Several Southeast Asian states have been working feverishly to design and implement REDD policy frameworks to fulfil their commitment to global climate change mitigation. In doing so, state agencies will be challenged to design REDD plus policies that value and conserve forest carbon in ways that align with national policies and local priorities for managing forest landscapes defined by complex property rights regimes. However, as with other market-based policies, the expeditious delivery of REDD could bypass critical analysis of potential interactions with national tenure regimes, customary property rights, and local livelihoods. Drawing on the case of Palawan Island—a forested frontier island in the Philippines—we examine how nascent REDD policies can articulate with state sanctioned tenure, customary tenure, and forest uses in changing livelihood contexts. This paper draws on research among Tagbanua and Pala’wan people to illustrate how complex and changing tenure structures, commodity markets and livelihood dynamics may influence how REDD plus interventions affect indigenous customary lands and forest use. We argue that the ability of indigenous forest users to maintain stored carbon and improve livelihoods is contingent upon the ‘socio-material’ form of carbon—a commodity defined in relation to the resources and social processes of which it is part.  相似文献

Forest carbon is a new commodity to be produced and traded through market mechanisms that reduce emissions from deforestation and forest degradation (REDD). This paper examines the likely origins and effects of forest carbon through analysis of property relations associated with a REDD-like scheme in Cambodia. Two contracts in the Cardamom Mountains are compared, both implemented by an international conservation organisation with the Cambodian Forestry Administration since 2006. Although the contracts do not yet enable the sale of forest carbon, they do illustrate its processes of production, which are essentially interventions in land and forest property because they involve land-use planning, delineation of forest boundaries, and identification of rights-holders. Ethnographic examination of these processes shows how, in spite of technical standardisation, they interact with local property relations in unpredictable and paradoxical ways. The fictitious and ephemeral nature of forest carbon is therefore exposed, along with the ideals and assumptions of REDD-market proponents.  相似文献

This paper explores institutional arrangements governing reciprocal grazing resource sharing among different pastoral and agropastoral clans in eastern Ethiopia. It describes and compares multiple institutional arrangements that define non-exclusive property rights in order to increase the social and economic efficiency of grazing resource uses in a risky environment. Results indicate that social capital, explained using lineage as a proxy, plays a crucial role in facilitating the establishment of and negotiation for non-exclusive forms of rights to grazing resources. Nonetheless, socio-political factors, such as clan politics and regulations restricting cross-border herd mobility, limit the role of customary institutional arrangements in sustaining interclan cooperation. Increased threat from climate change (rainfall variability) and the absence of insurance for the livestock increase the necessity to sustain interclan cooperation over the reciprocal sharing of the grazing commons. This suggests the need for a policy shift in favor of reinforcing customary systems of resource governance to ameliorate interclan cooperation to respond to these challenges.  相似文献

Carbon stock change due to forest management and disturbance must be accounted for in UNFCCC national inventory reports and for signatories to the Kyoto Protocol. Impacts of disturbance on greenhouse gas (GHG) inventories are important for many countries with large forest estates prone to wildfires. Our objective was to measure changes in carbon stocks due to short-term combustion and to simulate longer-term carbon stock dynamics resulting from redistribution among biomass components following wildfire. We studied the impacts of a wildfire in 2009 that burnt temperate forest of tall, wet eucalypts in south-eastern Australia. Biomass combusted ranged from 40 to 58 tC ha−1, which represented 6–7% and 9–14% in low- and high-severity fire, respectively, of the pre-fire total biomass carbon stock. Pre-fire total stock ranged from 400 to 1040 tC ha−1 depending on forest age and disturbance history. An estimated 3.9 TgC was emitted from the 2009 fire within the forest region, representing 8.5% of total biomass carbon stock across the landscape. Carbon losses from combustion were large over hours to days during the wildfire, but from an ecosystem dynamics perspective, the proportion of total carbon stock combusted was relatively small. Furthermore, more than half the stock losses from combustion were derived from biomass components with short lifetimes. Most biomass remained on-site, although redistributed from living to dead components. Decomposition of these components and new regeneration constituted the greatest changes in carbon stocks over ensuing decades. A critical issue for carbon accounting policy arises because the timeframes of ecological processes of carbon stock change are longer than the periods for reporting GHG inventories for national emissions reductions targets. Carbon accounts should be comprehensive of all stock changes, but reporting against targets should be based on human-induced changes in carbon stocks to incentivise mitigation activities.  相似文献

The effect of logging on atmospheric carbon concentrations remains highly contested, especially in the tropics where it is associated to forest degradation. To contribute to this discussion, we estimated the carbon balance from logging natural tropical forests in Costa Rica through a life cycle accounting approach. Our system included all major life cycle processes at a regional level during one rotation period (15 years). We used mass flow analysis to trace biogenic carbon. Data were gathered from all logging operations in the Costa Rican NW region (107 management plants), a sample of industries transforming wood into final products (20 sawmills), and national reports. We estimated a surplus of ?3.06 Mg C ha?1 15 year?1 stored within the system. When accounting for uncertainty and variability in a Monte Carlo analysis, the average balance shifted to ?2.19 Mg C ha?1 15 year?1 with a 95% CI of ?5.26 to 1.86. This confidence interval reveals probabilities of a net increase in atmospheric carbon due to harvesting although these are smaller than those from a system that acts as a reservoir. Our results provide evidence for the carbon neutrality of bio‐materials obtained from natural forests. We found that anthropogenic reservoirs play a determinant role in delaying carbon emissions and that these may explain differences with previous carbon balance studies on tropical forest management. Therefore, the climate mitigation potential of forest‐derived products is not exclusive to forest management, but measures should be considered throughout the processes of wood transformation, use, and disposal.  相似文献

Fires in humid tropical forests are increasingly frequent due to severe dry seasons, forest degradation and agricultural expansion. One agent implicated in current discourse surrounding tropical forest fires is the small-scale farming peasantry who rely on fire in swidden (shifting cultivation, slash-and-burn) agriculture. The environmental degradation associated with fire has led to government responses at multiple scales (international, national, state, regional) via policies aimed mainly at managing ignition sources. However, continued increase in forest fires suggests that these policies may be having limited impact and a fresh evaluation of current policy approaches to fire management is needed. We review fire policy measures with insights of caboclo farming practices and perspectives from Eastern Amazonia and examine the congruence between policy and practice. We demonstrate a significant disparity between policy requirements such as firebreaks and actual fire management practices, in which measures rarely meet requirements outlined in legislation. We explore the origins and the impacts of these disparities, focussing on smallholder farm-level management measures and local capacity. Incomplete knowledge coupled with marginal awareness of legal requirements served to propagate widespread erroneous beliefs in what these are. This analysis at multiple scales (international, national, state, regional) will contribute to developing greater congruence between fire policies and smallholder farming practices.  相似文献

The system of rights in cattle among the Nandi of western Kenya is built on a paradox: wives' predominant rights in certain categories of cattle vs. a strong public ideology assigning cattle control to men. Various Nandi categories of cattle and the structure of rights in them are described. Husbands' and wives' interests at times conflict; the negotiation of such conflicts is explored through analysis of several case studies. These studies show that it is possible, though not common, for wives to use traditional legal processes to counter husbands' herd management decisions. It is suggested that this possibility, and the potential loss of face it entails, explains why husbands rarefy take actions contrary to wives' rights in livestock. Different rhetorical strategies of men and women in talking about rights in cattle, and emphasis on different aspects of customary law, are also discussed. This discussion is related to the emerging theory of customary law as the result of conflicts negotiated in the political context of colonialism. Ongoing economic changes are eroding wives' positions in negotiations over cattle ownership. Literature on other African societies is reviewed, showing similar patterns of erosion of women's property rights, and differing interpretations of customary rights from those formalized in customary law.  相似文献

Mechanistic understanding of scale effects is important for interpreting the processes that control the global carbon cycle. Greater attention should be given to scale in soil organic carbon (SOC) science so that we can devise better policy to protect/enhance existing SOC stocks and ensure sustainable use of soils. Global issues such as climate change require consideration of SOC stock changes at the global and biosphere scale, but human interaction occurs at the landscape scale, with consequences at the pedon, aggregate and particle scales. This review evaluates our understanding of SOC across all these scales in the context of the processes involved in SOC cycling at each scale and with emphasis on stabilizing SOC. Current synergy between science and policy is explored at each scale to determine how well each is represented in the management of SOC. An outline of how SOC might be integrated into a framework of soil security is examined. We conclude that SOC processes at the biosphere to biome scales are not well understood. Instead, SOC has come to be viewed as a large‐scale pool subjects to carbon flux. Better understanding exists for SOC processes operating at the scales of the pedon, aggregate and particle. At the landscape scale, the influence of large‐ and small‐scale processes has the greatest interaction and is exposed to the greatest modification through agricultural management. Policy implemented at regional or national scale tends to focus at the landscape scale without due consideration of the larger scale factors controlling SOC or the impacts of policy for SOC at the smaller SOC scales. What is required is a framework that can be integrated across a continuum of scales to optimize SOC management.  相似文献

In this article I argue that the proper subjects of intangible property claims include medical records, genetic profiles, and gene enhancement techniques. Coupled with a right to privacy these intangible property rights allow individuals a zone of control that will, in most cases, justifiably exclude governmental or societal invasions into private domains. I argue that the threshold for overriding privacy rights and intangible property rights is higher, in relation to genetic enhancement techniques and sensitive personal information, than is commonly suggested. Once the bar is raised, so-to-speak, the burden of overriding it is formidable. Thus many policy decisions that have been recently proposed or enacted – citywide audio and video surveillance, law enforcement DNA sweeps, genetic profiling, national bans on genetic testing and enhancement of humans, to name a few – will have to be backed by very strong arguments.  相似文献

Aboriginal economic relations have been misconstrued as a type of primitive exchange in at least one native title case discussed in this paper. The pursuit by Aboriginal native title claimants of recognition at law of customary economic rights as inherent in, or an adjunct of, native title rights failed in Yarmirr and Others v. Northern Territory of Australia and Others (1998) 156 ALR 370 (the ‘Croker Island case’) for several reasons. The applicant's native title was found to be non‐exclusive of other interests, and a right to trade in resources of the sea was rejected. This case was argued in part by relying on historical material regarding Macassan trading arrangements. The profound alterity of Aboriginal relationships among persons and things, as the Croker Island evidence of property and trade relations demonstrates, have been re‐constituted in legal discourse as an absence of economic relations. In this paper, we argue that there is no sound basis for the distinction made between commercial and non‐commercial native title rights, whether in the Native Title Act 1993 (Commonwealth of Australia), or in recent judicial reasoning. We contend that native title rights and interests constitute a sui generis species of property relations that enable economic rights as conceived in Aboriginal tradition and custom to circulate in the modern market. Aboriginal customary economic relations of and between Aboriginal groupings are markedly distinct from, yet not incommensurable with, the normative conception of economic relations in the Australian market. We argue that a reformulation of the current Australian legal ideas about economic life is necessary for the recognition of Aboriginal economic institutions in native title claims and other economic arenas.  相似文献

Abstract

Forests currently cover over 20% of the Australian continent and are an important resource, subject to a wide range of economic and environmental pressures. These lands support substantial numbers of forest-dependent species with national forest inventories providing important information on biodiversity. National scale information on these forests has been collected or collated since 1988 under the National Forest Inventory (NFI) programme, but substantial problems with the ‘snap shot’ approach have been recognized, particularly with respect to monitoring change and a consequent move towards a permanent and sample-based continental forest monitoring framework (CFMF) has been proposed. CFMF is proposed to consist of three Tiers: (1) satellite imagery of the continent to identify forest and change in forest cover; (2) systematic high-resolution remotely sensed data and (3) permanent ground points at 20×20 km grid interception points. The CFMF approach is in line with the international trend of national forest inventories in developed countries although the Tier 2 approach offers a useful extension. An alternative inventory approach is provided by the National Carbon Accounting System (NCAS) which models the mass of carbon and nitrogen in seven separate living and dead biomass pools for any point under forest or agriculture land use since 1970. The NCAS approach allows fine spatial and temporal monitoring of changes in these carbon and nitrogen biomass pools, and predictions of changes that result from policy or management decisions. This paper briefly reviews NFI, NCAS and the proposed CFMF, with particular emphasis on issues of use and potential for monitoring biodiversity in this biologically very diverse country.  相似文献

Anthropogenic nitrogen (N) emissions to atmosphere have increased dramatically in China since 1980s, and this increase has aroused great concerns on its ecological impacts on terrestrial ecosystems. Previous studies have showed that terrestrial ecosystems in China are acting as a large carbon (C) sink, but its potential in the future remains largely uncertain. So far little work on the impacts of the N deposition on C sequestration in China's terrestrial ecosystems has been assessed at a national scale. Aiming to assess and predict how ecological processes especially the C cycling respond to the increasing N deposition in China's forests, recently researchers from Peking University and their partners have established a manipulation experimental network on the ecological effects of the N deposition: Nutrient Enrichment Experiments in China's Forests Project (NEECF). The NEECF comprises 10 experiments at 7 sites located from north to south China, covering major zonal forest vegetation in eastern China from boreal forest in Greater Khingan Mountains to tropical forests in Hainan Island. This paper introduces the framework of the NEECF project and its potential policy implications.  相似文献

Although forest biomass energy was long assumed to be carbon neutral, many studies show delays between forest biomass carbon emissions and sequestration, with biomass carbon causing climate change damage in the interim. While some models suggest that these primary biomass carbon effects may be mitigated by induced market effects, for example, from landowner decisions to increase afforestation due to higher biomass prices, the delayed carbon sequestration of biomass energy systems still creates considerable scientific debate (i.e., how to assess effects) and policy debate (i.e., how to act given these effects). Forests can be carbon sinks, but their carbon absorption capacity is finite. Filling the sink with fossil fuel carbon thus has a cost, and conversely, harvesting a forest for biomass energy – which depletes the carbon sink – creates potential benefits from carbon sequestration. These values of forest carbon sinks have not generally been considered. Using data from the 2010 Manomet Center for Conservation Sciences ‘Biomass sustainability and carbon policy study’ and a model of forest biomass carbon system dynamics, we investigate how discounting future carbon flows affects the comparison of biomass energy to fossil fuels in Massachusetts, USA. Drawing from established financial valuation metrics, we calculate internal rates of return (IRR) as explicit estimates of the temporal values of forest biomass carbon emissions. Comparing these IRR to typical private discount rates, we find forest biomass energy to be preferred to fossil fuel energy in some applications. We discuss possible rationales for zero and near‐zero social discount rates with respect to carbon emissions, showing that social discount rates depend in part on expectations about how climate change affects future economic growth. With near‐zero discount rates, forest biomass energy is preferred to fossil fuels in all applications studied. Higher IRR biomass energy uses (e.g., thermal applications) are preferred to lower IRR uses (e.g., electricity generation without heat recovery).  相似文献

Recent research has concluded that forest wildfires in the western United States are becoming larger and more frequent. A more significant question may be whether the ecosystem impacts of wildfire are also increasing. We show that a large area (approximately 120000 km2) of California and western Nevada experienced a notable increase in the extent of forest stand-replacing (“high severity”) fire between 1984 and 2006. High severity forest fire is closely linked to forest fragmentation, wildlife habitat availability, erosion rates and sedimentation, post-fire seedling recruitment, carbon sequestration, and various other ecosystem properties and processes. Mean and maximum fire size, and the area burned annually have also all risen substantially since the beginning of the 1980s, and are now at or above values from the decades preceding the 1940s, when fire suppression became national policy. These trends are occurring in concert with a regional rise in temperature and a long-term increase in annual precipitation. A close examination of the climate–fire relationship and other evidence suggests that forest fuels are no longer limiting fire occurrence and behavior across much of the study region. We conclude that current trends in forest fire severity necessitate a re-examination of the implications of all-out fire suppression and its ecological impacts. Quantitative and qualitative loss of tropical forests prompted international policy agendas to slow down forest loss through reducing emissions from deforestation and forest degradation (REDD)+, ensuring carbon offset payments to developing countries. So far, many African countries lack reliable forest carbon data and monitoring systems as required by REDD+. In this study, we estimate the carbon stocks of a naturally forested landscape unaffected by direct human impact. We used data collected from 34 plots randomly distributed across the Mount Birougou National Park (690 km2) in southern Gabon. We used tree‐level data on species, diameter, height, species‐specific wood density and carbon fraction as well as site‐level data on dead wood, soil and litter carbon to calculate carbon content in aboveground, belowground, dead wood, soil and litter as 146, 28, 14, 186 and 7 Mg ha?1, respectively. Results may serve as a benchmark to assess ecosystem carbon loss/gain for the Massif du Chaillu in Gabon and the Republic of Congo, provide field data for remote sensing and also may contribute to establish national monitoring systems.  相似文献

生态补偿政策绩效评价对完善政策调控和促进植被恢复具有重要意义。分析了临安2001—2015年植被覆盖的时空格局和变化,建立了植被退化地区土地利用变化矩阵。在Arc GIS软件中建立了临安地区归一化植被指数(NDVI)、国家级和省级公益林覆盖边界(重点生态公益林补偿边界)、道路、海拔、中心城镇用地边界、重点森林保护区、河流边界和地形湿度指数的多要素地理空间数据集。采用多元回归模型量化了重点生态公益林补偿政策、自然因素、城市化和其他人类活动对植被覆盖变化的影响。结果表明,2001—2015年间,临安大约有97%的林地呈现出不同程度的退化,其中中等退化程度的林地所占比例最高。多元线性回归模型的结果表明重点生态公益林补偿政策、海拔、河流距离、重点森林保护区距离和中心城镇距离对植被退化有抑制作用,道路和地形湿度指数对植被退化有促进作用。海拔在所有的外部影响因素中对植被退化的影响最大。政策覆盖地区的植被退化面积在每一个退化等级上都小于无政策覆盖地区。生态公益林补偿政策的实施对加强植被的保护,限制不合理的林地利用和改善区域环境质量具有十分重要的积极作用。  相似文献

Aims Government policy in Ireland is to increase the national forest cover from the current 10% to 18% of the total land area by 2020. This represents a major land use change that is expected to impact on the national carbon (C) stocks. While the C stocks of ecosystem biomass and soils of Irish grasslands and coniferous forests have been quantified, little work has been done to assess the impact of broadleaf afforestation on C stocks.Methods In this study, we sampled a chronosequence of ash (Fraxinus excelsior) forests aged 12, 20, 27, 40 and 47 years on brown earth soils. A grassland site, representative of the pre-afforestation land use, was sampled as a control.Important findings Our results show that there was a significant decline (P < 0.05) in the carbon density of the soil (0–30cm) following afforestation from the grassland (90.2 Mg C ha-1) to the 27-year-old forest (66.7 Mg C ha-1). Subsequently, the forest soils switched from being a C source to a C sink and began to sequester C to 71.3 Mg C ha-1 at the 47-year-old forest. We found the amount of C stored in the above- and belowground biomass increased with age of the forest stands and offset the amount of C lost from the soil. The amount of C stored in the above- and belowground biomass increased on average by 1.83 Mg C ha-1 year-1. The increased storage of C in the biomass led to an increase in the total ecosystem C, from 90.2 Mg C ha-1 at the grassland site to 162.6 Mg C ha-1 at the 47-year-old forest. On a national scale, projected rates of ash afforestation to the year 2020 may cause a loss of 290 752 Mg C from the soil compared to 2 525 936 Mg C sequestered into the tree biomass. The effects of harvesting and reforestation may further modify the development of ecosystem C stocks over an entire ash rotation.  相似文献

Interventions to conserve carbon stored in forests are central to the emerging global climate change regime. Widely referred to as REDD+, these interventions engage local resource holders in contracts to restrict their use of land and forests in exchange for conditional benefits, effectively creating a market for forest carbon—a new and intangible commodity. Delving into the social and material implications of this, three case studies (Papua New Guinea, Philippines, Cambodia) examine property relations in the early stages of forest carbon production in different tenure contexts. The case studies reveal that: (a) the risk of local exclusion from forest and lands under REDD+ is real, but is mediated by dynamic negotiations over knowledge and property; (b) the relationship between forest carbon and underlying property relations around land and forests is recursive and mutually constitutive; and (c) due to ongoing and entrenched property contests in REDD+ locations, there remains an unstable foundation for forest carbon markets.  相似文献

Woody biomass from the southeast United States is expected to play an important role in meeting European Union renewable energy targets. In crafting policies to guide bioenergy development and in guiding investment decisions to meet established policy goals, a firm understanding of the interaction between policy targets and forest biomass markets is necessary, as is the effect that this interaction will have on environmental and economic objectives. This analysis increases our understanding of these interactions by modeling the response of southern US forest markets to new pellet demand in the presence of sustainability sourcing or harvest criteria. We first assess the influence of EU recommended sustainability guidelines on the forest inventory available to supply EU markets, and then model changes in forest composition and extent in response to expected increases in pellet demand. Next, we assess how sustainability guidelines can influence the evolution of forest markets in the region, paying particular attention to changes in land use and forest carbon. Regardless of whether sustainability guidelines are applied, we find increased removals, an increase in forest area, and little change in forest inventory. We also find annual gains in forest carbon in most years of the analysis. The incremental effect of sustainability guideline application on forest carbon and pellet greenhouse gas (GHG) balance is difficult to discern, but results suggest that guidelines could be steering production away from sensitive forest types inherently less responsive to changing market conditions. Pellet GHG balance shows significant annual change and is attributable to the complexity of the underlying forest landscape. The manner by which GHG balance is tracked is thus a critical policy decision, reinforcing the importance and relevance of current efforts to develop approaches to accurately account for the GHG implications of biomass use both in the United States and European Union.  相似文献

This paper describes a participatory mapping method field tested with agro-extractive settlements in the Bolivian Amazon. A regional transition from customary to formal property rights resulting from sweeping 1996 land tenure reforms has led to confusion and conflicts over resource rights, a problem compounded by recent high market prices for Brazil nuts. In response to community requests to clarify resource rights to Brazil nut trees, CIFOR offered to train community members to map trees, trails and other key features themselves. This experience indicates that local residents can map their resources in an effective and efficient way and in the process gather necessary information to mediate competing claims, demonstrate their legitimate resource claims to external stakeholders and make management decisions. We argue that maps and properties are more likely to be seen as legitimate reflections of de facto rights if local stakeholders are involved as a group from the outset.  相似文献
