A Framework for Quantified Eco-efficiency Analysis   总被引:5,自引:0,他引:5  
Eco-efficiency is an instrument for sustainability analysis, indicating an empirical relation in economic activities between environmental cost or value and environmental impact. This empirical relation can be matched against normative considerations as to how much environmental quality or improvement society would like to offer in exchange for economic welfare, or what the trade-off between the economy and the environment should be if society is to realize a certain level of environmental quality. Its relevance lies in the fact that relations between economy and environment are not self-evident, not at a micro level and not at the macro level resulting from micro-level decisions for society as a whole. Clarifying the why and what of eco-efficiency is a first step toward decision support on these two aspects of sustainability. With the main analytic framework established, filling in the actual economic and environmental relations requires further choices in modeling. Also, the integration of different environmental effects into a single score requires a clear definition of approach, because several partly overlapping methods exist. Some scaling problems accompany the specification of numerator and denominator, which need a solution and some standardization before eco-efficiency analysis can become more widely used. With a method established, the final decision is how to embed it in practical decision making. In getting the details of eco-efficiency better specified, its strengths, but also its weaknesses and limitations, need to be indicated more clearly.  相似文献

基于混合生命周期评价(Hybrid life cycle assessment,HLCA)提出一种改进生态效率模型,系统评价卫生填埋、卫生填埋⁃填埋气利用、焚烧发电、堆肥+卫生填埋和堆肥+焚烧发电5种我国典型生活垃圾处理情景的生态效率,并探究可持续性包含的环境、经济和社会多维权衡关系。结果表明,具有最大生态效率的生活垃圾处理情景因可持续性维度选取不同而异,如考虑人体健康损害影响,焚烧发电情景具有最大经济生态效率,而卫生填埋⁃填埋气利用情景具有最大社会生态效率。生活垃圾处理系统的可持续性评价维度之间具有显著的权衡关系,忽略某些影响类型可能带来问题转移。5种生活垃圾处理情景的环境影响各异,非焚烧情景气候变化影响和焚烧情景人体毒性影响突出。机器设备和燃料使用对资源消耗影响贡献最大,而生活垃圾处理过程对经济效益和其他环境影响贡献最大。本文提出的改进生态效率模型可以定量评价生活垃圾管理系统生态效率及权衡关系,为有效制定生活垃圾管理政策提供全面的信息支持。  相似文献

区域生态效率(eco-efficiency)评价是考量区域可持发展的重要内容.基于物质流分析(material flow analysis, MFA)构建区域生态效率评价指标体系,并将污染物排放作为一种非期望输入引入到数据包络分析(data envelopment analysis, DEA)模型中,以江苏省(1990~2005年)为例进行生态效率分析评价.结果表明,江苏省的区域生态效率在1990~2005年期间呈现逐步上升的趋势.但是,同期的总物质投入(total material input, TMI)、物质需求总量(total material requirement, TMR)和污染物排放量也呈上升趋势.因此,江苏省社会经济发展和环境影响总体上呈现"弱脱钩(weak de-link)".  相似文献

Eco-efficiency     
Goal, Scope and Background The eco-efficiency analysis and portfolio is a powerful decision support tool for various strategic and marketing issues. Since its original academic development, the approach has been refined during the last decade and applied to a multitude of projects. BASF, as possibly the most prominent company using and developing this tool, has applied the eco-efficiency approach to more than 300 projects in the last 7 years. One of the greatest difficulties is to cover both dimensions of eco-efficiency (costs or value added and environmental impact) in a comparable manner. This is particularly a challenge for the eco-efficiency analyses of products. Methods In this publication, an important approach and field of application dealing with product decisions based on the combination of Life Cycle Cost (LCC) and Life Cycle Assessment (LCA) is described in detail. Special emphasis is put on the quantitative assessment of the relation of costs and environmental impacts. In conventional LCA an assessment of environmental impact categories is often made by normalization with inhabitant equivalents. This is necessary to be able to compare the different environmental impact categories, because of each different unit. For the proposed eco-efficiency analysis, the costs of products or processes are also normalized with adapted gross domestic product figures. Results and Discussion The ratio between normalized environmental impact categories and normalized costs (RE,C) is used for the graphical presentation of the results in an eco-efficiency portfolio. For the interpretation of the results of an eco-efficiency analysis, it is important to distinguish ratios RE,C which are higher than one from ratios lower than one. In the first case, the environmental impact is higher than the cost impact, while the inverse is true in the second case. This is very important for defining which kind of improvement is needed and defining strategic management decisions. The paper shows a statistical evaluation of the RE,C factor based on the results of different eco-efficiency analyses made by BASF. For industries based on large material flows (e.g. chemicals, steel, metals, agriculture), the RE,C factor is typically higher than one. Conclusions and Recommendations This contribution shows that LCC and LCA may be combined in a way that they mirror the concept of eco-efficiency. LCAs that do not consider LCC may be of very limited use for company management. For that very reason, corporations should install a data management system that ensures equal information on both sides of the eco-efficiency coin.  相似文献

The multi-dimensional nature of ‘sustainability’ including survival, resilience and efficiency is described as are the environmental, economic and social factors that underpin sustainability. Some of the current global trends and forces of change that impinge on goat production in the 21st century are also considered. The characteristics of some of the main goat systems and the people who keep them are described and the impact of some global trends (climate change, rising prices of food and fuel, environmental degradation, genetic erosion, dietary and lifestyle changes, social inequality and global insecurity) on the sustainability of goat production are considered. A ‘sustainability scorecard’ is developed as a tool to assess the ability of goat production systems to survive current trends and future shocks. Some case studies are presented from Africa, Afghanistan and the UK, including the pastoral systems of East Africa, emerging smallholder dairy systems in Africa, cashmere goat production in Afghanistan and a highly intensive niche dairy enterprise in the UK. The sustainability scorecard is applied to assess each system. Finally, conclusions are drawn about how to make goat systems more sustainable and resilient to the challenges they currently face and how goat keepers need to constantly adapt to changing circumstances in order to survive.  相似文献

The Eco-efficiency of Lead in China's Lead-Acid Battery System   总被引:1,自引:0,他引:1  
Improving eco-efficiency can contribute to sustainable development. This article defines the societal services and environmental impacts of the lead-acid battery (LAB) system and offers definitions of eco-efficiency, resource efficiency, and environmental efficiency in the context of LAB systems. Based on the actual lead-flow in the LAB system, we develop a model that considers changes in production, the time interval between production and disposal, direct linkages between the final product and the societal service it provides, and the fiscal year as the statistical period. From this model, equations for eco-efficiency are derived and changes in eco-efficiency are predicted.
The results show, not surprisingly, that increased lead recycling and reduced lead emissions will both improve ecoefficiency. The resource and environmental efficiencies for LAB in China are 119 and 131 kilowatt-hour-years per metric tonne (kWh. yr/t), respectively, versus a value for both of 15, 800 kWh. yr/t in Sweden. The difference results from a lower lead recycling rate (only 0.312 tonne/tonne, which means that nearly 70% of the old lead scrap is not recycled based on official statistics) and higher lead emissions (0.324 tonne/tonne, which means that nearly 33% of the lead inputs used in the LAB system were lost into the environment) in China. Further analysis shows that these problems result from inefficient management of lead scrap, poor quality lead ore, and an abundance of small-scale lead-related plants. Ways to improve eco-efficiency are proposed.  相似文献

The balanced scorecard (BSC) has recently been considered a proper tool for evaluating and designing the objectives of corporate sustainability. On the one hand, the theoretical body of literature provides normative sustainable balanced scorecard (SBSC) frameworks to indicate ‘what should be measured’ or ‘what should be done’ in order for firms to improve their sustainability performance. On the other hand, the empirical body of literature examines the barriers and the challenges faced by the firms in their endeavor to adopt the proposed normative frameworks. This paper aims at contributing to the theoretical body of literature by developing a new SBSC scoring framework using Global Reporting Initiative (GRI) indicators and scoring–benchmarking techniques to measure the corporate sustainability performance by drawing data from corporate sustainability reports. 不同国家生态创新水平有高低,生态创新系统有差异。生态创新系统是由一系列参与者通过相互作用形成的网络,目的是推动有助于生态环境和社会经济协调发展的知识和技术的生产、传播和应用。为比较不同国家生态创新系统的发展状况和可持续性,分析不同国家生态创新系统的优势和不足,提出生态创新系统两步评估法和整体分析框架。把生态创新系统的功能和过程结合起来,对生态创新系统的发展水平进行评价。重点关注系统的长期发展,即系统可持续性。基于资本的角度,包括知识、经济、人力和社会资本,建立生态创新系统可持续评估模型,考察相关资本存量、流量和风险因素。根据创新系统理论、文献回顾和国际研究比较,遴选出30个关键指标,构建涵盖2个指标矩阵的综合评价指标体系。采用主成分分析和综合评价方法,对不同国家生态创新系统的功能-过程和可持续性分别进行评价。研究表明,法国、德国、韩国、西班牙和挪威生态创新系统的功能-过程表现最强,韩国、德国、奥地利、挪威、捷克生态创新系统的可持续性表现最强。根据生态创新系统的现状和可持续性,主要生态创新国家可以分为四种类型,据此采用不同发展策略。如韩国系统现状水平和可持续性都较高,属于生态创新先进国。...  相似文献

生态效率由于具有突出的定量化分析优势,在可持续发展的评价与量化分析中起着重要作用,且在全世界范围内得到广泛推广和应用。参阅近十年国内外相关文献的基础上,系统总结了生态效率的核算方法及其在不同尺度的应用,侧重于国内外对比分析,研究表明:(1)国外已从简单评价转向生态效率驱动机制的探究。(2)对于生态效率测算,国外开始借助会计、金融以及管理学中的理论和模型对现有的经济/环境比值法以及模型法进行改良和修正;我国则侧重于生态效率评价指标体系构建以及生产率模型的应用。(3)在应用层次上,国外侧重于企业及其产品系统的生态效率分析,并且开始将生态效率同产品的生态设计、关键问题辨识、系统开发等融合起来,而区域等大尺度的研究则处于尝试阶段;我国在企业尺度的研究甚少,主要集中在行业、生态园区、城市及区域等大尺度的生态效率评价。(4)国外开始将生态效率同全球生态问题(全球变暖、生物多样性、食物安全)等结合起来;而我国生态效率研究侧重于污染物分析。(5)由于社会维度定量分析难度较大,目前绝大部分研究都很少涉及。最后,文章提出:我国应加大生态效率的宣传与推广,推动生态效率在微观(企业)以及宏观(全球生态问题)上的研究和应用;借助经济、管理、会计等学科的理论和方法完善生态效率核算方法体系;综合利用全排列多边形图示法,反映社会-经济-自然复合生态系统的各个方面。  相似文献

Intention, Goal, Scope, Background BASF has developed the eco-efficiency analysis tool to address not only strategic issues but also issues posed by the marketplace, politics and research. The goal was to develop a tool for supporting decision-making processes, which is useful for many of applications in the Chemical and other industries. A part of the eco-efficiency analysis involves the evaluation of the toxicity and the eco-toxicity potential. Objectives Many life cycle analyses do not include an assessment of the toxicity potential nor the eco-toxicity potential. However, in order to arrive at a comprehensive assessment of products and processes, it is often the eco-toxicity potential, which constitutes an important factor with regard to the evaluation of sustainability. The cradle-to-grave approach is also important for this calculation and will be done based on a database that will be discussed also in this paper. Methods The method used for the determination of the eco-toxicity potential follows the basic rules of the European Union Risk Ranking System (EURAM). The other criteria of the ecological fingerprint are combined with the economical results in the eco-efficiency portfolio. Results and Discussion The results of the studies are shown in a simple diagram, the eco-efficiency portfolio. Therefore ecological data are summarized in a special manner as described previously. It has been shown that the weighting factors, which are used in our method, have a negligible impact on the results. In most cases, the input data have the dominant impact on the results of the study. The eco-toxicity assessment will be a part of the ecological calculation. Because of the cradle-to-grave approach, substances of the whole life cycle can be identified that might have a toxic impact to the environment. The results can be used for optimization of the process. Conclusions The new calculation model allows the assessment of eco-toxicological substances in an appropriate and easy way. In most of the cases the data from a European safety data sheet are sufficient for the calculation. The normalized data can be incorporated very easily in the ecological fingerprint and in the drawing of the eco-efficiency portfolio. Recommendations and Outlook LCA in combination with the evaluation of the eco-toxicity potential will for reasons of optimizing for least impact become more important in certain cases. Especially in those systems where water emissions are likely, the use of the evaluation system in the eco-efficiency analysis is recommended. This new methodology allows the calculation of eco-toxicity potentials in a short time with a small set of input information. The analytical eco-efficiency tool helps in implementing more sustainable processes and products in the future.  相似文献

生态效率是衡量经济与资源环境协调发展的重要指标.基于将农业面源污染作为非期望产出的考量,在对传统DEA模型进行修正的基础上,采用非径向、非角度的SBM模型对中国30个省份的农业生态效率进行了测算,并给出了农业生态效率的改善途径.研究结果表明:1998-2009年中国农业生态效率虽然呈现缓慢上升态势,但整体仍处于较低水平,除北京、上海、海南、重庆外,其余省市都需要改变投入和产出来优化农业生态效率;资源的过度消耗和环境污染物的过量排放是农业生态效率损失的主要原因.提高资源利用效率、降低资源消耗量和环境污染物的排放量是农业生态效率改善的重要途径.  相似文献

作为指示可持续发展水平的重要指标,区域生态效率定量表征了区域发展过程中社会经济和生态环境的协调水平,能够为生态文明建设提供重要科学依据。在对生态效率概念内涵进行系统梳理的基础上,重点探讨了区域生态效率研究的近今进展:研究方法从单一比值到模型模拟、研究对象从静态评估到时空动态、研究内容从效率测度到机理认知。最后,提出区域生态效率研究的重点方向,即地理大数据的时空分析、多要素集成的模型研发、区域城市化的重点关注、面向可持续的区域管治等4个方面。  相似文献

Emergy and economic analysis, accompanied by sensitivity analysis, were used to evaluate the ecological economic characteristics of three fish aquaculture systems on wetlands surrounding the Pearl River Estuary in China. The sustainability of these systems was compared to two aquaculture systems and two wetland systems, to provide reference conditions for the best use of limited wetland areas. We found that the three systems studied had similar emergy characteristics, despite their very different economic characteristics. Counter intuitively, the high economic input and output mode did not have higher environmental impact or lower sustainability compared with low economic input and output mode. Apparently, the sustainability of an intensive aquaculture system is determined mainly by how many natural renewable resources are exploited. The large differences in economic benefit and environmental impacts between the mangrove reserve and the aquaculture systems demonstrated the important role of nature reserves on preserving the sustainability of an estuary. Transformity (TR) and Emergy Yield Ratio (EYR) are both indicators of system efficiency, but from different points of view, and they produced opposite results in assessing the efficiency of the same system in this study. The ratio of EYR to TR might be used in addition to the EYR and transformity as a discreet perspective on overall system production efficiency.  相似文献

Background, aim, and scope  As the sustainability improvement becomes an essential business task of industry, a number of companies are adopting IT-based environmental information systems (EIS). Life cycle assessment (LCA), a tool to improve environmental friendliness of a product, can also be systemized as a part of the EIS. This paper presents a case of an environmental information system which is integrated with online LCA tool to produce sets of hybrid life cycle inventory and examine its usefulness in the field application of the environmental management. Main features  Samsung SDI Ltd., the producer of display panels, has launched an EIS called Sustainability Management Initiative System (SMIS). The system comprised modules of functions such as environmental management system (EMS), green procurement (GP), customer relation (e-VOC), eco-design, and LCA. The LCA module adopted the hybrid LCA methodology in the sense that it combines process LCA for the site processes and input–output (IO) LCA for upstream processes to produce cradle-to-gate LCA results. LCA results from the module are compared with results of other LCA studies made by the application of different methodologies. The advantages and application of the LCA system are also discussed in light of the electronics industry. Results and discussion  LCA can play a vital role in sustainability management by finding environmental burden of products in their life cycle. It is especially true in the case of the electronics industry, since the electronic products have some critical public concerns in the use and end-of-life phase. SMIS shows a method for hybrid LCA through online data communication with EMS and GP module. The integration of IT-based hybrid LCA in environmental information system was set to begin in January 2006. The advantage of the comparing and regular monitoring of the LCA value is that it improves the system completeness and increases the reliability of LCA. By comparing the hybrid LCA and process LCA in the cradle-to-gate stage, the gap between both methods of the 42-in. standard definition plasma display panel (PDP) ranges from 1% (acidification impact category) to −282% (abiotic resource depletion impact category), with an average gap of 68.63%. The gaps of the impact categories of acidification (AP), eutrophication (EP), and global warming (GWP) are relatively low (less than 10%). In the result of the comparative analysis, the strength of correlation of three impact categories (AP, EP, GWP) shows that it is reliable to use the hybrid LCA when assessing the environmental impacts of the PDP module. Hybrid LCA has its own risk on data accuracy. However, the risk is affordable when it comes to the comparative LCA among different models of similar product line of a company. In the results of 2 years of monitoring of 42-in. Standard definition PDP, the hybrid LCA score has been decreased by 30%. The system also efficiently shortens man-days for LCA study per product. This fact can facilitate the eco-design of the products and can give quick response to the customer's inquiry on the product's eco-profile. Even though there is the necessity for improvement of process data currently available, the hybrid LCA provides insight into the assessments of the eco-efficiency of the manufacturing process and the environmental impacts of a product. Conclusions and recommendations  As the environmental concerns of the industries increase, the need for environmental data management also increases. LCA shall be a core part of the environmental information system by which the environmental performances of products can be controlled. Hybrid type of LCA is effective in controlling the usual eco-profile of the products in a company. For an industry, in particular electronics, which imports a broad band of raw material and parts, hybrid LCA is more practicable than the classic LCA. Continuous efforts are needed to align input data and keep conformity, which reduces data uncertainty of the system.  相似文献

Aggregation of environmental pressures into a single environmental damage index is a major challenge of eco-efficiency measurement. This article examines how the data envelopment analysis (DEA) method can be adapted for this purpose. DEA accounts for substitution possibilities between different natural resources and emissions and does not require subjective judgment about the weights. Although DEA does not require subjective or normative judgment, soft weight restrictions can be incorporated into the framework. The proposed approach is illustrated by an application to assessing ecoefficiency of road transportation in the three largest towns of eastern Finland.  相似文献

我国生活垃圾产量大但处理能力不足,产生多种环境危害,对其资源化利用能够缓解环境压力并回收资源。为探讨生活垃圾资源化利用策略,综合生命周期评价与生命周期成本分析方法,建立生态效率模型。以天津市为例,分析和比较焚烧发电、卫生填埋-填埋气发电、与堆肥+卫生填埋3种典型生活垃圾资源化利用情景的生态效率。结果表明,堆肥+卫生填埋情景具有潜在最优生态效率;全球变暖对总环境影响贡献最大,而投资成本对经济影响贡献最大。考虑天津市生活垃圾管理现状,建议鼓励发展生活垃圾干湿组分分离及厨余垃圾堆肥的资源化利用策略。  相似文献

Eco-efficiency is a useful guide to dairy farm sustainability analysis aimed at increasing output (physical or value added) and minimizing environmental impacts (EIs). Widely used partial eco-efficiency ratios (EIs per some functional unit, e.g. kg milk) can be problematic because (i) substitution possibilities between EIs are ignored, (ii) multiple ratios can complicate decision making and (iii) EIs are not usually associated with just the functional unit in the ratio’s denominator. The objective of this study was to demonstrate a ‘global’ eco-efficiency modelling framework dealing with issues (i) to (iii) by combining Life Cycle Analysis (LCA) data and the multiple-input, multiple-output production efficiency method Data Envelopment Analysis (DEA). With DEA each dairy farm’s outputs and LCA-derived EIs are aggregated into a single, relative, bounded, dimensionless eco-efficiency score, thus overcoming issues (i) to (iii). A novelty of this study is that a model providing a number of additional desirable properties was employed, known as the Range Adjusted Measure (RAM) of inefficiency. These properties altogether make RAM advantageous over other DEA models and are as follows. First, RAM is able to simultaneously minimize EIs and maximize outputs. Second, it indicates which EIs and/or outputs contribute the most to a farm’s eco-inefficiency. Third it can be used to rank farms in terms of eco-efficiency scores. Thus, non-parametric rank tests can be employed to test for significant differences in terms of eco-efficiency score ranks between different farm groups. An additional DEA methodology was employed to ‘correct’ the farms’ eco-efficiency scores for inefficiencies attributed to managerial factors. By removing managerial inefficiencies it was possible to detect differences in eco-efficiency between farms solely attributed to uncontrollable factors such as region. Such analysis is lacking in previous dairy studies combining LCA with DEA. RAM and the ‘corrective’ methodology were demonstrated with LCA data from French specialized dairy farms grouped by region (West France, Continental France) and feeding strategy (regardless of region). Mean eco-efficiency score ranks were significantly higher for farms with <10% and 10% to 30% maize than farms with >30% maize in the total forage area before correcting for managerial inefficiencies. Mean eco-efficiency score ranks were higher for West than Continental farms, but significantly higher only after correcting for managerial inefficiencies. These results helped identify the eco-efficiency potential of each region and feeding strategy and could therefore aid advisors and policy makers at farm or region/sector level. The proposed framework helped better measure and understand (dairy) farm eco-efficiency, both within and between different farm groups.  相似文献

旅游地是典型的人地关系相互作用的特殊区域,旅游地的生态效率研究是其制定与实施包容性、持续性发展政策与措施的基础。采用基于时间序列、包含非期望产出的SBM-DEA模型方法,构建旅游地生态效率测度模型及评价指标体系,以黄山风景区为例,利用1981—2014年的投入产出数据,测度旅游地复合系统的生态效率,分析其演化特征和阶段,并利用Tobit回归模型对其影响因素进行实证检验。结果表明:(1)34年来,黄山风景区旅游生态效率(综合效率)不断提升,且具较大发展潜力,在分解效率中,技术效率较高,规模效率次之,规模效率是决定综合效率的关键因素;(2)旅游生态效率的演化经历了初期低效、快速成长、成熟高效、下行风险四个阶段,不同阶段效率的特征不同,影响因素也存在差异;(3)旅游生态效率完成了由规模报酬递增向递减的过渡,资源要素的投入冗余已成为现阶段阻碍生态效率的进一步提高的关键因素;(4)旅游发展水平、产业结构和技术水平对生态效率产生显著的正向影响,投资水平产生显著的负向影响,以废弃物末端治理为表征的环保规制对生态效率的提升作用并不显著。文章最后提出,在山岳型风景区发展初期,应尽可能扩大资源要素投入规模,进入成熟阶段后,则转向逐渐控制投入规模,改善技术能力和资源配置能力,摒弃过度依靠资源消耗和环境污染的粗放式发展模式,走精细化、可持续的发展道路。  相似文献

从系统的角度界定了循环经济和矿区循环经济的内涵,提出了煤炭矿区循环经济系统的基本框架,并以能值分析法为基础构建了矿区循环经济系统生态效率评价指标体系与方法。运用所构建的评价指标体系与方法对山东某矿区进行了研究,得出该矿区循环经济系统2007—2011年5年间的能值效率变化趋势图和生态效率指数趋势图,研究结果与该矿区的实际发展趋势基本一致。表明运用能值分析法所建立的评价指标体系具有较强的有效性,并且对煤炭矿区发展循环经济、提高生态效率具有重要指导意义和参考价值。  相似文献
