Implications of Fire Policy on Native Land Use in the Yukon Flats, Alaska   总被引:1,自引:0,他引:1  
Through a process of participatory mapping, this research assessed the impacts of the 1984 change in Alaska fire policy from one of exclusion to one of management on Native land use in the Yukon Flats National Wildlife Refuge. Findings suggest that while the change in policy has had little measurable effect on community land use the continued suppression of fire on Native owned lands is having a direct impact on the current availability of wildlife resources to the point of necessitating territorial expansion among Native resource users. However, given the complexity of human nature, the impacts associated with the 1984 policy change should not be reduced to a simplistic cause-and-effect relationship. Rather this analysis demonstrates the interaction as well as the contradiction that occur between policy, culture, and ecology as these factors together have come to influence Native land use.  相似文献

Today, the search for new energy sources continues unabated throughout the North. At the same time, scientists are increasingly concerned over the degradation of the Arctic and sub-Arctic environment stemming from fossil fuel and other large-scale energy projects already underway. Similar apprehensions are expressed by indigenous peoples who have often suffered from the impact of such development. While the most dramatic evidence of environmental devastation and social disruption is found in the Russian North, serious problems are by no means confined to that area alone. Nor are these negative effects necessarily limited to the borders of the country in which they originated. Indeed, the deleterious environmental impact of our global industrial economy has become sufficiently profound that social analysts are beginning to ask whether development strategies that cause such harm to the Arctic and sub-Arctic region should continue; and if not, what should replace them. This article addresses these issues as they relate to questions of sustainability, equity, political empowerment, and human rights in northwest Siberia and northern North America.  相似文献

Resurgent protectionists advocate a return to strict nature protection characterized by excluding most people from ecologically fragile areas. Certain groups of indigenous residents, namely those with low population densities, simple technologies, and subsistence economies, are seen as conservation friendly, but groups who are experiencing demographic growth, using Western technologies, and producing for the market are perceived as incompatible with biodiversity conservation. Using insights from common property theory as well as ethnographic observations of the Huaorani Indians of Ecuador, I illustrate how such assumptions constitute a conservation Catch-22 in which cultural conditions deemed compatible with biodiversity conservation are precisely those from which we would not predict conservationist practices to emerge. Romanticized conditions deemed harmonious with nature lack the incentives necessary for people to develop conservationist practices. Conservation is not a state of being, but a social process inextricably linked to social and political institutions influencing resource management.  相似文献

Marine mammals are important sources of food for indigenous residents of northern Alaska. Changing sea ice patterns affect the animals themselves as well as access to them by hunters. Documenting the traditional knowledge of Iñupiaq and Yupik hunters concerning marine mammals and sea ice makes accessible a wide range of information relevant to understanding the ecosystem to which humans belong. We interviewed hunters in 11 coastal villages from the northern Bering Sea to the Beaufort Sea. Hunters reported extensive changes in sea ice and weather that have affected the timing of marine mammal migrations, their distribution and behaviour and the efficacy of certain hunting methods. Amidst these changes, however, hunters cited offsetting technological benefits, such as more powerful and fuel-efficient outboard engines. Other concerns included potential impacts to subsistence hunting from industrial activity such as shipping and oil and gas development. While hunters have been able to adjust to some changes, continued environmental changes and increased disturbance from human activity may further challenge their ability to acquire food in the future. There are indications, however, that innovation and flexibility provide sources of resilience.  相似文献

There are two broadly conceptualized ways in which conservation knowledge may evolve: the depletion crisis model and the ecological understanding model. The first one argues that developing conservation thought and practice depends on learning that resources are depletable. Such learning typically follows a resource crisis. The second mechanism emphasizes the development of conservation practices following the incremental elaboration of environmental knowledge by a group of people. These mechanisms may work together. Following a perturbation, a society can self-organize, learn and adapt. The self-organizing process, facilitated by knowledge development and learning, has the potential to increase the resilience (capability to absorb disturbance and reorganize while undergoing change) of resource use systems. Hence, conservation knowledge can develop through a combination of long-term ecological understanding and learning from crises and mistakes. It has survival value, as it increases the resilience of integrated social--ecological systems to deal with change in ways that continue to sustain both peoples and their environments.  相似文献

Starting in 1978, a vigorous conservation policy was established in Estado Amazonas, then the still remote and isolated southernmost part of Venezuela, covering approximately 175 750 km2. At present, four national parks, 17 natural monuments and one biosphere reserve exist in the Venezuelan Amazon, including approx. 92 000 km2; furthermore, since January 1978 all commercial logging activities, and since June 1989 all commercial mining activities have been legally banned in the Venezuelan Amazon. With more than 50% of the entire state now under protection and a population density still as low as 0.6 inhabitants/km2, one would assume that the environmental future of this region looks very bright. There are, however, a number of serious problems menacing this optimistic view: in the first place, the local population, both indigenous and immigrated, does not sincerely support this protection policy, especially with reference to the prohibition of mining and logging activities, which is considered to undermine the economic development of the region; second, none of the protected areas have been provided with a management plan, and the national authority in charge of the reinforcement of these protected areas is hopelessly understaffed, although not lacking funds; third, the establishment of guerrilla in many areas bordering Estado Amazonas on the west has caused increasing corruption of local authorities favoring illegal invasions by miners and other traders into the relatively quiet Venezuelan hinterland, often included in one of the protection categories mentioned above. During the last decade, there has been considerable interest from the international community to reinforce Venezuela's protection capacities in Estado Amazonas; especially, the World Bank, the European Union, the Spanish and German cooperation agencies have offered substantial support towards this goal. The success of these efforts, however, will depend mainly upon the political willingness of the new government to transform the many decrees now on paper into reality, and to resume seriously the role of regional leader in environmental concern which it held 20 years ago.  相似文献

Overintensification and subsidies have long made American commodity farmers the enemy of conservationists. Yet, environmental conditions are improving in the Mississippi Delta where farmer-based groups, water management districts and conservation organizations have improved environmental quality and redefined the role of agriculture in environmental preservation. This work is all the more remarkable given the region’s deeply conservative politics that discourage regulation. This paper examines this mainstreaming of environmental values in light of debates on the role of the state in fostering environmental subjectivities. Following cultural examinations of the state, we caution that the presence or retreat of the state is insufficient to understanding environmental subjectivities. Instead, an ethnographic focus is necessary to identify connections between the state and particular human-environment relations. In the Delta, this focus shows that local environmentalism is consonant with a politics of unsustainability, one that simultaneously advances radical ecological change and defense of the region’s social hierarchies.

This paper shows that the Huaorani Indians of the Ecuadorian Amazon possess a long-standing common property management regime fostered by secure ownership status of the land, the small size and kinship ties of residence groups, the existence of mutual trust and reciprocity, and culturally sanctioned rules of behavior. This regime, however, was focused on maintaining harmonious relationships between residents of the nanicabo and not on resource conservation (although it may have fostered epiphenomenal conservation). It cannot be presumed that communal management of resources invariably leads to conservation; other factors need to be present, such as a perception of resource scarcity. The common property regime was designed for a situation of plentiful resources, low population density, clear membership, and behaviors held in check by respect for kin and the desire for good standing. It was a sufficient and simple system for delimiting common property resources from private property, based on implicit social boundaries and cultural understandings. Now, confronted by powerful external forces, population growth, and intermarriage with non-Huaorani, the system is faltering. Conservationist practices, however, can be encouraged by adapting the earlier system to reflect current conditions.  相似文献

Lessons in conservation are often seen as resulting from cycles of overexploitation and subsequent depletion of resources, followed by catastrophic consequences of shortage and starvation, and finally, development of various strategies, including privatization of the commons, to conserve remaining resource stocks. While such scenarios have undoubtedly occurred on many occasions, we suggest that they are not the only means by which people develop conservation practices and concepts. There are other pathways leading to ecological understanding and conservation, which act at a range of scales and levels of complexity. These include: lessons from the past and from other places, perpetuated and strengthened through oral history and discourse; lessons from animals, learned through observation of migration and population cycles, predator effects, and social dynamics; monitoring resources and human effects on resources (positive and negative), building on experiences and expectations; observing changes in ecosystem cycles and natural disturbance events; trial and error experimentation and incremental modification of habitats and populations. Humans, we believe, are capable of building a sophisticated conservation ethic that transcends individual species and resources. A combination of conservation knowledge, practices, and beliefs can lead to increasingly greater sophistication of ecological understanding and the continued encoding of such knowledge in social institutions and worldview.  相似文献

This article describes a practicum experience developed between a conservation organization (The Nature Conservancy) and a medical school (The Faculty of Medicine at Mulawarman University in East Kalimantan). Through this practicum, groups of medical students from Mulawarman have assisted with baseline and follow-up community evaluations in remote villages along the Kelay River, Berau District. These evaluations were done in conjunction with the Kelay Conservation Health Program, a program designed to improve health and healthcare for local people, mostly former hunter–gatherers, in an area of rainforest that the conservation organization seeks to protect. Besides gaining experience in community health assessment, through this practicum medical students also gained field experience and knowledge in rural and remote area health and healthcare in Indonesia and had an opportunity to explore linkages between conservation and health. At the conclusion of their time with the program, participating students also presented individual problem-based reports on relevant topics to students and faculty at the Medical School and to the District Health Department. This partnership between a conservation agency and a medical school in a developing country is unusual, but has been very well received by all stakeholders involved. Because of this, Mulawarman is now planning to make Kelay into a formal training site for its students. This experience may serve as a model for other groups interested in promoting ecosystem health education to future health professionals in the developing world.  相似文献

The eastern portion of the Camargue in southern France is divided into two parts: a natural wetland area of 2800 ha and an agricultural area of 5045 ha. In 1984 and 1989, a new protected area (1000 ha) was created on two contiguous former hunting estates. Analysis of aerial photographs (1968–1998) in conjunction with a field survey revealed, from 1984 to 1998, an increase of management for waterfowl hunting in natural wetlands located on the periphery of the new reserve, and a similar increase in the agricultural area amongst residual wetlands and former rice fields. Based on monthly aerial censuses, the size of the waterfowl population in the winter increased in this part of the delta by a factor of 3.8 following the creation of the reserve. Our results suggest that the creation of a reserve on former hunting estates resulted in greater attractiveness for ducks but also in the development of commercial hunting activity around the edge. This development increased fragmentation and uniformity of natural areas, including the loss of the unique Cladium mariscus habitat in the Camargue and resulted in the spatial expansion of waterfowl hunting areas in agricultural areas. It is associated with an increase in financial profit from waterfowl hunting. Our study highlights unexpected costs for nature conservation associated with the creation of a reserve. It illustrates the need for new models of wetland conservation where protection goals are not restricted to reserves, but also integrate conservation and economic development outside the protected areas.  相似文献

1 We investigated the effects of grazing by black brant geese on Carex subspathacea lawns on the Yukon-Kuskokwim delta, Alaska.
2 We compared variation in growth and forage quality in both grazed and temporarily exclosed sites to determine responses of C. subspathacea to grazing at landscape scales within two nesting colonies that had experienced different population dynamics over recent decades.
3 Landscapes differed in forage quality, grazing patterns, and in the effect grazing had on C. subspathacea forage characteristics. We found no effect of grazing on net above-ground primary productivity ( NAPP ) over a wide range of natural grazing intensities at the landscape scale.
4 No differences in forage quality, NAPP , or response of C. subspathacea growth rates to grazing pressures could be detected between colonies. This suggests that goose grazing does not have deleterious effects on C. subspathacea in this ecosystem.
5 It has been suggested that gosling growth rates are sensitive to seasonal declines in forage availability and quality. Spatial variation in forage quality and availability per sampled area exceeded seasonal variation in these characteristics and is likely to have dramatic effects on gosling growth and recruitment rates.  相似文献

Hunting by Iban forest farmers in West Kalimantan, Indonesia, is an important part of their subsistence economy, and as such became a focus of study as part of a conservation project in the Danau Sentarum Wildlife Reserve. In this paper, we examine Iban hunting of nonhuman primates with comparison to other large mammals. We analyze rates of encounter and capture, comparing encounters, hunting trips, and animal numbers. Information on habitats hunted shows the importance of secondary and old growth forest. Also examined are Iban attitudes, game preferences, and taboos. The significance of these findings is discussed with regard to the threats to wildlife from increases in the use of shotguns, human population, and habitat destruction, showing that conservation may be aided by promoting or enhancing certain aspects of the traditional Iban agroforestry system.  相似文献

The flux of CO2 and CH4 from lakes and rivers in arctic Alaska   总被引:3,自引:2,他引:3  
Partial pressures of CO2 and CH4 were measured directly or calculated from pH and alkalinity or DIC measurements for 25 lakes and 4 rivers on the North Slope of Alaska. Nearly all waters were super-saturated with respect to atmospheric pressures of CO2 and CH4. Gas fluxes to the atmosphere ranged from −6.5 to 59.8 mmol m−2 d−1 for CO2 and from 0.08 to 1.02 mmol m−2 d−1 for CH4, and were uncorrelated with latitude or lake morphology. Seasonal trends include a buildup of CO2 and CH4 under ice during winter, and often an increased CO2 flux rate in August due to partial lake turnover. Nutrient fertilization experiments resulted in decreased CO2 release from a lake due to photosynthetic uptake, but no change in CO2 release from a river due to the much faster water renewal time. In lakes and rivers the groundwater input of dissolved CO2 and CH4 is supplemented by in-lake respiration of dissolved and particulate carbon washed in from land. The release of carbon from aquatic systems to the atmosphere averaged 24 g C m−2 y−1, and in coastal areas where up to 50% of the surface area is water, this loss equals frac 1/5 to 1/2 of the net carbon accumulation rates estimated for tundra.  相似文献

Conservation strategies for whole communities at the landscape scale have rarely been able to take into account genetic diversity because of the number of species involved. However, if species can be grouped together by geographic distribution of genetic diversity and patterns of relatedness, then landscape and genetic conservation might be more effectively combined to cope with problems of fragmentation. We report on a study that measures how genetic diversity is distributed at national and regional scales in four unrelated species of calcareous grassland insects. Samples were obtained from sites within six UK calcareous grassland regions. Genetic diversity was measured using mtDNA sequencing (four species) and allozyme analysis (two of the four species). A striking difference in mtDNA diversity was found between the chrysomelid beetle Aphthona herbigrada (23 haplotypes; mean per region 5.5) and the cicadellid bug Batracomorphus irroratus (27 haplotypes; mean per region 6.2), with high haplotype richness, and the brown argus butterfly Aricia agestis (4 haplotypes; mean per region 1.7) and the cistus forester moth Adscita geryon (5 haplotypes; mean per region 2.4) with low. At the UK scale, patterns of diversity were species specific with no general conservation strategy emerging for the community. However, there was little differentiation among regions and any splitting into more than one management unit was not clearly justified, questioning whether distribution of genetic diversity should be a concern at this spatial scale.  相似文献

The Yukon Delta, a low alluvial tundra in western Alaska, has more than 105 thaw-basin ponds within its 70000 km2 area. In 1984 and 1985, 68 ponds in three interior areas of the Delta were surveyed to determine limnological features, macroinvertebrate fauna, and trophic character. Ponds ranged up to 90 ha in area, 2 m in depth, and 17 m in elevation, and occurred in various temporal stages of growth and senescence. Among the 18 major invertebrate taxa collected, in order of decreasing frequency of occurrence, Trichoptera, Hemiptera, Diptera, Pelecypoda, Isopoda, Coleoptera, Gastropoda, and Oligochaeta were found in over 50% of the ponds. Trichoptera, the only taxon occurring in all ponds, was represented by 22 species of 6 families. The average Delta pond had 6.6 of the nine more common taxa. This measure of faunal richness was similar among study areas but was higher in low-tundra (sea level) ponds and in older ponds on raised tundra. In comparison, lentic invertebrate communities in five other areas of Alaskan and Canadian tundra had fewer taxa and also lower average richness based on occurrence of the same nine taxa.  相似文献

Early to Late Silurian (Llandovery‐Ludlow) body and trace fossils from the Heceta Formation of southeastern Alaska are preserved in the oldest widespread carbonates in the Alexander terrane. These fossils represent the earliest benthos to inhabit diverse shallow and deep subtidal environments in the region and are important indicators of early stages in benthic community development within the evolving Alexander arc. The ichnofossils are particularly significant because they add to a small but growing body of knowledge about trace fossils in deep‐water carbonates of Paleozoic age.

Carbonate turbidites that originated along a deep marine slope within the arc yield a low‐diversity suite of trace fossils consisting of five distinct biogenic forms. Simple burrows (Planolites, two forms), ramifying tunnels (Chondrites), and tiny cylindrical burrows (?Chondrites) represent the feeding activities (fodinichnia) of pre‐turbidite animals that burrowed in the lime mud before the influx of coarser sediment deposited by turbidity currents. These trace fossils are associated locally with cross‐cutting burrows created as domichnia (Palaeophycus). Rarer hypichnial burrows and endichnial traces were created by post‐turbidite animals that fed soon after the deposition of coarse detritus from turbidity flows.

Trace fossils in these deposits reflect much lower diversity levels than in Paleozoic siliciclastic turbidites. This difference may represent unfavorable environmental conditions for infaunas, differential preservation, or significant paleogeographic isolation of the Alexander terrane during the Silurian. Greater utilization of trace fossils in terrane analysis may help to resolve this issue and provide new data for reconstructing the paleogeography of circum‐Pacific terranes.  相似文献

It is now difficult to manage the semi-natural groupings of heathland because of the tendency for succession towards forest stages.Several experiments were conducted in the Hautes Fagnes region (Belgium). After the vegetation was mapped, plots were treated by mowing, burn-beating, and burning.The changing floristic composition was followed from 1972 to 1980 in permanent quadrats.
