The Norwegian citizenship regime has gradually changed to accommodate some of the demands voiced by or on behalf of the Sami. This article describes and analyses these changes in terms of changing citizenship status for the Sami as a gradual move from ‘Norwegian citizens’ via ‘citizens plus’ to ‘dual citizens’. Sami who are registered in the electoral roster for elections to the Sami Parliament possess political rights connected to two different political systems in Norway: one with membership based on territoriality, the other with membership based on descent. The author argues that the ‘people-to-people’ approach that currently seems to guide Sami aspirations for the political future ignores the condition of dual political membership and is thus ill-suited as a point of departure for discussions of the desirable scope of the future constitutional space of the Sami Parliament in Norway.  相似文献

In the M/V “Louisa” case of 28 May 2013, the International Tribunal for the Law of the Sea held that it had no jurisdiction, even though it had established prima facie jurisdiction at the provisional measures stage. The M/V “Louisa” case thus gives rise to questions regarding the relationship between prima facie jurisdiction and jurisdiction on the merits. Moreover, the M/V “Louisa” Judgment also sheds some light on the applicability of the doctrine of abuse of rights provided in Article 300 of the UN Convention on the Law of the Sea.  相似文献

New syntaxa of different hierarchical levels are here described in order to update the “Syntaxonomic checklist of the Italian classes, orders and alliances (Vegetation Prodrome of Italy)”, promoted in 2012 by the “Ministry of Environment, Land and Sea Protection” in collaboration with the “Italian Society of Botany”. Bioethical debates on the use of human embryos and oocytes for stem cell research have often been criticized for the lack of empirical insights into the perceptions and experiences of the women and couples who are asked to donate these tissues in the IVF clinic. Empirical studies that have investigated the attitudes of IVF patients and citizens on the (potential) donation of their embryos and oocytes have been scarce and have focused predominantly on the situation in Europe and Australia. This article examines the viewpoints on the donation of embryos for stem cell research among IVF patients and students in China. Research into the perceptions of patients is based on in-depth interviews with IVF patients and IVF clinicians. Research into the attitudes of students is based on a quantitative survey study (n=427). The empirical findings in this paper indicate that perceptions of the donation of human embryos for stem cell research in China are far more diverse and complex than has commonly been suggested. Claims that ethical concerns regarding the donation and use of embryos and oocytes for stem cell research are typical for Western societies but absent in China cannot be upheld. The article shows that research into the situated perceptions and cultural specificities of human tissue donation can play a crucial role in the deconstruction of politicized bioethical argumentation and the (often ill-informed) assumptions about “others” that underlie socio-ethical debates on the moral dilemmas of technology developments in the life sciences.  相似文献

Compartmentation of storage lipid biosynthesis in developing erucate-rich rapeseeds during the period of rapid triacylglycerol accumulation has been investigated by labelling acyl residues and the glycerol backbone in endomembrane lipids of isolated embryos with radioactive precursors, either before (“in vivo”) or after (“in vitro”) subcellular fractionation. In contrast to the low light environment within the pod under normal environmental conditions, the photosynthetic and lipid synthesizing capacities of the embryos were significantly stimulated by their illumination in the isolated state. Both ways of demonstrating “de novo” synthesis of triacylglycerols and erucic acid in endomembrane vesicles show their significantly higher accumulation in oil bodies than in microsomal fractions, where membrane lipids predominate. The increased diacylglycerol acylation in erucate-rich rape embryos appears to be coupled to an alternative elongation mechanism for oleic acid, with another immediate acyl donor than 18:1-CoA. The present results are interpreted as a spatial separation of triacylglycerol formation, with very long-chain fatty acids obtained from residual lipid synthesis and fatty acid elongating capacity located on the endoplasmic reticulum.  相似文献

This paper reconsiders Stephen Castle’s classic paper Why Migration Policies Fail. Beginning with the so-called migration crisis of 2015 it considers the role of numbers is assessing success or failure. It argues that in the UK public debates about immigration changed with European Union (EU) Enlargement in 2004, when the emphasis shifted from concerns about asylum to concerns about EU mobility. Concerns were exacerbated by the government’s failure to meet its promise to reduce net migration. This policy is hampered by the general problem of definition of “migrant” and the gap between statistical measures and popular usage in which “migration” signifies problematic mobility. In fact, concern about migration has become a placeholder for concerns about globalization and democratic accountability. A new politics of migration must make connections between migrants and citizens, but also between migration and other global processes, particularly outsourcing and the exploitation of labour and resources in the global south.  相似文献

Many people believe that welfare standards for nonhuman animals on farms need to be improved. However, the definition of farm animal welfare (FAW) remains unclear, as different disciplines have developed competing understandings of FAW. Some studies have investigated citizens’ understanding of FAW through quantitative surveys. This study combined both closed-ended and open-ended questions and compared the findings from the different types of questions. For the open-ended question, respondents mostly named criteria in the categories of “housing system” and “management practice”; however, for the closed-ended question, the category “animal health” was most important. These findings suggest that not only whom you ask determines what comprises animal welfare, but how you ask. These findings should be considered when developing new animal welfare programs to increase the likelihood that the new programs will be accepted by the broader public and meet its expectations. In particular, improvements concerning animal health need to be publicized and clearly communicated to citizens, as health-related aspects are important to many people even though those aspects may not be the first thing they mentioned when asked.  相似文献

Summary

The mantle epithelium of embryos and early juveniles of the squids Loligo vulgaris and Loligo forbesi and the cuttlefish Sepia officinalis was studied using scanning electron microscopy. In embryos of L. vulgaris and L. forbesi, previously undescribed epidermal structures were found. They are missing in S. officinalis embryos. These so-called “extruding structures” are located near Hoyle's organ and first appear at stage XIII of Naef. At the same embryonic stage, Hoyle's organ starts to differentiate and “uniform-type” ciliated cells become visible in the epidermis of both L. vulgaris and L. forbesi. Directly after hatching the epidermis of the species examined starts to slough off and finally the extruding structures, Hoyle's organ and both types of ciliated cells of the mantle epithelium disappear. The function of the extruding structures remains obscure.  相似文献

The 8th annual meeting of the Italian Society of Virology (SIV) took place in Orvieto, Italy from the 21st to the 23rd of September 2008. The meeting covered different areas of Virology and the scientific sessions focused on: general virology and viral genetics; viral oncology, virus–host interaction and pathogenesis; emerging viruses and zoonotic, foodborne and environmental pathways of transmission; viral immunology and vaccines; viral biotechnologies and gene therapy; medical virology and antiviral therapy. The meeting had an attendance of about 160 virologists from all Italy. In this edition, a satellite workshop on “Viral biotechnologies” was organized in order to promote the role of virologists in the biotechnological research and teaching fields. This article focuses on a corpus of Hindi films that, from a variety of ideological and generic viewpoints, articulate Hindi cinema's presentation of India's Partition trauma. It asserts that the cinematic mediation of this trauma appears symptomatic of the vicissitudes of larger discourses at work, and can be categorized into three phases with definite trajectories; wherein Partition first appears as a “denial,” where the traumatic episode becomes a Barthesian absence in the immediate aftermath of the Partition. Later, Partition reappears as “supracommunal trauma” transcending established national boundaries or spheres of sectarian interest in deference to the national conciliation project of Nehruvian secularism. In its third trajectory of the Hindutva milieu, films like Gadar and Hey Ram mark the “expropriation” of the Partition narratives from collective consciousness of experiences into a purely sectarian phenomenon.  相似文献

Recent ethical and legal challenges have arisen concerning the rights of individuals over their IVF embryos, leading to questions about how, when the wishes of parents regarding their embryos conflict, such situations ought to be resolved. A notion commonly invoked in relation to frozen embryo disputes is that of reproductive rights: a right to have (or not to have) children. This has sometimes been interpreted to mean a right to have, or not to have, one's own genetic children. But can such rights legitimately be asserted to give rise to claims over embryos? We examine the question of property in genetic material as applied to gametes and embryos, and whether rights over genetic information extend to grant control over IVF embryos. In particular we consider the purported right not to have one's own genetically related children from a property‐based perspective. We argue that even if we concede that such (property) rights do exist, those rights become limited in scope and application upon engaging in reproduction. We want to show that once an IVF embryo is created for the purpose of reproduction, any right not to have genetically‐related children that may be based in property rights over genetic information is ceded. There is thus no right to prevent one's IVF embryos from being brought to birth on the basis of a right to avoid having one's own genetic children. Although there may be reproductive rights over gametes and embryos, these are not grounded in genetic information.  相似文献

While Roma are both Europe’s largest minority, there is no “homeland” state that claims to guard their interest. The lack of “an external national homeland” [Brubaker, R. 1996. Nationalism Reframed: Nationhood and the National Question in the New Europe. Cambridge: Cambridge University Press] to watchdog and safeguard their rights has a particular effect on how Roma engage as political actors and subjects. International donors/foundations have assumed the role of “external homeland”. This article explores the effect that donors’ funding priorities have on Romani advocacy – specifically Romani journalism. Drawing upon multi-sited fieldwork in five countries, extensive document analysis, and interviews, Idemonstrate that the change in Romani media content over the past two decades reflects the shift in funders’ priorities, particularly in relation to the European project. “The Roma” become a tool for donors and European institutions to build a “European” identity while Romani-led advocacy becomes increasingly marganilized.  相似文献

This article is a sequel to the four earlier comprehensive reviews which covered the field of membrane guanylate cyclase from its origin to the year 2002 (Sharma in Mol Cell Biochem 230:3–30, 2002) and then to the year 2004 (Duda et al. in Peptides 26:969–984, 2005); and of the Ca2+-modulated membrane guanylate cyclase to the year 1997 (Pugh et al. in Biosci Rep 17:429–473, 1997) and then to 2004 (Sharma et al. in Curr Top Biochem Res 6:111–144, 2004). This article contains three parts. The first part is “Historical”; it is brief, general, and freely borrowed from the earlier reviews, covering the field from its origin to the year 2004 (Sharma in Mol Cell Biochem, 230:3–30, 2002; Duda et al. in Peptides 26:969–984, 2005). The second part focuses on the “Ca2+-modulated ROS-GC membrane guanylate cyclase subfamily”. It is divided into two sections. Section “Historical” and covers the area from its inception to the year 2004. It is also freely borrowed from an earlier review (Sharma et al. in Curr Top Biochem Res 6:111–144, 2004). Section “Ca2+-modulated ROS-GC membrane guanylate cyclase subfamily” covers the area from the year 2004 to May 2009. The objective is to focus on the chronological development, recognize major contributions of the original investigators, correct misplaced facts, and project on the future trend of the field of mammalian membrane guanylate cyclase. The type and pattern of epigenetic modification in donor cells can significantly affect the developmental competency of somatic cell nuclear transfer (SCNT) embryos. Here, we investigated the developmental capacity, gene expression, and epigenetic modifications of SCNT embryos derived from porcine bone marrow‐derived mesenchymal stem cells (BMSCs) and fetal fibroblasts (FFs) donor cells compared to embryos obtained from in vitro fertilization (IVF). Compared to FFs, the donor BMSCs had more active epigenetic markers (Histone H3 modifications: H3K9Ac, H3K4me3, and H3K4me2) and fewer repressive epigenetic markers (H3K9me3, H3K9me2, and DNA methyltransferase 1). Embryos derived from BMSC nuclear‐transfer (BMSC‐NT embryos) and IVF embryos had significantly higher cleavage and blastocyst rates (BMSC‐NT: 71.3 ± 3.4%, 29.1 ± 2.3%; IVF: 69.2 ± 2.2%, 30.2 ± 3.3%; respectively) than FF‐NT embryos (58.1 ± 3.4%, 15.1 ± 1.5%, respectively). Bisulfite sequencing revealed that DNA methylation at the promoter regions of NANOG and POU5F1 was lower in BMSC‐NT embryos (30.0%, 9.8%, respectively) than those in FF‐NT embryos (34.2%, 28.0%, respectively). We also found that BMSC‐NT embryos had more H3K9Ac and less H3K9me3 and 5‐methylcytosine than FF‐NT embryos. In conclusion, our finding comparing BMSCs versus FFs as donors for nuclear transfer revealed that differences in the initial epigenetic state of donor cells have a remarkable effect on overall nuclear reprogramming of SCNT embryos, wherein donor cells possessing a more open chromatin state are more conducive to nuclear reprogramming.  相似文献

Two contrasting patterns of lumbar vertebral morphology generally characterize anthropoids. “Long‐backed” monkeys are distinguished from “short‐backed” apes [Benton: The baboon in medical research, Vol. 2 (1967:201)] with respect to several vertebral features thought to afford greater spinal flexibility in the former and spinal rigidity in the latter. Yet, discussions of spinal mobility are lacking important functional insight that can be gained by analysis of the zygapophyses, the spine's synovial joints responsible for allowing and resisting intervertebral movements. Here, prezygapophyseal articular facet (PAF) shape in the thoracolumbar spine of Papio, Hylobates, Pongo, Gorilla, and Pan is evaluated in the context of the “long‐backed” versus “short‐backed” model. A three‐dimensional geometric morphometric approach is used to examine how PAF shape changes along the thoracolumbar vertebral column of each taxon and how PAF shape varies across taxa at corresponding vertebral levels. The thoracolumbar transition in PAF shape differs between Papio and the hominoids, between Hylobates and the great apes, and to a lesser extent, among great apes. At the level of the first lumbar vertebra, the PAF shape of Papio is distinguished from that of hominoids. At the level of the second lumbar vertebra, there is variation to some extent among all taxa. These findings suggest that morphological and functional distinctions in primate vertebral anatomy may be more complex than suggested by a “long‐backed” versus “short‐backed” dichotomy. Retrogressive analysis of the cn gene effect has been performed on crooked neck dwarf chick embryos between stages 28–38 (5–12 days). The phenocritical stage of mutant embryos studied is stage 29. Histolytic degeneration of neck tissues is first recognized by the appearance of localized degenerate nuclei in the tracheal mesenchyme. Pleiotropic autolysis of the embryonic thymus, loose mesenchyme and the ventral neck tissue is also observed. Histolysis occurs in a caudocephalic gradient in all cn-affected embryos. The degenerative effects in crooked neck dwarf embryos vary in their intensity, but the pattern of autolysis seems constant. Histological observations provide some explanation for “escapers,” homozygous lethal embryos known to survive until hatching. A mechanism for surviving developmental crises in cn embryos is proposed.  相似文献
