In this article, we apply an additive two‐stage data envelopment analysis estimator on a panel of 20 countries with advanced economies for the time period 1990–2011 in order to create a composite sustainability efficiency index. We use a window‐based approach in order to study the countries over the years. The sustainability efficiency index is decomposed into production efficiency and eco‐efficiency indicators. The results reveal inequalities among the examined countries between the two stages. The eco‐efficiency stage is characterized by large inequalities among countries and significantly lower efficiency scores than the overall sustainability efficiency and the production efficiency. Finally, it is reported that a country's high production efficiency level does not ensure a high eco‐efficiency performance.  相似文献

Nowadays the challenge for humanity is to find pathways towards sustainable development. Decision makers require a set of sustainability indicators to know if the sustainability strategies are following those pathways. There are more than one hundred sustainability indicators but they differ on their relative importance according to the size of the locality and change on time. The resources needed to follow these sustainability indicators are scarce and in some instances finite, especially in smaller regions. Therefore strategies to select set of these indicators are useful for decision makers responsible for monitoring sustainability. In this paper we propose a model for the identification and selection of a set of sustainability indicators that adequately represents human systems. In developing this model, we applied evolutionary dynamics in a space where sustainability indicators are fundamental entities interconnected by an interaction matrix. we used a fixed interaction that simulates the current context for the city of Cuernavaca, México as an example. We were able to identify and define relevant sets indicators for the system by using the Pareto principle. In this case we identified a set of sixteen sustainability indicators with more than 80% of the total strength. This set presents resilience to perturbations. For the Tangled Nature framework we provided a manner of treating different contexts (i.e., cities, counties, states, regions, countries, continents or the whole planet), dealing with small dimensions. This model provides decision makers with a valuable tool to select sustainability indicators set for towns, cities, regions, countries, continents or the entire planet according to a coevolutionary framework. The social legitimacy can arise from the fact that each individual indicator must be selected from those that are most important for the subject community.  相似文献

Monitoring progress toward sustainable development requires the identification of operational indicators that provide manageable units of information on institutional, environmental, economic and social dimensions. This paper is an attempt to develop macro sustainability indicators of selected countries in order to track sustainability in a dynamic manner. Therefore, as a first step, sustainability pillar variables for 131 countries were defined and derived for the period 2000–2007. Three different methods, i.e., standardization, min–max and cyclical techniques, were used to normalize data and finally a principal component analysis (PCA) was applied for weighting selected variables. In the last step, countries were ranked based on their principal components (PCs) and spatially aggregated sustainability was tracked in four dimensions. The paper finds that while progress was observed for the institutional, economic and social dimensions, the environmental conditions deteriorated successively over the studied period. It is concluded that when institutional, environmental and economic pillars are strongly correlated, economic development cannot solely explain environmental deterioration.  相似文献

Understanding how to source agricultural raw materials sustainably is challenging in today’s globalized food system given the variety of issues to be considered and the multitude of suggested indicators for representing these issues. Furthermore, stakeholders in the global food system both impact these issues and are themselves vulnerable to these issues, an important duality that is often implied but not explicitly described. The attention given to these issues and conceptual frameworks varies greatly—depending largely on the stakeholder perspective—as does the set of indicators developed to measure them. To better structure these complex relationships and assess any gaps, we collate a comprehensive list of sustainability issues and a database of sustainability indicators to represent them. To assure a breadth of inclusion, the issues are pulled from the following three perspectives: major global sustainability assessments, sustainability communications from global food companies, and conceptual frameworks of sustainable livelihoods from academic publications. These terms are integrated across perspectives using a common vocabulary, classified by their relevance to impacts and vulnerabilities, and categorized into groups by economic, environmental, physical, human, social, and political characteristics. These issues are then associated with over 2,000 sustainability indicators gathered from existing sources. A gap analysis is then performed to determine if particular issues and issue groups are over or underrepresented. This process results in 44 “integrated” issues—24 impact issues and 36 vulnerability issues —that are composed of 318 “component” issues. The gap analysis shows that although every integrated issue is mentioned at least 40% of the time across perspectives, no issue is mentioned more than 70% of the time. A few issues infrequently mentioned across perspectives also have relatively few indicators available to fully represent them. Issues in the impact framework generally have fewer gaps than those in the vulnerability framework.  相似文献

One of the many debates about sustainability centers on how a natural resource stock (e.g. a forest) generates flows of desired human services (such as lumber and recreation). Should resources be sustained as they currently exist or should the services that they provide be sustained? This is a difficult question to address since there is very little quantitative information available. The purpose of this study was to address this question by using information from an empirical study that was able to look at sustainability when there is one output and extend that framework to a multiobjective setting. We then discuss the framework by using a multiobjective resource, the Neuse River in North Carolina.We identified several concepts from the single objective study, including that there are at least three important types of resource stocks, two types of goals, substitutes for natural resources, and a need to consider uncertainty and reversibility. An index of resource quality was used in a production model, which also allowed substitution of manufactured inputs to achieve the sustainability objective over long periods of time. The relationship between resource quality, manufactured inputs and output over time proved critical to meeting sustainability definitions and varied from one resource to another. When we expanded the framework, we found that constructing indices for one resource output might reveal that it is positively or negatively correlated to another output. For example, an index for drinking water might be made better through an indicator that is a positive, or negative, input into another index such as fishability.Sustainability should consider what is being sustained — i.e. stock, flow or something else, and be inclusive enough to account for multiple services, lest governments will under fund conservation (when services are positively correlated) or waste money by competing one objective against another (when they are negatively correlated) — addressing one objective through some policy requires more money in another government program to fix a problem that the first program caused. It should also be dynamic to allow for changes in relationships over time.  相似文献

不同国家生态创新水平有高低,生态创新系统有差异。生态创新系统是由一系列参与者通过相互作用形成的网络,目的是推动有助于生态环境和社会经济协调发展的知识和技术的生产、传播和应用。为比较不同国家生态创新系统的发展状况和可持续性,分析不同国家生态创新系统的优势和不足,提出生态创新系统两步评估法和整体分析框架。把生态创新系统的功能和过程结合起来,对生态创新系统的发展水平进行评价。重点关注系统的长期发展,即系统可持续性。基于资本的角度,包括知识、经济、人力和社会资本,建立生态创新系统可持续评估模型,考察相关资本存量、流量和风险因素。根据创新系统理论、文献回顾和国际研究比较,遴选出30个关键指标,构建涵盖2个指标矩阵的综合评价指标体系。采用主成分分析和综合评价方法,对不同国家生态创新系统的功能-过程和可持续性分别进行评价。研究表明,法国、德国、韩国、西班牙和挪威生态创新系统的功能-过程表现最强,韩国、德国、奥地利、挪威、捷克生态创新系统的可持续性表现最强。根据生态创新系统的现状和可持续性,主要生态创新国家可以分为四种类型,据此采用不同发展策略。如韩国系统现状水平和可持续性都较高,属于生态创新先进国。...  相似文献

The efforts to develop sustainability indicators have strongly increased since the beginning of the 1990s, often led by intergovernmental processes. More recently, a number of sustainability indicator development processes have been initiated within large research projects that aim to design tools for sustainability assessments, funded by the European Union. The development of sustainability indicators provides a particular challenge to scientists, given the essentially normative dimension of the concept of “sustainability”. Thus, we argue, the development of sustainability indicators is a process of both scientific “knowledge production” and of political “norm creation”, and both components need to be properly acknowledged. Based on a respective theoretical framework and comparing five cases of sustainability indicator development processes (three science-led and two led by intergovernmental processes), we find that the political norm creation dimension is not fully and explicitly recognized in science-led processes. The paper concludes by discussing a number of implications for the design of sustainability indicator development processes, in particular with regard to participation and representation as well as adjustment of indicators over time.  相似文献

Biofuels are considered as a promising substitute for fossil fuels when considering the possible reduction of greenhouse gases emissions. However limiting their impacts on potential benefits for reducing climate change is shortsighted. Global sustainability assessments are necessary to determine the sustainability of supply chains. We propose a new global criterion based framework enabling a comprehensive international comparison of bioethanol supply chains. The interest of this framework is that the selection of the sustainability indicators is qualified on three criterions: relevance, reliability and adaptability to the local context. Sustainability issues have been handled along environmental, social and economical issues. This new framework has been applied for a specific issue: from a Swiss perspective, is locally produced bioethanol in Switzerland more sustainable than imported from Brazil? Thanks to this framework integrating local context in its indicator definition, Brazilian production of bioethanol is shown as energy efficient and economically interesting for Brazil. From a strictly economic point of view, bioethanol production within Switzerland is not justified for Swiss consumption and questionable for the environmental issue. The social dimension is delicate to assess due to the lack of reliable data and is strongly linked to the agricultural policy in both countries. There is a need of establishing minimum sustainability criteria for imported bioethanol to avoid unwanted negative or leakage effects.  相似文献

Structural decomposition analysis (SDA) has been widely used by researchers to study changes in carbon emissions or aggregate emission intensity over time in a country. These studies may be called temporal-SDA analysis. Similarly, SDA analysis can be conducted by studying variations in carbon emissions or aggregate emission intensity between countries or between regions in a country, i.e. a decomposition analysis conducted spatially. In spatial-SDA analysis, the objective is often to understand the contributions of factors such as emission intensity, Leontief structure, and final demand in explaining the difference in total carbon emissions or aggregate emission intensities between two countries or regions. We review the literature of spatial-SDA analysis and propose a spatial-SDA framework for multi-region comparisons. Both the additive and multiplicative SDA forms are presented in the framework. Using the framework, 30 geographical regions in China are compared and ranked based on their emission performance. This proposed framework can also be used to evaluate other performance indicators in multi-region comparisons.  相似文献

This article addresses a market‐based management concept for waste electrical and electronic equipment (WEEE) known as the “best‐of‐two‐worlds” approach. The concept is based on the idea that recyclers in developing countries and emerging economies can cooperate with technologically advanced refineries in industrialized countries to facilitate efficient recovery of valuable metals, such as gold and palladium, from e‐waste. The article provides an overview of technical and environmental concerns underlying the concept and sheds light on the political framework, the waste‐related trade issues, and the resource economics that need to be considered for further decision making. Building on this synthesis, I conduct a qualitative assessment of sustainability impacts of the proposed concept by analyzing two scenarios and their associated risks. The analysis suggests that, under certain preconditions, the best‐of‐two‐worlds concept could yield significant improvements in terms of management of hazardous substances, resource efficiency, greenhouse gas emissions, income generation, and investments into social and environmental standards. Generally, two potential implementation scenarios were identified: Whereas under Scenario 1 only WEEE generated within developing countries and emerging economies is managed through the best‐of‐two‐worlds approach, Scenario 2 additionally incorporates WEEE imported from industrialized countries. Although both scenarios can yield a variety of benefits, Scenario 2 might cause a net flow of hazardous substances from industrialized countries into developing countries and emerging economies, thus leading to less beneficial sustainability impacts.  相似文献

GIS (Geographical Information Systems) based decision support tools will be useful in helping guide regions to sustainability. These tools need to be simple but effective at identifying, for regional managers, areas most in need of initiatives to progress sustainability. Multiple criteria analysis (MCA) has been used as a decision support tool for a wide number of applications, as it provides a systematic framework for evaluating various options. It has the potential to be used as a tool for sustainability assessment, because it can bring together the sustainability criteria from all pillars, social, economic and environmental, to give an integrated assessment of sustainability. Furthermore, the use of GIS and MCA together is an emerging addition to conducting sustainability assessments.This paper further develops a sustainability assessment framework developed for the Glenelg Hopkins Catchment Management Authority region of Victoria, Australia by providing a GIS-based decision support system for regional agencies. This tool uses multiple criteria analysis in a GIS framework to assess the sustainability of sub-catchments in the Glenelg Hopkins Catchment. The multiple criteria analysis based on economic, social and environmental indicators developed in previous stages of this project was used as the basis to build a model in ArcGIS®. The GIS-based multiple criteria analysis, called An Index of Regional Sustainability Spatial Decision Support System (AIRS SDSS), produced maps showing sub-catchment sustainability, and environmental, social and economic condition. As a result, this tool is able to highlight those sub-catchments most in need of assistance with achieving sustainability. It will also be a valuable tool for evaluation and monitoring of strategies for sustainability. This paper shows the usefulness of GIS-based multiple criteria analysis to enhance the monitoring and evaluation of sustainability at the regional to sub-catchment scale.  相似文献

Since the Brundtland report, most governments have committed themselves to sustainable development. For this purpose, different global and national organizations and institutions have tried to find the relationships, and especially causalities, between sustainability pillars, which are interesting for them from a policy point of view. With respect to their findings, some questions need to be answered before appropriate policies can be formulated. Are causalities between sustainability pillars global stylized facts or regional phenomena? Can countries with different characteristics follow the same rules, or are causalities between the pillars sensitive to the regional and intrinsic features of countries? Using principal component analysis for the construction of sustainability indicators and the Granger causality model (GMM approach) for testing the causalities between sustainability pillars in different samples, this study finds that causal patterns among the pillars of sustainability are completely sensitive to the characteristics of the countries that are grouped. Therefore, it is recommended that researchers concentrate more on homogeneous case studies and avoid generalizations of causal relationships between sets of heterogeneous countries.  相似文献

In global industry supply chains, environmental sustainability optimization addresses the overall consumption of resources and energy, the reduction of carbon emissions and generated waste to name a few. In this paper, we propose a holistic sustainability optimization framework for strategic network design of industry supply chains under consideration of economic, social as well as ecologic objectives. The framework is flexible to incorporate multiple sustainability indicators, alternative sustainability optimization strategies as well as a variety of internal and external industry-specific factors which impact the sustainability of the entire industry supply chain in the long-term. The core of the framework is an end-to-end closed-loop value chain model consisting of process, transport and product-in-use modules. For the first time, the product-in-use impact (“use” vs. “make”) is integrated in one network design approach. In addition, the model fully closes the loop from sourcing of raw materials via manufacturing towards reverse value chain steps such as disposal and recycling. Finally, we propose the minimize-time-to-sustainability approach as new optimization strategy for long-term network design problems focusing on minimizing the time, industry supply chain structures need to transform into sustainability steady states for all defined sustainability indicators such as CO2e emissions, costs or social indicators based on defined target values. This study proposes a novel regional sustainability assessment framework for integrated coastal zone management (ICZM). Various ICZM indicators have been developed, but their management insights are not always clear. Our framework integrates three separately developed approaches with an explicit reflection of stakeholders’ values: Satoumi (a Japanese concept of socio-ecological production landscapes, SEPLs), ecosystem services approach (ESA), and inclusive wealth (IW). We suggest that the integration of Satoumi, a uniquely Japanese concept, with the ESA and IW complements each other and increases the effectiveness of all three approaches when applied to ICZM and decision making. Satoumi describes the desired state of a coastal zone. The ESA translates Satoumi into IW and helps explain which changes to ecosystems contribute to the asset quality (i.e., shadow prices). As a sustainability indicator, IW differs from other ecological indicators because it comprises human, natural, and manufactured capital assets and incorporates shadow prices to weigh the contribution of each asset to the present value of social welfare. Shadow prices may capture the quality of capital assets in terms of how much people value them, and can therefore be a direct management target for realizing a desired coastal zone. We propose adding two sustainability criteria, desired state and strong sustainability, to the original IW to make it operational. The framework was tested in Japan’s Seto Inland Sea, and the results were analyzed in depth. Based on the outcomes, we discuss the insights for ICZM and future research. While Satoumi is a Japanese concept, the framework could be applied to other countries where similar SEPLs exist.  相似文献

Genetic variance is a central parameter in quantitative genetics and breeding. Assessing changes in genetic variance over time as well as the genome is therefore of high interest. Here, we extend a previously proposed framework for temporal analysis of genetic variance using the pedigree-based model, to a new framework for temporal and genomic analysis of genetic variance using marker-based models. To this end, we describe the theory of partitioning genetic variance into genic variance and within-chromosome and between-chromosome linkage-disequilibrium, and how to estimate these variance components from a marker-based model fitted to observed phenotype and marker data. The new framework involves three steps: (i) fitting a marker-based model to data, (ii) sampling realisations of marker effects from the fitted model and for each sample calculating realisations of genetic values and (iii) calculating the variance of sampled genetic values by time and genome partitions. Analysing time partitions indicates breeding programme sustainability, while analysing genome partitions indicates contributions from chromosomes and chromosome pairs and linkage-disequilibrium. We demonstrate the framework with a simulated breeding programme involving a complex trait. Results show good concordance between simulated and estimated variances, provided that the fitted model is capturing genetic complexity of a trait. We observe a reduction of genetic variance due to selection and drift changing allele frequencies, and due to selection inducing negative linkage-disequilibrium.Subject terms: Genetic variation, Quantitative trait, Agricultural genetics, Plant breeding, Agriculture  相似文献

Recent concepts of environmental sustainability have focused on narrative economic and societal aspects rather than quantitative ones. Many key sustainability indicators also lack a consistent definition of sustainability, have perspectives that are too short-term, and are unable to model the dynamics of complex environmental utilization which can then result in inappropriate projection of long-term sustainability and/or sustainability indication. Here I propose a generalized quantitative framework of environmental sustainability requiring that (1) environmental capacities and utilization rates are identified, (2) their complex temporal dynamics are quantitatively modeled or estimated (3) while also adjusting for uncertainties, and finally, (4) using one of three options, determining which cumulative utilization pathways can be sustained for a (usually well-defined) period of time. Using the example of wood volume and its growth as capacities and harvest as utilization, and the example of global greenhouse gas emissions as the utilization component and the capacity of the air to absorb these emissions, I demonstrate how the proposed framework can be applied in practice, how sustainability indicators could be developed, and also how they can inform policies and measures to ensure sustainability.  相似文献

人类活动对景观的影响遍及世界各个角落,其广度、强度、频度不断增大。为了改变生态环境在人类社会经济增长压力下的不可持续状态,景观需要科学合理的设计与管理。可持续景观规划是在景观尺度上,在可持续性科学的指导下,平衡生态系统服务的供需关系,将生态、社会、经济活动过程反映到空间优化上,不断提高人类福祉的规划过程。为了能够实践该规划思路,在景观可持续性研究与地理设计融合的概念框架基础上,提出可持续景观规划的八个步骤,在问题诊断与目标设定、多源数据组织与管理、尺度匹配与多尺度分析、景观格局过程分析和可持续性评估、生态系统服务与景观格局关系模拟、情景分析与方案评估、地理设计平台搭建、可视化与人机互动等关键步骤中,融入了强-弱可持续性、多尺度分析、生态系统服务、可持续性指标、大数据应用,以及文化和地方感。研究提出的可持续性景观规划步骤与实现路径体现了多学科交叉、实时评估反馈、信息技术应用、利益相关者参与的特点,可被用于旨在提高人类福祉的多尺度空间优化和可持续景观设计。  相似文献

With the world's population now in excess of 7 billion, it is vital to ensure the chemical and microbiological safety of our food, while maintaining the sustainability of its production, distribution and trade. Using UN databases, here we show that the international agro-food trade network (IFTN), with nodes and edges representing countries and import-export fluxes, respectively, has evolved into a highly heterogeneous, complex supply-chain network. Seven countries form the core of the IFTN, with high values of betweenness centrality and each trading with over 77% of all the countries in the world. Graph theoretical analysis and a dynamic food flux model show that the IFTN provides a vehicle suitable for the fast distribution of potential contaminants but unsuitable for tracing their origin. In particular, we show that high values of node betweenness and vulnerability correlate well with recorded large food poisoning outbreaks.  相似文献

This research aims to propose a regenerative sustainability framework for AEC organizations, not only to focus on delivering green certified projects, but to encourage a revitalized approach to systematically drive their sustainability initiative. To achieve this aim, the study conducts an extensive global review of sustainable assessment systems in various industries and organizations, such as corporate sustainable reports, green company competitions, and green-renowned stocks. After learning the best practices from other industries, a sustainable development framework for the AEC organizations is developed. The proposed framework constitutes 110 key indicators covering three-dimensions of sustainability—social, environmental, and economic, respectively—and four-elements of corporate development essentials—projects, operations, governance, and stakeholders. By comparing the proposed framework to existing AEC practices, the study identifies the skewed development of corporate sustainability in the AEC industry where much awareness have been given to project-level environmental matters, but the social dimension, such as social stakeholders and social governance, are seriously lacking and need to be prioritized. A case study of a multi-millions construction company in China was investigated to validate this framework in practice. The case analysis justifies the practical value of the proposed framework, and elaborates the future need of regenerative sustainable initiatives for AEC organizations. The study contributes to the development of corporate sustainability theory in the AEC industry, and also provides industrial practitioners and policy makers with a better understanding of the next generation of corporate sustainable performance and implementation strategies.  相似文献
