The paper focuses on the use and influence of indicators in European sustainable transport policy from a ‘knowledge utilization’ research point of view. The starting point is the contrast between the widely held idea that indicators are important tools for sustainable transport policy making, versus ‘knowledge utilization’ oriented research, which has often demonstrated that formal technical knowledge is used much less, or at least differently, than expected in policy and decision making.The paper looks at two cases of indicators applied for strategic policy making within the sustainable transport agenda. The first case concerns indicators tracking the fulfillment of national transport policy objectives in Sweden. The case explores the use and influence of an annual monitoring and evaluation report produced for this purpose, within a general ‘Management-by-Objectives’ regime. The second case deals with indicators applied for the Mid-Term Review of the European Commission's transport policy White Paper ‘Time to Decide’ (issued in 2001). The focus in this case is on a particular indicator based study conducted in 2005 by a group of consultants in close collaboration with European Commission staff.It is found that several indicators in both cases are actually used in policy processes, with evidence of use found in documents as well as interviews. However, ‘use’ does not automatically mean ‘influence’ on policies or processes in more than a superficial manner. Indicators seem to play a very limited direct instrumental role, while some signs of symbolic, conceptual and process roles are found. In the EU case we identify what is called a rationalization role of indicators, meaning that indicators inform and help to rationalize a change in the position towards key objectives. Several factors that characterize the indicators, the users, and policy context are found to contribute to understand the type of use and influence observed in both cases.  相似文献

Considering the on-going strive towards new, alternative indicators to measure our societal development pathways, and the fact that policy indicators remain largely enigmatic with regard to their patterns of embeddedness in institutional decision-making processes, it appears necessary to work towards reducing our lack of understanding of their interactions with policy-making. In the present paper, we focus on exploring the significance of composite indicators for policy making in the particular policy environment of the EU-institutions. Our research is underpinned by the conviction that such indicators are not systematically used directly, but have an indirect influence on policy making that needs to be better understood. Our analytical framework – in order to analyse the ways in which composite indicators enter policy processes – is characterised by the distinction between the ‘use’ and the ‘influence’ of indicators on the one hand, and on the other hand between 3 types of factors: indicator factors, policy factors and user factors. Our empirical results show that while most of the academic attention and political debate around indicators has tended to focus on ‘indicator factors’, such quality attributes actually mattered relatively little in our setting as determinants of indicator influence. This rejects the idea that the robustness of evidence would lie exclusively in its technical quality and in the independence of its producer, and instead calls attention to the processes of evidence-construction. Simultaneously, ‘user factors’ (beliefs and representations of policy actors) and ‘policy factors’ (institutional context) were crucial as explanatory factors of the policy mechanics we identified.  相似文献

This study was conducted within the context of the Animal Welfare Indicators (AWIN) project and the underlying scientific motivation for the development of the study was the scarcity of data regarding inter-observer reliability (IOR) of welfare indicators, particularly given the importance of reliability as a further step for developing on-farm welfare assessment protocols. The objective of this study is therefore to evaluate IOR of animal-based indicators (at group and individual-level) of the AWIN welfare assessment protocol (prototype) for dairy goats. In the design of the study, two pairs of observers, one in Portugal and another in Italy, visited 10 farms each and applied the AWIN prototype protocol. Farms in both countries were visited between January and March 2014, and all the observers received the same training before the farm visits were initiated. Data collected during farm visits, and analysed in this study, include group-level and individual-level observations. The results of our study allow us to conclude that most of the group-level indicators presented the highest IOR level (‘substantial’, 0.85 to 0.99) in both field studies, pointing to a usable set of animal-based welfare indicators that were therefore included in the first level of the final AWIN welfare assessment protocol for dairy goats. Inter-observer reliability of individual-level indicators was lower, but the majority of them still reached ‘fair to good’ (0.41 to 0.75) and ‘excellent’ (0.76 to 1) levels. In the paper we explore reasons for the differences found in IOR between the group and individual-level indicators, including how the number of individual-level indicators to be assessed on each animal and the restraining method may have affected the results. Furthermore, we discuss the differences found in the IOR of individual-level indicators in both countries: the Portuguese pair of observers reached a higher level of IOR, when compared with the Italian observers. We argue how the reasons behind these differences may stem from the restraining method applied, or the different background and experience of the observers. Finally, the discussion of the results emphasizes the importance of considering that reliability is not an absolute attribute of an indicator, but derives from an interaction between the indicators, the observers and the situation in which the assessment is taking place. This highlights the importance of further considering the indicators’ reliability while developing welfare assessment protocols.  相似文献

Due to the reform of long term care in 2015, there is growing concern about whether groups at risk receive the care they need. People in need of care have to rely more on help from their social network. The increased need for informal care requires resilience and organizational skills of families, but also of volunteers, professionals and employers. What does this mean for the provision of informal care in the next decennia? The symposium ‘The future of informal care’, organized on January 26 2017 by the National Institute for Social Research and the Institute for Societal Resilience of the Vrije Universiteit, addressed possible answers to this question. In her inaugural speech Alice de Boer discussed social inequality as possible determinant and outcome of informal care. Some conclusions:Until 2050 the absolute number of 75-plus doubled to about 3 million persons, but the number of informal caregivers will decrease. In addition to the importance of social and economic resources (the ‘have & have-nots’), the ability to arrange care (the ‘can & can-nots’) gains importance.Almost half of the older employers provides informal care just before retirement. Flexibility in working hours and work location facilitates combining work and care, but about half of the employers indicates that partial retirement and working at home are no options.Informal caregivers and professionals often provide care from comparable perspectives and identities. Addressing similarities rather than differences improves their chances for collaboration.The number of adult children providing household care to older parents increased between 2002 and 2014. This suggests an increase in family solidarity, but current reform policies may increase the gender inequality in caregiving families.Spouses and children remain primary caregivers in the future, preferably supported by many different types of caregivers. Not everybody has the capabilities to organize and direct such a large care network.Providing informal care increases the risk for overburden and absence at work or education. Informal caregivers at risk remain, also in the future, women, spouses, migrants, and younger carers.  相似文献

Aim This study addresses how species resolve environmental differences into biological habitats at multiple, interacting spatial scales. How do patterns of local habitat use change along an elevation gradient? How do patterns of local habitat partitioning interact with partitioning at a landscape scale? Location Northern and southern Lesser Antilles islands, West Indies. Methods We document how Anolis Daudin, 1802 lizards partition habitat locally at sites along a landscape‐scale elevation gradient. We examine habitat partitioning both with and without interspecific interactions in the predominately flat northern Lesser Antilles islands and in the more mountainous southern islands. Results Anoles partition local habitat along perch‐height and microclimate axes. Northern‐group sympatric anoles partition local habitat by perch height and have overlapping distributions at the landscape scale. Southern‐group sympatric anoles partition local habitat by microclimate and specialize in particular habitats at the landscape scale. In both the northern and southern groups, species use different perch heights and microclimates only in areas of species overlap along the elevation gradient. Main conclusions We demonstrate the interaction between local‐ and landscape‐scale habitat partitioning. In the case of microclimate partitioning, the interaction results from the use of thermal physiology to partition habitat at multiple scales. This interaction prompts the question of whether habitat partitioning developed ‘local‐out’ or ‘landscape‐in’. We pose this dichotomy and present a framework for its resolution.  相似文献

Soils provide many ecosystem services that are ultimately dependent on the local diversity and belowground abundance of organisms. Soil biodiversity is affected negatively by many threats and there is a perceived policy requirement for the effective biological monitoring of soils at the European level. The aim of this study was to evaluate and recommend policy relevant, cost-effective soil biological indicators for biodiversity and ecosystem function across Europe. A total of 18 potential indicators were selected using a logical-sieve based approach. This paper considers the use of indicators from the ‘top down’ (i.e. concerned with the process of indicator selection), rather than from the ‘bottom up’ detail of how individual indicators perform at specific sites and with specific treatments. The indicators assessed a range of microbial, faunal and functional attributes, newer nucleic acids based techniques, morphological approaches and process based measurements. They were tested at 6 European experimental sites already in operation and chosen according to land-use, climatic zone and differences in land management intensity. These were 4 arable sites, one each in Atlantic, Continental, Mediterranean and Pannonian climate zones, and 2 grassland sites, one each in Atlantic and Continental zones. At each site we sampled three replicated plots of contrasting management intensity and, while the treatments varied from site to site, their disturbance effects were quantified in terms of land use intensity. The field sampling and laboratory analysis were standardised through a combination of ISO protocols, or standard operating procedures if the former were not available. Sites were sampled twice, in autumn 2012 and spring or autumn 2013, with relative costs of the different indicators being determined each time. A breakdown of the cost effectiveness of the indicators showed the expected trade-off between effort required in the field and effort required in the laboratory. All the indicators were able to differentiate between the sites but, as no single indicator was sensitive to all the differences in land use intensity, we suggest that an indicator programme should be based upon a suite of different indicators. For monitoring under the European climatic zones and land uses of this study, indicators for ecosystem functions related to the services of water regulation, C-sequestration and nutrient provision would include a minimum suite of: earthworms; functional genes; and bait lamina. For effective monitoring of biodiversity all taxonomic groups would need to be addressed.  相似文献

Within this article, I investigate a number of the conceptual issues that arise when attempting to translate Herman Daly's definition of a steady‐state economy (SSE) into a set of national biophysical indicators. Although Daly's definition gives a high‐level view of what would be held steady in an SSE, it also leaves many questions unanswered. How should stocks and flows be aggregated? What is the role of international trade? How should nonrenewable resources be treated? And where does natural capital fit in? To help answer these questions, I relate Daly's definition to key concepts and terminology from material and energy flow accounting. I explore topics such as aggregation, international trade, the relevance of throughput, and hidden flows. I conclude that a set of biophysical accounts for an SSE should include three types of indicators (stocks, flows, and scale), track how stocks and flows are changing over a 5‐ to 10‐year period, use aggregated data that measure the quantity of resource use (rather than its quality), measure both total and nonrenewable resource use, adopt a consumption‐based approach, include hidden flows, and exclude indicators that measure characteristics of the stock of natural capital (with the notable exception of indicators that measure the regenerative and assimilative capacities of ecosystems).  相似文献

How does adaptation manage to occur in the face of overwhelming gene flow? One popular idea is that the suppression of recombination, for example the fixation of a chromosomal inversion, can maintain linkage disequilibrium between groups of locally adapted alleles that would otherwise be degraded by gene flow. This idea has captured the imagination of many geneticists and evolutionary biologists, but we still have only a basic understanding of its general importance. In this issue of Molecular Ecology, Kirubakaran et al. ( 2016 ) examine the role of recombination suppression in a particularly fascinating example of adaptation in the face of gene flow: the evolution of migratory differences between interbreeding populations of cod. Along the north coast of Norway, two types of cod breed in the near‐shore waters: a ‘stationary’ form that lives near the coast year round, and a ‘migratory’ form that lives far offshore and only returns to the coast to breed. Using a combination of approaches, Kirubakaran et al. ( 2016 ) deftly demonstrate that the migratory form has completely fixed two adjacent inversions containing a suite of genes closely connected to migratory behaviour and feeding differences. This work provides an excellent example of how recombination suppression can facilitate adaptive divergence, and helps us understand the geographic and temporal scales over which genomic structural variation evolves.  相似文献

This article explores how carpentry apprentices learn to handle uncertain and potentially dangerous situations in the working environment at construction sites. The analysis focuses on how these situations are negotiated at the workplaces in relation to bodily sensations of pain, relations with their co-workers and the importance placed on ‘getting the work done’. It shows that instead of working to eliminate potentially dangerous situations through the use of precautionary measures such as lifting equipment or personal protection gear, the apprentices learn to understand risk and uncertainties as a part of the job through general learning processes at the workplace.  相似文献

Over the last decade or so, the comparative study of nationalism has produced a large number of cogent critiques of classifying nations according to how ethnic or civic they are. In fact, these critiques have been so convincing that many scholars today seem to agree that any mention of the words ‘ethnic’ and ‘civic’ is unwarranted. This is unfortunate, because the distinction still offers a useful heuristic device to compare and classify different nation-building practices. This article analyses naturalization policies in twenty-six Western immigrant-receiving democracies in order to show that the distinction constitutes a valuable analytical tool to explore how different countries deal with newcomers. The naturalization policy index developed in this article proves to have a high degree of face validity, to be a good predictor of actual naturalization practices, and to match up well with previous classifications of ethnic and civic nation-building practices.  相似文献

When reading ethnographic literature on nature conservation, one may wonder: where has nature gone? Social anthropologists have written nuanced ethnographies of how the environmental projects of governments and transnational NGOs encounter, dispossess, clash culturally with, and try to govern native people across the world. Yet, these diverse ethnographies often say little about what motivates those encounters firstly: local and global nature, especially wildlife, plants, and the planet’s ecological crisis. Thus, this paper seeks ways how ethnographic writing on conservation practice could better reflect that the planet’s many self-willed, struggling, and valued non-humans, too, enter conservation’s encounters. To find paths toward such a ‘wild-ing’ of ethnography, the paper locates and reviews disparate materials from across the social-anthropological literature on biodiversity conservation. The review is structured through three questions: How does and could the ethnography of conservation represent nature’s value? How can it show that animals, plants, and other nature make and meet worlds? How can it incorporate natural science data about non-human worlds and ecological crisis? Altogether, we understand nature conservation clearer through the interdisciplinary and more-than-human ethnography of world-making encounters. Such wilder ethnography may also better connect people’s suffering and nature’s vanishing – as problems both for anthropology and conservation science.  相似文献

The baby boomer generation is well into the 50+ age bracket, making it one of the largest demographic age cohorts. Whereas this cohort would have previously considered retirement, the evidence suggests that it will remain in the workforce for a longer period in response to a number of social and economic drivers. Mandatory retirement has either been abolished or is under consideration. An increased and healthier life expectancy means that people may work longer for financial and/or psychological reasons. In addition, a global shortage of skilled labor will result in efforts to keep employees in the workplace for longer periods. These trends have a number of implications for working time. What are the health implications of an aging workforce? How do we sustain good work ability into the latter years? What do we know about aging and shift work? What actions are required in the workplace to assist aging workers? This paper is not a comprehensive review of the literature but serves to highlight the complexities in understanding the relationship between shift work and aging. We discuss aging and human function and, in particular, the impact of aging on the circadian system. In addition, we outline new policy directions in this area and raise several suggestions to assist the well-being of aging workers.  相似文献

In global discourses about sex work, the image of the ‘sex slave’ has been influential in constructing the view of women working in the sex industry in developing countries as ‘victims’. This paper examines the perpetuation of such discourses through powerful lobbying groups and socially conservative governments. It argues that frameworks that situate women working in the Cambodian sex industry through a singular identity of ‘victim’ or ‘agent’ are inadequate in informing our understandings of sex work in the country. Based on ethnographic research and interviews with sex workers in the port city of Sihanoukville, Cambodia, this paper questions prevailing stereotypes of ‘trafficking victims' and the image of ‘defiled’ or ‘duped’ women and girls central to such frameworks. It examines the intricate intertwining of elements of individual choice and coercion in women's lives and illuminates how, in the transition to a market economy, women's choices are constrained by hierarchal structures such as gender, class and socio‐cultural obligations and poor employment opportunities.  相似文献

Norwegians of African descent often find themselves at the centre of debates regarding the ‘problem’ of immigrant integration, the challenge of self-identification and the elusive nature of the multicultural promise. This essay examines how Norwegians of African descent perceive and (re)construct the ideological processes through which they are incorporated into understandings of the nation. Based on ethnographic fieldwork conducted between 2005 and 2011, I analyse two extended interviews that represent key questions raised during discussions with forty interviewees. How does one engage the presumption of solidarity and universal goodness, common to characterizations of the Nordic region, which nevertheless render certain bodies and identities illegible and ‘impossible’? How is race ascribed meaning in the Norwegian context? My interlocutors invoke a particular moral vocabulary of belonging when describing experiences with implicit and explicit forms of racism. These ‘encounter narratives’ reveal national anxieties about race and cultural belonging, situated within historical preoccupations with identity and ‘sameness’.  相似文献

This paper provides an overview of the plethora of approaches that are available to measure welfare and sustainable development. Many methods exist but there is no consensus on the ‘correct’ approach. Furthermore, we also show that the wide variety of sustainable development indictor (SDI) sets which have been adopted also show significant differences. We argue that this is mostly because many of these studies do not use a theoretical approach. We argue that the ‘capital approach’, which is used in the sustainability debate, is the most promising method to enhance international harmonization. Support is mounting in the scientific, policy and statistical communities for this approach in which economic capital, human capital, natural capital and social capital are distinguished. Many applications of this method express these capital stocks in monetary units (the ‘monetary capital approach’). This paper argues that the ‘hybrid capital approach’, in which the capital stocks can also be measured in non-monetary units, is probably more likely to achieve consensus over a large number of countries and institutes. Also a number of challenges remain for the capital approach. We argue that ideally the indicators should be based on satellite accounts of the national accounting framework. Also the capital approach could be further expanded to current welfare, progress of societies, inequality, and the international dimension of sustainability. We conclude that if the hybrid capital approach is adopted it may become easier to make consistent, theoretically sound and policy relevant comparisons between countries.  相似文献

Many thought Darwinian natural selection could not explain altruism. This error led Wynne‐Edwards to explain sustainable exploitation in animals by selection against overexploiting groups. Williams riposted that selection among groups rarely overrides within‐group selection. Hamilton showed that altruism can evolve through kin selection. How strongly does group selection influence evolution? Following Price, Hamilton showed how levels of selection interact: group selection prevails if Hamilton’s rule applies. Several showed that group selection drove some major evolutionary transitions. Following Hamilton’s lead, Queller extended Hamilton’s rule, replacing genealogical relatedness by the regression on an actor’s genotypic altruism of interacting neighbours’ phenotypic altruism. Price’s theorem shows the generality of Hamilton’s rule. All instances of group selection can be viewed as increasing inclusive fitness of autosomal genomes. Nonetheless, to grasp fully how cooperation and altruism evolve, most biologists need more concrete concepts like kin selection, group selection and selection among individuals for their common good.  相似文献

Abstract

Antiracism research often examines how stigmatized groups transform the meanings associated with their group. A complementary approach analyses the tactics that dominant and subordinate groups use to defend or advance their ‘group positions’ in situations that threaten the status quo. A case study of the proposed relocation of an Aboriginal child welfare facility to a rural Ontario township sheds light on both processes. Before rejecting the proposal, white residents and municipal councillors used delaying tactics, searched for race-neutral justifications, offered unsolicited advice, created new rules, and censured ‘traitors’. The Native agency (and its few white ‘allies’), guided by traditional decision-making practices, initially tried to provide ‘neutral’ information, stay positive, and emphasize common interests. When these tactics failed, they considered others before foregoing the opportunity to appeal to an independent tribunal. Ultimately, this case shows how laissez-faire frames and small-town dynamics can limit the choice and effectiveness of antiracist tactics.  相似文献

Grasshoppers are a dominant group of herbivorous insects throughout the world, and their high diversity, functional importance, sensitivity to disturbance and ease of sampling makes them potentially useful bioindicators for land management. In Australia, however, the dynamics of grasshopper assemblages are extremely poorly understood. Here we describe the responses of grasshopper (Acridoidea, Eumastacoidea and Tettigonioidea) assemblages in the Kakadu region of the Northern Territory, Australia to disturbance associated with mining. Three questions were addressed in this study: (i) do local grasshopper assemblages show consistent responses to disturbance?; (ii) can particular species or functional groups be identified that are reliable indicators of ecological disturbance?; and (iii) to what extent do the responses of grasshopper assemblages merely reflect those of vegetation? Grasshoppers were sampled at 26 sites located in and around the Ranger uranium mine, representing three habitat types with respect to degree of disturbance: (i) ‘natural’ (10 sites representing a range of ‘undisturbed’ savanna habitats); (ii) ‘disturbed’ (10 sites representing a range of disturbances, but with soil intact); and (iii) ‘waste rock’ (six sites undergoing rehabilitation on a constructed landform). A total of 56 grasshopper species in 46 genera was recorded during the study, with site species richness ranging from five to 20. There were no significant differences between habitat types in site species diversity, but multivariate analysis demonstrated a strong correspondence between grasshopper species composition and degree of habitat disturbance. Using Indicator Species Analysis, six species and one functional group were identified as significant indicators of habitat type in relation to disturbance. Grasshopper responses were correlated with that of vegetation, but grasshopper assemblages showed apparently meaningful differentiation among disturbed sites that was not evident on the basis of floristic data. Our results demonstrate that grasshopper assemblages respond to disturbances associated with human land use and that these responses do not simply reflect those of plants. Grasshoppers are therefore potentially useful bioindicators of ecological disturbance in Australia, but further work is required on the extent to which their responses reflect general ecological change.  相似文献
