Community wildlife management is being tested across the tropics as a means of promoting the conservation and sustainable use of wildlife resources. Key to successful programs is the effective participation of local hunters and communities in monitoring, planning, decision-making and implementation. We evaluate one method to achieve this participation, namely hunter self-monitoring. Between 1997 and 2000, Izoceño hunters from 22 communities in the Bolivian Chaco have voluntarily participated in monitoring their hunting activities, measuring and recording data on captured animals and hunting methods in personal notebooks. Despite the lack of remuneration, participation exceeds 60% of active hunters. However, the written information and specimens provided are not complete, and are biased according to hunting methods and prey characteristics. Complementary research is essential to answer specific research questions. Nevertheless, hunter self-monitoring serves to raise awareness of wildlife management issues at the communal or indigenous territory level, as evidenced by preliminary actions taken by hunters and communities in the Izozog.  相似文献

Insect conservation needs sound information on species distribution trends. Developing this evidence relies—in practice—on long-term engagement of volunteers who observe and record species over large spatial and temporal scales. Many biodiversity monitoring schemes, including those for insects, are highly dependent on conservation-based citizen science programs with a long-term continuity. As these schemes are built entirely on good will, the nature of social relations and networks is pivotal to success. We assess the working mechanism of a monitoring scheme that is citizen-based as a case study. The German Butterfly Monitoring Scheme (hereafter TMD for “Tagfalter-Monitoring Deutschland”) operates, as many other citizen science monitoring schemes, through an overarching national network of regional subnetworks of volunteers and a central scientific coordination. Using a questionnaire survey paired with a visual social network assessment, we investigate how participants interact within these networks and assess their motivations to engage. We characterise the functionality of this social network based on mechanism of coordination and participation, flows of information and knowledge exchange among recorders, regional and central coordinators, academic scientists and institutions. By analyzing the interactions, we show how the social network facilitates and ensures various communication modes and thereby fosters long-term engagement, stability and growth of the scheme. We identify the central role of project coordination and the importance of social relations within citizen-based monitoring programs for engagement and personal satisfaction. Based on our empirical study, we derive a set of recommendations for establishing and maintaining successful volunteer networks in insect citizen-based monitoring programs.  相似文献

Monitoring is needed to identify changes in disease occurrence and to measure the impact of intervention. Using mycobacterial diseases as an example, we discuss herein the pros and cons of the current Spanish Wildlife Disease Surveillance Scheme providing suggestions for monitoring relevant diseases shared with wildlife in other regions facing similar challenges. Six points should be considered. This includes: (1) making sure the disease is properly monitored in the relevant domestic animals or even in humans; (2) also making sure that background information on wildlife population ecology is available to maximize the benefits of the monitoring effort; (3) selecting the appropriate wildlife hosts for monitoring, while being flexible enough to incorporate new ones if research suggests their participation; (4) selecting the appropriate methods for diagnosis and for time and space trend analysis; (5) deciding which parameters to target for monitoring; and finally (6) establishing a reasonable sampling effort and a suitable sampling stratification to ensure detecting changes over time and changes in response to management actions. Wildlife disease monitoring produces knowledge that benefits at least three different agencies, namely, animal health, public health and conservation, and these should combine efforts and resources. Setting up stable, comprehensive and accurate schemes at different spatial scales should become a priority. Resources are always a limiting factor, but experience shows that combined, cross-collaborative efforts allow establishing acceptable schemes with a low enough cost to be sustainable over time. These six steps for monitoring relevant shared diseases can be adapted to many other geographical settings and different disease situations.  相似文献

IntroductionLoneliness among older adults is a major public health problem that may be associated with processes of social participation and identity. This study therefore sought to examine the relationship between social participation and identity in a sample of lonely older adults living independently in London, England.MethodAn inductive qualitative approach, based on semi-structured interviews and thematic analysis, was employed.ResultsParticipants commonly spoke of barriers to social participation that have been reported elsewhere, including illness/disability, loss of contact with friends/relatives, lack of a supportive community, and lack of acceptable social opportunities. However, novel findings were also derived. In particular, participants commonly minimised the difficulties they faced alone, and described attempts to avoid social opportunities. These behaviours were linked to fears about engaging in social participation opportunities, including fears of social rejection and/or exploitation, and fears of losing valued aspects of identity.DiscussionIt is concluded that social participation amongst lonely older people will not improve through the removal of previously reported barriers alone; instead, older peoples’ beliefs, fears and identities must be addressed. Suggestions for implementing these findings within community organisations are provided.  相似文献

This paper contributes to the literature regarding gendered patterns of participation in conservation by examining participation in sea turtle conservation and community life in coastal Northeast Brazil. We used a mixed methods approach, comprised of questionnaires and focus groups, and our findings indicate that conservation participation can be partially explained by gendered characteristics related to issues of structural access, cultural attitudes and values, and agency. Results show greater gender differences in access and agency than attitudes toward sea turtle conservation, demonstrating how patterns of participation are influenced by close knit and gendered social networks that decrease an individual’s chance of being invited to participate. While gender issues are not universal, a framework examining issues of structure, culture, and agency allows differences related to age, class, race, etc. to be considered as well, presenting useful information in understanding the barriers and motivations involved in conservation participation.  相似文献

ABSTRACT State wildlife agencies commonly offer private landowners cost-share and technical assistance to improve habitat, but the cost-effectiveness and long-term outcomes of these efforts are rarely evaluated. In 1998, we began a 3-part, statewide evaluation of the Illinois Department of Natural Resources’ (IDNR; USA) Private Land Wildlife Habitat Management Program (hereafter the program) as it functioned from 1986 to 1996. We sent a mail-back questionnaire to IDNR biologists to collect information on their perceptions of the program. We sent a separate mail-back questionnaire to private landholders who participated in the program to ascertain their demographic profile, motivations for participation, and attitudes regarding the program. We also conducted on-site evaluations of private properties that were managed under the guidance of the program. We conducted our study to 1) assess if the program effectively assisted participants in establishing and maintaining wildlife habitat, and 2) determine factors associated with optimal management of wildlife habitat on private lands to refine the program and improve effectiveness. We found significant differences between participants in their land use priorities and motivations for managing wildlife and in the resources available to participants to establish and maintain habitat. Our results indicate that although financial incentives may increase participation in private lands initiatives, improving technical and material assistance to landholders is essential for maintaining quality wildlife habitat over the long-term.  相似文献

Through a qualitative methodology, this study examines meanings attached to citizenship, barriers for citizenship, motivations for civic engagement, and aspirations as citizens in a sample (n = 71) of Chilean youth that grew up during the transition to democracy. The meanings youth attached to citizenship include membership, entitlement to rights and responsibilities, active participation, being informed, and voting. Participants perceived that practices of the political class, the economic system, and social disparities are barriers to exercising citizenship. They challenge the principles of a social order they consider unjust and advance proposals for social transformation that claim for social justice, reducing socio-economic disparities, discrimination, and bringing the political class closer to ordinary citizens. Findings reflect critical and cultural notions of citizenship. Contrasting their actual experiences with their aspirations for citizenship, participants feel politically inefficacious as they perceive they lack the power to influence the sociopolitical system. Implications for sociopolitical development and youth policy are discussed.  相似文献

Invasions by invasive non-native species (INNS) can have profound consequences for natural environments, impacting on biodiversity and the biophysical landscape in ways that can endanger other species, human wellbeing and infrastructure. The financial costs of dealing with established INNS populations can be extremely high. Biosecurity measures (simple procedures designed to reduce the risk of human activities spreading INNS to new areas) are being promoted in order to minimize these negative impacts and associated costs. This paper reports on research undertaken with stakeholder organisations that operate within UK natural environments. It aims to evaluate stakeholder perceptions of their role in INNS biosecurity practice in the UK, and the implications of this for INNS strategy more broadly. Semi-structured interviews were undertaken with organisation representatives to explore current practices and communications about INNS and perceptions of barriers and opportunities to implement better biosecurity. Whilst participants generally agreed on the need for biosecurity, there were variations among participants in levels of knowledge about INNS (related to background) and the capacity of organisations to engage in biosecurity practices (related to organisational size). Critical barriers to biosecurity were identified as costs, lack of clear guidance, difficulties changing attitudes and implementing collective responsibility, and reactionary versus precautionary approaches. As a result, partnership working on INNS is difficult and action tends to focus on individual species perceived as the most threatening to a particular organisations’ interests. In this way, action on INNS biosecurity faces the kinds of barriers that are common to many environmental problems where individuals/organisations prioritise self-interest despite the potential to obtain greater benefits if collective action could be achieved.  相似文献

Effective monitoring programs are required to understand and mitigate biodiversity declines, particularly in tropical ecosystems where conservation conflicts are severe yet ecological data are scarce. “Locally-based” monitoring has been advanced as an approach to improve biodiversity monitoring in developing countries, but the accuracy of data from many such programs has not been adequately assessed. I evaluated a long-term, patrol-based wildlife monitoring system in Mole National Park, Ghana, through comparison with camera trapping and an assessment of sampling error. I found that patrol observations underrepresented the park’s mammal community, recording only two-thirds as many species as camera traps over a common sampling period (2006–2008). Agreement between methods was reasonable for larger, diurnal and social species (e.g., larger ungulates and primates), but camera traps were more effective at detecting smaller, solitary and nocturnal species (particularly carnivores). Data from patrols and cameras corresponded for some spatial patterns of management interest (e.g., community turnover, edge effect on abundance) but differed for others (e.g., richness, edge effect on diversity). Long-term patrol observations were influenced by uneven sampling effort and considerable variation in replicate counts. Despite potential benefits of locally-based monitoring, these results suggest that data from this and similar programs may be subject to biases that complicate interpretation of wildlife population and community dynamics. Careful attention to monitoring objectives, methodological design and robust analysis is required if locally-based approaches are to satisfy an aim of reliable biodiversity monitoring, and there is a need for greater international support in the creation and maintenance of local monitoring capacity.  相似文献

  • 1 The impacts of agricultural intensification on farmland wildlife have been the subject of increasing concern, particularly over the last two decades. Population declines have occurred for a number of mammalian species, sometimes drastically so, and changes in farming practice are believed to be significant contributory factors.
  • 2 The major policy instruments for delivering environmental benefits on farmland are agri‐environment schemes. These encourage farmers to adopt more environmentally sensitive farming practices to promote farmland biodiversity. Additionally, compulsory set‐aside, which reduces agricultural surplus, could also have positive impacts on wildlife. In this paper we consider some of the putative benefits of agri‐environment schemes and set‐aside for mammals.
  • 3 We review how establishment and management options within agri‐environment schemes and set‐aside might affect habitat resources for mammals. For example, conservation headlands increase plant and invertebrate resources within the crop edge for mammals such as wood mice. Grassy field margins can support communities of smaller mammals, and hedgerows may act as important commuting and hunting routes. Their potential will depend on factors such as seed mixtures used, timing and severity of cutting, and length of time they have been in place.
  • 4 At a farm level, habitat heterogeneity may be increased through organic agriculture, which is supported by some agri‐environment schemes. Studies suggest significant benefits to mammals, including wood mice and bats. However, it is increasingly recognized that effective conservation of farmland mammals must seek solutions at the landscape scale, addressing such issues as habitat connectivity between farms. One approach may be the better targeting of scheme agreements.
  • 5 We suggest that agri‐environment schemes and set‐aside can contribute to the conservation of mammals on farmland. Recent policy changes are likely to have further positive impacts on farmland wildlife but appropriate mammal monitoring programmes must be developed rigorously to assess their effects.

In developing countries, participatory land-use planning is seen as a panacea to mitigate land-use conflicts and enhance land productivity. This assumption has not been thoroughly tested in wildlife corridors. Three villages were selected for this study. Several methods were used to provide indication of the performance of the plans against their stated objectives of mitigating conflicts and conserving wildlife corridors. Three hundred and fifty-eight households and eight park and extension workers were interviewed. In addition, focus group discussion with the nomadic Barabeig, field assessment and review of land-use plan/general management plan reports were carried out. Results reveal that land-use plans failed to achieve their set objectives. For example, 75% of the households held this view. Major causes of failure were insufficient participation by stakeholders in the planning process, lack of robust, transparent and accountable implementation strategies, inadequacy of qualified staff and lack of 'holistic approach' to the planning process. Taking these findings into account, an improved buffer zone land-use planning framework is suggested. For the framework to enhance both conservation and development and to enable policies and legislation, equitable benefit sharing and conservation education, initiation of compensation schemes for depredation caused by wild animals and intensification of patrols are required.  相似文献

This article examines the rhino and elephant conservation policies of Zimbabwe, focusing on the historical experiences of rural farmers with colonial and post-colonial wildlife policies. It begins by defining the social and political ramifications of the current environmental conservation debate in Africa, and how these are crucially affected by rural people's perceptions of environmental goods. Next, the paper explores the exploitative colonial legacy of wildlife conservation in Zimbabwe, and how that legacy has or has not been transformed since independence. The paper pays close attention to the development of linkages between rural farmers, local conservation NGOs, and local and national governmental bodies. Finally, the paper finds that, while many positive linkages have been made between conservation authorities and rural farmers and ranchers in elephant conservation programs, few such linkages have been made in the various rhino conservation schemes. Since Zimbabwe has been relatively successful in conserving its elephant population, but relatively unsuccessful in stopping rhino poaching, the paper concludes that the development of positive linkages between rural farmers and the state, which include heavy doses of popular participation at the grassroots level, is crucial for any successful natural resource policy.  相似文献

Approaches to the management of protected areas that involve the participation of local communities are now being widely promoted. However, the impacts of such community-based conservation initiatives on local communities remain poorly defined. This research examines the socio-economic impacts of community-based conservation within the Annapurna Conservation Area (ACA), Nepal, through semi-structured interviews and a questionnaire survey with local residents, situated both within and outside the protected area. Results indicate that local communities have received a number of benefits from conservation, including improvements in access to forest resources, improved basic infrastructure such as drinking water, trails and bridges, and improvements in health, sanitation and social services. However, relatively few people (14.9%) within ACA receive direct financial income from tourism. Local communities also experience a number of costs of being involved in conservation, the most significant of which is increased crop damage by wildlife. Eighty-four percent of respondents within ACA have experienced problems of crop damage, accounting for 6% (rice) to 23% (maize) of total production. Depredation of livestock by wildlife is also experienced; mean losses per household being the equivalent of £3.9 (Rs. 479.70) each year. However, 66% of respondents within ACA reported that they had never experienced this problem. These results indicate that the socio-economic benefits of community-based approaches to conservation can outweigh the costs, even though the latter are significant. However, a participatory approach to management of problematic animal species will need to be developed within ACA, if conflicts between local communities and protected area management are to be avoided in future.  相似文献

Summary In a recent piece in EMR, Burbidge et al. discussed some major impediments to linking research and practice in ecological restoration and management. They identified a lack of collaboration between research and practice, poor communication, inappropriate funding and political timelines, change inertia and a lack of capacity as major barriers to improving restoration praxis. They suggest capacity building, communication, collaboration and involving key stakeholders through an iterative cycle of research to management will improve the translation of research into practice (Ecological Management and Restoration 12, 2011, 54). While we agree with the barriers and recommendations identified, they did not consider how the multifaceted motivations embodied in the practice and social context of restoration shape the research–practice nexus. Given the diversity of actors involved in conservation activities, and the focus on conservation on private land and landscape‐scale connectivity in government policy, this is a significant oversight. We suggest it is vital to draw attention to these multifaceted motivations when discussing implementation challenges. This piece draws on our collective insights from three doctoral research projects examining the science, practice and social dimensions of ecological restoration and management in Australia. Our intention is to outline some of the social and contextual influences shaping restoration practice to demonstrate the importance of dialogue between researchers, practitioners and landholders around the goals and expectations of restoration and management interventions. We suggest this is an important aspect of improving the conversation between the actors involved in restoration research, policy and practice.  相似文献

全球持续扩张的野生动物消费需求和相关非法贸易是生物多样性保护的重要威胁之一。近期新冠肺炎疫情暴发, 野生动物贸易和食用的公共卫生安全风险也引起了社会各界的关注。本文从社会学、心理学、行为科学等多学科的视角分析和理解我国野生动物消费的需求动因, 提出科学的行为改变对策。从我国野生动物消费现状来看, 功能性、社会性和体验性等非生活必需性需求凸显, 并受复杂因素影响。基于对需求动因的理解, 运用合适的行为改变框架, 以及宣传教育、社会影响、法律规范和行为助推等多种行为改变方法, 通过科学系统的阶段和步骤, 可有效地影响和改变野生动物消费行为。行为改变对策的实施需在具体情境下加强合作, 重视多学科运用、多主体合作和多尺度考虑。  相似文献

Attitudinal studies are increasingly being adopted as tools for evaluating public understanding, acceptance and the impact of conservation interventions. The findings of these studies have been useful in guiding the policy interventions. Many factors affect conservation attitudes positively or negatively. The factors inspiring positive attitudes are likely to enhance the conservation objectives while those inducing negative attitudes may detrimentally undermine these objectives. The magnitude of the resultant effects of each particular factor is determined by the historical, political, ecological, socio-cultural and economic conditions and this may call for different management interventions. In this study we examined how conservation attitudes in western Serengeti are shaped by the following factors: level of conflicts with protected areas; wildlife imposed constraints (inadequate pasture, water, diseases, loss of livestock during migration, theft and depredation); participation in the community based project; and socio-demographic factors (age, education level, wealth, immigration, gender and household size). The results indicated that the level of conflicts, participation in the community based project, inadequate pasture, lack of water, diseases, wealth and education were important in shaping peoples’ attitudes. However, in a stepwise linear regression analysis, 59% of the variation in peoples’ attitudes was explained by three variables i.e., conflict level with protected areas, lack of water and participation in the community based project. In addition to these variables, level of education also contributed in explaining 51% of the variation in people’s attitude regarding the status of the game reserves. Five variables (lack of water, level of education, inadequate pasture, participation in the community based project and diseases) explained 12% of the variation in people’s attitude towards Serengeti National Park. The paper discusses the implications for conservation of these results and recommends some measures to realise effective conservation of wildlife resources.  相似文献

Abstract: Absence of scientific independence can be associated with a lack of impartiality and therefore with a lack of credibility. Yet scientific credibility is essential for effective participation in sociopolitical processes—processes that necessarily involve politics and often result in decisions about land management, conservation, and public policy. All scientists are aware of these processes, many wish to participate, and some wish to advocate for their personal policy preferences. However, scientists who lack impartiality often create the perception of bias, and they can suffer a concomitant loss of credibility. Some policy-makers also have personal preferences for certain policies, and the term normative policies can be used here even though all policies can be viewed as normative in the sense that they involve multiple inputs. Hence, the idea that scientists must provide unbiased information for unbiased application by policy-makers is sometimes wrong. For scientists to be effective participants in sociopolitical processes that lead to conservation policies or related actions, they should inform the public about issues while avoiding direct involvement in policy development and the political considerations this necessarily entails. Scientists should only participate in the decision-making process with impartial information and in their proper role as objective scientists.  相似文献

The sustainable use of wildlife resources within community-based programmes is considered as a valuable option to enhance development and conservation objectives. The application of such a concept in communal lands requires the strong support of local communities through their active involvement in wildlife management. Precise and regular information on wildlife abundance is also essential for effective conservation. In this paper, we present an innovative participatory monitoring method based on bicycle counts developed within the framework of an integrated conservation and development project in the Zambezi Valley, Zimbabwe. Results from the 1999 count of population density and structure of common species as well as diversity of large to medium size species are presented. We demonstrate the efficiency of this method, which allowed a high census intensity with efficient animal detection, and hence appeared appropriate for use in a non-protected area. The method gave high levels of precision for the density estimates obtained (10–30% cv) and is therefore useful as a repeatable monitoring tool. In addition, this method is inexpensive to run and is easy to implement for local people. We emphasise the technical and financial autonomy offered by the bicycle counts for communities to monitor their wildlife resources, and we discuss the contribution of this method to the wildlife management process.  相似文献

我国高度重视野生动物保护事业, 认真履行野生动物保护国际义务, 积极鼓励公众参与, 以扩大野生动物保护事业的公众基础。已有文献多关注了公众的国内野生动物保护意愿, 鲜有文献关注公众对国际野生动物的保护意愿, 难以为促进公众参与国际野生动物保护事业提供决策参考。本研究以全球旗舰物种非洲象(Loxodonta africana)为例, 结合非洲象保护的相关研究与实践, 构建拓展的计划行为理论框架, 通过线下和线上调研获取数据, 运用结构方程模型, 从态度、规范、知觉行为控制、过去经验及个体特征五个方面, 分析了我国公众的非洲象保护意愿及影响因素。结果表明: (1) 68.5%的公众具有非洲象保护愿意; (2)公众规范(系数为0.422)、过去经验(系数为0.253)、知觉行为控制(系数为0.160)、保护态度(系数为0.156)对保护意愿存在显著的正向影响; 男性公众(系数为-0.054)的保护意愿低于女性公众; 居住在西部地区的公众(系数为0.066)保护意愿更高; (3)模型整体通过了拟合检验, 表明研究结果具有稳健性。本研究的政策建议如下: (1)明确政策导向作用, 提升公众的道德义务感和社会责任感; (2)加强宣传教育, 丰富公众知识经验, 培育公众积极的保护态度; (3)拓宽保护参与渠道, 提高公众知觉行为控制; (4)制定合理方案, 提升保护宣教等实践活动成效。  相似文献
