ABSTRACT

Research demonstrates that animal abuse is linked with various forms of interpersonal violence and that veterinarians themselves are concerned about this link. However, Australian veterinarians are not currently mandated to report cases of suspected animal abuse (AA), a position outlined by the Australian Veterinary Association under their “Animal Welfare principles and philosophy–Animal Abuse” section. A range of barriers to reporting suspected abuse cases have been identified. Barriers specifically mentioned in the AVA statement regarding the non-mandatory reporting stance were presented to a community sample of 209 participants. While 161 (77%) indicated they were aware that certain professionals were mandated to report animal abuse, notably 76% of these (n=123) indicated (incorrectly) that veterinary professionals in Australia were so mandated. Over half of the participants (n=117, 58%) indicated that “Concerns about the continued welfare of the animal victim” was, in their opinion, the most significant barrier to introducing mandatory reporting for the veterinary profession in Australia. The implications of community opinion regarding veterinarians and mandated reporting, along with acknowledgement of barriers and potential consequences of mandated reporting, are discussed.  相似文献

This article reports information abstracted from 200 randomly sampled animal abuse complaints that the Massachusetts Society for the Prevention of Cruelty to Animals received in 1996, along with the results of 1 10 surveys that Massachusetts veterinarians completed concerning their experience with and attitudes and perceptions of animal mistreatment. In 1996, there were a total of 4,942 complaints of animal mistreatment, or 2.2 complaints per 1,000 households in Massachusetts. The majority of sampled complaints involved dogs (69.5%), cats (21.5%), or both. Almost all complaints involved husbandry-related neglect (62.0%), medical neglect (26.0%), or both. A violation of the law was observed by the investigating officer in 75 (37.5%) cases. The majority (78.9%) of veterinarians reported having observed at least 1 instance of animal abuse in their patients, although few encountered more than 5 cases (16.4%) during their years of practice. Almost all respondents (93.6%) agreed that veterinarians have an ethical responsibility to report suspicions of abuse, but a smaller number (44.5%) believed that this responsibility should be mandated.  相似文献

ABSTRACT

Free-roaming cats present a multidisciplinary challenge for wildlife conservation and feline welfare. Veterinary professionals are critical stake-holders in the issue of free-roaming cats, making it imperative that their attitudes and perspectives are well understood. In this study, we conducted an electronic survey of veterinarians practicing across British Columbia to evaluate their perceptions of 1) whether cat overpopulation is a concern, 2) the impacts of cats on wildlife, and 3) alternative management strategies for dealing with cat overpopulation. Of the 389 respondents, 56% agreed that cat overpopulation was a local problem, and 91% agreed that veterinarians play a role in reducing cat overpopulation. Veterinarians in rural communities had a greater involvement in cat overpopulation and perceived it as more problematic than their urban colleagues. The majority (70%) of veterinarians reported that they performed early-age sterilization, supported the principle of low-cost spay-neuter services (67%), and 65% of them were involved in these services. Just over half (54%) of respondents reported that they provide permanent identification to cats, typically offering both microchips and tattoos. Veterinarians were less cohesive on their perceptions of the impact of free-roaming cats on wildlife: 53% agreed that after habitat loss cats are one of the most significant, direct causes of bird and wildlife mortality, while 30% were neutral and 17% disagreed. Fifty-six percent of veterinarians felt that keeping cats indoors would be one of the most effective strategies to reduce cat impacts on wildlife, but they also felt that public education programs and low-cost spay-neuter programs would be effective and more popular with cat owners. Most veterinarians (79%) recommended against unsupervised outdoor access, citing safety and disease risks. Rodent control was the most common reason for not recommending an indoor lifestyle. Overall, our survey results suggest that veterinarians are committed participants in the prevention of cat overpopulation. Conservationists need to focus on increased engagement with veterinarians regarding the impact of cats on wildlife.  相似文献

Results of a cross-sectional study to determine the level of emergency and disaster response planning at Ohio nonhuman animal shelters and the role Ohio agencies have in emergency and disaster response planning in their communities indicated a lack of preparedness coupled with underutilization of the agencies as a resource. A total of 115 agencies (68%) responded to a standardized survey mailed to 170 Ohio agencies. Most (68%) agencies agreed that emergency and disaster response planning was important to their organization, although only 13% of agencies had completed a written emergency and disaster response plan. The majority (80%) of agencies indicated they would provide critical resources in an emergency or disaster in their community. Only 38 (33%) of the responding agencies were aware of the PETS Act of 2006. Although many agencies indicated the importance of an emergency and disaster plan, there may be insufficient resources, including time and proper training, available to ensure plans are developed. Improved coordination among veterinarians, local veterinary medical associations, emergency preparedness agencies, and animal shelters would enhance the relief efforts in a crisis.  相似文献

The last decade has seen an increased awareness concerning links between violence to nonhuman animals and violence to humans. This has resulted in a number of cross-reporting initiatives between family service providers and animal welfare organizations. The success of these initiatives rests on individuals being willing to report such violence. Thus, there is a need to determine which variables influence an individual's willingness to report deliberate animal cruelty and abuse. The aim of this study was to examine demographic and attitudinal variables to ascertain their impact on propensity to report deliberate animal harm. A telephone questionnaire resulted in 1,208 valid responses from members of the general community. Results showed a number of variables that affected the propensity to report: gender, occupation, and acknowledgment of the link between family violence and deliberate animal harm. Companion-animal hoarding is a significant problem in the United States and internationally. Hoarding situations can incubate for years before a case is reported to law enforcement or animal control agencies. According to a survey by Gary Patronek, animal control agencies have estimated there are approximately 3000 reportable cases of animal hoarding annually in the United States. Animal hoarding cases vary in size from fewer than 20 animals to hundreds of animals. Every case of animal hoarding results in suboptimal animal welfare. Wake County, North Carolina, developed a proactive plan for addressing companion-animal hoarding that implemented a team approach to assist animals at risk, hold people accountable, address the mental health component of this problem, and create a more humane community. The plan involved animal control officers, crisis intervention counselors, law enforcement officers, veterinarians, veterinary technicians, and animal rescue partners. This intervention strategy was implemented in 2015, and cases were tracked to document animal outcomes. The conclusion of this experience is that a diverse team approach can best address the animal and human welfare challenges and the environmental concerns associated with animal hoarding.  相似文献

BACKGROUND: Violence in the workplace is an ill-defined and underreported concern for health care workers. The objectives of this study were to examine perceived levels of violence in the emergency department, to obtain health care workers'' definitions of violence, to determine the effect of violence on health care workers and to determine coping mechanisms and potential preventive strategies. METHODS: A retrospective written survey of all 163 emergency department employees working in 1996 at an urban inner-city tertiary care centre in Vancouver. The survey elicited demographic information, personal definition of violence, severity of violence, degree of stress as a result of violence and estimate of the number of encounters with violence in the workplace in 1996. The authors examined the effects of violence on job performance and job satisfaction, and reviewed coping and potential preventive strategies. RESULTS: Of the 163 staff, 106 (65%) completed the survey. A total of 68% (70/103) reported an increased frequency of violence over time, and 60% (64/106) reported an increased severity. Most of the respondents felt that violence included witnessing verbal abuse (76%) and witnessing physical threats or assaults (86%). Sixty respondents (57%) were physically assaulted in 1996. Overall, 51 respondents (48%) reported impaired job performance for the rest of the shift or the rest of the week after an incident of violence. Seventy-seven respondents (73%) were afraid of patients as a result of violence, almost half (49%) hid their identities from patients, and 78 (74%) had reduced job satisfaction. Over one-fourth of the respondents (27/101) took days off because of violence. Of the 18 respondents no longer working in the emergency department, 12 (67%) reported that they had left the job at least partly owing to violence. Twenty-four-hour security and a workshop on violence prevention strategies were felt to be the most useful potential interventions. Physical exercise, sleep and the company of family and friends were the most frequent coping strategies. INTERPRETATION: Violence in the emergency department is frequent and has a substantial effect on staff well-being and job satisfaction.  相似文献

Animal models of ischemic stroke are examples of an induced model that can present challenges from the perspectives of protocol review and animal management. The review presented here will include a brief summary of the current state of knowledge about clinical stroke; a general synopsis of important unanswered research questions that justify use of animal stroke models; an overview of various animal models of ischemic stroke, including strengths and limitations; and a discussion of animal care issues relative to ischemic stroke models. Good communication and interactive education among primary investigators, laboratory animal veterinarians and caretakers, and institutional animal care and use committee members are critical in achieving a balance between research objectives and animal care issues when using animal stroke models.  相似文献

Animal hoarding not only presents significant welfare issues for the animals involved, but also for the hoarders and people in the surrounding community. Existing studies on the issue have primarily been undertaken in the USA and little is known about animal hoarding in other countries, including Australia. It has been estimated that the per-capita prevalence of animal hoarding in Victoria, Australia, is similar to that in the USA, but in order to design effective intervention strategies, the extent of the issue and its characteristics need to be identified. This study analyzes data from 22 recent cases of animal hoarding from a number of agencies in Victoria. The demographics and living conditions of animal hoarders in Victoria and the USA were found to be similar. In contrast, the animals involved in hoarding cases in Victoria were in a better condition than the animals in the USA, with behavioral issues being the leading animal welfare concern in Australia. Behavioral problems resulted in euthanasia of the animals in 45% of the cases studied. All of the agencies included in this study call for a greater involvement or support from human mental health services to fully address the root of the problem. The information from this study can be used to help identify groups at risk to develop effective and appropriate means of prevention of, and intervention in, animal hoarding cases.  相似文献

Abstract

All 150 teaching clinicians at the six British veterinary schools and an equivalent number of veterinarians in small-animal practice were sent a ten-page questionnaire to survey their attitudes to and experiences with companion-animal euthanasia. Of the 300 questionnaires, 167 were returned, with responses being divided approximately evenly between the two groups. Seventy-two percent of the responses were from men. Data were collected on background, length of time in practice, pet ownership, attitudes on animal consciousness, and reactions to the deaths of both client and their own animals. For example, 22% of the respondents said that the death of one of their own pets had led to long-term emotional effects.

Seventy-four percent said that they would euthanize a healthy animal if the owner requested it, while 91% said they would euthanize a severely injured animal that could be saved if the owner requested euthanasia. Ninety-six percent said that they had received no formal training in how to explain to a client that an animal is terminally ill, and 72% felt that such training would be useful. The relationship between depressing events and the mood of the practitioners is discussed.  相似文献

ABSTRACT

Although there is a substantial body of research on inter-human empathy and inter-animal empathy, there is a dearth of research comparing humans' empathic reactions to humans and animals. To address this issue, three experiments were conducted in which participants read a scenario about a human or animal abuse victim in need of medical attention, and indicated the degree of empathy they had on an emotional response scale. In Experiment 1, women had significantly more empathy for animals than for humans, whereas men tended to express more empathy for humans than for animals. In Experiment 2, adult women expressed the same degree of empathy for a child as for a puppy. Similarly, in Experiment 3, adult men and women expressed the same degree of empathy for a baby as for a puppy. Overall, results indicated that people feel at least as much empathy for animals as for humans. We suggest that an animal target elicits a great deal of empathy partly because it is perceived as not being responsible for having caused the need situation. Future research will show whether empathy for animals translates to prosocial behavior toward them as well.  相似文献

The global public health community is facing the challenge of emerging infectious diseases. Historically, the majority of these diseases have arisen from animal populations at lower latitudes where many nations experience marked resource constraints. In order to minimize the impact of future events, surveillance of animal populations will need to enable prompt event detection and response. Many surveillance systems targeting animals rely on veterinarians to submit cases to a diagnostic laboratory or input clinical case data. Therefore understanding veterinarians’ decision-making process that guides laboratory case submission and their perceptions of infectious disease surveillance is foundational to interpreting disease patterns reported by laboratories and engaging veterinarians in surveillance initiatives. A focused ethnographic study was conducted with twelve field veterinary surgeons that participated in a mobile phone-based surveillance pilot project in Sri Lanka. Each participant agreed to an individual in-depth interview that was recorded and later transcribed to enable thematic analysis of the interview content. Results found that field veterinarians in Sri Lanka infrequently submit cases to laboratories – so infrequently that common case selection principles could not be described. Field veterinarians in Sri Lanka have a diagnostic process that operates independently of laboratories. Participants indicated a willingness to take part in surveillance initiatives, though they highlighted a need for incentives that satisfy a range of motivations that vary among field veterinarians. This study has implications for the future of animal health surveillance, including interpretation of disease patterns reported, system design and implementation, and engagement of data providers.  相似文献

The social sciences, such as sociology and anthropology, generally confine themselves to human subjects. Even those who study human-animal interactions tend to view animals as passive objects that are acted upon or thought and felt about. Scholars in the humanities assume that sociality and culture do not exist outside the human realm. Abstract

It is well known that the Nazis treated human beings with extreme cruelty but it less widely recognized that the Nazis also took some pains to develop and pass extensive animal protection laws. How could the Nazis have professed such concern for animals while treating humans so badly? It would be easy to dismiss Nazi proclamations on animals as mere hypocrisy but there may be other explanations for the contradiction. For example, anecdotal reports and psychological evaluations of many prominent Nazis suggest they felt affection for animals but dislike of humans. Second, animal protection measures, whether sincere or not, may have been a legal veil to attack Jews and others considered undesirable. Third, the Nazis blurred moral distinctions between animals and people and tended to treat members of even the Master Race as animals at times. This article argues that at the core of the Nazi treatment of humans and animals was a reconstitution of society's boundaries and margins. All human cultures seek to protect what is perceived to be pure from that which is seen to be dangerous and polluting and most societies establish fairly clear boundaries between people and animals. In Nazi Germany, however, human identity was not contaminated by including certain animal traits but certain peoples were considered to be a very real danger to Aryan purity.  相似文献

Anecdotal reports suggest that people may be affected more by media coverage of animal rather than human-related abuse. Findings of the extant research regarding this apparent effect are mixed and omit certain key variables that may drive differential reactions to abuse disclosure. The goal of the current study was therefore to examine whether differences exist between individuals' emotional responses and pro-social behavior (reporting abuse) with respect to human (infant), or animal (puppy), directed abuse, and the effect of demographic and personality variables (including empathy and attitude to animals) on these responses. One hundred and twenty-three university students (104 females, 19 males) were presented with two scenarios (randomly presented to control for order effects) describing identical abuse situations but with two different “victims”—namely an infant or a puppy. Immediately after reading each scenario they were asked to indicate how much what the infant/puppy went through “bothered” them, the likelihood of their contacting the police should they know or discover the identity of the attacker, and complete the Profile of Mood States (Short Form). Results indicated that although in general participants were more bothered by the infant-than the puppy-abuse scenario, this was mediated by whether participants were current pet owners, and their level of pet attachment. Specifically, those most attached to their pet were significantly more bothered by the puppy abuse scenario than any other group. Personality and demographic characteristics were also found to relate to mood disturbance, bother rating, and willingness to contact police following each scenario.  相似文献

BACKGROUND: In Canada several guidelines have been published for the screening of lifestyle health risks during general medical examinations. The authors sought to examine the extent to which such screening practices have been integrated into medical practice, to measure physicians'' perceived level of difficulty in assessing these risks and to document physicians'' evaluation of their formal medical training in lifestyle risk assessment. METHODS: An anonymous mail survey was conducted in 1995 in Quebec with a stratified random sample of 1086 general practitioners (GPs) and with all 241 obstetrician-gynecologists (Ob-Gyns). The authors evaluated the proportion of physicians who reported routine assessment (with 90% or more of their patients) of substance use, family violence and sexual history during general medical examinations of adult and adolescent patients; the proportion of those who find inquiring about these issues difficult; and the proportion of those who evaluated their medical training in lifestyle risk assessment as adequate or excellent. RESULTS: The overall response rate was 72.6%. Among adult patients, 82.2% of the GPs reported routinely assessing tobacco use, 67.2% alcohol consumption, 34.2% illicit drug use and 3.2% family violence; the corresponding proportions for assessment among adolescent patients were 77.1%, 61.8%, 52.9% and 5.6%. Comparatively fewer Ob-Gyns reported routinely assessing these issues (56.1%, 28.6%, 20.4% and 1.3% respectively among adults and 62.7%, 35.2%, 26.8% and 2.8% respectively among adolescents). In the area of sexual history, condom use was routinely assessed by more Ob-Gyns than GPs (47.0% v. 28.2%); however, the proportion of Ob-Gyns and GPs was equally low for assessing number of partners (24.8% and 23.1%), sexual orientation (18.8% and 16.9%) and STD risk (26.2% and 21.2%). The vast majority of GPs and Ob-Gyns reported finding it difficult to assess family violence (86.5% and 93.0%) and sexual abuse (92.7% and 92.4% respectively). Over 80% of the physicians felt that they had had adequate or excellent medical training in assessing risk behaviours for heart disease and STD risk. The proportion who felt this way about their training in screening for illicit drug use, family violence and sexual abuse ranged between 12.7% and 31.6%. INTERPRETATION: Although morbidity and mortality associated with smoking, alcohol consumption, illicit drug use, unsafe sexual practices, family violence and sexual abuse have been well documented, routine screening for these risk factors during general medical examinations has yet to be integrated into medical practice.  相似文献

The new EU-regulations on organic farming (1804/1999) are also influencing the animal welfare. A lot of positive regulations is to find, but also regulations that seen to mind more about the general public and customer and their view on organic farming, than the health and welfare of the animals.The paper specially focus on the impact of the regulations and the recommendations that phytotherapeutic essences and homeopathic products take precedence over the so called chemically-synthesised allopatic veterinary medical products, and that the use of the same is prohibited for preventive treatments. Key questions here are the lack of scientific evidence concerning homeopathy in animals, and that Swedish veterinarians are not allowed to work with homeopathy.Differences in interpretation of the regulations between animal owners and veterinarians will also be discussed. What is a disease that needs treatment? Who is to decide about the treatment? Parasitic infections are discussed as an illustrative example.Other consequences of the regulations concerning the animal welfare are problems in certain geographical zones, for instance subarctic areas where necessary crops are impossible to grow.Animal transports and splitting mother-offspring are briefly discussed as future problems to be handled in the regulations, and the paper ends by presenting the need of regulated herd health control programs in organic husbandry, which can detect and focus on welfare and production problems.
