Conservation scientists are increasingly recognising the value of communicating policy-relevant knowledge to policy-makers. Whilst considerable progress has been made in offering practical advice for scientists seeking to engage more closely with decision-makers, researchers have provided few tangible examples to learn from. This paper uses an English case study, but draws out important high-level messages relevant to conservation scientists worldwide. The case study looks at how the Lawton Review presented knowledge persuasively about the suitability of England’s ecological network to deal with future pressures. Through skilful framing of rigorous scientific knowledge it was able to make a significant impact on government policy. Impact was achieved through: (1) selecting politically salient frames through which to communicate; (2) using clear, accessible language, and; (3) conducting rigorous science using an authoritative team of experts. Although its publication coincided with a favourable policy window, the Lawton Review seized on this opportunity to communicate a rigorously argued, persuasive and practical conservation message; in other words, it performed ‘honest advocacy’. Thus, whilst it remains important to conduct scientific research with technical rigour, conservation scientists could also benefit from identifying salient frames for conservation and communicating clearly.  相似文献

Using the case of endocrine disrupter effects on male fertility, we explored how communicating uncertainty influences the credibility of the information that laypeople receive from scientists and how laypeople form judgments about the relationship between uncertainty and credibility. We found that laypeople assess the credibility of scientific information—whether or not it is accompanied by uncertainty—by referencing their “science model” and using non-scientific references (i.e., situations encountered in one's daily life, information received from other sources, one's own observations of the world, and one's education or professional experience). Scientific credibility is a mixture of (sometimes contradictory) considerations along these different axes. Previous studies have found that some scientists assume that communicating uncertainty will lower public credibility of science. Our results contradict this assumption for situations in which academic scientists communicate uncertainty, which is perceived as additional knowledge bringing a new perspective on certain information. People expect scientists to provide practical solutions and feel disillusionment when scientists lack straight answers. However, they accepted uncertainty as an intrinsic characteristic of science and a consequence of the limits to human beings’ capacity to understand the world. Further, the low credibility of industry scientists is further reinforced when they communicate uncertainty.  相似文献

This paper discusses key issues in the science-policy interface. It stresses the importance of linking the conservation and sustainable use of biodiversity to the Millennium Development Goals and to issues of immediate concern to policy-makers such as the economy, security and human health. It briefly discusses the process of decision-making and how the scientific and policy communities have successfully worked together on global environmental issues such as stratospheric ozone depletion and climate change, and the critical role of international assessments in providing the scientific basis for informed policy at the national and international level. The paper also discusses the drivers of global environmental change, the importance of constructing plausible futures, indicators of change, the biodiversity 2010 target and how environmental issues such as loss of biodiversity, stratospheric ozone depletion, land degradation, water pollution and climate change cannot be addressed in isolation because they are strongly interconnected and there are synergies and trade-offs among the policies, practices and technologies that are used to address these issues individually.  相似文献

In the scientific community, the importance of communication to society is often underestimated. Scientists and scientific organisations often lack the skills to organise such communication effectively. The Dutch citizen science phenology network Nature’s Calendar has been successful in communicating to the general public via numerous newspaper articles, television appearances, presentations, websites and social media. We refer to these publications as societal publications. Due to active communication to mass media, we frequently reach millions of people. This communication helped us to involve thousands of volunteers in recording the timing of phenological events like the start of flowering, leaf unfolding and bird migration, but also several health-related events like hay fever symptoms and tick bites. In this paper, we analyse and present our experiences with the Nature’s Calendar project regarding societal publications. Based on this analysis, we explain the importance of societal publications for citizen science projects and scientists in general, and we show how scientists can increase the newsworthiness of scientific information and what factors and activities can increase the chances of media paying attention to this news. We show that societal publications help phenological networks by facilitating the recruitment, retention and instruction of observers. Furthermore, they stimulate the generation of new ideas and partners that lead to an increase in knowledge, awareness and behavioural change of the general public or specific stakeholders. They make projects, and scientists involved, better known to the public and increase their credibility and authority. Societal publications can catalyse the production of new publications, thereby enforcing the previous mentioned points.  相似文献

This paper reports data from semi-structured interviews on how 26 Australian civil servants, ministers and ministerial advisors find and evaluate researchers with whom they wish to consult or collaborate. Policymakers valued researchers who had credibility across the three attributes seen as contributing to trustworthiness: competence (an exemplary academic reputation complemented by pragmatism, understanding of government processes, and effective collaboration and communication skills); integrity (independence, "authenticity", and faithful reporting of research); and benevolence (commitment to the policy reform agenda). The emphases given to these assessment criteria appeared to be shaped in part by policymakers' roles and the type and phase of policy development in which they were engaged. Policymakers are encouraged to reassess their methods for engaging researchers and to maximise information flow and support in these relationships. Researchers who wish to influence policy are advised to develop relationships across the policy community, but also to engage in other complementary strategies for promoting research-informed policy, including the strategic use of mass media.  相似文献

We investigated perceptions of wildlife policy and issues through questionnaires (n = 148) administered to policy makers, conservation scientists, individuals representing non-government organizations (NGOs), and field officials, who implemented government policies and enforced laws. We found significant differences among attitudes of stakeholders identifying major threats to wildlife, the use of science, the role of poaching in conservation, and the composition of species illegally traded. Policy makers and field officials differed in their views with NGOs and scientists on community response to wildlife policies and the varying threat perceptions to different species due to poaching and illegal trade. We noted ambiguity among stakeholders about sustainable use principles in India. Policies must be more effective in conservation and the process of making policy must be broad-based and participatory if wildlife conservation is to advance on the subcontinent. © 2011 The Wildlife Society.  相似文献

Ecology has a long history of research relevant to and impacting on real-world issues. Nonetheless problems of communication remain between policy-makers and scientists because they tend to work at different levels of generality (policy deals with broad issues, science prefers specific questions), and complexity (policy-makers want simple answers, ecologists tend to offer multi-factorial solutions) and to different timescales (policy-makers want answers tomorrow, ecologists always seem to want more time). These differences are not unique to the debate about the cultivation of transgenic crops. Research on gene flow is used to illustrate how science and policy are intimately bound together in a value-laden, iterative and messy process unlike that characterised by the ‘encounter problem—do science—make policy’ model. It also demonstrates how the gap between science and policy is often characterised by value-laden language. Scientists involved in ERA for transgenic crops may find their engagement with policy- and decision-makers clouded by misunderstanding about what one should expect from the other. Not the least of these, that science can define harm, is explored in a discussion of the UK Farm Scale Evaluations of herbicide-tolerant GM crops. The varied responses to these extensive trials highlight the problems of linking specific scientific experiments with broad policy objectives. The problems of applied ecology in the transgenic crops debate are not unique but may differ from other areas of environmental policy in the intense politicisation of the debate, the emphasis on assessment of risk and the particularly broad policy objectives.  相似文献

This article approaches the concept of ecological indicators from a social science perspective. By applying theoretical concepts from policy analysis and social studies of science about knowledge utilization, problem structuring and the boundaries between science and policy to the issue of ecological indicators, we aim to contribute to our understanding not only of the development but more importantly of the actual use of ecological indicators in policy processes and the importance of political context.Our interest is in those ecological indicators that attempt to measure the ecological quality of ecosystems and that can be or are specifically developed to be used as instruments to evaluate the effects of policies on nature. We claim that these indicators, although they are highly dependent on scientific knowledge, cannot be solely science-based, due to the complexity of ecosystems and the normative aspects involved in assessing ecosystem quality. As a result, we situate ecological indicators in a fuzzy area between science and policy and between the production and the use of scientific knowledge.We will argue that ecological indicators can be expected to be used or rejected strategically, dependent on policy context. Furthermore we will argue that ecological indicators cannot be evaluated with traditional scientific quality criteria alone. The article concludes with some lessons for future indicator development one of them being the inclusion of stakeholder perspectives.  相似文献

Using a range of different methods including extensive reviews, workshops and an electronic conference, 70 key research recommendations and 12 priority research needs to integrate the ecosystem services approach into biodiversity conservation policy and funding were identified by a cross-disciplinary group of over 100 scientists and 50 stakeholders, including research funders and policy-makers. These recommendations focus on the ecological underpinning of ecosystem services, drivers that affect ecosystems and their services, biological traits and ecosystem services, the valuation of ecosystem services, spatial and temporal scales in ecosystem service assessment, indicators of ecosystem services, and habitat management, conservation policy and ecosystem services. The recommendations in this paper help steer the research agenda on ecosystem services into policy-relevant areas, agreed upon by funders, researchers and policy-makers. This research agenda will only succeed with increased collaboration between researchers across disciplines, thereby providing a challenge to the research community and research funders to work in new, interdisciplinary ways.  相似文献

This paper considers the context for science contributing to policy development and explores some critical issues that should inform science advocacy and influence with policy makers. The paper argues that the key challenges are at least as much in educating conservation scientists and science communicators about society and policy making as they are in educating society and policy makers about science. The importance of developing processes to ensure that scientists and science communicators invest in the development of relationships based on respect and understanding of their audience in both communities and amongst policy makers provides a critical first step. The objectives of the Global Strategy for Plant Conservation acknowledge the importance of developing the capacities and public engagement necessary to implement the Strategy, including knowledge transfer and community capacity building. However, the development of targets to equip institutions and plant conservation professionals to explicitly address the barriers to influencing policy development through knowledge transfer and integration require further consideration.  相似文献

生物多样性和生态系统服务政府间科学-政策平台(IPBES)的目的,是为了缓解生物多样性持续减退的趋势,推动政策和科学之间的互动。2012年成立至今构建了概念模型,确定了2014—2018年的工作方案。分析IPBES工作方案的4个目的和相应交付成果可以看出,通过推出不同专题评估报告,将为全球提出生物多样性相关的新问题,给生物多样性相关的谈判和履约提出新挑战。一系列区域和全球评估报告的推出,可能通过持续积累效益,引起公众和媒体的关注,使生物多样性问题迅速政治化,形成科学驱动政策决策的趋势。应对IPBES及其生物多样性相关公约的谈判,我国需要制定深入和持续参与其国际过程的策略,需要通过培养和推荐专业水平高且政治敏感的专家,参与IPBES评估报告的具体工作,从科学层面影响评估结果,把握生物多样性领域国际政策决策动向,在保护生物多样性的基础上,维护国家利益。  相似文献

It is widely accepted that there is a considerable gap between the science of conservation biology and the design and execution of biodiversity conservation projects in the field and science is failing to inform the practice of conservation. There are many reasons why this implementation gap exists. A high proportion of papers published in scientific journals by conservation biologists are seldom read outside of the academic world and there are few incentives for academics to convert their science into practice. In turn, field practitioners rarely document their field experiences and experiments in a manner that can meaningfully inform conservation scientists. Issues related to access to scientific literature, scientific relevance in multidisciplinary environments, donor expectations and a lack of critical analysis at all levels of conservation theory and practice are factors that exacerbate the divide. The contexts in which conservation biologists and field practitioners operate are also often highly dissimilar, and each has differing professional responsibilities and expectations that compromise the ability to learn from each other's expertise. Building on recent debate in the literature, and using case studies to illustrate the issues that characterize the divide, this paper draws on the authors' experiences of project management as well as academic research. We identify five key issues related to information exchange: access to scientific literature, levels of scientific literacy, lack of interdisciplinarity, questions of relevance and lack of sharing of conservation-related experiences and suggest new ways of working that could assist in bridging the gap between conservation scientists and field practitioners.  相似文献

Conservation genetics is a well‐established scientific field. However, limited information transfer between science and practice continues to hamper successful implementation of scientific knowledge in conservation practice and management. To mitigate this challenge, we have established a conservation genetics community, which entails an international exchange‐and‐skills platform related to genetic methods and approaches in conservation management. First, it allows for scientific exchange between researchers during annual conferences. Second, personal contact between conservation professionals and scientists is fostered by organising workshops and by popularising knowledge on conservation genetics methods and approaches in professional journals in national languages. Third, basic information on conservation genetics has been made accessible by publishing an easy‐to‐read handbook on conservation genetics for practitioners. Fourth, joint projects enabled practitioners and scientists to work closely together from the start of a project in order to establish a tight link between applied questions and scientific background. Fifth, standardised workflows simplifying the implementation of genetic tools in conservation management have been developed. By establishing common language and trust between scientists and practitioners, all these measures help conservation genetics to play a more prominent role in future conservation planning and management.  相似文献

Management of terrestrial carbon fluxes is being proposed as a means of increasing the amount of carbon sequestered in the terrestrial biosphere. This approach is generally viewed only as an interim strategy for the coming decades while other longer‐term strategies are developed and implemented — the most important being the direct reduction of carbon emissions. We are concerned that the potential for rapid, disturbance‐induced losses may be much greater than is currently appreciated, especially by the decision‐making community. Here we wish to: (1) highlight the complex and threshold‐like nature of disturbances — such as fire and drought, as well as the erosion associated with each — that could lead to carbon losses; (2) note the global extent of ecosystems that are at risk of such disturbance‐induced carbon losses; and (3) call for increased consideration of and research on the mechanisms by which large, rapid disturbance‐induced losses of terrestrial carbon could occur. Our lack of ability as a scientific community to predict such ecosystem dynamics is precluding the effective consideration of these processes into strategies and policies related to carbon management and sequestration. Consequently, scientists need to do more to improve quantification of these potential losses and to integrate them into sound, sustainable policy options.  相似文献

Freshwater environments are currently experiencing an alarming decline in biodiversity. As a result, scientists and managers must look for alternative management techniques to protect these aquatic systems. One such option that has potential to protect freshwater environments from numerous threats is the use of freshwater protected areas (FPAs). FPAs are portions of the freshwater environment partitioned to minimize disturbances and allow natural processes to govern populations and ecosystems. While similar conservation practices are well established in the terrestrial and marine environments, the use of FPAs for conservation of freshwater environments has been relatively slow. Despite this, numerous examples exist in which FPAs have been incorporated into successful management approaches for freshwater environments. In this paper, we outline some of the past success stories where FPAs have been used to protect freshwater environments, discuss some of the reasons that this technique has not proliferated to the same degree as marine protected areas, and present some of the challenges that managers and scientists must overcome if they wish to implement FPAs. We recommend that the term Freshwater Protected Area be adopted to such conservation efforts, thereby standardizing terminology and facilitating literature searches and dissemination of research findings. Furthermore, we encourage freshwater scientists, conservationists and managers to develop and implement FPAs in innovative and creative situations thereby permitting the growth of the research base for this valuable conservation technique.  相似文献

In recent years conservationist NGOs, policy makers, and scientists in the tropics have expressed a fascination with marine protected areas for simultaneously achieving conservation goals and economic development. Despite their popularity, MPAs often encounter serious implementation challenges due to, at least to some extent, our limited understanding of MPA processes as influenced by neoliberal ideology and practice. By resituating MPAs in debates of neoliberal conservation, this study aims to examine social and economic changes that MPAs bring about in fishing communities. Taking a fishing village in the Philippines as a case study, it shows technocratic solution seeking led to further marginalization of small-scale fishers through unequal distribution of benefits and burdens. Here it is argued that MPAs are prone to exclusionist processes of redefining the value and legitimate users of marine resources, which further limits the opportunities for small-scale fishers to participate meaningfully in resource governance.  相似文献

保护科学前沿研究重视克服单一学科的局限而向超越自然科学和社会科学跨学科交叉融合转型。基于世界自然保护联盟-世界保护区委员会(IUCN-WCPA)自然保护地管理有效性框架,从规划制定、执行和评估三个方面系统梳理了我国保护科学的研究进展,分析了保护自然科学和社会科学在研究内容、方法和视角等方面的差异,识别出潜在的跨学科综合研究领域。结果表明,我国保护自然科学与社会科学研究大多相互独立、缺乏融合协作,少有的跨学科研究在整体性、系统性、兼容性、深入性和规范性上有待提高。自然科学家在介入社会科学研究时缺乏对现实制度的科学理解,所提出的保护政策和行动建议偏向理想主义,阻碍保护科学跨学科知识生产;社会科学家则缺乏自然科学方法和数据的知识积累,所提出的政策和行动建议脱离事实和证据,偏向主观主义,不利于保护科学知识进步。为此,构建了基于自然保护地适应性管理逻辑下的保护科学跨学科整合框架,以推动保护科学共同话语的形成,实现社会与生态的耦合协调发展。  相似文献

The use of environmental safety standards is being increasingly advocated, and economists are being increasingly required to adapt their policy models to take account of such standards, e.g. by the use of transferable environmental damage quotas. The use of these standards may be a consequence of a greater desire to achieve more sustainable development and preserve the natural wealth available to future generations. An important means to this goal is to preserve biodiversity and genetic variability. Safe minimum standards for conservation of wildlife have been suggested as a way to achieve this. Sometimes safe minimum standards for conservation of species are defined in terms of their minimum viable populations and their minimum habitat requirements. However, as a review of recent scientific literature indicates, these safe minimum standards are very uncertain.Environmental safety standards have been integrated into economics in a variety of ways, e.g. via constraints to ensure sustainability at the macro-level, via minimum safety standards necessary to ensure survival of species. Despite the commendable support which safe minimum standards appear to give for nature conservation, they involve conceptual problems and uncertainties as outlined in this paper. In fact, safe minimum standards for the conservation of species do not exist — no standard ensures the continued existence of any species. This is not to deny that an improvement in standards can up to a point increase the probability of survival of a species for a specified period of time. It implies that minimum standards need to be cast in terms of those required to achieve a particular probability of survival of the targeted species for a specified period. It may, however, be impossible to achieve the goal specified, e.g. the probability of survival of a species aimed for, may be greater than can be achieved for any attainable standard. In general, the paper makes it clear that standards suggested by natural scientists and others need to be subjected to careful serutiny before they can be used as a reliable basis for economic policy.  相似文献

生物多样性研究、保护实践、自然资源管理及科学决策等越来越依赖于大量数据的共享和整合。虽然关于数据共享的呼吁和实践越来越多, 但很多科学家仍然主动或被动地拒绝共享数据。关于数据共享, 现实中存在一些认知和技术上的障碍, 比如科学家不愿意共享数据, 担心同行竞争, 认为缺少足够的回报, 不熟悉相关数据保存机构, 缺少简便的数据提交工具, 没有足够时间和经费等。解决这些问题及改善共享文化的关键在于使共享者获得适当的回报(比如数据引用)。基于同行评审的数据发表被认为不但能够为生产、管理和共享数据的科学家提供一种激励机制, 并且能够有效地促进数据再利用。因而, 数据发表作为数据共享的方式之一, 近来引起了较多关注, 在生物多样性领域出现了专门发表数据论文的期刊。在采取数据论文的模式上, 数据保存机构和科技期刊采用联合数据政策在促进数据共享方面可能更具可行性。本文总结了数据共享和发表方面的进展, 讨论了数据论文能在何种程度上促进数据共享, 以及数据共享和数据发表的关系等问题, 提出如下建议: (1)个体科学家应努力践行数据共享; (2)使用DOI号解决数据所有权和数据引用的问题; (3)科技期刊和数据保存机构联合采用更加合理和严格的数据保存政策; (4)资助机构和研究单位应当在数据共享中起到更重要的作用。  相似文献

Citizenship representations within national populations have mainly been deduced from state policies on migration. Yet, at the individual level, no studies have investigated whether citizenship representations are reliably associated with preferences for specific migration policies (i.e. the underlying assumption for deducing citizenship representations from state policies). Because several studies have shown that state policies may not reflect understandings of citizenship within national populations, it may be more relevant to study citizenship representations at the individual level, in relation to personal preferences regarding migration policies. This study examined how ethnic, cultural and civic citizenship representations relate to migration policy preferences at the individual level among majority group high-school students (N = 1,734) in seven EU countries. Findings add to the understanding of citizenship representations and may have implications for the implementation of migration policies.  相似文献
