Bycatch: from emotion to effective natural resource management   总被引:1,自引:0,他引:1  
Although bycatch has been an acknowledged component of fishery management for many years, its explosive growth as a major management issue has occurred over the past decade. Emergence of the bycatch issue can be traced to increasing world competition for the ocean's fishery resources and the rapid rise of the conservation and environmental movement in recent years. Bycatch has in the past several years been equated to waste, non-selective fishing methods that threaten non-target species and degradation of ocean ecosystems. Although some important steps have been taken to abate bycatch, frequently the problem is not perceived as a component of fishery management, e.g. establishing bycatch mortality rates and evaluating their consequences upon affected populations. Fishery scientists often estimate levels of bycatch, but the overall consequences of discard mortality resulting from the complex of fisheries operating in a region are frequently unknown and speculative. The sum of fishery-induced mortalities occurring as a result of harvesting often involves a significant number of fish in addition to catch and discard. An ICES study group has characterized fishing mortality as the aggregate of all catch mortalities including discard, illegal fishing and misreporting. It is unlikely that managers will, in the near future, have a full accounting of unobserved fishing mortality. Progress toward identifying and measuring such mortalities is receiving increasing attention.The authors suggest and provide an example of a matrix-type analysis for recording bycatch and other fishing mortalities. The matrix presentation would allow managers to evaluate various fishery-related mortality factors and their importance in developing management strategies.  相似文献

Bycatch of unwanted, prohibited, or protected species is a problem in most commercial fisheries. Trawl fisheries are particularly prone to bycatch problems because trawls are not species-selective. In this paper, I review the history of finfish bycatch research in the Gulf of Mexico shrimp trawl fishery and explore the use of quotas to reduce finfish bycatch by examining four fisheries that currently use bycatch quotas: (1) the arrow squid trawl fishery of New Zealand, which uses fleet bycatch quotas for sea lion bycatch, (2) the Alaskan groundfish trawl fisheries, which use fleet quotas under a vessel incentive program for prohibited species, (3) the groundfish trawl fishery of British Columbia, Canada which uses individual vessel bycatch quotas for prohibited species, and (4) the multi-species trawl fisheries of New Zealand, which use catch balancing, or individual transferable quotas, for most commercially landed species. Based on the bycatch quota experiences in these fisheries, elements of successful bycatch quota programs include: (1) individual accountability, in the form of individual or cooperative bycatch quotas, rather than fleet quotas, (2) 100% observer coverage, (3) relatively small, manageable fleets, (4) limited landing ports that can be easily monitored, particularly if observer coverage is incomplete, (5) reliable enforcement, (6) penalties that are true disincentives, and (7) some flexibility in the system for fishermen to have alternatives to manage their bycatch. The Gulf of Mexico shrimp trawl fishery, with an estimated 20,000 licensed boats, is currently too large for individual bycatch quotas to be practical, although individual or cooperative bycatch quotas would be excellent strategies for reducing the bycatch of a smaller fleet. Mobile closed areas might be beneficial for reducing the bycatch of particular species, but these short-term closures would require real-time monitoring of bycatch rates and vessel monitoring systems on all vessels. However, under any management regime, incentives and/or rigorously enforced disincentives are the key to successful bycatch reduction.  相似文献

One cultivar (GR876) and two advanced Ohio soft red winter wheat lines (OH413 and OH414), with Kavkaz in their pedigrees, were examined for the presence of the Kavkaz, 1RS/1BL rye/wheat chromosome translocation. Another advanced line (OH416), with Amigo in its pedigree, was examined for the presence of the Amigo, 1RS/1AL translocation. Only two satellited chromosomes were observed in most mitotic root-tip cells from GR876, OH413, and OH414, compared to four in most cells from OH416. Heteromorphic bivalents were observed in most PMCs from hybrids produced by crossing GR876, OH413, and OH414 as females to Chinese Spring. No heteromorphic bivalents were observed in PMCs from OH416 x Chinese Spring hybrids. When GR876 and the Ohio lines were hybridized with Chinese Spring dimonotelosomic-1B, telosomic trivalents, consisting of the short- and longarm telosomes paired with chromosome 1B, were only observed in PMCs from 43-chromosome hybrids involving OH416. The long-arm telosome paired with the translocation chromosome, while the short-arm telosome remained unpaired in all other 43-chromosome hybrids. Separation of gliadin proteins from GR876 and the Ohio lines by PAGE revealed that secalin bands for GR876, OH413, and OH414, migrated similarly to the secalins for Kavkaz. Bands for OH416, identified as possible secalins, migrated similarly to those for Amigo. Cultivar GR876 and advanced Ohio soft red winter wheat lines OH413 and OH414 carry the Kavkaz translocation, while OH416 carries the Amigo translocation.Communicated by K. Tsunewaki  相似文献

Several management strategies for ecosystems with biological interaction are discussed, including predator removal, predator-prey coexistence, prey exploitation, overexploitation, and introduction of sanctuaries. Some case studies related to ecosystem management are briefly presented; these describe Lakes Victoria and Tanganyika, discarding from shrimp trawl fisheries and the development in the North Sea that led to introduction of multispecies analysis. The concept of fishing down the food web is discussed and the average trophic levels at which the fisheries operate in different ecosystem types are estimated based on quantified trophic flow models. On a global level, while on average fisheries operate around two trophic levels above the primary producers, still one third of the catch of the 70 major fish species caught in the world is of piscivorous fish. Using exploitation-predation rate indices for different ecosystem types, the amount of finfish consumed globally by finfish is roughly estimated to be three times the catches of finfish. Finally some implications for the management of ecosystems are drawn up. It makes little difference if short-term prognoses are based on single-species or multispecies considerations. Multispecies models may, however, give the better long-term advice, and adaptive management may facilitate the move towards such long-term goals.  相似文献

This paper attempts to provide a synthesis of several issues relevant to the study and management of bycatches. It includes a proposed set of definitions for the different fractions of the harvest (catch, bycatch, release) and for other impacts of the fishing process, either at sea or in port. It also provides a system for the classification of bycatches that shows some basic similarities and differences among fisheries.The classifications are based on different criteria, including the degree of spatial or temporal aggregation of bycatches, the degree of control that the fishers have, the frequency of occurrence, its predictability, its ecological or random origin, the level of impact of bycatches, and whether bycatches are the result of market conditions or regulations.One of the main issues to address in plans to deal with bycatches is defining the objectives to be pursued. These objectives can include ecological or socio-economic goals, and some of the possible goals are briefly discussed. Once the targets are set, it is necessary to find the strategies to achieve them. The bycatch process is quite simple because it has only two controls: the average impact per unit of effort and the total level of effort. The definition of effort used is not always equivalent to the one used in fisheries models.If a decision is made to reduce the ecological impacts of a fishery, three sets of tools are available to achieve it, acting over the two controls mentioned above: technology, training of fishers, and management measures. Five possible lines of defence are available to reduce bycatches: (1) increasing the selectivity of the fishery by choices of gear, areas, or seasons; (2) modifying deployment conditions; (3) increasing the fraction released alive either from the gear, or (4) later, from the deck; or (5) increasing the utilization to make catches out of the incidental captures.One of the options more commonly used to manage fisheries problems is the development of incentive/disincentive programmes, with both positive and negative responses applied to the fishers in accordance to their level of performance. Some examples are mentioned.Some of the challenges facing scientists, managers, the fishing industry and the environmental community to tackle the bycatch problems in coming years are also presented.  相似文献

Fisheries bycatch is one of the biggest threats to marine mammal populations. A literature review was undertaken to provide a comprehensive assessment and synopsis of gear modifications and technical devices to reduce marine mammal bycatch in commercial trawl, purse seine, longline, gillnet and pot/trap fisheries. Successfully implemented mitigation measures include acoustic deterrent devices (pingers) which reduced the bycatch of some small cetacean species in gillnets, appropriately designed exclusion devices which reduced pinniped bycatch in some trawl fisheries, and various pot/trap guard designs that reduced marine mammal entrapment. However, substantial development and research of mitigation options is required to address the bycatch of a range of species in many fisheries. No reliably effective technical solutions to reduce small cetacean bycatch in trawl nets are available, although loud pingers have shown potential. There are currently no technical options that effectively reduce marine mammal interactions in longline fisheries, although development of catch and hook protection devices is promising. Solutions are also needed for species, particularly pinnipeds and small cetaceans, that are not deterred by pingers and continue to be caught in static gillnets. Large whale entanglements in static gear, particularly buoy lines for pots/traps, needs urgent attention although there is encouraging research on rope-less pot/trap systems and identification of rope colours that are more detectable to whale species. Future mitigation development and deployment requires rigorous scientific testing to determine if significant bycatch reduction has been achieved, as well as consideration of potentially conflicting mitigation outcomes if multiple species are impacted by a fishery.

The expression of 4, 6, and 1 integrin subunits has been investigated on somein vitro andin vivo murine metastatic variants derived from Lewis lung carcinoma (3LL). By the use of monoclonal antibodies which recognizes different epitopes of 6, 1, and 4 subunits we demonstrate that 6 and 1 subunits are expressed in all metastatic variants of 3LL irrespective of their metastatic potential, whereas 4 subunit is expressed only in highly metastasizing cells of 3LL. Northern blots of different metastatic variants probed with 1 and 4 subunits demonstrate thata) significant amounts of 1 mRNA were detected in all metastatic variants of 3LL;b) mRNA corresponding to the described entire coding sequence of 4 subunit is expressed only on highly metastasizing cells of 3LL. We conclude that 4 subunit is specifically expressed in highly metastasizig cells of 3LL while is undetectable in lower metastasizing ones.  相似文献

The bycatch of small cetaceans in commercial fisheries is a global wildlife management problem. We used data from skippers'' logbooks and independent observers to assess common bottlenose dolphin (Tursiops truncatus) bycatch patterns between 2003 and 2009 in the Pilbara Trawl Fishery, Western Australia. Both datasets indicated that dolphins were caught in all fishery areas, across all depths and throughout the year. Over the entire datasets, observer reported bycatch rates (n = 52 dolphins in 4,124 trawls, or 12.6 dolphins/1,000 trawls) were ca. double those reported by skippers (n = 180 dolphins in 27,904 trawls, or 6.5 dolphins/1,000 trawls). Generalised Linear Models based on observer data, which better explained the variation in dolphin bycatch, indicated that the most significant predictors of dolphin catch were: (1) vessel - one trawl vessel caught significantly more dolphins than three others assessed; (2) time of day – the lowest dolphin bycatch rates were between 00:00 and 05:59; and (3) whether nets included bycatch reduction devices (BRDs) - the rate was reduced by ca. 45%, from 18.8 to 10.3 dolphins/1,000 trawls, after their introduction. These results indicated that differences among vessels (or skippers'' trawling techniques) and dolphin behavior (a diurnal pattern) influenced the rates of dolphin capture; and that spatial or seasonal adjustments to trawling effort would be unlikely to significantly reduce dolphin bycatch. Recent skipper''s logbook data show that dolphin bycatch rates have not declined since those reported in 2006, when BRDs were introduced across the fishery. Modified BRDs, with top-opening escape hatches from which dolphins might escape to the surface, may be a more effective means of further reducing dolphin bycatch. The vulnerability of this dolphin population to trawling-related mortality cannot be assessed in the absence of an ongoing observer program and without information on trawler-associated dolphin community size, broader dolphin population size and connectivity with adjacent populations.  相似文献

The objective of the present paper, using decomposer food webs as a tool, is to explore the levels of the ecological hierarchy (trophic groups, feeding guilds, species populations) at which reduction in complexity brings about significant changes in ecosystem performance. A review is given of various mini-ecosystem studies that have recently been conducted at the University of Jyväskylä. It is hypothesized that the typical features of soils as a habitat, and the peculiarities of belowground food webs, such as the commonness of indirect interactions (mediated through abiotic resources) among the biota, together with the high frequency of polyphagy/omnivory among soil organisms, produce a diversity-ecosystem functioning relationship that is likely to differ from those of aquatic and aboveground food webs. Experiments showed that alterations in trophic levels were reflected in significant changes in decomposition processes, which, in turn, had substantial impact on primary production. Similarly, heterogeneity within trophic levels was shown to be associated with increased growth of birch and pine seedlings. In contrast, species diversity within a feeding guild had little or no influence on ecosystem-level processes. However, the species-specific properties of individual taxa were shown to be more influential in affecting plant growth than species number per se. For example, the presence of an omnivorous enchytraeid species in the mini-ecosystems was observed to consistently be associated with high biomass production of tree seedlings. It is concluded that the so-called trophic dynamic models based on direct feeding interactions are of limited value in predicting the outcomes of interactions taking place belowground.  相似文献

Globally, bycatch in tropical/subtropical shrimp trawl and longline fisheries is threatening many marine species. Here we examine the joint effects of increased mortality caused by shrimp trawling bycatch, and reduced predation caused by losses of large sharks because of longline fishing. Research surveys in the Gulf of Mexico (1972–2002) demonstrated precipitous declines in shallow water coastal elasmobranchs where shrimping effort was highest (bonnethead 96%, Bancroft's numbfish (lesser electric ray) 98%, smooth butterfly ray > 99%) and consistent increases in deeper water elasmobranchs (Atlantic angel shark, smooth dogfish). These increases are the first empirical support for predation release caused by the loss of large sharks, which have been theorized to structure tropical/subtropical marine ecosystems. Bycatch of elasmobranchs in shrimp trawls is a critical conservation concern which is not solved by present mitigation measures; similar loss of elasmobranchs is expected to be occurring in tropical/subtropical regions worldwide where ever intensive shrimp trawling occurs.  相似文献

We examined the benthic fishes and artisanal fishery in the intertidal flats of Inhaca Island, Mozambique. Results of a questionnaire indicated that catches had decreased, and that piscivorous fish have disappeared. Results of a catch sampling study indicated that current catch rates are low, < 2 kg person–1 fishing trip–1. Use of fishing gear was significantly related to season, diel and lunar tidal phase, and habitat. Forty-eight fish species were observed in the catches with eight species comprising 80% of the catch of 1814 specimens. The annual catch was estimated at 26.2t for the whole bay. Highest fishing pressure was observed in the central section of the bay. A demersal fish survey was carried out with a 2-m beam trawl to sample the fish community. Two different areas were sampled, one area with a low, and one with a high fishing pressure. A total of 19889 fishes were caught comprising 93 species. Gobies dominated the catches and accounted for 56% of all specimens. Fishes were small with a mean standard length of 29mm. The Saco area exhibited the highest catch rates and biomass (maximum of 1040 fish 1000 m–2 and 1490g 1000 m–2), and the highest species richness and evenness values. Catch composition was different between the two sampling areas, and was strongly affected by season, but less by habitat. Total fish biomass was estimated at 5.6t for the whole area. Stomach content varied with habitat, and season, and was dominated by benthic invertebrates. The largest estimates of consumption were obtained in the tidal channel and the Zostera beds. Mean consumption of benthic organisms was 1.3g AFDW m–2 yr–1. The area seemed to be overfished. The heavily fished areas exhibited lower catch rates, lower proportion of piscivorous fish, increased proportion of small fish, and a decrease in species diversity.  相似文献

Sex between full sibs is unusual in birds, mammals, and humans. These species likely possess an innate avoidance mechanism based on early proximity (i.e., the Westermarck hypothesis), and the rare occurrences may be attributable to error. Alternatively, an inclusive fitness argument shows that a low rate of sib mating may be an adaptation. The widespread occurrence of a prohibition against brother–sister sex in human societies is often invoked as evidence against an innate avoidance mechanism, since if the latter were to exist the former would be superfluous. However, given that punishing violators is costly, a prohibition is more likely to spread through an egalitarian society when the prohibited behavior is already avoided. I describe a model of the cultural dynamics of the sibling incest taboo which we have used to investigate this possibility. The predictions derived from this model are consistent with, and add rigor to, Westermarcks theory of the origin of the incest taboo.  相似文献

1.  The effects of the odorant compounds adenosine-5-monophosphate (5AMP), ammonium, betaine, L-cysteine, L-glutamate, DL-succinate, and taurine and of mixtures of these comounds on binding of taurine and 5AMP to dendritic membrane from the olfactory organ of spiny lobsters (Panulirus argus) were quantified to evaluate the contribution of inhibition of odorant-receptor binding to the generation of physiological responses to mixtures.
2.  Taurine binding sites belong to two affinity classes, while 5AMP binding sites belong to a single affinity class. Binding of either taurine or 5AMP was partially inhibited in an apparently noncompetitive, concentration dependent fashion by most odorant compounds, with 25–40 % inhibition by 1 mM of odorant. Mixtures of two or more odorant compounds also inhibited binding of taurine or 5AMP to its sites. However, the inhibition by mixtures was often significantly less than expected from the inhibition produced by a mixture's components assuming either a noncompetitive or competitive mechanism.
3.  By including this binding inhibition between compounds into models for predicting physiological responses to mixtures from the responses to the components, the predictive power of the models is significantly improved. This result strongly suggests that binding inhibition can influence the physiological responsiveness of chemoreceptor cells to mixtures.

1.  Interspecific diversity in the visual pigments of stomatopod crustaceans was characterized using microspectrophotometry. We examined the 10 visual pigments in main rhabdoms in retinas of 3 species of each of two genera of stomatopod crustaceans of the superfamily Gonodactyloidea, Gonodactylus (G. oerstedii, G. aloha, and G. curacaoensis) and Odontodactylus (O. scyllarus, O. brevirostris, and O. havanensis). Species were selected to provide a matched diversity of habitats.
2.  In each genus, visual pigments varied in max in several regions of the retina, as revealed by analysis of variance. The variation within closely related species of the same genus implies that visual pigments can evolve rapidly in stomatopods.
3.  In photoreceptors of the peripheral retina, which are devoted to spatial vision, visual pigment max decreased as the depth range of the various species increased, a typical pattern for marine animals. In contrast, visual pigment max in photoreceptors of retinal regions devoted to polarization vision (midband Rows 5 and 6) is not obviously correlated with the spectral environment, implying that polarization information may be confined to particular spectral ranges. Visual pigments of the tiered rows of the midband, which are committed to spectral analysis, span a larger spectral range in shallow-water than deepwater species.

Nets with a small mesh size are required to catch Nephrops norvegicus, consequently large quantities of small whitefish are also caught, and much of this bycatch is undersized and is discarded dead. The main bycatch species are whiting (Merlangius merlangus), haddock (Melanogrammus aeglefinus) and cod (Gadus morhua). Here we summarize the known behavioural reactions of these species towards conventional trawls and review the results of using different trawl modifications to increase selectivity of Nephrops trawls. The trawl modifications are categorised as separator grids, separator and guiding panels, square-mesh panels, capture avoidance designs and codend modification. Finally, the extent to which these developments have been legislated for is discussed including the conditions under which new gear regulations have been introduced. Haddock and whiting rise during the trawling process facilitating their separation from Nephrops and escape, however the behaviour of small fish of these species is less consistent. Cod and Nephrops remain on bottom of the trawl, so to separate these species requires some physical filtering process. Overall, there is currently sufficient technical ability to improve selectivity in Nephrops trawls. The design of choice is dependent on the objectives of managers; for reducing discards but retaining marketable fish, square-mesh panels offer the most useful tool; to eliminate all bycatch and create a single-species fishery, grids and traditional Nephrops trawls show most potential. Whatever the objectives of the new measures, it is likely that a short-term economic impact will follow, and some form of incentive may be required to implement effective measures. A voluntary uptake of new measures by industry is preferable, however, to date, restrictions on fishing opportunities have been necessary to introduce innovative gear designs.  相似文献
