This paper presents the activities and publications of Organisation for Economic Co-operation and Developments (OECD’s) Working Group on Harmonisation of Regulatory Oversight in Biotechnology and the Task Force for the Safety of Novel Foods and Feeds. The main outputs of the work are the Series of “consensus documents” of the respective groups. These documents compile information which is intended to be used by those involved in the business of risk/safety assessment. These documents are one means of ensuring the transportability of data amongst authorities. An increasing trend in both the Working Group and Task Force is to consider crop species which are relevant to tropical regions and therefore to countries that are not necessarily members of the OECD. For example, the Working Group has recently published a consensus document on bananas and plantains while the Task Force has published a document on cassava. This trend towards crops of greater interest in the tropics is likely to continue into the future.  相似文献

Background

Healthcare decision makers face challenges when using guidelines, including understanding the quality of the evidence or the values and preferences upon which recommendations are made, which are often not clear.

Methods

GRADE is a systematic approach towards assessing the quality of evidence and the strength of recommendations in healthcare. GRADE also gives advice on how to go from evidence to decisions. It has been developed to address the weaknesses of other grading systems and is now widely used internationally. The Developing and Evaluating Communication Strategies to Support Informed Decisions and Practice Based on Evidence (DECIDE) consortium (http://www.decide-collaboration.eu/), which includes members of the GRADE Working Group and other partners, will explore methods to ensure effective communication of evidence-based recommendations targeted at key stakeholders: healthcare professionals, policymakers, and managers, as well as patients and the general public. Surveys and interviews with guideline producers and other stakeholders will explore how presentation of the evidence could be improved to better meet their information needs. We will collect further stakeholder input from advisory groups, via consultations and user testing; this will be done across a wide range of healthcare systems in Europe, North America, and other countries. Targeted communication strategies will be developed, evaluated in randomized trials, refined, and assessed during the development of real guidelines.

Discussion

Results of the DECIDE project will improve the communication of evidence-based healthcare recommendations. Building on the work of the GRADE Working Group, DECIDE will develop and evaluate methods that address communication needs of guideline users. The project will produce strategies for communicating recommendations that have been rigorously evaluated in diverse settings, and it will support the transfer of research into practice in healthcare systems globally.  相似文献

Trypanosoma evansi has the widest geographical range of all the pathogenic trypanosome species and infects domesticated livestock in many countries of South America, Africa and Asia. In spite of this wide distribution, T. evansi has been less intensively investigated than the African tsetse-transmitted trypanosomes and there is correspondingly less information available on the incidence and economic importance of the disease that it causes. Many of the new techniques in immunology and molecular biology, which have provided much fundamental information on the tsetse-transmitted trypanosomes, have yet to be applied to T. evansi. Interest in T. evansi is increasing and a Working Group has now been established to coordinate and promote future research (Box 1). T. evansi is an important aetiological agent of disease in the livestock of Asia; this article evaluates both the historical perspective and our current knowledge of the epidemiology and pathology of T. evansi in this region.  相似文献

The achievements of a World Health Organization Anthrax Working Group, established in 1990, have been the production of two editions of guidelines on anthrax surveillance and control and the formulation of templates to assist countries in the construction of their surveillance and control programmes. The latter was made possible by the active participation of the Department of Animal Production and Health, Ministry of Agriculture, Food and Fisheries, Zambia and the Livestock Development Programme, Mongu, Western Province, Zambia in a model country programme designed by the Working Group for the purpose. This paper elaborates on these achievements, particularly the lessons learned from the experience of Western Province, Zambia.  相似文献

Demand for flexible work hours (FWH) is increasing in Europe aimed at increasing the number of production hours on one hand, and, on the other, reducing individual working hours and/or increasing autonomy and control on them. In view of the lack of knowledge of the effects of FWH on health and safety, we started a pilot project, funded by the Joint Programme for Working Life Research in Europe (SALTSA), aimed at: a) comparing the most relevant national legislation and how the EU Directive 93/104 "concerning certain aspects of working time" has been implemented in the member States; b) reporting prevalence and trend of FWH in Europe according to the three EU Surveys on Working Conditions carried out in the last decade; c) collecting practical examples of innovative FWH; d) evaluating their impact on health and safety in relation to work sectors, job demands, social life, aging and gender. Consequent actions are going to include information and consultancy for pertinent authorities and social parties involved, as well as training programmes for Union officials and similar groups concerning the organisation of FWH according to ergonomic principles.  相似文献

These specimens are influenced by all processes from removal from the intact organism to mounting on the microscopic slide. To achieve comparable results with various techniques for biological staining, standardization of all procedures and reagents is mandatory. In this paper, I focus particularly on dyes and consider the possibilities for obtaining standardized dyes. In general practice, most biological staining takes place with available commercial dyes. These dyes may or may not have been subjected to quality assessment either internally by the producer or vendor or externally by independent investigators or organizations such as the Biological Stain Commission. Concerted attempts at standardization in Europe are discussed. The latest results of this work, the European standard EN 12376, is presented. This standard is concerned with information supplied by the manufacturer with in vitro diagnostic reagents for biological staining. The standard has been prepared by a Working Group on Staining in Biology under Technical Committee 140, In Vitro Medical Devices, of the European committee for standardization, CEN.  相似文献

Invasive alien species (IAS) coupled with climate change have been referred to as a “deadly duo”. Until recently research on invasion biology has centred mainly on alien plants and vertebrates, despite the numerical dominance of alien arthropods. Arthropods are the largest group of IAS worldwide and many can play a beneficial role, particularly in controlling insect and mite pests. Indeed, 1590 terrestrial arthropod species have been identified as alien to Europe but only a fraction has been shown to cause either an ecological or economical impact, yet knowledge is severely limited by a paucity of data. The IOBC/WPRS Working Group “Benefits and Risks of Exotic Biological Control Agents” developed the theme of this special issue to begin to address the limitations in understanding of this important research area. It represents a timely synthesis of current ecological knowledge and research on alien arthropod predators and parasitoids.  相似文献

Abstract

This interpretation of the second substantive session of the Third United Nations Conference on the Law of the Sea is based on observations of the Plenary, General Committee, Committees I, II, and III, and their Working Groups from 7 April to 9 May 1975 in Geneva. The observations are supplemented with information derived in multiple interviews with sixty‐seven delegates from twenty‐nine delegations. Part I of the paper describes general characteristics of the Geneva negotiations and compares them with the first round of substantive negotiations held in Caracas in 1974. There was much less rhetoric used in Geneva as compared to Caracas, especially in Committee I. Also in Committee I, the Algerian delegation succeeded within the Group of 77 in their initiative to link the seabed issue with the problem of control over global commodities in the context of claims to establish a New Economic Order. The negotiations in Committee II were seriously affected by the absence of effective leadership and the proliferation of small negotiating groups without links between them. Moreover, within Committee II the tension between the coastal states and the “Disadvantaged Group”; within the Group of 77 increased almost to the point of rupture.

As negotiations proceeded in Committee I, the gap between the advanced industrial countries and the Group of 77 widened on a number of crucial issues. This gap increased to the point where delegates from the Group of 77 were privately arguing that the seabed issue had been added to the issue of the Economic Zone as the price for the major maritime countries securing their preferences on the issue of unimpeded passage through straits used for international navigation. The Informal Single Negotiating Text, Part I, which was distributed at the end of the Geneva session, was different in several important respects from the text on which a consensus had been privately negotiated. This stimulated the expression of views within the delegations of several advanced industrial countries that the price of agreement on a treaty was currently too high.  相似文献

Although "intellectual disability" has widely replaced the term "mental retardation", the debate as to whether this entity should be conceptualized as a health condition or as a disability has intensified as the revision of the World Health Organization (WHO)'s International Classification of Diseases (ICD) advances. Defining intellectual disability as a health condition is central to retaining it in ICD, with significant implications for health policy and access to health services. This paper presents the consensus reached to date by the WHO ICD Working Group on the Classification of Intellectual Disabilities. Literature reviews were conducted and a mixed qualitative approach was followed in a series of meetings to produce consensus-based recommendations combining prior expert knowledge and available evidence. The Working Group proposes replacing mental retardation with intellectual developmental disorders, defined as "a group of developmental conditions characterized by significant impairment of cognitive functions, which are associated with limitations of learning, adaptive behaviour and skills". The Working Group further advises that intellectual developmental disorders be incorporated in the larger grouping (parent category) of neurodevelopmental disorders, that current subcategories based on clinical severity (i.e., mild, moderate, severe, profound) be continued, and that problem behaviours be removed from the core classification structure of intellectual developmental disorders and instead described as associated features.  相似文献

The Asia Pacific Malaria Elimination Network (APMEN) is a collaboration of 18 country partners committed to eliminating malaria from within their borders. Over the past 5 years, APMEN has helped to build the knowledge, tools and in-country technical expertise required to attain this goal. At its inaugural meeting in Brisbane in 2009, Plasmodium vivax infections were identified across the region as a common threat to this ambitious programme; the APMEN Vivax Working Group was established to tackle specifically this issue. The Working Group developed a four-stage strategy to identify knowledge gaps, build regional consensus on shared priorities, generate evidence and change practice to optimize malaria elimination activities. This case study describes the issues faced and the solutions found in developing this robust strategic partnership between national programmes and research partners within the Working Group. The success of the approach adopted by the group may facilitate similar applications in other regions seeking to deploy evidence-based policy and practice.  相似文献

Summary Pollen data have been collected from 66 stations, situated in 19 European countries thanks to the initiative of both the Working Group «European Aeroallergen Network» (of the Int. Assoc. of Aerobiology) and the Subcommittee «Aerobiology of inhalant allergens» of the European Academy of Allergology and Clinical Immunology. Volumetric data over periods of 3 to 5 years (up to 1988) were included, and 15 both aerobiologically and allergologically relevant taxa were selected. Geographically adjacent stations were grouped together into regions looking at the peak period of the airborne grass-pollen presence. The result is a collection of 21 regional European pollen calendars, some of which are covering several countries (e.g. «Western Europe»), others are applicable only to a part of one country (e.g. «Southern Italy»).Comparing the calendars, general features are the South-to-North delay shift in the appearance of tree-pollen types in Spring, and the reverse shift for the weed-pollen types in late summer. The presence ofAmbrosia pollen in the air in several parts of Central Europe is clearly shown.  相似文献

On September 28-29, 2006, the National Institute of Environmental Health Sciences led a team from the National Institutes of Health in hosting a Working Group on Integrated Translational Research in DNA Repair, in Berkeley, CA. In recognition of the far-reaching goals for this area of investigation, the Working Group was charged with conceiving a vision to facilitate projects that would apply the lessons of DNA Repair research to clinical application and public health. The participants included basic and physician scientists working in the various areas of DNA Repair and genome stability, as well as agency representatives of the National Cancer Institute and the National Institute of General Medical Sciences. In constructing this vision of practical research recommendations, the Working Group was asked to identify roadblocks to progress, suggest enabling technologies, and to consider areas that are ripe for translation. This report summarizes the rationale for this initiative and the recommendations that emerged.  相似文献

Significant analytical improvements have occurred since glycated haemoglobin (GHb), measured as total HbA(1), was first used in routine clinical laboratories around 1977. Following the publication of the Diabetes Control and Complications Trial (DCCT) study in 1993 the issue of international standardisation became an important objective for scientists and clinicians. The lack of international standardisation led several countries to develop national standardisation programs. The International Federation of Clinical Chemistry and Laboratory Medicine (IFCC) Working Group on Standardisation of HbA(1c) established a true international reference measurement system for HbA(1c) and the successful preparation of pure HbA(1c) calibration material that should lead to further improvements in inter-method and inter-laboratory variability. Reporting of HbA(1c) has been agreed using the units of mmol/mol (IFCC) and percent (National Glycohemoglobin Standardization Program, NGSP).  相似文献

This article aims to present the protocol on Quality Controls in Digital Mammography published online in 2015 by the European Federation of Organisations for Medical Physics (EFOMP) which was developed by a Task Force under the Mammo Working Group. The main objective of this protocol was to define a minimum set of easily implemented quality control tests on digital mammography systems that can be used to assure the performance of a system within a set and acceptable range. Detailed step-by-step instructions have been provided, limiting as much as possible any misinterpretations or variations by the person performing. It is intended that these tests be implemented as part of the daily routine of medical physicists and system users throughout Europe in a harmonised way so allowing results to be compared. In this paper the main characteristics of the protocol are illustrated, including examples, together with a brief summary of the contents of each chapter. Finally, instructions for the download of the full protocol and of the related software tools are provided.  相似文献

A spot distribution map of Dryomys nitedula in Europe is presented, based on a critical evaluation of published information from the various countries of Europe. In addition, maps which are numbered to identify localities were prepared for regions where Dryomys nitedula distribution was largely unknown until now. The species has a unique distribution, ranging from the Alps in the west to the foothills of the Urals in the east, and from southern Latvia in the north as far south as Calabria and Peloponnisos. The species' reported vertical range is from sea level in the Balkans to the subalpine belt in the Alps. The presence of Dryomys nitedula in Europe can be traced back to the beginning of the Pleistocene, but its recent distributional area does not coincide with climatic factors, nor with the distribution of vegetation communities. Possible competition with Eliomys quercinus is discussed as a factor affecting the peripheral range distribution of Dryomys nitedula.  相似文献

A method is described for testing adverse effects of pesticides on the predacious miteAmblyseius potentillae Garman in the laboratory. It complies with the terms of the W.P.R.S./I.O.B.C. Working Group “Pesticides and Beneficial Arthropods” with respect to such methods. Twenty commercial pesticides were tested on the predator as part of a joint pesticide test programme of the Working Group.  相似文献

Summary The results presented in this paper suggest that for species to be weighted according to their suitability to characterize isolated groups of relevés in a phytosociological table, the equivocation information may serve as a suitable weight.
