This paper describes the role of the Office of Research Integrity (ORI), a component of the Public Health Service (PHS), in defining scientific misconduct in research supported with PHS funds and in establishing standards for responding to allegations of misconduct. The principal methods by which ORI exercises its responsibilities in this area are defining what types of behaviors undertaken by research investigators constitute misconduct, overseeing institutional efforts to investigate and report misconduct, and recommending to the Assistant Secretary for Health (ASH) PHS administrative actions when misconduct is identified. ORI also takes affirmative steps to promote research integrity through education, training, and other initiatives. The role of the research institution in responding to misconduct and promoting research integrity is complementary and overlapping with ORI's efforts but, as the employer of research investigators and front-line manager of the research, the institution has a greater opportunity to promote the highest standards of integrity in the day-to-day conduct of research. Finally, legal precedent established through civil litigation has played an important role in defining the standards that apply in determining when a breach of research integrity has occurred.  相似文献

African researchers and their collaborators have been making significant contributions to useful research findings and discoveries in Africa. Despite evidence of scientific misconduct even in heavily regulated research environments, there is little documented information that supports prevalence of research misconduct in Africa. Available literature on research misconduct has focused on the developed world, where credible research integrity systems are already in place. Public attention to research misconduct has lately increased, calling for attention to weaknesses in current research policies and regulatory frameworks. Africa needs policies, structural and governance systems that promote responsible conduct of research. To begin to offset this relative lack of documented evidence of research misconduct, contributors working in various research institutions from nine African countries agreed to share their experiences to highlight problems and explore the need to identify strategies to promote research integrity in the African continent. The experiences shared include anecdotal but reliable accounts of previously undocumented research misconduct, including some ‘normal misbehavior’ of frontline staff in those countries. Two broad approaches to foster greater research integrity are proposed including promotion of institutional and individual capacity building to instil a culture of responsible research conduct in existing and upcoming research scientist and developing deterrent and corrective policies to minimize research misconduct and other questionable research practices. By sharing these experiences and through the strategies proposed, the authors hope to limit the level of research misconduct and promote research integrity in Africa.  相似文献

The honesty and integrity of scientists is widely believed to be threatened by pressures to publish, unsupportive research environments, and other structural, sociological and psychological factors. Belief in the importance of these factors has inspired major policy initiatives, but evidence to support them is either non-existent or derived from self-reports and other sources that have known limitations. We used a retrospective study design to verify whether risk factors for scientific misconduct could predict the occurrence of retractions, which are usually the consequence of research misconduct, or corrections, which are honest rectifications of minor mistakes. Bibliographic and personal information were collected on all co-authors of papers that have been retracted or corrected in 2010-2011 (N=611 and N=2226 papers, respectively) and authors of control papers matched by journal and issue (N=1181 and N=4285 papers, respectively), and were analysed with conditional logistic regression. Results, which avoided several limitations of past studies and are robust to different sampling strategies, support the notion that scientific misconduct is more likely in countries that lack research integrity policies, in countries where individual publication performance is rewarded with cash, in cultures and situations were mutual criticism is hampered, and in the earliest phases of a researcher’s career. The hypothesis that males might be prone to scientific misconduct was not supported, and the widespread belief that pressures to publish are a major driver of misconduct was largely contradicted: high-impact and productive researchers, and those working in countries in which pressures to publish are believed to be higher, are less-likely to produce retracted papers, and more likely to correct them. Efforts to reduce and prevent misconduct, therefore, might be most effective if focused on promoting research integrity policies, improving mentoring and training, and encouraging transparent communication amongst researchers.  相似文献

Academic misconduct distorts the relationship between scientific practice and the knowledge it produces. The relationship between science and the knowledge it produces is, however, not something universally agreed upon. In this paper I will critically discuss the moral status of an act of research misconduct, namely plagiarism, in the context of different epistemological positions. While from a positivist view of science, plagiarism only influences trust in science but not the content of the scientific corpus, from a constructivist point of view both are at stake. Consequently, I argue that discussions of research misconduct and responsible research ought to be explicitly informed by the authors’ views on the relationship between science and the knowledge it produces.  相似文献

The core problems of scientific misconduct are systemic to the infrastructure of the conduct of scientific research itself, and therefore are probably immune to any short-term solutions. Renaming federal agencies, reorganizing monitoring activities, appointing new personnel, and other similar proposed remedies are necessary but insufficient measures. Indeed, the etiological factors in misconduct include an erosion of trust that stands in the way of the ethical integrity flowing from the major ethical principles identified in the Belmont Report. To make those principles applicable and useful to meet the challenges of current research activities, especially those involving human subjects, depends on our ability to foster an unprecedented cooperation of community resources.  相似文献

This article discusses the nature and purposes behind the three standards of proof commonly used in the United States. It summarizes the analytical constructs or standards of review courts commonly use to determine the constitutional validity of standards of proof (as well as other procedural protections) in physician disciplinary proceedings. It applies these constructs to the context of scientific misconduct and an illustrative case, and shows that sound policy and morals as well as procedural due process and equal protection provisions of the United States and some state constitutions require the use of the clear and convincing evidence standard of proof in scientific misconduct proceedings. That standard is necessary to protect scientists from misuse of scientific misconduct charges and proceedings, entailing, as they do, vast discretion in bureaucratic officials as well as staggering costs. The imminent rule making proceedings at the federal level will provide a special opportunity to right a wrong that long has been long visited upon academic scientists throughout the United States.  相似文献

This paper identifies three distinct narratives concerning scientific misconduct: a narrative of “individual impurity” promoted by those wishing to see science self-regulated; a narrative of “institutional impropriety” promoted by those seeking greater external control of science; and a narrative of “structural crisis” among those critiquing the entire process of research itself. The paper begins by assessing contemporary definitions and estimates of scientific misconduct. It emphasizes disagreements over such definitions and estimates as a way to tease out tension and controversy over competing visions of scientific research. It concludes by noting that each narrative suggests a different approach for resolving misconduct, and that the difference inherent in these views may help explain much of the discord concerning unethical behavior in the scientific community.  相似文献

Subsequent publication of incorrect scientific data may interfere with the process of implementation of new treatment modalities and insights and understanding of disease processes. We use a data set of Mexican researchers working abroad that are included in the Mexican National System of Researchers (SNI). Our diaspora sample includes 479 researchers, most of them holding postdoctoral positions in mainly seven countries: USA, Great Britain, Germany, France, Spain, Canada and Brazil. Their research output and impact is explored in order to determine their patterns of production, mobility and scientific collaboration as compared with previous studies of the SNI researchers in the periods 1991–2001 and 2003–2009. Our findings confirm that mobility has a strong impact on their international scientific collaboration. We found no substantial influence among the researchers that got their PhD degrees abroad from those trained in Mexican universities. There are significant differences among the areas of knowledge studied: biological sciences, physics and engineering have better production and impact rates than mathematics, geosciences, medicine, agrosciences, chemistry, social sciences and humanities. We found a slight gender difference in research production but Mexican female scientists are underrepresented in our diaspora sample. These findings would have policy implications for the recently established program that will open new academic positions for young Mexican scientists.  相似文献

The creation of the ProAlcool (National Alcohol Programme) late in 1975 for the production of fuel alcohol has raised varied criticisms as to the possible consequences for food production in Brazil. This food ‘problem’ in Brazil is embedded in its socio-economic and political system. Agricultural production has kept ahead of population growth, but the main beneficiaries have been commodity export crops; the issue can be identified as ‘commodity export crop production versus crop production for the domestic market’ rather than ‘food versus fuel’. The possible effects of the ProAlcool on food production have been exaggerated and the real implications largely overlooked. The sugar and alcohol sector is today among Brazil's largest industries and, with all its faults, the ProAlcool remains the world's most successful biomass energy programme and as such its importance extends beyond Brazil's national boundaries. Biomass has been demonstrated by a Third World country to be a viable alternative or complement to oil on a national scale. Despite the current (1986) low oil prices an interministerial commission has recently recommended that the ProAlcool programme should be maintained.  相似文献

Attention to these issues will improve research outcomes and reduce negative consequences in research. This article reviews the history and current state of ethanol production from sugarcane in Brazil and presents a strategy for improving ecosystem services and production. We propose that it is possible to produce ethanol from sugarcane while maintaining or even recovering some of Brazil's unique neotropical biodiversity and ecosystem climate services. This approach to the future of sustainable and responsible ethanol production is termed the ‘midway’ strategy. The ‘midway’ strategy involves producing the necessary biotechnology to increase productivity while synergistically protecting and regenerating rainforest. Three main areas of scientific and technological advance that are key to realizing the ‘midway’ strategy are: (i) improving the quality of scientific data on sugarcane biology as pertains to its use as a bioenergy crop; (ii) developing technologies for the use of bagasse for cellulosic ethanol; and (iii) developing policies to improve the ecosystem services associated with sugarcane landscapes. This article discusses these three issues in the general context of biofuels production and highlights examples of scientific achievements that are already leading towards the ‘midway’ strategy.  相似文献

Friedrich von Huene’s important scientific research on tetrapod fossils from Central Brazil has received little attention, even though it represents a significant contribution to early studies of vertebrate paleontology in the country including the first discoveries of dinosaur fossils in Brazil. von Huene described five reptile taxa in two papers published in important German scientific journals and used these specimens to make paleogeographic inferences regarding the Cretaceous of the Southern Hemisphere. von Huene warrants recognition as the first specialist to describe in detail the fossil reptile fauna of Central Brazil, which was made possible only by his network of contacts with important and influential naturalists of the cities of Rio de Janeiro and São Paulo.  相似文献

The presence of researchers from Western (i.e., developed world) institutions in Amazonia has frequently been contentious due to fears of ‘scientific imperialism’ or suspicions that they may be exerting undue influence over research agendas and knowledge production to the detriment of local researchers. Such negative perceptions are widespread, but not well substantiated. A more nuanced understanding of these issues requires information on who is conducting research in Amazonia and how knowledge production has changed over time. We performed a bibliometric analysis on Thomson Reuters'ISI Web of Science of all research articles about the Amazon published in three time periods: 1986–1989, 1996–1999, and 2006–2009. We found that the number of articles published and the diversity of countries involved in Amazonian research increased dramatically over the three time periods. The representation of several Amazonian countries—especially Brazil—increased, while the proportion of articles without a single author from an Amazonian country also increased. The results indicate that the research capacity of Amazonian countries has increased, but that leadership of high‐impact projects may still largely reside with researchers from developed countries.  相似文献

Traditionally, studies of scientific productivity are biased in two ways: they are based on Current Contents, an index centered in British and American journals, and they seldom correct for population size, ignoring the relative effort that each society places in research. We studied national productivity for biology using a more representative index, the Biological Abstracts, and analyzed both total and relative productivity. English dominates biological publications with 87% (no other individual language reaches 2%). If the USA is considered a region by itself, it occupies the first place in per capita production of biology papers, with at least twice the productivity of either Asia or Europe. Canada, Oceania and Latin America occupy an intermediate position. The global output of scientific papers is dominated by Europe, USA. Japan, Canada, China and India. When corrected for population size, the countries with the greatest productivity of biology papers are the Nordic nations, Israel, Switzerland, Netherlands, Australia, Saint Lucia and Montserrat. The predominance of English as the language of biological research found in this study shows a continuation of the trend initiated around the year 1900. The large relative productivity of the USA reflects the importance that American society gives to science as the basis for technological and economic development, but the USA's share of total scientific output has decreased from 44% in 1983 to 34% in 2002, while there is a greater growth of science in India, Japan and Latin America, among others. The increasing share obtained by China and India may reflect a recent change in attitude towards funding science. The leadership of Nordic nations, Israel, Switzerland, Netherlands and Australia can be explained by cultural attitude. Apparently, a positive trend is emerging in Latin America, where Chile improved its ranking in per capita productivity but Argentina, Costa Rica, Uruguay, Brazil and Cuba fell. Nevertheless, the most productive countries in total number of papers are Brazil, Mexico and Argentina: large countries with a long tradition of funding scientific research.  相似文献

This scientific note reports the association between the parasitoid Conura morleyi (Ashmead) and Brassolis sophorae laurentii Stichel pupae in the State of Alagoas, Brazil. This parasitoid exhibits gregarious development, with production up to 146 individuals per pupa throughout a single opening.
