The European Union Regulation on Illegal, Unreported, and Unregulated (IUU) Fishing, aimed at excluding illegally caught fish from its market, is a comprehensive instrument with strict control measures and the possibility of trade sanctions. It has been criticized as being ineffective due to regulatory shortcomings and a lack of enforcement. This article offers an alternative perspective, focusing on the dynamic relationship between soft and hard forms of enforcement. The regulation has produced important results in the fight against IUU fishing by promoting improved flag state performance.  相似文献

For decades, states have cooperated through regional fisheries management organizations (RFMOs) on the conservation and management of living marine resources on the high seas. Nonmembers, or third states not bound by their decisions, have been an Achilles’ heel. In this article, the legal status of RFMO nonmembers and the freedom of fishing are examined. It is concluded that RFMO nonmembers have concrete obligations with respect to established fisheries subject to RFMO regulation.  相似文献

Commitment to conservation-based management of exploited fish species imposes unprecedented requirements for adaptive, real-time management of biologically and socially complex mixed-stock fisheries such as those conducted for Pacific salmon. Stock identification is a key component of the management process, with population-specific timing and abundance information often incorporated into management decisions. By using both microsatellite and major histocompatibility complex genetic variation, we achieved highly accurate estimates of stock composition for Fraser River sockeye salmon. Over a 2-month period in 2002, we analyzed 9300 returning Fraser River sockeye salmon sampled in mixed-stock fisheries, and provided stock composition estimates to fishery managers within 9–30 h of sample delivery. Stock-specific exploitation targets governed by conservation concerns were achieved in this fishery.  相似文献

Free-roaming cats present a multidisciplinary challenge for wildlife conservation and feline welfare. Veterinary professionals are critical stake-holders in the issue of free-roaming cats, making it imperative that their attitudes and perspectives are well understood. In this study, we conducted an electronic survey of veterinarians practicing across British Columbia to evaluate their perceptions of 1) whether cat overpopulation is a concern, 2) the impacts of cats on wildlife, and 3) alternative management strategies for dealing with cat overpopulation. Of the 389 respondents, 56% agreed that cat overpopulation was a local problem, and 91% agreed that veterinarians play a role in reducing cat overpopulation. Veterinarians in rural communities had a greater involvement in cat overpopulation and perceived it as more problematic than their urban colleagues. The majority (70%) of veterinarians reported that they performed early-age sterilization, supported the principle of low-cost spay-neuter services (67%), and 65% of them were involved in these services. Just over half (54%) of respondents reported that they provide permanent identification to cats, typically offering both microchips and tattoos. Veterinarians were less cohesive on their perceptions of the impact of free-roaming cats on wildlife: 53% agreed that after habitat loss cats are one of the most significant, direct causes of bird and wildlife mortality, while 30% were neutral and 17% disagreed. Fifty-six percent of veterinarians felt that keeping cats indoors would be one of the most effective strategies to reduce cat impacts on wildlife, but they also felt that public education programs and low-cost spay-neuter programs would be effective and more popular with cat owners. Most veterinarians (79%) recommended against unsupervised outdoor access, citing safety and disease risks. Rodent control was the most common reason for not recommending an indoor lifestyle. Overall, our survey results suggest that veterinarians are committed participants in the prevention of cat overpopulation. Conservationists need to focus on increased engagement with veterinarians regarding the impact of cats on wildlife.  相似文献

Questions centered on the development of local and traditional ecological knowledge and the relationship of that knowledge to the development of conservation and management practices have recently attracted critical attention. We examine these questions with respect to the dynamic commercial fisheries of the Canadian province of Newfoundland and Labrador. The knowledge of fish harvesters coevolves with fishing practices and is embedded in a dynamic socioecological network that extends into and beyond the fisher, fishery households, and communities to include management, technologies, markets, and marine ecological conditions. Changes in these networks have moved knowledge and practices related to fishing in directions defined by policy, science, economic rationality, and new ecological realities. We characterize this movement as a shift along a continuum from local ecological knowledge (LEK) towards globalized harvesting knowledge (GHK) as harvesters become increasingly disconnected from socioecological relationships associated with traditional species and stocks. We conclude with a discussion of how LEK/GHK have interacted over time and space with other knowledge systems (particularly science) to influence management, and suggest that contingent, empirical evaluations of these interactions will provide a fruitful avenue for future interdisciplinary research.

The increased exploitation of pelagic sharks by longline fisheries raised questions about changes in the food webs that include sharks as apex predators. We used a version of Ecopath/Ecosim models to evaluate changes in trophic interactions due to shark exploitation in the Central North Pacific. Fisheries targeted on blue sharks tend to produce compensatory responses that favor other shark species and billfishes, but they have only modest effects on the majority of food web components. Modest levels of intraguild predation (adult sharks that eat juvenile sharks) produce strong, nonlinear responses in shark populations. In general, analysis of the Central North Pacific model reveals that sharks are not keystone predators, but that increases in longline fisheries can have profound effects on the food webs that support sharks. This article describes the integration of life-cycle assessment methods with a new input-output model of the world economy to analyze the environmental and economic implications of alternative future diets. The article reviews findings by industrial ecologists about the energy and land required for the production and consumption of alternative foods and diets in several European countries. It also reviews attributes of foods and diets identified by nutritionists as reducing the risks of obesity and major chronic diseases related to the diets of the affluent. The predominantly plant-based Mediterranean-type diet emerges as a dietary scenario that could satisfy both sets of concerns. The likely implications for agriculture and for farm policies of a shift toward this diet from the current average diet in the United States are discussed and shown to be substantial. The one-country studies reviewed in the article provide substantial insights into the potential ramifications of dietary change. Many of the limitations of these studies could be overcome by conducting the analysis in a global framework that represented the relationships among consumption, production, and trade and the physical constraints within which they operate. Analysis of the environmental and economic implications of alternative scenarios describing healthy diets can help stimulate more intensive dialogue, debate, and action among the interested parties; such analysis can both benefit from and contribute to initiatives such as the World Health Organization's global strategy on diet and health, which intends to enlist the support of governments, corporations, and civil society.  相似文献

Water depth in the Amazon basin can differ by more than 11 m between low and high water periods in the annual cycle. When the water is high, the forest streams inundate the surrounding low-lying forest creating vast lakes. Where the water originates from the forest it is rich in humic acids and low in dissolved nutrients. Such waters are termed blackwaters. Igapó is the specialized inundation forest of blackwater regions. Until recently it was generally held that the blackwater fauna was impoverished and of low biomass. However, recent studies have shown that these waters hold a specialized fauna living within and upon allochthonous input from the forest. Within submerged litter banks a diverse ichthyofauna forming dense local populations has been found.
Information on the spatial organization, population density and food web of this fauna will be presented. It is argued that this community is highly vulnerable to deforestation and its long-term future can only be assured if the forest is conserved. This is not to suggest that these fish are not adaptable to disturbance as the community has evolved to live with changing water levels and the loss of submerged wood and leaf-litter habitat. It is a remarkable example of a climax community exhibiting high diversity and low total population sizes within a variable habitat. Its conservation is of economic importance to the local human population whose diet includes a high proportion of fish.  相似文献

The health risks due to metal exposure from consuming various fish and seafood species were assessed for the Catalan population living near the Ebro River (Spain). The concentrations of arsenic, cadmium, chromium, copper, mercury, manganese, nickel, and lead were determined in samples of mussel, clam, hake, sole, cuttlefish, sardine, and anchovy randomly acquired in various localities of the zone under evaluation. In general terms, metal concentrations were similar or lower than the levels recently reported in the literature. The current dietary intake of metals is analogous to that recently estimated for the non-exposed population of Catalonia. Metal exposure through fish and seafood consumption would only mean a slight increase of noncarcinogenic and carcinogenic risk for arsenic, whereas the remaining elements showed risk values below the corresponding threshold levels.  相似文献

Genus- and species-specific composition of ribosomal proteins was investigated in four species of the genus Dictyostelium (D. discoideum, D. purpureum, D. murcoroides and D. giganteum) and two species of the genus Polysphondylium (P. pallidum and P. violaceum). Ribosomal proteins were resolved by a high-resolution, two-dimensional gel method. In general, the numbers and distributions for the majority of ribosomal proteins were similar within the species of each genus, although some differences were detected. More differences were observed between Dictyostelium and Polysphondylium than among the individual species within each genus. Stage-specific ribosomal proteins previously demonstrated in D. discoideum were found to be developmentally regulated in other Dictyostelium species, and in both Polysphondylium species. The study shows that ribosomal proteins may be a potentially useful new biochemical parameter for the molecular taxonomy of the cellular slime molds.  相似文献

Sulfur‐containing odorants and flavors play an important role in flavor and food industry, especially when meaty, garlic, onion, and vegetable scents are needed. Still, many S‐containing flavors also possess fruity scents and may be used in compositions of perfumes that require a fresh and fruity odor perception. They are naturally abundant in various fruits, essential oils, and food. Most of these compounds possess strong scents, and their scent composition is highly dependent on the concentration applied. At higher concentrations, they usually feature repellent off‐odors, while their sweet and fruity nature is only experienced at very low concentrations. This represents a challenge for their application in perfumery, as well as in food industry. From a molecular point of view, the endless structural and scent variety of these compounds makes them fascinating, especially as their O‐analogs are usually free of any malodors. Here, we report on the investigation of the gas‐phase structure and dynamics of the S‐containing blackcurrant odorant cat ketone (4‐methyl‐4‐sulfanylpentan‐2‐one). The work was performed by combining quantum‐chemical calculations and molecular‐beam Fourier‐transform microwave spectroscopy as complementary tools. Using this technique, we are able to determine the structures of sizeable molecules where energy differences are small and conformational distinction is not always possible by quantum‐chemical calculations alone. The presented results can be used for further structure? activity correlation studies, as well as for benchmarks to improve theoretical models, especially, as there is still significant interest in characterizing the various conformers of organic molecules in terms of relative energies, structures, and dipole moments.  相似文献

Energy Consumption in the Danish Fishery: Identification of Key Factors   总被引:1,自引:0,他引:1  
Previous studies based on life-cycle assessment (LCA) in Denmark and Sweden have shown that the fishery is the environmental hot spot in the life cycle of certain fish products. Within the fishery, fuel consumption is one of the most important factors addressed by LCA. The present study reveals that there are great differences in fuel consumption between fisheries targeting groundfish or shellfish and those targeting pelagic fish or industrial fish. Here, I show that fuel consumption per kilogram of caught fish varies considerably as a function of fishing gear and vessel size, even considering the same target species. I argue that these differences need to be addressed in the search for a fuel-efficient fishery. Improvements in fuel efficiency may be consistent with other objectives, such as reduced impacts on seafloor habitats and reduced discard.  相似文献

Southern pink shrimp (Penaeus notialis) are an important Senegalese export commodity. Artisanal fisheries in rivers produce 60%. Forty percent are landed in trawl fisheries at sea. The shrimp from both fisheries result in a frozen, consumer‐packed product that is exported to Europe. We applied attributional life cycle assessment (LCA) to compare the environmental impact of the two supply chains and identify improvement options. In addition to standard LCA impact categories, biological impacts of each fishery were quantified with regard to landed by‐catch, discard, seafloor impact, and size of target catch. Results for typical LCA categories include that artisanal fisheries have much lower inputs and emissions in the fishing phase than does the industrial fishery. For the product from artisanal fisheries, the main part of the impact in the standard LCA categories occurs during processing on land, mainly due to the use of heavy fuel oil and refrigerants with high global warming and ozone depletion potentials. From a biological point of view, each fishery has advantages and drawbacks, and a number of improvement options were identified. If developing countries can ensure biological sustainability of their fisheries and design the chain on land in a resource‐efficient way, long distance to markets is not an obstacle to sustainable trading of seafood products originating in artisanal fisheries.  相似文献

This article describes a practicum experience developed between a conservation organization (The Nature Conservancy) and a medical school (The Faculty of Medicine at Mulawarman University in East Kalimantan). Through this practicum, groups of medical students from Mulawarman have assisted with baseline and follow-up community evaluations in remote villages along the Kelay River, Berau District. These evaluations were done in conjunction with the Kelay Conservation Health Program, a program designed to improve health and healthcare for local people, mostly former hunter–gatherers, in an area of rainforest that the conservation organization seeks to protect. Besides gaining experience in community health assessment, through this practicum medical students also gained field experience and knowledge in rural and remote area health and healthcare in Indonesia and had an opportunity to explore linkages between conservation and health. At the conclusion of their time with the program, participating students also presented individual problem-based reports on relevant topics to students and faculty at the Medical School and to the District Health Department. This partnership between a conservation agency and a medical school in a developing country is unusual, but has been very well received by all stakeholders involved. Because of this, Mulawarman is now planning to make Kelay into a formal training site for its students. This experience may serve as a model for other groups interested in promoting ecosystem health education to future health professionals in the developing world.  相似文献

3-Hydroxy-2-methyl-4-pyrone and 2-ethyl-3-hydroxy-4-pyrone (maltol and ethyl maltol, respectively) have proven especially suitable as ligands for vanadyl ions, in potential insulin enhancing agents for diabetes mellitus. Both bis(maltolato)oxovanadium(IV) (BMOV), and the ethylmaltol analog, bis(ethylmaltolato)oxovanadium(IV) (BEOV), have the desired intermediate stability for pro-drug use, and have undergone extensive pre-clinical testing for safety and efficacy. Pharmacokinetic evaluation indicates a pattern of biodistribution consistent with fairly rapid dissociation and uptake, binding to serum transferrin for systemic circulation and transport to tissues, with preferential uptake in bone. These bis-ligand oxovanadium(IV) (VOL2) compounds have a clear advantage over inorganic vanadyl sulfate in terms of bioavailability and pharmaceutical efficacy. BEOV has now completed Phase I and has advanced to Phase II clinical trials. In the Phase I trial, a range of doses from 10 mg to 90 mg BEOV, given orally to non-diabetic volunteers, resulted in no adverse effects; all biochemical parameters remained within normal limits. In the Phase IIa trial, BEOV (AKP-020), 20 mg, daily for 28 days, per os, in seven type 2 diabetic subjects, was associated with reductions in fasting blood glucose and %HbA1c; improved responses to oral glucose tolerance testing, versus the observed worsening of diabetic symptoms in the two placebo controls.  相似文献
