The introduction of several plant pests into Europe in the 19th century with disastrous consequences called for the development
of plant quarantine measures to prevent the spread and introduction of pests of plants and plant products. With the purpose
of harmonising these measures, and of promoting measures for pest control, the International Plant Protection Convention (IPPC)
was developed to address organisms that are both directly and indirectly injurious to plants. It supplies a framework for
measures against invasive alien species according to the Convention on Biological Diversity, as far as they are plant pests.
Three examples of invasive alien species within the scope of the IPPC are given in the article: the fungus Ceratocystis fagacearum, the pinewood nematode Bursaphelenchus xylophilus and the flatworm Arthurdendyus triangulatus. In its 1997 revision, the IPPC provides for the establishment of International Standards for Phytosanitary Measures, being
acknowledged by the Agreement on the Application of Sanitary and Phytosanitary Measures of the World Trade Organisation. Standards
most important for invasive alien species are those on pest risk analysis, on requirements for the establishment of pest-free
areas, on surveillance, on pest eradication programmes, and on the import and release of exotic biological agents. Phytosanitary
regulations in the European Union (EU) have been harmonised and up to now have regulated about 300 plant pests. The requirements
also have a protective horizontal effect against the unintentional introduction of many other species, but the existing broader
IPPC mandate for alien plant pests is not fully applied by the EU regulations.

The ever increasing threat from new and emerging plant pests and pathogens poses a significant threat to plant health on a global scale. Once an organism is introduced and establishes itself in a new region, it is incredibly costly, both in terms of environmental impact and economic loss, to manage it. In most cases, eradication and containment programmes are most effective when the organism is identified early on. Further to this, the most cost effective management of all is preventing introduction in the first place. Therefore, the role for early warning systems in plant health is becoming more evident. Botanic gardens and arboreta are unique resources that can help provide such early warning and are, currently, often overlooked within plant health. The staff and volunteers that work within these botanical institutes are knowledgeable and passionate people, who if made aware of current threats, can become additional ‘eyes and ears’ for first detection of new introductions. Gardens can also help to increase available information on organisms and, potentially, identify the ‘unknown’ organisms through sentinel research. Plant collections provide a large range of exotic hosts (so-called ‘sentinels’) growing in diverse regions around the world which can be studied to determine susceptibility to potential pests that have not been introduced to their native ranges. The International Plant Sentinel Network (IPSN) has been developed in order to support such work and bring together botanical institutes with organisations working within plant health. 相似文献

An important step in drug development is the assignment of an International Nonproprietary Name (INN) by the World Health Organization (WHO) that provides healthcare professionals with a unique and universally available designated name to identify each pharmaceutical substance. Monoclonal antibody INNs comprise a –mab suffix preceded by a substem indicating the antibody type, e.g., chimeric (-xi-), humanized (-zu-), or human (-u-). The WHO publishes INN definitions that specify how new monoclonal antibody therapeutics are categorized and adapts the definitions to new technologies. However, rapid progress in antibody technologies has blurred the boundaries between existing antibody categories and created a burgeoning array of new antibody formats. Thus, revising the INN system for antibodies is akin to aiming for a rapidly moving target. The WHO recently revised INN definitions for antibodies now to be based on amino acid sequence identity. These new definitions, however, are critically flawed as they are ambiguous and go against decades of scientific literature. A key concern is the imposition of an arbitrary threshold for identity against human germline antibody variable region sequences. This leads to inconsistent classification of somatically mutated human antibodies, humanized antibodies as well as antibodies derived from semi-synthetic/synthetic libraries and transgenic animals. Such sequence-based classification implies clear functional distinction between categories (e.g., immunogenicity). However, there is no scientific evidence to support this. Dialog between the WHO INN Expert Group and key stakeholders is needed to develop a new INN system for antibodies and to avoid confusion and miscommunication between researchers and clinicians prescribing antibodies. 相似文献

Location of the disulfide bonds connecting three polypeptide chains (alpha 3, 27kd; 2, 43kd; beta, 75kd) of C3c has been investigated by partial reduction with cysteine followed by alkylation with 14C-monoiodoacetic acid. Treatment of C3c with cysteine produced a partially reduced fragment, composed of disulfide-linked beta and alpha 3 chains. A single thiol residue was detected on the alpha 3 chain but not on the beta chain of the fragment, suggesting that the alpha 2 chain in C3c is linked through a single disulfide bond to the alpha 3 chain but not to the beta chain. 相似文献

The group of like-minded megadiverse countries (LMMCs), which harbours a wealth of biological and cultural diversity, adopted a Carta in 2016 to accelerate progress towards achieving Aichi Biodiversity Target 11. This paper presents the progress made over the last two years and an analysis of the LMMCs’ national priority actions; approved Global Environment Facility, GEF-5 and GEF-6 protected area-related biodiversity projects; and relevant targets, goals, and actions from National Biodiversity Strategies and Action Plans (NBSAPs). Through their recent actions, these countries have contributed to progress in Target 11, especially with respect to marine protected area expansion, where they contributed one-sixth of the area added in national waters over the past two years. Results indicate that if implemented as planned, actions proposed by the LMMCs will increase terrestrial and marine protected area coverage by 1,106,148 km2 and 192,214 km2 respectively. Of these commitments, 227,230 km2 in terrestrial and 144,475 km2 in marine protected areas have the highest chance of being implemented. In total, 741 commitments were identified from the above sources, with implications on the qualitative elements of Target 11 (coverage of areas important for biodiversity, areas important for ecosystem services, ecological representation, connectivity, effective management, equitable management, and integration into the wider landscapes and seascapes). Of these 741 commitments, 25% showed a strong likelihood of being implemented. The country-level analysis of all commitments indicates that equitable management and integration will show the most progress, measured against identified gaps, if commitments are implemented as proposed. This progress on the qualitative elements of Target 11 in the LMMCs will also provide benefits and co-benefits for other Aichi Targets and for the requirements of other multi-lateral environmental agreements, as well as at the global level. 相似文献

Grasslands are the most threatened and least protected biome. Yet, no study has been conducted to identify the last remaining continuous grasslands on Earth. Here, we used World Wildlife Fund (WWF) and International Union for Conservation of Nature (IUCN) classifications to measure the degree of intactness remaining for the world's grassland ecoregions. This analysis revealed three findings of critical conservation importance. First, only a few large, intact grasslands remain. Second, every continent with a grassland ecoregion considered in this study contains at least one relatively intact grassland ecoregion. Third, the largest remaining continuous grasslands identified in this analysis have persisted despite last centuries anthropogenic pressures and have the best chance to withstand 21st century pressures of global change. We discuss how these regions are of critical conservation importance to global grassland conservation efforts under anthropogenically driven global change. They provide essential ecosystem services, play an important role in mitigating the effects of climate change, serve as critical repositories for grassland biodiversity, are foundational for continental migration pathways, hold unique cultural heritage, and people's livelihoods depend upon their persistence. 相似文献

Health biotechnology has rapidly become vital in helping healthcare systems meet the needs of the poor in developing countries. This key industry also generates revenue and creates employment opportunities in these countries. To successfully develop biotechnology industries in developing nations, it is critical to understand and improve the system of health innovation, as well as the role of each innovative sector and the linkages between the sectors. Countries' science and technology capacities can be strengthened only if there are non-linear linkages and strong interrelations among players throughout the innovation process; these relationships generate and transfer knowledge related to commercialization of the innovative health products. The private sector is one of the main actors in healthcare innovation, contributing significantly to the development of health biotechnology via knowledge, expertise, resources and relationships to translate basic research and development into new commercial products and innovative processes. The role of the private sector has been increasingly recognized and emphasized by governments, agencies and international organizations. Many partnerships between the public and private sector have been established to leverage the potential of the private sector to produce more affordable healthcare products. Several developing countries that have been actively involved in health biotechnology are becoming the main players in this industry. The aim of this paper is to discuss the role of the private sector in health biotechnology development and to study its impact on health and economic growth through case studies in South Korea, India and Brazil. Majority of deaths due to communicable and non-communicable diseases occur in the low and middle-income nations (LMNs), mainly due to the lack of early diagnoses and timely treatments. In such a scenario, biomarkers serve as an indispensible resource that can be used as indicators of biological processes, specific disease conditions or response to therapeutic interventions. Evaluation, diagnosis and management of diseases in developing world by following/extrapolating the findings obtained on the basis of the research work involving only the populations from the developed countries, could often be highly misleading due to existence of diverse patterns of diseases in developing countries compared to the developed world. Biomarker candidates identified from high-throughput integrated omics technologies have promising potential; however, their actual clinical applications are found to be limited, primarily due to the challenges of disease heterogeneity and pre-analytical variability associated with the biomarker discovery pipeline. Additionally, in the developing world, economic crunches, lack of awareness and education, paucity of biorepositories, enormous diversities in socio-epidemiological background, ethnicity, lifestyle, diet, exposure to various environmental risk factors and infectious agents, and ethical and social issues also cumulatively hinder biomarker discovery ventures. Establishment of standard operating procedures, comprehensive data repositories and exchange of scientific findings are crucial for reducing the variability and fragmentation of data. This review highlights the challenges associated with the discovery, validation and translational phases of biomarker research in LMNs with some of their amenable solutions and future prospects. Human infectious diseases caused by various microbial pathogens, in general, impact a large population of individuals every year. These microbial diseases that spread quickly remain to be a big issue in various health-related domains and to withstand the negative drug impacts, the antimicrobial-resistant pathogenic microbial organisms (pathogenic bacteria and pathogenic fungi) have developed a variety of resistance processes against many antimicrobial drug classes. During the COVID-19 outbreak, there seems to be an upsurge in drug and multidrug resistant-associated pathogenic microbial species. The preponderance of existing antimicrobials isn’t completely effective, which limits their application in clinical settings. Several naturally occurring chemicals produced from bacteria, plants, animals, marine species, and other sources are now being studied for antimicrobial characteristics. These natural antimicrobial compounds extracted from different sources have been demonstrated to be effective against a variety of diseases, although plants remain the most abundant source. These compounds have shown promise in reducing the microbial diseases linked to the development of drug tolerance and resistance. This paper offers a detailed review of some of the most vital and promising natural compounds and their derivatives against various human infectious microbial organisms. The inhibitory action of different natural antimicrobial compounds, and their possible mechanism of antimicrobial action against a range of pathogenic fungal and bacterial organisms, is provided. The review will be useful in refining current antimicrobial (antifungal and antibacterial) medicines as well as establishing new treatment strategies to tackle the rising number of human bacterial and fungal-associated infections. 相似文献

The metabolic syndrome (MetS) represents an emerging health burden for governments and health care providers. Particularly relevant for prevention and early management of MetS are lifestyle conditions including physical activity and the diet. It has been shown that green tea, when consumed on a daily basis, supports health. Many of the beneficial effects of green tea are related to its catechin, particularly (−)-epigallocatechin-3-gallate (EGCG), content. There is conclusive evidence from in vitro and animal studies which provide the concepts for underlying functional mechanisms of green tea catechins and their biological actions. An increasing number of human studies have explored the effects of green tea catechins on the major MetS conditions such as obesity, type-2 diabetes and cardiovascular risk factors. This article provides a comprehensive overview of the human studies addressing the potential benefits of green tea catechins on the MetS.The number of human studies in this field is still limited. However, the majority of human epidemiological and intervention studies demonstrate beneficial effects of green tea or green tea extracts, rich in EGCG on weight management, glucose control and cardiovascular risk factors. The optimal dose has not yet been established.The current body of evidence in humans warrants further attention. In particular, well-controlled long-term human studies would help to fully understand the protective effects of green tea catechins on parameters related to the MetS. 相似文献

Background
Associations between peroxisome proliferator-activated receptor γ2 (PPARγ2) gene polymorphism and metabolic syndrome risk remained controversial and ambiguous. Thus, we performed a meta-analysis to assess the association between Pro12Ala polymorphism in PPARγ2 gene and metabolic syndrome susceptibility.Methods
An electronic literature search was conducted on Medline, OVID, Cochrane Library database, and the China National Knowledge Internet up to March 2013. Odds ratios (ORs) with 95% confidence intervals (CIs) were used to calculate the strength of association in the fixed or random effects model.Results
Ten studies involving a total of 4456 cases and 10343 controls were included in this meta-analysis. No statistical evidence of association was found between Pro12Ala polymorphism and metabolic syndrome risk in all genetic models (homozygote model: OR = 0.83, 95% CI = 0.62–1.12; heterozygote model: OR = 1.04, 95% CI = 0.94–1.14; dominant model: OR = 1.02, 95% CI = 0.93–1.12; recessive model: OR = 0.83, 95% CI = 0.62–1.11). No statistical evidence of significant association was observed when stratified by ethnicity, definition of metabolic syndrome, source of control groups and quality score of the selected articles. All in all, the results did not support a major role of the Pro12Ala variant of the PPARγ2 gene in metabolic syndrome risk.Conclusions
This meta-analysis suggested that the effect of Pro12Ala polymorphism in PPARγ2 gene may not be related to metabolic syndrome as an entity. However, Pro12Ala may affect the single component of metabolic syndrome. A large, well designed study is required to more adequately assess the role for Pro12Ala polymorphism on metabolic syndrome. 相似文献15.

Excessive weight gain and obesity are major public health concerns. Childhood obesity is growing at an alarming rate. Polymorphisms in the Calpain-10 gene and the reduced expression of this gene in muscle cells and adipocytes have been associated with an increased risk of type 2 diabetes mellitus in several populations. In the present study, we explored the contribution of Calpain-10 in the development of metabolic impairment in childhood. We evaluated the presence of risk polymorphisms in the CAPN10 gene (SNP-44, SNP-43, InDel-19 and SNP-63) and the associated changes in the Calpain-10 mRNA levels in a pediatric population. A total of 161 Mexican children between 4 and 18 years old were included in this study. This population was classified into three groups according to international growth references: healthy weight (HW), overweight (OW) and obese (OB). Association studies of the anthropometric data, clinical values, genotyping and expression assays showed a decrease in the Calpain-10 mRNA and protein expression in the OW and OB groups with respect to the HW group. This decrease in the Calpain-10 mRNA expression was more evident in individuals homozygous for SNP-44 (T/T) and InDel-19 (3/3), alone (p < 0.001 and p = 0.015, respectively) or in combination (p = 0.017). These polymorphisms were also associated with elevated BMI, weight percentiles, z-scores, waist circumferences, fasting glucose levels and beta cell functions in the OW and OB groups (p < 0.05). Moreover, our results indicate a statistically significant decrease in the expression of the 75-kDa Calpain-10 isoform in the OW+OB group. The presence of polymorphisms and alterations in the expression of the CAPN10 gene at early ages might result in metabolic impairment in adulthood and should be further investigated. 相似文献

This review is based on a study commissioned by the European Commission on the evaluation of scientific, technical and institutional challenges, priorities and bottlenecks for biotechnologies and regional harmonisation of biosafety in Africa. Biotechnology was considered within four domains: agricultural biotechnologies (‘Green’), industrial biotechnologies and biotechnologies for environmental remediation (‘White’), biotechnologies in aquaculture (‘Blue’) and biotechnologies for healthcare (‘Red’). An important consideration was the decline in partnerships between the EU and developing countries because of the original public antipathy to some green biotechnologies, particularly genetically modified organisms (GMOs) and food from GM crops in Europe. The study focus reported here was West Africa (Ghana, Senegal, Mali and Burkina Faso).The overall conclusion was that whereas high-quality research was proceeding in the countries visited, funding is not sustained and there is little evidence of practical application of biotechnology and benefit to farmers and the wider community. Research and development that was being carried out on genetically modified crop varieties was concentrating on improving food security and therefore unlikely to have significant impact on EU markets and consumers. However, there is much non-controversial green biotechnology such as molecular diagnostics for plant and animal disease and marker-assisted selection for breeding that has great potential application. Regarding white biotechnology, it is currently occupying only a very small industrial niche in West Africa, basically in the sole sector of the production of liquid biofuels (i.e., bio-ethanol) from indigenous and locally planted biomass (very often non-food crops). The presence of diffused small-scale fish production is the basis to develop and apply new (Blue) aquaculture technologies and, where the research conditions and the production sector can permit, to increase this type of production and the economy of this depressed areas. However, the problems bound to environmental protection must not be forgotten; priority should be given to monitor the risks of introduction of foreign species. Red biotechnologies potentially bring a vast domain of powerful tools and processes to achieve better human health, most notably improved diagnostics by molecular techniques, better targeting of pathogens and a better knowledge of their sensitivities to drugs to permit better treatment.Biosafety regulatory frameworks had been initiated in several countries, starting with primary biosafety law. However, disparate attitudes to the purpose of biosafety regulation (e.g., fostering informed decision-making versus ‘giving the green-light for a flood of GMOs’) currently prevent a needed consensus for sub-regional harmonisation. To date, most R&D funding has come from North America with some commercial interests from Asia, but African biotechnology workers expressed strong desire for (re-)engagement with interested parties from the European Union. Although in some of the visited countries there are very well qualified personnel in molecular biology and biosafety/regulation, the main message received is that human resources and capacity building in-house are still needed. The conservation and tourism development of World Heritage (WH) sites has always been a key and urgent scientific issue to be solved urgently by academia and industry all over the world. An increasing number of researchers and practitioners are paying attention to this issue. However, there is a lack of a comprehensive literature review on this topic. To fill this gap, this study conducts a systematic literature review (SLR) based on 179 related studies retrieved from the Web of Science (WoS) and Google Scholar (GS) databases. Focusing on the research question of the conservation and tourism development of World Natural Heritage (WNH) sites, we built an SLR framework to implement the review process. First, quantitative research was conducted to analyse the annual numbers, content and continents of the published literature. Second, we classified and summarized the main progress and achievements from theoretical research, technical methods, model construction, monitoring and evaluating, and application demonstration. Finally, in view of the current research situation of the conservation and tourism development of WNH sites, we proposed eight key scientific issues to be solved and several directions for future research. 相似文献

According to property rights theory, national plant genetic resources (PGRs) are sovereign properties rather than resources belonging to the common heritage of humankind. Consequently, provider states can claim compensation from users of their national PGRs, leading to the need for bilateral or multilateral agreements to share national PGRs' commercial benefits. However, as benefit-sharing agreements are made exante, estimating the potential profit is difficult. Thus, issues around asymmetric information about the commercial value of such resources have emerged. In this paper, we use a patent portfolio as a proxy to estimate the potential commercial benefits of national PGRs and propose new evaluation indicators. We propose a comprehensive evaluation process that covers constructing a patent portfolio for each PGR, establishing indicators in terms of marketability, technology, and exclusiveness, and assigning weights to the indicators using fuzzy analytic hierarchy. In addition, we illustrate this process using a case of Korean national PGRs based on the opinions of stakeholders and experts. This research is expected to help promote national PGR transactions with equitable access and benefit sharing agreements. 相似文献

Mapping QTLs and candidate genes for iron and zinc concentrations in unpolished rice of Madhukar×Swarna RILs 总被引:1,自引:0,他引:1
Identifying QTLs/genes for iron and zinc in rice grains can help in biofortification programs. 168 F(7) RILs derived from Madhukar×Swarna were used to map QTLs for iron and zinc concentrations in unpolished rice grains. Iron ranged from 0.2 to 224ppm and zinc ranged from 0.4 to 104ppm. Genome wide mapping using 101 SSRs and 9 gene specific markers showed 5 QTLs on chromosomes 1, 3, 5, 7 and 12 significantly linked to iron, zinc or both. In all, 14 QTLs were identified for these two traits. QTLs for iron were co-located with QTLs for zinc on chromosomes 7 and 12. In all, ten candidate genes known for iron and zinc homeostasis underlie 12 of the 14 QTLs. Another 6 candidate genes were close to QTLs on chromosomes 3, 5 and 7. Thus the high priority candidate genes for high Fe and Zn in seeds are OsYSL1 and OsMTP1 for iron, OsARD2, OsIRT1, OsNAS1, OsNAS2 for zinc and OsNAS3, OsNRAMP1, Heavy metal ion transport and APRT for both iron and zinc together based on our genetic mapping studies as these genes strictly underlie QTLs.
