作为生物多样性领域首个政府间、多学科、跨领域的综合性科学政策平台, 联合国生物多样性和生态系统服务政府间科学-政策平台(The Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services, IPBES)将会对全球生物多样性保护及其他领域产生重要影响。本文通过分析美国传粉者保护政策的制定和实施过程, 获得了生物多样性相关保护政策的制定为科学评估-政府关注-出台限制性政策措施的过程和模式。基于IPBES 2016年发布《传粉者、传粉与粮食生产评估报告》(The Assessment Report on Pollinators, Pollination and Food Production)的事实, 推测IPBES交付品可能促进对新烟碱类农药产业和蜂产品尤其是野生蜂产品交易限制性政策的产生。并进一步分析了IPBES交付品可能在全球以及我国生物多样性保护及其相关领域带来的影响, 比如可能通过促进生物多样性领域的科学评估, 进一步主流化生物多样性保护问题, 促使生物多样性保护成为重要的政治议题。本文旨在为我国建立生物多样性保护的适应性政策提供科学支持。  相似文献

One of the major objectives of the current expansion in bioenergy cropping is to reduce global greenhouse gas emissions for environmental benefit. The cultivation of bioenergy and biofuel crops also affects biodiversity more directly, both positively and negatively. Ecological impact assessment methods for bioenergy projects (including changes to policy and land use) should address not simply changes to species abundance at field level, but include larger scale issues, including changes to landscape diversity, potential impacts to primary and secondary habitats and potential impacts on climate change. Such assessments require a correspondingly broad range of scientific methods, including modelling of climate and land use as well as the observation of biodiversity and landscape indicators. It is also possible to adopt evidence-based guidelines for good practice for situations where comprehensive assessments are not available. These might include favouring projects and policies that avoid gene flow to wild relatives of crops in centres of diversity, that do not result in invasion by the crop into other habitats, that enhance field-scale biodiversity, that increase landscape diversity, that do not threaten valued habitats within the local landscape, that promote the sustainable management of biodiverse habitats, that do not increase the risk of loss of primary habitats and that result in a proportionately large reduction in greenhouse gas emissions.  相似文献

城市化进程加快带来的环境挑战正威胁着地球上的生物多样性。土壤动物是生物多样性的重要组成部分, 对维持土壤健康及城市生态系统稳定性具有重要意义。近年来, 城市土壤动物群落结构和多样性的研究已经取得了一定进展, 但是仍缺乏系统的总结和综述。基于此, 本文梳理归纳了国内外已有的相关文献, 总结了城市化影响土壤动物的主要途径, 并阐述了城市中不同体型大小的优势土壤动物类群对城市化的响应。本文建议未来应利用分子生物学手段深入解析城市土壤动物多样性, 明晰城市土壤食物网的结构与功能, 关注土壤动物群落的保护与恢复, 揭示城市土壤动物肠道微生物组特征, 并挖掘城市土壤动物抑制人类致病菌的潜力, 以期为城市生物多样性保护、生态系统稳定和人类健康维持提供相关科学依据。  相似文献

Diseases are part of the natural world, but human activities may affect and disrupt the natural dynamics of diseases, threatening wildlife species and human welfare. We listed the number of species threatened by diseases and compiled their distributional ranges. Based on such data we identify global disease hotspots, regions where disrupted disease dynamics threaten to decimate several species into extinction. The number of species threatened by disease may increase, and climate change may act synergistically increasing the severity of disease incidence in the hotspots, and drive the emergence of new disease hotspots. Until now diseases were thought to play a secondary role in the biodiversity extinction crisis, but the global threat scenario is so dynamic that if we do not bring diseases to the forefront of conservation actions and policies, they may not only bring species into extinction but they may also affect human populations as well.  相似文献

“国际生物多样性观察年”(IBOY)是由DIVERSITAS所筹划的旨在对全球生物多样性现状从不同层次进行综合研究的一项计划。该计划的主要目标包括:促进公众对生物多样性现状和未来的了解、促进生物多样性学科的发展和完善以及为政府决策过程提供科学依据。DIVERSITAS试图通过该项计划,了解我们所面临的全球性生物多样性现状、全球生物多样性丧失的程度及其原因、生物多样性的丧失给人类生活所带来的威胁、我们怎样保护和发展生物多样性这一人类共同的财富以及探索评估全球生物多样性现状的手段等方面的问题。本文同时还对实施“国际生物多样性观察年”计划所提出的一些提议进行了简要介绍。  相似文献

Diversity is a complex term that includes taxonomic, functional, spatial and temporal aspects of organisms variety. Conservation policies must be supported by holistic studies of ecosystem function, must aim to transform scientific knowledge into social responsibility creating a culture of respect towards nature and should also include economic components. Mediterranean ecosystems will likely experience the greatest proportional changes in biodiversity due to the substantial influence of land use and climate change as major drivers. Land use includes not only rural abandonment but also intensive exploitation of native forests (cork oak woodlands) or shrublands for animal or crop production. These last two are dependent on large Nitrogen (N) inputs. In this paper we intend to show the responses of Mediterranean ecosystems to increased N availability in terms of biodiversity and ecosystem functionality. We present two case studies: 1) a gradient of N availability due to a N point source; and 2) N manipulative field experiment (doses and forms). With these results our aim is to pinpoint the importance of improving scientific knowledge at a local level before we establish conservation policies at global level. The two case studies reflect a strong influence of the N source on ecosystem function. Finally, we use the SWOT (Strengths, Weakness, Opportunities and Threats) analysis approach to underpin the complexities of human intervention in the N cycle and the problem it poses for policies of plant conservation.  相似文献

生物多样性丧失带来的社会经济和金融风险, 以及金融机构在生物多样性保护融资方面发挥的重要作用已经在全球范围内形成广泛共识。本文聚焦各国近年来在金融支持生物多样性领域的实践探索, 重点从国家和区域层面金融产品的创新实践总结了各国的先进实践经验, 并提出全球金融机构参与生物多样性保护的未来发展趋势。由于目前中国金融支持生物多样性保护普遍存在国家层面相关规范和指导不足、金融机构生物多样性风险防控意识缺乏、相关金融产品不足、生物多样性风险评估方法不成熟、信息披露机制不完善等问题与短板, 本文提出我国金融机构参与生物多样性保护的多元化支持路径和建议: 全面推进生物多样性保护纳入绿色金融标准体系, 制定相关政策引导金融机构创新生物多样性友好型金融产品, 加快开发生物多样性影响的评估工具, 完善企业和金融机构生物多样性信息披露制度。  相似文献

Mountains occupy 24% of the global land surface area and are home to 12% of the world’s population. They have ecological, aesthetic, and socioeconomic significance, not only for people living in mountain areas, but for those living beyond. Mountains need specific attention for their contribution to global goods and services, especially by developing and implementing mountain specific policies. Conservation policies have evolved from the protection of charismatic species, to habitat and ecosystem/landscape conservation, and, finally, to people-oriented conservation approaches. This paper, with particular reference to paradigm shifts in the Hindu Kush-Himalayan (HKH) region, discusses the evolution of conservation policies, developments in conservation practices, the status of protected area management, wetland conservation initiatives and the landscape approach, community-based conservation initiatives, and the convergence of policies and practices. In the HKH region, conservation efforts now adopt participatory approaches, implement policies of decentralised governance for biodiversity management, and empower local communities in biodiversity management. The paradigm shift in the policies and practices related to conservation has been gradual and has included the acceptance of communities as an integral part of national level conservation initiatives, together with the integration of many global conventions. There are many successful pilots in the HKH region that deserve upscaling by the countries from the region. Realising the importance of mountains as hotspots of biodiversity, and due to their role as providers of global goods and services, the Convention on Biological Diversity adopted the Programme of Work on Mountain Biodiversity. Such a decision specific to mountains provides enormous opportunities for both conservation and development. Recent challenges posed by climate change need to be integrated into overall biodiversity conservation and management agendas, especially in mountain areas. The HKH region has been identified as a blank spot for data by the Inter-Governmental Panel on Climate Change, indicating the need to develop regional database and sharing mechanisms. This is a tall task, but one that holds enormous opportunity for the HKH countries and institutions with regional mandates to address the emerging challenges of climate change on biodiversity conservation by reducing scientific uncertainty.  相似文献

Soil phosphorus constrains biodiversity across European grasslands   总被引:1,自引:0,他引:1  
Nutrient pollution presents a serious threat to biodiversity conservation. In terrestrial ecosystems, the deleterious effects of nitrogen pollution are increasingly understood and several mitigating environmental policies have been developed. Compared to nitrogen, the effects of increased phosphorus have received far less attention, although some studies have indicated that phosphorus pollution may be detrimental for biodiversity as well. On the basis of a dataset covering 501 grassland plots throughout Europe, we demonstrate that, independent of the level of atmospheric nitrogen deposition and soil acidity, plant species richness was consistently negatively related to soil phosphorus. We also identified thresholds in soil phosphorus above which biodiversity appears to remain at a constant low level. Our results indicate that nutrient management policies biased toward reducing nitrogen pollution will fail to preserve biodiversity. As soil phosphorus is known to be extremely persistent and we found no evidence for a critical threshold below which no environmental harm is expected, we suggest that agro‐environmental schemes should include grasslands that are permanently free from phosphorus fertilization.  相似文献

Harmful cyanobacterial blooms (CyanoHABs) are a rapidly proliferating global problem, threatening the use and sustainability of our freshwater resources. In recent decades, the United States, China, and other developed and developing countries threatened by CyanoHAB expansion have established collaborative efforts aimed at mitigating and managing this environmental and human health problem. However, an escalating negative political climate and restrictive policies on scientific exchange threaten these efforts. In this Perspective, I point to progress that has been made to counter the CyanoHAB problem on U.S.–Chinese fronts through our collaborations, which have been mutually beneficial from research and academic perspectives. Much like global efforts now needed to control pandemics, we are all “in the same boat” when to comes to countering the threat CyanoHABs pose for drinkable, swimmable, and fishable freshwater supplies and human health.  相似文献

This paper discusses key issues in the science-policy interface. It stresses the importance of linking the conservation and sustainable use of biodiversity to the Millennium Development Goals and to issues of immediate concern to policy-makers such as the economy, security and human health. It briefly discusses the process of decision-making and how the scientific and policy communities have successfully worked together on global environmental issues such as stratospheric ozone depletion and climate change, and the critical role of international assessments in providing the scientific basis for informed policy at the national and international level. The paper also discusses the drivers of global environmental change, the importance of constructing plausible futures, indicators of change, the biodiversity 2010 target and how environmental issues such as loss of biodiversity, stratospheric ozone depletion, land degradation, water pollution and climate change cannot be addressed in isolation because they are strongly interconnected and there are synergies and trade-offs among the policies, practices and technologies that are used to address these issues individually.  相似文献

The 15th UN Biodiversity Conference (COP‐15) in Kunming, China, presents an opportunity for transformative change to address the biodiversity crisis. However, a lack of consensus on two key issues—mobilization of the necessary resources; and the scope and functioning of regulatory regimes that govern access to genetic resources and the sharing of benefits resulting from their use—threaten progress under the next 10‐year strategic plan of the Convention on Biological Diversity. We highlight systemic misconceptions concerning the financing of biodiversity and the burden this places on the Access and Benefit Sharing (ABS) system. We caution that unworkable ABS regulatory frameworks and conflating ABS with resource mobilization could disrupt science policies built on open access, with potentially severe ramifications for research and innovation. To resolve these tensions, we call for a recalibration of ABS to maximize the value delivered by biodiversity for all of society, including indigenous peoples and local communities.  相似文献

应对气候变化和保护生物多样性是2大全球性热点环境问题。气候变化导致物种多样性丧失、生态系统服务降低和区域生态安全屏障功能受损,威胁到中国国土生态安全格局和生态脆弱区域的可持续发展,给生物多样性保护带来新的挑战。做好生物多样性保护适应气候变化的风险管理工作,既是生物多样性应对气候变化风险的必要措施,也是减缓气候变化的重要途径。结合爱知目标10的实现情况,分析了欧盟、澳大利亚、美国等发达国家发布的生物多样性适应气候变化技术政策制定情况、中国生物多样性应对气候变化进展情况,剖析了中国生物多样性保护适应气候变化存在的问题,包括生物多样性应对气候变化的科学认知亟待提高、生物多样性保护适应气候变化的能力建设不足、自然保护地之间缺乏适应气候变化的生态廊道网络、生物多样性保护适应气候变化的技术标准缺乏。研究提出了中国生物多样性应对气候变化的适应性管理策略,包括制定《中国生物多样性保护协同应对气候变化的国家方案》、加强生物多样性保护适应气候变化的能力建设、开展自然保护区适应气候变化的风险管理试点、强化生物多样性应对气候变化的科技支撑,以期为推进纳入气候变化风险管理的生物多样性保护工作提供决策依据。  相似文献

The Biodiversity Convention requires parties to prepare national plans with strategies for the conservation of biodiversity. The U.K. produced its Action Plan in January 1994, one of the first countries to do so. The document of nearly 200 pages sets out the rationale for conserving biodiversity and the U.K. scientific tradition which underpins our understanding of biodiversity and describes in very summary form the key characteristics of U.K. biodiversity and the resources we devote to sustaining it, both in situ and ex situ, as well as our contribution to assisting conservation outside the U.K. It goes on to consider the role of education and public information and the need to improve the coordination and accessibility of scientific data and monitoring. Finally, it sets out a range of targets and commitments including a proposal to set up machinery, involving non-governmental interests, to agree on specific targets for key species and habitats in 1995. The main emphasis of the Plan and the work ahead is to create a collaborative framework for the large but fragmented efforts by the public voluntary sectors to reverse recent losses of biodiversity. In many ways bird conservation and population monitoring provide a benchmark for other species work. Bird conservation will benefit from the increased integration of effort and scientific analysis which looks at the interaction of species, habitats and wider land use issues and the effect of sectoral policies such as agriculture, energy and transport.  相似文献

Shifting cultivation systems have been blamed as the primary cause of tropical deforestation and are being transformed through various forms of conservation and development policies and through the emergence of new markets for cash crops. Here, we analyze the outcomes of different policies on land use/land cover change (LUCC) in a traditional, shifting cultivation landscape in the Atlantic Forest (Brazil), one of the world’s top biodiversity hotspots. We also investigate the impacts of those policies on the environment and local livelihoods in Quilombola communities, which are formed by descendants of former Maroon colonies. Our findings show that conservation and social policies have had mixed effects both on the conservation of the Atlantic Forest and on the livelihoods of the Quilombola. We conclude that future interventions in the region need to build on the new, functional links between sustainable livelihoods and biodiversity, where less restrictive state policies leave room for new opportunities in self-organization and innovation.  相似文献

Research collaboration between developed countries from the northern hemisphere and developing countries in the southern hemisphere is essential for the understanding and protection of the major proportion of biodiversity located in the tropics. Focusing on the case of sub-Saharan Africa, we here assess the real involvement of northern versus southern contributors, and caution against unequal academic benefit sharing arising from non-commercial biodiversity research that may ultimately hamper sustainable knowledge transfer and long-term biodiversity conservation. We discuss possible drivers that may have led to a business of raw biodiversity data. While we fully support the current efforts to stamp out biopiracy through international biodiversity policies and agreements, we illustrate that such legislative frameworks may further constrain biodiversity research, especially in countries where regulations are poorly streamlined and bureaucracy remains rather inert. We therefore ask for workable solutions towards more equal footing in north–south biodiversity research, and propose a number of steps to transgress the current barriers towards a more fair and equitable sharing of benefits arising from biodiversity research.  相似文献

Trends and status of species and habitats need to be measured to assess whether global biodiversity policy targets have been achieved. However, it is impossible to monitor all species and habitats with a justifiable effort. Therefore, it is critical to prioritize the monitoring of specific biodiversity components. Priorities must be linked to key nature conservation policies to ensure that monitoring efforts are relevant to policy needs, achieve maximum impact, and obtain governmental support. Here we discuss priority setting in biodiversity monitoring in view of monitoring obligations and priorities in supranational biodiversity legislation and policies in Europe and assess overlaps in priorities among policies. While most supranational biodiversity regulations require monitoring of biodiversity, obligations are legally enforceable only for the Nature Directives, the Water Framework Directive, and the Marine Strategy Framework Directive of the European Union. Of the assessed international conventions and other relevant policy instruments about 50% explicitly designate priority species and most focus on vertebrates. Lower emphasis is given to habitats and geographical priorities are even less pronounced. Also, an overarching system for monitoring prioritization is still missing. Our prioritization system is based on three main criteria: (1) legal requirement for reporting, (2) wording used to define priority or importance, and (3) inclusion in lists that indicate importance of monitoring due to e.g. threats or relevance of a region for a species. Our system contains five main priority levels, within which an additional division differentiates priorities according to national/European responsibility criteria. Based on this system, we provide recommendations for allocating species and habitats enlisted by the reviewed policy tools to explicit non-overlapping priority levels. Our approach will facilitate synergies between monitoring activities for different policy needs, and contribute to alleviate the notorious resource shortage for biodiversity monitoring.  相似文献

Government policies relating to red meat production take account of the carbon footprint, environmental impact, and contributions to human health and nutrition, biodiversity and food security. This paper reviews the impact of grazing on these parameters and their interactions, identifying those practices that best meet governments' strategic goals. The recent focus of research on livestock grazing and biodiversity has been on reducing grazing intensity on hill and upland areas. Although this produces rapid increases in sward height and herbage mass, changes in structural diversity and plant species are slower, with no appreciable short-term increases in biodiversity so that environmental policies that simply involve reductions in numbers of livestock may not result in increased biodiversity. Furthermore, upland areas rely heavily on nutrient inputs to pastures so that withdrawal of these inputs can threaten food security. Differences in grazing patterns among breeds increase our ability to manage biodiversity if they are matched appropriately to different conservation grazing goals. Lowland grassland systems differ from upland pastures in that additional nutrients in the form of organic and inorganic fertilisers are more frequently applied to lowland pastures. Appropriate management of these nutrient applications is required, to reduce the associated environmental impact. New slurry-spreading techniques and technologies (e.g. the trailing shoe) help reduce nutrient losses but high nitrogen losses from urine deposition remain a key issue for lowland grassland systems. Nitrification inhibitors have the greatest potential to successfully tackle this problem. Greenhouse gas (GHG) emissions are lower from indoor-based systems that use concentrates to shorten finishing periods. The challenge is to achieve the same level of performance from grass-based systems. Research has shown potential solutions through the use of forages containing condensed tannins or establishing swards with a high proportion of clover and high-sugar grasses. Relative to feeding conserved forage or concentrates, grazing fresh grass not only reduces GHG emissions but also enhances the fatty acid composition of meat in terms of consumer health. It is possible to influence biodiversity, nutrient utilisation, GHG emissions and the nutritional quality of meat in grass-based systems, but each of these parameters is intrinsically linked and should not be considered in isolation. Interactions between these parameters must be considered carefully when policies are being developed, in order to ensure that strategies designed to achieve positive gains in one category do not lead to a negative impact in another. Conservation International's biodiversity hotspots are areas of high vascular plant endemism combined with high levels of habitat destruction and land use change. Although such hotspots have also been shown to be centres for terrestrial vertebrate endemism, much less is known about how well these areas function as hotspots for other less well‐studied groups, including the hyperdiverse arthropods, other invertebrates and fungi. Because there is a close evolutionary and ecological relationship between insects and plants, we suggest that the potential role of plants as umbrella species for herbivorous insects, potentially herbivorous fungi and nematodes, and parasitic insects should be explored. Finally, we reflect on the increasing social, economic, human conflict and governance issues and the impacts of increasing land use change and global climate change that threaten the biodiversity hotspot system.  相似文献

本文全面介绍了中国海洋物种多样性的现状,并分析其受到的人类影响和主要威胁。详细阐述了国家海洋局及其下属部门在海洋生物多样性保护管理中制定的有关政策、法规及行动计划,以及海洋生物多样性的科学调查研究及海洋生态环境监测体系建设,海洋自然保护区的建设与管理,海洋生物多样性可持续利用等方面的工作和进展。同时,在生物多样性管理现状的基础上,提出了包括预警系统与事故处理能力建设、将生物多样性保护管理纳入区域经济社会发展计划、建设生物多样性管理机构及法规之间的协调机制以及基于生态系统的生物多样性管理和公众参与等若干针对性的管理对策。  相似文献
