This paper considers the context for science contributing to policy development and explores some critical issues that should inform science advocacy and influence with policy makers. The paper argues that the key challenges are at least as much in educating conservation scientists and science communicators about society and policy making as they are in educating society and policy makers about science. The importance of developing processes to ensure that scientists and science communicators invest in the development of relationships based on respect and understanding of their audience in both communities and amongst policy makers provides a critical first step. The objectives of the Global Strategy for Plant Conservation acknowledge the importance of developing the capacities and public engagement necessary to implement the Strategy, including knowledge transfer and community capacity building. However, the development of targets to equip institutions and plant conservation professionals to explicitly address the barriers to influencing policy development through knowledge transfer and integration require further consideration.  相似文献

We investigated perceptions of wildlife policy and issues through questionnaires (n = 148) administered to policy makers, conservation scientists, individuals representing non-government organizations (NGOs), and field officials, who implemented government policies and enforced laws. We found significant differences among attitudes of stakeholders identifying major threats to wildlife, the use of science, the role of poaching in conservation, and the composition of species illegally traded. Policy makers and field officials differed in their views with NGOs and scientists on community response to wildlife policies and the varying threat perceptions to different species due to poaching and illegal trade. We noted ambiguity among stakeholders about sustainable use principles in India. Policies must be more effective in conservation and the process of making policy must be broad-based and participatory if wildlife conservation is to advance on the subcontinent. © 2011 The Wildlife Society.  相似文献

Much of the research on the nitrogen cycle aims to improving scientific understanding but is not focused specifically on removing or reducing the scientific uncertainties that constrain policy makers in the formulation of appropriate responses to old or emerging environmental problems. Policy makers, for example, commonly find it difficult to assess the spatial or temporal importance of the various risks to human and ecosystem health that stem from man's interference with the natural N cycle. This paper will justify this conclusion by reference to the findings of a recent study on non-point pollution from crop production in China. The findings concern the perceived risks of groundwater nitrate to human health; uncertainties about critical NOx levels and their interactions with other pollutants; various other dimensions of man's impact on the N cycle. The paper will go on to suggest a more systematic process or pathway by which scientists can select and design their research in a manner that could give more effective support to policy makers.  相似文献

Under the umbrella of the International Organisation of Biological Control (IOBC), an international working group of public sector scientists entitled on "Transgenic Organisms in Integrated Pest Management and Biological Control" has been organized. The group will develop scientific principles and detailed scientific guidelines for biosafety testing of transgenic crops. The key elements of this project are: (1) An international initiative including expert scientists from leading research institutions in developed and developing countries; (2) coordination of the development and implementation of the guidelines as a dynamic process, which will include scientific and technical capacity building and communication among scientists and between scientists and policy makers; (3) rapid serial publication of sections of the guidelines as they are completed; and (4) rapid and timely revision of previously published sections. The guidelines will be constructed on a case-by-case basis and will have no regulatory legitimacy themselves.  相似文献

The advent of biotechnology presents fundamental challenges to the global agri-food industry. While the scientific base for agri-food production is being revolutionised, it is not clear if or how the technology will be used. Proponents of biotechnology and a large portion of agri-food policy makers around the world project a positive future in which technology overcomes food shortages, improves the environment, heals or eliminates disease and leads to a prosperous and healthy society. A smaller but significant array of policy makers, citizens and consumers fear that the technology will exacerbate food insecurity, threaten the environment, endanger human health and ultimately impoverish society itself. Although scientists and industry are convinced the fears are unfounded, it is not clear that our social institutions will be able to adapt, adopt and use the technology in a way that will satisfy society and improve social welfare.  相似文献

Abstract Biological invasions have commonly occurred, and to a lesser degree continue to do so, without human assistance. It is, however, a combination of the rate and magnitude, as well as the distances and agency involved, that separates human‐driven invasion processes from self‐perpetuated colonization events. Exotic species are a pervasive and major component of human‐induced global change. Decisions to manage invasive species will require judgements to be communicated from scientists to policy makers, because scientists may often be the only ones in the position to make them.  相似文献

As the focus of many environmental and resource management decisions shifts to larger ecological units such as watersheds and ecoregions, the respective roles of ecological risk and ecological benefits must be reassessed. At larger ecological scales, risk becomes much more difficult to characterize because of the focus on the system rather than individual species. However, quantifying the monetary value of many ecological benefits is also difficult because no direct measures of their value exist, and the indirect techniques used by economists are not fully accepted in some policy‐making settings. This dilemma may be resolved by considering ecological resource/service flows, which are ecological benefits in physical rather than monetary units. By assessing the whole range of resource/service flows and the changes to each that would result from different management/control alternatives, scientists would be able to provide policy‐makers a much better basis for their decisions, and the resulting assessment would characterize changes in ecological features that are more familiar to both policy‐makers and the public.  相似文献

生态系统服务管理作为生态系统管理的优化方式,是生态学研究的前沿方向。湖泊生态系统服务管理是指综合利用生态学、经济学、社会学和管理学等学科知识,对影响湖泊生态系统结构、过程、功能的关键因子进行调控,提高湖泊生态系统服务供给水平和供给能力的过程。近年来国内外学者针对湖泊生态系统服务内涵、分类、经济价值评估等方面开展了大量研究,极大地促进了湖泊生态系统服务从认知走向管理实践。然而,现有研究在开展湖泊生态系统服务价值评估时多忽略生态系统服务受益者和生态系统特征对生态系统服务的边际影响分析,无法揭示生态系统服务空间流动和转移特征及生态系统服务时空权衡关系,制约了生态系统服务研究与管理决策和政策设计结合。在综述湖泊生态系统服务定量评估方法的基础上,认为通过生态系统服务受益者分析确定湖泊生态系统最终服务,并通过构建生态生产函数确定湖泊生态系统服务权衡关系及湖泊生态系统特征对生态系统最终服务的边际影响,是生态系统服务走向管理实践和政策设计的科学依据,可以确保生态、社会、经济可持续发展。  相似文献

The European Congress on Biotechnology brought together the top European and International scientists, biotechnologists, innovators and key biotech policy and decision makers in an unprecedented international meeting. The Congress was established in 1978 by and remains the main activity of the European Federation of Biotechnology (EFB). Taking place in Barcelona, September 16–19, 2007, the ECB 13 attracted over 1500 leading scientists and other senior participants, over 500 posters and more than a hundred exhibitors, from over 50 countries across Europe and beyond. From over a 150 presentations in 5 and more parallel sessions, only a small fraction can be highlighted in the scope of this short meeting report.  相似文献

Responding to different questions generated by biodiversity and ecosystem services policy or management requires different forms of knowledge (e.g. scientific, experiential) and knowledge synthesis. Additionally, synthesis methods need to be appropriate to policy context (e.g. question types, budget, timeframe, output type, required scientific rigour). In this paper we present a range of different methods that could potentially be used to conduct a knowledge synthesis in response to questions arising from knowledge needs of decision makers on biodiversity and ecosystem services policy and management. Through a series of workshops attended by natural and social scientists and decision makers we compiled a range of question types, different policy contexts and potential methodological approaches to knowledge synthesis. Methods are derived from both natural and social sciences fields and reflect the range of question and study types that may be relevant for syntheses. Knowledge can be available either in qualitative or quantitative form and in some cases also mixed. All methods have their strengths and weaknesses and we discuss a sample of these to illustrate the need for diversity and importance of appropriate selection. To summarize this collection, we present a table that identifies potential methods matched to different combinations of question types and policy contexts, aimed at assisting teams undertaking knowledge syntheses to select appropriate methods.  相似文献

Managing soil organic matter (SOM) stocks to address global change challenges requires well‐substantiated knowledge of SOM behavior that can be clearly communicated between scientists, management practitioners, and policy makers. However, SOM is incredibly complex and requires separation into multiple components with contrasting behavior in order to study and predict its dynamics. Numerous diverse SOM separation schemes are currently used, making cross‐study comparisons difficult and hindering broad‐scale generalizations. Here, we recommend separating SOM into particulate (POM) and mineral‐associated (MAOM) forms, two SOM components that are fundamentally different in terms of their formation, persistence, and functioning. We provide evidence of their highly contrasting physical and chemical properties, mean residence times in soil, and responses to land use change, plant litter inputs, warming, CO2 enrichment, and N fertilization. Conceptualizing SOM into POM versus MAOM is a feasible, well‐supported, and useful framework that will allow scientists to move beyond studies of bulk SOM, but also use a consistent separation scheme across studies. Ultimately, we propose the POM versus MAOM framework as the best way forward to understand and predict broad‐scale SOM dynamics in the context of global change challenges and provide necessary recommendations to managers and policy makers.  相似文献

The issue of human reproductive cloning has recently received a great deal attention in public discourse. Bioethicists, policy makers, and the media have been quick to identify the key ethical issues involved in human reproductive cloning and to argue, almost unanimously, for an international ban on such attempts. Meanwhile, scientists have proceeded with extensive research agendas in the cloning of animals. Despite this research, there has been little public discussion of the ethical issues raised by animal cloning projects. Polling data show that the public is decidedly against the cloning of animals. To understand the public's reaction and fill the void of reasoned debate about the issue, we need to review the possible objections to animal cloning and assess the merits of the anti-animal cloning stance. Some objections to animal cloning (e.g., the impact of cloning on the population of unwanted animals) can be easily addressed, while others (e.g., the health of cloned animals) require more serious attention by the public and policy makers.  相似文献

Concern about emerging and re-emerging diseases plays an increasing role in conservation and management of both captive and free-ranging nonhuman primates (NHPs). Managers and policy makers must formulate conservation plans in an arena plagued by uncertainty, complexity, emotion, and politics. The risk analysis paradigm provides a framework that brings together scientists and policy experts to make better decisions for both people and animals. Risk analysis is a multidisciplinary, science-based process that provides an organized and logical approach for incorporating scientific information into policy development in the real world. By blending four specific goal-oriented stages-hazard identification, risk assessment, risk management, and risk communication-one can logically assess the probability that an adverse event, such as the introduction of an emerging disease into a na?ve population, will occur. The following is a review of this process as it pertains to NHP conservation and risks associated with infectious diseases.  相似文献

It is sometimes argued that, from an ecological point of view, population-, community-, and ecosystem-level endpoints are more relevant than individual-level endpoints for assessing the risks posed by human activities to the sustainability of natural resources. Yet society values amenities provided by natural resources that are not necessarily evaluated or protected by assessment tools that focus on higher levels of biological organization. For example, human-caused stressors can adversely affect recreational opportunities that are valued by society even in the absence of detectable population-level reductions in biota. If protective measures are not initiated until effects at higher levels of biological organization are apparent, natural resources that are ecologically important or highly valued by the public may not be adequately protected. Thus, environmental decision makers should consider both scientific and societal factors in selecting endpoints for ecological risk assessments. At the same time, it is important to clearly distinguish the role of scientists, which is to evaluate ecological effects, from the role of policy makers, which is to determine how to address the uncertainty in scientific assessment in making environmental decisions and to judge what effects are adverse based on societal values and policy goals.  相似文献

Synthetic biology is currently one of the most debated emerging biotechnologies. The societal assessment of this technology is primarily based on contributions by scientists and policy makers, who focus mainly on technical challenges and possible risks. While public dialogue is given, it is yet rather limited. This study explores public debates concerning synthetic biology based on a focus group study with citizens from Austria and Germany and contextualises the analysed public views with content from policy reports and previous empirical studies on public engagement. The findings suggest that discussants favoured a gradual implementation process of synthetic biology, which is receptive to questions about the distribution of possible benefits. The discussed topics correspond in many ways with content from policy reports and former investigations, yet the emphasis of the discussions was different for many aspects.  相似文献
