Under the umbrella of the International Organisation of Biological Control (IOBC), an international working group of public sector scientists entitled on "Transgenic Organisms in Integrated Pest Management and Biological Control" has been organized. The group will develop scientific principles and detailed scientific guidelines for biosafety testing of transgenic crops. The key elements of this project are: (1) An international initiative including expert scientists from leading research institutions in developed and developing countries; (2) coordination of the development and implementation of the guidelines as a dynamic process, which will include scientific and technical capacity building and communication among scientists and between scientists and policy makers; (3) rapid serial publication of sections of the guidelines as they are completed; and (4) rapid and timely revision of previously published sections. The guidelines will be constructed on a case-by-case basis and will have no regulatory legitimacy themselves.  相似文献

The implementation of a new technology is almost always surrounded by a debate on the moral and social implications that may arise. The debate with regard to genetically modified (GM) crops has been one of the longest and most controversial. However, one area of the debate that receives less attention is the role that intellectual property can play. The introduction of an effective and yet appropriate intellectual property system addressing society's particular needs can eliminate some of these issues. This paper looks at whether the situation in Europe is meeting our current needs and also addresses the role intellectual property can play in the debate over the introduction of GM crops in developing countries.  相似文献

近15年来,大豆、水稻、玉米、小麦等主要农作物转基因研究取得了较大进展,几乎各种遗传转化方法在这些作物上都取得了成功,尤其是农杆菌介导法,不仅在难转化的双子叶作物大豆上取得了成功,而且在单子叶作物水稻、玉米、小麦上先后取得了突破。同时,将一些与重要性状改良有关的外源基因转入了主要农作物,包括抗虫、抗病、抗除草剂、抗逆、品质改良、发育调控、营养吸收等。转基因大豆、玉米、棉花、油菜在生产上得到了大面积种植,产生了极大的经济效益,2004年全球转基因作物的种植面积达到了8100万公顷。本文对大豆、玉米、水稻和小麦等主要农作物转基因研究历史和产业化现状进行了综述,并对主要农作物转基因研究中存在的问题进行了分析。  相似文献

综述了转基因作物对土壤生态系统影响的研究进展,包括转基因作物中的外源基因在土壤中的活性,转基因作物对土壤微生物区系有土壤酶活性的影响以及转基因作物对土壤动物区系的影响,转基因作物对土壤生态系统的影响与导入的外源基因特性和土壤类型相关,转基因产物进入土壤后引起的土壤生物变化的程度依赖于许多因素,最重要的决定因素是生态系统的复杂性和稳定性,评价不同转基因作物对土壤生态系统的影响具有重要的生态学意义,急需发展和完善以分子生物学为主的风险评价方法。  相似文献

Substantial equivalence has become established as a foundation concept in the safety evaluation of transgenic crops. In the case of a food and feed crop, no single variety is considered the standard for safety or nutrition, so the substantial equivalence of transgenic crops is investigated relative to the array of commercial crop varieties with a history of safe consumption. Although used extensively in clinical medicine to compare new generic drugs with brand-name drugs, equivalence limits are shown to be a poor model for comparing transgenic crops with an array of reference crop varieties. We suggest an alternate model, also analogous to that used in clinical medicine, where reference intervals are constructed for a healthy heterogeneous population. Specifically, we advocate the use of distribution-free tolerance intervals calculated across a large amount of publicly available compositional data such as is found in the International Life Sciences Institute Crop Composition Database.  相似文献

Brazil has a biosafety law that was approved in 1995. This law provides for a horizontal type of regulation that coordinates other existing regulatory frameworks in the areas of agriculture, health and environment. Various federal government departments are responsible for implementing the law. The National Technical Biosafety Commission is the national competent authority on biosafety with overall responsibility. In the case of Bt plants or any insecticidal organism, the Agrochemical Law also applies and authorization for laboratory, greenhouse and field studies must be obtained from the Plant Protection Secretariat, the Brazilian Institute of Environment and the National Agency of Health. Furthermore, the National Environmental Council must issue a license for commercialization of any GMO. There is pressure needed for capacity building and to harmonize the regulatory and administrative frameworks among the different federal departments involved. Some perspectives and challenges for the commercial registration of transgenic crops are discussed.  相似文献

The genetically modified cotton holding Bt proteins, is noxious to bollworms larvae but very little is known about its impact on population of non-target spiders within the field. Studies conducted with the aim to identify spiders along with their abundance, prevalence pattern, preying habit on insect pests in Bt cotton (L280, Cry2Ab4) and commonness of symbiotic bacteria in these spiders. Spiders collections were made via vial tapping/jarring, from May to end of October (2018). In total, 13,342 spiders were recorded during the entire cropping season. Least relative abundance was in May (0.28%), highest in August (30.39%) while ahead decline was observed, reached to 12% in October. The 27 species were verified, least richness was in May (3 species), high in August (19 species), later in the end, reduced to 7 species. High abundance was of Hylyphantes graminicola (68.56%) and Neoscona theisi (19.98%). Existence of H. graminicola and Pardosa astrigera observed during the whole cropping season. Presence of seven guilds among spiders had a diverse nature of hunting insect pests and on number of species existed in the crop, maximum was from direct hunting habit. Composition and community structure of microbiota varied as of spider species. Proteobacteria was the most abundant bacterial phylum and topmost genus was Wolbachia in observed spiders. Five groups of bacteria distinguished across 4 clusters of spiders depending on core community of symbiotic bacterial genera. This effort is an initial step to get knowhow about spiders in Bt cotton, which will facilitate future research studies concerning spiders.  相似文献

Calling the tunes on transgenic crops: the case for regulatory harmony   总被引:1,自引:0,他引:1  
Genetically modified (GM) crops are now grown commercially in 23 countries, with another 29 granting approval for import and release into the environment. Despite the socio-economic and environmental benefits of the technology, further development is being hampered by differences in national regulatory frameworks relating to research, biosafety, and to the trade and use of GM crops. The biosafety regulations in different countries are based on five main international instruments that influence the development of national biosafety systems in terms of field trial permit requirements, risk assessment criteria, labeling, traceability, transparency, public awareness, post-monitoring and import regulations. The global harmonization of data collection, testing procedures and information exchange would help to remove artificial trade barriers, expedite the adoption of GM crops, foster technology transfer and protect developing countries from exploitation, instilling confidence and bringing the benefits of GM products to the consumer.  相似文献

Phytoremediation-the use of plants for cleaning up of xenobiotic compounds-has received much attention in the last few years and development of transgenic plants tailored for remediation will further enhance their potential. Although plants have the inherent ability to detoxify some xenobiotic pollutants, they generally lack the catabolic pathway for complete degradation/mineralization of these compounds compared to microorganisms. Hence, transfer of genes involved in xenobiotic degradation from microbes/other eukaryotes to plants will further enhance their potential for remediation of these dangerous groups of compounds. Transgenic plants with enhanced potential for detoxification of xenobiotics such as trichloro ethylene, pentachlorophenol, trinitro toluene, glycerol trinitrate, atrazine, ethylene dibromide, metolachlor and hexahydro-1,3,5-trinitro-1,3,5-triazine are a few successful examples of utilization of transgenic technology. As more genes involved in xenobiotic metabolism in microorganisms/eukaryotes are discovered, it will lead to development of novel transgenic plants with improved potential for degradation of recalcitrant contaminants. Selection of suitable candidate plants, field testing and risk assessment are important considerations to be taken into account while developing transgenic plants for phytoremediation of this group of pollutants. Taking advantage of the advances in biotechnology and 'omic' technologies, development of novel transgenic plants for efficient phytoremediation of xenobiotic pollutants, field testing and commercialization will soon become a reality.  相似文献

The selection pressure imposed by the widespread use of transgenic technologies can lead to the evolution of insect resistance, and the availability of refuge areas that allow susceptible homozygous insects to survive is a key factor in delaying the evolution of resistance in agricultural landscapes. Different strategies to exploit refuge areas exist, but several insect-related ecological traits may directly affect the efficiency of refuges in slowing the development of resistance. Insect larval movement is one such trait that may affect the management of resistance, depending on the refuge strategy adopted. We developed a computational model to simulate how larval movement would affect the spatio-temporal dynamics of the evolution of resistance of insect pests to Bt crops, under different refuge configurations. In order to test the model, we used population data for Spodoptera frugiperda, one of the main target pests for control with Bt toxins. Simulations were run for spatial arrangements composed of three refuge configurations (seed mixture, blocks, and strips), with sizes ranging from 20% to 50% for two types of resistance (incomplete and complete) and three rates of larval movement (proportion of larvae moving per time step), equal to 0, 0.1 and 0.5. We demonstrated that with a seed mixture, in most cases the higher the rate of larval movement, the higher the proportion of resistant insects in the population in an area, regardless of the type of resistance tested. Strip configurations showed the opposite trend. In a block configuration, the number of resistant larvae was highest at an intermediate dispersal rate (0.1). We concluded that larval movement is an important variable affecting the evolution of resistance to Bt crops, but its effect depends on the type of resistance and the configuration and size of the refuge.  相似文献

Transgenic plants that are being developed for commercial cultivation must be tested under field conditions to monitor their effects on surrounding wildlife and conventional crops. Developers also use this opportunity to evaluate the performance of transgenic crops in a typical environment, although this is a matter of commercial necessity rather than regulatory compliance. Most countries have adapted existing regulations or developed new ones to deal specifically with transgenic crops and their commodities. The European Union (EU) is renowned, or perhaps notorious, for having the broadest and most stringent regulations governing such field trials in the world. This reflects its nominal adherence to the precautionary approach, which assumes all transgenic crops carry an inherent risk. Therefore, field trials in the EU need to demonstrate that the risk associated with deploying a transgenic crop has been reduced to the level where it is regarded as acceptable within the narrowly defined limits of the regulations developed and enforced (albeit inconsistently) by national and regional governments, that is, that there is no greater risk than growing an equivalent conventional crop. The involvement of national and regional competent authorities in the decision-making process can add multiple layers of bureaucracy to an already-intricate process. In this review, we use country-based case studies to show how the EU, national and regional regulations are implemented, and we propose strategies that could increase the efficiency of regulation without burdening developers with further unnecessary bureaucracy.  相似文献

The assessment of ecological risk in genetically modified (GM) biological systems is critically important for decision-making and public acceptance. Cellular automata (CA) provide a potential modeling and simulation framework for representing relationships and interspecies interactions both temporally and spatially. In this paper, a simple subsystem contains only four species: crop, target pest, non-target pest and enemy insect, and a three layer arrangement of L × L stochastic cellular automata with a periodic boundary were established. The simulation of this simplified system showed abundant and sufficient complexity in population assembly and densities, suggesting a prospective application in ecological risk assessment of GM crops.  相似文献

Transgenic (genetically modified) crops are grown at present on more than 40 million hectares in 13 countries around the world. These `first generation' products principally comprise soybean, maize (corn) and cotton resistant to herbicides and/or insects. This review considers the wide range of `second generation' products under development and testing in many commercial and academic laboratories. Such products include examples for a variety of food, medical, veterinary and industrial purposes. 随着转Bt基因抗虫作物的大面积推广种植,其环境安全性问题日益引起关注。转Bt基因作物在生长期内持续不断地向环境释放杀虫晶体蛋白,这些杀虫晶体蛋白积累一旦超过了昆虫的消耗及环境因子对其的钝化,就可能对非靶标昆虫或土壤微生物造成伤害。转Bt基因作物向土壤中释放杀虫晶体蛋白的途径主要有3种:根系分泌、花粉飘落和秸秆还田。释放到土壤中的Bt杀虫晶体蛋白能够迅速被土壤活性颗粒吸附,1~3 h就能达到吸附平衡。吸附态Bt杀虫晶体蛋白不易被土壤微生物或酶降解,导致杀虫活性持续时间显著延长。土壤微生物种群变化是衡量Bt作物对土壤生态影响的重要指标。研究表明,Bt作物根系分泌物或Bt生物体降解释放的杀虫晶体蛋白对于土壤蚯蚓、线虫、原生动物、细菌和真菌没有毒性,但可使丛枝菌根真菌(AMF)菌丝长度减小,不能形成侵染单元。Bt杀虫晶体蛋白对土壤酶活性的影响程度依这类蛋白的导入方式或Bt作物生育期的不同而呈现差异。土壤中Bt Cry1Ab蛋白能被部分后茬作物吸收,但不同的商品试剂盒检测结果存在差异。文章综述了Bt杀虫晶体蛋白在土壤中释放、吸附、残留特性及其对土壤动物、土壤微生物、土壤酶活性和后茬作物的影响,旨在为转Bt基因作物释放杀虫晶体蛋白的土壤生态安全评价提供参考依据。  相似文献

The refuge strategy is used widely for delaying evolution of insect resistance to transgenic crops that produce Bacillus thuringiensis (Bt) toxins. Farmers grow refuges of host plants that do not produce Bt toxins to promote survival of susceptible pests. Many modelling studies predict that refuges will delay resistance longest if alleles conferring resistance are rare, most resistant adults mate with susceptible adults, and Bt plants have sufficiently high toxin concentration to kill heterozygous progeny from such matings. In contrast, based on their model of the cotton pest Heliothis virescens, Vacher et al. (Journal of Evolutionary Biology, 16, 2003, 378) concluded that low rather than high toxin doses would delay resistance most effectively. We demonstrate here that their conclusion arises from invalid assumptions about larval concentration-mortality responses and dominance of resistance. Incorporation of bioassay data from H. virescens and another key cotton pest (Pectinophora gossypiella) into a population genetic model shows that toxin concentrations high enough to kill all or nearly all heterozygotes should delay resistance longer than lower concentrations.  相似文献
