全球环境基金是《生物多样性公约》的唯一资金机制, 它按照《生物多样性公约》要求和基金自身的政策导向为发展中国家和经济转型国家提供资金支持。从其试点期到当前的第7增资期, 全球环境基金在生物多样性领域的战略目标发生了多次变迁, 研究这些资金机制战略目标所涉及的生物多样性热点问题的变迁情况对未来相关工作开展具有一定参考意义。本文梳理了各增资期生物多样性领域战略目标所涉及的生物多样性热点问题, 对每个热点问题在全球环境基金各增资期中资金量和内容的变迁情况进行了分析, 并就中国当前情况与之进行比较, 进而提出了加强对保护地中生态系统代表性的考虑、增强保护地资金可持续性、全面推动生物多样性主流化、加强生物安全相关领域研究、推进遗传资源获取和惠益分享立法并注重知识管理、加强新问题新挑战的应对、深化资金机制研究等建议, 以期为开展《生物多样性公约》履约、生物多样性管理和研究工作提供参考。  相似文献

《生物多样性公约》第十五次缔约方大会(COP15)将评估全球生物多样性保护已有进展, 审议并通过“2020年后全球生物多样性框架”, 后者是实现2050愿景“与自然和谐相处”的关键, 有助于达成联合国可持续发展的目标。生物多样性资金机制现在是将来也是实施全球生物多样性保护行动计划的重要保证。根据《生物多样性公约》信息交换所的数据, 目前各缔约方每年对本国生物多样性保护的投资额度占其当年国内生产总值(GDP)的比例比较小。中国作为发展中国家, 2015年时生物多样性保护资金投入占GDP比例为0.255%, 在世界各国中处于比较高的水平。近年中国对生物多样性保护的投入连年增加, 2019年时已经达约0.6%。有研究表明, 目前全球每年生物多样性保护资金的缺口至少500亿美元, 未来十年还有更大的资金缺口, 而且当前已有生物多样性资金渠道比较单一, 并存在一些短板, 远远不能满足生物多样性保护行动的要求, 急需建立新的资金机制, 调动更多资源, 推动2030年生物多样性保护任务和目标的实现。《生物多样性公约》的资金机制可以与包括《联合国气候变化框架公约》在内的其他相关环境公约协同增效, 比如基于自然的解决方案将生物多样性保护与气候变化减缓等环境目标联系起来。中国作为COP15的东道国, 有积极协调磋商的责任, 力求在大会上推动形成一个新的资金机制, 即全球生物多样性保护基金, 为“2020年后全球生物多样性框架”的实施保驾护航。新的生物多样性保护资金机制将独立于现有的生物多样性保护资金机制, 具有多样化投资渠道并引入绩效评估机制, 将经费与任务目标关联, 提高资金的使用效率, 支持发展中国家的生物多样性保护行动。  相似文献

Due to the shortage of financial resources for international conservation assistance, the setting of priorities for this assistance is an important issue. A national biodiversity risk assessment index (NABRAI) is constructed to quantify national conservation performances and identify nation states of critical conservation concern. The index, which contains measures of biodiversity stock, flow and response measures, attempts to overcome several weaknesses present in other models used to prioritize nations for conservation assistance. Multivariate analyses of the index as well as economic and biodiversity resources reveal significant positive correlations between the NABRAI values and population density as well as land area exposed to high disturbance intensity. The combination of the multivariate analyses and the interpretation of NABRAI values allows for prioritization of biodiversity risk among the global community and can thus serve as an indicator of current priorities for policy makers. The present study also suggests two methods to incorporate a better understanding of biodiversity risk in models of conservation priorities; by including a wider range of variables and by developing a theoretical foundation for the relationship between the categories of variables used in the model.  相似文献

The Convention on Biological Diversity aims to encourage and enable countries to conserve biological diversity, to use its components sustainably and to share benefits equitably. Species richness and endemism are two key attributes of biodiversity that reflect the complexity and uniqueness of natural ecosystems. National data on vertebrates and higher plants indicate global concentrations of biodiversity and can assist in defining priorities for action. Projections indicate that species and ecosystems will be at maximum risk from human activities during the next few decades. Prompt action by the world community can minimise the eventual loss of species. Highest priorities should be to: (i) strengthen the management of ecosystems containing a large proportion of global biodiversity; (ii) help developing countries complete their biodiversity strategies and action plans, monitor their own biodiversity, and establish and maintain adequate national systems of conservation areas; (iii) support actions at the global level, providing benefit to all countries in managing their own biodiversity. Generally, resources will best be spent in safeguarding ecosystems and habitats that are viable and important for global biodiversity, and which are threatened by factors that can be controlled cost-effectively. Other important criteria are representativeness, complementarity and insurance.  相似文献

The Convention on Biological Diversity (CBD) lies at the heart of biodiversity conservation initiatives. It offers opportunities to address global issues at the national level through locally grown solutions and measures. This article reviews the national challenges and opportunities in meeting requirements of the CBD by analysing twenty Third National Reports (TNRs), covering five different CBD regional clusters from the three global economic groups. While there is a plethora of challenges, the predominant ones discussed in this study include: institutional and capacity, knowledge and accessible information, economic policy and financial resources, cooperation and stakeholder involvement, and mainstreaming and integration of biodiversity. The underlying problem is that limited capacity in developing countries and transition economies undermines conservation initiatives. Lack of capacity in science, coordination, administration, legislation, and monitoring are barriers to on-ground implementation of biodiversity programmes. Opportunities to overcome these challenges embrace use of knowledge products, information-sharing mechanisms, participatory platforms, educational programmes, multi-level governance, and policy coherence. Innovative market-based instruments are also being trialled in various countries, which seek to offer incentives to local communities. The article concludes that conservation measures should be supported by multiple sectors and secure high level political support. Political, economical, and legislative sectors are more likely to show interest in CBD implementation and use it as a tool for managing biodiversity when they know the Convention processes and perceive it as a benefit. Modest investments in capacity building and training, and engaging different sectors in setting priorities would have a significant pay-off.  相似文献

The Global Plant Conservation Strategy of the Convention on Biological Diversity calls for “protection of 50% of the most important areas for plant diversity.” All global biodiversity analyses have identified the mountains of northwestern Yunnan as a conservation priority for plant diversity. The challenge we were presented with was how to transform this sweeping global recognition into regional geographic priorities and measurable conservation action. This challenge is especially acute in Yunnan where there are no readily accessible data on the distribution and status of plant diversity, yet great conservation urgency due to the rapid pace of economic development. We used endangered and endemic species to represent plant diversity as a whole due to time and financial constraints. To identify conservation priorities, we relied on experts’ knowledge, supplemented with a rapidly assembled plant diversity data base, rapid field assessments to fill knowledge gaps, and analyses of the spatial patterns of richness and habitat relationships. Ninety-eight endangered species and 703 endemic species occur in the project area. Experts identified nine Plant Diversity Conservation Areas for northwestern Yunnan, including eight specific geographies and one priority habitat. We found that the current nature reserve system is serving an important role in plant diversity protection, even though many of the reserves were not specifically designated for plant diversity considerations. This project provided a means for scientific experts to directly contribute to conservation decision-making by government and Non-Government Organizations, and essential information for the plant conservation in Northwestern Yunnan.  相似文献

Mountains occupy 24% of the global land surface area and are home to 12% of the world’s population. They have ecological, aesthetic, and socioeconomic significance, not only for people living in mountain areas, but for those living beyond. Mountains need specific attention for their contribution to global goods and services, especially by developing and implementing mountain specific policies. Conservation policies have evolved from the protection of charismatic species, to habitat and ecosystem/landscape conservation, and, finally, to people-oriented conservation approaches. This paper, with particular reference to paradigm shifts in the Hindu Kush-Himalayan (HKH) region, discusses the evolution of conservation policies, developments in conservation practices, the status of protected area management, wetland conservation initiatives and the landscape approach, community-based conservation initiatives, and the convergence of policies and practices. In the HKH region, conservation efforts now adopt participatory approaches, implement policies of decentralised governance for biodiversity management, and empower local communities in biodiversity management. The paradigm shift in the policies and practices related to conservation has been gradual and has included the acceptance of communities as an integral part of national level conservation initiatives, together with the integration of many global conventions. There are many successful pilots in the HKH region that deserve upscaling by the countries from the region. Realising the importance of mountains as hotspots of biodiversity, and due to their role as providers of global goods and services, the Convention on Biological Diversity adopted the Programme of Work on Mountain Biodiversity. Such a decision specific to mountains provides enormous opportunities for both conservation and development. Recent challenges posed by climate change need to be integrated into overall biodiversity conservation and management agendas, especially in mountain areas. The HKH region has been identified as a blank spot for data by the Inter-Governmental Panel on Climate Change, indicating the need to develop regional database and sharing mechanisms. This is a tall task, but one that holds enormous opportunity for the HKH countries and institutions with regional mandates to address the emerging challenges of climate change on biodiversity conservation by reducing scientific uncertainty.  相似文献

《生物多样性公约》(简称《公约》)第十五次缔约方大会(COP15)第二阶段会议上将审议通过正在编制的2020年后全球生物多样性框架(简称“框架”)。该框架具有里程碑意义, 对未来全球生物多样性保护、经济和社会发展有重要指导作用。由于生物多样性的持续丧失, 只有通过变革式的转型, 才能实现到2050年人与自然和谐发展的美好愿景。框架以变革理论为基础, 拟制定雄心勃勃又务实平衡的生物多样性保护目标。生物多样性与人类息息相关, 目标的制定将对人类社会的生产、消费等产生重大影响。由于《公约》机制和框架磋商的复杂性等多种原因, 仅极少数人完整地了解框架的内容和谈判进程。经过框架不限成员名额工作组(以下简称“OEWG”) 4次会议的磋商, 框架结构和要素已基本确定, 其中最受关注的是22个2030年行动目标, 包括减少对生物多样性的威胁(行动目标1‒8)、通过可持续利用和惠益分享来满足人的需求(行动目标9‒13)和执行工作和主流化的工具和解决方案(行动目标14‒22) 3个部分。本文介绍了OEWG第四次会议磋商的框架草案中行动目标的谈判进展, 对框架中30 × 30目标、资源调动等核心议题进行了分析, 从而为管理部门、科研机构、企业、社会组织、从事生物多样性教育和保护的广大工作者等社会各界了解全球生物多样性治理对国际经济秩序的重塑提供视角和方法上的参考, 从而更好地把握参与科技、贸易、投资、制造等领域国际竞争的环境政治动态与方向, 促进人与自然和谐共生, 共建地球生命共同体。  相似文献

在联合国《生物多样性公约》生效30年和《生物多样性》创刊30周年之际, 我们通过问卷调查从281名中国研究人员收集到763个生物多样性相关的研究问题, 通过归纳与整理, 并参考英国生态学会提出的100个生态学基本问题, 从中筛选出30个核心问题。这些问题涉及7个方面: 演化与生态(6个问题)、种群(4个问题)、群落与多样性(7个问题)、生态系统与功能(3个问题)、人类影响与全球变化(4个问题)、方法与监测(4个问题)、生物多样性保护(2个问题)。前5个方面主要聚焦在物种形成、生物多样性维持等的关键过程与机制、生物多样性与生态功能关系、全球变化对生物多样性的影响机制等, 第6方面主要涉及生物监测与预测、数据共享等, 第7方面涉及多样性保护、自然与人类健康关系这两个与公众息息相关的重要话题。这30个问题的筛选难免存在偏颇, 希望能以此为契机, 促进我国生物多样性研究人员对本领域核心问题的深入思考与探讨。  相似文献

The importance of genetic variation for maintaining biological diversity and evolutionary processes has been recognized by researchers for decades. This realization has prompted agreements by world leaders to conserve genetic diversity, and this is an explicit goal of the Convention on Biological Diversity (CBD). Nevertheless, very limited action has been taken to protect genetic diversity on a global scale. International conservation efforts to halt biodiversity loss focus on habitats and species, whereas little or no attention is paid to gene level variation. By this year, 2010, world leaders have agreed that a significant reduction of the rate of biodiversity loss should have been achieved. However, gene level diversity is still not monitored, indicators that can help identify threats to genetic variation are missing, and there is no strategy for how genetic aspects can be included in biodiversity targets beyond 2010. Important findings and conclusions from decades of conservation genetic research are not translated into concrete conservation action in the arena of international policy development. There is an urgent need for conservation geneticists worldwide to become involved in policy and practical conservation work beyond the universities and research institutions.  相似文献

Biodiversity investment priorities are a major concern for funding agencies and parties to the Convention on Biodiversity. We present a cost-effectiveness index designed to rank global biodiversity investments addressing weaknesses identified in several existing procedures. First, we explicitly address the issue of cost. Biodiversity conservation can be expensive -- ensuring that money is efficiently spent is important if conserving maximum biodiversity is an objective. Second, a high degree of threat to biodiversity is commonly accepted as constituting the principal reason for intervention and a basis for prioritization. The possibility that a high degree of threat might constitute a reason for non-intervention is rarely considered. The index presented in this study seeks to address these shortcomings by incorporating biodiversity ‘cost’, as measured by investment, and biodiversity ‘benefit’, as measured by a representative biodiversity indicator, species, richness. These elements form the basis of the cost -- benefit ratio needed for cost-effectiveness analysis. Investment in biodiversity is affected by issues of vulnerability (threat) and viability (success). A successful investment intervention will, however, depend on the probability or likelihood of success and the degree of threat prevalent in a particular country. These are integrated into the index as probabilities which will influence the amount of biodiversity ‘saved’ by an intervention. We apply the index using data for the Asia – Pacific region, to provide a cost-effective priority investment index (CEPII) ranking by country. Acute data limitations at the global level particularly in applying complementarity, necessitate caution in the interpretation of the index which, like other methods, requires some subjective choice of success and threat surrogates. The index continues the task of combining scientific and socioeconomic criteria relevant to global priorities. 全球正在经历第六次物种大灭绝。为了应对生物多样性丧失速率日益加快的严峻挑战, 《生物多样性公约》第十届缔约方大会通过了《生物多样性战略计划》(2011-2020年)及20项爱知生物多样性目标。然而, 2019年IPBES全球评估报告表明, 大部分爱知目标可能无法在2020年实现, 因此, 自然保护需要变革性转变。中国虽然在生物多样性保护方面取得了巨大成就, 提出了系统完整的生态文明制度及建立“以国家公园为主体的自然保护地体系”的目标, 并通过绿盾行动和环保督察提升了生物多样性保护的重要性, 陆地自然保护地覆盖率也已达到18%, 但仍未有效遏制生物多样性下降的趋势, 物种濒危程度持续加剧。尽管生态文明一系列改革已经做出了变革性转变, 中央层面大力推行生物多样性“主流化”的相关政策, 通过机构改革初步解决了自然保护地“九龙治水”的问题, 在国土空间规划和生态保护红线划定中强调了生物多样性保护的重要性, 但是, 生物多样性保护仍然缺乏系统性的解决策略, 需要在不同层面进一步落实“主流化”, 建立完整的法律体系和统一规范高效的保护机制, 保障保护资金, 明确生物多样性在生产、生活空间中的地位, 打通自然保护成果与经济利益的转化渠道。因此, 中国的生物多样性保护应当借助生态文明建设的历史性机遇, 在保护意识、空间布局和保护行动3个方面充分实现变革性的转变, 借助五位一体总体布局, 采用系统化的解决方法, 进一步整合法律、行政、市场、技术和社会等五方面力量, 提出具体的实现路径, 实现保护意识主流化、保护利用统筹化和保护行动全民化等三方面变革性的转变, 形成高效一体化的机制, 以实现“人与自然和谐相处”的生物多样性保护理想状态。  相似文献

《生物多样性公约》第十五次缔约方大会(COP15)计划于2021年在云南昆明召开, 大会将评估《2011-2020年生物多样性战略计划》执行情况及实施进展。如能达成协议, 将出台“2020年后全球生物多样性框架”, 作为指导2020年之后全球生物多样性保护的最新纲领性文件。这是生物多样性保护国际进程的一个里程碑, 也是展现中国以及云南多年来生物多样性保护成效的重要契机。作为中国生物多样性最为丰富的省份和具有全球意义的生物多样性关键地区之一, 云南在生物多样性保护方面投入巨大努力, 在全国较早发布省级《生物多样性保护战略与行动计划(2012-2030年)》、开创地方立法先河、率先试点建设国家公园、较早开展县域生物多样性本底调查与评估研究工作、建立了首个国家级野生生物种质资源库等, 在就地保护、迁地保护、重大生态工程等众多领域都取得显著成效。本文在梳理云南生物多样性保护进展与成就的基础上, 对保护成效进行了评估, 并有针对性地探讨了云南生物多样性保护未来发展方向及重大意义, 加强全省农业生物多样性的保护与可持续利用、发挥跨境生物多样性保护及减贫示范作用、协调发展生物多样性保护与少数民族传统知识保护等方面是云南省生物多样性保护今后发展的重要方向, 同时本文也为进一步促进云南生物多样性保护与管理提供了基础资料, 并为COP15提供地方履约实例。  相似文献

Restricted-Range Fishes and the Conservation of Brazilian Freshwaters   总被引:1,自引:0,他引:1  

Background

Freshwaters are the most threatened ecosystems on earth. Although recent assessments provide data on global priority regions for freshwater conservation, local scale priorities remain unknown. Refining the scale of global biodiversity assessments (both at terrestrial and freshwater realms) and translating these into conservation priorities on the ground remains a major challenge to biodiversity science, and depends directly on species occurrence data of high taxonomic and geographic resolution. Brazil harbors the richest freshwater ichthyofauna in the world, but knowledge on endemic areas and conservation in Brazilian rivers is still scarce.

Methodology/Principal Findings

Using data on environmental threats and revised species distribution data we detect and delineate 540 small watershed areas harboring 819 restricted-range fishes in Brazil. Many of these areas are already highly threatened, as 159 (29%) watersheds have lost more than 70% of their original vegetation cover, and only 141 (26%) show significant overlap with formally protected areas or indigenous lands. We detected 220 (40%) critical watersheds overlapping hydroelectric dams or showing both poor formal protection and widespread habitat loss; these sites harbor 344 endemic fish species that may face extinction if no conservation action is in place in the near future.

Conclusions/Significance

We provide the first analysis of site-scale conservation priorities in the richest freshwater ecosystems of the globe. Our results corroborate the hypothesis that freshwater biodiversity has been neglected in former conservation assessments. The study provides a simple and straightforward method for detecting freshwater priority areas based on endemism and threat, and represents a starting point for integrating freshwater and terrestrial conservation in representative and biogeographically consistent site-scale conservation strategies, that may be scaled-up following naturally linked drainage systems. Proper management (e. g. forestry code enforcement, landscape planning) and conservation (e. g. formal protection) of the 540 watersheds detected herein will be decisive in avoiding species extinction in the richest aquatic ecosystems on the planet.  相似文献

The setting of priorities for international conservation assistance is important due to limited available financial resources. A recent study constructed a national biodiversity risk assessment index (NABRAI) in order to prioritise nations for conservation assistance. The present study aimed to upgrade the original index in order to address computational and weighting inconsistencies. The results of the upgraded index corresponded relatively well with those of the original model. We feel this study goes a step further towards strengthening the methodologies for biodiversity risk assessment. However, due to the absence of theoretical constructs for biodiversity risk assessment and the considerable disagreement between the various models of biodiversity risk, we recognise a need for a more sophisticated understanding of national biodiversity risk before these models can be used to identify global conservation priorities with any degree of confidence.  相似文献

Continuous decline of biodiversity over the past decades suggests that efforts to decrease biodiversity loss have been insufficient. One option to deal with this problem is the use of market-based mechanisms for biodiversity conservation. Several studies have analysed such mechanisms individually, but there is no comprehensive review with a comparative assessment of the performance of various mechanisms. This paper presents (i) an analysis of the economic conditions under which markets for biodiversity can be expected to function; (ii) an analysis of the efficiency of five selected biodiversity markets in the light of market and contract theory; and (iii) an assessment of the potential to scale up local or national payment mechanisms for biodiversity conservation. Our analysis shows the difficulties that market-based mechanisms face, among which are the need to ensure long-term conservation and the lack of a standardized unit of measurement for biodiversity. We provide a number of recommendations on how to overcome these difficulties. We argue that the set-up of a global registry embedded within the framework of the Convention on Biological Diversity would facilitate measurement, reporting and verification of biodiversity credits to support market-based mechanisms.  相似文献
