生态补偿是以市场机制解决环境外部性问题的方法,其典型特征是通过经济激励而实现生态系统保护和减贫的双赢,因此在世界范围内得到了广泛实施。权衡关系是生态补偿理论和实践中面临的问题和困境之一。生态补偿存在4种权衡关系:生态系统服务之间的权衡、监测成本与交易成本之间的权衡、公平与效率之间的权衡以及生态系统服务供应与减贫之间的权衡。分析了权衡关系的产生源于生态系统服务产生过程的不确定性、自然和社会经济系统的耦合性以及生态补偿实施背景的异质性,并提出应该在理论基础、实践模式和评估系统3个方面加强权衡关系的研究。  相似文献

Government-funded payments for ecosystem services (PES) have increasingly been used to facilitate transactions between users of environmental services and their providers. In order to improve the link between payments and the service provided, some countries in the EU have promoted result-based schemes (RBS), which remunerate farmers for ecological results, as part of their agricultural policy. Since PES programs are voluntary, it is important to understand farmers’ responses before more large-scale implementations of RBS are initiated. Using a choice experiment and a mixed logit model, we elicited the preferences of farmers in two Natura 2000 sites in Slovenia for different design elements of a hypothetical scheme for dry grassland conservation. We found that the majority of farmers preferred the result-based approach over the management-based scheme both in terms of payment conditions and monitoring; one group of farmers preferred the RBS very strongly (average WTA of more than 500 EUR/ha/yr) and another group less strongly (average WTA about 200 EUR/ha/yr). Farmers also showed a higher preference for on-farm advise and training in small groups than for lectures, which would be offered to a larger audience. A collective bonus, which would incentivise coordination and could potentially increase participation rates in the scheme, significantly influenced the farmers’ willingness to adopt the scheme. However, the estimated average WTA was comparable or lower than the 40 EUR/ha annual bonus payment. Older farmers and those who managed small and semi-subsistent farms were significantly more likely to be highly resistant to scheme adoption no matter its design.  相似文献

空间选择是生态补偿研究的核心问题之一,选择合理的区域进行生态补偿有利于提高生态补偿项目的效率.以黑河流域上游肃南县为研究区域,运用分布式水文模型Soil and Water Assessment Tool(SWAT)对研究区实施生态补偿后的水源涵养增加量进行模拟,同时考虑土地利用类型转化成本以及生态系统服务丧失风险,采用福利成本法对研究区生态补偿空间选择进行研究.结果表明:黑河上游肃南段内不同子流域的生态补偿效率系数最高值为0.0394,最低值0.0131,相差明显;根据效率系数,采用聚类分析方法,可将各子流域划分为优先补偿区、次级优先补偿区和潜在补偿区,分批进行补偿;采用空间选择后生态补偿效率较不采用时可提高54.5%.  相似文献

The worldwide demand for food has been increasing due to the rapidly growing global population, and agricultural lands have increased in extent to produce more food crops. The pattern of cropland varies among different regions depending on the traditional knowledge of farmers and availability of uncultivated land. Satellite images can be used to map cropland in open areas but have limitations for detecting undergrowth inside forests. Classification results are often biased and need to be supplemented with field observations. Undercover cropland inside forests in the Bale Mountains of Ethiopia was assessed using field observed percentage cover of land use/land cover classes, and topographic and location parameters. The most influential factors were identified using Boosted Regression Trees and used to map undercover cropland area. Elevation, slope, easterly aspect, distance to settlements, and distance to national park were found to be the most influential factors determining undercover cropland area. When there is very high demand for growing food crops, constrained under restricted rights for clearing forest, cultivation could take place within forests as an undercover. Further research on the impact of undercover cropland on ecosystem services and challenges in sustainable management is thus essential.  相似文献

This paper uses household survey data to examine factors associated with smallholder households that enroll in Costa Rica’s longstanding payments for ecosystem services (PES) program. To date, most evaluations of this sort have focused on larger landowners. Results from this study show that smallholders enrolled in PES tend to be older, wealthier, and have access to non-farm salaried income. These features match enrollment patterns of larger landowners in that enrollees tend to be relatively wealthy and only marginally engaged in agriculture. In addition, smallholders on state agrarian reform lands are significantly less likely to enroll in PES. These results indicate that targeting PES toward smaller landowners does not necessarily equate to a policy that reaches the rural poor, and suggests that further work is needed to address the access barriers to this program for economically marginal landowners.  相似文献

The growing interest in ecosystem services is mainly related to land use changes. The aim of the study is to analyse spatial-temporal changes in the capacity to supply of ES in Lithuania based on land use changes in 1990–2018. The results show some balance between loss and gains of ecosystem services capacity due to land use changes. Decrease in heterogenous agricultural areas had negative impact on provision of ecosystem integrity and services. Considerable increase in scrubland and herbaceous vegetation areas significantly increased the ecosystem service potential. The conversion of former agricultural land to less intensively managed ecosystems enhance the potential of valuable habitats for biodiversity and ecosystem services associated with natural grasslands, moors and heathland, transitional woodland shrubs. The urbanization process along with increase in urban fabric areas had little effect on ESs potential since artificial vegetated areas had compensated the loss of ESs due to increased areas of urbanized ecosystems. Despite the area of open spaces slightly increased, this led to decrease of provision of ESs. Temporal changes in overall ESs capacity indicated an increase in Lithuania over the last two decades. Given the observed dynamic context of land cover, the structure of ecosystem services may face potential threats from land use change due to urban development and agricultural activities.  相似文献

In South Africa, restoration and sustainable management of historically overgrazed and degraded rangelands are promoted to increase biodiversity and ecosystem service provision. This study evaluates different land management scenarios in terms of ecosystem services in a South African rangeland, the Baviaanskloof catchment. As measured data were limited, we used simple models to quantify and map the effect of the different combination of agricultural, nature conservation and restoration practices on multiple ecosystem services. The land management scenarios were evaluated against management targets set for individual ecosystem services. Results highlight how the provision of ecosystem services is related to land management as unmanaged, pristine ecosystems provide a different mix of ecosystem services than ecosystems recently restored or managed as grazing lands. Results also indicate that historically overgrazed lands provide no forage, may retain 40% less sediment and have 38% lower biodiversity, while providing 60% more fuel wood and supplying two and half times more water (i.e. retaining less water), than pristine or restored lands. We conclude that a combination of light grazing, low input agriculture, nature conservation and restoration is the best for the sufficient provision of multiple ecosystem services. Applying such mixed management would improve biodiversity, ecotourism and maintain forage production and regulating services on farmers’ land. This management option also fits into and further optimizes local decision-makers’ vision regarding the future management of the area.  相似文献

生态脆弱区抗干扰能力弱,明确其系统的生态潜力,在潜力的基础上开发利用资源对区域的可持续发展具有重要的意义。研究基于生态系统服务价值视角,尝试测度农业生态经济系统生态潜力,同时以三产融合典型代表乡镇为研究对象,对其农业生态经济系统生态潜力和主导产业进行时空分析,最后对生态系统加以功能分区。结果显示:(1)气体调节、气候调节、水源涵养和土壤形成与保护是生态系统提供的主要服务功能。随退耕还林工程实施,林地面积的增加使生态系统服务价值量随之上升,在空间上呈现"中间低两翼高"的格局。(2)农业生态经济系统生态潜力受服务价值与资源开发过程影响,与生态系统服务价值在空间上相对一致,呈现出"两翼高中间低,北高南低"的分布格局,其中,退耕还林工程的推进直接导致林地的生态潜力增加,耕地的生态潜力减少。(3)研究区在退耕过程中形成以大棚种植为主的设施农业、以农林特色销售为主的商品型种植农业,以山地苹果为主的林果产业以及以酒店商贸为主的服务行业。并随城镇一体化的推进,主导产业呈现出由传统粗放型大田种植向集约型设施农业方向发展。在空间上形成了以镇区分布为主的第三产业、依托拐沟坡地的林果产业和沿川道展开的设施农业的产业布局。(4)基于生态系统服务价值,研究区农业生态经济系统功能区划分为城镇生态环境维护区(第Ⅰ类型区)、农业生态保护区(第Ⅱ类型区)、生态安全屏障区(第Ⅲ类区)3个区域。  相似文献

Rapid urbanization is a global phenomenon that has altered many ecosystems, causing a decline in many ecosystem services, generating ecological risks such as water shortages, air pollution, and soil pollution. Here, we present a conceptual framework quantifying how urbanization influences the ecosystem services in a typical city (Nanjing) of China. Between 2000 and 2010, we separated the city into three urbanization categories (developing urban, developed urban, and rural areas) and quantified the status of six critical ecosystem services (food supply, carbon sequestration, soil water storage, air pollution removal, habitat suitability, and recreation potential). Our results show that urbanization significantly impacted all ecosystem services, with detected changes in ecosystem services being spatially heterogeneous due to urban expansion and population mobility. Developed areas contained greater amounts of green infrastructure, which improved carbon storage and reduced air pollution. In contrast, the rapid expansion of urban and industrial land in developing urban areas led to lower food supply, carbon sequestration, soil water storage, and habitat suitability. The expansion of rural residential areas led to lower soil water storage, carbon sequestration, and food supply, while greater amounts of abandoned cropland resulted in increased carbon sequestration, but decreased food supply in rural areas. Analysis of the interactions between pairs of ecosystem services identified urbanization development problems, including abandoned cropland and the expansion of rural residential land. Lastly, we proposed four key urban planning measures to mitigate the loss of ecosystem services during rapid urbanization. Acquiring quantitative knowledge about how rapid urbanization drives changes to ecosystem changes may help guide sustainable urban planning with respect to ecosystem service use, urban development, and human welfare benefits.  相似文献

山水林田湖草系统保护与修复工程实施的重要目标是维护和提升区域生态系统服务。从乌梁素海流域山水林田湖草的生态现状与功能出发,对乌梁素海流域水土流失、土地沙化等生态敏感性及土壤保持、水源涵养、生物多样性等生态功能重要性进行系统评价,形成基于生态敏感性和生态功能重要性相结合的空间格局评价结果。以维护和提升人类福祉所需的重要生态系统服务为目标,以乌梁素海流域生态敏感性和生态功能重要性相结合的空间格局评价结果为基础,制定了“一中心、二重点、六要素、七工程”的乌梁素海山水林田湖草生态保护与修复体系,并基于此将乌梁素海流域生态保护修复分为6个主要治理区域,形成“四区、一带、一网”的生态安全格局,通过具体工程实施,流域生态环境质量和生态服务能力将取得明显提升,防风固沙能力有效增强,生物多样性持续改善,水环境质量稳定达标,生态系统的稳定性明显加强。通过乌梁素海流域的分析案例为流域山水林田湖草生态保护与修复关键区域的识别提供了定量分析方法,为流域尺度构建生态安全格局、实现山水林田湖草系统保护和修复提供思路和途径。  相似文献

Global conservation discourses and practices increasingly rely on market-based solutions to fulfill the dual objective of forest conservation and economic development. Although varied, these interventions are premised on the assumption that natural resources are most effectively managed and preserved while benefiting livelihoods if the market-incentives of a liberalised economy are correctly in place. By examining three nationally supported payment for ecosystem service (PES) schemes in Vietnam we show how insecure land tenure, high transaction costs and high opportunity costs can undermine the long-term benefits of PES programmes for local households and, hence, potentially threaten their livelihood viability. In many cases, the income from PES programmes does not reach the poor because of political and economic constraints. Local elite capture of PES benefits through the monopolization of access to forestland and existing state forestry management are identified as key problems. We argue that as PES schemes create a market for ecosystem services, such markets must be understood not simply as bald economic exchanges between ‘rational actors’ but rather as exchanges embedded in particular socio-political and historical contexts to support the sustainable use of forest resources and local livelihoods in Vietnam.  相似文献

Economic development and sustainable ecological and environmental development generally target different goals, and there are trade-offs and game-like behaviors between implementers and donors in reducing emissions from deforestation and degradation (REDD+) program. This paper analyzed the effects of evolutionary behaviors of REDD+ implementers and donors with respect to environmental service payments. Within a theoretical analysis framework, the evolutionary stable strategies of the implementers and donors under different contractual payments for ecosystem services (PES) scenarios are analyzed to explore contractual REDD+ payments through evolutionary game models. On this basis, anon-parametric local regression approach is used to analyze arrange of market-based contractual PES schemes in five REDD+ countries (Congo, Brazil, Ecuador, Nepal and Uganda). The results show the following: First, when the opportunity costs are less than the environmental benefits, some middle and high income developing countries are sufficiently incentivized to conserve forests, even without formal contractual PES scheme. This conservation occurs regardless of whether the industrialized countries will pay for the ecosystem services. Second, when the opportunity costs are greater than the environmental benefits, developing countries will generally not take the initiative to conserve forests when industrialized countries do not pay for the associated ecosystem services. Third, when there are enough contractual PES fines, developing countries will conserve forests, and the industrialized countries will pay for the ecosystem services. Finally, contractual PES fines are related to the costs of reducing emissions. Nepal has the largest marginal effect, and Uganda has the smallest. These results have implications for REDD+ program design and implementation: market-based contractual PES scheme should be given priority to regulate behavior of industrialized countries and developing countries in the PES scheme. Developing a targeted and differentiated contractual PES scheme requires an accounting of emission reduction costs in different countries.  相似文献

我国南方红壤区具有丰富的水热资源和优越的社会区位条件,是重要的农业生产基地。由于长期高强度的农业开发,同时山地丘陵的坡度较大,降水集中且强度大,导致该区生态功能退化、环境问题突出,威胁粮食安全和生态安全。以南方红壤区为研究对象,利用估算区域植被净生产力(Carnegie Ames-Stanford Approach,CASA)模型、InVEST模型及修正通用土壤流失方程(RUSLE)定量评估了该区退耕还林前后植被净初级生产力(Net Primary Production,NPP)、农作物生产(Crop Production,CP)、土壤保持(Soil Conservation,SC)和产水(Water Yield,WY)四种生态系统服务;采用偏相关分析和空间自相关分析探讨了各项生态系统服务间权衡与协同关系的时空变化特征和集聚特征,揭示了退耕还林对南方红壤区的多种生态系统服务间相互关系的影响。结果表明:(1)退耕还林后,南方红壤区的NPP、CPSCWY总体增强,但部分区域呈现减弱趋势。其中,NPP在南部呈现减弱趋势,SC在东北部减弱,CPWY均在东南沿海减弱;(2)退耕还林后,NPP与WY间由极显著协同关系(r=0.315,P=0.025)转变为显著权衡关系(r=-0.279,P=0.059):而SCWY间由无显著相关转变为极显著权衡关系(r=-0.427,P=0.024);(3)退耕还林前后,南方红壤区的NPP、CPSC的空间分布格局均未发生显著变化,而WY的空间分布发生较大变化;(4)四种生态系统服务间的权衡与协同关系空间异质性显著,CP-SC关系的Moran''s I指数最小(0.012),NPP-SC和NPP-WY关系的Moran''s I指数均大于0.7。研究结果有利于深入理解退耕还林对南方红壤区生态系统服务时空变化的影响,并为确定生态脆弱区的生态农林牧业的发展方向与面向可持续发展目标的生态系统服务优化调控提供科学依据。  相似文献

稻田生产对生态环境的影响具有两面性,为使稻田生产提供不同组合或更高水平的环境服务,需要补偿农户因转变操作方式而损失的收益。以云南省红河哈尼族彝族自治州哈尼稻作梯田系统为例,基于稻田生态系统特点以及农户个人的主观经济决策特征,从农户的微观经济决策的视角,探讨稻田生态系统服务供给机会成本的空间分布;再从区域的宏观经济行为的视角,探讨补偿标准与农户愿意提供的生态环境效益的关系。从而,以稻田生态功能改善为导向,以新增生态环境效益为目标,耦合农户的受偿意愿与机会成本,实现了从生态功能改善需求(新增生态效益)来确定动态的补偿标准的可能。计算发现,当生态功能改善的目标定为新增生态系统服务80.77×10~4元hm~(-2) a-1时,补偿的标准应为3000元/hm~2时;当生态功能改善的目标定为新增219.49×10~4元hm~(-2) a~(-1)时,补偿的标准应为9000元/hm~2时。  相似文献

成渝经济区是长江上游的生态屏障,其生态环境脆弱,维持和提高该区域的生态系统服务功能非常重要。基于2000和2007年遥感影像数据,利用GIS和RS工具定量分析了成渝经济区2000—2007年土地利用的时空变化特征,并运用改进的生态服务价值系数,评价了土地生态系统服务功能的动态变化。结果表明:研究期间区域内建设用地以5.3%的年增长率增加,增加面积1044.5km2;林地面积增加最大(2908.7km2),年变化率为0.5%;耕地、草地,水体和未利用地分别以-0.3%、-2.0%、-0.7%和-2.9%年变化率减少,其中耕地减少面积最大,为2388.9km2;2000—2007年土地生态系统服务功能有所上升,总价值由3188.4亿元增加到3211.5亿元;林地转入以及耕地和草地转出是导致总价值增加的主要原因,生态系统服务功能降低主要是由于林地转出所致。为维持区域生态系统服务功能,应加强对林地和湿地等生态系统服务价值高的土地类型的保护。  相似文献

依据2000年和2010年新疆生产建设兵团(以下简称新疆兵团)土地利用数据,利用中国陆地生态系统单位面积生态服务价值当量表,分析了新疆兵团生态服务价值的时空分异特征。结果表明:2000—2010年全兵团单位面积生态服务价值增加了204.61元hm-2a-1,年增长率为0.41%,耕地和林地生态服务价值呈增长趋势,草地、水域、湿地、未利用地生态系统服务价值呈减少趋势;2010年各师单位面积的生态系统服务价值差别很大,其基本规律为一师六师十师四师九师八师五师十四师七师二师十二师三师十三师,这与不同土地利用类型生态服务价值指数的差别和各师的土地利用程度存在密切关系;一师、二师、四师、六师、七师、八师、十师、十二师单位面积生态服务价值呈增加趋势,三师、五师、九师、十三师、十四师单位面积生态服务价值呈减少趋势;人为开垦是该区域生态系统服务价值时空动态变化的主要驱动因素。  相似文献

Climate finance investments and international policy are driving new community-based projects incorporating payments for ecosystem services (PES) to simultaneously store carbon and generate livelihood benefits. Most community-based PES (CB-PES) research focuses on forest areas. Rangelands, which store globally significant quantities of carbon and support many of the world''s poor, have seen little CB-PES research attention, despite benefitting from several decades of community-based natural resource management (CBNRM) projects. Lessons from CBNRM suggest institutional considerations are vital in underpinning the design and implementation of successful community projects. This study uses documentary analysis to explore the institutional characteristics of three African community-based forest projects that seek to deliver carbon-storage and poverty-reduction benefits. Strong existing local institutions, clear land tenure, community control over land management decision-making and up-front, flexible payment schemes are found to be vital. Additionally, we undertake a global review of rangeland CBNRM literature and identify that alongside the lessons learned from forest projects, rangeland CB-PES project design requires specific consideration of project boundaries, benefit distribution, capacity building for community monitoring of carbon storage together with awareness-raising using decision-support tools to display the benefits of carbon-friendly land management. We highlight that institutional analyses must be undertaken alongside improved scientific studies of the carbon cycle to enable links to payment schemes, and for them to contribute to poverty alleviation in rangelands.  相似文献

生态系统服务付费目前已成为生态系统服务研究的热点之一。参考Ostrom的社会-生态系统诊断框架,提取并总结影响生态系统服务付费执行效率的变量,建立了适合区域特点的项目绩效评估体系,并以哥斯达黎加(PSA)项目和中国退耕还林工程为例,探讨了该评估体系在生态系统服务付费效率诊断中的适用性。研究表明,依据该评估体系,未来中国在实施生态系统服务付费项目时应注意以下问题:建立生态系统服务付费的市场机制、实施多样化的付费方式;付费标准应考虑区域特征和供给方特征;建立生态系统服务付费项目的第三方监督和绩效评估机制;加强对生态系统服务的监测。  相似文献

This study uses document analysis and interviews to explore how the use of arguments for biodiversity and ecosystem services has evolved in recent years in the water industry in England and Wales, with a focus on investments in catchment management programmes. Changes to land management practices within catchment areas can lead to improved water quality and lower treatment costs, and also ancillary benefits to the natural environment and various stakeholders. Our analysis reveals the increasing effectiveness of arguments associated with ecosystem service values in enabling the industry regulator (Ofwat) to support water industry investments in catchment-level conservation projects. Ofwat has adopted a much more flexible approach to regulation, moving from initial resistance to ecosystem service framings and a dominant focus on financial benefits to customers, to acceptance that customers have a legitimate interest in environmental quality and a willingness to accept some ‘beneficiary pays’ solutions. Companies are now required by Ofwat to include environmental impacts in cost-benefit analysis of investments, alongside assessment of customer preferences and support. This has facilitated investments in catchment management with positive results for water companies, customers, farmers and the natural environment. The shift in arguments in this industry matches a broader shift at European and UK levels towards greater use of economic evidence and payment instruments. The challenge now is to stabilise a secure regulatory environment in which companies are encouraged to pursue innovative methods to benefit the wider interest of customers and the natural environment, today and in the future. Arguments based on the value of water quality improvements and of the wider associated ecosystem services benefits have been, and remain, a key tool for achieving the environmental improvements and economic efficiency gains associated with successful catchment management initiatives.  相似文献

山水林田湖草系统保护与修复的重要目标是维护和提升区域生态系统服务。基于山水林田湖草生命共同体理念,以维护和提升人类福祉所需的重要生态系统服务为目标,提出生态系统服务视角下的山水林田湖草系统治理框架,以实现流域生态系统整体保护、质量提升和格局优化。基于该框架,以洞庭湖流域为例,通过流域生态系统格局、生态系统质量状况分析、流域生态系统服务重要性评估和生态问题识别,构建流域生态安全格局,为实现可持续的山水林田湖草生命共同体提出系统保护与修复布局建议。通过洞庭湖流域的分析案例为流域山水林田湖草生态保护与修复重要区域的识别提供了可借鉴的指标和定量分析方法,为流域尺度构建生态安全格局、实现山水林田湖草系统保护和修复提供思路和途径。  相似文献
