This article addresses accountability issues that affect music education policy and implementation in the neoliberal education system. Using examples from education reform in Ontario, Canada, the author argues that two forms of accountability imbalances fostered by the neoliberal state—hierarchical answerability over communicative reason and top-down over bottom-up policymaking—allow the use of music curricula for political ends, to the detriment of curricular integrity and classroom delivery. The article also discusses how central governments that are responsible for developing standardized music curricula and allocating resources in an accountability vacuum may tacitly establish that "basic" subjects such as literacy, numeracy, and science are "more mandatory" than a mandated music curricula. The article concludes by recommending ways in which the centralized development of music education policy and resource allocation can be made more equitable both for those who encounter the curriculum at the local level and for the subject.  相似文献

Climate change translates into insecure water provision and produces new uncertainties for farmers and politicians in Colca Valley, Southern Peru. Anthropological studies of climate change have mainly focused on adaptation, resilience and so-called indigenous traditional knowledge. This article argues that a stronger ethnographic focus on material practices – including knowledge practices – can contribute to a more nuanced understanding of climate change effects, responses and forms of water management. The author aims to see responses to climate change as more than cultural representations, and therefore focuses on water practices and the realities that these practices make, as well as the relational webs of humans, environment, infrastructure and other-than-human beings. The article explores different practices that enact multiple versions of water, and multiple – yet related and entangled – water worlds. The author suggests that this has implications for how we understand politics of climate and water: as tensions between singularizing practices and multiplicity.  相似文献

Predicting phenology by integrating ecology,evolution and climate science   总被引:4,自引:0,他引:4  
Forecasting how species and ecosystems will respond to climate change has been a major aim of ecology in recent years. Much of this research has focused on phenology – the timing of life‐history events. Phenology has well‐demonstrated links to climate, from genetic to landscape scales; yet our ability to explain and predict variation in phenology across species, habitats and time remains poor. Here, we outline how merging approaches from ecology, climate science and evolutionary biology can advance research on phenological responses to climate variability. Using insight into seasonal and interannual climate variability combined with niche theory and community phylogenetics, we develop a predictive approach for species’ reponses to changing climate. Our approach predicts that species occupying higher latitudes or the early growing season should be most sensitive to climate and have the most phylogenetically conserved phenologies. We further predict that temperate species will respond to climate change by shifting in time, while tropical species will respond by shifting space, or by evolving. Although we focus here on plant phenology, our approach is broadly applicable to ecological research of plant responses to climate variability.  相似文献

This paper contends that a research ethics approach to the regulation of health data research is unhelpful in the era of population‐level research and big data because it results in a primary focus on consent (meta‐, broad, dynamic and/or specific consent). Two recent guidelines – the 2016 WMA Declaration of Taipei on ethical considerations regarding health databases and biobanks and the revised CIOMS International ethical guidelines for health‐related research involving humans – both focus on the growing reliance on health data for research. But as research ethics documents, they remain (to varying degrees) focused on consent and individual control of data use. Many current and future uses of health data make individual consent impractical, if not impossible. Many of the risks of secondary data use apply to communities and stakeholders rather than individual data subjects. Shifting from a research ethics perspective to a public health lens brings a different set of issues into view: how are the benefits and burdens of data use distributed, how can data research empower communities, who has legitimate decision‐making capacity? I propose that a public health ethics framework – based on public benefit, proportionality, equity, trust and accountability – provides more appropriate tools for assessing the ethical uses of health data. The main advantage of a public health approach for data research is that it is more likely to foster debate about power, justice and equity and to highlight the complexity of deciding when data use is in the public interest.  相似文献

Cheryl Cox MacPherson recently argued, in an article for this journal, that ‘Climate Change is a Bioethics Problem’. This article elaborates on that position, particularly highlighting bioethicists' potential ability to help reframe the current climate change discourse to give more attention to its health risks. This reframing process is especially important because of the looming problem of climate change skepticism. Recent empirical evidence from science framing experiments indicates that the public reacts especially positively to climate change messages framed in public health terms, and bioethicists are particularly well positioned to contribute their expertise to the process of carefully developing and communicating such messages. Additionally, as climate framing research and practice continue, it will be important for bioethicists to contribute to the creation of that project's nascent ethical standards. The discourse surrounding antibiotic resistance is posited as an example that can lend insight into how communicating a public health‐framed message, including the participation of bioethicists, can help to override public skepticism about the findings of politically contentious scientific fields.  相似文献

Complex social and ethical problems are often most effectively solved by engaging them at the messy and uncomfortable intersections of disciplines and practices, a notion that grounds the InVisible Difference project, which seeks to extend thinking and alter practice around the making, status, ownership, and value of work by contemporary dance choreographers by examining choreographic work through the lenses of law, bioethics, dance scholarship, and the practice of dance by differently‐abled dancers. This article offers a critical thesis on how bioethics has come to occupy a marginal and marginalizing role in questions about the differently‐abled body. In doing so, it has rendered the disabled community largely invisible to and in bioethics. It then defends the claim that bioethics – as a social undertaking pursued collaboratively by individuals from different disciplines – must take much better notice of the body and the embodied individual if it is to better achieve its ends, which include constructing a moral and just society. Finally, this article considers how the arts, and specifically dance (and here dance by differently‐abled dancers), provides us with rich evidence about the body and our ability to respond positively to normally ‘othered’ bodies. It concludes that greater attention to empirical evidence like that being generated in InVisible Difference will help to expand the reach and significance of bioethics, and thereby its relevance to (and consciousness of) important questions about the status of bodies and bodily differences, which must be considered as central to its ambitions.  相似文献

This study compared two forms of accountability that can be used to promote diversity and fairness in personnel selections: identity-conscious accountability (holding decision makers accountable for which groups are selected) versus identity-blind accountability (holding decision makers accountable for making fair selections). In a simulated application screening process, undergraduate participants (majority female) sorted applicants under conditions of identity-conscious accountability, identity-blind accountability, or no accountability for an applicant pool in which white males either did or did not have a human capital advantage. Under identity-conscious accountability, participants exhibited pro-female and pro-minority bias, particularly in the white-male-advantage applicant pool. Under identity-blind accountability, participants exhibited no biases and candidate qualifications dominated interview recommendations. Participants exhibited greater resentment toward management under identity-conscious accountability.  相似文献

Drawing on ethnographic fieldwork with physicians and nurses working in two state-funded southern French hospitals, this article explores why and how medical care providers connected their everyday deliberations about patient care to what they considered to be distinctively French forms of medical responsibility. Many healthcare professionals saw French medical morality in opposition to ‘Anglo-Saxon’ discourses of individual autonomy and transactional choice. In contrast to such ‘transactionalism’, they insisted that ‘French’ ethics required limits that transcended particular circumstances. And yet it was difficult for doctors and nurses working in secular and increasingly neoliberal hospitals to argue against individual transactionalism in an overtly moral register, one that might appear religious and paternalist. Through a close look at two different cases – one in assisted reproduction and one in palliative care – I show how the language of folk psychoanalysis provided some health professionals with a way out of this impasse. Care providers used pseudo-psychoanalytic accounts of patient subjectivities to depict individuals as incapable of knowing, let alone ‘owning’ or rationally mastering, themselves. This, in turn, suggests that some aspects of French secularity may be far less Protestant and liberal than contemporary anthropological work tends to assume.  相似文献

Much has been written about how law as an institution has developed to solve many problems that human societies face. Inherent in all of these explanations are models of how humans make decisions. This article discusses what current neuroscience research tells us about the mechanisms of human decision making of particular relevance to law. This research indicates that humans are both more capable of solving many problems than standard economic models predict, but also limited in ways those models ignore. This article discusses how law is both shaped by our cognitive processes and also shapes them. The article considers some of the implications of this research for improving our understanding of how our current legal regimes operate and how the law can be structured to take advantage of our neural mechanisms to improve social welfare.  相似文献

In the 1980s, anthropology set aside a focus on societies defined as radically ‘other’ to the anthropologists' own. There was little consensus at the time, however, about who might replace the other as the primary object of anthropological attention. In important respects, I argue, its replacement has been the suffering subject. Tracing this change, I consider how it addressed key problems of the anthropology of the other, but I also suggest that some strengths of earlier work – particularly some of its unique critical capacities – were lost in the transition. The conclusion considers how recent trends in anthropology might coalesce in a further shift, this one toward an anthropology of the good capable of recovering some of the critical force of an earlier anthropology without taking on its weaknesses.  相似文献

This article examines the role of anxieties about romantic love in the modernist self‐making projects of Vietnam's growing middle class. Romantic ideals and discourses that emerged from Vietnam's neoliberal reforms emphasize personal compatibility through emotional intimacy and communication. Middle‐class residents of Ho Chi Minh City increasingly privilege the emotions in daily life and define themselves and their relationships in an affective register. This cultivation of emotional self‐reflexivity has, however, become a source of anxiety about the self. An analysis of two case studies traces how individuals draw on their class, gender, and age to negotiate conflicts between various models of love and selfhood and reinvent romantic discourses to claim their own versions of a modern identity. A critical component of both the experience of romantic love and the construction of middle‐class Vietnamese selfhood, love anxiety stems not just from people's changed relations to others but also from a changed perception of the self, which has been rendered unrecognizable to them.  相似文献

This article examines how Mongolian Buddhist monks view the freedom they have experienced since the fall of Soviet socialism in 1990. Whereas the anthropological literature on postsocialism tends to focus on political and economic transformations, I argue that contemporary Mongolian politics points to the coexistence and interdependence of human and nonhuman agents. The article highlights how, in the context of the country's current mining boom, postsocialist politics requires attention to contemporary religious practices and spiritual beings beyond the ‘secular’. Considering emerging forms of Buddhist environmentalism, I describe how the freedom projects of Mongolian monks crystallize the intersection of Soviet socialist materialism, neoliberal individualism, and a Buddhist ethics of self‐transformation.  相似文献

This article explores the tensed sociality amongst precariously employed service economy workers in the retail outlets of a prominent eyewear company in New Delhi, India. The bickering staff label the ongoing interpersonal strife ‘dirty politics’. Linked to this are their confident assertions that, in fact, all politics is dirty, and dirty politics is the only type of politics possible – rejecting formal party politics and labour unions as morally vacuous and motivated by utilitarian individualism. Engaging with the anthropology of ordinary ethics, the article demonstrates how the affectively charged experience and talk of petty politicking on the neoliberal workfloor provides critical ‘evidence’ that ‘confirms’ such a politico-ethical view.  相似文献

This article interprets the meanings and motivations of refusal to pay water bills within a context of fragmented sovereignty. Residents of a village in the occupied Palestinian West Bank call for solutions to water shortages and failed infrastructure, but do so amidst capricious power, where would-be sovereigns evade accountability. Lacking avenues for direct engagement with authorities, residents speak in generalized ethical terms of their legitimate water claims, and they resort to bill refusal. Setting villagers’ bill refusals within the broader set of interactions between would-be sovereigns and subjects, this article contributes to anthropological scholarship on refusal by demonstrating how it can be a way of not only dismantling state power, but also summoning a responsible sovereign. Furthermore, it highlights how common dilemmas faced by refusers – dismissal and co-optation – can be exacerbated by the same evasive accountability against which they protest.  相似文献

Scaling is a naturally iterative and bi‐directional component of problem solving in ecology and in climate science. Ecosystems and climate systems are unquestionably the sum of all their parts, to the smallest imaginable scale, in genomic processes or in the laws of fluid dynamics. However, in the process of scaling‐up, for practical purposes thewhole usually has to be construed as a good deal less than this. This essay demonstrates how controlled large‐scale experiments can be used to deduce key mechanisms and thereby reduce much of the detail needed for the process of scaling‐up. Collection of the relevant experimental evidence depends on controlling the environment and complexity of experiments, and on applications of technologies that report on, and integrate, small‐scale processes. As the role of biological feedbacks in the behavior of climate systems is better appreciated, so the need grows for experimentally based understanding of ecosystem processes. We argue that we cannot continue as we are doing, simply observing the progress of the greenhouse gas‐driven experiment in global change, and modeling its future outcomes. We have to change the way we think about climate system and ecosystem science, and in the process move to experimental modes at larger scales than previously thought achievable.  相似文献

Taxonomists, who describe new species, are acutely aware of how political, economic, and ecological forces bring new forms of life into being. Conducting ethnographic research among taxonomic specialists – experts who bring order to categories of animals, plants, fungi, and microbes – I found that they pay careful attention to the ebb and flow of agency in multispecies worlds. Emergent findings from genomics and information technologies are transforming existing categories and bringing new ones into being. This article argues that the concept of species remains a valuable sense‐making tool despite recent attacks from cultural critics.  相似文献

This article focuses on the connection between three forms of diversity – religious, ethnic, and linguistic – and family values. The article builds on the idea that diversity challenges social identity and people react by returning to traditional family values in order to protect their social identity and the in-group culture. The paper aims at contributing to the sociological debate about the effect of diversity on social life and investigates how different types of diversity connect with traditional family values because individuals want to protect their in-group culture that is mainly transmitted within family. The paper tests the research hypotheses employing multilevel regression models and using data from the ISSP IV from 2012. Religious diversity associates with traditional attitudes regarding marriage and gender roles, ethnic diversity goes together with lower support for marriage, but has no connection with attitudes towards gender role, while linguistic diversity is not associated with attitudes family values.  相似文献
