Many high-elevation lakes in designated wilderness are stocked with native and nonnative fish by state fish and game agencies to provide recreational fishing opportunities. In several areas, this practice has become controversial with state wildlife managers who support historical recreational use of wilderness, federal wilderness managers who assert that stocking compromises some of the ecological and social values of wilderness, and different public groups that support one or the other position. Herein we examine this controversy from the perspective of the 1964 Wilderness Act, its judicial interpretation, the policies of the federal agencies, and formal agreements between federal and state agencies. Although some state stocking programs restore native fish populations, other programs may compromise some of the ecological and social values of wilderness areas. Further, although current federal regulations recognize state authority for fish stocking, judicial interpretation gives federal agencies the authority for direct involvement in decisions regarding fish stocking in wilderness. Where there are differences of opinion between state and federal managers, this judicial interpretation strongly points to the need for improved cooperation, communication, and coordination between state wildlife managers and federal wilderness managers to balance recreational fishing opportunities and other wildlife management activities with wilderness values. Every year, the four federal agencies that manage designated wilderness in the United States receive proposals to implement small‐ and large‐scale ecological restorations within the National Wilderness Preservation System. The combination of climate change with other landscape stressors is driving ecological restoration to be one of the single most important, challenging, and potentially litigious wilderness stewardship issues. In addition, different stakeholders may have strongly divergent views about what the right decision should be, and decisions need to go beyond routine technical and scientific analyses to incorporate a broader range of legal and ethical considerations. We present a framework based on a comprehensive, structured set of scientific, legal, and ethical questions to guide the evaluation of proposals for ecological restoration and other types of ecological intervention in wilderness. This framework of questions is a voluntary tool designed to increase communication and transparency among scientists, managers, and interested publics regarding the trade‐offs and uncertainties of ecological restoration, and promote informed public deliberation in managing the public resource of wilderness.  相似文献

Landscape scale restoration is a common management intervention used around the world to combat ecological degradation. For wilderness managers in the United States, the decision to intervene is complicated by the Wilderness Act's legal mandate to preserve wilderness character and demonstrate managerial restraint (16 U.S.C. § 1131–1136). We assessed the frequency and type of management interventions, specifically actions to manage ecosystems, that have occurred in the National Wilderness Preservation System between 2011 and 2015, including the specific type of intervention, the methods used, the project proponent, and the factors that influenced the decision to act. We sent an online survey to staff members at 527 wilderness units from four federal agencies that manage wilderness and found that management interventions occurred in 37% of wildernesses sampled (n = 210). The greatest frequency of interventions occurred in the National Park Service (75%), and the three most common interventions were vegetation treatments (46%), wildfire (35%), and wildlife restoration projects (18%). Our findings point to a need for greater transparency about information on management interventions. We recommend creating an interagency database to track information on management interventions in wilderness to better understand which actions are occurring and why; such a database could help inform wilderness stewardship decisions while demonstrating best practices for ecological restorations implemented within the constraints of the Wilderness Act.  相似文献

Abstract

Economics is the study of how people allocate scarce resources among competing needs. It is applicable to pest control because managers must often make difficult choices about how to allocate a limited budget among many possible control programmes. Therefore, pest managers are required to make economic decisions, and pest management is not an exclusively biological problem. Economics offers a structured theoretical framework within which pest management issues can be critically examined, and offers quantitative tools to decision-makers faced with complex choices.

Economic theory suggests that individual selfinterested land owners are unlikely to provide pest management services at a level acceptable to the community. This line of analysis provides a justification for active Government involvement in the provision of pest management services. Quantitative tools developed by applied economists assist with the identification of socially desirable public policies, and suggest profitable areas of future research.  相似文献

Natural resource management is more effective when it includes collaboration among numerous stakeholders who bring multiple perspectives to the decision-making process. In particular, many individuals and organizations (e.g., The Wildlife Society) have advocated for decisions to be science-based as a means for improving management outcomes. But there has been little research evaluating the sources, science-based or otherwise, used by natural resource agencies to support decision-making at the state-level within the United States. We surveyed state natural resource agency personnel in all 50 states to assess the sources of information used to make management decisions and the factors that influenced selection of the sources. Approximately 60% of respondents reported using ≥3 different source types when making recommendations. Existing management plans, the peer-reviewed scientific literature, and expert opinion were the most frequently used sources. Perception of source relevance was the most frequent predictor of source use, and the number of management plans a manager had previously written positively predicted the use of management plans, expert opinion, and personal experiences. Ninety percent of respondents reported that increased use of the peer-reviewed literature would or might improve management recommendations. Aspects of academic and agency cultures influenced which articles or journals were used to make recommendations. Our findings indicate managers support the use of peer-reviewed literature as an important component of management decision-making; however, if the goal is to improve the flow of information between scientists and managers, researchers should publish in journals that are readily accessible to managers and present results in a way that clearly articulates relevance to management decisions. © 2021 The Wildlife Society.  相似文献

In the early 20th century, after hundreds of years of gradual decline, the California condor emerged as an object of intensive scientific study, an important conservation target, and a cultural icon of the American wilderness preservation movement. Early condor researchers generally believed that the species' survival depended upon the preservation of its wilderness habitat. However, beginning in the 1970s, a new generation of scientists argued that no amount of wilderness could prevent the condor's decline and that only intensive scientific management - including captive breeding - could save the species from certain extinction. A bitter and highly politicized battle soon developed over how to best preserve the condor. For 5years the condor was extinct in the wild; however, by the time that officials released the first captive-bred birds the condor recovery program had garnered widespread public support, even among its former critics. Today, condor advocates from the scientific and activist communities work together to manage the species and protect its habitat. The condor's story illustrates some of the tensions, problems, and successes that have accompanied the rise of conservation biology as a scientific field and environmental movement in the United States.  相似文献

  1. Identifying critical uncertainties about ecological systems can help prioritize research efforts intended to inform management decisions. However, exclusively focusing on the ecological system neglects the objectives of natural resource managers and the associated social values tied to risks and rewards of actions.
  2. I demonstrate how to prioritize research efforts for a harvested population by applying expected value of perfect information (EVPI) to harvest decisions made with a density‐independent matrix population model. Research priorities identified by EVPI diverge from priorities identified by matrix elasticity analyses that ignore social utility.
  3. Using a density‐dependent harvest model, the value of information about the intrinsic productivity of a population is shown to be sensitive to the socially determined penalty for implementing a harvest rate that deviates from the goal because of imperfection in estimation.
  4. Synthesis and applications. The effect of including social values into harvest decision‐making depends on the assumed population model, uncertainty in population vital rates, and the particular form of the utility function used to represent risk/reward of harvest. EVPI analyses that include perceived utility of different outcomes can be used by managers seeking to optimize monitoring and research spending. Collaboration between applied ecologists and social scientists that quantitatively measure peoples'' values is needed in many structured decision‐making processes.

The implementation of sustainable management plans for protected areas is one of the main challenges for public institutions. These plans involve public participation and the assessment of social benefits provided by these open spaces. This work proposes the use of choice experiments methodology for the evaluation of management alternatives for a protected area. The case study within this work is El Valle and Carrascoy Natural Park, which is included in the Natura 2000 Network. This Protected Natural Area (PNA) is located in a peri-urban area; thus, it combines high natural values and high anthropic pressure. A Choice Experiment (CE) was designed through consultation with the Park managers and technicians, and it was applied to a representative sample of the population within the Region of Murcia (South-Eastern Spain). CE allowed an estimation of the value of different management alternatives, classified according to the three main sustainability areas: social; economic; and, environmental. The results show population's demand for environmental management alternatives, such as protection of flora and fauna and promotion of ecotourism, as well as a rejection of quarrying in the PNA. The economic values estimated allow the proposal of a distribution of the annual budget of the PNA according to the social demand.  相似文献

Whereas past wolf management in the United States was restricted to recovery, managers must now contend with publicly contentious post-recovery issues including regulated hunting seasons. Understanding stakeholder concerns associated with hunting can inform stakeholder engagement, communication, and policy development and evaluation. Social identity theory (SIT) has been used to understand how groups interact, why they conflict, and how collaboration may be achieved. Applying SIT to stakeholder conflicts about wolf hunting may help delineate groups according to their concern about, support for or opposition to the policy choice of hunting wolves. Our objective was to assess concerns about hunting as a tool to resolve conflict in Michigan, using SIT as a framework. We used a mixed-modal sampling approach (e.g., paper, Internet) with wolf hunting-related public meeting participants in March 2013. Survey questions focused on 12 concerns previously identified as associated with hunting as a management tool to resolve conflict. Respondents (n  =  666) cared greatly about wolves but were divided over hunting wolves. Wolf conflicts, use of science in policy decisions, and maintaining a wolf population were the highest ranked concerns. Principle components analysis reduced concerns into three factors that explained 50.7% of total variance; concerns crystallized over justifications for hunting. General linear models revealed a lack of geographic influence on care, fear and support for hunting related to wolves. These findings challenge assumptions about regional differences and suggest a strong role for social identity in driving dichotomized public perceptions in wildlife management.  相似文献

For successful ecosystem management and biodiversity conservation, in addition to ecological and evolutionary processes, we need to consider social and economic influences on the management target. Here, we introduce several theoretical models that address economic and social aspects of the human society which are closely related to ecosystem management. The first model analyzes economic decisions on the use of the common fishing ground in Jeju Island, Korea, by traditional divers and tourists. We observe that the way the number of tourists increases with the availability of resources strongly influences how benefits are distributed among fishing ground stakeholders. The second model discusses activities that raise public awareness about biodiversity, which will help maintain public support for conservation in the future. Based on control theory, we derive the optimal investment in these activities to maximize the long-term quality of the conservation target. The third model analyzes punishment scheme as a mechanism to enforce people to follow the regulation on the use of common resource. An important aspect of successful management is “graduated punishment”, in which the severity of the punishment applied to deviators gradually increases with the amount of harm caused by deviation from the rule. We show that graduated punishment is the most efficient way to ensure cooperation when evaluation errors are unavoidable and when people are heterogeneous with respect to the sensitivity to utility differences. We conclude that socio-economic aspects related to ecosystem management are promising research foci of theoretical ecology.  相似文献

Management of invasive species often raises substantial conflicts of interest. Since such conflicts can hamper proposed management actions, managers, decision makers and researchers increasingly recognize the need to consider the social dimensions of invasive species management. In this exploratory study, we aimed (1) to explore whether species’ taxonomic position (i.e. animals vs. plants) and type of invaded landscape (i.e. urban vs. non-urban) might influence public perception about the management of invasive species, and (2) to assess the potential of public awareness to increase public support for invasive species management. We reviewed the scientific literature on the conflicts of interest around the management of alien species and administered two-phased questionnaires (before and after providing information on the target species and its management) to members of the public in South Africa and the UK (n = 240). Our review suggests that lack of public support for the management of invasive animals in both urban and non-urban areas derives mainly from moralistic value disagreements, while the management of invasive plants in non-urban areas mostly causes conflicts based on utilitarian value disagreements. Despite these general trends, conflicts are context dependent and can originate from a wide variety of different views. Notably, informing the public about the invasive status and negative impacts of the species targeted for management appeared to increase public support for the management actions. Therefore, our results align with the view that increased public awareness might increase the public support for the management of invasive species, independent of taxonomic position and type of landscape.  相似文献

生态系统服务管理作为生态系统管理的优化方式,是生态学研究的前沿方向。湖泊生态系统服务管理是指综合利用生态学、经济学、社会学和管理学等学科知识,对影响湖泊生态系统结构、过程、功能的关键因子进行调控,提高湖泊生态系统服务供给水平和供给能力的过程。近年来国内外学者针对湖泊生态系统服务内涵、分类、经济价值评估等方面开展了大量研究,极大地促进了湖泊生态系统服务从认知走向管理实践。然而,现有研究在开展湖泊生态系统服务价值评估时多忽略生态系统服务受益者和生态系统特征对生态系统服务的边际影响分析,无法揭示生态系统服务空间流动和转移特征及生态系统服务时空权衡关系,制约了生态系统服务研究与管理决策和政策设计结合。在综述湖泊生态系统服务定量评估方法的基础上,认为通过生态系统服务受益者分析确定湖泊生态系统最终服务,并通过构建生态生产函数确定湖泊生态系统服务权衡关系及湖泊生态系统特征对生态系统最终服务的边际影响,是生态系统服务走向管理实践和政策设计的科学依据,可以确保生态、社会、经济可持续发展。  相似文献

Incorporating science into resource conservation and management is becoming increasingly important, but it is not yet clear how to provide information to decision makers most effectively. To evaluate sources of information used to support the management and conservation of California’s riparian bird habitat, we distributed a questionnaire to restoration practitioners and public and private land managers. We asked respondents to rate the importance and availability of different sources of information they use to inform their decisions. Synthetic reviews and peer-reviewed publications both received high importance and availability ratings. Web-based tools received low importance and availability ratings. One-on-one interactions between ecologists and decision makers received high importance ratings, similar to those of peer-reviewed publications and synthetic reviews, but their availability was rated lower than any other method of decision support. Our results suggest that the decision makers we surveyed are already using a wide variety of information, but that prioritizing one-on-one interactions between scientists and decision makers will enhance the delivery of all sources of information.  相似文献

The ultimate body size that an individual fish achieves can be a function both of direct effects of growth or indirect effects associated with the timing of sexual maturation (and associated energetic tradeoffs). These alternatives are often invoked to explain variation in body size within and among fish populations, but have rarely been considered simultaneously. We assessed how resource availability and timing of maturation interact to influence individual body size of bluegill (Lepomis macrochirus). Resource availability (high and low food) and the social structure of the population (presence or absence of large, mature males) were varied in experimental ponds. Food ration affected growth (larger fish in the high food treatments) and the social structure of the population affected timing of maturation (early maturation of males in the absence of large males). Treatment effects, however, were sex-specific; males responded to the social structure of the population and females were more responsive to resource availability. We also found individuals that became sexually mature were smaller than those that remained immature, although results were sex-specific and resource dependent. For males, individuals that matured were smaller when resources were limited; mature and immature females showed no difference in body size regardless of food ration. We show that both resource availability and the processes that control timing of maturation interact in sex-specific ways to influence body size of bluegill. These results suggest that a more robust explanation for variable body size requires consideration of sex-specific interactions between ecological (food and growth) and evolutionary (timing of maturation) mechanisms.  相似文献

Biodiversity conservation strategies that overlook the interests of local people are prone to create conflicts. The ecosystem service approach holds potential for more comprehensively integrating the social dimension into decision-making in protected areas, but its implementation in conservation policies is still in its infancy. This research assesses the extent to which ecosystem services have been implemented in conservation strategies in protected areas. The study was conducted in two outstanding Spanish protected areas, covering a wetland (Doñana Natural and National Parks) and a Mediterranean mountain system (Sierra Nevada Natural and National Parks). Data were collected from deliberative workshops with managers and researchers, face-to-face surveys with users and a review of management plans. We found that, beyond intrinsic values of ecosystems and biodiversity, these areas provide multiple ecosystem services that deserve further attention to ensure their sustained delivery. Our research shows that environmental managers and researchers have different perceptions and priorities regarding ecosystem services management compared with ecosystem service users. Environmental managers and researchers in both protected areas perceived that human-nature relationships and ecosystem services are already widely included in management plans, if often not explicitly. We found that different ecosystem service categories receive uneven attention in management plans. These contained measures to manage provisioning and cultural services whereas measures for managing regulating services were perceived to be largely absent. We conclude by summarizing insights on how the ecosystem service approach may enhance the consideration of social interests in the management of management protected areas.  相似文献

Although most wildlife professionals agree that science should inform wildlife management decisions, disconnect still exists between researchers and managers. If researchers are not striving to incorporate their findings into management decisions, support for research programs by managers can wane. If managers are not using research findings to inform management decisions, those decisions may be less effective or more vulnerable to legal challenges. Both of these situations can have negative consequences for wildlife conservation. We outline a collaborative research-management approach to bridging the gap between wildlife managers and researchers. We describe differences in perspectives, perceptions, and priorities between managers and researchers; outline how and why the divide between researchers and managers has likely occurred and continues to grow; and present specific strategies and recommendations to foster stronger collaborations between managers and researchers. We advocate increased synergy between managers and researchers based on a shared vision of conservation and a collaborative structure that rewards researchers and managers. Most importantly, we suggest that relationships and communication between managers and researchers must be established early in research development and decision-making processes, fostering the trust needed for collaboration. Institutions and agencies can facilitate these relationships by creating opportunities and incentives for integrating collaborative research into management decisions. We suggest this approach will strengthen ties between researchers and managers, increase relevance of research to management decisions, promote effectiveness of management decisions, reduce legal challenges, and ultimately produce positive, tangible, and lasting effects on wildlife conservation. © 2019 The Wildlife Society.  相似文献

Background

Case management programs for chronically ill, homeless people improve health and resource utilization by linking patients with case managers focused on improving management of medical and psychosocial problems. Little is known about participants’ perspectives on case management interventions.

Methods

This qualitative study used in-depth, one-on-one interviews to understand the impact of a case management program from the perspective of participants. A standardized interview guide with open-ended questions explored experiences with the case management program and feelings about readiness to leave the program.

Results

Four recurrent themes emerged: (1) Participants described profound social isolation prior to case management program enrollment; (2) Participants perceived that caring personal relationships with case managers were key to the program; (3) Participants valued assistance with navigating medical and social systems; and (4) Participants perceived that their health improved through both the interpersonal and the practical aspects of case management.

Conclusions

Chronically ill, homeless people enrolled in a case management program perceived that social support from case managers resulted in improved health. Programs for this population should consider explicitly including comprehensive social support interventions. Further research on case management should explore the impact of different types of social support on outcomes for homeless chronically ill patients.  相似文献

The current global fisheries crises have immense implications for the health and viability of animal populations, as well as the ecosystems and habitats that support this biodiversity. These crises have provoked a wide variety of management solutions and alternatives that are closely aligned with other small-scale resource extraction conservation approaches, but have been analyzed separately from the common-pool resource management literature. We summarize findings from an analysis of progressive small-scale fisheries worldwide and find that solutions arise from a historical trial and error management process as problems become dire. We find high success in the social organization and regulation of resources among these progressive fisheries but poor evidence for improved ecosystems. Based on evidence provided by the most progressive fisheries, we suggest a change in policy towards the management of small-scale fisheries. This change includes four major avenues of problem solving that focus on facilitating socio-ecological processes rather than primarily promoting a high level of quantitative science and implementing findings, technological concepts, or tools. Adoption is often culturally and context specific and, therefore, the above often have poor success when not socially integrated. We encourage facilitating and catalyzing local-level adoption of rules that create limits to appropriation and technology, since it is increasingly recognized that such limits are key solutions to the threats. This will be achieved if policy and actions (1) encourage professionalism (formation of “societies”, setting standards, certification, self-policing, appropriate technology, etc.), (2) create forums where all opinions about solutions, the status of targeted species, and environmental requirements are represented, (3) promote social rules that consider the realities and limits of the households and local social economy, and (4) craft solutions tailored to the specific and agreed upon diagnoses. We predict that as this socio-ecological process matures, it will also increase the inclusiveness of resource management goals to include non-use factors, such as biodiversity and other ecosystem services, which are still poorly evaluated and managed in even the most progressive small-scale fisheries.  相似文献

Natural resource professionals in the United States recognize that climate-induced changes in phenology can substantially affect resource management. This is reflected in national climate change response plans recently released by major resource agencies. However, managers on-the-ground are often unclear about how to use phenological information to inform their management practices. Until recently, this was at least partially due to the lack of broad-based, standardized phenology data collection across taxa and geographic regions. Such efforts are now underway, albeit in very early stages. Nonetheless, a major hurdle still exists: phenology-linked climate change research has focused more on describing broad ecological changes rather than making direct connections to local to regional management concerns. To help researchers better design relevant research for use in conservation and management decision-making processes, we describe phenology-related research topics that facilitate “actionable” science. Examples include research on evolution and phenotypic plasticity related to vulnerability, the demographic consequences of trophic mismatch, the role of invasive species, and building robust ecological forecast models. Such efforts will increase phenology literacy among on-the-ground resource managers and provide information relevant for short- and long-term decision-making, particularly as related to climate response planning and implementing climate-informed monitoring in the context of adaptive management. In sum, we argue that phenological information is a crucial component of the resource management toolbox that facilitates identification and evaluation of strategies that will reduce the vulnerability of natural systems to climate change. Management-savvy researchers can play an important role in reaching this goal.  相似文献
