Mean trophic level (MTL) of landings and primary production required (PPR) by fisheries are increasingly used in the assessment of sustainability in fisheries. However, in their present form, MTL and PPR are prone to misinterpretation. We show that it is important to account for actual catch data, define an appropriate historical and spatial domain, and carefully consider the effects of fisheries management, based on results from a case study of Swedish fisheries during the past century.  相似文献

Fisheries stock assessments are essential for science-based fisheries management. Inland fisheries pose challenges, but also provide opportunities for biological assessments that differ from those encountered in large marine fisheries for which many of our assessment methods have been developed. These include the number and diversity of fisheries, high levels of ecological and environmental variation, and relative lack of institutional capacity for assessment. In addition, anthropogenic impacts on habitats, widespread presence of non-native species and the frequent use of enhancement and restoration measures such as stocking affect stock dynamics. This paper outlines various stock assessment and data collection approaches that can be adapted to a wide range of different inland fisheries and management challenges. Although this paper identifies challenges in assessment, it focuses on solutions that are practical, scalable and transferrable. A path forward is suggested in which biological assessment generates some of the critical information needed by fisheries managers to make effective decisions that benefit the resource and stakeholders.  相似文献

'Back-to-the-future' (BTF) is an integrative approach to a restoration ecology of the oceans that attempts to solve the fisheries crisis. To this end, it harnesses the latest understanding of ecosystem processes developments in whole ecosystem simulation modelling, and insight into the human dimension of fisheries management. BTF includes new methods for describing past ecosystems, designing fisheries that meet criteria for sustainability and responsibility, and evaluating the costs and benefits of fisheries in restored ecosystems. Evaluation of alternative policy choices, involving trade-offs between conservation and economic values, employs a range of economic, social and ecological measures. Automated searches maximize values of objective functions, and the methodology includes analyses of model parameter uncertainty. Participatory workshops attempt to maximize compliance by fostering a sense of ownership among all stakeholders. Some challenges that have still to be met include improving methods for quantitatively describing the past, reducing uncertainty in ecosystem simulation techniques and in making policy choices robust against climate change. Critical issues include whether past ecosystems make viable policy goals, and whether desirable goals may be reached from today's ecosystem. Examples from case studies in British Columbia, Newfoundland and elsewhere are presented.  相似文献

The integration of satellite telemetry, remotely sensed environmental data, and habitat/environmental modelling has provided for a growing understanding of spatial and temporal ecology of species of conservation concern. The Republic of Cape Verde comprises the only substantial rookery for the loggerhead turtle Caretta caretta in the eastern Atlantic. A size related dichotomy in adult foraging patterns has previously been revealed for adult sea turtles from this population with a proportion of adults foraging neritically, whilst the majority forage oceanically. Here we describe observed habitat use and employ ecological niche modelling to identify suitable foraging habitats for animals utilising these two distinct behavioural strategies. We also investigate how these predicted habitat niches may alter under the influence of climate change induced oceanic temperature rises. We further contextualise our niche models with fisheries catch data and knowledge of fisheries ‘hotspots’ to infer threat from fisheries interaction to this population, for animals employing both strategies. Our analysis revealed repeated use of coincident oceanic habitat, over multiple seasons, by all smaller loggerhead turtles, whilst larger neritic foraging turtles occupied continental shelf waters. Modelled habitat niches were spatially distinct, and under the influence of predicted sea surface temperature rises, there was further spatial divergence of suitable habitats. Analysis of fisheries catch data highlighted that the observed and modelled habitats for oceanic and neritic loggerhead turtles could extensively interact with intensive fisheries activity within oceanic and continental shelf waters of northwest Africa. We suggest that the development and enforcement of sustainable management strategies, specifically multi‐national fisheries policy, may begin to address some of these issues; however, these must be flexible and adaptive to accommodate potential range shift for this species.  相似文献

In developing regions, coastal communities are particularly dependent on small-scale fisheries for food security and income. However, information on the scale and impacts of small-scale fisheries on coastal marine ecosystems are frequently lacking. Large marine vertebrates (marine mammals, sea turtles and chondrichthyans) are often among the first species to experience declines due to fisheries. This paper reviews the interactions between small-scale fisheries and vulnerable marine megafauna in the southwestern Indian Ocean. We highlight an urgent need for proper documentation, monitoring and assessment at the regional level of small-scale fisheries and the megafauna affected by them to inform evidence-based fisheries management. Catch and landings data are generally of poor quality and resolution with compositional data, where available, mostly anecdotal or heavily biased towards easily identifiable species. There is also limited understanding of fisheries effort, most of which relies on metrics unsuitable for proper assessment. Management strategies (where they exist) are often created without strong evidence bases or understanding of the reliance of fishers on resources. Consequently, it is not possible to effectively assess the current status and ensure the sustainability of these species groups; with indications of overexploitation in several areas. To address these issues, a regionally collaborative approach between government and non-governmental organisations, independent researchers and institutions, and small-scale fisheries stakeholders is required. In combination with good governance practices, appropriate and effective, evidence-based management can be formulated to sustain these resources, the marine ecosystems they are intrinsically linked to and the livelihoods of coastal communities that are tied to them.  相似文献

Institutional and legal frameworks have a widescope and need for improving or refiningexisting fisheries management tools, and forincreasing capabilities of the public andprivate sectors to better manage thedevelopment of fisheries activities, either inmarine or freshwater ecosystems. Thepresent document deals with the most recentlegal exercise that shows that there are manyopportunities to strengthen technicalcooperation and develop policies and commercialissues related to freshwater fish in inlandwaters.The Mexican federal administration during theyears 1994 to 2000 fully endorsed policies thatbenefited the relationship between thegovernment and fisheries sector. The Code ofConduct for Responsible Fisheries (CCRF), wasadopted in 1995 as a global intergovernmentalconsensus on the promotion of sustainablefisheries and aquaculture developments.Following its basic principles and norms, theNational Fisheries Institute (INP) elaboratedthe National Fisheries Chart in 2000. This isan example of recent advances to develop legalinstruments that fit the need for fisheriesmanagement. Such efforts and theirimplementation can be seen through technicaldata sheets in the (CNP) as well as othersuggestions provided to further promote thesustainable development of inland fisheries inMexico.  相似文献

The fish resources of Lake St Lucia, the largest estuary on the eastcoast of Africa, present resource managers of the Natal Parks Board with acommon property resource (CPR) problem. Problems associated with illegal gillnetting by local people from three tribal areas, prompted the introduction of asystem of legal, subsistence netting. This paper reviews the legal fisheries inthese three areas from 1995 to 1997, and examines existing organizationalarrangements, suggesting reasons why the three fisheries show differences infunctioning. By employing concepts from CPRs theory, elements of anorganizational design for fisheries management involving local users and theconservation organization staff are proposed.  相似文献

Marine molluscs constitute the second largest marine fishery and are often caught in coastal and estuarine habitats. Temperature is increasing in these habitats at a rate greater than predicted, especially in warming “hotspots”. This warming is accompanied by hypoxia in a duo of stressors that threatens coastal mollusc fisheries and aquaculture. Collapses of the northern bay scallop (Argopecten irradians irradians) fisheries on the Atlantic coast of the USA are likely to be driven by rapid rates of coastal warming and may provide an ominous glimpse into the prospects of other coastal mollusc fisheries in climate warming hotspots.  相似文献

Fisheries can generate substantial economic returns to society if managed with economic targets as the main objective, that is with biomass, catch, and effort levels that correspond to maximum economic yield (MEY), although the move to such targets presents a number of challenges. These are compounded in multispecies fisheries, as it is not possible to achieve all individual targets simultaneously if targets are set on a species-by-species basis. Identifying appropriate targets both conceptually and empirically has also proven challenging, and consequently the implementation of economic targets to real world fisheries have been limited to a small number of data-rich and high-valued fisheries, with reliance on proxy target reference points in other fisheries. Moreover, these application has been limited due to unknowns as to what proxies should be used under different circumstances. Here, we review the alternative ways in which MEY has been estimated and applied in multispecies fisheries. We also review the roles and potential use of proxy target reference points for multispecies MEY in data-limited fisheries, building on Australian’s experience in implementing such a policy.  相似文献

Our experience of fisheries management is one of regular disappointments. As well as occasional spectacular collapses, fisheries have often had to make severe and painful adjustments in the face of overexploitation and overinvestment. The failures of fisheries management may result from failing to consider the management of fisheries as a whole system. A management-oriented paradigm (MOP) crosses the boundaries of traditional fisheries scientific, economic and policy research. It involves formulating management objectives that are measurable, specifying sets of decision rules, and specifying the data and methods to be used, all in such a way that the properties of the resultant system can be prospectively evaluated. The prospective evaluation of a management system involves the use of computer simulations and the development of performance measures that demonstrate the likely success of a management system in meeting its objectives.  相似文献

Data from biological, economic, sociological, and technological attribute lists for 32 African lake fisheries were analysed with multivariate statistics. Multidimensional scaling (MDS) was used to create two-dimensional graphic ordinations of the fisheries for each of these four attributes lists. An overall MDS ordination was also generated, based on the fisheries' scores in the four ordinations. Groupings in each MDS ordination were achieved through cluster analysis. Multiple correlations was used to help determine the attributes which were most important in creating the MDS ordinations. This work showed that relatively fast and simple assessments of the status of African lake and other fisheries can be achieved. The technique also provided insight to help resolve the confounding information often associated with fisheries assessment. Diagnostic information may also be a product of such investigations as this research identified African lake fisheries at risk of declining standards. Indeed, many of the fisheries studied demonstrated similar interdisciplinary symptoms of fisheries decline as other small-scale tropical fisheries.  相似文献

With traditional finfish fisheries declining and pushing transition to new invertebrates target species, sea cucumbers have been heavily explored, suffering global overexploitation and worldwide depletion of their stocks.Nowadays, holothurians from the Mediterranean Sea and NE Atlantic Ocean are being exported to Asian markets. The scarce knowledge about their biology, population dynamics, ecology and genetics, is promoting defective management of their fisheries.We report the development of 9 novel polymorphic microsatellites markers for Holothuria mammata and characterized them by testing in three different sample locations. All nine microsatellites revealed high polymorphism and diversity, with high number of alleles, ranged from 11 to 22 and expected heterozygosity, between 0.52 and 0.92. Significant genetic differentiation was found between populations.These microsatellites are providing valuable information which could be applied to fisheries management including, identification of stocks, assessment of their genetic diversity, estimation of gene flow and monitoring the fishery effects on exploited populations.  相似文献

The Laurentian Great Lakes of North America provide valuable ecosystem services, including fisheries, to the surrounding population. Given the prevalence of other anthropogenic stressors that have historically affected the fisheries of the Great Lakes (e.g., eutrophication, invasive species, overfishing), climate change is often viewed as a long-term stressor and, subsequently, may not always be prioritized by managers and researchers. However, climate change has the potential to negatively affect fish and fisheries in the Great Lakes through its influence on habitat. In this paper, we (1) summarize projected changes in climate and fish habitat in the Great Lakes; (2) summarize fish responses to climate change in the Great Lakes; (3) describe key interactions between climate change and other stressors relevant to Great Lakes fish, and (4) summarize how climate change can be incorporated into fisheries management. In general, fish habitat is projected to be characterized by warmer temperatures throughout the water column, less ice cover, longer periods of stratification, and more frequent and widespread periods of bottom hypoxia in productive areas of the Great Lakes. Based solely on thermal habitat, fish populations theoretically could experience prolonged optimal growth environment within a changing climate, however, models that assess physical habitat influences at specific life stages convey a more complex picture. Looking at specific interactions with other stressors, climate change may exacerbate the negative impacts of both eutrophication and invasive species for fish habitat in the Great Lakes. Although expanding monitoring and research to consider climate change interactions with currently studied stressors, may offer managers the best opportunity to keep the valuable Great Lakes fisheries sustainable, this expansion is globally applicable for large lake ecosystem dealing with multiple stressors in the face of continued human-driven changes.  相似文献

Market-based incentives are a new approach to direct fisheries toward greater sustainability. The Marine Stewardship Council (MSC) is the leading certification scheme for wild capture fisheries. Four Russian fisheries were certified from 2010 to 2014. Despite a slow start, the Russian fishery assessments have gone more quickly, received less public criticism, and scored better over time. Consensus is emerging that the Russian system for fisheries management fulfills the MSC requirements.  相似文献

This paper criticises the management of the world's fisheries that are based upon the use of 'positive' predictions derived from fisheries models, an instrumentalist approach which is illustrated by the practical application of Graham-Schaefer models constructed according to the verificationist's view of science. Instrumentalism is attractive for stock assessment because it appears to meet the need to overcome barriers within fisheries science to the deduction of specific predictions from universal laws. Through the construction of empirical models, existential predictions are produced which ape the specific predictions of the physical sciences and are of no more value in the management of the world's fisheries than the magic spells of witch doctors. To be contrasted with instrumentalism's prophetic use of 'positive' predictions, Karl Popper advocated a realist approach in which theoretical models help us gain factual information about the real-world in the form of what cannot be achieved : 'negative' explanatory predictions produced by models constructed according to the falsificationist's view of science and illustrated by the practical application of theoretical Gordon-Schaefer fisheries models.
The absence within fisheries stock assessment of a suitable alternative to instrumentalism comprises a widespread methodological lacuna. It is proposed that Popper's technological social science, designed to solve problems of social tradition of which overfishing is an example, would fill this lacuna. This technology would employ the services of a social engineer, a modern fisheries manager , who would use the pre-scientific method of trial and error and the negative guidance of bold pattern predictions to re-evaluate the institutions of fisheries management.  相似文献

Fisheries science was the precursor of population ecology and continues to contribute important theoretical advances. Despite this, fishery scientists have a poor record for applying their insights to real-world fisheries management. Is there a gulf between theory and application or does the high variability inherent in fish populations and complexity of multispecies fisheries demand a different approach to management? Recreational fisheries that use rod and reel (i.e., angling) operate around the globe in diverse freshwater and marine habitats, targeting many different gamefish species and engaging at least 220 million participants. The motivations for fishing vary extensively; whether anglers engage in catch-and-release or are harvest-oriented, there is strong potential for recreational fisheries to be conducted in a manner that is both responsible and sustainable. There are many examples of recreational fisheries that are well-managed where anglers, the angling industry and managers engage in responsible behaviours that both contribute to long-term sustainability of fish populations and the sector. Yet, recreational fisheries do not operate in a vacuum; fish populations face threats and stressors including harvest from other sectors as well as environmental change, a defining characteristic of the Anthropocene. We argue that the future of recreational fisheries and indeed many wild fish populations and aquatic ecosystems depends on having responsible and sustainable (R&S) recreational fisheries whilst, where possible, addressing, or at least lobbying for increased awareness about the threats to recreational fisheries emanating from outside the sector (e.g., climate change). Here, we first consider how the concepts of R&S intersect in the recreational fishing sector in an increasingly complex socio-cultural context. Next, we explore the role of the angler, angling industry and decision-makers in achieving R&S fisheries. We extend this idea further by considering the consequences of a future without recreational fisheries (either because of failures related to R&S) and explore a pertinent case study situated in Uttarakahand, India. Unlike other fisheries sectors where the number of participants is relatively small, recreational angling participants are numerous and widespread, such that if their actions are responsible, they have the potential to be a key voice for conservation and serve as a major force for good in the Anthropocene. What remains to be seen is whether this will be achieved, or if failure will occur to the point that recreational fisheries face increasing pressure to cease, as a result of external environmental threats, the environmental effects of recreational fishing and emerging ethical concerns about the welfare of angled fish.  相似文献

To date, there are few comprehensive assessments of how climate change affects inland finfish, fisheries, and aquaculture at a global scale, but one is necessary to identify research needs and commonalities across regions and to help guide decision making and funding priorities. Broadly, the consequences of climate change on inland fishes will impact global food security, the livelihoods of people who depend on inland capture and recreational fisheries. However, understanding how climate change will affect inland fishes and fisheries has lagged behind marine assessments. Building from a North American inland fisheries assessment, we convened an expert panel from seven countries to provide a first-step to a framework for determining how to approach an assessment of how climate change may affect inland fishes, capture fisheries, and aquaculture globally. Starting with the small group helped frame the key questions (e.g., who is the audience? What is the best approach and spatial scale?). Data gaps identified by the group include: the tolerances of inland fisheries to changes in temperature, stream flows, salinity, and other environmental factors linked to climate change, and the adaptive capacity of fishes and fisheries to adjust to these changes. These questions are difficult to address, but long-term and large-scale datasets are becoming more readily available as a means to test hypotheses related to climate change. We hope this perspective will help researchers and decision makers identify research priorities and provide a framework to help sustain inland fish populations and fisheries for the diversity of users around the globe.  相似文献

Australia’s lobster fisheries are relatively small in volume (9500t) compared with global production (289,000t), but are the country’s most valuable in terms of both overall production and value of export (2014 Gross Value of Production of $610 million AUD). Further, they support commercial, recreational and indigenous fishers along most of the continent’s coastline. Here we review similarities and key differences between these lobster fisheries, based on biological characteristics, fishery data collection, assessment and management methods, and supply chain considerations. A diverse range of palinurid lobsters occur in Australia, but only three genera, distributed across eight different management jurisdictions, support significant fisheries. Catches of western rock lobster Panulirus cygnus dominate landings (61%), followed by southern rock lobster Jasus edwardsii, tropical lobster Panulirus ornatus and the eastern rock lobster Sagmariasus verreauxi. Large-scale environmental influences such as climate change are impacting on these fisheries in similar or different ways forcing new management and raising the need for greater resilience in current supply chains. Although these are separate fisheries, the integrated nature of the dominant Chinese export markets suggests potentially important economic and market-related interactions. Our overview highlights the critical role of continued monitoring of recruitment pulses, in combination with robust harvest strategies, to ensure that harvests respond adequately and fisheries achieve biological and economic sustainability. Approaches that also include socio-cultural considerations (triple bottom line) are important given many fisheries include indigenous Australians. Our integrated analysis of Australian lobster fisheries highlights differences and similarities with spiny lobster fisheries worldwide and lessons from opportunities, including adapting to new free trade agreements, enhancing the reputation of wild lobsters as a whole, sharing expertise, and better alignment of supply and demand.  相似文献

Bycatch continues to be a challenge to sustainable fisheries management (The term “bycatch” in this paper covers discards and does not include retained incidental catch). Bycatch estimates can inform stock status determinations by improving understanding of fishing mortality, and help managers monitor the effectiveness of regulations. Assessments of the quality of bycatch estimation programs and procedures are necessary to evaluate the precision and limitations of their results over time. NOAA Fisheries experts used a “Tier Classification System” (TCS) to compare the quality of fish bycatch data and estimation methods for U.S. commercial fisheries in 2005 and 2015. The TCS included criteria related to data adequacy and analytical approaches. A comparison of U.S. fishery tier scores demonstrated that most fisheries were classified into higher tiers in 2015 compared to 2005 due to factors including improved sampling design. In addition, this comparison identified region-specific trends (e.g., mostly improvements occurred for Alaska fisheries with more mixed results for Greater Atlantic fisheries). The improvements in bycatch data quality and estimation methods in the United States are a result of financial investments in observer programs by NOAA Fisheries and industry partners, as well as effective conservation measures implemented by regional fishery management councils and NOAA Fisheries. The TCS was also used to assess bycatch data and estimation methods in all of Australia’s fishery jurisdictions for the decade 2010–19, illustrating the international applicability of the method. Overall, Australian state fisheries scored lower than federally managed fisheries in both the United States and Australia, reflecting the fact that the latter fisheries tend to be larger (and more valuable) than those in state jurisdictions, with a larger investment in observer programs. A comparison of tier scores and estimates of discards by fishery may provide a useful input for decision-making processes regarding allocation of resources to improve bycatch monitoring.
