小良植被生态恢复的生态经济价值评估

摘    要:应用生态经济学的核算方法,对中国科学院小良热带人工林生态系统定位站植被生态恢复系统的服务功能进行了定量评估。结果表明,小良恢复生态系统具有极高的生态经济价值。以20世纪90年代不变价计,小良植被生态恢复系统43a的累积服务功能价值超过621亿元人民币。其中直接使用价值为7.65亿元,占总生态经济价值的1.23%,间接使用价值为613亿元,占总生态经济价值的98.77%,间接使用价值远远大于直接使用价值。间接使用价值中净化环境服务功能的生态经济价值,仅以固C、释放O2、吸收SO2和滞尘计,就已达577亿元。与此同时,小良热带沿海台地的植被恢复通过复合农林经营等渠道促进了当地生态、经济与社会的协同发展。

Assessment on the ecological economic value of vegetation restoration in Xiaoliang

Abstract:The ecological restoration study and practice in Xiaoliang station has realized the vegetation restoration on the barren land, with 43 years hard work. Now this area has been covered with typical subtropical seasonal rainforest, with excellent ecological effects. The study and practice had been confirmed and highlighted by Chinese Academy of Science and national government. But how many ecological economic benefits produced by the restoration, especial the indirect ones, such as the erosion control, fixing of C and N, SO 2 absorption and O 2 release, have never been quantitatively evaluated. To cover the gap between restoration ecology and ecological economy, the methods of ecological economic evaluation methods were applied to the value assessment of vegetation restoration in Xiaoliang station, base on 43 years long term study. The total ecological economic benefit was classified into direct use value and indirect use value. The direct use value was evaluated as the lumber value. To indirect ones, the value of water containing, erosion control, carbon fixing, SO 2 absorption, O 2 release, dust impede setting, development of biodiversity, prevention and cure of pests, temperature control and sanitation protection were evaluated separately. The results showed that the ecological economic value of vegetation restoration in Xiaoliang station is very high. The total ecosystem service value of the vegetation restoration ecosystem in Xiaoliang station was over RMB 62.1 billion, with the accumulation of 43 years. Among them, the direct use value of lumber was RMB 0.765 billion, 1.23 percent of the total value. The indirect use value of the vegetation restoration was RMB 61.3 billion, 98.77 percent of the total value, of which exceeded the direct use value greatly. The service value of environment purification had reached RMB 57.7 billion, only account in the service value of carbon fixing, O 2 release, SO 2 absorption and dust impede setting. Among them the service value of O 2 release was RMB 28.9 billion, carbon fixing was RMB 27.0 billion, dust impede setting was RMB 1.71 billion, SO 2 absorption was RMB 0.422 billion.Only second to the value of environment purification, the service value of environment health hand reached RMB 1.98 billion simultaneously, only account in the service value of development of biodiversity and pest prevention and cure. Simultaneously, the vegetation restoration practice in Xiaoliang tropical shore terrace had promoted the common development of local ecology, economy and society into a new phase, with the practice of agro-forest modes.
