In the past few decades, Latin America has encountered two related developments that are transforming indigenous peoples' ownership, use, and management of land and resources. The first has been a wave of political organizing among indigenous communities. International linkages, national and regional confederations, and local, intercommunal organizations have proliferated across Central and South America. Secondly, there has been a swift rise in the number and influence of nongovernmental organizations (NGOs), which have brought unprecedented financial support and political leverage to the struggles of indigenous people. This paper examines development, natural resource management, and ecopolitics in the Chiquitano communities of Lomerio in the Bolivian lowlands. I discuss the impact of NGO and government policies and practices on Chiquitano political organization, and present examples of political agency on the part of the Chiquitanos, and features of the structural conditions that frame relations among the different groups.  相似文献

This article explores how non-governmental organizations (NGOs) in South Korea articulate and implement disciplinary citizenship in the resettlement of North Korean refugees. Fieldwork based on in-depth interviews reveals that NGOs play a pivotal role in carrying out the state-led resettlement project at the local level. As disciplinary agents, NGOs mirror the state's policy in their emphasis on self-sufficiency and workfare as they encourage North Koreans to become economically productive citizens. Concomitantly, they emphasize civic contributions and volunteerism as a remedy for improving the social reputation of North Koreans as welfare recipients to that of contributing citizens. This focus on active, responsible citizenship aims at disciplining North Koreans to become docile subjects at the bottom of the social ladder, despite persistent economic difficulties and social marginalization in South Korea. Thus, refugees are pressured not only to achieve economic self-sufficiency, but to contribute to society in order to claim their sociocultural citizenship.  相似文献

Abstract

The Southern Cone of South America and the adjacent regions of the South Atlantic and South Pacific Oceans, as well as the opposite regions of the Antarctic, present some difficult legal, political, economic, and military problems. As the tip of the Southern Cone has been conflict prone, the political and military interests of Argentina and Chile have tended to predominate. The 1984 Argentine‐Chilean Treaty of Peace and Friendship was a significant achievement in conflict resolution, and could lead to greater economic, political and even military cooperation between the two states. Nonetheless, the general area at the tip of the Southern Cone remains conflict prone as evidenced in part by the conflicts over the Falklands/Malvinas Islands, the Beagle Channel, the Drake Passage, and the Antarctic.  相似文献

ObjectivesDespite the global expansion of supply chains and changes to the production process, few studies since the mid-1990s and 2000s have examined reproductive risks of the microelectronics industry; we examined the reproductive risks among female microelectronics workers in South Korea.MethodsBased on claim data from the National Health Insurance (2008–2012), we estimated age-specific rates of spontaneous abortion (SAB) and menstrual aberration (MA) among women aged 20 to 39 years. We compared data between microelectronics workers and three different control groups: economically inactive women, the working population as a whole, and workers employed in the bank industry. For an effect measure, age-stratified relative risks (RRs) were estimated.ResultsFemale workers in the microelectronics industry showed significantly higher risk for SAB and MA compared to control groups. The RRs for SAB with reference to economically inactive women, working population, and bank workers in their twenties were 1.57, 1.40, and 1.37, respectively, and the RRs for MA among females in their twenties were 1.54, 1.38, and 1.48, respectively. For women in their thirties, RRs for SAB were 1.58, 1.67, and 1.13, and those for MA were 1.25, 1.35, and 1.23 compared to the three control populations, respectively. All RRs were statistically significant at a level of 0.05, except for the SAB case comparison with bank workers in their thirties.ConclusionsDespite technical innovations and health and safety measures, female workers in microelectronics industry in South Korea have high rates of SAB and MA, suggesting continued exposure to reproductive hazards. Further etiologic studies based on primary data collection and careful surveillance are required to confirm these results.  相似文献

Non-governmental aid programs are an important source of health care for many people in the developing world. Despite the central role non-governmental organizations (NGOs) play in the delivery of these vital services, for the most part they either lack formal systems of accountability to their recipients altogether, or have only very weak requirements in this regard. This is because most NGOs are both self-mandating and self-regulating. What is needed in terms of accountability is some means by which all the relevant stakeholders can have their interests represented and considered. An ideally accountable decision-making process for NGOs should identify acceptable justifications and rule out unacceptable ones. Thus, the point of this paper is to evaluate three prominent types of justification given for decisions taken at the Dutch headquarters of Médecins sans Frontières. They are: population health justifications, mandate-based justifications and advocacy-based justifications. The central question at issue is whether these justifications are sufficiently robust to answer the concerns and objections that various stakeholders may have. I am particularly concerned with the legitimacy these justifications have in the eyes of project beneficiaries. I argue that special responsibilities to certain communities can arise out of long-term engagement with them, but that this type of priority needs to be constrained such that it does not exclude other potential beneficiaries to an undesirable extent. Finally, I suggest several new institutional mechanisms that would enhance the overall equity of decisions and so would ultimately contribute to the legitimacy of the organization as a whole.  相似文献

The importance of making plans on projects and measures, aimed at the prevention of HIV infection and the social development of female sex workers (FSW) with due regard to observing the principles of human rights protection, is discussed. The materials and resolutions of the First International Conference "Social Development of HIV-Vulnerable Groups of Population", held of Kiev on December 26, 1998, are presented. The conference was attended by representatives of state and public organizations, specialists on the organization of the prevention of HIV and sexually transmitted diseases among FSW, lawyers, physicians and representatives of the HIV-vulnerable target group (FSW) from 7 Ukrainian cities and from Belarus. All these activities contributed to the implementation of the Project "FSW Network Initiative with NGOs" in 11 Ukrainian cities, starting from September 1999, with the support of UNAIDS. The possibility of the mobilization of FSW for organizing self-support groups with a view to protect their rights and to take themselves measures for HIV/AIDS prevention among FSW is shown.  相似文献

BackgroundKwaZulu-Natal (KZN) has the highest burden of notified multidrug-resistant tuberculosis (MDR TB) and extensively drug-resistant (XDR) TB cases in South Africa. A better understanding of spatial heterogeneity in the risk of drug-resistance may help to prioritize local responses.MethodsBetween July 2012 and June 2013, we conducted a two-way Lot Quality Assurance Sampling (LQAS) study to classify the burden of rifampicin (RIF)-resistant TB among incident TB cases notified within the catchment areas of seven laboratories in two northern and one southern district of KZN. Decision rules for classification of areas as having either a high- or low-risk of RIF resistant TB (based on proportion of RIF resistance among all TB cases) were based on consultation with local policy makers.ResultsWe classified five areas as high-risk and two as low-risk. High-risk areas were identified in both Southern and Northern districts, with the greatest proportion of RIF resistance observed in the northernmost area, the Manguzi community situated on the Mozambique border.ConclusionOur study revealed heterogeneity in the risk of RIF resistant disease among incident TB cases in KZN. This study demonstrates the potential for LQAS to detect geographic heterogeneity in areas where access to drug susceptibility testing is limited.  相似文献

In October 2012, the Haitian Ministry of Health and the US CDC were notified of 25 recent dengue cases, confirmed by rapid diagnostic tests (RDTs), among non-governmental organization (NGO) workers. We conducted a serosurvey among NGO workers in Léogane and Port-au-Prince to determine the extent of and risk factors for dengue virus infection. Of the total 776 staff from targeted NGOs in Léogane and Port-au-Prince, 173 (22%; 52 expatriates and 121 Haitians) participated. Anti-dengue virus (DENV) IgM antibody was detected in 8 (15%) expatriates and 9 (7%) Haitians, and DENV non-structural protein 1 in one expatriate. Anti-DENV IgG antibody was detected in 162 (94%) participants (79% of expatriates; 100% of Haitians), and confirmed by microneutralization testing as DENV-specific in 17/34 (50%) expatriates and 42/42 (100%) Haitians. Of 254 pupae collected from 68 containers, 65% were Aedes aegypti; 27% were Ae. albopictus. Few NGO workers reported undertaking mosquito-avoidance action. Our findings underscore the risk of dengue in expatriate workers in Haiti and Haitians themselves.  相似文献

Chinese non-governmental organizations (NGOs) have played a significant role in the battle against AIDS in the People's Republic of China. This article provides a brief overview of the structure of these organizations, as well as an analysis of their principle accomplishments. Of great significance in this analysis is the fact that Chinese NGOs have effectively dealt with many sensitive health education areas that government authorities have felt reluctant to handle directly. As such, they have provided an indispensable component in the HIV/AIDS prevention and control calculus on the mainland.  相似文献

Abstract

This paper explores issues of belonging and agency among asylum seekers and refugee women of African origin in the UK. It discusses the ways these women engendered resistance in their everyday life to destitution, lack of cultural recognition, and gender inequality through the foundation of their own non-governmental organization, African Women's Empowerment Forum, AWEF, a collective ‘home’ space.

The focus of this account is on migrant women's agency and self-determination for the exercise of choice to be active actors in society. It points to what might be an important phenomenon on how local grassroots movements are challenging the invisibility of asylum seekers’ and refugees’ lives and expanding the notion of politics to embrace a wider notion of community politics with solidarity.

AWEF is the embodiment of a social space that resonates the ‘in-between’ experience of migrant life providing stability to the women members regarding political and community identification.  相似文献

Abstract

The paper aims to examine occupational hazard exposures and health risks in wooden toys processing industry in the Southern Thailand. A walk-through survey was conducted as well as environmental and personal dust sampling measurements were performed during June 2015–January 2016. A cross-sectional study was conducted among 704 workers. Environmental and personal noise and wood dust samplings (NIOSH method 0500 and 0600) were conducted. The workers were exposed to wood dust at levels of 0.4581?mg/m3 for total dust (SD = 0.4391) and 1.111?mg/m3 for respirable dust (SD = 0.3450), respectively. The pulmonary defects among male had higher prevalence than female the (OR = 1.49; 95%CI = 0.97–2.29). Aged group <25 years old had significant lower than aged group >40 years old for almost twice (OR = 0.48). Male workers were significantly at lower risk for noise-induced hearing loss (NIHL) than females (OR = 0.54; 95%CI = 0.34–0.84). This study provides evidence that pulmonary defects among aged group <25 years old had significant lower than aged group >40 years old (p?=?.026). Purpose

Organizational life cycle assessment (O-LCA) is an emerging method to analyze the inputs, outputs, and environmental impacts of an organization throughout its value chain. To facilitate the method’s application, the Guidance on Organizational Life Cycle Assessment was published within the UNEP/SETAC Life Cycle Initiative and applied by 12 “road-testing” organizations. In this paper, different aspects of the road testers’ studies are displayed and analyzed according to the feedback of the road testers.

Methods

An anonymous survey about the method application was conducted among the road testers. The analysis assessed, among others: (i) which goals the organizations initially pursued and their achievement; (ii) how previous experience with environmental tools contributed to the study design; (iii) which methodological options were chosen (like the scope of the study, data collection approaches, impact assessment methods and tools, and data sources); and (iv) which methodological challenges were faced.

Results and discussion

The survey showed that analytical goals were of priority for most road testers and obtained a higher achievement level than managerial and societal goals for which either long-term measures or the inclusion of stakeholders are needed. Previous experience with product- or organization-related tools considering the whole life cycle proves useful due to available data and/or organizational models. The categorization of organizational activities, data collection, data quality assessment, and interpretation proved being the most challenging methodological elements. In addition, three cross-cutting issues of method application were identified: aligning the O-LCA study to previous environmental activities, designing the study, and availability of personnel and software resources.

Conclusions

The road-testing organizations verified the applicability and usefulness of the O-LCA Guidance and significantly widened the pool of case studies available. On the other hand, additional guidance for methodological challenges particular of the organizational level, the availability of software tools able to support O-LCA application, region-specific LCI databases, and a broadly recognized data quality assessment scheme would facilitate conducting O-LCA case studies.

This article aims to compare the national legal systems that regulate biomedical research in an industrialized country (United States) and a developing country (Venezuela). A new international order is emerging in which Europe, Japan and the United States (US) are revising common guidelines and harmonizing standards. In this article, we analyze - as an example - the US system. This system is controlled by a federal agency structured to regulate research funded by the federal government uniformly, either in the US or abroad. In contrast, in Venezuela, a developing country, the creation of a centralized system is a slow process. Different types of ethical committees review research projects using non-uniform criteria. Consequently, various parallel organizations that conduct biomedical research, such as universities, research institutes and private hospitals have diverse regulations operating at a local level. Thus, the most relevant difference between the Venezuelan and the US systems is the degree of standardization. In the US, the review process is performed by institutional review boards (IRBs), which have a similar organization and maintain relationships with a centralized agency, following standard regulations. Although new proposals for establishing national regulations are currently being considered in Venezuela, the success of these initiatives will depend on promoting governmental efforts to create a more structured centralized system supported by a national regulatory framework. This system will need governmental financial support at all levels. This article proposes an integrated system to regulate research with human participants in Venezuela and other developing countries.  相似文献

Background

Reducing harm associated with selling and purchasing sex is an important public health priority in China, yet there are few examples of sustainable, successful programs to promote sexual health among female sex workers. The limited civil society and scope of nongovernmental organizations circumscribe the local capacity of female sex workers to collectively organize, advocate for their rights, and implement STI/HIV prevention programs. The purpose of this study was to examine social networks among low-income female sex workers in South China to determine their potential for sexual health promotion.

Methods/Principal Findings

Semi-structured interviews with 34 low-income female sex workers and 28 health outreach members were used to examine how social relationships affected condom use and negotiation, STI/HIV testing and health-seeking behaviors, and dealing with violent clients. These data suggested that sex worker''s laoxiang (hometown social connections) were more powerful than relationships between women selling sex at the same venue in establishing the terms and risk of commercial sex. Female sex workers from the same hometown often migrated to the city with their laoxiang and these social connections fulfilled many of the functions of nongovernmental organizations, including collective mobilization, condom promotion, violence mitigation, and promotion of health-seeking behaviors. Outreach members observed that sex workers accompanied by their laoxiang were often more willing to accept STI/HIV testing and trust local sexual health services.

Conclusions/Significance

Organizing STI/HIV prevention services around an explicitly defined laoxiang social network may provide a strong foundation for sex worker health programs. Further research on dyadic interpersonal relationships between female sex workers, group dynamics and norm establishment, and the social network characteristics are needed.  相似文献

AimThe aim of our paper was to explore expressions of life choices and life chances (aspects of agency within structures) related to power and experiences of health among early unemployed adolescent young men during the transition period to adulthood. These expressions of agency within structure were interpreted in the light of Cockerham’s Health Lifestyles Theory. Furthermore, social constructions of masculinities were addressed in our analysis.MethodsRepeated interviews with ten young men in a cohort of school leavers were analyzed with qualitative content analysis.ConclusionsQualitative research could contribute to develop the understanding of the agency within structure relationships. Future studies need to pay attention to experiences of health among young people at the margin of the labor market in various milieus – and to analyze these in relation to gender constructions and within the frame-work of agency within structure.  相似文献

The accounts of an observant army surgeon of a hundred years ago.

During the summer of 1863, several thousand Santee Sioux and Winnebago Indians were exiled from their traditional homes in Minnesota to the vicinity of Crow Creek on the Missouri River in the present state of South Dakota. An agency for these Indians was established, buildings erected and enclosed by a stockade, and troops stationed there to protect the agency employees and maintain order. The agency and military establishment was named Fort Thompson after Clark W. Thompson, Minnesota Superintendent of Indian Affairs, who had general supervision of the Santee removal.  相似文献

Abstract

Folk conceptualizations of racism can be defined as ordinary people's understandings of the sources and persistence of racism. They function as equalization strategies – by denying the legitimacy of racism – and guide beliefs regarding antiracism strategies. I explore folk explanations of racism among black professionals in Brazil and South Africa by drawing on sixty interviews with members of these groups. In Brazil, racism is understood as an historical lingering, a product of ignorance, which will disappear with time and education. In South Africa, racism is viewed as more resilient, as a part of human nature and as a consequence of the competition for resources. These explanations of racism are closely related to the antiracism narratives that are salient in these two contexts: while Brazilian respondents affirm their belief in racial mixture and moral education, South African respondents are more uncertain about the possibilities of weaker racial boundaries in their country, relying on institutional constraints as their main antiracism strategy.  相似文献

SettingWorld Health Organization advocates for integration of HIV-tuberculosis (TB) services and recommends intensive case finding (ICF), isoniazid preventive therapy (IPT), and infection control (“Three I’s”) for TB prevention and control among persons living with HIV.ObjectiveTo assess the implementation of the “Three I’s” of TB-control at HIV treatment sites in lower income countries.DesignSurvey conducted between March-July, 2012 at 47 sites in 26 countries: 6 (13%) Asia Pacific, 7 (15%), Caribbean, Central and South America, 5 (10%) Central Africa, 8 (17%) East Africa, 14 (30%) Southern Africa, and 7 (15%) West Africa.ResultsICF using symptom-based screening was performed at 38% of sites; 45% of sites used symptom-screening plus additional diagnostics. IPT at enrollment or ART initiation was implemented in only 17% of sites, with 9% of sites providing IPT to tuberculin-skin-test positive patients. Infection control measures varied: 62% of sites separated smear-positive patients, and healthcare workers used masks at 57% of sites. Only 12 (26%) sites integrated HIV-TB services. Integration was not associated with implementation of TB prevention measures except for IPT provision at enrollment (42% integrated vs. 9% non-integrated; p = 0.03).ConclusionsImplementation of TB screening, IPT provision, and infection control measures was low and variable across regional HIV treatment sites, regardless of integration status.  相似文献

目的:调查油田野外作业工人慢性疾病患病情况,分析职业紧张与神经递质的相关性。方法:通过整群抽样的方式选取油田野外作业工人2000例作为研究对象,采用自制的慢性非传染性疾病调查量表对所有工人的慢性疾病情况予以调查,采用职业紧张量表对所有工人的职业紧张情况予以调查。采用酶联免疫吸附法检测所有工人血清五羟色胺、去甲肾上腺素以及神经肽Y水平,并采用偏相关分析油田野外作业工人职业紧张与神经递质的相关性。结果:2000例油田野外作业工人慢性疾病发病率最高的前三种疾病分别为颈腰部疾病、高血压、高血脂,占比分别为20.60%、15.35%、11.20%。油田野外作业工人中男性职业任务、个体应对资源评分高于女性,而锻炼工人的个体紧张反应评分低于不锻炼工人(P0.05)。油田野外作业工人中饮酒工人神经肽Y水平低于不饮酒工人,锻炼工人的去甲肾上腺素水平高于不锻炼工人(P0.05)。经偏相关分析可得:油田野外作业工人的职业任务评分与五羟色胺、去甲肾上腺素水平呈正相关(P0.05),个体紧张反应评分与神经肽Y水平呈负相关(P0.05)。结论:油田野外作业工人慢性疾病患病情况不容乐观,且其职业紧张与神经递质存在密切相关,在临床工作中可通过改善油田野外作业工人的职业紧张,从而达到改善其神经递质水平的目的。  相似文献
