hebrews in Israel, this article introduces "soul citizenship," an alternate discourse that asserts the right of individuals and groups to match their self–defined identities with existing states. After years of living in the Jewish State as an illegal yet tolerated presence, the African Hebrew Israelite Community (AHIC) gained temporary residence status, or according to the postnational model of membership, de facto citizenship. Nonetheless, having reformulated their claims in terms of Jewish cultural pluralism instead of race, the Black Hebrews continue to demand full Israeli citizenship. Rejecting postnational splits among identity, legal status, and territory, their soulful claims suggest a model of citizenship that opens new space for misplaced peopled) to gain membership in the states that meet their cultural aspirations and nourish their souls. The slaughter of animals is a fundamental aspect of the economic, social and spiritual life of many people in South Africa. Under apartheid, these events generally occurred in rural areas or urban townships designated for black people. Since the transition to democracy in the 1990s, increased suburban mixing has exposed established middle-class residents, notably white people, to cattle slaughter. The article explores the resulting public discourses on these events, such as condemnations, liberal appeals for tolerance and Africanist claims to citizenship and space. In addition, the article examines anxieties that some white people express in relation to the materiality of the slaughter of animals in residential areas. The article offers a multi-layered analysis of reactions to animal slaughter in relation to race, identity, difference, space and the place of animals and meat production in cities.  相似文献

Dominant majorities often use idealized categories to validate the ‘goodness’ and deservingness of minority citizens. For Palestinian citizens of Israel, this category is the ‘good Arab’. Since its origins in early Jewish settlement of Palestine, it has become a powerful and controversial metaphor in Israeli public discourse. As an experienced condition of limited inclusion, the ‘good Arab’ exemplifies the Palestinian dilemma of accessing socioeconomic opportunities in Jewish Israeli spaces that stigmatize and fend off their ethnonational identity. Combining a historical genealogy of the ‘good Arab’ with ethnographic research among Palestinians in Tel Aviv, this article shows how a historically evolved logic of settler colonial control and indigenous erasure continues to define liberal frameworks of conditional citizenship and inclusion. Theorized through the emerging concept of conditional inclusion, these insights open up new avenues for analysis and comparison in anthropological debates surrounding indigenous struggles, settler colonialism, urban inclusion, and citizenship.  相似文献

Recently there has been much discussion about the possibility of using dried blood spots on Guthrie cards as a source of DNA for research or testing purposes. The collections of Guthrie cards stored by state newborn-screening laboratories can thus be viewed as inchoate "DNA banks." This has generated concern among some persons who are interested in preserving the privacy of medical records. This study examines the policies of state newborn-screening laboratories in the United States, regarding their retention of Guthrie cards and the degree to which they permit the sharing of those cards with various third parties. We found that although most laboratories retain their cards, if at all, for only a short time, a growing number plan to keep them for an extended period--and, in several cases, indefinitely. We also found that although most laboratories would decline to release individually identifiable blood spots from the cards to third parties without a written release or other explicit authorization, a large number would at least consider sharing anonymous cards for research purposes.  相似文献

The question of fertility is a major concern for young adults successfully treated for cancer, which is why semen preservation should be proposed to all adolescent boys prior to treatment of a cancer. This proposal is part of the oncologist’s approach to prevent sequelae. To ensure that semen cryopreservation is conducted under good conditions and is accepted by the adolescent, it is important to have a good understanding of the psychopathology and behaviour of adolescents with cancer: their preoccupation with their body, their appearance, their sexuality, their relationships to their peers and to their parents, their value and narcissism, their identity. This helps the clinician to understand and overcome the various reasons for their difficulty (and to lessen the painful feeling of failure) or their reticence to perform semen cryopreservation: paralysed by the diagnosis of cancer, sexual inhibition, lack of understanding and ignorance, pessimism concerning outcome, incapacity to project into the future, poor relationship with parents, discredit of parenthood, fear of transmitting the cancer, etc. A good understanding of these elements can avoid an excessively rapid acceptance of a superficial opposition to this procedure that the patient could subsequently regret. Closer collaboration should be developed between oncology-haematology departments and CECOS units to provide suitable information material to adolescents, to improve the understanding of the specific psychology of adolescents, and to understand the parents’ positions.  相似文献

Focusing on ethnic Chinese as cultural citizens of the nation, this paper examines national identity in the context of generational change. In so doing, it connects to colonialist conceptions of identity the dominant framework of ethnicity that operates in Malaysia. It argues that this framework allows for the nationalist imagining of ‘Malaysian-Chinese’ as ‘outsiders’. In probing the complex conceptual relationship between ethnicity, national identity and cultural citizenship, this article asks: How does ‘ethnicity’ enter into negotiations over the ‘national’ in the cultural realm? What are the notions of cultural difference and national otherness that operate in the negative dualisms by which nation and ethnicity are defined? How are these dualisms tied to notions of authenticity and cultural citizenship? Using the novel The Harmony Silk Factory by Malaysian author Tash Aw to address these questions, this paper argues the need to rethink current policies and narratives of ethnic and national identity in Malaysia.  相似文献

Among the strategies employed by colonial authorities to ‘manage’ Indigenous people, forced removal and centralisation to townships was a deliberate attempt to fragment relationships to home territories. For Yanyuwa, an Indigenous group in northern Australia, this meant being removed from their saltwater ‘country’ in the Gulf of Carpentaria and resettled 60?km inland. Despite this violent act Yanyuwa saltwater identity has remained strong. Whilst enduring, it has however undergone changes in the way relationships to place are established and maintained. Travelling through saltwater country with younger and middle generation Yanyuwa has revealed that sometimes relationships to place are marked by conditions of fear, nervousness and uncertainty. Not classically held to be dispositions of a ‘proper’ Indigenous person, these reveal that states of intimacy require time and certain conditions to flourish. So too, distance, signalled by fear and uncertainty, is a relational state that defines a vitally important relationship with country.  相似文献

This article explores ethnographically the ‘village’ as a stage for the enactment and reproduction of a racialised set of white middle-class social and moral values. To do this I draw upon interview material with middle-class whites who live in a suburban ‘village’ on the border of rural Leicestershire and urban Leicester in England. I explore the way in which my co-conversationalists reflexively and imaginatively defend their area's ‘village’ identity through a discourse that ‘others’ its wealthy Asian residents. Although these raced others have achieved economic parity with the more affluent wealthy white middle-class residents, they are imagined to lack the ‘proper’ middle-class values of respectability and decorum, which are associated with the traditional white rhythms of English village life.  相似文献
