2004年是生物多样性公约实施10周年。中国于1993年1月7日作为第7个国家正式加入“公约”。接着就由国家环境保护总局牵头组建国家履约协调组和许多联络点,下设办公室负责日常工作。可见,国家对生物多样性工作的重视和认真的态度。10年来,中国在履约方面做了大量工作,成绩显著。例如,完成了“中国生物多样性国情研究报告”和“中国生物多样性保护行动计划”等一大批重要文件,建立了“生物多样性委员会”、“生物多样性保护基金会”和相应的科学与教育部门,开展了许多科研项目和讲授相关的课程,出版了系列丛书和“中国生物多样性”学术刊物,重视开展学术交流,建立了生物多样性数据库和相关的管理政策,生物多样性保护实体和产业日益增加和发展等就是明显的事例。履约10年的经验在于下列三个方面(1)保护和发展必须密切结合;(2)“统一协调、分散管理”的方针需要进一步完善;(3)基础性和综合性研究需要加强。展望未来,只有在加强基础和综合研究以及提高管理水平方面下一番功夫,履约工作才能取得更大的成绩。  相似文献

1992年6月联合国环境与发展大会(UNCED)通过了具有里程碑意义的《生物多样性公约》, 至今已经20年。在此期间, 中国1993年建立了履行《公约》的国家协调机制, 1995-1997年实施了“中国生物多样性国情研究”, 2007-2010年编制了《中国生物多样性保护国家战略与行动计划》, 2011年建立了“中国生物多样性保护国家委员会”, 并针对《生物多样性公约》的目标, 实施了多项生物多样性研究和保护行动, 包括森林、草原、荒漠、湿地、海洋等自然生态系统保护; 物种资源调查、编目、数据库建设以及珍稀濒危物种保护; 外来入侵种防治与转基因生物生态风险评估等。同时, 在生物多样性本底查明、监测体系建立、就地保护、遗传资源获取与惠益分享、传统知识的保护与应用等方面还存在很多挑战, 为此, 本文有针对性地提出了区域生物多样性本底查明、就地保护和遗传资源及相关传统知识获取与惠益分享等未来重点研究方向。  相似文献

With the current loss of biodiversity and threats to freshwater ecosystems, it is crucial to identify hot-spots of biodiversity and on which spatial scale they can be resolved. Conservation and management of these important ecosystems needs insight into whether most of the regional biodiversity (i.e. γ-diversity) can be found locally (i.e. high α-diversity) or whether it is distributed across the region (i.e. high β-diversity). Biodiversity patterns of benthic macroinvertebrates and diatoms were studied in 30 headwater streams in five Swedish catchments by comparing the relative contribution of α- and β-diversity to γ-diversity between two levels of stream habitat hierarchy (catchment and region level). The relationship between species community structure and local environmental factors was also assessed. Our results show that both α- and β-diversity made a significant contribution to γ-diversity. β-diversity remained relatively constant between the two levels of habitat hierarchy even though local environmental control of the biota decreased from the catchment to the region level. To capture most of headwater γ-diversity, management should therefore target sites that are locally diverse, but at the same time select sites so that β-diversity is maximized. As environmental control of the biota peaked at the catchment level, the conservation of headwater stream diversity is likely to be most effective when management targets environmental conditions across multiple local sites within relatively small catchments.  相似文献

生物多样性丧失已经成为全球重大环境问题之一,重要区域或重要物种的识别是制定和实施保护计划的首要步骤,生物多样性保护的优先性研究成为保护生物学研究的焦点之一。优先保护的概念很早就被提出,保护国际(Conservation International,CI)一直倡导的热点地区途径受到国际社会的重视,生物多样性重要区域(KBAs)可以是综合的,也可以是单一类群的重要区域,如不同的国家已经开展了鸟类重要区域(important bird areas,IBAs)、植物重要区域(important plants areas,IPAs)、蝴蝶重要区域(prime butterfly areas,PBAs)和两栖爬行动物重要区域(important amphibians and reptiles areas,IARAs)等的识别研究工作。集中力量优先保护一些重要的地区是目前生物多样性保护较为现实和高效的途径。以佛得角群岛(the Cape Verde Islands)、意大利(Italy)、荷兰(the Netherlands)分别依据动物、植物单一类群或多个类群组合进行生物多样性重要区域识别为例,介绍了几个国家的生物多样性重要区域识别经验,概述国内在生物多样性重要区域识别领域的研究现状,详细介绍了海南岛生物多样性保护优先区识别案例,同时以国务院2010年批准实施的《中国生物多样性保护战略与行动计划(2011—2030年)》划定的32个陆地生物多样性保护优先区为例,提出中国未来应全面开展生物多样性本底调查,在充分获取生物多样性分布数据的基础上,依据植被类型和物种多样性以及受威胁因素等,在32个陆地生物多样性保护优先区内进一步客观准确地识别生物多样性重要区域(热点中的热点或重要区域中的重要区域),为中国未来的保护地规划、生物多样性监测、政策制定等提供科学支撑。  相似文献

We performed a bibliometric analysis of published biodiversity research for the period of 1900–2009, based on the Science Citation Index (SCI) database. Our analysis reveals the authorial, institutional, spatiotemporal, and categorical patterns in biodiversity research and provides an alternative demonstration of research advancements, which may serve as a potential guide for future research. The growth of article outputs has exploded since the 1990s, along with an increasing collaboration index, references, and citations. Ecology, environmental sciences, biodiversity conservations, and plant science were most frequently used subject categories in biodiversity studies, and Biological Conservation, Journal of Soil and Water Conservation, Conservation Biology and Biodiversity and Conservation were most active journals in this field. The United States was the largest contributor in global biodiversity research, as the U.S. produced the most single-country and collaborative articles, had the greatest number of top research institutions, and had a central position in collaboration networks. We perceived an increasing number of both internationally collaborative and inter-institutionally collaborative articles, with the latter form of collaboration being more prevalent than the former. A keyword analysis found several interesting terminology preferences, confirmed conservation’s central position as a topic in biodiversity research, revealed the adoption of advanced technologies, and demonstrated keen interest in both the patterns and underlying processes of ecosystems. Our study reveals patterns in scientific outputs and academic collaborations and serves as an alternative and innovative way of revealing global research trends in biodiversity.  相似文献

South Africa, as a megadiverse country (±21 700 vascular plants, 4800 vertebrates and 68 900 invertebrates described), is presently engaged with an extended, modified Global Strategy for Plant Conservation (GSPC). The country is fortunate in having a strong tradition of systematics research and, inter alia, houses several million preserved plant specimens (±1 million databased and georeferenced), allowing taxonomists and conservationists to track both the occurrence and distribution of indigenous and naturalized plant species. These rich local resources have been extensively drawn upon to deliver, with varying degrees of success, the 16 outcome-oriented GSPC 2010 Targets. The National Environmental Management: Biodiversity Act (NEMBA, 2004), the National Biodiversity Strategy and Action Plan (NBSAP) and the National Biodiversity Framework (NBF) have provided a robust legislative, enabling and policy framework for making operational and advancing GSPC-related efforts. However, within an emerging economy, the conservation of biodiversity has competed for government resources with housing, sanitation, primary education, basic health care and crime prevention, delivery of which translates to the currency of politicians: votes. A key challenge identified by local (and global) biodiversity scientists for the current GSPC phase is broad-scale advocacy, communicating the changing state of nature, and the inter-relatedness of biodiversity and human well-being.
