Sustainable development indicators (SDIs) are one of the most frequently used tools to assess sustainable development from an international to a local scale, supporting evaluation and reporting purposes. Indicators can also be particularly useful in addressing the growing need for interaction at regional and local scale in sustainability initiatives and assuring that regional assessments reflect community values, concerns and hopes. The main goal of this research is to develop a conceptual framework for common local sustainability indicators within a regional context, one that is supported by a participative approach and allows interaction between local and regional scales. Other major goals were to design the regional profile on local SDI initiatives and develop a set of common local indicators for the Algarve region – the most southerly region of Portugal. The framework is mainly supported on common strategic goals, objectives, targets, features and resources and on the existing regional and local SDI sets. A regional survey involving all municipalities was conducted to obtain data on local SDI initiatives and the regional profile was defined. By testing the framework in the Algarve, a proposed set of common local indicators was developed and presented in the survey for local authority evaluation. The main findings reveal that, despite the fact that there are still few local SDI initiatives in the Algarve region, the majority of municipalities surveyed fully agree on the importance of developing a minimum common local indicator set for the region. The role and usefulness of the proposed framework were demonstrated in the selection of 20 common local indicators for local–regional scale interaction in the Algarve. Establishing a set of common indicators on a local spatial scale can contribute to providing a coherent assessment framework, by preventing the duplication of effort, allowing local sustainability benchmarking and enhancing the analyses of asymmetries within a region.  相似文献

An approach to assessing the environmental outcomes and changes in peoples’ livelihoods resulting from landscape-scale conservation interventions was developed for three locations in Africa. Simple sets of performance indicators were developed through participatory processes that included a variety of stakeholders. The selection of indicators was designed to reflect wider landscape processes, conservation objectives and as local peoples’ preferred scenarios. This framework, combined with the use of social learning techniques, helped stakeholders develop greater understandings of landscape system dynamics and the linkages between livelihood and conservation objectives. Large scale conservation and development interventions should use these approaches to explore linkages and improve shared understanding of tradeoffs and synergies between livelihood and conservation initiatives. Such approaches provide the basis for negotiating and measuring the outcomes of conservation initiatives and for adapting these to changing perspectives and circumstances.  相似文献

The adoption of suitable indicators is fundamental to implement sustainable development at the local level. It helps in the analysis and evaluation; supports the decisional process and helps the communication between the citizens and the society, in general.Furthermore, the aggregated indexes – by representing the observed context in a simple way – may help the community in the definition of effective improvement goals and also serve as important tools to monitor the fulfillment of the planned objectives.The Dashboard of Sustainability (DS) is a mathematical and graphical tool designed to integrate the complex influences of sustainability and support the decision-making process by creating concise evaluations.The city of Padua, Italy, agreed to use the DS in its Local Agenda 21 project, financed by the Italian Ministry of Environment. The available data were sufficient to design 61 useful indicators of environmental protection, economic development, and social promotion.The results of the analysis were discussed in Padua's community forum on the Local Agenda 21 process. The graphical and numerical results helped Padua reach a consensus on the plan for future sustainability, one that was understood and accepted by all the stakeholders.In order to adapt this tool to a local context, two changes in the methodologies were necessary: to measure urban sustainability, for which “ad hoc” set indicators were used; and to allow a comparative evaluation, for which the performances of Padua were evaluated over time. In the last decade efforts have been carried out by the scientific community aimed at building integrated frameworks to support the decision-making process when sustainability issues are addressed. This paper proposes a further advancement in integrated assessment procedures by setting up an operational multi-scale and transparent framework, which comprises the assessment of European regions in terms of sustainability, and the identification of the impact that policy options might have on the sustainability of these regions. The framework is designed for use in ex ante sustainability impact assessment of policy scenarios on multifunctionality of land use and integrates economic, environmental and social issues across a variety of sectors (agriculture, forestry, transport, tourism and energy). The proposed method provides a conceptual framework applicable at different scales (European, regional), and takes into account the great variability of European regions. The described methodology is based on linear additive models to weight and aggregate selected indicators to a set of land use functions identified to describe the goods and services provided by the different land uses that summarise the most relevant economic, environmental and social issues of a region. The framework is designed to allow the evaluation of impacts at an international scale (e.g. the European Union), or on selected regions.The aggregation framework can be used to evaluate the impact that policy options have on the sustainability of multifunctional land use systems with competing demands. A conceptual envelope, called the “trade-off evaluation space”, delineates all possible developments in the functions of the land. The sustainability limits identify the subset of ‘acceptable’ policy options within the trade-off evaluation space, so that the distance of each land use function from sustainability limits can be estimated and trade-offs between the different functions of the multifunctional land use system can be identified. The proposed methodology is adaptable to different contexts: if the assumption is taken that all land use functions are equally weighted the framework can be used to analyse policy cases and take decisions on policy options at the European or regional level. However, at the local-scale the framework can also be applied through a participatory approach and the distribution of weights can be rediscussed with local stakeholders. In both cases the proposed system can be used as a tool for discussion among all interested parties.  相似文献

The implementation of sustainability in higher education has been advanced over at least the last two decades and brought sustainability assessment on the research agenda of Education for Sustainable Development (ESD) and sustainability science. Participatory approaches have gained increasing attention in these endeavours, but remain often vague and less addressed in sustainability assessment procedures. To fill in this gap, an indicator-based model, INDICARE, was developed that can assist in assessing participatory processes within higher education's sustainability initiatives. The objective of this paper is to introduce and discuss the model's theoretical background, its structure, applicability, and how it can broaden the perspectives on participation and sustainability assessment in the university context.Embedded in a cross-sectional qualitative research design, the model was developed in iterative stages and was presented and adjusted along six feedback loops, having been presented to 98 persons during conferences, workshops and university meetings. Inspired by biophilic ideas, transformative learning theories and participatory evaluation, INDICARE follows an ecocentric and integrative perspective that places the earth and its community at the centre of attention. A preliminary set of thirty indicators and practices, grouped in three categories of context, process, and transformation, is proposed. The assessment process itself is considered as a thought-provoking exercise rather than as a control tool and emphasizes the interplay of personal reflection and action-oriented outreach. INDICARE intends to invigorate the sustainability debate in higher education, in particular by proposing a more holistic approach to assessment that underlines experiencing the interconnectedness of human–nature relationships, combined with reflective exercises that can respond better to the call for transformation on individual and institutional level.  相似文献

Current management plans for nature reserves in China are ineffective and do not meet their intended goals of balancing conservation and development. Protected area zoning is an approach that can reduce conflict by partitioning the landscape into various land use units that are managed for different levels of human activity. In this paper, we present a systematic methodology that integrates a participatory process with Geographic Information Systems (GIS) using a multi-criteria decision analysis (MCDA) technique to guide a zoning scheme for the Meili Snow Mountain National Park (MSMNP), Yunnan. A participatory process involving multiple stakeholders and technical experts was used to establish park management objectives: nature conservation; tourism and recreation; and, community development. To meet these three objectives, criteria and impact factors for each objective were identified and weighted through a participatory process, and a GIS fuzzy set membership function was then used to generate gradient effects of each criterion. Three suitability maps of conservation, eco-tourism, and community development were generated. The three suitability maps were overlaid to generate a final combined suitability map, and five management zones (strict protected zone, ecosystem conservation zone, eco-tourism zone or buffer zone, park service zone, and traditional land use zone) were identified and mapped that corresponded to different protection and management strategies. Conservation targets (endangered species, alpine and forest ecosystems) and development zones were spatially segregated across the landscape, and the final zoning scheme was found to be acceptable by the various stakeholders.  相似文献

The paper reports the development and evaluation of relevant local ecological criteria and indicators for participatory resource management of community forest. The study site, the Nong Meg-Nong Hee community forest, Maha Sarakham Province, is in northeastern Thailand. Multi-criteria decision-making (MCDM) was adopted as a decision-making tool to evaluate criteria and indicators, using coarse and fine screening, based on local community participation. The criteria and indicators set consisted of 3 principles, 7 criteria, and 41 indicators covering the main attributes of forest ecosystem conservation. Relevant data were processed in a hierarchical framework and used as a template for further assessment, i.e., Principle 1 (forest ecosystem structure and composition), Principle 2 (forest ecosystem function), and Principle 3 (disturbance signs). The two selection phases comprised (1) the coarse screening based on scoring and ranking, and (2) fine screening, using a pair-wise comparison analysis to classify the order of relative weights of the indicators (importance value) and the consistency index (CI) of each criterion. As a result of coarse screening one criterion and 16 indicators were eliminated from the analysis, while the remaining 3 principles, 6 criteria, and 25 indicators were retained for fine screening. Most criteria showed an acceptance value of less than 10% (tolerance consistency index threshold level). The final set of criteria and indicators, based on locally understandable ecological concepts of forest conservation, was ranked in order of importance under each criterion and applied to the study area. We conclude that these techniques are appropriate for selecting criteria and indicators, as they are relatively transparent, understandable and offer an input to participatory decision-making.  相似文献

Conceptualizing environmental problems as sustainability problems contributing to local and global environmental change requires an understanding of how societies cope with their natural environment. Indicators for society–nature interactions are fairly well developed for national-level analyses. This study adapts some of these indicators to the local level and relates them to a qualitative assessment of economic and cultural change in a single community. Indicators are derived from material and energy flow accounting methods and address two major objectives: Firstly, to identify mutual influences between the global and the local level. Secondly, to assess future potentials of environmental pressures and impacts that can be expected to occur as such communities follow a path of further modernization. This study of a small rice-farming community in Northeast Thailand deals with physical as well as sociocultural aspects in order to produce a broad picture of society–nature relations. The indicators developed portray a society in the midst of transition and rapid modernization. This becomes apparent when comparing the results to those of similar studies in traditional and industrial societies. What we see is a community struggling to adapt to global influences, while at the same time maintaining subsistence with traditional coping mechanisms.  相似文献

There are many different kinds of frameworks for evaluating environmental and sustainability performance at the organizational level (profit or not-for-profit, private or public), sectoral level (e.g. industry, transport, agriculture and tourism), and local, regional or country levels. Despite the diversity of methods and tools to measure sustainable development, indicators are one of the approaches most used. However, these tools do not usually include evaluation of the performance measurement instrument itself. The main objective of this research is to develop a conceptual framework to design and assess the effectiveness of the sustainability indicators themselves. To put the proposed tool into practice, a set of key good-practice factors and meta-performance evaluation indicators is proposed for adoption in a national case study—the national sustainable development indicators system, SIDS Portugal, and the usefulness of this methodology is demonstrated. This approach aims to evaluate how appropriate a set of sustainability indicators is and allow an evaluation of overall performance-monitoring activities and results. Stakeholder involvement is an essential component of the proposed framework. The tool developed could support continuous improvement in the performance of ongoing sustainability indicator initiatives, allowing greater guidance, objectivity and transparency in sustainability assessment processes.  相似文献

In recent years a number of urban sustainability assessment frameworks are developed to better inform policy formulation and decision-making processes. This paper introduces one of these attempts in developing a comprehensive assessment tool—i.e., Micro-level Urban-ecosystem Sustainability IndeX (MUSIX). Being an indicator-based indexing model, MUSIX investigates the environmental impacts of land-uses on urban sustainability by measuring urban ecosystem components in local scale. The paper presents the methodology of MUSIX and demonstrates the performance of the model in a pilot test-bed—i.e., in Gold Coast, Australia. The model provides useful insights on the sustainability performance of the test-bed area. The parcel-scale findings of the indicators are used to identify local problems considering six main issues of urban development—i.e., hydrology; ecology; pollution; location; design, and; efficiency. The composite index score is used to propose betterment strategies to guide the development of local area plans in conjunction with the City's Planning Scheme. In overall, this study has shown that parcel-scale environmental data provides an overview of the local sustainability in urban areas as in the example of Gold Coast, which can also be used for setting environmental policy, objectives and targets.  相似文献

Participatory decision-making in the management of linear parks can provide better outcomes than classical top-down procedures. However, the integration of technical knowledge with the understanding of the community requires an approach able to deal with uncertainty, due to the issues of vagueness and subjectivity. Therefore, the present paper introduces a fuzzy-based proposal for supporting participatory diagnosis. For this purpose, five Mamdani-type systems were built based on the knowledge of experts, including as indicators the species richness of fauna and flora, land cover, basic and recreational facilities, support services, and the park users’ perceptions. By integrating such indicators, three indexes were obtained for assessing the natural condition, infrastructure, and functional performance of a linear park. The proposed system was then applied in a case study of the Tiquatira linear park in São Paulo city, Brazil. The results indicated that the park has high functional performance, but that improvements in its natural condition and infrastructure are needed, such as the reclamation of disturbed areas and ongoing maintenance of the facilities. The use of fuzzy modeling enabled integration of the technical assessment by experts and the users’ perception, in order to support a participatory diagnosis taking into account the existing uncertainties. In conclusion, this fuzzy-based proposal can be considered a promising approach for the participatory management of linear parks. In future studies, techniques for the case-by-case weighting of variables could be assessed, in order to strengthen the systems described in the present paper.  相似文献

Purpose

Used cooking oil (UCO) is a domestic waste generated as the result of cooking and frying food with vegetable oil. The purpose of this study is to compare the sustainability of three domestic UCO collection systems: through schools (SCH), door-to-door (DTD), and through urban collection centres (UCC), to determine which systems should be promoted for the collection of UCO in cities in Mediterranean countries.

Methods

The present paper uses the recent life cycle sustainability assessment (LCSA) methodology. LCSA is the combination of life cycle assessment (LCA), life cycle costing, and social life cycle assessment (S-LCA).

Results and discussion

Of the three UCO collection systems compared, the results show that UCC presents the best values for sustainability assessment, followed by DTD and finally SCH system, although there are no substantial differences between DTD and SCH. UCC has the best environmental and economic performance but not for social component. DTD and SCH present suitable values for social performance but not for the environmental and economic components.

Conclusions

The environmental component improves when the collection points are near to citizens’ homes. Depending on the vehicle used in the collection process, the management costs and efficiency can improve. UCO collection systems that carry out different kind of waste (such as UCC) are more sustainable than those that collect only one type of waste. Regarding the methodology used in this paper, the sustainability assessment proposed is suitable for use in decision making to analyse processes, products or services, even so in social assessment an approach is needed to quantify the indicators. Defining units for sustainability quantification is a difficult task because not all social indicators are quantifiable and comparable; some need to be adapted, raising the subjectivity of the analysis. Research into S-LCA and LCSA is recent; more research is needed in order to improve the methodology.  相似文献

当前,国内外对于国家公园旅游可持续性的定义及其评估指标尚未形成共识,已有的部分指标存在可操作性较弱、管理成本较高等问题,无法直接应用于中国国家公园旅游可持续性的管理与评估。从三条路径构建国家公园旅游可持续性管理评估指标体系:以实际需求为导向,分析国家公园所在区域对旅游可持续性管理评估指标的需求;以国际共识为导向,检验《全球可持续旅游目的地标准》在国家公园的适用性;以实践为导向,梳理世界主要国家及地区国家公园旅游可持续性的管理重点。以色林错-普若岗日冰川国家公园(简称"色-普国家公园")潜在建设区为例,建立国家公园旅游可持续性管理评估指标体系。从经济、社会、文化、生态环境等方面明确了色-普国家公园潜在建设区对管理评估指标体系的需求。经过适用性判定,识别在色-普国家公园潜在建设区具有较强适用性的可持续旅游目的地评估指标。通过频次统计,从经济、社会、文化、生态环境、制度建设等方面遴选世界主要国家及地区国家公园旅游可持续性的重点管理指标。所建立的色-普国家公园潜在建设区旅游可持续性管理评估指标体系包括5个一级指标,15个二级指标,36个三级指标。在此基础上,建议逐步建立健全监测与统计体系,为管理评估指标体系的应用提供支撑。  相似文献

The assessment of sustainability of public services is an important issue, especially at local level, taken into account the central role of local governments as a major public employer and provider of a diversity of services. Local governments are close to citizens and are moving faster than other public sector levels with regard to the integration of sustainability principles in their operations and strategies. A sustainability label to communicate public service performance enables to disclose information directly to service users. However, there is a dearth of research about labels addressing specific sustainability criteria for local services. The main aim of this research was the development of a conceptual framework to define a sustainability label, as a tool to assess and communicate sustainability of local public services. The approach was developed taking into account criteria of the European Union Ecolabel and indicators of the Global Reporting Initiative guidelines. The ecolabel is a relatively well-known voluntary instrument in Europe and has the potential for application in public service activities and operations, but only assess the environmental component of sustainability. The Global Reporting Initiative, in particular the Sector Supplement for Public Agencies, was then used to integrate the other sustainability components. Thirty-six (36) criteria and respective indicators were adapted for the proposed sustainability label conceptual framework. A Portuguese local public service was used as an exploratory case study to test the proposed conceptual model into practice. The overall results demonstrate that few criteria were accomplished in this local public service, stressing that new practices and public policies need to be adopted to invert the current trend, especially through the application of assessment systems. This exploratory case study research has shown how useful can be a sustainability label to support local governments in evaluating and communicating the sustainability performance of their public services. This case could drive and support other government levels, including central and regional public administration, in adopting and exploring public service labels and their associated performance approaches.  相似文献

The notion of sustainability is used widely at the policy level, but only few approaches deal with its measurement, especially at the local level. Here, we develop and apply a practical tool for the estimation of the sustainability state at the island level with the use of indicators selected and adapted from international agencies and institutes, in a framework which is an expanded version of the DPSR approach. The identification of the significant sustainability state factors and the selection of the indicators are based on areas’ characteristics, namely their insularity and the fact that they are in the Mediterranean. The values of these indicators were obtained or calculated for the islands of Paros and Kos in Greece. The findings reveal that the method can be of great use for the sustainability evaluation and for planning the sustainable development of islands.  相似文献

This article explores the phenomenon of neighborhood cinema (Cine con vecinos) in Saladillo, Argentina. Since 1995 it has been appropriating screening and production spaces wrested from local television, and more generally challenging the hegemony of national TV and industrial cinema production. Cine con vecinos is analyzed here in terms of social agency, participation and sociality. It has democratized media production through films shot entirely with locals, and has also promoted a revival of local movie theaters. Finally, the prospects of this type of cinema are assessed in contrast to other types of participatory community cinema, and also in view of its recent project of making a future “community set,” or large-scale production site, for community cinema.  相似文献

A new perspective for the management effectiveness of protected areas needs the inclusion of social data for decision-making. In this process, environmental education (EE) plays a key role in catalyzing biological and social issues in the management process, but there are scarce data about this relationship. The objective of this paper is to develop, from an institutional bottom-up perspective, a proposal for a set of EE indicators that is easy to use by practitioners to measure the response of the EE program in relation to the conservation objectives of protected areas management plans. Using a combination of quantitative and qualitative techniques, a case study at the National Parks System of Colombia is presented, which is divided in five stages: 1. An EE evaluation survey on a national scale. 2. An interview phase with EE practitioners and NGOs. 3. EE objectives categorization. 4. Systematization process and 5. Focus group to evaluate the proposed set of indicators. A set of 5 EE indicators was developed to fulfill the identified needs: appropriation of information, articulation, participation quality, program implementation and continuity of EE process. We expect that this new approach for EE evaluation will hopefully be adopted in the update of management plans, as an innovative tool that contributes to the effectiveness assessment of protected areas, integrating a more social and participative focus.  相似文献

Levels and trends of illegal killing of elephants are measured by the Convention on International Trade in Endangered Species (CITES) Monitoring the Illegal Killing of Elephants (MIKE) programme in sites across Africa and Asia. In the mostly unprotected Laikipia–Samburu MIKE site in northern Kenya, elephant mortality data were collected using both standard law enforcement monitoring procedures, relying on patrolling, and participatory methods involving local communities. Qualitatively, traditional patrolling techniques were more successful in protected areas whereas participatory approaches provided more information outside protected areas, where elephant were most at risk from ivory poachers. A minimum of 35% of the 389 verified carcasses during 2001–2003 were illegally killed. In this baseline study, land uses ranked from highest to lowest by the proportion of illegally killed elephants (PIKE) were community conservation areas, government trust lands, forest reserves, private ranches, settlement areas and national reserves. PIKE trends derived from traditional and participatory data sources were similar across years and indicate elephants were at greater risk in regions outside government or privately patrolled areas. We suggest that PIKE is a useful index for comparing levels and trends in illegal killing of elephants, and that carcass ratios and presence/absence of tusks are useful proxy indicators of mortality and its causes.  相似文献

Understanding which factors mainly affect the environmental sustainability of a Region is a very crucial concern for many Chinese planners and policy-makers. In this study, the emergy accounting method is applied to the production and consumption activities of the city of Shanwei, a seaside urban area in Guangdong region, China. The emergy method provides a comprehensive assessment of a system, by generating a consistent set of indicators capable to capture the dynamics of the system as a whole and its efficiency in converting resources into an economic product and welfare. At the same time, the approach is capable to provide details about a system's performance over time, its use of renewable versus nonrenewables sources, local versus imported, concentrated versus dispersed and finally labor intensive versus fuel intensive processes. The main local renewable and nonrenewable emergy flows supporting the investigated area were included in the accounting, together with the flows of imported energy, goods, machinery, labor and services. Coal plays a crucial role for electricity generation, industrial uses, but also gasoline and diesel for transport affect the overall sustainability to a non-negligible extent. An Emergy Sustainability Indicator (ESI) of the local economic and social system is calculated and compared with the average value of the Chinese economy, based on the assumption that a process or system is unsustainable if it contributes to lower the overall sustainability of the region or country. This is quantified by the requirement that always must be ESIlocal  ESIcountry. Results confirm that the most crucial factor for this region sustainability is the use of coal as a non-renewable and imported energy source. The calculated emergy indicators translate into a set-aside buffer land demand capable to mitigate, dilute, and uptake the environmental impact of human-dominated activities. Unfortunately, such buffer land demand is much higher than the land actually available. As a result, both the ESI-based sustainability equation as well as the lack of support land make the city's production and consumption patterns unsustainable and call for different lifestyles and environmental policies.  相似文献
