The future holds the possibility to link and network biobanks, existing biorepositories and reference databases for research purposes in ways that have not been possible before. There is the potential to develop 'research portals' that will enable researchers to access these research resources that are located around the globe with the click of a mouse. In this paper, I will argue that our current governance system for research is unable to provide all of the oversight and accountability mechanisms that are required for this new way of doing research that is based upon flows of data across international borders. For example, our current governance framework for research is nationally based, with a complex system of laws, policies and practice that can be unique to a jurisdiction. It is also evident that many of the nationally based governance bodies in this field do not have the legal powers or expertise to adjudicate on the complex issues, such as privacy and disclosure risks that are raised by cross-border data sharing. In addition, the conceptual underpinning of this research governance structure is based on the "one researcher, one project, one jurisdiction" model. In the conclusion of this paper, I lay out some preliminary ideas as to how this system has to change to accommodate research that is based on networks. I suggest that a move to digital governance mechanisms might be a start to making research governance systems more appropriate for the 21st century.  相似文献

The unwarranted interference of some environmental non-governmental organisations (ENGOs) in decision-making over genetically modified (GM) crops has prompted calls for politics to be removed from the regulatory governance of these products. However, regulatory systems are inevitably political because their purpose is to decide whether the use of particular products will help or hinder the delivery of public policy objectives. ENGOs are most able to interfere in regulatory decision-making when policy objectives and decision-making criteria are vague, making the process vulnerable to disruption by organisations that have a distinct agenda. Making regulatory decision-making about GM crops and other green biotechnology more resistant to interference therefore requires better politics not the removal of politics. Better politics begins with political leadership making a case for green biotechnology in achieving food security and other sustainable development goals. Such a policy must involve making political choices and cannot be outsourced to science. Other aspects of better politics include regulatory reform to set policy aims and decision-making criteria that encourage innovation as well as control risk, and engagement with civil society that discusses the values behind attitudes to the application of green biotechnology. In short, green biotechnology for sustainable development needs better politics to counter well-organised opposition, to encourage innovation, and to build the trust of civil society for these policies. Removing politics from regulatory governance would be a gift to ENGOs that are opposed to the use of biotechnology.

江西省绿色发展区划研究,是江西省主动适应“绿色崛起”、“生态文明先行示范区”和“生态文明试验区”的新形势,实现从以“治山、治江、治湖、治穷”的应急抢救型为主的生态治理模式,转变为“富山、富水、富民、强生态”的减压增效型为主的可持续发展模式的前提和基础.以往的区划研究重生态保护理念、轻绿色发展.本文基于江西省地形、地貌、生态、农业、林业、草业、湿地、经济、旅游等空间数据,建立定性与定量、生态与经济、全面与重点相结合的44项指标体系,评价各研究单元的发展条件与方向,科学划分了4类一级区、17类二级区和51类三级区.首次实现以绿色发展为目标,以县域资源及其发展优势为基础,以各单元绿色发展途径为出口的区划.该区划结果有助于明确各县绿色发展方向,便于指导资源的优化利用与产业的合理布局,并可为推进江西省生态环境保护和可持续发展提供科学依据.  相似文献

Twenty-five patients treated with debulking surgery and chemotherapy for ovarian cancer were prospectively studied to evaluate the efficacy of radioimmunoscintigraphy (RIS) in detecting residual tumor before second-look surgery. RIS was performed with the monoclonal antibody OC125 F(ab')2 labelled with I-131 without knowledge of clinical data and compared with subsequent surgical results. Second look showed tumor persistence in 12 patients, mostly characterized by small lesions. The overall diagnostic sensitivity of RIS was 50% and the specificity was 85%. In particular, RIS showed better sensitivity for pelvic tumor localizations than for abdominal sites (73% vs 33%); this was due to the inability of RIS to detect upper abdominal lesions. Therefore, our conclusion is that, at present, RIS cannot substitute surgical second-look in the management of ovarian cancer, however, considering that also ultrasonography, computer tomography and magnetic resonance are not always able to give definite diagnostic evidence in the follow-up of ovarian carcinoma, RIS could be added to these procedures to balance the limitations of each method. In this regard, the best application of RIS could be in the follow-up of patients with marker elevation without clinical evidence of disease, especially in the case of pelvic fibrosis or adhesions due to previous therapy, where the other non-invasive tools can give doubtful diagnostic results.  相似文献

This paper applies a social-ecological system (SES) framework to the analysis of a SES in the Taos valley of northern New Mexico. The SES analyzed is a set of interconnected irrigation communities known as acequias. These have persisted in the area for several hundred years. In this paper I combine concepts from multi-level governance, social network analysis, and interconnected action situations to diagnose the factors that have enabled the acequias to maintain the levels of cooperation needed to persist as farming communities in a high desert environment. To conduct this research, interview data were collected on-site to complement existing court testimonies and other relevant primary and secondary data. These data were analyzed via a step-wise diagnostic process that is inspired by the SES framework and used to illustrate how the acequias form a multilevel governance system via key network attributes, and how this governance structure maps onto the resource system while not overburdening the participants and providing sufficient benefits to motivate continued cooperation over time.  相似文献

Flap survival is still a major problem in reconstructive surgery. Increased flap survival after systemic administration of drugs inhibiting the adrenergic system has been reported in experimental studies. The clinical use, however, is restricted by systemic side effects. It has been demonstrated that, using guanethidine, an effective regional intravascular sympathetic (RIS) block can be obtained without systemic effects. Using this type of block, an experimental study was made on the survival and quality of different types of flaps in the rabbit ear. The results obtained in 72 flaps created in the ears of 36 rabbits were assessed by the extent of flap edema, peripheral neovascularization, flap temperature, and flap surviving area. The RIS block reduced edema and scab formation, caused higher flap temperatures, better neovascularization, and increased surviving flap area, as compared with equal flaps in the untreated contralateral ear of the same animal. The effect of RIS block may be considered as a "pharmacological delay" procedure. From the experiments as well as clinical experience, it may be concluded that this technique is a safe and effective procedure. Therefore, the RIS block method is recommended for clinical use in flap techniques in extremities of man.  相似文献

社会-生态系统是由一个或多个社会和生态子系统交互作用形成的复杂的、非线性的、动态耦合系统。理解社会与生态子系统之间的复杂交互关系对于实现有效、可持续的环境治理至关重要。社会-生态网络方法是网络理论在社会-生态交互作用研究中应用与发展的产物,在定量刻画社会-生态系统结构、分析系统动态变化、推动系统适应性治理等方面具有重大的应用潜力。系统梳理了国内外现有的社会-生态网络研究,首先从网络的类型、构建模式、分析方法3个方面介绍社会-生态网络方法,并阐述其在资源管理、社会-生态匹配、社会-生态适应性治理领域中的应用,探讨社会-生态网络方法在研究社会-生态交互作用中的优势和挑战,最后提出未来社会-生态网络研究的重点方向,即社会-生态网络的动态变化过程以及社会-生态网络结构与功能关系。研究旨在深化网络分析可用于描述人—自然关系的认识,为社会-生态系统的网络研究提供实践指导,以期促进社会-生态网络方法在我国社会-生态系统研究中的应用。  相似文献

An open channel flow model, calibrated against field data, suggests that cattle intrusion in the eastern Usangu wetlands, as well as both dry and wet weather irrigation upstream, are responsible for the seasonal drying out of the Great Ruaha River (GRR) downstream. This human-induced change has severe socio-economic implications downstream, including hindering hydroelectricity production, as well as a devastating impact on the Ruaha National Park (RNP) ecosystem that is now shifting from wet tropics to dry tropics. To ensure sustainable development, governance is urgently needed for the Usangu catchment in a way that is compatible with ecohydrology principles for the sustainable use of water resources. In order to do that, perennial flow must be restored to the GRR. For this to happen this study suggests that all the livestock must be removed from the eastern Usangu wetlands and dry weather irrigators must return at least 25% (∼4 m3 s−1) of the water to the river.  相似文献

海岸带长期承受陆海生态风险的交互扰动,基于陆海统筹的系统性治理是提升其生态韧性的重要途径。海岸带生态管治条块分割的问题突出,生态系统具有相对独立性的海湾,作为陆海统筹的实施单元,为海岸带生态韧性测度与规划提供了新视角。在梳理海湾生态要素构成的基础上,分析陆海生态灾害诱因及其作用方式,进而厘清海湾生态系统的韧性响应机制。在陆海统筹目标下构建了海湾生态韧性测评指标体系,并以厦门湾为空间单元展开实例研究,采用相关模型剖析厦门湾陆域-海域生态韧性的耦合协调特征及演进驱动因子;聚焦厦门湾生态韧性薄弱之处,从构筑生态安全格局、分级整治韧性空间、联动管控韧性要素、建构跨界协同机制4个维度提出陆海统筹治理策略,以促进厦门湾生态系统可持续发展。该研究的理论建构及实践总结可为其他海湾单元生态文明建设提供参考。  相似文献

The mutual-responding relationship between plants and environment is involved in all life processes, which are the essential bases for different types of sustainable development on the globe, particularly the critical basis for agricultural sustainable development. How to regulate the above relationship between plants and the corresponding environment (in particular soil environment) is the key problem to modern sustainable agriculture development under global climate change, which is one of the hot topics in the field of plant biology. Detailed dissection of this responding relationship is also important for conducting global eco-environmental restoration and construction. Although powerful methodology and dataset related to genomics, post-genomics, and metabolomics have provided some insights into this relationship, crop physiological measures are also critical for crop full performance in field. With the increase of tested plants (including model plants) and development of integrated molecular biology, a complete understanding of the relationship at different scales under biotic and abiotic stresses will be accelerated. In the current paper, we will cover some important aspects in combination with the recent work from our laboratory and related advances reflected by international academic journals, as follows: plant physiological function performance under natural condition, plant gene regulatory network system under abiotic stresses, gene regulatory network system and drought resistance improvement, summary of the related work from our laboratory, conclusions, and acknowledgement.  相似文献

“山水林田湖草沙生命共同体”系统保护与修复是我国生态文明建设的重要内容。明确生命共同体的耦合机制,是科学地进行生态保护和修复工作的关键。针对当前生命共同体耦合机制不清、理论和方法不健全的问题,从耦合的视角出发,在小流域尺度上单一生态系统内部生态要素的耦合、流域尺度上不同生态系统之间的耦合、区域尺度上人与自然的耦合三个方面进行整合,在此基础上探讨了多尺度山水林田湖草沙耦合理论,提出了一般性的山水林田湖草沙耦合理论框架。梳理并比较了当前主要的生态系统模型、景观模型、统计学模型以及复合生态系统的多模型耦合方法,综合提出了一个适用于"山水林田湖草沙生命共同体"耦合研究方法。对进一步完善山水林田湖草沙一体化保护修复提出了建议,包括:一是构建多源信息数据库,推进定量化耦合机制研究;二是开展全生命周期监测与评估,探索适应性治理路径;三是强化多元主体参与,完善协同保护机制。  相似文献

社会-经济-自然系统是人类赖以生存和发展的复合系统,而数据驱动下的系统研究为加强生态系统的认知提供了新的增值导向。在新的数据语境下,社会-经济-自然复合系统呈现出一些新的特征,研究对象逐渐从单一要素向多要素耦合的方向转变,使支撑量化研究的数据体系更多样化、数据来源更广泛化、数据表达更具可视化,并呈现出研究尺度逐渐扩大化、研究对象更精细化的特征。在对数据的识别、表达和可视化的过程中,既要加强对时间、空间、结构、数量和秩序的耦合,也要注重与决策制定和地方服务的结合。新时期复合生态系统的未来研究方向应该从关键科学问题及支撑技术、尺度作用和多要素耦合以及地方和全球治理的科技支撑等方面展开,在数据的不断革新下,加强对多源数据、长期监测和时间序列的认知仍是需要深入研究的课题。开展复合生态系统的数据驱动分析,不仅能为生态系统的服务及可持续发展提供技术支撑,增强数据的长效共享机制,同时可为实现决策制定和信息传播等方面提供更多的价值支持。  相似文献

Addressing the challenges of biodiversity conservation and sustainable development requires global cooperation, support structures, and new governance models to integrate diverse initiatives and achieve massive, open exchange of data, tools, and technology. The traditional paradigm of sharing scientific knowledge through publications is not sufficient to meet contemporary demands that require not only the results but also data, knowledge, and skills to analyze the data. E-infrastructures are key in facilitating access to data and providing the framework for collaboration. Here we discuss the importance of e-infrastructures of public interest and the lack of long-term funding policies. We present the example of Brazil’s speciesLink network, an e-infrastructure that provides free and open access to biodiversity primary data and associated tools. SpeciesLink currently integrates 382 datasets from 135 national institutions and 13 institutions from abroad, openly sharing ~7.4 million records, 94% of which are associated to voucher specimens. Just as important as the data is the network of data providers and users. In 2014, more than 95% of its users were from Brazil, demonstrating the importance of local e-infrastructures in enabling and promoting local use of biodiversity data and knowledge. From the outset, speciesLink has been sustained through project-based funding, normally public grants for 2–4-year periods. In between projects, there are short-term crises in trying to keep the system operational, a fact that has also been observed in global biodiversity portals, as well as in social and physical sciences platforms and even in computing services portals. In the last decade, the open access movement propelled the development of many web platforms for sharing data. Adequate policies unfortunately did not follow the same tempo, and now many initiatives may perish.  相似文献

Combination therapy is used to retard the selection of malaria parasite strains resistant to individual components of a combination of drugs. This approach has proved to be a success in the combination of sulphadoxine and pyrimethamine, which targets two different steps in the folate pathway of malaria parasites. However, after the success of this therapeutic combination, the efficacy of other combinations of drugs that target different enzymes in a particular metabolic pathway has, apparently, not been reported. In the current study, the antimalarial effect of a combination of risedronate (RIS), which is known for its anti-osteoporosis activity, and azithromycin (AZT) was investigated. Peter's suppression test was carried out on mice infected with 1 × 107 P. yoelii infected erythrocytes. Drug efficacy was analyzed by comparing the percent reduction in parasitaemia on day 4 post-infection. RIS was observed to be a blood schizonticidal agent against P. yoelii infection which showed ED50 7.0 (4.04–12.13) mg/kg/day x 4. Normalized isobologram showed additive action between RIS 1 mg/kg/day x 4 and AZT 10 mg/kg/day x 4, and antagonistic action for the rest of the combinations (RIS 1 + AZT 20, RIS 1 + AZT 40, RIS 5 + AZT 10, RIS 5 + AZT 20, RIS 5 + AZT 40, RIS 10 + AZT 10, RIS 10 + AZT 20 and RIS 10 + AZT 40 mg/kg/day x 4). Furthermore, a combination of RIS with AZT showed inferior efficacy as compared to AZT treatment alone. This antagonistic interaction may be due to the high accumulation of AZT in WBCs, which will reduce its serum bio-availability, whereas RIS has anti-parasitic activity by increasing WBCs.  相似文献

This article presents a new methodology for designing industrial networks and analyzing them dynamically from the standpoint of sustainable development. The approach uses a combination of optimization and simulation tools. Assuming "top-down" overarching control of the network, we use global dynamic optimization to determine which evolutionary pathways are preferred in terms of economic, social, and environmental performance. Considering the autonomy of network entities and their actions, we apply agent-based simulation to analyze how the network actually evolves. These two perspectives are integrated into a powerful multiscale modeling framework for evaluating the consequences of new policy instruments or different business strategies aimed at stimulating sustainable development as well as identifying optimal leverage points for improved performance of the network in question. The approach is demonstrated for a regional network of interdependent organizations deploying a set of bioenergy technologies within a developing-economy context.  相似文献

产业共生和生态工业园区已经成为世界范围内产业生态化转型的重要手段之一。在厘清产业共生发展模式内涵的基础上,借鉴商业模式的划分准则辨识了世界范围内6种产业共生模式:丹麦卡伦堡模式、美国模式、英国模式、日本模式、韩国模式和中国模式。从关键参与者、核心能力以及资金流3个维度对这些模式进行了辨识,重点比较了我国产业共生与其他模式的差别。研究表明,我国产业共生实践数量众多,在关键参与主体、核心能力培育和资金流等方面存在丰富的多样化,虽然形成了一定的中国特色,但并没有形成固定的"中国模式"。可以说,我国的产业共生实践还停留在初级阶段,下一步可持续的发展必须要建立合理的管制架构、形成稳定的资金支持机制和培育核心竞争能力。初级提出了我国产业共生和生态工业园区建设的政策建议。  相似文献
