This article outlines the contribution of international shipping to climate change and examines different approaches to regulate international shipping activities to reduce greenhouse gas (GHG) emissions. It considers challenges such as the allocation of GHG emissions to individual states, the selection of the most effective mitigation and regulatory measures, the potential for a disproportionate burden to fall upon developing states, and the debate about whether the United Nations (UN) or the International Maritime Organization (IMO) is the appropriate international authority to regulate emissions from international shipping.  相似文献

A study of the pre-imaginal simuliid fauna of South-East Queensland was conducted to elucidate some of the aspects of their ecology. A total of 17 species of three genera (Cnephia, Austrosimulium and Simulium) bred in the area. The highest diversity of species was found to occur in mountainous areas near the coast which had the following conditions: high rainfall, steep relief, cool temperatures, on the edge of forests with streams of the order 1–3 (using a 1 : 250,000 map).More detailed studies of A. bancrofti, S. nicholsoni and S. ornatipes were made to investigate microdistribution, colonization, drift, pupation timing and population changes. Current velocity was the most important factor determining the distribution of A. bancrofti, while the distribution of S. nicholsoni was influenced by a preference for vegetation substrate and current velocity. Late instar larvae of A. bancrofti and S. ornatipes occurred in faster currents than early instar larvae. Pupae of these two species primarily occurred on the downstream side of submerged substrates. Colonization of a particular stream was dependent on the oviposition preference of gravid females while drift, looping, or descent on silk threads was used for larval dispersal from the oviposition site. Early instars of A. bancrofti drifted from quiet reaches of mature rivers to rapids, while S. ornatipes larvae appeared to be more sessile with limited dispersal from site of egg masses. Drift occurred throughout 24 hours with little change in total numbers. Early instars of A. bancrofti however showed a definite diurnal tendency while the proportion of late instars increased at night. Pupation of S. ornatipes was diurnal under undisturbed conditions. The larvae of A. bancrofti and S. nicholsoni both developed in the Brisbane River system, however the populations of A. bancrofti peaked in late winter, a dry season with stable water conditions while S. nicholsoni larvae were most abundant from late summer, at the end of the rains to the early winter.  Significant coral reef ecosystems occur along the northwest (NW) coast of Australia in an oceanographic setting somewhat similar to that of the Great Barrier Reef off the northeast (NE) Australian coast. Seasonal and inter-annual variations of several surface climate variables are described for the NW coastal region of Australia from 10°–30°S over the period 1960 to 1992. Average climatic conditions in this region are compared with those for similar latitudes on the Great Barrier Reef. On average, sea surface temperatures (SSTs) along the NW Australian coast are warmer than at similar latitudes along the NE coast north of ∼20°S and cooler than the NE coast at higher latitudes. The annual range of SSTs along the NW coast is lower than found along the NE coast. There is also lower average cloud amount (and greater incoming solar radiation) along the NW coast compared with the NE coast. Corals reefs off the NW Australian coast are less likely to be influenced by freshwater and associated terrestrial impacts than nearshore reefs of the GBR. Although the latitudinal distribution of tropical cyclone activity is similar along the NW and NE Australian coasts, the total number of tropical cyclones and tropical cyclone days is substantially higher on the NW coast compared with the NE coast. The study investigated the use of aerial photographs, acquired in 1950 and1991, for assessing the temporal dynamics of mangroves along the WestAlligator River in Australia's Northern Territory. For both years,mangrove extent was mapped using an unsupervised classification of thedigital orthomosaic and Digital Elevation Models (DEMs), or height maps,of the mangrove canopy were derived from stereo pairs. Helicopter andfield observations in 1998 and 1999 respectively provided ground truthfor interpreting the derived datasets. The comparison of mangrove extentrevealed a substantial movement over the 41-year period, perhaps inresponse to hydrological changes that have resulted in a landward extensionof saline conditions. Changes in the height of mangroves were observedbut were difficult to quantify due to the reduced quality of the 1950 DEM. The study demonstrated the viability of using time-series of aerialphotography for monitoring and understanding the long-term response ofmangroves to environmental change, including hydrological variations andsea level rise.  相似文献

Over 20 marine fish species have been studied forfarming or stock enhancement in Australia. However,commercial production has been dominated by the cageculture of Salmo salar in Tasmania, Thunnusmaccoyiiin South Australia, and to a lesser extent Latescalcarifer in Queensland. A major impediment to thecommercial production of new species has been thelarge-scale production of juvenile fish. Thedevelopment of marine fish larval rearing technologyin Australia has had four main influences over thelast decade: culture system technology from France,live food culture and nutritional enhancement fromBelgium, artificial diets from Japan and extensivepond culture from the USA. Microalgae and live foodculture is based on traditional aquaculture speciesand methods. Recent Australian research has focusedon induced spawning, the role of stress in inhibitingovulation, factors influencing initial swim bladderinflation in larvae, larval nutrition, extensiveculture and diagnosis of disease. Over the next 5years, Australian aquaculturists should be able toproduce industrial quantities of a range of nativemarine fish, either in intensive fish hatcheries, orin combination with extensive pond culture.  相似文献

Despite the vastness of South Australia's coastline, approximately 95% of the state's population of 1.4 million is on the Adelaide metropolitan coast of Gulf St. Vincent. The concentration of human activity around this shallow, sheltered gulf ecosystem has led to conflict and competition over the use of marine and coastal resources. The gulf supports extensive areas of ecologically significant subtidal and tidal coastal wetlands, comprising seagrass meadows, mangroves and saltmarshes, with nine wetlands having recognized national importance. The wetlands support economic activities such as commercial and recreational fishing, tourism and aquaculture, and to a lesser extent, mineral and petroleum exploration and shipping. These environments and activities are threatened by the effects of land-based urbanization, coastal development, stormwater runoff effluent and industrial discharges, and the resultant decline in water quality and food-chain contamination. Marine activities can also have adverse effects (i.e., dredging, sea-dumping, overfishing, fishing methods, oil spills, antifoulants, ballast water introductions), including the developing aquaculture industry. The continued loss and degradation of marine and coastal wetlands in the gulf is exacerbated by inadequate protection measures, lack of integrated management structures and policies, and conflict between competing user groups. Strong policies and integrated decision making based on sound information is required for the equitable and sustainable use of these wetlands. Gulf-level management of multiple-uses would limit the cumulative impacts of human use and coastal development. There is a particular need to protect areas with high conservation value and for future research and marine conservation to focus on the coastal nearshore ecosystem. High priorities are coastal and biodiversity inventories, understanding of ecological processes, linkages between coastal and offshore habitats, and coastal spatial mapping and information systems.  相似文献

The United Nations Convention on the Law of the Sea (LOSC) permits state parties to establish an Exclusive Economic Zone (EEZ) 200 nautical miles from their coast. Coastal states have exclusive jurisdiction over resources within the EEZ, but navigational and other high seas freedoms continue to exist. A significant number of states have, however, enacted legislation that departs from the LOSC, interfering with the navigational rights and freedoms of other states. This article analzses this development with a specific focus on the Arctic. It investigates the powers of Arctic coastal states to regulate shipping in the EEZ and thereby navigation in the Arctic Ocean. It adds to the existing literature by providing an analysis of state practice, suggesting that despite uncertainty concerning the interpretation of the LOSC Article 234 and the right to exercise legislative jurisdiction over ice-covered waters, a not insignificant number of states have claimed jurisdiction in their own EEZ beyond the rights granted in the LOSC, and are therefore not in a position to object to extensive jurisdictional claims in the Arctic.  相似文献

The central Australian flora currently contains 78 alien species, of which 17 are predominantly summer-growing, 19 are southern winter-growing species reaching roadsides, stockyards and watercourses in the southern Northern Territory and 42 are at present confined to gardens in Alice Springs. A further 11 species reach the far north of South Australia or die far southwest of Queensland but not the Northern Territory. The central Australian alien flora may be classified by growing season and drought-tolerance, or broadly categorized on the basis of habitat and dispersal agent into 'garden weeds', 'tourist weeds' and 'stock weeds'. Present ecological knowledge of central Australian aliens is limited, but indicates that whilst some will probably remain confined to better-watered habitats, many are likely to spread into the arid areas, becoming obvious only after a succession of wet years. The central Australian alien flora is increasing at present and this increase is expected to continue.  相似文献

Ragweed (Ambrosia spp.) is awell-recognised cause of fall allergic rhinitisand seasonal asthma in the Northern Hemispherecountries of United States and Canada. InAustralia the appearance of ragweed (Ambrosia artemisiifolia) was first recordedduring the 1930s in Queensland, ragweed hayfeverwas noted in 1959 and ragweed dermatitisdocumented in 1963. Aerobiology studies performedin the capital cities of Eastern and WesternAustralia have not demonstrated ragweed pollen.This study, performed in two towns in theNorthern Rivers area of New South Wales, closeto the Queensland border, documents the ragweedseason between November 1996 and December 1997in one of the towns, by monitoring the air usinga Burkard 7-day spore trap. Two hundred and sixvolunteers were skin tested to a range ofaeroallergens including pollen of ragweed (Ambrosia artemisiifolia) and Tibouchina, a treeflowering at the same time as ragweed. 34% ofvolunteers were skin prick test positive toragweed and 5.4% to Tibouchina. The ragweedseason commenced in the first week of March andextended to early May, with the peak day pollencount, 483/m3, present in the first week ofApril. Although many residents blamed thespectacular purple Tibouchina flowers for latesummer respiratory symptoms, most were sensitiveto ragweed and not Tibouchina.  相似文献

Bioinformatics has been a hot topic in Australia's biotechnology circles for the past five years. As with biotechnology in the 1990s, there has been a sudden increase in the number of Bioinformatics undergraduate degrees. For students in the 2005 intake there are six undergraduate Bioinformatics degrees to choose from and another five Bioinformatics streams within a Bachelor of Science degree. The courses vary from three to four years of full-time study. This report aims at dissecting each of these degrees to determine where the differences lie, to give the prospective students an idea as to which degree suits their career goals and to give an overview of the pedagogy of Australian bioinformatics education.  相似文献

Studies of wetlands in Australia, as in other countries, have taken a wide variety of approaches to defining, surveying and classifying these environments. Past and current approaches in Australia are reviewed for each of the States and Territories which provide the context for much of the natural resource investigation in the country. While there are obvious advantages of national, and perhaps international, agreement on definition and types of wetlands, a variety of approaches to inventory and classification will always be necessary for particular purposes. More fundamental than general agreement on approaches is the need for wetland scientists and managers to maximise the accuracy of survey information, to test the assumptions involved in the use of classifications, and to ensure that the classifications they use are the most appropriate for their purposes. The issue of a global wetland classification scheme is discussed on the basis of a representative range of views by Australian wetland workers.  相似文献

This article assesses the relationship between multiculturalism and neoliberalism, focusing on the Australian context. It analyses recent reforms concerning immigrant integration and cultural diversity, and argues that since the mid-1990s Australian multiculturalism has embodied three central components of state restructuring: heightened demands for sociocultural discipline and conformity; fiscal conservatism and the retrenchment of safety nets; and the promotion of economic competitiveness, flexibility and efficiency in global markets. In retracing the trajectory of Australian policy this analysis contributes to emerging literatures on multiculturalism, and the shifting nature of citizenship and government rationalities in the present neoliberal context. In addition to illuminating recent changes in Australia, its findings display significant import for countries facing similar dynamics.  相似文献

Indigenous Australians suffer significant disadvantage in health outcomes and have a life expectancy well below that of non-Indigenous Australians. Mortality rates of Indigenous Australians are higher than that of Indigenous populations in developed countries elsewhere in the world. A number of parasitic diseases which are uncommon in the rest of the Australian population contribute to the high burden of disease in many remote Indigenous communities. High rates of infection with enteric parasites such as Strongyloides stercoralis, hookworm and Trichuris have been recorded and infection of the skin with the ecto-parasitic mite Sarcoptes scabiei is also a substantial problem. Secondary infection of scabies lesions, including with Staphylococcus aureus and group A Streptococcus, can produce serious sequelae such as rheumatic fever and post-streptococcal glomerulonephritis. Transmission of many parasites in many remote communities is facilitated by overcrowded living conditions and infrastructure problems which result in poor sanitation and hygiene. Improvements in environmental health conditions must accompany medical initiatives to achieve sustainable improvement in the health of Indigenous Australians.  相似文献

The word ‘envy’ directs attention to feelings and cognitions that are especially important sources of information in our complicated sociality. As it is delimited by philosophers, economists, psychologists and others, envy is conceptually nested within a family that includes evil eye beliefs, inequity aversion, strong reciprocity and social comparison. Although the accumulation of work in these areas is substantial, anthropological treatments of envy are rare. Given repeated assertions of envy's universality and its potential importance for understanding widespread aspects of the human condition, a comparative eye seems essential. I present an account of ‘jealous’ in Aboriginal Australia via a framework that casts emotions as emerging from the interaction of psychobiological and sociocultural processes. According to this perspective, ‘envy’ should not be regarded as an invariant human condition but rather as a Western version of what, in a more generic human form, may both defend the individual and the larger sociality.  相似文献
