Abstract A series of recent high-profile papers in Science and Nature have led readers to believe that most fisheries worldwide are overexploited and that current fisheries management practices have universally failed. In reality, current fisheries management is working well to achieve the legislated objective of MSY in some countries but is failing in others. Here, I present three interpretations about the status of fisheries management that are widely accepted and for each consider an alternative interpretation of the data. I propose that, rather than abandoning current approaches to fisheries management, we should expand the use of the management tools used in fisheries that currently achieve biological and economic sustainability.  相似文献

ABSTRACT

Elasmobranchs are a vulnerable resource, more susceptible to overfishing than most teleosts, and their assessment is complicated due to a general lack of information about their fisheries, biology and ecology. This study aimed to analyse all fishery and survey data available for elasmobranchs caught over the past c. 25 years around the Azores (NE Atlantic) to provide a baseline information, which can be used to inform stock assessment and management strategies. Elasmobranch species covered pelagic, benthopelagic and demersal habitats, from shallow to deep-water strata in areas around the islands and seamounts. These species are taken accidentally as by-catch of three main fisheries: swordfish fishery, black scabbardfish fishery and demersal bottom longline fishery. The latter represents one of the most important fishing activities in the Azores, and frequent elasmobranch by-catches include Raja clavata, Galeorhinus galeus, Deania calcea, D. profundorum, Etmopterus pusillus and E. spinax. A slight reduction in the abundance indices of these species was observed, despite the implemented technical measures (e.g. minimum size, zero catch). Little is known about resource dynamics for the Azorean region and no analytical assessments have been conducted. This study highlights the vulnerability to overfishing of these resources and the urgent need to develop management strategies.  相似文献

Abstract

The United States government has advanced a proposal for a “species”; approach to the resolution of problems in the management and distribution of living marine resources. Under this approach, the management and distribution of the stocks of coastal species of fish would be handled by negotiation among interested parties on a stock‐by‐stock basis, with certain preferential rights accorded to the coastal state. This approach is now being tested in the developments taking place in the arrangements for the Northwest Atlantic fisheries. Here, IS nations agreed to divide up among themselves the annual yields of 14 separate stocks of fish. In addition, it has now been proposed that there be a limit on the total amount of fishing effort and a division of the total among states. The controls are based solely on the physical attributes of fishing and fail to take account of economic consequences. Because of this, questions can be raised about the viability of the arrangements and of the “species”; approach to the international law of fisheries.  相似文献

Human activities have severely disrupted the Lake Erie ecosystem. Recent changes in the structure of the lower trophic level associated with exotic species invasions and reduced nutrient loading have created ecological uncertainties for fisheries management. Decisions that naïvely assume certainty may be different and suboptimal compared to choices that consider uncertainty. Here we illustrate how multiobjective Bayesian decision analysis can recognize the multiple goals of management in evaluations of the effect of ecological uncertainties on management and the value of information from ecological research. Value judgments and subjective probabilities required by the decision analysis were provided by six Lake Erie fishery agency biologists. The Lake Erie Ecological Model was used to project the impacts of each combination of management actions and lower trophic level parameter values. The analysis shows that explicitly considering lower trophic level uncertainties can alter decisions concerning Lake Erie fishery harvests. Of the research projects considered, investigation of goby predation of zebra mussels (Dreissena sp.) and lakewide estimation of secondary production appear to have the greatest expected value for fisheries management. We also find that changes in the weights assigned to management goals affects decisions and value of information more than do changes in probability judgments.  相似文献

Abstract

Both local and regional predictors play a role in determining plant community structure and composition. Climate, soil features as well as different local history and management affect forest understorey and tree species composition, but to date their specific role is relatively unknown. Few studies have addressed the importance of these predictors, especially in the Mediterranean area, where environmental conditions and human impacts have generated heterogeneous forest communities. In this study, the relationships between environmental variables and species richness of different groups of vascular plants (vascular species, woody species and open habitat species) and bryophytes were investigated in Tuscan forests. A total of 37 environmental variables were used by generalised linear model fitting in order to find parsimonious sub-sets of environmental factors (predictors) that are able to explain species diversity patterns at the local scale. Moreover, the role of regional and local variable groups on species richness of the considered plant groups was estimated by using the variance partitioning approach. We found that local variables, such as forest management and structure, explained more variance than regional variables for total species richness, open habitat species richness and bryophyte species richness. On the other hand, regional variables (such as elevation) played a central role for woody species richness.  相似文献

Inland fishery ecosystems in Africa are characterized by patterns of overexploitation, environmental degradation and exotic species introductions. Ecological complexity and diversity of aquatic habitats dictate that fishes in general are not evenly distributed in a water body. However, fisheries management regimes tend to ignore this basic principle, assume generalized conditions in a water body, and focus more on ‘desired’ objectives such as maximizing catch. The result is to disregard fish habitat boundaries and anthropogenic influences from the catchment that influence fish production. Overexploitation and environmental degradation disrupt sustainable socioeconomic benefits from the fisheries, create uncertainty among investors, but leave some managers calling for more information with the expectation that the fisheries will recover with time. Open access to the fisheries and full control of fishing effort remain challenges for managers. Exotic species introductions and fish farming can increase production, but such interventions require firm commitment to sound ecological principles and strict enforcement of recommended conservation and co‐management measures in capture fisheries. The general tendency to downplay fishing effort issues, other ecosystem values and functions or rely on temperate fisheries models until a new cycle of overexploitation emerges, characterizes many management patterns in inland fisheries. Aquaculture is not an option to challenges in capture fisheries management. Aquaculture should be developed to increase fish production but even this practice may have negative environmental impacts depending on practice and scale. Decades of information on Lake Victoria fisheries trends and aquaculture development did not stop the collapse of native fisheries. The successfully introduced Nile perch (Lates niloticus) has shown signs of overexploitation and aquaculture has again been considered as the option. By reviewing significant trends associated with Nile perch and its feasibility in aquaculture this paper uses Lake Victoria to illustrate ‘special interest management’ targeting selected species of fish rather than the fisheries.  相似文献

Abstract

Despite rapid evolution in international fisheries law and establishment of the exclusive economic zone (EEZ), straddling stocks still remain susceptible to heavy harvesting in high seas areas by distant‐water fishing states there by undermining coastal state management. The notion mar presencial (presential sea) has recently been proposed by Chile as a solution for the problem of straddling stocks. The presential sea concept was nationally designed and promoted to curtail such foreign fishing in areas adjacent to Chile's EEZ. This article examines the presential sea as a geostrategic concept, its justification for being, and the question of its permissibility under contemporary international fisheries law. Attention is also given to recent international developments that challenge the legal viability of the presential sea concept. The authors conclude that if this concept were to be widely adopted by coastal states, the traditional freedom to fish on the high seas might be severely compromised. The preferable legal solution is to work within the parameters set out by the 1982 UN Convention on the Law of the Sea, more particularly through bilateral negotiations between coastal states and fishing states, as well as regional fishery commissions that could manage activities in the region.  相似文献

Joint Australia–Indonesia scientific workshops on the fisheries of the Arafura Sea, held in 1992 and 1994, concluded that the two countries might share stocks of the red snappers Lutjanus malabaricus and L. erythropterus and the gold-band snapper Pristipomoides multidens. At that time, no information concerning stock structure, distribution and movements of these species was available. Moreover, data on the population biology and on commercial catches were inadequate. Such data are crucial for stock assessment and for managing the stocks. Clearly, if the stocks being fished were shared, joint management would be appropriate. In order to answer the questions related to managing shared stocks, a collaborative research project was initiated by Australia (CSIRO as the lead agency) and Indonesia in 1999. The objectives were firstly, to describe the population dynamics, stock structure and biology of snappers relevant to the management of stocks shared between Australian and Indonesian fisheries; secondly, to characterize the social and financial structures of the Indonesian fishery so they could be taken into account in the development of management strategies; and thirdly, to explore ways of developing complementary management for the long term sustainability of the snapper fisheries. This project finished in 2003 and in this paper we bring together the results of the biological, genetic, population dynamics and socioeconomic research in relation to managing shared stocks in the context of managed versus unmanaged fisheries, small scale and industrial fisheries, and in both developed and developing country regulatory environments. Severe data limitations necessitated an innovative approach making use of comparative analyses, often data-poor values, and the drawing together of fishery dependent and independent data to evaluate the status of the stocks.  相似文献

Abstract

One of the most important reasons for regulating fisheries is the misallocation of resources caused by common property. Perhaps one explanation for the disagreement about what constitutes proper fisheries management is the fact that no distinction has been made between the common property problem that is somewhat unique to fisheries,’ and others, such as monopoly, monopsony, manpower training, etc., that are common to most other industries as well. It is here proposed that fisheries management be broken down, at least “conceptually, into common property management and special problem management. In this way the interrelationships between the two can be highlighted and at the same time special problem management can be viewed against the common background of the entire economy.  相似文献

Deep-water tropical fishes support locally significant commercial fisheries, high value recreational fisheries, and culturally and economically important artisanal and subsistence fisheries throughout the Indo-Pacific region. The main species captured by these fisheries are deep-water snappers (Lutjanidae), groupers (Epinephelidae), and emperors (Lethrinidae). Quantitative assessments of deep-water tropical fisheries have been limited by a lack of adequate biological and fisheries data. We review the biology and ecology of deep-water tropical fishes, discuss the implications for assessment and management of tropical deep-water fisheries, and provide perspectives on future research priorities. We found that biological and fisheries information is lacking for the majority of deep-water tropical fishes. Furthermore, many studies were constrained by low samples sizes and the use of methods that have not been validated or verified. Most species for which reliable information was available were reported to have extended longevities (>20 years), low rates of natural mortality (M < 0.15), and slow to modest growth rates (K = 0.12–0.25). These life history traits indicate a low production potential for many deep-water tropical fishes, and suggest that sustainable exploitation rates and potential yields may be low. There is a need for more representative and adequate studies of deep-water tropical fishes and for improved fisheries data collection and the use of consistent methods in addition to information sharing to facilitate the development of robust data-poor assessment techniques for these species.  相似文献

Partially Protected Areas (PPAs) are a widely-used management tool, yet comparatively little is known about their effectiveness compared to more commonly studied No-Take Marine Reserves (NTMRs). Here, we examine the efficacy of two kinds of PPAs (with and without spearfishing) within the Great Barrier Reef Marine Park (GBRMP) that are subject to a range of fishing limitations, and assess their utility as a marine park zoning and fisheries management tool. Fish abundance, size, and habitat composition were compared inside PPAs and NTMRs on inshore reefs of the central GBR. Fish abundances were lower inside PPAs relative to adjacent NTMRs for primary fishing targets, with no detectable effects for secondary targets and non-targets, or for species richness. Fish assemblages differed amongst zones, but these variations were minor compared to regional variations in species composition. Partially Protected Areas supported 46%–69% of the relative abundance of total primary targets compared to adjacent NTMRs, with no evident increase in abundance in zones where spearfishing was prohibited. There were no reductions in the size of two key target species: coral trout (Plectropomus spp.) and stripey snapper (Lutjanus carponotatus) inside PPAs, and only stripey snapper had significant reductions in abundance inside PPAs compared to NTMRS. Habitat and biophysical characteristics (especially topographic complexity) were strong drivers of fish abundance, but the relative influence of zone was greater for target species compared to non-targets. This study provides novel data on PPAs and highlights their utility as a spatial management tool in contributing to conservation and fisheries management goals.

Abstract

This paper examines specific sociocultural impacts of management decisions and outlines data needs concerning these impacts. Suggestions are made concerning the integration of sociocultural data with bio‐economic data as a means for developing models to quantitatively evaluate trade‐offs between biological, social, and economic aspects of fisheries management. Relevant aspects of the social environment of the development and implementation of fisheries management plans are also examined in an attempt to outline factors which could facilitate the process. Finally, traditional techniques of fisheries management are described as a means of indicating that, in some cases, effective systems of management have been developed by local fishermen, and that managers should use and/or learn from these systems wherever possible since they have been adapted to local needs through years of experimentation.  相似文献

The reservoir fisheries in the semi-arid Northeast Brazil have been studied based on the data collected by the Department of Action Against Droughts and placed against the background of what is known of similar fisheries in the tropics elsewhere. Of about 60,000 reservoirs in the region, DNOCS controls about 100 reservoirs since 1970. Physical characteristics are provided together with total areas of the reservoirs. Unfortunately very little basic limnological data are available. In all 42 species of fish and crustaceans were introduced into these reservoirs of which only fourteen fish species and one shrimp were successful in establishing self-propagating populations, others being stocked on a regular basis. The recent stocking of Colossoma macropomum and Cyprinus carpio are however unsuccessful in reservoirs. The fish yield of DNOCS controlled reservoirs for 1950–1990 was 112 kg.ha−1 (Davies, 1972; Gurgel and Oliveira, 1987). It amounts now to about 20,000 tons annually taking into account incomplete and scaled down reporting of catches. This indicates a total fish catch from 60,000 reservoirs in the Northeast of Brazil of very substantial size. The CPUE and catches of all species and that of Tilapia rendalli and Oreochromis niloticus are given together with a discussion of the fisheries and recommendations for management. The total CPUE varied from 18–1,100 kg.ha−1. However, most fishermen are only part-timers. It appears likely that very substantial yields of fish are being harvested in Northeast Brazil but are under-reported. Management strategies now in operation in reservoir fisheries are still very pragmatic. With the accumulation of data and generalizations, more viable strategies could be devised.  相似文献

Population structure and genetic connectivity are pivotal contributions to the establishment of conservation strategies for fisheries management, in particular for highly migratory species that are affected by commercial fisheries. This study used partial sequences of mitochondrial DNA control region to determine the genetic structure of the bigeye thresher shark Alopias superciliosus in the Atlantic and Indian Oceans. A total of 858 base pairs of mtDNA CR from 228 individuals were analyzed. The resulting nucleotide diversity (π) was 0.0011?±?0.0008 and the haplotype diversity (h) was 0.127?±?0.030. These are the lowest diversities registered in elasmobranchs with this genetic marker. Two genetically distinct lineages were identified, one of them represented by 3.9% of the analyzed individuals and none restricted to any particular area. Simulated scenarios of population structure, tested with AMOVA and pairwise ΦST did not result in significant values indicating high connectivity among all sampled groups. The absence of population structure, even between Atlantic and Indian Oceans, corroborates the high dispersal ability of this species. The low genetic diversity detected in this species and the identification of two historical lineages occurring in sympatry, one represented by a very small number of individuals, should be considered in the conservation efforts and management plans of A. superciliosus.  相似文献

Based on an extensive sampling regime from both nesting populations and bycatch, frequency analyses of mitochondrial (mt) DNA control region haplotypes in the Mediterranean were used to assess the genetic structure and stock composition of the loggerhead sea turtle, Caretta caretta, in different marine fisheries. The analyses show the following. (i) In drifting longline fisheries working in Mediterranean pelagic habitats 53–55% of turtles caught originated from the Mediterranean stock; (ii) In bottom-trawl fisheries all turtle bycatch is derived from this regional stock; (iii) This regional stock contribution to fishery bycatch suggests that the population size of the Mediterranean loggerhead nesting population is significantly larger than previously thought. This is consistent with a recent holistic estimate based on the discovery of a large rookery in Libya. (iv) Present impact of fishery-related mortality on the Mediterranean nesting population is probably incompatible with its long-term conservation. Sea turtle conservation regulations are urgently needed for the Mediterranean fisheries. (v) The significant divergence of mtDNA haplotype frequencies of the Turkish loggerhead colonies define this nesting population as a particularly important management unit. Large immature and adult stages from this management unit seem to be harvested predominantly by Egyptian fisheries. (vi) Combined with other data, our findings suggest that all the nesting populations in the Mediterranean should be considered as management units sharing immature pelagic habitats throughout the Mediterranean (and possibly the eastern Atlantic), with distinct and more localized benthic feeding habitats in the eastern basin used by large immatures and adults. (vii) Between the strict oceanic pelagic and the benthic stages, immature turtles appear to live through an intermediate neritic stage, in which they switch between pelagic and benthic foods.  相似文献

Abstract

This study presents some of the main features of the marine technology transfer process and identifies the key factors determining the particular transfer arrangements available for developing countries of West Africa under different circumstances. Emphasis is made on the fisheries sector because of its economic importance in that region. It examines the principal characteristics of suppliers and recipients of fisheries technology and their prevailing attitudes with regard to transfers. It draws on empirical research covering several international cooperative fisheries arrangements in Mauritania, Guinea‐Bissau, and Guinea‐Conakry that have high potential to function as a technology transfer mechanism from developed to developing coastal countries.  相似文献

Abstract

The expansion of distant‐water fishing activities of the Eastern countries to date is causing not only a growing concern by the coastal nations but also interest in the theoretical principles and criteria applied for developing a strategy of fishery development in these states. Obviously, there are many discrepancies between Western and Eastern theories in this field. Among them we can quote the concept of inexhaustibility of the ocean living resources, both traditional and new resources. This concept supports a further catch increase. The key problem lies in technological progress. Pure economic criteria are less important factors because the principal task of Eastern fisheries is to stave off shortages of animal proteins in local markets. Consequently, only maximum utilization of fishery resources is accepted. The importance of marine fisheries lies also in generating employment opportunities, principally in land‐related activities. Eastern distant‐water fisheries can continue to develop if the principle of surplus catches and historic rights is respected by coastal nations. Freedom of open‐sea resources utilization should be maintained. The traditional management system of world fisheries is the most desirable solution for future sea regimens. International cooperation in fisheries should be considered not only in economic terms but also as a source of political gains.  相似文献

Ecosystem management means different things to different people, but the underlying concept is similar to that of the long-standing ethic of conservation. Current interest in marine ecosystem management stems from concerns about overexploitation of world fisheries and the perceived need for broader perspectives in fisheries management. A central scientific question is whether the effects of harvesting (top down) or changes in the physical environment (bottom up) are responsible for major changes in abundance.Historically, ecology, fisheries biology, oceanography, fisheries management and the fishing industry have gone somewhat separate ways. Since the 1980s, increasing attention has been given to multispecies aspects of fisheries, the linkages between oceanography and fish abundance and more holistic approaches to fisheries management.Sorting out the causes and effects of fluctuations in fish abundance is complicated by the lack of reliability of fisheries statistics. Discards, dishonesty and the inherent logistic difficulties of collecting statistics all combine to confuse interpretation. The overcapacity of fishing fleets and their unrestricted use are widely recognized as a contributing cause to overfishing and declines in fish stocks in many parts of the world.Ecosystem management, as shorthand for more holistic approaches to resource management, is, from a fisheries management perspective, centred on multispecies interactions in the context of a variable physical and chemical environment. Broader perspectives include social, economic and political elements which are best considered pragmatically as a part of the context of fisheries management.Objectives in marine ecosystem management are varied. From a biological perspective, an underlying principle of management is commonly assumed to be a sustained yield of products for human consumption. Whether that should be taken to mean that the yield should always be of the same products is less certain. Fishing commonly changes the relative abundance of species of fishes. Thus, a biological objective should specify the species mix that is desired.Concern for the maintenance of global diversity has generated a substantial literature on threatened and endangered species. In general, it has not been considered likely that marine fish species could be rendered extinct and greatest attention has been given to marine mammals, sea birds and sea turtles. The provision of marine parks and sanctuary areas are obvious first steps in providing a measure of protection, at least for the less widely ranging species.Related to the current concepts of ecosystem management are expressions such as ecosystem health and ecosystem integrity which are given a wide range of different meanings, none of which are readily translated into operational language for resource management. These and similar expressions are best assessed as rhetorical devices. The essential components of ecosystem management are sustainable yield, maintenance of biodiversity and protection from the effects of pollution and habitat degradation.Theory for marine ecosystem management has a long history in fisheries and ecological literature. Ecological models such as Lotka-Volterra equations, ECOPATH, trophic cascades and chaos theory do not give practical guidance for management. Fleet interaction and multispecies virtual population analysis models hold more promise for fisheries managers.Alaska provides particular opportunities for developing new concepts in fisheries management. Statistics of catch are good, stock assessments are at the state-of-the-art level and management has been prudent. Debate is active on the causes of substantial changes in abundance of many species including marine mammals, because substantial changes in the fisheries have been accompanied by major changes in oceanographic conditions.As elsewhere, the resultant changes may be a consequence of top-down and bottom-up effects. The bottom part is beyond human control, and ecosystem management is centred on managing the top-down or fisheries component in the context of special measures of protection for particular species.Whether that is a realistic goal depends in part on how much special protection is to be afforded to which species. Marine mammals, for example, are given high priority for special protection, but like fisheries they too may have significant roles in shaping the structure of marine ecosystems. Eventually, ecosystem management must come to grips with the question of how much protection of particular species is desirable in achieving optimal use of living marine resources.  相似文献

Abstract

This paper reviews and examines the development of the concept of entry control policies in fisheries management. With renewed expectations for U. S. fisheries surrounding the recent enactment of legislation that extends jurisdiction over living resources within 200 mi, optimal management of an open‐access resource becomes an increasingly important public policy problem. The paper reviews alternative entry control schemes and criteria in order to evaluate their effectiveness and suggests ways in which limited entry could be implemented incrementally. It is argued that the appropriate combination of alternative limited‐entry mechanisms should take into account regional variables that affect the feasibility of entry controls for each particular fishery. It is also postulated that exploitation of an open‐access resource such as a fishery implies certain types of political behavior and outcomes that are analogous to economic behavior and outcomes in a common‐property resource environment. These characteristics of an openaccess resource, along with physical characteristics, tend to inhibit severely the rate of development of clearly defined property rights that would enhance the overall efficiency of the resource industry. The rate of development of property rights in an open‐access resource is a function of the cost of defining and enforcing these rights. The paper urges further identification and analysis of these “transactions costs,” which are largely a function of the political environment.  相似文献
