The integration of spatial area prioritization algorithms and species distribution modelling has shown great promise in conservation planning in recent years. However, despite the fact that reptiles and amphibians have the highest threat status of all terrestrial vertebrates, these species are often under-represented in conservation planning. The Kingdom of Morocco possesses the richest and most varied herpetofauna in the Maghreb and the western Mediterranean, and is characterized by high species richness, endemism and number of European relict species. Despite the fact that Moroccan reptiles and amphibians have been the subject of numerous studies by a large number of international herpetologists since the beginning of the 20th century, few or none of these concerned their conservation. This study had three main objectives: (1) to identify those areas that harbour the highest species richness; (2) to evaluate the existing and proposed future ‘important biological and ecological sites’ (SIBES) conservation area network (CAN) with respect to their ability to protect the herpetofauna adequately; and (3) to identify priority areas into which the existing protected areas can be augmented. We used maximum-entropy species distribution modelling to run distribution models for 11 amphibian and 86 reptile species (27.6% endemics and 12.4% threatened) for which we had 2,170 single geographic records. A total of 97 models were used to create a richness map of the Moroccan herpetofauna and thereby detect both areas of high species richness and the distribution patterns of individual species. This map was subsequently used as a basis for performance evaluation of the CAN and area prioritization using the ConsNet conservation planning software initialized by “Rarity” first, while using representation targets of 5% and 10%. Additionally, the proposed future Moroccan CAN (SIBES) was evaluated in terms of its overlay and proximity with ConsNet solutions using visual interpretation and distance measurements in a GIS. Our results show that Moroccan herpetofauna is poorly protected under the existing and future CAN. Prioritization of areas shows that a major increase in conservation area is required to guarantee the persistence of individual herpetofauna species even with a global minimum representation target of only 10%. An increase of the existing CAN is especially needed along parts of the Atlantic coast, in the north-western Mediterranean region, on the north-eastern Moroccan coast, as well as in several areas in the Sahara, notably vast proportions of the Vallée du Haut and Bas Draa.  相似文献

In this paper we present the results of a multi-criteria decision analysis used to identify a comprehensive set of criteria for assigning biodiversity value to sites for conservation planning. For effective conservation management, biodiversity value needs to be a composite of biotic and abiotic factors. However, in the reserve design literature, conservation value is assigned with a limited set of metrics usually based on comprehensiveness, representativeness and persistence which may be insufficient at fully capturing biodiversity value. A group of conservation specialists in California, USA, used a multi-criteria decision making framework to elucidate and weight criteria for scoring biodiversity value at sites. A formal model for consensus and negotiation was applied to aggregate individuals’ criteria weights across all group members. The group identified ecological condition, followed by biotic composition as the most important contributors to site conservation value. Long- and short-term threats causing fragmentation and degradation are also important criteria to consider. Key criteria are identified for which further data collection would serve the greatest purpose in prioritizing sites and the role of prioritization criteria in the larger context of systematic conservation planning is discussed. With the recognition that biodiversity value plays an important role in conservation decisions, the criteria presented here represents a comprehensive suite of factors to consider when assigning biodiversity value to sites for conservation planning. These can serve as an encompassing list which other groups can customize for the purpose of biodiversity evaluation for alternative conservation planning contexts.  相似文献

This software note describes an extension to the conservation planning package Marxan in which multiple solutions can be evaluated instead of only relying on the measures of best solution and irreplaceability. For this extension we coupled Marxan with the statistical software R. The pool of possible conservation plans is transferred from Marxan into R – which returns an ordination plot, as well as a cluster dendrogram that can be used to evaluate similarity of solutions. Also, the most efficient solutions per group are flagged. We believe that identification of alternative planning options facilitates review and implementation of Marxan solutions as negotiating parties have multiple alternative starting points.  相似文献

Systematic conservation planning is a widely used approach for designing protected area systems and ecological networks. This generally involves dividing the planning region into a series of planning units and using computer software to select portfolios of these units that meet specified conservation targets whilst minimising conservation costs. Previous research has shown that changing the size and shape of these planning units can alter the apparent spatial characteristics of the underlying data and thus influence conservation assessment results. However, this may be less problematic when using newer software that can account for additional constraints based on portfolio costs and fragmentation levels. Here we investigate these issues using a dataset from southern Africa and measure the extent to which changing planning unit shape, size and baseline affects the results of conservation planning assessments. We show that using hexagonal planning units instead of squares produces more efficient and less fragmented portfolios and that using larger planning units produces portfolios that are less efficient but more likely to identify the same priority areas. We also show that using real-world constraints in the analysis, based on reducing socio-economic costs and minimising fragmentation levels, reduces the influence of planning unit characteristics on the results and so argue that future studies should adopt a similar approach when investigating factors that influence conservation assessments.  相似文献

Recovery planning is an important global conservation strategy for threatened species. Despite the existence of international standards for recovery planning, deficiencies and anomalies have been detected in several jurisdictions. This study evaluated the quality of recovery plans based on internal consistency as a measurement of coherent planning. We analyzed 236 plans developed by the Australian Government (1992–2006) using three criteria: (a) consistency of gaps in scientific information with prescribed research actions, (b) consistency of identified threats with prescribed threat abatement actions and (c) consistency of established plan objectives with performance evaluation criteria. These criteria were aggregated in order to calculate an index of plan consistency. We tested two hypotheses: (1) plans made for single-species would exhibit better consistency than those for multi-species; and (2) plans made under the amended legislation of the Environment Protection and Biodiversity Conservation Act (EPBCA) would exhibit better consistency than those under the rescinded Endangered Species Protection Act (ESPA). In total, over 85% of the plans consistently addressed the research needs. However, the plans addressed threats poorly (66% of all plans exhibited inconsistencies). Moreover, nearly 50% of all plans established inconsistent performance evaluation criteria. Under the ESPA, single- and multi-species plans exhibited equal consistency, but under the EPBCA, single-species plans clearly exhibited higher consistency. Our major contribution is the assessment of attributes of consistency that are paramount for effective recovery planning. Evaluation of these attributes may provide knowledge of universal utility and relevance to other biodiversity conservation efforts.  相似文献

Limited budgets and budget cuts hamper the development of effective biodiversity conservation networks. Optimizing the spatial configuration of conservation networks given such budget constraints remains challenging. Systematic conservation planning addresses this challenge. Systematic conservation planning can integrate both biodiversity and ecosystem services as conservation targets, and hence address the challenge to operationalize ecosystem services as an anthropocentric argument for conservation. We create two conservation scenarios to expand the current conservation network in the Dutch province of Limburg. One scenario focuses on biodiversity only and the other integrates biodiversity and ecosystem services. We varied conservation budgets in these scenarios and used the software Marxan to assess differences in the resulting network configurations. In addition, we tested the network’s cost-effectiveness by allocating a conservation budget either in one or in multiple steps. We included twenty-nine biodiversity surrogates and five ecosystem services. The inclusion of ecosystem services to expand Limburg’s conservation network only moderately changed prioritized areas, compared to only conserving biodiversity. Network expansion in a single time-step is more efficient in terms of compactness and cost-effectiveness than implementing it in multiple time-steps. Therefore, to cost-effectively plan conservation networks, the full budget should ideally be available before the plans are implemented. We show that including ecosystem services to cost-effectively expand conservation networks can simultaneously encourage biodiversity conservation and stimulate the protection of conservation-compatible ecosystem services.  相似文献

城市生物多样性水平是反映人与自然和谐共处水平的重要指标,对促进城市可持续发展有着重要意义。城市及其基础设施的扩张改变了土地原有的生态系统、水文状况和地表结构,不断加快的城市化进程对生物多样性造成了严重影响,城市生物多样性保护已成为当下城市生态建设中重要且紧迫的工作。与传统的生物多样性研究不同,城市生物多样性保护工作以保护生物多样性为前提,争取科学利用生物多样性为城市带来更广泛的经济效益和社会效益。当前城市生物多样性研究成果丰富且涉及层面多元,但仍面临缺乏系统性、整体性评价框架以及跨界、多尺度管理等关键问题。故对国内外城市生物多样性的状况评价、效益评价和提升路径三方面的相关研究进行综述,总结当前城市生物多样性评价的标准与方法,并从城市生物多样性保护面对的主要挑战出发,梳理介绍国际合作、国家政策、城市规划、专项保护以及基于自然的解决方案等角度的城市生物多样性提升路径。讨论了城市生物多样性的关注点与未来研究方向,并对城市生物多样性保护提出政策建议,为各地编制生物多样性保护规划和开展城市生物多样性保护工作提供借鉴,以期促进城市生物多样性保护和人与自然的协调发展。  相似文献

Methods for establishing biodiversity conservation priorities are urgently required, as the number of species and habitats that are threatened increases relative to the material resources available for their conservation. The identification of priority areas demands the integration of biophysical data on ecosystems together with social data on human pressures and planning opportunities. But comprehensive and reliable data are rarely available to demarcate where the need for action is most urgent and where the benefits of conservation strategies can be maximized. Strategic conservation initiatives cannot wait for the creation of comprehensive databases. In order to fill the missing data gaps, the combined knowledge of local and technical experts can be used. This study presents a collaborative geographic information system (GIS) method for integrating the knowledge of local and technical experts with existing spatial environmental data to establish priority areas for biodiversity conservation. Procedures for structuring and framing the discussions, establishing assessment criteria, integrating knowledge with data, and building consensus are incorporated into the method. The method provides a novel cooperative mechanism to aid spatial knowledge management and inclusive biodiversity planning.  相似文献

基于系统保护规划的理论和方法,以长江流域湿地为研究区,构建了基于气候、地貌分异的湿地生态地理综合分类单元,并将其作为宏观尺度湿地生态系统保护目标,同时考虑以湿地鸟类为代表的物种保目标,依托Marxan系统保护规划工具,确定了长江流域湿地保护具有不可替代性的优先保护格局。该格局能以最小的社会经济和土地资源代价最大程度的保护湿地生物多样性,对比现有湿地保护格局,最终确定了游离于现有保护体系外的湿地保护空缺。研究结果表明:长江流域源区和长江三角洲地区的湿地保护体系完善,无需新建保护区;金沙江流域湿地保护空缺主要分布在现有保护区周围,可以适当扩充保护区外围或调整边界;嘉陵江流域和长江上游干流流域的保护空缺严重,大面积集中在重庆西北部,乌江流域的贵州省习水县北部湖泊湿地存在保护空缺,这些区域建议适当新建保护区或者保护小区;长江中下游湿地保护空缺主要分布在湖北、湖南、江西与安徽境内的沿江湖泊湿地,建议建立湿地公园及合理进行河流岸坡修复。研究结果可为长江流域湿地保护体系调整、保护规划制定提供参考依据,从宏观层面上为长江流域湿地统筹保护及合理开发利用提供科学依据。  相似文献

Inclusion of spatially explicit information on ecosystem services in conservation planning is a fairly new practice. This study analyses how the incorporation of ecosystem services as conservation features can affect conservation of forest biodiversity and how different opportunity cost constraints can change spatial priorities for conservation. We created spatially explicit cost-effective conservation scenarios for 59 forest biodiversity features and five ecosystem services in the county of Telemark (Norway) with the help of the heuristic optimisation planning software, Marxan with Zones. We combined a mix of conservation instruments where forestry is either completely (non-use zone) or partially restricted (partial use zone). Opportunity costs were measured in terms of foregone timber harvest, an important provisioning service in Telemark. Including a number of ecosystem services shifted priority conservation sites compared to a case where only biodiversity was considered, and increased the area of both the partial (+36.2%) and the non-use zone (+3.2%). Furthermore, opportunity costs increased (+6.6%), which suggests that ecosystem services may not be a side-benefit of biodiversity conservation in this area. Opportunity cost levels were systematically changed to analyse their effect on spatial conservation priorities. Conservation of biodiversity and ecosystem services trades off against timber harvest. Currently designated nature reserves and landscape protection areas achieve a very low proportion (9.1%) of the conservation targets we set in our scenario, which illustrates the high importance given to timber production at present. A trade-off curve indicated that large marginal increases in conservation target achievement are possible when the budget for conservation is increased. Forty percent of the maximum hypothetical opportunity costs would yield an average conservation target achievement of 79%.  相似文献

Aquifer ecosystems provide a range of important services including clean drinking water. These ecosystems, which are largely inaccessible to humans, comprise a distinct invertebrate fauna (stygofauna), which is characterized by narrow distributions, high levels of endemism and cryptic species. Although being under enormous anthropogenic pressure, aquifers have rarely been included in conservation planning because of the general lack of knowledge of species diversity and distribution. Here we use molecular sequence data and phylogenetic diversity as surrogates for stygofauna diversity in aquifers of New South Wales, Australia. We demonstrate how to incorporate these data as conservation features in the systematic conservation planning software Marxan. We designated each branch of the phylogenetic tree as a conservation feature, with the branch length as a surrogate for the number of distinct characters represented by each branch. Two molecular markers (nuclear 18S ribosomal DNA and mitochondrial cytochrome oxidase subunit I) were used to evaluate how marker variability and the resulting tree topology affected the site-selection process. We found that the sites containing the deepest phylogenetic branches were deemed the most irreplaceable by Marxan. By integrating phylogenetic data, we provide a method for including taxonomically undescribed groundwater fauna in systematic conservation planning.  相似文献

An important goal of conservation biology is the maintenance of ecosystem processes. Incorporating quantitative measurements of ecosystem functions into conservation practice is important given that it provides not only proxies for biodiversity patterns, but also new tools and criteria for management. In the satellite era, the translation of spectral information into ecosystem functional variables expands and complements the more traditional use of satellite imagery in conservation biology. Remote sensing scientists have generated accurate techniques to quantify ecosystem processes and properties of key importance for conservation planning such as primary production, ecosystem carbon gains, surface temperature, albedo, evapotranspiration, and precipitation use efficiency; however, these techniques are still unfamiliar to conservation biologists. In this article, we identify specific fields where a remotely-sensed characterization of ecosystem functioning may aid conservation science and practice. Such fields include the management and monitoring of species and populations of conservation concern; the assessment of ecosystem representativeness and singularity; the use of protected areas as reference sites to assess global change effects; the implementation of monitoring and warning systems to guide adaptive management; the direct evaluation of supporting ecosystem services; and the planning and monitoring of ecological restorations. The approaches presented here illustrate feasible ways to incorporate the ecosystem functioning dimension into conservation through the use of satellite-derived information.  相似文献

以中国东北地区为研究区域,根据生物多样性属性特征,选择研究区域内具有代表性的濒危物种作为指示物种,利用系统保护规划方法(Systematic Conservation Planning,SCP)和保护规划软件(C-Plan),对该区域进行了优先保护规划研究。通过计算规划单元的不可替代性值(Irreplaceability,IR),找出区域生物多样性热点地区和保护空缺地区,然后利用C-Plan规划软件对该地区进行保护优先等级划分,确定必须保护(Mandatory Reserved,MR)、协商保护(Negotiated Reserved,NR)和部分保护(PartiallyReserved,PR)3个等级保护区域的具体位置和面积,并针对保护现状提出保护规划建议。结果显示,必须保护区域的总面积占区域总面积的8.17%,主要分布于长白山核心地区和大兴安岭北部原始林区;协商保护区域占总面积的7.51%,主要分布于大兴安岭东南部和松嫩平原湿地;部分保护区域占总面积的9%。保护空缺分析结果显示,现有国家级自然保护区对生物多样性的保护存在3个明显的保护空缺,即长白山林区的龙岗山地区、老爷岭北部和张广才岭南部;大兴安岭北部原始林区、呼玛河—黑龙江流域的平原湿地和伊勒呼里山东南部山区;大兴安岭南部森林草原过渡区的东南部森林地区。结合区域内已建立的国家级自然保护区情况,利用C-Plan规划软件对不同时期建立的保护区实现保护目标的贡献率做了分析。截止2000年,已建保护区可实现预期保护目标的17.5%,通过对贡献率大小的比较确定了不同时期保护的有效程度。研究打破了传统的对称几何形状的单元划分方法,根据植被类型和自然地形地貌,采用自然多边形进行单元划分,提高了物种分布范围准确度。研究通过C-Plan规划软件的实际应用,丰富了系统保护规划研究的方法,从理论上为区域保护规划提供了科学依据,并可指导我国自然保护区管理政策的制定和中长期规划的编制。  相似文献

阔叶红松林是北温带物种最丰富的地带性群落之一,长白山地区是其在中国范围内的中心分布区。中国政府已建立保护网络(24个自然保护区组成)来保护阔叶红松林及其重要的物种资源,但成效不显著。利用系统保护规划软件C-Plan,以集水区为规划单元,计算保护网络外规划单元的不可替代性值,识别出保护网络外高保护价值空缺,评估现有保护网络与纳入空缺后的优化保护网络的保护效率。研究结果显示,现有保护网络外的高保护价值规划单元呈集中沿山岭分布的特征,现有保护网络使24种物种的生境(共75种)实现其设定的保护目标,其他51种未能实现保护目标,且20种保护对象未能达到其设定保护目标的50%,保护成效低。纳入空缺后的优化保护网络,可使64种保护对象实现保护目标,其余11种保护对象的保护贡献值也不同程度提高,保护成效显著增强。结合人为干扰情况提出三种不同保护策略情景下的优先保护方案,并根据生态威胁强度提出各方案的保护建议,为长白山阔叶红松林保护管理提供决策依据,并为山地生态区保护网络优化研究提供方法指导。  相似文献

Recent studies have shown that conservation gains can be achieved when the spatial distributions of biological benefits and economic costs are incorporated in the conservation planning process. Using Alberta, Canada, as a case study we apply these techniques in the context of coarse-filter reserve design. Because targets for ecosystem representation and other coarse-filter design elements are difficult to define objectively we use a trade-off analysis to systematically explore the relationship between conservation targets and economic opportunity costs. We use the Marxan conservation planning software to generate reserve designs at each level of conservation target to ensure that our quantification of conservation and economic outcomes represents the optimal allocation of resources in each case. Opportunity cost is most affected by the ecological representation target and this relationship is nonlinear. Although petroleum resources are present throughout most of Alberta, and include highly valuable oil sands deposits, our analysis indicates that over 30% of public lands could be protected while maintaining access to more than 97% of the value of the region's resources. Our case study demonstrates that optimal resource allocation can be usefully employed to support strategic decision making in the context of land-use planning, even when conservation targets are not well defined.  相似文献

Ecuador has the largest number of species by area worldwide, but also a low representation of species within its protected areas. Here, we applied systematic conservation planning to identify potential areas for conservation in continental Ecuador, with the aim of increasing the representation of terrestrial species diversity in the protected area network. We selected 809 terrestrial species (amphibians, birds, mammals, and plants), for which distributions were estimated via species distribution models (SDMs), using Maxent. For each species we established conservation goals based on conservation priorities, and estimated new potential protected areas using Marxan conservation planning software. For each selected area, we determined their conservation priority and feasibility of establishment, two important aspects in the decision-making processes. We found that according to our conservation goals, the current protected area network contains large conservation gaps. Potential areas for conservation almost double the surface area of currently protected areas. Most of the newly proposed areas are located in the Coast, a region with large conservation gaps and irreversible changes in land use. The most feasible areas for conservation were found in the Amazon and Andes regions, which encompass more undisturbed habitats, and already harbor most of the current reserves. Our study allows defining a viable strategy for preserving Ecuador''s biodiversity, by combining SDMs, GIS-based decision-support software, and priority and feasibility assessments of the selected areas. This approach is useful for complementing protected area networks in countries with great biodiversity, insufficient biological information, and limited resources for conservation.  相似文献

Regional collection planning and implementation are essential if professional zoological parks and aquariums are to achieve their collective conservation and animal management goals. Several regional associations currently have taxon advisory groups (TAGs) in place whose primary role is to develop taxon‐specific collection plans. During their planning process, TAGs review all known taxa of interest and evaluate them based on relevant criteria. TAGs also evaluate the total amount of captive space available to determine the number of priority taxa that can be maintained. In addition, some TAGs heighten their impact on conservation by producing an action plan of select conservation and research projects to be supported by participating institutions. Although current guidelines for regional collection plan (RCP) development are extremely useful for some TAGs, such as those for most mammalian taxa, they do not address the needs of other more speciose TAGs, such as those for fish, invertebrates, and amphibians. These TAGs, characterized by their numerous taxa and more flexible space requirements, still need to develop plans for the species they manage. We recommend that highly speciose TAGs make development of an action plan their highest priority and use it to direct the RCP process. This will limit the number of taxa they need to consider, while ensuring that their RCPs are directly relevant to conservation. Once their action plans have been developed, speciose TAGs can then determine which species are most important to zoological collections and at what level they should be managed. This strategy represents a departure from the current processes used to develop RCPs for many mammalian and avian species and, as such, has not yet been addressed. As marine systems are threatened by increasing human impacts, mechanisms to maintain biodiversity and ecosystem functions and services are needed. Protecting areas of conservation importance may serve as a proxy for maintaining these functions, while also facilitating efficient use and management of limited resources. Biodiversity hotspots have been used as surrogates for spatial conservation importance; however, as many protected areas have been established opportunistically and under differing criteria, it is unclear how well they actually protect hotspots. We evaluated how well the current protected area network and priority areas selected through previous systematic conservation planning exercises preserve biodiversity hotspots in the Gulf of California, Mexico. We also determined spatial congruence between biodiversity hotspots based on different criteria, which may determine their ability to be used as surrogates for each other. We focus on the Gulf of California because it is a megadiverse system where limited information regarding species diversity and distribution has constrained development of strategies for conservation and management. We developed a species occurrence database and identified biodiversity hotspots using four different criteria: species richness, rarity, endemism, and threatened species. We interpolated species occurrence, while accounting for heterogeneous sampling efforts. We then assessed overlap of hotspots with existing protected areas and priority areas, and between hotspots derived by distinct criteria. We gathered 286,533 occurrence records belonging to 12,105 unique species, including 6388 species identified as rare, 642 as endemic, and 386 as threatened. We found that biodiversity hotspots showed little spatial overlap with areas currently under protection and previously identified priority areas. Our results highlight the importance of distinct spatial areas of biodiversity and suggest that different ecological mechanisms sustain different aspects of diversity and multiple criteria should be used when defining conservation areas.  相似文献

The severely threatened Chinese flora urgently needs a new, well adapted to China and properly formulated conservation strategy. The present review provides a detailed conservation methodology that complements previously described guidelines for preservation of plant species with extremely small populations (PSESP) in China. This review adds to the above concept in several aspects, making it relevant to all threatened Chinese plant species. The proposed integral conservation strategy has the following crucial components: -ecoregional basis for conservation planning and implementation; -a unified scoring system that is used in regional systematic planning for reserve design, monitoring and assessment of efficiency of a reserve network, and creation of seed banks and living collections; -a focus on population demography and the presence of naturally occurring regeneration as the key criteria for defining the conservation status of a species and the appropriate major focus of the species recovery plan; -creation of multi-species living collections that preserve species genetic variation and provide material for in situ actions; -experimental translocation of threatened species into multiple locations within and outside their known range. Adopting and implementing these strategies successfully and more fully in China requires that the country changes PA legislation and improves PA management, the National Science Foundation of China (NSFC) re-prioritizes the type of research that receives research funds, and local scientists improve their approach toward information sharing.  相似文献
