Nitrogen (N) availability is a key role in food and fiber production. Providing plant-available N through synthetic fertilizer in the 20th and early 21st century has been a major contributor to the increased production required to feed and clothe the growing human population. To continue to meet the global demands and to minimize environmental problems, significant improvements are needed in the efficiency with which fertilizer N is utilized within production systems. There are still major uncertainties regarding the fate of fertilizer N added to agricultural soils and the potential for reducing losses to the environment. Enhancing the technical and economic efficiency of fertilizer N is seen to promote a favorable situation for both agricultural production and the environment, and this has provided much of the impetus for a new N fertilizer project. To address this important issue, a rapid assessment project on N fertilizer (NFRAP) was conducted by SCOPE (the Scientific Committee on Problems of the Environment) during late 2003 and early 2004. This was the first formal project of the International Nitrogen Initiative (INI). As part of this assessment, a successful international workshop was held in Kampala, Uganda on 12 -16 January, 2004. This workshop brought together scientists from around the world to assess the fate of synthetic fertilizer N in the context of overall N inputs to agricultural systems, with a view to enhancing the efficiency of N use and reducing negative impacts on the environment.Regionalization of the assessment highlighted the problems of too little N for crop production to meet the nutrient requirements of sub-Saharan Africa and the oversupply of N in the major rice-growing areas of China. The results of the assessment are presented in a book (SCOPE 65)which is now available to provide a basis for further discussions on N fertilizer.

Nitrogen is one of the major plant nutrients without which the agricultural production is not possible. Nitrogen use in Indian agriculture was nearly 55000 tons in 1950-1951 that increased to 11.31 million tons in 2001-2002. The total food production of the country has also experienced the similar increase from 50.83 to 222 million tons in the respective years. Interestingly the N fertilizer consumption of India remained almost constant during the last six years indicating the possibility of reducing N consumption. The highest N consumption is in North zone owing to the introduction of rice-wheat cropping system followed by West, South and East. The N use efficiency has been reported to be varying between 30% to 50% depending on the crops and the management. But in most of the cases, N use efficiency has been calculated based on the total N removed by the crops (above ground part only) ignoring the N content left in the roots. It has been observed in controlled experiments that the total N uptake by roots varied from 18% to 44% of the total N removed by the above ground parts, i.e. grain and straw. If the root N is also accounted, the N use efficiency will be higher than reported. The management of other organic sources has to be improved so as to increase the fertilizer use efficiency as well as to check the direct release of N in the atmosphere. In this review all these issues will be dealt.

Asia embraces a wide range of cropping environments, largely related to the diversity of climate. To meet the high food requirements of a very large population (some 59% of the earth's total) large inputs of mineral N fertilizer are required (44.2 Tg N.yr-1 in the mid 1990s).However, because of the low (20%-50%) overall efficiency of use of fertilizer N, sometimes coupled with heavy use in intensively-farmed areas (for example in parts of China), losses of fertilizer N from agricultural land are expected to be high. Part of the N lost is thought to cause pollution of the atmosphere and water resources.A sub-regional approach, based on the FAO Agroecological Zone (AEZ) concept, has the potential to provide meaningful assessments of the agricultural and environmental dimensions of N.The AEZ concept can also provide the rationale for locating Sub-regional Centers of the International Nitrogen Initiative (INI) by basing the considerations, as far as practicable, on agroecological conditions.

Fertilizer N use in Japan has decreased by about 30% from 1960 to 2000, while keeping a little increase in cereal yields. This has resulted in a significant increase in apparent nitrogen use efficiency, in particular for rice. On the other hand, national N Icad on the environment associated with the production and consumption of domestic and imported agricultural products has almost tripled during this period, mainly due to the dramatic increase of imports of food and feedstuffs. The environmental problems, including water and air pollution, caused by the excessive loads of N are serious public concerns and there is an urgent need to minimize N losses from agricultural production. In order to meet the necessity for reducing the environmental impacts by excess N, political and technological measures have been taken at regional and country levels. In recent years, the Japanese government has embarked on a series of policies to encourage transition to an environmentally conscious agriculture. Promoting proper material circulation with reducing fertilizer impact and utilizing biomass and livestock wastes is emphasized in these policies. The effectiveness of environmental assessment and planning for reducing regional and national N Icad has been discussed. Implementation of environmentally friendly technologies and management, both conventional and innovational, have been developed and adopted in Japanese agriculture. The effectiveness of conventional technologies in reducing environmental reactive N has been re-evaluated. Innovative technologies, such as use of controlled availability fertilizers and livestock wastes compost pellets, are being investigated and extended.A comprehensive approach that applies political and technological measures with closer cooperation is necessary to control reactive N in the environment.

Summary The flooded soil-rice plant ecosystem is extremely complex and final N budgets are the products of many N transformations modified by physical, chemical and biological agents, to a large extent controlled by O2 fluxes, but interacting with each other over time. Topics reviewed include mineralization-immobilization, nitrification-denitrification, NH 4 + fixation, NH3 volatilization, leaching and run-off lossess. Nitrogen budgets constructed for water sown rice using temperate climate data clearly show that the major mechanisms by which fertilizer N is removed is crop absorption, nitrification-dentrification and NH3 volatilization. Proper fertilizer management can reduce losses and desirably increase fertilizer use efficiency. Nitrogen budgets have proven useful in describing gains and losses from the various N transformation processes, all of which are environment and management dependent.

TOND1 confers tolerance to nitrogen deficiency in rice
Nitrogen (N), the most important mineral nutrient for plants, is critical to agricultural production systems. N deficiency severely affects rice growth and decreases rice yields. However, excessive use of N fertilizer has caused severe pollution to agricultural and ecological environments. The necessity of breeding of crops that require lower input of N fertilizer has been recognized. Here we identified a major quantitative trait locus on chromosome 12, Tolerance Of Nitrogen Deficiency 1 (TOND1), that confers tolerance to N deficiency in the indica cultivar Teqing. Sequence verification of 75 indica and 75 japonica cultivars from 18 countries and regions demonstrated that only 27.3% of cultivars (41 indica cultivars) contain TOND1, whereas 72.7% of cultivars, including the remaining 34 indica cultivars and all 75 japonica cultivars, do not harbor the TOND1 allele. Over‐expression of TOND1 increased the tolerance to N deficiency in the TOND1‐deficient rice cultivars. The identification of TOND1 provides a molecular basis for breeding rice varieties with improved grain yield despite decreased input of N fertilizers.

In earlier work, we compared the amount of newly fixed nitrogen (N, as synthetic fertilizer and biologically fixed N) entering agricultural systems globally to the total emission of nitrous oxide (N(2)O). We obtained an N(2)O emission factor (EF) of 3-5%, and applied it to biofuel production. For 'first-generation' biofuels, e.g. biodiesel from rapeseed and bioethanol from corn (maize), that require N fertilizer, N(2)O from biofuel production could cause (depending on N uptake efficiency) as much or more global warming as that avoided by replacement of fossil fuel by the biofuel. Our subsequent calculations in a follow-up paper, using published life cycle analysis (LCA) models, led to broadly similar conclusions. The N(2)O EF applies to agricultural crops in general, not just to biofuel crops, and has made possible a top-down estimate of global emissions from agriculture. Independent modelling by another group using bottom-up IPCC inventory methodology has shown good agreement at the global scale with our top-down estimate. Work by Davidson showed that the rate of accumulation of N(2)O in the atmosphere in the late nineteenth and twentieth centuries was greater than that predicted from agricultural inputs limited to fertilizer N and biologically fixed N (Davidson, E. A. 2009 Nat. Geosci. 2, 659-662.). However, by also including soil organic N mineralized following land-use change and NO(x) deposited from the atmosphere in our estimates of the reactive N entering the agricultural cycle, we have now obtained a good fit between the observed atmospheric N(2)O concentrations from 1860 to 2000 and those calculated on the basis of a 4 per cent EF for the reactive N.

Nitrogen (N) fertilization in agriculture has been discussed controversially in Germany for almost two centuries. The agronomist Carl Sprengel, who published his theory on the mineral nutrition of plants in 1828, advocated the use of mineral N fertilizers. Chemist Justus von Liebig, on the other hand, vehemently denied around 1850 the need for N fertilization. Although it soon became evident that Sprengel was right and Liebig was wrong, not much synthetic N fertilizer was used in German agriculture until around 1915, when the Haber-Bosch technique enabled the commercial production of NH3. The use of N fertilizers since then has grown, especially since 1950. To increase agricultural productivity, German governments have promoted, directly and indirectly, the use of N in crop and in animal production. Unfortunately, it was overlooked that N surpluses in agriculture increased rapidly; around 1980 they amounted yearly to more than 100 kg ha(-1). The extensive use of N in agriculture is causing environmental damage and is contributing substantially to the external costs of present agriculture. The main N compounds that affect the environment are N2O, NH3, and NO3. These compounds are considered to contribute one third to the external costs of agriculture. Additionally, the high rate of human intake of animal proteins and lipids has adversely affected the health of the country's population. Fundamental corrections in German farm policy appear inevitable.

Nitrogen fixation in rice systems: state of knowledge and future prospects

Rice is the most important cereal crop. In the next three decades, the world will need to produce about 60% more rice than today's global production to feed the extra billion people. Nitrogen is the major nutrient limiting rice production. Development of fertilizer-responsive varieties in the Green Revolution, coupled with the realization by farmers of the importance of nitrogen, has led to high rates of N fertilizer use on rice. Increased future demand for rice will entail increased application of fertilizer N. Awareness is growing, however, that such an increase in agricultural production needs to be achieved without endangering the environment. To achieve food security through sustainable agriculture, the requirement for fixed nitrogen must increasingly met by biological nitrogen fixation (BNF) rather than by using nitrogen fixed industrially. It is thus imperative to improve existing BNF systems and develop N2-fixing non-leguminous crops such as rice. Here we review the potentials and constraints of conventional BNF systems in rice agriculture, as well as the prospects of achieving in planta nitrogen fixation in rice.

Nitrogen (N) loss from agricultural systems raises concerns about the potential impact of farming practices on environmental quality. N is a critical input to agricultural production. However, there is little understanding of the interactions among crop water use, N application rates, and soil types. This study was designed to quantify these interactions in corn ( Zea mays L.) grown in production-size fields in central Iowa on the Clarion-Nicollet-Webster soil association. Seasonal water use varied by soil type and N application rate. Yield varied with N application rate, with the highest average yield obtained at 100 kg ha(-1). N use efficiency (NUE) decreased with increasing N application rates, having values around 50%. Water use efficiency (WUE) decreased as N fertilizer rates increased. Analysis of plant growth patterns showed that in the low organic matter soils (lower water-holding capacities), potential yield was not achieved because of water deficits during the grain-filling period. Using precipitation data coupled with daily water use throughout the season, lower organic matter soils showed these soils began to drain earlier in the spring and continued to drain more water throughout the season. The low NUE in these soils together with increased drainage lead to greater N loss from these soils. Improved management decisions have shown that it is possible to couple water use patterns with N application to increase both WUE and NUE.
