Inshore marine resources play an important role in the livelihoods of Pacific Island coastal communities. However, such reliance can be detrimental to inshore marine ecosystems. Understanding the livelihoods of coastal communities is important for devising relevant and effective fisheries management strategies. Semi-structured household interviews were conducted with householders in Langalanga Lagoon, Solomon Islands, to understand household livelihoods and resource governance in fishing-dependent communities. Households were engaged in a diverse range of livelihoods. Fishing, shell money production and gardening were the most important livelihoods. Proximity to an urban centre influenced how households accessed some livelihoods. Perceptions of management rules varied and different reasons were cited for why rules were broken, the most common reason being to meet livelihood needs. Current models of inshore small-scale fisheries management that are based on the notion of community-based resource management may not work in locations where customary management systems are weak and livelihoods are heavily reliant on marine resources. An important step for fisheries management in such locations should include elucidating community priorities through participatory development planning, taking into consideration livelihoods as well as governance and development aspirations.  相似文献

The next 10 years are considered a critical decade for fisheries. Declining fish stocks in combination with mounting climate pressure are likely to lead to significant and adverse socio-ecological impacts, threatening sustainability. Responding to these challenges requires modes of governance that are capable of dealing with the complexity and uncertainty associated with the world’s fisheries and their ecosystems. While a range of governance frameworks exist, the concept of polycentric governance has gained prominence in the environmental sector and is posited as a key principle underpinning the resilience of complex socio-ecological systems. However, the application of polycentric governance to fisheries management has been seldom explored. To examine this prospect, we review the literature on polycentric governance to elucidate its potential value in improving the outlook for fisheries and their associated ecosystems. We highlight a number of unique characteristics that overcome known limitations in other forms of governance—polycentric systems are highly participatory and promote the broadest levels of stakeholder involvement, they increase policy freedom at the local level, and they improve the spatial fit between knowledge, action and socio-ecological contexts to ensure that governance responses are implemented at the most appropriate scale. Through fisheries case-studies, we demonstrate that these characteristics are important in helping fisheries respond to complex challenges. Finally, we articulate key knowledge gaps that should be addressed through future research to understand the conditions under which polycentric governance systems are most suited, and the ways in which they can be operationalised most effectively.  相似文献

Inland fisheries are a vital component in the livelihoods and food security of people throughout the world, as well as contributing huge recreational and economic benefits. These valuable assets are jeopardized by lack of research-based understanding of the impacts of fisheries on inland ecosystems, and similarly the impact of human activities associated with inland waters on fisheries and aquatic biodiversity. To explore this topic, an international workshop was organized in order to examine strategies to incorporate fisheries into ecosystem approaches for management of inland waters. To achieve this goal, a new research agenda is needed that focuses on: quantifying the ecosystem services provided by fresh waters; quantifying the economic, social and nutritional benefits of inland fisheries; improving assessments designed to evaluate fisheries exploitation potential; and examining feedbacks between fisheries, ecosystem productivity and aquatic biodiversity. Accomplishing these objectives will require merging natural and social science approaches to address coupled social-ecological system dynamics.  相似文献

Fisheries and marine ecosystems are challenged globally by climate change with subsequent biological and socio-ecological implications. Adaptation represents one pathway by which management agencies can seek to ensure sustainability of these resources for societal well-being, particularly when based on strong scientific evidence. Here, we examined the extent of primary scientific literature that is currently available to inform climate adaption initiatives for Australian fisheries. This is achieved via a systematic literature review for 99 harvested Australian marine species, aimed at identifying primary scientific articles that reported new knowledge of climate-driven biological changes and/or socio-ecological implications. We then assessed the quantity of scientific literature against estimated relative climate sensitivity scores for each species (from a previous study), and investigated factors that may influence relative research effort. We found that two-thirds of species had no peer-reviewed climate-related literature available, and that research effort among Australian fisheries species is most closely related to the number of commercial fish stocks per species, and commercial catch weight. We also found that the south-east and western Australian regions had the most climate-related biological information to support climate adaptation in fisheries management. Nonetheless, although accumulating knowledge of the biological and socio-ecological implications of climate change is important, increasing knowledge alone is insufficient to maintain the productivity and profitability of Australian fisheries in light of projected climate impacts. We suggest that the further use of this knowledge to inform decision-making processes is essential to ensure that climate adaptation options are fully explored, to allow sustainable and productive fisheries.

The diversity of aquatic ecosystems is being quickly reduced on many continents, warranting a closer examination of the consequences for ecological integrity and ecosystem services. Here we describe intermediate and final ecosystem services derived from aquatic biodiversity in forests. We include a summary of the factors framing the assembly of aquatic biodiversity in forests in natural systems and how they change with a variety of natural disturbances and human-derived stressors. We consider forested aquatic ecosystems as a multi-state portfolio, with diverse assemblages and life-history strategies occurring at local scales as a consequence of a mosaic of habitat conditions and past disturbances and stressors. Maintaining this multi-state portfolio of assemblages requires a broad perspective of ecosystem structure, various functions, services, and management implications relative to contemporary stressors. Because aquatic biodiversity provides multiple ecosystem services to forests, activities that compromise aquatic ecosystems and biodiversity could be an issue for maintaining forest ecosystem integrity. We illustrate these concepts with examples of aquatic biodiversity and ecosystem services in forests of northwestern North America, also known as Northeast Pacific Rim. Encouraging management planning at broad as well as local spatial scales to recognize multi-state ecosystem management goals has promise for maintaining valuable ecosystem services. Ultimately, integration of information from socio-ecological ecosystems will be needed to maintain ecosystem services derived directly and indirectly from forest aquatic biota.  相似文献

The paper reviews the main findings of rocky shore and subtidal nearshore experimental marine ecology (EME) in cold and temperate marine ecosystems during the past four decades. It analyzes the role of EME in coastal management and conservation. The historical development of strategies for managing single or multispecies fisheries are reviewed. The published results show over-exploitation and depletion of more than 60% of the fish stocks and a lack of connection between the management of fisheries and results derived from experimental marine ecology. This is mainly due to: (a) the different temporal and spatial scale at which most marine ecologists and fishery managers operate; (b) the lack of long-term fishery monitoring and adaptive techniques for management; and (c) limitations in the design of experiments on fisheries. Large-scale oceanic perturbations, due to combinations of excessive resource exploitation and environmental variability coupled with present trends in management approaches are discussed. Modern approaches and tools for management of fisheries, such as Adaptive Management (AM), Territorial User Rights in Fisheries (TURFs), Individual Transferrable Quotas and Non-Transferrable Quotas (ITQs, INTQs) are discussed in the context of small-scale fisheries and EME. Published views on limits of applied ecological research with regards to management of fisheries are discussed. Linkages between EME, marine conservation and the establishment of Marine Protected Areas (MPAs) and experimental exclusions of humans are highlighted. Results derived from MPAs, such as: (a) species or community trophic cascades, and (b) the role of key-stone species and species interaction strengths, are discussed. It is concluded that the role of EME in conservation has been greater than has been the case in management of fisheries. The potential to link EME, conservation and the management of fisheries is exemplified through the proposed establishment in Chile of a connected network of Scientific Reserves, MPAs and TURFs sites. The final conclusion is that to cross-fertilize EME, conservation and management, there are three main challenges: (1) to end the traditional view of approaching the management of fisheries and marine conservation as contradictory/antagonizing issues; (2) to improve communications between experimental marine ecology and the management of fisheries through the implementation of experimentation and adaptive management; (3) to improve linkages between marine conservation, the management of fisheries and social sciences.  相似文献

Ocean and coastal ecosystems provide critical fisheries, coastal protection, and cultural benefits to communities worldwide, but these services are diminishing due to local and global threats. In response, place-based strategies involve communities and resource users in management have proliferated. Here, we present a transferable community-based approach to assess the social and ecological factors affecting resource sustainability and food security in a small-scale, coral reef fishery. Our results show that this small-scale fishery provides large-scale benefits to communities, including 7,353 ± 1547 kg yr-1 (mean ± SE) of seafood per year, equating to >30,000 meals with an economic value of $78,432. The vast majority of the catch is used for subsistence, contributing to community food security: 58% is kept, 33.5% is given away, and 8.5% is sold. Our spatial analysis assesses the geographic distribution of community beneficiaries from the fishery (the “food shed” for the fishery), and we document that 20% of seafood procured from the fishery is used for sociocultural events that are important for social cohesion. This approach provides a method for assessing social, economic, and cultural values provided by small-scale food systems, as well as important contributions to food security, with significant implications for conservation and management. This interdisciplinary effort aims to demonstrate a transferable participatory research approach useful for resource-dependent communities as they cope with socioeconomic, cultural, and environmental change.  相似文献

In developing regions, coastal communities are particularly dependent on small-scale fisheries for food security and income. However, information on the scale and impacts of small-scale fisheries on coastal marine ecosystems are frequently lacking. Large marine vertebrates (marine mammals, sea turtles and chondrichthyans) are often among the first species to experience declines due to fisheries. This paper reviews the interactions between small-scale fisheries and vulnerable marine megafauna in the southwestern Indian Ocean. We highlight an urgent need for proper documentation, monitoring and assessment at the regional level of small-scale fisheries and the megafauna affected by them to inform evidence-based fisheries management. Catch and landings data are generally of poor quality and resolution with compositional data, where available, mostly anecdotal or heavily biased towards easily identifiable species. There is also limited understanding of fisheries effort, most of which relies on metrics unsuitable for proper assessment. Management strategies (where they exist) are often created without strong evidence bases or understanding of the reliance of fishers on resources. Consequently, it is not possible to effectively assess the current status and ensure the sustainability of these species groups; with indications of overexploitation in several areas. To address these issues, a regionally collaborative approach between government and non-governmental organisations, independent researchers and institutions, and small-scale fisheries stakeholders is required. In combination with good governance practices, appropriate and effective, evidence-based management can be formulated to sustain these resources, the marine ecosystems they are intrinsically linked to and the livelihoods of coastal communities that are tied to them.  相似文献

The removal of invasive mammals from islands is one of society’s most powerful tools for preventing extinctions and restoring ecosystems. Given the demonstrable high conservation impact and return on investment of eradications, new networks are needed to fully leverage invasive mammal eradications programs for biodiversity conservation at-large. There have been over 800 invasive mammal eradications from islands, and emerging innovations in technology and techniques suggest that island area will soon no longer be the limiting factor for removing invasive mammals from islands. Rather, securing the necessary social and economic capital will be one main challenge as practitioners target larger and more biologically complex islands. With a new alliance between conservation practitioners and the fisheries sector, biodiversity offsets may be a promising source of capital. A suite of incentives exists for fisheries, NGOs, and governments to embrace a framework that includes fishery bycatch offsets for seabirds and sea turtles. A bycatch management framework based on the hierarchy of “avoid, minimize, and offset” from the Convention on Biological Diversity would result in cost-effective conservation gains for many threatened seabirds and sea turtles affected by fisheries. Those involved with island conservation and fisheries management are presented with unprecedented opportunities and challenges to operationalize a scheme that will allow for the verifiable offset of fisheries impacts to seabirds and sea turtles, which would likely result in unparalleled marine conservation gains and novel cross-sector alliances.  相似文献

As the United States and Australia struggle with contemporary crises over competing uses of rapidly depleting natural resources, there are striking parallels between American Indian and Australian Aboriginal communities demanding a place at the management table and offering culturally based understandings of and solutions for the ecosystems at risk. Japanese encephalitis (JE) is the leading cause of viral encephalitis in Asia and a significant public health problem in Nepal. Its epidemiology is influenced by factors affecting its amplifying hosts (pigs), vectors (mosquitoes), and dead-end hosts (including people). While most control efforts target reduced susceptibility to infection either by vaccination of people or pigs or by reduced exposure to mosquitoes; the economic reality of Nepal makes it challenging to implement standard JE control measures. An ecohealth approach has been nominated as a way to assist in finding and prioritizing locally relevant strategies for JE control that may be viable, feasible, and acceptable. We sought to understand if Nepalese experts responsible for JE management conceived of its epidemiology in terms of a socio-ecological system to determine if they would consider ecohealth approaches. Network analysis suggested that they did not conceive JE risk as a product of a socio-ecological system. Traditional proximal risk factors of pigs, mosquitoes, and vaccination predominated experts’ conception of JE risk. People seeking to encourage an ecohealth approach or social change models to JE management in Nepal may benefit from adopting social marketing concepts to encourage and empower local experts to examine JE from a socio-ecological perspective.  相似文献

Understanding how fishers make decisions is important for improving management of fisheries. There is debate about the extent to which small-scale fishers follow an ideal free distribution (IFD) – distributing their fishing effort efficiently according to resource availability rather than being influenced by social factors or personal preference. Using detailed data from 1800 fisher catches and from semi-structured interviews with over 700 fishers at Lake Alaotra, the largest inland fishery in Madagascar, we show that fishers generally conform to IFD. However, there were differences in catch: effort relationships between fishers using different gear types as well as other revealing deviations from the predictions of IFD. Fishers report routine as the primary determinant of their choice of fishing location, explaining why they do not quickly respond to changes in catch at a site. Understanding the influences on fishers’ spatial behaviour will allow better estimates of costs of fishing policies on resource users, and help predict their likely responses. This can inform management strategies to minimise the negative impacts of interventions, increasing local support for and compliance with rules.  相似文献

恢复生态学起源于100a前的山地、草原、森林和野生生物等自然资源的管理研究,形成于20世纪80年代。它是研究生态整合性的恢复和管理过程的科学。恢复生态学的研究对象是在自然或人为干扰下形成的偏离自然状态的退化生态系统。生态恢复的目标包括恢复退化生态系统的结构、功能、动态和服务功能,其长期目标是通过恢复与保护相结合,实现生态系统的可持续发展。恢复生态学的理论与方法较多,它们均源于生态学等相关学科,但自我设计和人为设计是唯一源于恢复生态学研究和实践的理论。由于生态系统的复杂性,退化生态系统恢复的方向和时间具有不确定性,其恢复的机理可用临界阈值理论和状态跃迁模型进行解释。中国森林恢复中存在的问题包括:大量营造种类和结构单一的人工林忽视了生物多样性在生态恢复中的作用;大量使用外来种;忽视了生态系统健康所要求的异质性;忽略了物种间的生态交互作用;造林时对珍稀濒危种需要缺乏考虑;城镇绿化忽略了植被的生态功能等问题。此外,还介绍了生态恢复的方法、成功恢复的标准,并提出了恢复生态学的发展趋势:恢复生态学尚未形成理论和方法体系,要成熟还有很长的路要走;恢复生态学正在强调自然恢复与社会、人文的耦合;对森林恢复研究要集中在恢复中的障碍和如何克服这些障碍两个方面;鉴于生态系统复杂性和动态性,应停止期待发现能预测恢复产出的简单定律,相反,应该根据恢复地点及目标多样性而强调适应性恢复。  相似文献

The Arctic charr Salvelinus alpinus is a diverse and abundant resource in Canada's Nunavut. The anadromous form is primarily targeted by exploitation in small-scale fisheries. The continued importance of subsistence fisheries and growing interest in further developing commercial fisheries underline the need for proper management of S. alpinus in northern Canada. This paper presents the current state of S. alpinus fisheries in Nunavut and related management challenges. An alternate framework for assessment using life-history information as it determines stock productivity and resilience to harvesting is presented. This framework combines (1) a risk assessment tool [productivity-susceptibility analysis (PSA)] to evaluate the relative vulnerability of S. alpinus stocks to harvest and (2) a conceptual model for quantitative assessment to determine sustainable harvest levels. Diversity in S. alpinus life history and contrast in vulnerability scores derived from PSA assessment are demonstrated for a sample of 86 anadromous stocks from throughout Nunavut. These data provide evidence in support of an alternate strategy for assessment permitting to integrate diversity in S. alpinus life history for improved generalization and representativeness. Salvelinus alpinus fisheries in Arctic regions exemplify the need for stock assessment and management alternatives to ensure fish conservation in remote, sensitive ecosystems and in data-poor circumstances.  相似文献

Species translocations are remarkable experiments in evolutionary ecology, and increasingly critical to biodiversity conservation. Elaborate socio-ecological hypotheses for translocation success, based on theoretical fitness relationships, are untested and lead to complex uncertainty rather than parsimonious solutions. We used an extraordinary 89 reintroduction and 102 restocking events releasing 682 black rhinoceros (Diceros bicornis) to 81 reserves in southern Africa (1981-2005) to test the influence of interacting socio-ecological and individual characters on post-release survival. We predicted that the socio-ecological context should feature more prominently after restocking than reintroduction because released rhinoceros interact with resident conspecifics. Instead, an interaction between release cohort size and habitat quality explained reintroduction success but only individuals' ages explained restocking outcomes. Achieving translocation success for many species may not be as complicated as theory suggests. Black rhino, and similarly asocial generalist herbivores without substantial predators, are likely to be resilient to ecological challenges and robust candidates for crisis management in a changing world.  相似文献

Environmental DNA metabarcoding is a non-invasive method for discovering and identifying rare and endangered species in a variety of ecosystems, including aquatic environments, based on the retrieval of genetic traces emitted into the environment by animals. Environmental (e) DNA research has grown in popularity over the last decade as a result of a rise in the number of studies that employ DNA taken from the environment, particularly in freshwater and marine ecosystems. In terms of detecting diversity patterns, we may claim that DNA retrieved from the environment (eDNA) is altering the game. For resource management in fisheries, information on species composition and biomass/abundance of commercially and noncommercially harvested species is critical. The eDNA is a truly non-invasive method that inflicts no damage on the species or habitats under study even during sampling, the eDNA technique never harms any ecosystems or threatened species. This novel molecular method never affects any endangered species or ecosystem during sampling. Environmental DNA analysis has become more widely accepted and is used in the detection of the presence and absence of aquatic macrofauna, such as freshwater and marine fish. This review study may aid researchers in better understanding the current state of eDNA technology. Despite the fact that various scientists have used eDNA to investigate the worldwide biodiversity of aquatic environments, no one in India is focusing on this new technology. We conclude that the eDNA technique has the potential to become a next-generation tool for biodiversity research and aquatic ecosystem conservation.  相似文献

The biodiversity of plankton ecosystems may no longer be a paradox, but the mechanisms that determine coexistence of explicit competitors in ecosystems remain a mystery. This is particularly so in ecosystem models, where competitive exclusion remains the dominant process. Climate and fisheries models require plankton ecosystem sub-models that maintain competing plankton functional types extant, but coexistence can be reproduced in only a few ‘just so’ theoretical models. This limits our ability to predict the impacts of climate change and fisheries on ocean biota. We consider ecosystems of Kolmogorov form that conserve mass (CK systems). These systems describe a general class of ecosystem models that includes many theoretical and applied models. We develop heuristics that illuminate the key mechanisms that allow the coexistence of explicit competitors in these systems. These heuristics facilitate the identification of a large class of models with the structural property that all species coexist for all time. Our approach unifies many theoretical and applied models in a common biogeochemical framework, providing a powerful tool with the potential to generate new insights into the properties of complex ecosystems.  相似文献

Many fisheries management interventions are in the form of spatial regulations that change fishers?? access to fishing grounds. How fishers respond to regulations directly affects the ecological and socioeconomic outcomes of management objectives, but little attention is paid to fishers?? willingness and ability to make spatial adjustments. We investigate the spatial preferences of small-scale fishers in Sabah, Malaysia, within a framework of mental maps and perceptions. We find that the majority of fishers fish within preferred resource spaces that were heavily influenced by perceptions of safety. Most fishers exhibit low flexibility to adapt to spatial changes, based on i) unwillingness to travel beyond preferred resource spaces; ii) unwillingness to leave the fishery; and iii) low to no alternative employment opportunities. We emphasize the need to uncover and understand human dimension parameters to reduce uncertainty surrounding human behaviour, and ultimately facilitate the attainment of fisheries management objectives.  相似文献

Incorporating the values of the services that ecosystems provide into decision making is becoming increasingly common in nature conservation and resource management policies, both locally and globally. Yet with limited funds for conservation of threatened species and ecosystems there is a desire to identify priority areas where investment efficiently conserves multiple ecosystem services. We mapped four mangrove ecosystems services (coastal protection, fisheries, biodiversity, and carbon storage) across Fiji. Using a cost-effectiveness analysis, we prioritised mangrove areas for each service, where the effectiveness was a function of the benefits provided to the local communities, and the costs were associated with restricting specific uses of mangroves. We demonstrate that, although priority mangrove areas (top 20%) for each service can be managed at relatively low opportunity costs (ranging from 4.5 to 11.3% of overall opportunity costs), prioritising for a single service yields relatively low co-benefits due to limited geographical overlap with priority areas for other services. None-the-less, prioritisation of mangrove areas provides greater overlap of benefits than if sites were selected randomly for most ecosystem services. We discuss deficiencies in the mapping of ecosystems services in data poor regions and how this may impact upon the equity of managing mangroves for particular services across the urban-rural divide in developing countries. Finally we discuss how our maps may aid decision-makers to direct funding for mangrove management from various sources to localities that best meet funding objectives, as well as how this knowledge can aid in creating a national mangrove zoning scheme.  相似文献

Biodiversity protection is a key issue for fishery management, but there are large uncertainties about its implementation. Incentives for biodiversity protection are created and shaped by the institutional environment which establishes the rights, rules and responsibilities of human behavior. Making the institutional transition from an orientation of single-species to one of biodiversity is complicated by the history of fisheries management, the current state of fisheries and the structures and procedures of fishery decision making. Significant challenges to institutional design for biodiversity lie in the agencies, decision bodies, regulations, and enforcement within which management is implemented. Failure to address the institutional issues surrounding biodiversity will lead to poor implementation and continued ecological simplification. Without serious and fresh attention to innovative design, the institutional environment of fisheries is likely to be completely inadequate to the task of protecting biodiversity.  相似文献
