Abstract

The aim of this paper is to discuss the recent fisheries dispute between the United States of America and the Solomon Islands (S.I.) The paper reviews the background of the dispute, considers its implication for the S.I, and argues that the United States has violated international law by not recognizing the sovereignty of the S.I. over its tuna resources. It is also argued that the imposition of an embargo by the United States on the importation of tuna products from the S.L is a violation of the General Agreement on Tariffs and Trade.  相似文献

This paper explores the uses of television in social relations in a specific urban, Middle Eastern context. In contemporary Syria locally‐produced historical dramas form part of wider processes of culture construction and social distinction. Televisual representations of the Old Damascus serve not to foster nationalist sympathies but to promote sub‐national identities. By interpreting and debating the histories presented in serial dramas, Syrians dispute the past and criticise the present.  相似文献

Abstract

Why is the European Union (EU) pursuing a relatively minor issue over the right to catch snow crab in the Barents Sea? The issue has highlighted an underlying disagreement between Norway and the EU over the status of the maritime zones around the archipelago of Svalbard, stemming from the 1920 Spitsbergen Treaty. Is the EU using the snow crab to challenge Norway’s Svalbard regime? The answer is that the EU is a multifaceted animal, where special interests can hijack the machinery and bring issues to the table, given the right circumstances. This article outlines these circumstances, as well as the evolution and the sources of the dispute over the snow crab, as it relates to not only economic interests, but international politics as well as law.  相似文献

Abstract

Norway is involved in two maritime boundary disputes with the Soviet Union. In relation to Svalbard, the Soviet Union argues that the archipelago has a continental shelf and an exclusive economic zone (EEZ) of its own to which all parties to the Svalbard Treaty have equal access. This is disputed by Norway, which maintains that such a view of the matter implies an expansive interpretation of the Svalbard Treaty for which there is no support in international legal practice. In the Barents Sea there is a continuing dispute between Norway and the Soviet Union over the proper location of the continental shelf and EEZ boundaries. This article sets out some of the reasons behind the different arguments on which the two base their respective cases, and the reasons why Norway in the absence of a delineated boundary has refused to accept Soviet proposals for economic cooperation in the disputed ocean area. Major emphasis is placed on the confluence of several circumstances inter alia, geopolitical and historical factors, a strongly asymmetrical power relationship, and legal ambiguity.  相似文献

??????? 目的 通过总结医疗纠纷产生的主要原因,提出防范和处置医疗纠纷的要点,为和谐医患关系、构建平安医疗环境提供依据。方法 综合运用文献调查法和统计学方法收集、整理了2003—2012年418篇医疗纠纷相关文献资料,回顾性分析了近十年来医疗纠纷研究的主要侧重方向——原因分析、防范对策及处理机制。结果 关于医疗纠纷的研究呈现出新特点、新趋势,其研究领域不仅局限于医疗卫生层面,而且涉及到社会、伦理、心理学等方面,如何全面、有效防范和处置医疗纠纷成为当前医院管理的重点之一。结论 建立预警机制,干预可控节点,现场高效处置,能够有效防范医疗纠纷。  相似文献

Abstract

Croizat’s radical attack on traditional modes of biological inquiry has produced strongly polarised responses. Instead of arguing for or against the panbiogeographic approach I attempt to analyse some basic assumptions shared by both its defenders and critics. Although their emphasis is quite different both sides rely on two central oppositions. In evolutionary arguments selective explanations are opposed to those emphasising phylogenetic constraint (orthogenesis). In biogeographic arguments ecological explanations are opposed to historical explanations. I discuss how the legendary opposition between nature and nurture was resolved by reformulating the way in which causation was viewed. I suggest that the selection/constraint opposition shares many features in common with the nature/nurture opposition and argue that it can be resolved in a similar manner. Conflicts between ecological and historical explanations in biogeography are explored by contrasting Diamond’s analysis of New Guinea bird distributions with that of Croizat’s. By again drawing on the resolution of the nature/nurture dispute a way of synthesising ecological and historical explanations is outlined.  相似文献

The magnoliid Litsea coreana has been the subject of a substantial amount of research owing to its production of many flavonoid metabolites, high food processing value, and a controversial phylogenetic position. For this study, we assembled a high-grade genome at the chromosome scale and annotation of L. coreana that was anchored to 12 chromosomes. The total genome was 1139.45 Mb, while the N50 scaffold was 97.18 Mb long. The analysis of phylogenetic trees constructed by different methods show that the phylogeny of Magnoliids is inconsistent, indicating that the differentiation process of monocots, eudicots, and Magnoliids still remains in dispute. An ancient whole-genome duplication (WGD) event was shown to have occurred before the Magnoliales and Laurels had differentiated. Subsequently, an independent WGD appeared in the Lauralean lineage. A total of 27 types of flavonoids were detected in all five tissues of L. coreana. Chalcone synthases (CHSs) that are responsible for production of flavonoids have been validated at the bioinformatics level. The retention of comparative genomic analyses of the CHS gene family showed that this family had contracted significantly in L. coreana. Our research further elaborated the evolution of Lauraceae and perfected the genetic basis of flavonoid biosynthesis in L. coreana.Significance statementProvides evidence that determines the evolutionary status of Magnoliids. The chalcone synthase gene family was significantly contracted in Litsea coreana.  相似文献

This article examines the interactions between the media and genomics, with particular reference to the case of deCODE Genetics in Iceland. It focuses on the role of "forward-looking statements" and other forms of speculation as they operate in the science of genomics, in the social relations that happen around genomics, and in the commercial genomics economy. The article discusses how these fundamentally anticipatory speech acts uttered or written by genomic corporate executives, journalists, or social scientists are simultaneously volatile, exceeding any formal practices of accounting or analysis, and demanding to be accounted for, analysed, or valued. The article discusses four speculative events or cases in the genomics economy: the March 2000 bursting out of the genomics bubble, prompted in part by remarks by President Clinton and Prime Minister Blair to the media concerning gene patenting; the new disclosure requirements of the US Securities and Exchange Commission (SEC) regarding "forward-looking statements" as they appear in genomics press releases; deCODE Genetics' registration statement with the SEC that discloses a settlement of a dispute over the ownership of a fragment of DNA; and the entanglement between the author's ethnographic fieldwork and the breaking news story of reported payoffs from deCODE to the Icelandic political parties.  相似文献

ABSTRACT

The substantial and urgent threats to the prosperity of individual nonhuman animals and the survival of species necessitate a changed approach to conservation. The current practice of seeing conservation and animal welfare as contradictory goals is not helpful. It is proposed that the approach should bring together parties to address the common root causes and to find innovative ways to accommodate multiple interests by translating beautifully written and ethically complex theories into pragmatic tools. Compassionate conservation provides a contemporary framework for animal welfare professionals and ecologists to develop new approaches. Simple tools can help in identifying areas of agreement and areas of dispute. While engaging with both ethics and animal welfare science will move animal welfare discussions forward, working together will identify shared values and goals and perhaps reveal ways to save species, one animal at a time, before it is too late.  相似文献

The genus Elymus L. sensu lato includes Roegneria, Elymus, Hystrix, Sitanion and Kengyilia, and they are very important group in the tribe Triticeae. However, the phylogenetic relationships and taxonomic status of them are still in dispute. The ITS sequences were obtained and analyzed for their phylogenetic relationships by using Maximum Parsimony (MP) and Bayesian Inference (BI) methods. The main results were as follows: (1) Most species in Roegneria, Elymus and Sitanion were clustered in the St clade with diploid St genome species, and it was difficult to distinguish the species in Roegneria and Elymus; (2) The polyploid species with St genomes in the St clade were divided into three groups, which suggests that there exists differentiation of St genome in polyploids; (3) Most species of Kengyilia have only P-type of clone and clustered with diploid Agropyron species, which may suggest that Kengyilia is a valid genus; (4) Hy. patula, the type species of Hystrix was clustered with species of Elymus, while Hy. duthiei ssp. duthiei, Hy. duthiei ssp. longearistata, Hy. coreana and Hy. komarovii were grouped with diploid Psathyrostachys species. It indicated that Hy. patula is distinct related to other Hystrix species, and it is reasonable to treat Hystrix patula as Elymus hystrix and other species in Hystrix should be transferred to Leymus; (5) The “clones bias” in ITS sequences are widespread in the allopolyploid species. 【背景】近些年,越来越多的研究集中在红球菌上,很少有研究人员对现有文献进行全面回顾。【目的】为了探究国内外红球菌领域的研究热点、前沿和未来发展趋势,以便为后续研究人员提供全面直观的参考。【方法】对近10年发表在Web of Science的红球菌领域论文进行统计分析和文献计量分析。通过VOSviewer文献可视化软件绘制作者标签视图和关键词共现网络图。【结果】全球有关红球菌领域的发文量总体呈逐年上升趋势,发表期刊多为微生物学领域的专科期刊,中国和美国的文章发表数和引用数远超其他国家,红球菌的研究内容也主要集中在生物催化、生物降解和非核糖体肽合成酶等方面。【结论】红球菌在世界范围内越来越受到重视,并逐渐成为研究热点,国家和研究机构应继续加强合作,推动红球菌领域的继续发展。  相似文献

Abstract

This article attempts a complex examination of problems pertaining to actual and potential extensions of coastal state rights and jurisdiction beyond the limit of 200 miles in the light of 1982 Law of the Sea Convention and state practice. Extension of the continental shelf regime, in the context of its outer limit beyond 200 miles, the entitlement of rocks to this limit, and the scope of coastal state rights and duties, is analyzed first. It is followed by discussion of the extension of the exclusive economic zone (EEZ) or fishery zone regime, which involves extension of certain coastal state fishery rights on the one hand, and the right of intervention in cases of maritime casualties and the liability regime for oil pollution damage on the other hand. Attention is also paid to presently speculative extensions of both regimes as a consequence of sea level rise. The author concludes that, if a continuing nontreaty situation deprives recourse to compulsory dispute settlement, the worst‐case scenario of spatial extension of the entire EEZ regime to the outer edge of the continental margin could not with certainty be excluded.  相似文献

Abstract

Objective: PTEN has been acknowledged as an anticancer factor in the progression of glioblastoma. Mitochondrial division has been found to be associated with cancer cell death.

Objective: The aim of our study is to explore whether PTEN attenuates the development of glioblastoma by modulating mitochondrial division.

Materials and methods: PTEN adenovirus was used to overexpress PTEN in U87 cells. Mitochondrial function was detected via western blot and immunofluorescence. Pathway blocker was used to inhibit the Akt activation.

Results: The results of our study demonstrated that PTEN overexpression reduced cell viability by increasing cell apoptosis. At the molecular level, PTEN overexpression activated mitochondrial apoptosis by mediating mitochondrial dysfunction. Furthermore, we found that Drp1-related mitochondrial division was required for PTEN-mediated mitochondrial dysfunction and cell death. Finally, we found that PTEN modulated Drp1-related mitochondrial division via the Akt pathway; inactivation of Akt induced cell death, and mitochondrial damage, similar to the results obtained via PTEN overexpression.

Conclusions: Taken together, our results clarify that the anticancer mechanism of PTEN in glioblastoma is dependent on the activation of Drp1-related mitochondrial division via Akt pathway modulation. This finding might provide new insight into the tumor-suppressive role played by PTEN in glioblastoma.  相似文献

目的:探索区分健康对照组与肝癌患者的潜在标志代谢物。方法:运用SIMAC 13.0软件对对数据进行多元分析方法 PCA、PLS及OPLS的方法分析。结果:应用SPSS 21.0统计软件对其数据进行ROC曲线分析,发现肝癌患者在α-葡萄糖、β-葡萄糖和肌酸酐的代谢路径上都发生了一定的异常变化。这3个代谢物拟合综合变量的ROC曲线的AUC值为0.972(灵敏度为90.6%,特异性为92.9%),说明此代谢标记物组具有较高的诊断准确度。结论:α-葡萄糖、β-葡萄糖和肌酸酐可以作为区分健康对照人群与肝癌患者的潜在标志代谢物。  相似文献

Abstract

Two nickel(II) complexes with substituted bipyridine ligand of the type [Ni(NN)3](ClO4)2, where NN is 4,4′-dimethyl-2,2′-bipyridine (dimethylbpy) (1) and 4,4′-dimethoxy-2,2′-bipyridine (dimethoxybpy) (2), have been synthesized, characterized, and their interaction with DNA and bovine serum albumin (BSA) studied by different physical methods. X-ray crystal structure of 1 shows a six-coordinate complex in a distorted octahedral geometry. DNA-binding studies of 1 and 2 reveal that both complexes sit in DNA groove and then interact with neighboring nucleotides differently; 2 undergoes a partial intercalation. This is supported by molecular-docking studies, where hydrophobic interactions are apparent between 1 and DNA as compared to hydrogen bonding, hydrophobic, and π–π interactions between 2 and DNA minor groove. Moreover, the two complexes exhibit oxidative cleavage of supercoiled plasmid DNA in the presence of hydrogen peroxide as an activator in the order of 1?>?2. In terms of interaction with BSA, the results of spectroscopic methods and molecular docking show that 1 binds with BSA only via hydrophobic contacts while 2 interacts through hydrophobic and hydrogen bonding. It has been extensively demonstrated that the nature of the methyl- and methoxy-groups in ligands is a strong determinant of the bioactivity of nickel(II) complexes. This may justify the above differences in biomolecular interactions. In addition, the in vitro cytotoxicity of the complexes on human carcinoma cells lines (MCF-7, HT-29, and U-87) has been examined by MTT assay. According to our observations, 1 and 2 display cytotoxicity activity against selected cell lines.

The rhizophore of Selaginella willdenovii Baker develops from the ventral angle meristem. The morphological nature of this organ has been in dispute. The purpose of this investigation was to obtain physiological evidence to support the contention that the rhizophore is a root and not a shoot. This was accomplished by studying the movement of 3H-indoleacetic acid and 14C-indoleacetic acid in Selaginella rhizophores. In 6-millimeter tissue segments, twice as much radioactivity accumulated in acropetal receivers as in basipetal. During 1 hour of transport in intact roots auxin traveled twice as far in the acropetal direction as basipetal. A significant amount of radioactivity transported in the tissue was found to co-chromatograph with cold indoleacetic acid. Decarboxylation accounted for 10% loss of activity from donors. The data provide sufficient physiological evidence that this organ is morphogenetically a root.  相似文献

摘要 目的:探讨星形胶质细胞糖原动员是否对大脑缺血再灌注损伤有神经保护作用。方法:研究构建了星形胶质细胞特异性糖原分解代谢关键酶糖原磷酸化酶(Glycogen phosphorylase, GP)过表达转基因小鼠(GFAP-GP),并通过免疫荧光染色对GP的含量进行验证。在小鼠大脑中动脉梗死/再通模型中,利用GFAP-GP小鼠促进再灌注后累积糖原的分解(糖原动员),通过三苯基氯化四氮唑(Triphenyl tetrazolium chloride, TTC)染色分析再灌注后GFAP-GP小鼠的脑梗死面积,Corner test和Grid-walking test检测再灌注后GFAP-GP小鼠的神经行为学功能。结果:GFAP-GP小鼠中GP的含量发生了明显的增加,再灌注后GFAP-GP小鼠与野生型小鼠相比,脑糖原含量明显降低,梗死明显减少,肢体感觉与运动功能明显改善。结论:星形胶质细胞糖原动员可改善大脑缺血再灌注损伤。  相似文献
