The Timor Sea Conciliation is the first experience with the compulsory conciliation under Annex V of the 1982 United Nations Convention on the Law of the Sea. The Conciliation Commission addressed the objections to its competence as a preliminary matter and rendered a separate decision. This article examines the approach of the Conciliation Commission in dealing with its competence issues and the understandings of the Conciliation Commission as regards the relevant provisions of the 1982 Convention.  相似文献

Globally, alternative dispute resolution (ADR) advocates celebrate informality as a means to improve access to justice for poor people and to unburden courts, emphasizing the spoken dimensions of conflict resolution rather than the written product. Yet residents of El Alto, Bolivia, are preoccupied with the graphic artefacts produced by ADR programmes: conciliation accords. This article argues that Alteños pursue conciliation accords because of their isomorphism – shared physical traits – with legal documents. In mobilizing legal‐like documents as avatars of coercive state authority, Alteños reveal how the urban poor marshal ambiguous bureaucratic documentary procedures to reorder untenable social relations and to give some teeth to oral arrangements amid economic insecurity and dubious judicial prospects.  相似文献

对近年来有关非人灵长类和解行为的研究方法和内容进行了综述。和解行为在非人灵长类中普遍存在,并且有特定的行为模式,要证明它的存在需做匹配观察。分析表明,在潜在合作伙伴中,亲缘关系较近、统治风格缓和、等级距离接近的个体之间,以及一方携带婴儿的雌性个体与其它个体之间,其和解倾向较高,反之和解倾向较低。攻击强度与和解倾向无关,和解行为的发起者因种而异。  相似文献

The turnover of mouse intestinal brush border membrane enzymes has been studied by kinetic analysis of the evolution of enzyme activities during organ culture. By comparing the results obtained in these studies with the predictions from a mathematical model of enzyme synthesis and degradation in orgen cultures, it has been possible to reach the following conclusions: (1) There is no degradation of brush border membrane enzymes during culture and the rate of synthesis of each enzyme is directly measurable from the kinetics of total enzyme accumulation (tissue + media). (2)_Brush border membrane enzymes are released in culture media by two complementary processes. The first one involves a differential solubilization of enzymes but its exact nature cannot be exactly stated. The second one involves a microvesiculation of brush border membranes, the importance of which in vivo is seen in the possible conciliation between unitary membrane synthesis and heterogeneous turnover of membrane components.  相似文献

Abstract

The Draft Convention on the Law of the Sea contains an elaborate and unique system for the settlement of disputes concerning the world ocean that is both flexible and firm. The evolution and development of this disputes settlement system began later than the work done in Committees I, II, and HI, of the Conference and was largely due to the initiative and leadership of Hamilton Shirley Amerasinghe, President of UNCLOS III. The major features of the emerging disputes settlement system are: a general and comprehensive system including adjudicatory procedures; a multiplicity of forums for disputes settlement with concurrent attempts at maintaining some uniformity in the jurisprudence of the law of the sea; adoption of a flexible system which permits states the choice of mode or venue for settlement; abandonment of the original idea of a separate and special “Sea‐Bed Tribunal”; the decision of the Conference to make disputes settlement an integral part of the Convention; the emergence of the compulsory resort to conciliation for disputes in the EEZ; and the designation of categories of disputes which may be submitted only to the Sea‐Bed Disputes Chamber.  相似文献

Herein, I review existing criticisms of the field of invasion biology. Firstly, I identifiy problems of conceptual weaknesses, including disagreements regarding: (i) definitions of invasive, impact, and pristine conditions, and (ii) ecological assumptions such as species equilibrium, niche saturation, and climax communities. Secondly, I discuss methodological problems include the misuse of correlations, biases in impact reviews and risk assessment, and difficulties in predicting the effects of species introductions or eradications. Finally, I analyse the social conflict regarding invasive species management and differences in moral and philosophical foundations. I discuss the recent emergence of alternatives to traditional invasion biology approaches, including the concept of novel ecosystems, conciliation biology, and compassionate conservation. Understanding different value systems will be the first step to reconciling the different perspectives related to this controversial topic.  相似文献

This article focuses on a corpus of Hindi films that, from a variety of ideological and generic viewpoints, articulate Hindi cinema's presentation of India's Partition trauma. It asserts that the cinematic mediation of this trauma appears symptomatic of the vicissitudes of larger discourses at work, and can be categorized into three phases with definite trajectories; wherein Partition first appears as a “denial,” where the traumatic episode becomes a Barthesian absence in the immediate aftermath of the Partition. Later, Partition reappears as “supracommunal trauma” transcending established national boundaries or spheres of sectarian interest in deference to the national conciliation project of Nehruvian secularism. In its third trajectory of the Hindutva milieu, films like Gadar and Hey Ram mark the “expropriation” of the Partition narratives from collective consciousness of experiences into a purely sectarian phenomenon.  相似文献

We have attempted to resolve the differences between the levels of free Mg2+ in muscle calculated by Wu et al. [Wu, S. T., Pieper, G. M., Salhany, J. M., & Eliot, R. S. (1981) Biochemistry 20, 7399-7403] (2.5 mM in guinea pig heart) and by Gupta and Moore [Gupta, R. K., & Moore, R. D. (1980) J. Biol. Chem. 255, 3987-3993] (0.6 mM in frog skeletal muscle) on the basis of substantially identical measurements by 31P NMR of the phosphate peaks in the spectrum of MgATP2-. The differences depend on the methods of calculation, including which reactions in which multiple equilibria are being considered. Biochemists and physical chemists customarily use different working definitions of the stability constant for MgATP2- in particular. Wu et al. used in their calculations, without reconciliation, methods involving three different operational definitions of the chelation equilibria involved. An algorithm for calculating Mg2+ and total ATP, which can be carried out with a hand calculator, is described here. With it, we calculated Mg2+ levels that agree with those determined by Gupta et al. [Gupta, R. K., Benkovic, J. L., & Rose, Z. B. (1978) J. Biol. Chem. 253, 6165-6171] with their in vitro systems. We therefore agree with the finding of Gupta and Moore that the Mg2+ level in skeletal and cardiac muscle is 0.6 mM.  相似文献

Freshwater biodiversity is the over‐riding conservation priority during the International Decade for Action ‐‘Water for Life’ ‐ 2005 to 2015. Fresh water makes up only 0.01% of the World's water and approximately 0.8 % of the Earth's surface, yet this tiny fraction of global water supports at least 100 000 species out of approximately 1.8 million ‐ almost 6% of all described species. Inland waters and freshwater biodiversity constitute a valuable natural resource, in economic, cultural, aesthetic, scientific and educational terms. Their conservation and management are critical to the interests of all humans, nations and governments. Yet this precious heritage is in crisis. Fresh waters are experiencing declines in biodiversity far greater than those in the most affected terrestrial ecosystems, and if trends in human demands for water remain unaltered and species losses continue at current rates, the opportunity to conserve much of the remaining biodiversity in fresh water will vanish before the ‘Water for Life’ decade ends in 2015. Why is this so, and what is being done about it? This article explores the special features of freshwater habitats and the biodiversity they support that makes them especially vulnerable to human activities. We document threats to global freshwater biodiversity under five headings: overexploitation; water pollution; flow modification; destruction or degradation of habitat; and invasion by exotic species. Their combined and interacting influences have resulted in population declines and range reduction of freshwater biodiversity worldwide. Conservation of biodiversity is complicated by the landscape position of rivers and wetlands as ‘receivers’ of land‐use effluents, and the problems posed by endemism and thus non‐substitutability. In addition, in many parts of the world, fresh water is subject to severe competition among multiple human stakeholders. Protection of freshwater biodiversity is perhaps the ultimate conservation challenge because it is influenced by the upstream drainage network, the surrounding land, the riparian zone, and ‐ in the case of migrating aquatic fauna ‐ downstream reaches. Such prerequisites are hardly ever met. Immediate action is needed where opportunities exist to set aside intact lake and river ecosystems within large protected areas. For most of the global land surface, trade‐offs between conservation of freshwater biodiversity and human use of ecosystem goods and services are necessary. We advocate continuing attempts to check species loss but, in many situations, urge adoption of a compromise position of management for biodiversity conservation, ecosystem functioning and resilience, and human livelihoods in order to provide a viable long‐term basis for freshwater conservation. Recognition of this need will require adoption of a new paradigm for biodiversity protection and freshwater ecosystem management ‐ one that has been appropriately termed ‘reconciliation ecology’.  相似文献

Summary The membranes of the pellicle of the ciliatePseudomicrothorax dubius are investigated using thin section electron microscopy and freeze-fracture replicas. The plasma membrane is covered by a surface coat and is connected to the outer alveolar membrane by short, sometimes branched, bridges. The inner alveolar membrane is coated on both sides. The epiplasm lies in intimate contact with the cytoplasmic surface of this membrane, and there is a corresponding deposit on the other surface. This deposit is regularly striated.The epiplasmic layer and the alveoli are interrupted at sites of cytotic activity,e.g., the attachment sites of trichocysts, the cytoproct, and the parasomal sacs. The striated deposit ends where the epiplasm ends, indicating a direct relationship between these two epimembranous layers.There is a deposit along the sides of the first part of the tip of the trichocysts, and in this region the trichocyst membrane is free of intramembranous particles.The membrane of the parasomal sacs has a coat on both surfaces. That on the extraplasmic surface is similar to the surface coat of the plasma membrane. The origin of the cytoplasmic coat is unknown. The cytotic activity of these sacs is indicated by their highly irregular profiles.  相似文献

On 50 brains of newborns of either sex, the exterior and interior morphology was studied. The exterior morphology of the brain was conformable to the configuration of the skull. The insula is relatively large, but extremely inadequately grooved. The subcortical masses are well pronounced but there is in general a very slight difference between the white and gray matter of the brain. The convolutions and grooves of the cerebellum are very distinctly marked, the nucleus dentatus is large and white matter is prevalent. The brain stem is rather well formed, distinctly plastic, this being particularly true for the region of the rhomboid fossa and medulla oblongata.  相似文献

为了更好地研究军标菌在其应用中的实验周期问题 ,采用插片培养法和载片培养法对军标中 5株实验菌的生活史中各阶段生长发育所需时间进行了研究。结果表明 ,5株菌的各时期生长发育所需时间有所不同。整个生活史最长的 4940min ,如AS 3 .42 5 4。最短的 3 888min ,如AS 3 .3 95 0。孢子萌发阶段所需时间也各不相同 ,最长的需 1 5 2 0min ,如AS 3 .3 885。最短的需 640min ,如AS 3 .3 95 0。这一研究为军标中霉菌试验周期 ,即 2 8d过长而且完全可缩短试验周期的观点 ,提供了有力的证据。  相似文献

The spinal cord in 25 non-inbred dogs has been studied macro-microscopically. The dissymmetry in the arrangement level in the right and left root bases on the dorsal surface of the spinal cord is much greater than on the ventral surface. The same as in the human being, the dissymmetry is the greatest in the thoracic part (as compared to other spinal parts). On the ventral surface of the spinal cord both along the anterior and posterior margin of the root bases, there is a right-sided dissymmetry (with cranial shift); on the dorsal surface it is present only at the roots along the posterior margin. The dissymmetry of the dog spinal cord is quantitatively estimated along its whole extension.  相似文献

200 gall-bladders of goat were studied for histology and histochemistry. The lining epithelium is tall columnar with striated border. The glands are mucous and serous, and the secretion of both surface and glands is a polyssaccharide-protein complex. The regional differences at neck, body and fundus of the gall-bladder are described. Few enterochromaffin cells with granules, which are PAS-positive and contain 5-hydroxytryptamine, are encountered at the wedge between the granular epithelial cells and the cells lining the crypts. The relationship between these cells and lymphocytic infiltration is discussed. The thick circular muscle layer at the neck region is considered a sphincter of the gall-bladder.  相似文献

The optimal shape of the front profile of the thick lens in the eye of the scallop,Pecten is theoretically, geometric optically investigated as a function of the refractive index of the lens and the retina, as well as of the geometrical parameters of the eye. The shape of the theoretical front surfaces is compared with that of the real, experimentally determined front face of the lens. The degree of correction of the lens for spherical aberration of the reflecting spherical mirror in thePecten eye is examined. The optimal shape of the front profile of the lens depends strongly on a set of parameters, such that a certain fine tuning is required among them to assure a full correction for spherical aberration. The extreme variability of the eye parameters and the shape of the front face of the lens in the scallop is inconsistent with this fine tuning requirement. The degree of correction of thePecten lens for spherical aberration might not be as good as it could be, a possible biooptical reason for which is discussed.  相似文献

The pangolin scale is a horny derivative of the epidermis. It is complex in structure and is divisible into three distinct regions. The dorsal plate forms approximately one-sixth of the scale thickness. It is composed of flattened solid keratinized cells without basophilic nuclear remnants. This region tends to fray easily. The dorsal plate contains bound phospholipids and sulphydryl groups but is weak in disulphide bonds.
The bulk of the scale is made up of the intermediate plate formed of less flattened cells without basophilic nuclei. This region is rich in disulphide bonds but contains no appreciable bound phospholipids or sulphydryl groups.
The ventral plate is only a few cells thick and is rich in bound phospholipids, which also occur in the underlying scale bed epidermis.
These three regions of the scale are formed from separate epidermal germinal areas which do not develop a granular layer. Keratohyalin granules are, however, formed in the epidermis between the scales.
It is suggested on the basis of histological structure and dishribution of chemical constituents that pangolin scales are probably homologous with primate nails.
Evidence against the views that they are homologous with reptilian scales or are derived from compressed hairs is presented.  相似文献

It is known that the bile canaliculus in the liver of almost all vertebrates is made up of membranes of two or more adjacent liver cells. Studying the liver cell ultrastructure of lasting and fed grass carp and silver carp, it was demonstrated that a bile canaliculus is formed by deep invagination of a cell membrane of one hepatocyte. The membrane forms microvilli along the bile canaliculus. The bile canaliculus is seen in the centre of liver cell cytoplasm on the cross section and stretches from the centre of the liver cell cytoplasm to the cell membrane on the longitudinal section. The bile canaliculus is connected with a small duct cell, which is distinct from a liver cell in its small size, little amount of cell organelles and the presence of cytoplasmic filaments. The terminal part of the biliary tract consists of one liver cell and one bile duct cell. The part of the tract adjacent to the terminal one is composed of two or three small bile duct cells devoid of basal membrane. Thus, the liver parenchyma is constituted of a net of numerous bile ducts. In the portal tract, there is a large bile duct, consisting of 12-13 bile duct cells, surrounded by basal membrane and connective tissue cells.  相似文献

The classification of the Combretaceae in relation to the anatomy of the leaf epidermis (especially to trichomes) is surveyed, with particular reference to Combretum . The new combination Calopyxis grandidieri (Drake) Capuron ex Stace is made and the new section Calopyxis sect. Petalantha Stace is described. A sectional review of Combretum is presented.
