Following the terrorist attacks in 2001, much time and effort has been put toward improving catastrophic incident response. But recovery--the period following initial response that focuses on the long-term viability of the affected area--has received less attention. Recognizing the importance of being able to recover an area following a catastrophic incident, the Department of Defense, through its Defense Threat Reduction Agency (DTRA), and the Department of Homeland Security, through its Science and Technology Directorate (DHS S&T), created the Interagency Biological Restoration Demonstration (IBRD) program. IBRD was a 4-year program jointly managed and funded by DTRA and DHS S&T, the goal of which was to reduce the time and resources necessary to recover a wide urban area from an intentional release of Bacillus anthracis. Specific program objectives included understanding the social, economic, and operational interdependencies that affect recovery; establishing long-term coordination between the Departments of Defense and Homeland Security; developing strategic recovery/restoration plans; identifying and demonstrating technologies that support recovery; and exercising recovery activities and technology solutions. IBRD has made important first steps toward improving national preparedness in the area biological incident recovery. Specifically, IBRD has helped enhance the efficacy and efficiency of recovering large urban areas by developing consequence management guidance; identifying key S&T capabilities and integrating them with planning and guidance documents; and establishing key relationships across the federal interagency, federal-to-regional, civilian-to-military, and public-to-private stakeholders. A biological attack would present an unprecedented challenge for local, state, and federal agencies, the military, the private sector, and individuals on many fronts, ranging from vaccination and treatment to prioritization of cleanup actions to waste disposal. To prepare for recovery from this type of incident, the Seattle Urban Area Security Initiative (UASI) partners collaborated with military and federal agencies to develop a regional recovery framework. The goal was to identify key information that will assist policymakers and emergency managers in shortening the timeline for recovery and minimizing the economic and public health impacts of a catastrophic anthrax attack. Based on discussions in workshops, tabletop exercises, and interviews with local, state, federal, military, and private sector entities responsible for recovery, the authors identified goals, assumptions, and concepts of operation for various areas to address critical issues the region will face as recovery progresses. Although the framework is specific to a catastrophic, wide-area biological attack using anthrax, it was designed to be flexible and scalable so it could also serve as the recovery framework for an all-hazards approach in other regions and jurisdictions. Benefits from this process include enhanced coordination and collaboration across agencies, a more thorough understanding of the anthrax threat, an opportunity to proactively consider long-term recovery, and a better understanding of the specific policy questions requiring resolution.  相似文献

Alternative care facilities (ACFs) have been widely proposed in state, local, and national pandemic preparedness plans as a way to address the expected shortage of available medical facilities during an influenza pandemic. These plans describe many types of ACFs, but their function and roles are unclear and need to be carefully considered because of the limited resources available and the reduced treatment options likely to be provided in a pandemic. Federal and state pandemic plans and the medical literature were reviewed, and models for ACFs being considered were defined and categorized. Applicability of these models to an influenza pandemic was analyzed, and recommendations are offered for future ACF use. ACFs may be best suited to function as primary triage sites, providing limited supportive care, offering alternative isolation locations to influenza patients, and serving as recovery clinics to assist in expediting the discharge of patients from hospitals.  相似文献

Over the past decade, school districts have been required to develop comprehensive emergency management plans designed to effectively coordinate resources to respond during a range of crisis situations. Although many school systems have implemented school safety plans, few have systematically evaluated the short-term or long-term effectiveness of the plans.This study proposes a model for planning, executing, and evaluating a multiagency mock drill. METHOD: A school-based mock drill was conducted to examine a systematic process of planning, executing, and evaluating a multiagency mock drill exercise, and to evaluated the ability of one school district's administrators to respond during a crisis situation. More than 500 people participated in the drill from local, state, and federal agencies, and 26 district and school administrators took part in the study. RESULTS: All local and federal agencies received positive evaluations based on their ability to secure both students and staff in the event of a crisis. The results show differences between written procedures and actual practices used during the mock drill. CONCLUSIONS: Notwithstanding the positive benefits of the mock drill, feedback from participating school personnel demonstrated a need to strengthen communication and coordination between school personnel and outside agencies so that future crisis events are handled more effectively.  相似文献

Plastic recycling is promoted in the transition toward a circular economy and a closed plastic loop, typically using mass‐based recycling targets. Plastic from household waste (HHW) is contaminated and heterogeneous, and recycled plastic from HHW often has a limited application range, due to reduced quality. To correctly assess the ability to close plastic loops via recycling, both plastic quantities and qualities need to be evaluated. This study defines a circularity potential representing the ability of a recovery system to close material loops assuming steady‐state market conditions. Based on an average plastic waste composition including impurities, 84 recovery scenarios representing a wide range of sorting schemes, source‐separation efficiencies, and material recovery facility (MRF) configurations and performances were assessed. The qualities of the recovered fractions were assessed based on contamination and the circularity potential calculated for each scenario in a European context. Across all scenarios, 17% to 100% of the generated plastic mass could be recovered, with higher source‐separation and MRF efficiencies leading to higher recovery. Including quality, however, at best 55% of the generated plastic was suitable for recycling due to contamination. Source‐separation, a high number of target fractions, and efficient MRF recovery were found to be critical. The circularity potential illustrated that less than 42% of the plastic loop can be closed with current technology and raw material demands. Hence, Europe is still far from able to close the plastic loop. When transitioning toward a circular economy, the focus should be on limiting impurities and losses through product design, technology improvement, and more targeted plastic waste management.  相似文献

The use of tabletop exercises as a tool in emergency preparedness and response has proven to be an effective means of assessing readiness for unexpected events. Whereas most exercise developers target a population in a defined space (eg, state, county, metropolitan area, hospital), the Southeastern Center for Emerging Biologic Threats (SECEBT) conducted an innovative tabletop exercise involving an unusual foodborne outbreak pathogen, targeting public health agencies and academic institutions in 7 southeastern states. The exercise tested the ability of participants to respond to a simulated foodborne disease outbreak affecting the region. The attendees represented 4 federal agencies, 9 state agencies, 6 universities, 1 nonprofit organization, and 1 private corporation. The goals were to promote collaborative relationships among the players, identify gaps in plans and policies, and identify the unique contributions of each organization-and notably academic institutions-to outbreak recognition, investigation, and control. Participants discussed issues and roles related to outbreak detection and management, risk communication, and coordination of policies and responsibilities before, during, and after an emergency, with emphasis on assets of universities that could be mobilized during an outbreak response. The exercise generated several lessons and recommendations identified by participants and evaluators. Key recommendations included a need to establish trigger points and protocols for information sharing and alerts among public health, academic, and law enforcement; to establish relationships with local, state, and federal stakeholders to facilitate communications during an emergency; and to catalogue and leverage strengths, assets, and priorities of academic institutions to add value to outbreak responses.  相似文献

The 2009 H1N1 pandemic stimulated a nationwide response that included a mass vaccination effort coordinated at the federal, state, and local levels. This article examines a sampling of state and local efforts during the pandemic in order to better prepare for future public health emergencies involving mass distribution, dispensing, and administration of medical countermeasures. In this analysis, the authors interviewed national, state, and local leaders to gain a better understanding of the accomplishments and challenges of H1N1 vaccination programs during the 2009-10 influenza season. State and local health departments distributed and administered H1N1 vaccine using a combination of public and private efforts. Challenges encountered during the vaccination campaign included the supply of and demand for vaccine, prioritization strategies, and local logistics. To improve the response capabilities to deal with infectious disease emergencies, the authors recommend investing in technologies that will assure a more timely availability of the needed quantities of vaccine, developing local public health capacity and relationships with healthcare providers, and enhancing federal support of state and local activities. The authors support in principle the CDC recommendation to vaccinate annually all Americans over 6 months of age against seasonal influenza to establish a standard of practice on which to expand the ability to vaccinate during a pandemic. However, expanding seasonal influenza vaccination efforts will be an expensive and long-term investment that will need to be weighed against anticipated benefits and other public health needs. Such investments in public health infrastructure could be important for building capacity and practice for distributing, dispensing, and administering countermeasures in response to a future pandemic or biological weapons attack.  相似文献

Sharing ecological data can increase the amount of information available to state and federal agencies to manage water resources. Because state agencies in the US use different methods to assess biological water quality, the quality and comparability of data must be understood before data can be shared. The documentation of data quality objectives and performance characteristics has been recommended as a way to compare biological data collected using different methods. To address this issue, five state agencies conducted a pilot study on methods comparability and performance characteristics of their methods and assessments (i.e. precision and sensitivity) at two streams located in the coastal plain of the southeastern US. Taxa richness and North Carolina Biotic Index (NCBI) results were not directly comparable among agencies using different sample processing, collection, and analysis methods, although these results often produced similar site rankings. Comparison of performance characteristics across methods suggested that assessment information could be shared among some agencies despite differences in methods and metric results.  相似文献

Hurricane Katrina devastated New Orleans, Louisiana, USA, causing widespread damage to industry, housing, and infrastructure. The area of New Orleans East was particularly devastated, including a cluster of industries, such as a major food-processing plant, manufacturing facilities, and bulk material and gas processors. Although this area was well suited for resource recovery and eco-industrial linkages, little progress has been made in implementation. This article explores New Orleans as a case study in the application of industrial ecology to disaster management. Hurricane Katrina's damage to New Orleans resulted in a significant increase in the amount of waste flowing into New Orleans East, which precipitated a massive expenditure of federal funds toward debris management. Those circumstances created an unprecedented opportunity to capitalize a resource recovery program and to establish eco-industrial relationships, both of which would have resulted in new jobs and environmental improvement. Yet straightforward opportunities for resource recovery and eco-industrial linkage were overlooked or dismissed, in spite of antilandfill activism from the environmental community and formal recommendations for recycling from scientists and other professionals. We describe the specific resource recovery and eco-industrial opportunities that were available to New Orleans East, especially those that were magnified by Hurricane Katrina, and analyze the barriers that prevented their actualization. We also provide recommendations for overcoming barriers to resource recovery and eco-industrial progress with the goal that future postcatastrophe scenarios may benefit from more effective use of relief and recovery funding.  相似文献

Medical care for persons injured in atomic bomb attack or other far-reaching enemy action occupies an important place in civil defense plans that have been set up in California. Preparations have been made on the basis of suppositions as to where attacks might occur and estimates of the number of casualties. State and federal funds have been allocated for aid station equipment, antibiotics, plasma, blankets and litters. In the table of organization, use of all physicians, nurses and hospitals in the state is contemplated. Communities at the center of attacks would borrow facilities and medical personnel from areas not directly affected.County medical societies in California have appointed civil defense committees to work out local plans. Currently most of the activities of state, federal, first nation, and private conservation agencies, including management of and field research on free-ranging wildlife, are not regulated under the Animal Welfare Act (AWA) and thus not subject to National Institutes of Health guidelines or routine institutional animal care and use committee (IACUC) review. However, every day thousands of fish and wildlife management activities occur across North America that provide an opportunity to take observations, measurements, biological specimens, or samples that may have research value. Most of these opportunities are secondary to ongoing and often mandated wildlife management or conservation actions. Strange as it may seem to the academic and research community, the full research potentials of these opportunities are rarely utilized. IACUCs and research institutions should strive to facilitate such research, which by its very nature is often more opportunistic than designed. They can do this by ensuring that their policies do not unnecessarily impede the rapid research responses needed, or over burden researchers with inappropriate reporting requirements designed for laboratory research. The most prominent reasons for failures to utilize wildlife research opportunities include lack of the following: personnel and expertise to collect and use the information; preparation for inevitable (or predictable) events (e.g., oil spills); resources to preserve and curate specimens; a mandate to conduct research; and recognition of the value in data or sample collection. IACUC support of open protocols and generic sampling plans can go a long way toward improving the development of useful knowledge from animals that will otherwise be lost. Opportunities to sample wildlife are categorized generally as dead sampling (road kill surveys, harvest sampling, lethal collection, and "die-offs"); live sampling (handling for marking, relocation or restocking; and captures for field or biological studies); and crisis response (e.g., population salvage operations or oil spills). Examples of the many unique situations in each category serve to illustrate how valuable research and sampling can be accomplished opportunistically. Several unique limitations of sample collection situation are described. It is recommended that IACUCs have mechanisms in place to facilitate good research in all of these circumstances.  相似文献

All-hazards exercises bring together emergency response partners at the local, regional, state, and federal levels for the primary purposes of testing response plans, defining roles and responsibilities, assessing capabilities, and making necessary improvements prior to an actual incident. To better understand the benefits and challenges of conducting regional (ie, multicounty) exercises, a study was carried out by the North Carolina Preparedness and Emergency Response Research Center at the University of North Carolina Gillings School of Global Public Health. This article describes 5 all-hazards regional exercises conducted by Public Health Regional Surveillance Teams (PHRSTs) in North Carolina in 2009 and highlights 4 unique benefits that resulted from the exercises beyond meeting explicit objectives to test plans and identify areas for improvement: (1) building relationships among response partners, (2) promoting public health assets, (3) testing multiple communications systems, and (4) training exercise evaluators. Challenges of planning and conducting regional exercises also are addressed, followed by recommendations for maximizing the effectiveness of regional public health exercises.  相似文献

Lowland and mid-elevational rainforests of Sri Lanka harbor a relict, endemic-rich flora which is also rich in timber and non-timber forest resources. These forests supply nearly half the total wood requirements of the country and are dwindling rapidly; management of the forests to conserve the biological richness and maintain environmental services is therefore a difficult proposition. This predicament is further compounded by the dependency of rural people on a range of non-timber forest resources for their subsistence and income. A forestry master plan recently prepared for Sri Lanka has not given adequate recognition to the important role played by non-timber forest resources in rural livelihood. This oversight is primarily due to the lack of quantitative information to justify the role of non-timber forest resources in forestry sector development. Forestry policies that ignore these resources often anger local people, leading the villagers to vent their disapproval through destructive actions such as burning timber plantations. Long-term interdisciplinary research in ecology, reproductive and soil biology, ethnobiology, silviculture, rural sociology and resource economics in progress at Sinharaja attempts to address these questions of sustainable development of forest resources in an integrated mode. While research oriented toward conservation investigates both short- and long-term ecosystem dynamics in natural and modified forest stands, utilization-oriented research probes the impact of increased human disturbance, particularly the impact of rural communities on dwindling forest resources, as well as the effect of forest conservation on rural livelihood. These studies continue to seek alternative methods of forest management which are socially acceptable, economically viable, and ecologically sustainable for multiple uses. These methods will assist in the refinement of current forest policies, forestry planning, and the implementation of new policies and plans in Sri Lanka.  相似文献

The potential distribution of critically rare or endangered species is necessary to assess species conservation status and guide recovery plans. Habitat models based on remotely sensed geospatial data are increasingly used to predict the suitability of sites for rare and endangered species, but in rapidly changing landscapes, habitat evaluations must reflect temporal as well as spatial variation of environmental suitability in order to properly inform management. We used field measurements of species occurrence, a 22-yr time series of satellite images, and the Maximum Entropy modeling approach (Maxent) to monitor spatio-temporal variation in habitat suitability of an endangered butterfly that uses riparian wetlands modified by beaver activity. We modeled the niche of the St. Francis' satyr Neonympha mitchellii francisci in an environment of remotely sensed metrics and projected the niche model over space and time to evaluate habitat dynamics and target sites for reintroduction efforts. Suitable habitat for the subspecies is currently distributed across the study area; however, most of the suitable area is unoccupied, and patches of the most suitable habitat have shifted over time in response to beaver activity and subsequent wetland succession, suggesting a negative interaction between dispersal limitation and landscape dynamics. Landcover changes complicate the recovery of critically threatened species such as N. m. francisci , but habitat monitoring over time can improve recovery plans, offer adaptive management strategies, and provide more exact criteria for species status assignment. Spatio-temporal extensions of the niche/habitat concept are made possible by long-term archives of remotely sensed data, and will likely prove most useful in rapidly changing landscapes.  相似文献

The Endangered Species Act of 1973, as amended, is one of the most significant pieces of conservation legislation ever passed in the United States. The passage of this act spawned the creation of the Endangered Species Program of the US. Fish and Wildlife Service (USFWS). Under the Act, the USFWS has responsibility for implementing many provisions of the Act: listings, consultations, enforcement of prohibitions and recovery planning. Recovering threatened and endangered species, as well as other declining species yet to be listed, is accomplished through many of the activities that occur under the auspices of the Act, not only through the formal recovery planning process. The Act is fundamentally an instrument for ecosystem conservation, although this aspect of the Act is often over-looked. Planning and implementing an ecosystem approach to conservation activities is a priority for the USFWS, not only for threatened and endangered species but for all wildlife. The recent emphasis on regional habitat conservation planning and the development of regional and multi-species recovery plans are indicative of the priority placed on sound ecosystem conservation planning. All of these processes are implemented with the participation of the potentially affected communities and state wildlife management agencies through a public review process. State conservation agencies are part of the process through a special grant programme.  相似文献

In recent years, improved biosurveillance has become a bipartisan national security priority. As has been pointed out by the National Biosurveillance Advisory Subcommittee and others, building a national biosurveillance enterprise requires having strong biosurveillance systems at the state and local levels, and additional policies are needed to strengthen their biosurveillance capabilities. Because of the foundational role that state and local health departments play in biosurveillance, we sought to determine to what extent state and local health departments have the right capabilities in place to provide the information needed to detect and manage an epidemic or public health emergency-both for state and local outbreak management and for reporting to federal agencies during national public health crises. We also sought to identify those policies or actions that would improve state and local biosurveillance and make recommendations to federal policymakers who are interested in improving national biosurveillance capabilities.  相似文献

This article describes and analyzes key aspects of the medical response to Hurricane Katrina in New Orleans. It is based on interviews with individuals involved in the response and on analysis of published reports and news articles. Findings include: (1) federal, state, and local disaster plans did not include provisions for keeping hospitals functioning during a large-scale emergency; (2) the National Disaster Medical System (NDMS) was ill-prepared for providing medical care to patients who needed it; (3) there was no coordinated system for recruiting, deploying, and managing volunteers; and (4) many Gulf Coast residents were separated from their medical records. Summary   The challenges of managing and conserving threatened species that have a widespread distribution operate at several levels and recovery of these species is a complex process. This paper provides an overview of how science is informing the management and conservation of the Grey-headed Flying-fox ( Pteropus poliocephalus ) in New South Wales. It outlines a series of research projects and activities the Department of Environment and Climate Change (New South Wales) has led or been involved in since the Grey-headed Flying-fox was listed as threatened in New South Wales in May 2001. This includes investigation of the species' distribution and abundance; its roosting and foraging habitat requirements; assessment of horticultural damage and the mitigation techniques used; public attitudes towards the species; and development of policies and plans to guide the species' conservation and management. Conservation gains for threatened species can be achieved through a sustained, focused programme of management, coordinated by dedicated individuals and informed by the available science. Scientists, policy-makers and the general community must continue to strive together for the recovery of widespread, threatened species.  相似文献
