Spatially expanding economies threaten the status of basic natural resources. In particular, wildlife habitats rarely benefit. Apart from protected areas, political-economic decision-making is ill-prepared to accommodate wildlife habitats with standard valuation methods. In some cases habitat loss is an inadvertent outcome of resource conservation policies intended to lower resource consumption.We recognize the term resource conservation as multifaceted, with a range of meanings from protecting wildlife habitats to efficiently allocating and using materials and energy. Resource conservation policies that spur economic benefits may produce unwanted outcomes. This is partly because linkages between economic and conservation goals seem tangential. Moreover, relevant information is imperfect and predictive tools are limited. This is particularly true for land converting impacts, which are often addressed after the fact, not during policy formulation, and can lead to successive resource degradation.We argue for the need to calculate the positive and negative land converting impacts from resource conservation policies that may expand the economy. Using the Ecological Footprint (EF) approach, we tested for potentially perverse outcomes of an existing resource conservation policy. In doing so, we conceptually mapped linkages among economic sectors to their cumulative effects of converting land. We assume an inverse relationship between economic expansion and land conservation.A New York State energy efficiency incentive program was tested using recent data from all tracked economic sectors. The economic data were converted in a series of steps from dollar values to energy units, to carbon dioxide emissions, and ultimately expressed in hectares of net land conversion. A policy scenario was compared to a reference scenario (no resource conservation policy), and the results anticipate a net gain in conserving land (0.6% reduced conversion). We interpret this as a potentially proportional offset favoring wildlife habitat retention. Two sensitivity analyses demonstrated that the policy’s impact on conserving land depended on both the affected economy’s scale (tripling reduces the estimated benefit to 0.2%), and the level of economic expansion that followed (doubling leads to a net loss of wildlands).This novel use of the EF approach may serve as a model for a more general approach to assessing a broader class of policies. It may also hold promise toward developing tools that can better examine well-intentioned resource conservation policies with uncertain outcomes. Our hope is that work like this can lead to better sets of tools for examining critical ecological–economic linkages for improved policy design.  相似文献

Wetlands in Uganda provide important habitats for birds including several endemic species. With the ever increasing pressure to convert wetlands to agricultural lands, several species have lost their habitats, while others have become pests due to their opportunistic behaviour in modified habitats. The causes of wetland drainage and conversion in Uganda include population growth, economic reforms and a severe lack of information, legislation and inter-sectoral co-ordination. Community uses of wetlands have clear impacts on waterbirds. At Busolwe (case study 1) there is competition for land-use between Crowned Crane Balearica regulorum and man. Priority community uses of wetlands include fish-farming, agro-forestry and bee-keeping. There is a need for integrating bird conservation into overall wetland conservation objectives, especially with the aim of maintaining conditions suitable for waterbird survival during critical stages of the life-cycle. National wetland policies can play an important role in the conservation of waterbirds, as learned from Uganda's experiences. Recommendations for integrating bird conservation into the national wetland policy framework (as well as into national, district and local level planning processes) are made, which point to close co-operation between stakeholders for better management and on improved appreciation of wetlands values.  相似文献

A major challenge for contemporary conservation policies and practices is formulating workable compromises between wildlife conservation and the people who live with wildlife. We strongly support the view that anthropology has a critical role to play in contributing to our understanding of human-environment interactions. The study of complex biophysical and human systems can be greatly assisted by appropriate simulation models that integrate what is known about ecological and human decision-making processes. We have developed an integrated modeling system for assessing scenarios in the Ngorongoro Conservation Area in northern Tanzania to modify the situation there to improve human welfare without compromising conservation value. We present the results of some scenarios that indicate that the current situation there is not sustainable, and that tough policy decisions need to be taken if household well-being of the pastoralists who live there is to be improved or even sustained.  相似文献

Emerging Evidence on the Effectiveness of Tropical Forest Conservation   总被引:1,自引:0,他引:1  
The PLOS ONE Collection “Measuring forest conservation effectiveness” brings together a series of studies that evaluate the effectiveness of tropical forest conservation policies and programs with the goal of measuring conservation success and associated co-benefits. This overview piece describes the geographic and methodological scope of these studies, as well as the policy instruments covered in the Collection as of June 2016. Focusing on forest cover change, we systematically compare the conservation effects estimated by the studies and discuss them in the light of previous findings in the literature. Nine studies estimated that annual conservation impacts on forest cover were below one percent, with two exceptions in Mexico and Indonesia. Differences in effect sizes are not only driven by the choice of conservation measures. One key lesson from the studies is the need to move beyond the current scientific focus of estimating average effects of undifferentiated conservation programs. The specific elements of the program design and the implementation context are equally important factors for understanding the effectiveness of conservation programs. Particularly critical will be a better understanding of the causal mechanisms through which conservation programs have impacts. To achieve this understanding we need advances in both theory and methods.  相似文献

Ecologists usually argue for a proactive approach to species conservation—it should start before a species is endangered and under substantial risk of extinction. In reality, however, conservation often only starts when species populations are already in a critical state. This may be the result of a policy process in which those actors who see only little or no benefits from conserving species try to delay conservation as long as possible to avoid its cost. A frequent consequence is that populations decline to critical levels so that once conservation policies set in due to legal obligations, political pressure or any other reason, additional conservation measures are required to re-establish the populations. We show that the costs associated with this policy process may be higher than those of a proactive policy. This is somewhat surprising because the costs of maintaining populations at a level at which they are not endangered may occur over a longer period. However, the costs of bringing species populations back to those levels may be so high that they outweigh the costs of the proactive approach. We develop simple cost functions that capture the main economic and ecological parameters relevant to our argument and apply them for an assessment of the costs of common hamster (Cricetus cricetus) conservation in the region of Mannheim, Germany. We find that a proactive approach would have saved between €17.2 and €36.4 mn compared to the existing policy where conservation was delayed until legal requirements forced local policy makers to implement a comprehensive hamster protection programme.  相似文献

Mountains occupy 24% of the global land surface area and are home to 12% of the world’s population. They have ecological, aesthetic, and socioeconomic significance, not only for people living in mountain areas, but for those living beyond. Mountains need specific attention for their contribution to global goods and services, especially by developing and implementing mountain specific policies. Conservation policies have evolved from the protection of charismatic species, to habitat and ecosystem/landscape conservation, and, finally, to people-oriented conservation approaches. This paper, with particular reference to paradigm shifts in the Hindu Kush-Himalayan (HKH) region, discusses the evolution of conservation policies, developments in conservation practices, the status of protected area management, wetland conservation initiatives and the landscape approach, community-based conservation initiatives, and the convergence of policies and practices. In the HKH region, conservation efforts now adopt participatory approaches, implement policies of decentralised governance for biodiversity management, and empower local communities in biodiversity management. The paradigm shift in the policies and practices related to conservation has been gradual and has included the acceptance of communities as an integral part of national level conservation initiatives, together with the integration of many global conventions. There are many successful pilots in the HKH region that deserve upscaling by the countries from the region. Realising the importance of mountains as hotspots of biodiversity, and due to their role as providers of global goods and services, the Convention on Biological Diversity adopted the Programme of Work on Mountain Biodiversity. Such a decision specific to mountains provides enormous opportunities for both conservation and development. Recent challenges posed by climate change need to be integrated into overall biodiversity conservation and management agendas, especially in mountain areas. The HKH region has been identified as a blank spot for data by the Inter-Governmental Panel on Climate Change, indicating the need to develop regional database and sharing mechanisms. This is a tall task, but one that holds enormous opportunity for the HKH countries and institutions with regional mandates to address the emerging challenges of climate change on biodiversity conservation by reducing scientific uncertainty.  相似文献

Shifting cultivation systems have been blamed as the primary cause of tropical deforestation and are being transformed through various forms of conservation and development policies and through the emergence of new markets for cash crops. Here, we analyze the outcomes of different policies on land use/land cover change (LUCC) in a traditional, shifting cultivation landscape in the Atlantic Forest (Brazil), one of the world’s top biodiversity hotspots. We also investigate the impacts of those policies on the environment and local livelihoods in Quilombola communities, which are formed by descendants of former Maroon colonies. Our findings show that conservation and social policies have had mixed effects both on the conservation of the Atlantic Forest and on the livelihoods of the Quilombola. We conclude that future interventions in the region need to build on the new, functional links between sustainable livelihoods and biodiversity, where less restrictive state policies leave room for new opportunities in self-organization and innovation.  相似文献

Wetlands are key habitats connected physically and socially with processes occurring over a much wider territory. The biotic connection through dispersal mechanisms among wetlands is of primary importance to wetland management and policies. However, traditional wetland conservation approaches are based on the preservation of isolated sites considered to be of special importance (typically owing to their importance for concentrations of migratory waterbirds). Research linking local species richness and bird migration suggests that the effect of wetland loss on regional diversity might be much larger than what would be expected from direct habitat loss. Since the biotic connection among wetlands serviced by waterbirds appears to be more efficient within a limited range, the distribution of wetlands in space is a key aspect determining wetland connectedness even in the absence of direct hydrologic links. Protected areas should thus be defined with regard to waterfowl movements and waterbird migration as functional processes contributing to aquatic species migration and local species richness. This calls for a regional approach to wetland management within a continental context. This paper aims at defining an operational view of the dispersion function of wetlands and its implication for conservation policies. For this purpose, we examined the conservation policies of the Ramsar Convention (the international treaty that protects wetlands) and the European Union (as an example of relevant continental level policy-making) from the viewpoint of bird-mediated dispersal of aquatic organisms. We propose nine specific avenues for the inclusion of bird-mediated dispersal in the policy documents examined. Non-governmental organisations and other organisations working in waterbird conservation should also recognise the importance of their policies for aquatic biodiversity at broader levels and avoid compartmentalising their conservation activities.  相似文献

Nutrient pollution presents a serious threat to biodiversity conservation. In terrestrial ecosystems, the deleterious effects of nitrogen pollution are increasingly understood and several mitigating environmental policies have been developed. Compared to nitrogen, the effects of increased phosphorus have received far less attention, although some studies have indicated that phosphorus pollution may be detrimental for biodiversity as well. On the basis of a dataset covering 501 grassland plots throughout Europe, we demonstrate that, independent of the level of atmospheric nitrogen deposition and soil acidity, plant species richness was consistently negatively related to soil phosphorus. We also identified thresholds in soil phosphorus above which biodiversity appears to remain at a constant low level. Our results indicate that nutrient management policies biased toward reducing nitrogen pollution will fail to preserve biodiversity. As soil phosphorus is known to be extremely persistent and we found no evidence for a critical threshold below which no environmental harm is expected, we suggest that agro‐environmental schemes should include grasslands that are permanently free from phosphorus fertilization.  相似文献

This article uses content analysis to review policies and relevant documents that promote or hinder the generation and use of biodiversity data in Eastern Africa. The review found that all countries in the region are committed to international and regional conventions that emphasize the protection and conservation of biodiversity. Some of the other drivers for biodiversity informatics include countries’ national biodiversity related policies although there are few, which highlight the need for biodiversity data management systems. However, the existing policies are deficient in terms of policies for biodiversity data management. Suggestions to ensure the success of biodiversity informatics in East Africa include: (i) Avoiding overlaps but promoting complementarities within and/or between different institutions and stakeholders involved in biodiversity conservation; (ii) Putting in place clear, complete and simple policy documents pertaining to biodiversity data management.  相似文献

This paper presents evidence of emerging waterfowl conservation practices and attitudes among certain groups of contemporary Yup'ik subsistence hunters in the Yukon-Kuskokwim Delta, a remote, wetlands dominated region of western Alaska crucial to several species of Pacific migratory birds. By examining what factors motivate hunters to follow restraint practices and evaluating how federal goose management policies impact these factors, I argue that recent policy has succeeded not by enforcement of regulations but by providing minimum necessary conditions for voluntary conservation to emerge as a cultural practice. This example of cooperative management may serve as a model for future, sustainable wildlife policies that involve indigenous resource users.  相似文献

We investigated perceptions of wildlife policy and issues through questionnaires (n = 148) administered to policy makers, conservation scientists, individuals representing non-government organizations (NGOs), and field officials, who implemented government policies and enforced laws. We found significant differences among attitudes of stakeholders identifying major threats to wildlife, the use of science, the role of poaching in conservation, and the composition of species illegally traded. Policy makers and field officials differed in their views with NGOs and scientists on community response to wildlife policies and the varying threat perceptions to different species due to poaching and illegal trade. We noted ambiguity among stakeholders about sustainable use principles in India. Policies must be more effective in conservation and the process of making policy must be broad-based and participatory if wildlife conservation is to advance on the subcontinent. © 2011 The Wildlife Society.  相似文献

This article examines the rhino and elephant conservation policies of Zimbabwe, focusing on the historical experiences of rural farmers with colonial and post-colonial wildlife policies. It begins by defining the social and political ramifications of the current environmental conservation debate in Africa, and how these are crucially affected by rural people's perceptions of environmental goods. Next, the paper explores the exploitative colonial legacy of wildlife conservation in Zimbabwe, and how that legacy has or has not been transformed since independence. The paper pays close attention to the development of linkages between rural farmers, local conservation NGOs, and local and national governmental bodies. Finally, the paper finds that, while many positive linkages have been made between conservation authorities and rural farmers and ranchers in elephant conservation programs, few such linkages have been made in the various rhino conservation schemes. Since Zimbabwe has been relatively successful in conserving its elephant population, but relatively unsuccessful in stopping rhino poaching, the paper concludes that the development of positive linkages between rural farmers and the state, which include heavy doses of popular participation at the grassroots level, is crucial for any successful natural resource policy.  相似文献

Increasing evidence is available for a positive effect of biodiversity on ecosystem productivity and standing biomass, also in highly diverse systems as tropical forests. Biodiversity conservation could therefore be a critical aspect of climate mitigation policies. There is, however, limited understanding of the role of individual species for this relationship, which could aid in focusing conservation efforts and forest management planning. This study characterizes the functional specialization and redundancy for 95% of all tree species (basal area weighted percentage) in a diverse tropical forest in the central Congo Basin and relates this to species' abundance, contribution to aboveground carbon, and maximum size. Functional characterization is based on a set of traits related to resource acquisition (wood density, specific leaf area, leaf carbon, nitrogen and phosphorus content, and leaf stable carbon isotope composition). We show that within both mixed and monodominant tropical forest ecosystems, the highest functional specialization and lowest functional redundancy are solely found in rare tree species and significantly more in rare species holding large‐sized individuals. Rare species cover the entire range of low and high functional redundancy, contributing both unique and redundant functions. Loss of species supporting functional redundancy could be buffered by other species in the community, including more abundant species. This is not the case for species supporting high functional specialization and low functional redundancy, which would need specific conservation attention. In terms of tropical forest management planning, we argue that specific conservation of large‐sized trees is imperative for long‐term maintenance of ecosystem functioning.  相似文献

This paper provides information on the status of forests and environmental problems related to forestry in Nepal. It aims to integrate the conservation and sustainable management of forests as a part of environmental planning. A critical review of the main environmental problems with prioritization within the forestry sector; thorough review of all forest related documents, strategies, development plans, programs, institutional arrangements, policies mentioned in the Master Plan for Forestry Sector Nepal of 1988, and other relevant documents; identification of major gaps and constraints of forestry policy and plans and current practices of forest conservation and management have been done. The decline in forestry resources in Nepal took place in the past due to lack of appropriate policy to guide the legal, institutional and operational development for the forestry sector. Forestry policy in Nepal, in the past, was shaped by political and economic motives rather than ecological considerations. Policy formulation mechanisms exist in Nepal; however, there is an excessive delay in translating policies into legislation and then into operational rules and administrative orders. There is a need to implement the international obligations by transforming them into regulations in order to make them legally binding. The data to be generated in the coming years in the areas of forestry at both national and international levels suggest that we should revise the research priorities and strategies. Research to add value to the forest resource products has yet been neglected. More attention is required on regular monitoring and evaluation of the projects. A thorough evaluation of the programs and planning for the forestry sector in Nepal is urgently required to update the progress and revise the programs.  相似文献

This article examines four periods of environmental policy-making in the Amazon region of Brazil. It specifically analyses the role of pro-environment and pro-development policy networks in affecting policy design and implementation. It argues that the efforts of environmentalist networks trying to advocate or block relative developmentalist policies in the Amazon depend on three critical factors-whether they are able to attract the support of elites (or at least block their developmentalist policy initiatives); the type and level of international support they have; and the organizational and financial resources that they are able to mobilize. In analysing the four periods, this article finds that while international influences and resources have been substantial in enabling environmentalist networks to flourish and influence the policy, their effectiveness has been nearly always outweighed by Brazilian developmentalist interests. The outcome in each phase has been a different form of stalemate on environmental protection, and the deforestation continued each time, albeit at slower rates. These findings suggest that the key for significantly lower rates of deforestation on the Amazon may be in the ability of pro-environment networks to neutralize opposition by creating an incentive structure that 'compensates' potential losers of policies that promote conservation.  相似文献

The growth of human populations and their resource needs have stressed the conservation of natural land resources. Many policies and programs have been implemented to address the pressures on land resources and notwithstanding this pressure, significant acquisition of land for conservation has occurred throughout history in the U.S., and internationally. Here we assess the on-the-ground result of the evolution of land use policies in California as a pioneer forerunner, in the form of acquisition of land for conservation (i.e. Open Space), and its impact on the rest of the U.S. and beyond. To this end we describe the timeline and spatial representation of the growth of California’s conservation network over the last 150 years, and link it to the history of land use policies. We then assess whether conservation land acquisition has consistently grown through time or occurred in specific decades. About ¼ of the state is now designated Open Space. Fewer and larger areas conserved and acquired at the beginning of the 20th century; the conservation network was complemented with a larger number of smaller sized properties. Despite acquisition of land in every decade, the process was uneven (E = 0.3 for California, E = 0.14±0.08 average for the state’s counties), mostly due to the large acquisitions and land set asides in the 1900s, followed by 1930s and 1940s. This process was a result of a comprehensive set of legislation that evolved through time, and resulted from the competing needs for development and conservation. Even with the impressive 174,000 km2 of public lands in California, the future of California’s natural infrastructure and natural heritage cannot rely solely on these public lands, nor public agencies and their resources. Critically a future course of land preservation relying on the purchase of new lands – in California and beyond – for conservation is tremendously expensive.  相似文献

This is a response to critical comments concerning the inappropriate use of the potential natural vegetation (PNV) concept made in a recent contribution to the Commentary section of this journal. We consider that the PNV concept has been misinterpreted. PNV has been used extensively in several European countries since the mid‐1950s and was never intended to be used to make a prediction of what vegetation would dominate in an area if human influence were removed. PNV maps express hypothetical assumptions of what corresponds to dominant or natural vegetation in each area. Remnants of the vegetation of the past provided by palaeopalynology and other disciplines provide valuable information for interpreting modern vegetation, but natural changes and anthropogenic influences operating over the last millennia have to be taken into account. Annex I of the Habitats Directive provides a balanced list of habitat types for implementing conservation policies within the European Union.  相似文献
