Several countries have implemented “family-centered” abstinence-only policies for teenagers, as opposed to encouraging utilization and expansion of reproductive health services and education. Little is known, however, about the effects of these more restrictive policies on adolescent birth rates at the national level or their differential effects by race and ethnicity. The extant literature is even scarcer in low- and middle-income countries. We analyze an unexpected policy change in Ecuador that abruptly reversed course and restricted reproductive health services for teenage women in 2014. We use a canton- and time-fixed effects difference-in-differences analysis of Ecuador’s 221 cantons with time-varying controls to analyze the impact of the abrupt policy change on the difference of teen (15−19 years) minus young adult (20−24 years) birth rates. In a difference-in-difference-in-differences analysis, the policy change increases birth rates by 8.5 births per 1000 women in cantons with higher indigenous concentration. Results are robust to changes in the comparison population (young adults vs. women in their late 20 s or in their early 30 s), pre-intervention control periods, population weighting, serial correlation, logarithmic model specification, adjustments for intervention year, definition of indigenous concentration, and potential delays in policy implementation.  相似文献

Background, Aim and Scope The Home Appliance Recycling Law (hereunder referred to as the Law) for used cathode ray tube (CRT) TVs, air conditioners, refrigerators and washing machines was enacted in April 2001 in Japan. The Law requires that retailers reclaim, and manufacturers and importers recycle such home appliances. Consumers are required to pay collection and recycling fees incurred in disposing of any of the four home appliances. Home appliances must, as a general rule, be managed in accordance with the Law. In reality, other routes exist, such as via local authorities, scrap processors, illegal dumping and exporting. At about the time the Law was enacted, the refrigerant used for air conditioners and refrigerators was replaced by more environmentally friendly substances such as isobutene. Local authorities had the responsibility of disposing of the appliances of households before the enactment of the Law. It was general practice for local authorities to dispose of home appliances in landfills after breaking them up and recovering valuable resources such as iron, copper and aluminum. Although they made efforts to recover refrigerant fluorocarbons, there were not required to do so. Materials and Methods This study analyzed the material flow resulting from the Law and other processing flows to quantify the global warming effect caused by home appliance recycling using the life cycle assessment (LCA) method. To evaluate the Law and to develop policy planning, the challenges of future efforts will be considered using time series data. For these reasons, we have assessed the Project Scenario, which corresponded to the present reality; the Baseline Scenario, which assumed that measures such as the Law were not implemented after 2000, and the Ideal Scenario, where all used products were recycled as prescribed by the Law. The environmental impacts for each scenario were estimated using value, which was obtained from multiplying the amount of reproduction and waste treatment by each inventory data. Results It is estimated that emission reductions of 4.7E+4 t CO2e, subtracted the Project Scenario from the Baseline Scenario, were reduced for TVs in 2001 through recycling. The impact from recycling glass from cathode ray tube (CRT) televisions is significant. An improvement of 2.3E+4 t CO2e could be anticipated by upgrading to the Ideal Scenario in 2001. It was estimated that there was a reduction of 9.2E+5 t CO2e in 2001 for air conditioners. Although the effect of the recovery for refrigerants contributed greatly, some fluorocarbons that are still discharged have had a considerable impact on greenhouse gas emissions. Hypothetically, a reduction of 3.2E+6 t CO2e could be anticipated with the Ideal Scenario in 2001. A reduction of 2.6E+6 t CO2e was achieved for refrigerators in 2001. Although a further reduction can be anticipated through the Ideal Scenario, there will not be much difference with the Project Scenario by 2010. It was estimated that 3.8E+4 t CO2e were reduced for washing machines in 2001. Only a small improvement can be expected through the Ideal Scenario. Discussion Since many assumptions were used in this study, a sensitivity analysis was carried out in order to grasp their impact. The findings of the sensitivity analysis are that the uncertainties are large, but the number of the greenhouse gas (GHG) reductions is still clear except for the difference between the Project Scenario and the Ideal Scenario for TVs. This analysis gives authenticity to the findings. Conclusions Establishing a system for liquid crystal display and plasma display panel TVs is desirable because the absolute amount of used LCD/PDP TVs will rapidly increase as the usage of CRT TVs rapidly decreases from 2007. With regard to refrigerant recovery from air conditioners, a significant decrease in GHG emissions has been recorded. There is, however, still ample room for improvement. It will be necessary to switch to refrigerants with low global warming potentials (GWPs) or work more on improving the recovery rate in the future. Alternatives and recovery of fluorocarbons from refrigerators contributed greatly to GHG reductions. The GHG emissions from refrigerator recycling will be minimal whether used refrigerator will be processed legally or not because most used refrigerators will contain natural refrigerants in the near future. The improvement for washing machines was low because it was assumed that their main constituent steel has been previously recycled, and that the plastic recycling rate will not change significantly in the future. An improvement in the recycling technology itself is required. This study was carried out on four home appliance products, and it was found that the Home Appliance Recycling Law has brought significant reductions in GHG emissions. There is also room to make GHG reductions through improving the processing methods further. Recommendations and Perspectives The impact on GHG emissions by fluorocarbons of air conditioners and refrigerators is the greatest. This study assessed the motivation of gestating sows housed in standard, barren gestation stalls (used for breeding/implantation and/or gestation) for access to environmental enrichment. Enrichment consisted of a cotton rope or rubber mat in comparison to positive (additional food when fed at commercial levels) and negative (empty trough) controls. Although environmental enrichment may improve animal welfare, sows' valuation of enrichments is largely unknown. This study used an operant panel and obtained behavioral measures to quantify motivation. As indicated by a higher price paid and lower latencies to press the panel and enter the treatment stall (all comparisons, p < .05), sows demonstrated higher motivation for food compared with all treatments. Sows housed in gestation stalls did not demonstrate high motivation via operant responding for a cotton rope or a rubber mat; nor did they demonstrate any differences in behavioral measures (all comparisons, p > .10). Although sows' motivation for a mat did not differ from that for an empty trough, previous work has demonstrated the welfare benefits associated with comfort flooring.  相似文献

The need for music educators to become more actively involved in policy issues, including analysis, design, implementation, and research, is critical to the future of music education. Bridging the gap between policy and practice requires a collaborative effort among music professionals. This article explores the inclusive use of policy studies in a music teacher education curriculum within a school-university partnership context. The process of creating a secondary instrumental music partnership is used to illustrate specific examples of how policy can be included in music teacher education programs. I demonstrate how the partnership created a curricular opportunity for preservice music teachers to investigate policy in an authentic context. Planning time, curricular scope and sequence, and the negative impacts of the curricular incorporation of policy on the self-efficacy of the preservice music teachers emerged as concerns for future consideration and review. Recommendations to address these concerns are included.  相似文献

The current enthusiasm for the circular economy (CE) offers a unique opportunity to advance the impact of research on sustainability transitions. Diverse interpretations of CE by scholars, however, produce partly opposing assessments of its potential benefits, which can hinder progress. Here, we synthesize policy-relevant lessons and research directions for a sustainable CE and identify three narratives—optimist, reformist, and skeptical—that underpin the ambiguity in CE assessments. Based on 54 key CE scholars’ insights, we identify three research needs: the articulation and discussion of ontologically distinct CE narratives; bridging of technical, managerial, socio-economic, environmental, and political CE perspectives; and critical assessment of opportunities and limits of CE science–policy interactions. Our findings offer practical guidance for scholars to engage reflexively with the rapid expansion of CE knowledge, identify and pursue high-impact research directions, and communicate more effectively with practitioners and policymakers.  相似文献

Antibiotic resistance, arising when bacteria develop defences against antibiotics, is creating a public health threat of massive proportions. This raises challenging questions for standard notions in bioethics when suitable policy is to be characterized and justified. We examine the particular proposal of expediting innovation of new antibiotics by cutting various forms of regulatory ‘red tape’ in the standard system for the clinical introduction of new drugs. We find strong principled reasons in favour of such a lowering of the ethical standards of research and the clinical introduction of new antibiotic formulas. However, this support is undermined by pragmatic challenges owing to expected responses from stakeholders, creating uncertainty about which policies could actually be effectively implemented. We describe an underlying dilemma on how to rationally justify compromises between ideal ethical justification and pragmatic risks that needs to be further addressed in this light. We suggest a solution to this dilemma related to proposals of expediting antibiotic drug innovation.  相似文献

We consider the implications for the ethical evaluation of research programs of two fundamental changes in the revised research ethical guideline of the Council for International Organizations of Medical Sciences. The first is the extension of scope that follows from exchanging “biomedical” for “health‐related” research, and the second is the new evaluative basis of “social value,” which implies new ethical requirements of research. We use the example of antibiotic resistance interventions to explore the need to consider the instances of what we term the pragmatic risks of such interventions to evaluate the social value of certain kinds of health‐related research. These (pragmatic) risks severely threaten the social value of interventions in every area where human and social responses significantly impact on their effectiveness. Thus, the social value of health‐related research needed to demonstrate its effectiveness depends on the extent and successful management of such risks. Research designed to take into account the management of pragmatic risks also gives rise to similar types of risks, and the potential for social value in light of those risks needs to be considered in ethical reviews based on the new guidelines. We argue that, to handle this new expanded task, the international system of research ethical review addressed by the guidelines needs institutional development.  相似文献

Correctly accounting for the energy and emissions embodied in consumption and trade is essential to effective climate policy design. Robust methods are needed for both policy making and research—for example, the assignment of border carbon adjustments (BCAs) and greenhouse gas emission reduction responsibilities rely on the consistency and accuracy of such estimates. This analysis investigates the potential magnitude and consequences of the error present in estimates of energy and emissions embodied in trade and consumption. To quantify the error of embodied emissions accounting, we compare the results from the disaggregated Global Trade Analysis Project (GTAP 8) data set, which contains 57 sectors to results from different levels of aggregation of this data set (3, 7, 16, and 26 sectors), using 5,000 randomly generated sectoral aggregation schemes as well as aggregations generated using several commonly applied decisions rules. We find that some commonly applied decision rules for sectoral aggregation can produce a large error. We further show that an aggregation scheme that clusters sectors according to their energy, emissions, and trade intensities (net exports over output) can minimize error in embodied energy and emissions accounting at different levels of aggregation. This sectoral aggregation scheme can be readily used in any input‐output analysis and provide useful information for computable general equilibrium modeling exercises in which sector aggregation is necessary, although our findings suggest that, when possible, the most disaggregated data available should be used.  相似文献

从事有机农业的农民福祉得到改善是有机农业发展的前提条件。采用Narayan等提出的福祉框架,回顾了有关有机农业行为和支持该行为的公共部门措施对农民福祉影响研究的文献,以厘清从事有机农业与农民福祉间的关系。研究表明,农民有机农业行为对其收入、健康、社会关系、安全和自由与选择等福祉要素产生影响。收入是农民福祉的首要构成要素,但农民有机农业行为究竟是增加还是降低其收入,需要考察具体情境中产量、成本和价格的综合作用,没有一致性结论。农民有机农业行为对其社会关系的影响具有双向性,但它对他们的健康、安全和选择机会的影响是积极的。公共部门通过财政支付、支持合作、建立与完善有机认证制度和采购绿色化等措施支持有机农业,有助于改善有机农民的福祉。其中,财政支付是最重要的支持措施。研究认为不同情境的农民有机农业行为对其福祉影响的综合评价、农民有机农业行为与其福祉间因果关系的检验和公共部门有机农业政策对有机农民福祉贡献的检验,是今后研究的重要选题。  相似文献
