For most of the twentieth century the state was not a major part of the anthropological toolkit. Despite significant archaeologically driven work on evolution and state formation, most socio-cultural anthropologists have viewed the state with empiricist scepticism, populist hostility, or ethnographic indifference. Typically, state-theory has been left to other disciplines, such as political science and sociology. Since the end of the cold war there has been a greatly increased interest in the state among anthropologists. Philip Abrams, Michael Herzfeld, and Akhil Gupta, who coined the phrase “ethnography of the state”, have been particularly important to this development. However, there remains no serious engagement with the body of state-theory generated, over the last century, by political activists, scientists, sociologists, and anthropologists. It will be argued that this has allowed for the growth of an unproblematised orthodoxy around an ethnographically informed variant of classic American pluralist state-theory. This orthodoxy has hobbled the understanding and explanation of complex political phenomena, led to confusion between hypotheses and conclusions, and tied parts of the discipline to a partisan political project that remains largely un-interrogated. This essay seeks to provide context and clarification on state-theory as a step towards discussion of anthropology’s contemporary engagement with the state and broader questions of political action and social change.  相似文献

In the early twentieth century, the body was seen as both an ontogenetic and a phylogenetic entity. In the former case, its individual development, it was manifestly changeable, developing from embryo to maturity and thence to a state of decay. But in the latter case, concerning its development as a species, the question was an open one. Was its phylogenetic nature a stationary snapshot of the slow process of evolution, or was this too mutable? Historians have emphasised that the question of acquired inheritance remained open into the twentieth century; this paper explores how various constructions of the individual as a phylogenetic episode—a stage in the race’s evolution—related to representations of the body in the same period.A discussion of the work of the brothers Josef and Karel Čapek offers a contextualised answer to the question of bodily representation. Karel Čapek (1890–1938) explored the nature of the ‘average man’ through two different organisms, the robot and the amphibian, epitomes respectively of corporeal permanence and plasticity. Josef Čapek (1887–1945), along with other members of the Group of Plastic Artists, explored visual representations of the body that challenged cubist Bergsonian norms. In so doing, he affirmed what his brother also held: that despite the constrictions imposed by the oppressive political conditions in which the Czechs found themselves, the individual body was a fragile but fluid entity, capable of effecting change upon the future evolution of humankind.  相似文献

The prevalence of chronic diseases has increased in recent decades. Some forms of the built environment adopted during the 20th century—e.g., urban sprawl, car dependency, and dysfunctional streetscapes—have contributed to this. In this article, I summarise ways in which the built environment influences health and how it can be constructed differently to promote health. I argue that urban planning is inevitably a social and political activity with many ethical dimensions, and I illustrate this with two examples: the construction of a hypothetical new suburb and a current review of planning legislation in Australia. I conclude that (1) constructing the built environment in ways that promote health can be ethically justified, (2) urban planners and public health workers should become more skilled in the application of ethical considerations to practical problems, and (3) the public health workforce needs to become more competent at influencing the activities of other sectors.  相似文献

ABSTRACT

In contemporary China, migrant workers have gathered in urban villages and formed communities of their own. The regulative power of the state has not fully penetrated these enclaves, thus creating opportunities for NGOs to shoulder many of the ongoing welfare responsibilities. The primary goal of this study was to explore how NGO service projects can generate a new type of disciplinary power through give-and-take practices. I argue that service projects allow the givers to transform their economic power and social resources into political power, through which social inequality is obscured, legitimised, and translated into the delivery of ‘love’, ‘caring’ and ‘compassion’. Such political power also delivers middle-class values and lifestyles to rural migrants, who feel obligated to transform their subjectivities in order to reciprocate.  相似文献

This article explores the efforts of the Venezuelan government to improve food security and rural livelihoods with an experimental cattle-breeding project. It investigates the activities of a state enterprise in the western plains and how the selective-breeding practices of veterinary experts intersect with the logic of capital and biopolitics. Contributing to debates on the interaction between society and environment, the analysis suggests that ‘endogenous development’, or the reduction of poverty through internal markets, draws on systems of knowledge that treat the biology of animals as a field of intervention for the resolution of social contradictions. To reduce reliance on petroleum rent and food imports, Venezuelan experts have sought to create a new breed of cattle suited to the nation's diverse ecologies. But the knowledge systems which guide this project are embedded with a host of cultural and economic assumptions that subvert the successful application of this biotechnology. Ultimately, this article seeks to increase knowledge of the techno-politics of resource states at the start of the twenty-first century and the ways in which cultures of expertise impact food sovereignty.  相似文献

In 1990 a rumor that public health workers were administering a vaccine to sterilize girls and women spread throughout Cameroon. Schoolgirls leapt from windows to escape the vaccination teams, and the vaccination campaign (part of the Year of Universal Child Immunization) was aborted. This article traces the origin and development of this rumor. Theories of rumor and ambiguous cultural response to new technologies shed some light on its genesis and spread, but explain neither its timing nor its content. For this task we need to examine the historical context of Cameroonian experience with colonial vaccination campaigns and the contemporary contexts of the turmoil of democratization movements and economic crisis, concurrent changes in contraceptive policy, and regional mistrust of the state and its "hegemonic project." Drawing on Bayart's politique du ventre and White's thoughts on gossip, we explore this rumor as diagnostic of local response to global and national projects. This response, expressed in this case through the idiom of threats to local reproductive capacity, reveals a feminine side to local-global relations, a politics of the womb.  相似文献

Research has revealed an association between individual physical strength and attitudinal support for modern war. Physical strength of one individual has an infinitesimal effect on the outcomes of state-level aggression involving large-scale armies and complex military technology. The fact that stronger individuals do support such aggression hints at an evolved psychology specialized for small-scale coalitional aggression, where strength of coalition members non-negligibly contribute to the net coalition strength. Here, I examined whether strength also accounts for participation in modern political aggression, as contrasted to mere support. Given that contemporary political aggression primarily occurs within—not between—states, I focused on intra-state forms of political violence, specifically violent antigovernment protests. To enhance external and ecological validity, I relied on large probability samples from both non-WEIRD and WEIRD countries experiencing political violence (N = 6283; interviewees were quota-sampled from YouGov online panels to generate representative samples of online adult populations). Multinational analyses revealed that self-perceived strength significantly predicts intentions to participate in political violence and self-reported participation, and that this association is stronger among young interviewees, but not among men (compared to women). The predictive power of strength was modest but comparable to that of gender, an established predictor of aggression. I discuss why the fact that strength—a physiological variable—relates to political violence—a complex modern phenomenon—is remarkable. Subsequently, I suggest a new research agenda that draws on insights from evolutionary research to study modern political violence.  相似文献

Caribbean diaspora intellectuals have contributed significantly to African-American political struggles over the years, despite arguments by some African-American intellectuals about what they discern as West Indian negativism, extremism, and divisiveness in American political life. This essay examines the legacy of a representative sample of diasporic Caribbean intellectuals since the time of the Harlem Renaissance in the 1920s and culminating in the 1970s, notably, Garvey, members of the African Blood Brotherhood [ABB], C.L.R. James, and Walter Rodney, to demonstrate the phenomenal ideological vision, organizational capability, and political activism they have brought into fostering solidarity with African Americans in the struggle for fundamental change. The focus here is on their respective contributions to the debate on the relationship between class and race in America and the black diaspora generally, which has helped to shape the form, and orient the direction of African-American and Caribbean diasporic struggles for the better part of the twentieth century.  相似文献

Genealogy, or the study of one's ancestral patri-lineage, has a long and esteemed pedigree in French Canadian and Québécois history. From Cyprien Tanguay's late-nineteenth-century encyclopedias to René Jetté's updated versions more than a century later, genealogy has been an important component of French Canadian nationalisms. Tracing one's ancestry back to the early St. Lawrence settlement in the seventeenth century has provided Québécois subjects with opportune political and social capital with which to make territorial and national claims legitimate. Through a case study approach, I explain how genealogy provides the grounds upon which Québécois and French subjects remember a shared past. Specifically, I examine a variety of sites of memory in the French countryside, including a museum that relies on ‘genealogics’ to call the French Canadian Québécois back to its roots. As such, I demonstrate how the biological, read as a contemporary articulation of Balibar's notion of the racial supplément necessary to nation building, travels across the Atlantic.  相似文献

We collected information on 860 stream restoration projects in four states in the southeastern United States—Georgia, Kentucky, North Carolina, and South Carolina—to gain a better understanding of the practice of stream restoration in this area of high aquatic biodiversity and rapid metropolitan expansion. This was completed as a part of the National River Restoration Science Synthesis, with the larger goal of understanding the state of the science of stream restoration. Stream restoration project density, goals, and monitoring rates varied by state, although southeastern monitoring rates were higher than in other parts of the country. North Carolina had the most projects in the Southeast, of which 36% were monitored. In‐depth phone interviews with project managers from a random subsample of projects provided insights into the process of stream restoration. Land availability was the most common basis for site prioritization, and 49% of projects involved mitigation. Although 51% of projects were associated with a watershed assessment, only 30% of projects were done as part of a larger plan for the watershed. Projects were monitored using physical (77% of monitored projects), chemical (36%), and biological (86%) variables, although many projects were planned and ultimately evaluated based on public opinion. Our results suggest that stream restoration in the southeastern United States is at an exciting point where better incorporation of a watershed perspective into planning and establishment and evaluation of stated, measurable success criteria for every project could lead to more effective projects.  相似文献

This article provides a new lens for analyzing power formations in human rights practices by examining Ghanaian struggles over a Domestic Violence Bill. While the hegemonic character of human rights advocacy is well-established, we know less about exercises of power in discourses and practices that oppose rights. I analyze how the Ghanaian government constructed the discourse of cultural sovereignty and deployed it against women's rights. The government legitimated this discourse by appropriating the voice of ‘the people’ and superimposing notions of ‘foreignness’ onto both the Bill and Ghanaian women's rights activists. Drawing on the historiography of colonialism and ethnography of political performance, I argue that this case illustrates how the discourse of cultural sovereignty is mobilized in a struggle over shifting configurations of gender, political activism, and state sovereignty.  相似文献

In this paper, I discuss the recent discovery of alleged arsenic bacteria in Mono Lake, California, and the ensuing debate in the scientific community about the validity and significance of these results. By situating this case in the broader context of projects that search for anomalous life forms, I examine the methodology and upshots of challenging biochemical constraints on living things. I distinguish between a narrower and a broader sense in which we might challenge or change our knowledge of life as the result of such a project, and discuss two different kinds of projects that differ in their potential to overhaul our knowledge of life. I argue that the arsenic bacteria case, while potentially illuminating, is the kind of constraint-challenging project that could not—in spite of what was said when it was presented to the public—change our knowledge of life in the deeper sense.  相似文献

During the 2013 Gezi protests in Turkey, volunteering health professionals provided on-site medical assistance to protesters faced with police violence characterized by the extensive use of riot control agents. This led to a government crackdown on the medical community and the criminalization of “unauthorized” first aid amidst international criticisms over violations of medical neutrality. Drawing from ethnographic observations, in-depth interviews with health care professionals, and archival research, this article ethnographically analyzes the polarized encounter between the Turkish government and medical professionals aligned with social protest. I demonstrate how the context of “atmospheric violence”—the extensive use of riot control agents like tear gas—brings about new politico-ethical spaces and dilemmas for healthcare professionals. I then analyze how Turkish health professionals framed their provision of health services to protestors in the language of medical humanitarianism, and how the state dismissed their claims to humanitarian neutrality by criminalizing emergency care. Exploring the vexed role that health workers and medical organizations played in the Gezi protests and the consequent political contestations over doctors’ ethical, professional, and political responsibilities, this article examines challenges to medical humanitarianism and neutrality at times of social protest in and beyond the Middle East.  相似文献

In debates between holism and reductionism in biology, from the early twentieth century to more recent re-enactments involving genetic reductionism, developmental systems theory or systems biology, the role of chance - the presence of theories invoking chance as a strong explanatory principle - is hardly ever acknowledged. Conversely, Darwinian models of chance and selection (Dennett, 1995; Kupiec, 1996, 2009) sit awkwardly with reductionist and holistic concepts, which they alternately challenge or approve of. I suggest that the juxtaposition of chance and the holism-reductionism pair (at multiple levels, ontological and methodological, pertaining to the vision of scientific practice as well as to the foundations of a vision of Nature, implicit or explicit) allows the theorist to shed some new light on these perennial tensions in the conceptualisation of Life.  相似文献

This article examines the practices of ‘flexible kinship’ used by Chinese migrants in colonial Tahiti. ‘Flexible kinship’ draws attention to the strategic uses that are made of kinship in the context of migration and diaspora: the adjustments to cultural, political, and legal borders that lead to changes in family forms and in the relations between kin. Using a multi‐generational perspective, I examine how families were shaped by successive changes and reversals in legal‐political and economic events and conjunctures over the long twentieth century. I argue for the importance of addressing transnational border‐crossing practices that involve not just a spatial extension of networks but also legal strategies within the host locality. I further show that if it is true that the Confucian hierarchical order has conditioned transnational practices of flexible kinship, then this hierarchy has not only bent to the circumstances, it has to a great extent been weakened. Finally, I argue that the history of familial adjustments has shaped a habitus that maximizes economic and legal security, especially among women.  相似文献

Over the last decade there has been increasing scholarly interest in the ethnic character of the Indian state. This interest has coincided with the rise of the Hindu revivalist Bharatiya Janata Party [BJP], nation‐wide clashes between Hindus and Muslims, and bitter conflict over affirmative action for backward classes. Simultaneously, the Indian state has been confronted by regional movements in Kashmir, Assam and Punjab seeking secession from the Indian Union. By focusing on the Punjab crisis this article argues that conventional explanations have concentrated on national political centralization and regional economic factors, to the neglect of Sikh ethno‐nationalism and its dialectical relationship with strategies for ethnic conflict management followed by the Indian state since 1947. Drawing on recent revisionist accounts, the Indian state, it is suggested, should be viewed as a form of an ethnic democracy in which hegemonic control is exercised over non‐Hindu ethnic groups. The Punjab case‐study shows that hegemonic control has characterized the relationship between the Sikhs and the Indian state between 1947 and 1984, and efforts to re‐establish hegemonic control after 1984 degenerated into violent control. The experience of the last ten years suggests that hegemonic control and violent control are unlikely to provide an enduring solution to the Punjab crisis. Rather, there is a need to address fundamentally the crisis of the Indian political system and how it has managed its minorities since 1947. Central to this reassessment is the viability of India's majoritarian political system in the context of an ethnically plural society.  相似文献

Early paradigms in political anthropology identified formal government councils as a subject for cross-cultural comparison (structural functionalism) or as a political resource for goal-orientated actors (transactionalism). Recent concerns with power and regulation can also profit from a focus on local-level government councils by using them to explore the conceptual and empirical linkages between 'common sense' and 'governmentality'. In this article, as a point of entry, we highlight a key moment in the history of Britain's colonial and hegemonic project in Ireland, namely the orderly administrative transition from colony to state which occurred in Ireland after 1919. By constructing a historical narrative of a local government council in the southeast after 1850, and of its material and discursive bases, we show how the actions and ideologies of elite farmers were implicated in this orderly administrative transition and, therefore, how the concepts of governmentality, hegemony, and common sense might be linked.  相似文献

During the twentieth century a substantial body of objective knowledge about ethnic and racial relations was built up. A variety of academic disciples continue to contribute to its growth. University teaching synthesises new findings and existing understandings in the attempt to formulate general principles. Research workers and students are attracted by the urgency of the political problems associated with this field of study, yet, paradoxically, the further growth of knowledge is constrained by the way political interests narrow intellectual horizons. Teaching about the sociology of ethnic and racial relations pays too little attention to the ways in which the body of knowledge has been assembled, to its practical applications, and to the importance of comparative study for further advance.  相似文献

The scope of this paper is to highlight models of reticulate evolution in a dual sense: (1) by stressing the importance of early models of horizontal/lateral transfer instead of models of unilinear vertical transfer in biology, linguistics, anthropology and related disciplines, and (2) by demonstrating that the acceptance of evolutionism as leitmotif in the nineteenth century was only possible by intense and repeated networks between scholars of different academic realms which lead to the assumption that the development of biological species and human cultures could be perceived as part of the same co-evolutionary process. Contrary to these widely popularized models of unilinear evolution, I would like to draw attention to alternative theories emphasizing the horizontal transfer of words, phenotypes/genotypes, and culture traits. Examples are the method of areal typology in linguistics, the theory of endosymbiosis in biology, and the anti-evolutionist attitude in Boasian anthropology, combined with an emphasis on the diffusion of culture traits. Further, it shall be pointed out that, even when—after the general dismissal of evolutionist ideas in the beginning of the twentieth century—the idea of co-evolutionary processes in the development of human populations and languages was again forwarded in the late twentieth century, this ‘modern synthesis’ of genetics, linguistics and archeology relied largely on interdisciplinary reticulations between sciences and humanities and serves as another example of reticulate evolution.  相似文献

OBJECTIVE: To monitor the conduct of medical research projects that have already been approved by the local medical research ethics committee. DESIGN: Follow up study of ethically approved studies (randomly selected from all the studies approved in the previous year) by examination of patients'' case notes, consent forms, and research records and by interview of the researchers at their workplace. SETTING: Tayside, Scotland (mixed rural and urban population). SUBJECTS: 30 research projects approved by Tayside local medical research ethics committee. MAIN OUTCOME MEASURES: Adherence to the agreed protocol, particularly for recruitment (obtaining and recording informed consent) and for specific requirements of the ethics committee, including notification of changes to the protocol and of adverse events. RESULTS: In one project only oral consent had been obtained, and in a quarter of the studies one or more consent forms were incorrectly completed. Inadequate filing of case notes in five studies and of consent forms in six made them unavailable for scrutiny. Adverse events were reported, but there was a general failure to report the abandoning or non-starting of projects in two studies the investigators failed to notify a change in the responsible researcher. CONCLUSIONS: Monitoring of medical research by local medical research ethics committees promotes and preserves ethical standards, protects subjects and researchers, discourages fraud, and has the support of investigators. We recommend that 10% of projects should undergo on-site review, with all others monitored by questionnaire. This would require about six person hours of time and a salary bill of 120 pounds per study monitored.  相似文献
