Biodiversity targets, or estimates of the quantities of biodiversity features that should be conserved in a region, are fundamental to systematic conservation planning. We propose that targets for species should be based on the quantitative thresholds developed for the Vulnerable category of the IUCN Red List system, thereby avoiding future listings of species in an IUCN Red List threat category or an increase in the extinction risk, or ultimate extinction, of species already listed as threatened. Examples of this approach are presented for case studies from South Africa, including threatened taxa listed under the IUCN Red List criteria of A to D, a species listed as Near Threatened, a species of conservation concern due to its rarity, and one species in need of recovery. The method gives rise to multiple representation targets, an improvement on the often used single representation targets that are inadequate for long term maintenance of biodiversity or the arbitrary multiple representation and percentage targets that are sometimes adopted. Through the implementation of the resulting conservation plan, these targets will ensure that the conservation status of threatened species do not worsen over time by qualifying for higher categories of threat and may actually improve their conservation status by eliminating the threat of habitat loss and stabilizing population declines. The positive attributes ascribed to the IUCN Red List system, and therefore to the species targets arising from this approach, are important when justifying decisions that limit land uses known to be detrimental to biodiversity.  相似文献

The knowledge about the conservation status of species is an important data for conservation biology. Therefore, threatened species lists are a powerful tool for conservation planning and prioritization. Our objective is to compare the global, the national and state red lists of amphibians in Brazil. Threatened species were categorized according to their listing in one or several of these lists. We analyzed for true inconsistencies across lists in order to evaluate practical consequences of such incongruences on amphibian conservation in Brazil. We recorded a total of 61 threatened amphibian species in Brazil (across all red lists). Only one species, Phrynomedusa fimbriata, was listed as Extinct (both in IUCN, Brazil and S?o Paulo lists). A total of eleven endemic species are listed as threatened by the global red list, but do not appear in Brazil’s national red list, which represent an inconsistence among these lists. Besides that, the threat category of Thoropa lutzi and Thoropa petropolitana, two endemic species, differ among both lists, which also represents a problem between both lists. These mismatches may be due to several reasons such as different interpretation of the criteria; different methodologies used; different data availability on species; differences in the dates of assessments processes; the assessors’ attitudes to uncertainty; outdated red lists. Harmonization among red lists permits a better picture of threatened amphibian diversity across scales and to develop global, national and state plans to complement conservation actions in order to maximize the chance of success of these initiatives.  相似文献

The management and active enforcement of the increasing number of conservation-related instruments (e.g. the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), The World Conservation Union (IUCN) Red Data Lists and pending invasive species regulations), and the number of listed plant and animal taxa that they are likely to incorporate, are already straining national regulatory, enforcement and border control agencies. Against the backdrop of increasing capacity constraints (financial and logistic) and uncertainty faced by these authorities, we support calls for a radical shift in the traditional approach to the management of threatened species (either Red Data List or CITES listed) and the maintenance of the integrity of biological systems (viz. the control of potentially invasive species). This entails the establishment of National Green Data Species Lists (proposed by Imboden (1989) in World Birdwatch 9:2). The Green List would be a reciprocal list of species that are not threatened (not Red Data listed), not affected by trade (not CITES listed) or pose little threat of invasion according to importing authorities. This reciprocal list does not require negotiation of new international treaties and will simply piggy-back on existing treaties. In addition, it will shift the 'burden of proof', including the financial investment required for species Green Data listing, the verification of origins, taxonomic and conservation status determination, from regulating authorities to traders.  相似文献

Knowing the exact status of several species is unimaginable since the data available is not adequate to determine their category, they are classified as Data Deficient (DD) by the IUCN. Lack of sufficient information impedes the assessment of conservation status for DD species and could lead to missing conservation opportunities for rare mammals under multiple threats. It seems appropriate that available knowledge of each species should be recorded now because the next few decades will see even more human-induced changes. The main objective is to suggest a strategic framework and establishing categories to help overcome the uncertainty regarding the conservation status of endemic mammals of East Africa. Preliminary extinction risk categories were determined based on the IUCN Red List Criterion B particularly of criteria B1 which uses the extent of occurrence. We use quantile regression to model a relationship between the time since species discovery (50 years as a reference) and log-transformed range-size of mammal species (1–20,000 km2 area for a threatened category). Mammals that were described more than 50 years ago and have an EOO of less than 20,000 km2 are categorized under threatened status. We found a significant positive relationship between time since species discovery and geographic range size of the non-DD mammal species for all quantile levels (p < 0.05) allowed the use of time since species discovery and geographic range size to infer the proper red list category of species. Only 16 endemic mammals currently listed as Data Deficient, should continue to be listed as so (group A). The remaining species should be re-listed as threatened (17 species) and as non-threatened (25 species, groups C and D). Our finding reduced the number of DD species of mammals of East Africa from 32.04% to 8.83%. As of the investigation of the present study, 12 (70.6%) mammals suggested for threatened categories are small-sized shrews and bats. DD species introduce greater uncertainty in estimates of overall extinction risk to the endemics, and by no means are they such species that can be considered low priorities for research. DD mammals may still face high extinction risks and may be more frequently threatened than successfully evaluated mammals. These findings may hopefully contribute to a more efficient allocation of conservation funds and more efficient development of conservation plans using data available for almost all mammalian species.  相似文献

Data Deficient species (DD) comprise a significant portion of the total number of species listed within the IUCN Red List. Although they are not classified within one of the threat categories, they may still face high extinction risks. However, due to limited data available to infer their extinction risk reliably, it is unlikely that the assessment of the true status of Data Deficient species would be possible before many species decline to extinction. An appropriate measure to resolve these problems would be to introduce a flag of potentially threatened species within the Data Deficient category [i.e., DD(PT)]. Such a flag would represent a temporary Red List status for listed Data Deficient species that are, based on the available direct evidence and/or indirect indices, likely to be assigned to one of the threat categories, but where current data remains insufficient for a complete classification. The use of such a flag could increase the focus of the scientific community and conservation decision-makers on such species, thus avoiding the risk that necessary conservation measures are implemented too late. As such, establishment of the DD(PT) category as a kind of alarm for priority species could be beneficial.  相似文献

Abstract

A Red List of all 108 Pezizomycotina (Ascomycota) species recorded in Umbria Region (central Italy) is provided. According to the IUCN categories and criteria, 60.18% of the assessed species are classified as threatened, whereas 12.96% are Near Threatened (NT), 1.86% are Least Concerned (LC) and a noteworthy amount of 25% are Data Deficient (DD). As a consequence of the downlisting applied to the majority of the assessed taxa, according to the guidelines for application of IUCN red list criteria at Regional level, only 1.54% of the threatened species is Critically Endangered (CR), while 46.15% are Endangered (EN) and 52.31% are Vulnerable (VU). Given that the present work represents the first complete regional red list of Pezizomycotina in Italy, and that a national, as well as a European red list do not exist to date, it could be considered as a case study for other Italian Regions as well as for other European countries, aiming at the compilation of a national and European red list of this fungal group mostly overlooked in conservation strategies.  相似文献

定期开展物种红色名录评估, 了解植物濒危状态、致危因素变化, 对于物种保育有重要意义。本文报道了国产裸子植物的最新评估结果, 并与2013版红色名录进行了比较。本次评估了国产裸子植物274个种和种下分类群(隶属于8科37属)。与2013版红色名录相比, 本次评估减少了2科, 增加了3属和40个种和种下分类群。分类群变化是由于上次评估遗漏属种、新类群、新分布记录以及分类群名称和等级变化所致。本次评估有139个种和种下分类群被列入受威胁等级(包括极危、濒危和易危), 占总评估种类的50.7%, 与2013版的51.0%相比, 受威胁程度基本不变。物种自身进化属性、资源过度利用、生境丧失和全球变暖是国产裸子植物的主要致危因素。此外, 还有27种列为数据缺乏(DD), 占总种数的9.9%, 较2013版略有增加, 表明我国裸子植物需开展针对性野外调查和相关研究, 以摸清物种的野外生存现状, 为深入认识我国裸子植物濒危程度奠定数据基础。新的红色名录评估对濒危物种保育实践也有重要意义。  相似文献

A joint analysis considering the world-wide distribution and threat status of Central European vascular plants was carried out to derive conservation priorities for threatened species. A list of 417 taxa is presented, which are threatened throughout Central Europe and/or show a predominantly Central European distribution. As a first step, all plants mentioned in Central European national Red Lists were included in a synoptic table, resulting in a total of 3255 taxa threatened or rare in at least one country. To select species with a high conservation priority, two parameters were estimated: threat status for Central Europe and a new category termed responsibility for the conservation of a species. As criteria for this second parameter, we used the proportion of Central Europe on the world range of a species, the position of Central Europe within this range, and its world-wide threat status. A simple category system including four responsibility categories is proposed. For all species selected, threat status and a responsibility assessment for the whole of Central Europe is given, as well as position and proportion of Central Europe on their world range. By comparison of threat status and responsibility, this list provides a background for assessing national conservation priorities as well as for making decisions about inclusion in international conventions on species conservation. This was shown by a comparison of the species selected using this approach with those included in the two most important European instruments for species conservation – the Berne Convention and the Habitats Directive.  相似文献

To elucidate the factors underlying species conservation priority setting, we analysed the relationships among species’ structural complexity, scientific attention, threatened species listing, and conservation investments at different organisational levels, including global, European, national, and sub-national. Although the literature often highlights the need to consider criteria other than extinction risk status, our results show that an excessive use of Red lists still persists in the setting of conservation priorities. We found that organismal complexity, available scientific information, and species listing combine together to create a positive feed-back loop, in which more complex organisms have a larger proportion of threatened species in the Red lists and legal lists. This bias promotes research that is devoted to understanding conservation problems as well as more funds invested to solve them. We propose that a sort of pitfall-trap is currently constraining the species conservation priority setting, in which few species, mainly threatened and better-known species, tend to receive most of the funds and policy attention. To counteract this pitfall-trap, we highlight the need to increase scientific effort on lower taxa and expand Red lists to assess lesser-known taxonomic groups as well as the need to use other criteria for species conservation prioritisation.  相似文献

IUCN濒危物种红色名录与国家濒危物种红色名录都是物种灭绝风险的测度, 前者是全球性评估, 后者则是国别研究。IUCN濒危物种红色名录预警了全球物种的濒危状况, 为全球生物多样性研究提供了大数据; 国别红色名录确定了各国物种受威胁状况, 填补了前者的知识空缺, 两份名录互为补充。目前对国家濒危物种红色名录重视不够。基于如下原因, 应当重视国别濒危物种红色名录的意义: (1)国家是濒危物种保护的行为主体, 物种在一个国家的生存状况是确定其保护级别、开展濒危物种保育的依据; (2)对于仅分布于一个国家的特有物种来说, 其国别濒危物种红色名录等级即是其全球濒危等级; (3)对于跨国境分布的物种来说, 国别濒危物种红色名录等级则确定了该物种在本国的生存状况; (4)结合IUCN濒危物种红色名录, 国别濒危物种红色名录为建立跨国保护地、保护迁徙物种的栖息地与跨国迁徙洄游通道提供依据; (5)国别濒危物种红色名录所特有的“区域灭绝”等级, 反映了一个物种边缘种群在该国的区域灭绝, 恢复“区域灭绝”物种是该物种原分布国重引入保育工作的重点; (6)国别濒危物种红色名录提供了该国物种编目、分类、分布和生存状况的最新信息。然而, 国别濒危物种红色名录的重要性在许多情况下被忽视了。目前正值全球新冠肺炎大流行, 人们正在重新审视人与野生动物的关系。我国将修订有关野生动物保护与防疫法法律以及《国家重点保护野生动物名录》, 防控新的人与野生动物共患疾病再次暴发。对于确定国家重点保护野生动物物种名录来言, 物种受威胁程度是物种列为国家重点保护物种的特征之一。重视国别红色名录有特别的意义。  相似文献

European nature conservation documents, often reflect the charisma of a species rather than its actual degree of threat. The assessment of the threat status of 14 endemic Sardinian butterfly species, underlines that European nature legislation documents are incomplete. Pseudophilotes barbagiae and Lysandra coridon gennargenti (Lycaenidae) are identified as globally Vulnerable and are therefore proposed to be added to the Red Data Book of European butterflies as species of global conservation concern. A threat factor analysis identifies risks towards butterflies in Sardinia arising from increasing human activities. It is shown how the quantitative information used by the IUCN criteria, together with a qualitative assessment of human induced threat factors, could be combined to produce an objective standardised assessment that can be used also when only data on present distribution are available. Threats to Sardinian butterflies are highlighted and conservation measures proposed. The inclusion of Pseudophilotes barbagiae and Lysandra coridon gennargenti in Annex II and IV of the European Habitats Directive, and in Appendix II of the Bern Convention, is strongly recommended.  相似文献

Climate change is likely to become an increasingly major obstacle to slowing the rate of species extinctions. Several new assessment approaches have been proposed for identifying climate‐vulnerable species, based on the assumption that established systems such as the IUCN Red List need revising or replacing because they were not developed to explicitly consider climate change. However, no assessment approach has been tested to determine its ability to provide advanced warning time for conservation action for species that might go extinct due to climate change. To test the performance of the Red List system in this capacity, we used linked niche‐demographic models with habitat dynamics driven by a ‘business‐as‐usual’ climate change scenario. We generated replicate 100‐year trajectories for range‐restricted reptiles and amphibians endemic to the United States. For each replicate, we categorized the simulated species according to IUCN Red List criteria at annual, 5‐year, and 10‐year intervals (the latter representing current practice). For replicates that went extinct, we calculated warning time as the number of years the simulated species was continuously listed in a threatened category prior to extinction. To simulate data limitations, we repeated the analysis using a single criterion at a time (disregarding other listing criteria). Results show that when all criteria can be used, the Red List system would provide several decades of warning time (median = 62 years; >20 years for 99% of replicates), but suggest that conservation actions should begin as soon as a species is listed as Vulnerable, because 50% of replicates went extinct within 20 years of becoming uplisted to Critically Endangered. When only one criterion was used, warning times were substantially shorter, but more frequent assessments increased the warning time by about a decade. Overall, we found that the Red List criteria reliably provide a sensitive and precautionary way to assess extinction risk under climate change.  相似文献

The taxonomic treatment for the grasses of southern Africa was one of the first to be based on computerised data and the DELTA system. These data, based on over 70,000 herbarium records, are amenable for analysis of species parameters including abundance, frequency and distribution. This information is suitable for the allocation of species into the seven categories of rarity proposed by Rabinowitz using a combination of habitat specificity (“Narrow” or “Broad”), population structure (“Sparse” or “Abundant”) and distribution (“Restricted” or “Widespread”). We compare the species lists obtained for each combination of these three aspects to published Red Data Lists (RDLs) for southern and South Africa. Ninety-three species are placed in the most sensitive or potentially threatened category (Narrow habitat, Sparse populations and Restricted distributions; RSN). This is substantially more than the number of species listed in current RDLs for the region. Chi-square tests indicate a statistically significant bias in taxa from the Fynbos Biome for three of the categories (RSN, RAN and WSN), from the Savanna Biome for the WAN category and from the arid Succulent Karoo and Desert Biomes for the RAB category. Analyses of habitat requirements indicate that many grasses listed (especially those associated with a “Narrow” habitat) are found in some form of wetlands (ephemeral or permanent), especially those at higher altitudes (montane). Despite concerns about the subjective nature in determining the boundaries between the categories, this method is shown to provide a meaningful and valuable list of taxa that require prioritisation for more detailed assessment according to the IUCN criteria.  相似文献

掌握野生动植物本底资源是各级自然保护区生物多样性监测研究和保护管理的重要环节。为了建立龙溪-虹口国家级自然保护区内兽类和鸟类多样性资源的长期监测机制,于2013年9月至2014年11月,我们采用红外相机技术在龙溪沟和虹口峡谷等区域按公里网格布设了57个监测点,调查地面活动的兽类和鸟类。红外相机累计工作达11,847个工作日,共记录到兽类和鸟类物种61种,其中兽类5目12科21种,鸟类3目10科40种,包括猎隼(Falco cherrug)、光背地鸫(Zoothera mollissima)、长尾地鸫(Zoothera dixoni)、灰翅鸫(Turdus boulboul)、锈脸钩嘴鹛(Pomatorhinus erythrogenys)、红嘴鸦雀(Conostoma aemodium)和褐鸦雀(Paradoxornis unicolor)7种鸟类为保护区新记录种。调查到的兽类被列为国家I级和II级重点保护野生动物的分别为4种和5种,被IUCN红色名录评估为“濒危EN”和“易危VU” 的物种各3种,被评为 “近危NT”级别的物种有4种;鸟类被列为国家II级重点保护野生动物的有5种,被IUCN红色名录评估为“濒危EN”的物种有1种。本次调查补充更新了龙溪-虹口自然保护区地栖息鸟类名录,初步了解了保护区内地面活动大中型兽类和鸟类的物种组成和分布,为保护区建立野生动物红外相机常规监测和保护管理提供了基础数据。  相似文献

中国有1,372种鸟类, 其中77种为中国特有。由于资源过度利用、栖息地丧失和片断化、环境污染等原因, 中国的鸟类多样性保护面临严峻的挑战。为了全面评估当前中国野生鸟类的濒危状况, 国家环境保护部支持启动了“中国脊椎动物红色名录”的编制工作。依照IUCN的标准, 对中国鸟类的受胁状况进行了一次全面评估。通过确定评估对象、数据收集、初评、初核、复审、定稿等步骤, 集国内27位鸟类学家的力量, 完成了本次评估。结果表明: 区域灭绝(RE)3种, 分别是白鹳(Ciconia ciconia)、镰翅鸡(Falcipennis falcipennis)和赤颈鹤(Grus antigone), 极危(CR)15种, 濒危(EN)51种, 易危(VU)80种, 近危(NT)190种; 无危(LC)876种, 数据缺乏(DD)157种。列为极危、濒危和易危等级的受胁鸟类合计146种, 占中国鸟类种数的10.6%。受威胁程度最高的科是鹈鹕科和犀鸟科, 这两个科100%的物种都属于受胁种。。77种特有鸟类中有29种(37.7%)属于受胁种。陆禽和猛禽是受胁最严重的生态类群, 分别有25.2%和23.2%的种类处于受胁状态。不同行政区域受胁鸟类差异较大。本工作对于我国鸟类保护和履行国际公约等工作均有重要意义。  相似文献

The growing demand for natural resources to sustain human population has increased the loss and modification of natural habitats, enhancing the number of species threatened with extinction. Commonly tools such as Red Lists guide conservation actions and policies. However, Red Lists are based in population parameters, and important aspects of biodiversity such as phylogenetic diversity are not considered. Here we evaluated the amount of economic and traditional uses and evolutionary history of palms captured by the global IUCN Red List and the national Red Lists of Colombia and Madagascar. We estimated palms plant use diversity (PUD) and phylogenetic diversity (PD) for all species in the IUCN Red List and for each threat category at global and national scale. We also investigated if the number of uses, PUD and PD predict palm threat level. Species covered by IUCN Red List have lower PUD and PD than expected by chance. At global scale, palms with higher extinction risk have lower number of uses, PUD and PD. However, whereas in Colombia least concern species had lower PUD and PD, in Madagascar only Data Deficient species had lower PUD than expected by chance. Our findings highlight the need of palm specialists to expand the list of palms they have assessed and submit them for inclusion in Red Lists, enabling Red Lists to capture a more random sample of palm evolutionary history and economic uses. That would improve the success of biodiversity conservation actions by taking into account other aspects of biodiversity rather than taxonomic identity.  相似文献

One hundred and twenty-seven threatened species listed in the ChinaPlant Red Data Book were found in the Yangtze valley. One-third of them belongedto four families with high economic value, including Pinaceae, Magnoliaceae,Lauraceae and Ranuculaceae. Of all the plants, 66.9% grew in forests and 71.7%were threatened with damage to habitats. The threatened plants in the studiedregion formed a geographical pattern with two large and six small distributioncenters. The two large centers were in the high mountains in western Sichuan andnorthern Yunnan or around the Sichuan Basin. The six small centers were situatedin fragmented montane forests in the eastern part of the Yangtze valley. Todetermine a plant's threat category, the number of populations 10 wasused as the basic criterion as accorded with the China Plant Red Data Book. Thethreatened plants in the valley could be divided into five ranks of priority forconservation. The plants in the first rank comprised eight species endemic tothe valley, with only one population, which should be first preserved. It wasconcluded that human activity was the main factor threatening the survival ofplants, and protecting forests had been the most effective approach in savingthe threatened plants in the valley.  相似文献

中国野生动物保护名录包括《国家重点保护野生动物名录》(简称《国家重点保护名录》)、《具有重要生态、科学和社会价值的陆生野生动物名录》》(简称《三有名录》)和地方重点保护野生动物名录(简称地方重点保护名录)。2017年《中华人民共和国野生动物保护法》修订实施后,《国家重点保护名录》修订工作提上日程。修订《国家重点保护名录》应明确该名录与《三有名录》之间的关系,前者要突出重点,体现保护优先和方便管理的原则,划分中央和地方的保护责任。建议依据物种的濒危属性、特有属性、稀有属性、珍贵属性以及管理属性来确定重点保护野生动物物种的级别。保护名录可以采取将整个属、整个科等较高的分类阶元集体列入原则(Principle of Clump Listing)。当一个亚种、一个种群有显著的进化潜力和确定的分布区时,也可以应用拆分列入原则(Principle of Splitting Listing),将其作为管理单位列入物种保护名单。此外,还应密切跟踪并及时更新物种分类法的变化、制订保护级别的判定标准、编写物种恢复计划指南、制定《国家重点保护名录》修订程序。建议为每一个重点保护物种制定相应的种群和生境恢复计划。根据珍稀濒危野生动物动态管理的需要,通过定期评估,及时对列入名录的物种进行升级、降级、删除或维持现有保护等级等处理。  相似文献

2018年5月22日是第25个国际生物多样性日, 生态环境部和中国科学院联合发布了《中国生物多样性红色名录——大型真菌卷》。子囊菌是真菌界物种数量最丰富的类群, 其中小型种类居多, 此次参评的我国非地衣型大型子囊菌(以下简称“大型子囊菌”)包括870种。评估结果表明, 我国大型子囊菌受威胁物种有24种, 其中疑似灭绝1种、极危6种、濒危3种、易危14种, 受威胁物种占评估大型子囊菌物种数的2.76%。此外, 无危的大型子囊菌189种, 占评估物种数的21.72%, 数据不足的616种, 占评估物种数的70.80%。本文对中国大型子囊菌红色名录评估的方法、过程和评估结果等进行了介绍, 对其受威胁现状、受威胁物种的区域分布、致危因素等进行了总结分析, 并提出了相应的保护措施和建议。分类学研究是进行红色名录评估的基础, 在未来相当长的一段时间里, 真菌资源调查和分类学研究仍然需要引起重视并投入资金。建议分类学工作者、保护区管理人员、业余爱好者群体和生态学家合作并广泛参与大型真菌受威胁状况的评估。  相似文献
