Critical approaches to policy analysis, although common in general education, are rare in arts education literature. By adopting critical approaches, researchers can produce scholarship that will be transformative for policies that impact arts education and for the profession as a whole. In this article, I present a framework that allows researchers to incorporate critical theory into policy analysis. This ideological work can expose sources of power and help reveal the ways in which the targets of policy are complicit in their own domination. Adopting this framework, I examine the well-rounded education provision of the Every Student Succeeds Act of 2015 to better understand the policy's origins, its development, and the potential implications for music education.  相似文献

In this article, a music teacher educator and a music therapy clinician and educator discuss special education policy and arts instruction at the district level. To illustrate the gulf between federal and local policies with regard to exceptional learners and arts instruction, we examine the intersections of music therapy and music education with regard to self-contained classes of students with moderate to severe disabilities. Our discussion focuses on provision of services and opportunity to learn, and results in specific policy suggestions, including: (a) increasing administrators' understanding of music therapy, adaptive music education, and music education, so that decisions regarding arts instruction can be better-informed and more child-centered, (b) treating music therapists as allied health professionals who do not need to be certified teachers to practice in schools, and (c) improving initial music teacher preparation and providing opportunities for professional development to increase awareness of necessary information and effective strategies to improve music teaching and learning for students with special needs.  相似文献

A survey was distributed to the members of the Music Educators National Conference (MENC)'s Society for Music Teacher Education that presented members with seven questions about the types and nature of their school-university partnerships. The majority of respondents (N = 251) reported that they engaged in multiple partnerships that included not only universities and schools, but also music education associations, community and private arts organizations, individuals, and businesses. The benefits of these partnerships to preservice music teachers were (a) improved learning experiences, (b) the opportunity to gain real-world teaching experience and apply theory to practice, and (c) interaction with musicians and ensembles. The primary benefits to the university and school-based teachers were (a) professional development opportunities, and (b) opportunities for collegiality. Challenges to partnerships were (a) the difficulty of scheduling, (b) a lack of time, and (c) communication. Results revealed that respondents perceive partnerships as being between individuals, that one person usually takes the lead to develop the partnership, and that the benefits of the partnerships outweigh the challenges. Suggestions for policymakers are provided to address the challenges of partnership work.  相似文献

Sounds of Learning: The Impact of Music Education is a research program designed to allow researchers to examine the roles of music education in the lives of school-aged children to expand the understanding of music's role in a quality education. The NAMM Foundation, the sponsoring organization, has provided more than $1,000,000 to fund research on the impact of music education on student achievement and success in school; all aspects of a child's growth and development; the uses and functions of music in daily life; and home, school, and community environments. Quality research about the role and impact of music education conducted by experienced researchers who publish in rigorous, peer-reviewed, scientific research journals plays a vital role in moving a public policy agenda forward to achieve expanded access to music education for all children. The goal is that this research will inform policy debates and development to achieve policies that support opportunities for every child to experience the power and benefits of learning music.  相似文献

Current proponents of education reform are at present seeking to fundamentally change the system of teacher compensation by eliminating the traditional single salary schedule and instituting a merit pay system that directly links teacher pay to student achievement. To date, the scholarly literature in music education has been silent on the subject of teacher compensation reform. This article reviews the political arguments and empirical evidence on teacher merit pay while considering these reforms’ potential deleterious effects on music educators. After examining the potential pitfalls of a merit pay system for music educators, I propose one possible framework for evaluating music teachers in a merit pay system.  相似文献

Despite the rise of STEAM (science, technology, engineering, arts and mathematics) as an educational framework, there is a notable gap in the documentation of STEAM teaching practice and research. This article provides an overview of STEAM education connected to the topics in the invited articles authored by STEAM pioneers. It gives an operational definition of STEAM education, traces its development, and questions whether teaching and research in this area have coalesced sufficiently in order to establish STEAM as a “field.”  相似文献

Recent corporate education reform policies have replaced relatively informal systems of principal observations that had been familiar to many teachers for much of their professional careers with high-stakes teacher evaluation (HSTE) systems that now determine who is allowed to remain in the profession and who gets terminated. Many education scholars have found current teacher evaluation systems to be lacking in validity and reliability. This article examines the perspectives of music teachers working within HSTE systems through a policy lens, identifying the major challenges these systems pose for music educators and offering policy recommendations for improving the evaluation of music teachers.  相似文献

Despite their long history and importance in the American curriculum, music programs must constantly justify their place in the twenty-first century. Urban areas that are economically depressed sometimes may not be able to offer music instruction due to the emphasis on raising test scores as well as unfavorable economic conditions that may limit their options. Despite these challenges, community leaders and educators successfully established a school of music in the Bronx, New York. Celia Cruz High School, the focus of this case study, was created to offer a musically centered curriculum in the borough of the Bronx as well as address the epidemic of large failing schools. Celia Cruz in its design and current state serves the population of the Bronx and reflects that demographic. Interviews with parents and students were carried out as a means of establishing the perspective of a musically focused education within this context. Based on interviews, parents and students of Celia Cruz value music as its own form of knowledge and view it as a vital part of the academic lives of the students of Celia Cruz High School. The purpose of this study was to share the stories, perspectives, and experiences of the Celia Cruz community and the impact that a musically focused education could have on the lives of students in the Bronx, New York.  相似文献

This article seeks to explain the disjuncture between the decline of music education in schools and the importance music has in popular youth culture and in creativity within the new knowledge economy. The data discussed in this article have been derived from analyses of major documents on curriculum reform as well as e-mail responses from music educators around the world. This analysis reveals that these music educators agree with the perception of a demise in music education around the world, as well as the significance of the disjuncture alluded to. The four major reasons found for the decline in music education are: (1) the model of curriculum supported in educational reforms; (2) an emphasis on standardized evaluation; (3) less resources available; and (4) a wrong approach on music advocacy.  相似文献

Abstract

Neoliberalism in government thought and action has taken a very specific route in England. Building on a policy research grounding, and subjecting governmental and ministerial utterances to careful consideration, this article discusses the ways in which the specifically English situation has evolved. It reports that government has been carefully manipulative in terms of meeting its objectives and of finding ways in which to privilege science, technology, engineering, and math subjects in the curriculum of schools, while at the same time downplaying the place and role of the arts. It describes how school performance measures, the English Baccalaureate and Progress 8, are utilized to achieve the desired ends. The means by which governmental policies find their outworkings in the day-to-day lived experiences of schools are discussed, and the pernicious effects of these policies on the operationalizing of arts curricula generally, and music education in particular, are instantiated and discussed.  相似文献

Teacher professional development (PD) is often extended as a driver of good teaching and effective schools. In recent years, teacher PD has increasingly focused on developing teacher social capital by placing teachers within professional communities to collectively solve instructional problems. Using Bourdieu's and Coleman's conceptions of social capital as a theoretical and practical lens, this article explores how a social capital frame could generate more effective PD policy in music education. Areas examined also include the specific ways in which social capital becomes a lever for teacher growth and school improvement and the social dimensions of music teacher PD. The article concludes with principles of social capital-advancing PD policy, examples of principle-aligned PD policies, implications for research and advocacy, and an accounting of challenges and opportunities for the future. The author argues that centralizing social capital development as an aim of PD represents a new frontier in music teacher learning.  相似文献

An education reform policy and inclusive education policy have been implemented in Hong Kong for over a decade. As more students with special educational needs have entered the mainstream education system under these policies, Hong Kong's primary music classrooms offer a site where three policies interact—the education reform policy entitled “Learning to Learn,” the policy of inclusive education, and the undeclared “policy” of making savings in the government budget. This article seeks to explore the results of the interaction of these three policies. A qualitative study was carried out to investigate the views of Hong Kong primary school music teachers on the policy of inclusion in relation to music teaching. Insufficient support in inclusive learning in “non-core” subjects, such as music, is evidenced.  相似文献

A number of countries are currently tackling the issue of curriculum reform in school science. In England and Wales, a 5-year moratorium on curriculum reform across the 5-16 age range will end in the year 2000. This article reviews the conclusions of a 2-year project, funded by the Nuffield Foundation, which explored ways in which a new science curriculum might be constructed and what it might look like. Particular attention is paid to the aims of science education, to the relationship between the content of a syllabus and its assessment, and to the suggestion that the science curriculum would be better presented as a relatively small number of explanatory stories rather than as a mass of detail. The proposals outlined here would allow for small but significant changes in the year 2000, and for more substantive changes thereafter, to be introduced only after adequate trialling. Our hope is that school science education in England and Wales can build on some of its current strengths and address certain weaknesses, leading to a more relevant and fulfilling education for future generations.  相似文献

This content analysis examines how philosophy and advocacy articles published between 2005 and 2010 were influenced by current neuroscience research. The contents of twelve journals were explored, resulting in the inclusion of forty-five articles in this analysis. Recently, there has been a growing interest in neuroscientific research on music. Articles were coded for latent content and emerging themes to determine if this interest has begun to be expressed in philosophy and advocacy writings. The educational implications and issues of using neuroscientific findings are addressed, and recommendations are offered for using future research for advocacy purposes.  相似文献

What is the link between art and creativity? The purpose of this study was to determine the role of art education in creative thinking. A causal-comparative research design was used. Arts and science high school students (N = 162) participated. Results showed that creative thinking in visual arts students in Grade 10 with high scores differed significantly from that in music and science students; however, this difference was not found among students in Grade 11. A main reason for this result in Grade 10 students might be the non-routine problem-solving process in visual arts education, in which artwork production is an important component in creative thinking development. Considering this result, it was concluded that the effect of different education disciplines—called education department effect—on creative thinking can be significant.  相似文献

Policy can be a useful tool for effecting change, but policy analysis, which shapes policy development, has been underused in music education research. This paper demonstrates how Bardach's (2000) Eightfold Path can be used to develop solutions to problems in music education. Some have argued that school music programs do not prepare students to engage musically in today's society. To develop alternative solutions and project their outcomes, I analyze several current and past efforts to redefine music education and secure its place in the curriculum. Several alternatives, which include revising the National Standards, developing a national curriculum, improving professional development, and reconceiving advocacy, are evaluated, and policy recommendations are made that will enable the profession to redefine music education to better serve today's students.  相似文献

Serve-and-return interactions between a young child and caregiver are cited as integral to healthy child development and language development. In this article, the authors assert that serve-and-return interactions offer a relevant model for policy development in early childhood music education. They share contemporary evidence that music learning and development begins in the womb, continues during infancy, and needs to be prioritized in preschool and early elementary years. Next, they trace the policy landscape for early childhood education and music education in the United States since 2008. Although the landscape has remained stark, the authors offer recent glimmers of possibilities and conclude with actionable steps for improving early childhood music education policies.  相似文献

We examined gender differences in mental health outcomes during and post-recession versus pre-recession. We utilized 2005-2006, 2008-2009, and 2010-2011 data from the Medical Expenditure Panel Survey. Females had lower odds of depression diagnoses during and post-recession and better mental health during the recession, but higher odds of anxiety diagnoses post-recession. Males had lower odds of depression diagnoses and better mental health during and post-recession and lower Kessler 6 scores post-recession. We conducted stratified analyses, which confirmed that the aforementioned findings were consistent across the four different regions of the U.S., by employment status, income and health care utilization. Importantly, we found that the higher odds of anxiety diagnoses among females after the recession were mainly prominent among specific subgroups of females: those who lived in the Northeast or the Midwest, the unemployed, and those with low household income. Gender differences in mental health in association with the economic recession highlight the importance of policymakers taking these differences into consideration when designing economic and social policies to address economic downturns. Future research should examine the reasons behind the decreased depression diagnoses among both genders, and whether they signify decreased mental healthcare utilization or increased social support and more time for exercise and leisure activities.  相似文献

This article provides an overview of dance education in schools in Singapore with regard to physical education, co-curricular activity, initiatives by the National Arts Council's Arts Education unit, and pre-tertiary and tertiary dance programs. In an effort to gain a better understanding of how well the official discourse and the reality of schooling in dance interconnect, a meta-analysis of published articles, conference papers, committee reports, and curricula was conducted. Situated within the larger sociocultural, political, and historical contexts, Singapore presents a curious case for probing the merits and limitations of research, policy initiatives, and policy implementation. In the conclusion, the author argues that the development of a coherent dance education in Singapore requires “fixing” three dilemmas—meritocratic schooling in dance, the ill-defined and exhaustive use of the term “talent,” and the uneven research that has not kept pace with the policy initiatives.  相似文献
