Biodiversity and stakeholder participation   总被引:1,自引:0,他引:1  
Consensus building through stakeholder participation is a promising new trend that takes into account the interactive character of the communication process. There is a growing realisation that stakeholder participation has a significant role to play in the development and delivery of biodiversity policy and practice. Experience and best practice from activities such as the designation and management of Natura 2000 and Integrated Coastal Zone Management shows that problem solving and conflict management are significantly enhanced through participative processes. There is therefore the potential for a change to take place in the way that biodiversity policy is developed and implemented. This brings challenges to the biodiversity community in terms of developing new skills and processes and in engaging with new agendas and sectors.  相似文献

The development of the science and practice of restoration ecology in Argentina can be divided into three periods. The first was 1992–2004, characterized by isolated restoration efforts, mostly in arid and dry ecosystems, and engaging specific people in the academic, agro‐technological, and private sectors as partially required by national regulations, but also inspired by the 1992 Earth Summit, the 1994 Amendments of the Constitutional Law, and environmental guidelines from investment entities. The second period of 2005–2010 showed significantly greater involvement in international networking and conference contributions. The current period from 2011‐present has witnessed rapid advances and national integration. The country's network Red de Restauración Ecológica de Argentina (REA) was founded in 2012, with seven subnational nodes. In 2014, the 2nd REA symposium was held to determine priority areas for restoration and to generate a National Plan. Public agencies, NGOs and volunteer groups are now actively engaged stakeholders. In 2013 Argentina became a founder member of SIACRE (Sociedad Ibero‐Americana y del Caribe para la Restauración Ecológica) and is organizing SIACRE's 4th international conference (April 2015; Buenos Aires). Restoration ecology in Argentina is ascendant because of long‐term efforts related to strengthening democracy, people initiatives, and strong support from SIACRE, SER (Society for Ecological Restoration), SER‐Europe, and the national networks of Colombia, Brazil, Mexico, and Chile. Moreover, Argentina is now the first country to have updated its Civil Code by integrating the environment as a “legal good,” which reinforces the citizens' rights to demand the implementation of degradation prevention and/or ecosystem restoration measures.  相似文献

Biodiversity monitoring requires sound data collection over large temporal and spatial scales in order to inform policy and conservation management. Citizen science programmes, if designed appropriately, can make valuable contributions to data collection and analyses. Moreover, citizen science has potential for both environmental education and civic participation. Recommendations on effective citizen science are available in the literature, but most existing work has come from relatively rich, industrialized countries. By contrast, there is very little knowledge on citizen science projects in transitioning economic, social and cultural settings. This paper seeks to adjust this deficit by contributing insights from our attempt to initiate a new monitoring scheme in Romania. We draw on our experience of conducting workshops, training events and camps to strengthen citizen engagement in a butterfly monitoring scheme, and discussions with many stakeholders engaged in other monitoring programmes inside and outside of Europe. We highlight four general themes that are worth considering when initiating new citizen science projects in socio-economically challenging settings: (i) engaging citizens requires a combination of formal and informal support; (ii) a culture of volunteering requires education as well as building capacity and confidence; (iii) citizen science needs active integration of both national experts and local stakeholders; and (iv) successful monitoring schemes require effective leadership. We conclude that particular attention should be paid to the cultural legacies of the target area.  相似文献

Daily aboveground activity of European ground squirrels (Spermophilus citellus) in their natural habitat was recorded with a visual scanning procedure during the active seasons of 1992 and 1993. Activity patterns were analyzed with respect to time of year and to the animal's reproductive state. Aboveground activity started on average 3.9 h (SD 0.6 h, n = 37 days) after civil twilight at dawn and ended on average 3.2 h (SD 0.9 h, n = 37 days) before civil twilight at dusk. Between onset and offset of activity, 54% was spent aboveground, of which 73% was spent foraging. Activity patterns were influenced by photoperiod, rainfall, and by reproductive state. During mating, reproductively active males started activity earlier than females and reproductively inactive males. For females, time spent foraging was high during lactation. The midpoint of daily activity was at 12:16 h (SD 0.37 h, n = 37 days). Activity patterns of European ground squirrels thus appear robustly positioned in the middle of the photoperiod.  相似文献

The Making of Black Lives Matters reaches across a number of Black intellectuals and activists to identify common ground that could birth a Black Lives Matter (BLM movement), but its choice of thinkers and Lebron’s interpretation fail to produce a radical enough historiography to help readers fully engage with the emergence of the BLM movement. In response to Lebron’s text, I take up three central concerns: (1) the audience for the book, (2) which/who’s BLM movement?, and (3) the historical antecedents to BLM. The thinkers and concepts in the volume provide insight into the Black Freedom Struggle in general but do not elucidate the particular paths to or the contours of the BLM movement. The complex intersecting and interlocking agendas of BLM deserve a more radical undergirding to help readers understand the significance of the current movement relative to the past.  相似文献

Gene Ontology (GO) uses structured vocabularies (or terms) to describe the molecular functions, biological roles, and cellular locations of gene products in a hierarchical ontology. GO annotations associate genes with GO terms and indicate the given gene products carrying out the biological functions described by the relevant terms. However, predicting correct GO annotations for genes from a massive set of GO terms as defined by GO is a difficult challenge. To combat with this challenge, we introduce a Gene Ontology Hierarchy Preserving Hashing (HPHash) based semantic method for gene function prediction. HPHash firstly measures the taxonomic similarity between GO terms. It then uses a hierarchy preserving hashing technique to keep the hierarchical order between GO terms, and to optimize a series of hashing functions to encode massive GO terms via compact binary codes. After that, HPHash utilizes these hashing functions to project the gene-term association matrix into a low-dimensional one and performs semantic similarity based gene function prediction in the low-dimensional space. Experimental results on three model species (Homo sapiens, Mus musculus and Rattus norvegicus) for interspecies gene function prediction show that HPHash performs better than other related approaches and it is robust to the number of hash functions. In addition, we also take HPHash as a plugin for BLAST based gene function prediction. From the experimental results, HPHash again significantly improves the prediction performance. Analysis of the skeletal remains of 50 Confederate veterans provided a unique opportunity to explore the dental health of a geriatric sample. These men, who died between 1907-1932, had an average age at death of 76.7 years. Ninety percent were institutionalized at the Confederate Home for Men (Austin, TX) prior to their deaths. This elderly sample was assessed in terms of caries, antemortem tooth loss (AMTL), abscesses, and linear enamel hypoplasias. On a per tooth basis, the AMTL rate was 57.2%. Of 39 dentate men, 33 (84.6%) had dental caries, and 24.4% (121 of 496) of teeth were carious. Ten (25.0%) of the dentate men had hypoplastic teeth. At least one abscess was seen in 14 (28%) of 50 individuals. Results from this geriatric institutionalized sample are compared to contemporaneous historical samples. Disparities in dental health among these groups may be due to differences in average age at death, and these comparisons allow a better understanding of dental changes that occur with age. The sample is also compared to modern elderly samples: modern groups have higher caries rates, possibly because they retained more teeth. This finding may be due in part to diets in the United States becoming increasingly cariogenic over time. In addition, dental care has moved from the reactive practices seen in the nineteenth and early twentieth centuries (such as tooth extractions) to modern proactive solutions dedicated to preserving and restoring teeth (such as tooth brushing, fluoride treatments, and dental fillings).  相似文献
