生态补偿通过外部效应内部化的激励机制,对福祉损失进行补偿以激励生态保护的行为,进而增加人类福祉.通过文献分析认为生态补偿是贫困减缓的重要机制,在生态保护行为意愿和福祉损失的基础上制定生态补偿标准,明确界定利益相关方和区域的生态保护责任,构建科学的生态补偿机制才能实现福利均衡.关注农牧民生计,引导实现主动参与式保护,制定自然资源管理和保护规划,才能真正实现生态保护-人类福祉提高-可持续发展的多赢局面.
