国土空间生态保护修复是对受到人类干扰而受损或退化的生态系统进行保护和修复的系统工程,成效评估对其优化调整与实现效益可持续具有重要意义。已有研究与实践往往存在侧重单一要素和子项目尺度的局限。本文在梳理国土空间生态保护修复内涵的基础上,基于生态系统的多尺度特征,构建了面向国土空间生态保护修复的多尺度成效评估体系与支撑成效评估的全周期监测体系。多尺度成效评估体系由子项目尺度、保护修复单元尺度和区域/流域尺度3大尺度构成,全周期监测体系由基础信息调查体系、工程实施监测体系、多尺度成效评估体系组成。区域/流域尺度关注生态系统的结构、生态系统质量与生态系统服务等,数据主要依托遥感获取;保护修复单元尺度关注生态胁迫因子、生态系统质量与服务等,数据可依托遥感与地面调查结合获取;子项目尺度关注工程技术措施的实施情况,数据主要依托地面调查获取。在实施多尺度成效评估时,需重点关注和解决生态修复的溢出效应、传导机制、潜在影响等关键问题。  相似文献

评估、模拟和预测全球生物多样性和生态系统服务的状态、趋势及其对人类福祉的影响,是当前生物多样性和生态系统服务研究领域的重要任务。指标和数据、模型和情景是推动生物多样性与生态系统服务评估研究理论建设和方法集成的重要工具。但是,目前对生物多样性和生态系统服务评估的指标体系和技术方法的综合对比研究相对缺乏。因而,系统评述了生物多样性和生态系统服务评估的概念框架、评估指标以及各类评估模型和方法的最新进展。生物多样性—生态系统功能—生态系统服务—人类福祉的级联框架是极具逻辑性的生物多样性和生态系统服务评估框架。现有的评估指标体系和模型方法还存在很多的问题和挑战,难以充分揭示生态系统服务的形成和影响机制、服务之间的联系和作用机理,有效地指导生态系统服务管理和决策制定。然而,这些评估指标和方法可为构建生物多样性与生态系统服务综合集成模型研究的框架提供重要的切入点。基于此,提出了生物多样性与生态系统服务综合集成模型研究的核心内容:i)目的:基于自然—社会综合特征的情景分析确定所解决的科学问题,输出生态系统服务管理和决策制定方案;ii)内容:尺度、生态系统服务类型、生物多样性的层次结构、组分间相互关系、驱动要素、多源数据的综合分析;iii)方法:对现有的各类模型和模型组合进行比较和不确定性分析,建立符合区域实际需求的生物多样性与生态系统服务综合制图模型库。在此基础上,建议我国应尽快发展适合中国区域特点的标准化指标体系和综合评估模型系统,定期对生物多样性和生态系统服务进行综合评估,掌握生物多样性和生态系统服务的变化趋势,提升我国在生物多样性和生态系统服务研究领域的国际地位和话语权。  相似文献

生态系统服务价值评估是全球生态学和经济学研究的热点领域,然而,多数学者在开展生态系统服务价值估算时忽略了生态系统在提供服务时所需要的成本或者仅仅计算了部分成本;生态系统服务净价值评估方法虽然对生态系统服务价值评估方法进行了改进,但没有考虑生态修复项目实施前和实施后土地景观变化引起净价值的变化,获得的结果只能反映土地利用的静态效益,不能反映生态修复项目引起土地变更的成本-收益动态变化。因此,构建基于生态系统服务和投入产出相结合的生态修复项目成本-效益动态评估新方法,是生态修复研究领域的重要科学问题。为了弥补这一领域的不足,该研究构建了生态工程成本-效益动态评估新方法,并以三北防护林、天然林保护、退耕还林工程为研究案例,验证了这一评估方法。结果表明,与项目实施前相比,三北防护林、天然林保护、退耕还林工程每年增加的净收益分别为 461.7×109、2930.5×109、530.1×109 元,收益率分别为29.3%、328.9%、77.0%。六种典型生态修复措施中退耕地种植经济林、荒地种植经济林和天然植被恢复能够在每个省产生净收益,荒地造林、飞播造林和退耕还林的实施会在部分地区产生损耗。依据成本-效益动态评估方法核算的结果可以帮助政府部门选择最佳土地利用和保护措施,最大限度地提高生态修复项目的生态经济效益。由于不同地区社会经济条件和资源禀赋存在较大差异,尊重区域差异因地制宜的生态修复非常必要。  相似文献

生物多样性和生态系统服务评估是生态系统管理与决策制定的重要依据,指标体系是开展评估的主要工具。中国在生物多样性与生态系统服务评估指标体系建设方面,由于没有形成统一的指标体系和技术方法,导致不同区域间的评估结果可比性差,区域和国家尺度上的集成研究难以开展。因此,构建一套适用于中国国家尺度的科学化、系统性和规范化的生物多样性和生态系统服务评估指标体系,便成为当前迫切需要研究解决的问题。本文参考国内外生物多样性与生态系统服务评估的主要研究成果,在充分考虑"生物多样性—生态系统结构—过程与功能—服务"级联关系基础上,建立了生物多样性与生态系统服务评估指标体系构建的主要原则,构建了中国生物多样性与生态系统服务评估指标体系。  相似文献

 生态系统服务是生态学研究的热点问题。该文首先从概念、分类、价值评估理论、评估案例等方面总结了目前国内外生态系统服务的研究现状。然后评述了目前生态系统服务研究存在的局限性,包括:评估结果的准确性问题、生态资产与生态系统服务的混淆、物理量评估方法的不确定性、价值量评估的不确定性以及生态系统功能与服务的复杂性。针对这些研究的局限,文章提出了生态系统服务研究的基本范式,包括:严格区分生态资产和生态系统服务、生态系统服务评估必须基于生态观测或生态模型以及区域生态系统服务评估应区分不同样元。最后,文章展望了今后生态系统服务研究的课题:生态系统服务与生态系统结构及生态过程的关联性和复杂关系的研究,人类干扰下生态系统服务的响应与反馈研究,生态系统服务变化对人类福利的影响研究,政策机制对生态系统服务的影响研究以及不同生态系统类型的各种生态服务价值研究等方面。  相似文献

青藏高原具有全球独特的自然生态和人文生态系统,生态系统完整性与原真性极高,建设国家公园群是青藏高原整体性保护重要生态系统完整性与原真性的重要手段。遵循"内涵界定-框架梳理-框架构建"的研究思路,科学界定国家公园生态系统完整性和原真性内涵并建立概念模型,通过梳理国家公园生态系统完整性评估的主要框架,在对区域自然生态和社会人文系统科学考察的基础上,分析区域生态系统完整性与原真性保护与监管需求,从生境质量、生物群落、生态系统服务、自然条件与灾害、人类活动、人文景观6个方面构建青藏高原国家公园群潜在建设区生态系统完整性与原真性评估框架,以期为未来国家公园群建设与管理提供基础支撑。针对目前国家公园管理存在的主要问题,提出未来评估应用需充分体现国家公园复合生态系统和"群"的特征,并建立生态系统完整性与原真性监测体系,从而更全面的服务于青藏高原国家公园群生态系统完整性与原真性保护。  相似文献

自然保护区作为生态系统服务的产生区和生物多样性保护的重点区,评估其关键生态系统服务,对提高保护区管理水平和生态保护与建设效率有重要意义。利用CASA模型、RUSLE模型、InVEST模型及水量平衡原理等方法分别定量评估了卧龙自然保护区2000年和2015年碳固定(NPP)、土壤保持、生境质量和水源涵养4种生态系统服务并分析了其时空分布及其变化特征,揭示了不同地形位梯度和土地利用类型上生态系统服务的差异,识别了生态系统服务的热点区域。研究结果揭示了2000-2015年4种生态系统服务及其变化的时空异质性:1)研究期间保护区4种生态系统服务供给量均有所增加,且增益面积大于减损面积;2)空间上,NPP、土壤保持和生境质量3种服务表现为东南高、西北低,水源涵养空间分布无明显规律,4种服务的空间分布特征均变化不大且保持相对稳定;3)4种生态系统服务空间分布及变化与地形位和土地利用类型有关。4种服务的高值和增益的优势分布区均位于较低地形位指数梯度上,以保护区东南部最为突出;林地和草地是对保护区生态系统服务贡献较大的土地利用类型,尤以林地突出;4)热点分析表明保护区东南部是主要的生态系统服务供给热点区,研究期间Ⅳ类热点区面积显著增加。结合研究区域生态系统特征和生态恢复与管理政策,探讨分析了目标生态系统服务时空变化的自然生态和社会经济驱动力,为本区域生态系统恢复和生物多样性保护提供依据和建议。  相似文献

城市群已成为全球经济竞争的新空间单元,在促进城镇化建设,实现资源优质配置和发挥辐射带动作用等方面发挥着重要的功能。但剧烈的社会经济活动必然会对城市群生态系统服务造成破坏,因此开展城市群生态系统服务的时空演变研究,进而探索不同驱动因子对其的作用机制具有重要意义。目前,在已有的研究中缺少对城市群尺度和长时间跨度下的生态系统服务水平演变与驱动因素探究。为此,选取京津及环京津地区为研究区域,通过总结区域生态问题,构建起研究区域生态系统服务评价体系,并对2000-2018年生态系统服务进行计算,分析时空演变特征。然后,通过最小二乘法模型(Ordinary Least Squares,OLS)筛选出潜在的驱动因子,并导入地理加权回归模型(Geographically Weighted Regression,GWR)进行地理加权回归计算。最后,通过对结果分析,探讨自然和社会因子对生态系统服务的作用机制。研究结果表明:1)2000-2018年,研究区域生态系统服务呈现出先上升后下降,在2015年达到最高值的发展特征。2)在空间上,研究区域生态系统服务内总体上呈现燕山山脉及太行山山脉北部区域为生态系统服务的高值区域,坝上区域为低值区的空间分异特征。同时,生态系统服务演变在空间上呈现以燕山和太行山为界,燕山和太行山区域呈现先减弱后提升的趋势,西北区域整体呈现减弱趋势,东南区域从2015年起逐渐降低的空间演化特征。3)在驱动因素方面,自然环境和社会经济因素对生态系统服务的驱动作用从强到弱排列依次是:降雨量 > 土壤含沙 > 人口密度 > 温度 > 基础设施密度。4)其中,人口密度、土壤含沙量、基础设施呈较为明显的负相关驱动特征,降雨量呈较为明显的正相关驱动特征,温度则呈南部负相关,北部正相关,由东南向西北影响增强的趋势。本研究通过评估环京津城市群生态系统服务,分析区域生态系统服务的分析演变特征,并探索区域自然、社会因子对生态系统服务的驱动作用,为环京津城市群未来的生态环境保护和规划策略制定提供了科学指导和决策依据。  相似文献

生态系统服务是生态学研究的前沿方向之一,生态系统服务制图是将生态系统服务的评估结果纳入到生态环境保护规划与管理决策制定与实施过程中的重要组成部分。生态系统服务制图是根据决策需求,选择合适的制图评价方法,对特定时空尺度上生态系统服务的空间分布以及在各种自然-社会因素共同影响下生态系统服务的情景变化进行量化描述的过程。它最终为决策参与者提供研究区域生态系统服务时空变化特征具体的、可视的量化描述,辅助决策者权衡利弊,最终制定出符合区域生态环境与人类社会共同可持续发展的最优决策。综述了生态系统服务制图的内涵及其在辅助决策过程中的重要作用;介绍了生态系统服务的重点研究内容(生态系统服务的提供、需求及权衡协同关系制图)及研究方法;并对目前研究中所存在的问题进行了深入的探讨,归纳了生态系统服务的制图评价流程及未来重点的研究方向。  相似文献

空间选择是生态补偿研究的核心问题之一,选择合理的区域进行生态补偿有利于提高生态补偿项目的效率.以黑河流域上游肃南县为研究区域,运用分布式水文模型Soil and Water Assessment Tool(SWAT)对研究区实施生态补偿后的水源涵养增加量进行模拟,同时考虑土地利用类型转化成本以及生态系统服务丧失风险,采用福利成本法对研究区生态补偿空间选择进行研究.结果表明:黑河上游肃南段内不同子流域的生态补偿效率系数最高值为0.0394,最低值0.0131,相差明显;根据效率系数,采用聚类分析方法,可将各子流域划分为优先补偿区、次级优先补偿区和潜在补偿区,分批进行补偿;采用空间选择后生态补偿效率较不采用时可提高54.5%.  相似文献

生态补偿是以市场机制解决环境外部性问题的方法,其典型特征是通过经济激励而实现生态系统保护和减贫的双赢,因此在世界范围内得到了广泛实施。权衡关系是生态补偿理论和实践中面临的问题和困境之一。生态补偿存在4种权衡关系:生态系统服务之间的权衡、监测成本与交易成本之间的权衡、公平与效率之间的权衡以及生态系统服务供应与减贫之间的权衡。分析了权衡关系的产生源于生态系统服务产生过程的不确定性、自然和社会经济系统的耦合性以及生态补偿实施背景的异质性,并提出应该在理论基础、实践模式和评估系统3个方面加强权衡关系的研究。  相似文献

Economic development and sustainable ecological and environmental development generally target different goals, and there are trade-offs and game-like behaviors between implementers and donors in reducing emissions from deforestation and degradation (REDD+) program. This paper analyzed the effects of evolutionary behaviors of REDD+ implementers and donors with respect to environmental service payments. Within a theoretical analysis framework, the evolutionary stable strategies of the implementers and donors under different contractual payments for ecosystem services (PES) scenarios are analyzed to explore contractual REDD+ payments through evolutionary game models. On this basis, anon-parametric local regression approach is used to analyze arrange of market-based contractual PES schemes in five REDD+ countries (Congo, Brazil, Ecuador, Nepal and Uganda). The results show the following: First, when the opportunity costs are less than the environmental benefits, some middle and high income developing countries are sufficiently incentivized to conserve forests, even without formal contractual PES scheme. This conservation occurs regardless of whether the industrialized countries will pay for the ecosystem services. Second, when the opportunity costs are greater than the environmental benefits, developing countries will generally not take the initiative to conserve forests when industrialized countries do not pay for the associated ecosystem services. Third, when there are enough contractual PES fines, developing countries will conserve forests, and the industrialized countries will pay for the ecosystem services. Finally, contractual PES fines are related to the costs of reducing emissions. Nepal has the largest marginal effect, and Uganda has the smallest. These results have implications for REDD+ program design and implementation: market-based contractual PES scheme should be given priority to regulate behavior of industrialized countries and developing countries in the PES scheme. Developing a targeted and differentiated contractual PES scheme requires an accounting of emission reduction costs in different countries.  相似文献

Conservation policies are emerging in many places around the world, many of which involve payment for ecosystem services (PES) schemes. PES schemes provide economic incentives for forgoing land uses that reduce the provision of ecosystem services. The efficiency of such schemes depends not only on the ecosystem services provided by an area but also on the willingness of local people to forgo their land use activities. Targeting land for enrollment in PES schemes on the basis of the potential provision of ecosystem services and on the willingness to forgo certain economic activities, may therefore improve the efficiency of these schemes. The objective of this study was to develop a targeting approach, based on three surrogates derived from remotely sensed and ancillary data, for identifying land to be enrolled in one of the largest PES schemes in the world: China's Grain-to-Green Program (GTGP). The GTGP encourages farmers to return steep hillside cropland to forest by providing cash, grain and tree seedlings. The three surrogates used in the targeting approach were slope index, cropland probability, and GTGP enrollment probability. Combining these surrogates through Bernoulli trials allows targeting areas under cropland, with low opportunity costs for farmers and with potentially high soil erosion and landslide susceptibility. Results of applying the targeting approach in a case study area (Baoxing County, Sichuan Province, China) show that around half of the land currently enrolled is placed in areas with gentle slopes and tend to be located distant from forest areas. This reduces the potential benefits obtained from the GTGP. Targeting land using the proposed approach may double the benefits obtained from the program under the same budget, thus improving its efficiency. The approach may be applied to the entire GTGP implementation area in China and with proper modifications it may also be applicable to similar PES programs around the world.  相似文献

Government-funded payments for ecosystem services (PES) have increasingly been used to facilitate transactions between users of environmental services and their providers. In order to improve the link between payments and the service provided, some countries in the EU have promoted result-based schemes (RBS), which remunerate farmers for ecological results, as part of their agricultural policy. Since PES programs are voluntary, it is important to understand farmers’ responses before more large-scale implementations of RBS are initiated. Using a choice experiment and a mixed logit model, we elicited the preferences of farmers in two Natura 2000 sites in Slovenia for different design elements of a hypothetical scheme for dry grassland conservation. We found that the majority of farmers preferred the result-based approach over the management-based scheme both in terms of payment conditions and monitoring; one group of farmers preferred the RBS very strongly (average WTA of more than 500 EUR/ha/yr) and another group less strongly (average WTA about 200 EUR/ha/yr). Farmers also showed a higher preference for on-farm advise and training in small groups than for lectures, which would be offered to a larger audience. A collective bonus, which would incentivise coordination and could potentially increase participation rates in the scheme, significantly influenced the farmers’ willingness to adopt the scheme. However, the estimated average WTA was comparable or lower than the 40 EUR/ha annual bonus payment. Older farmers and those who managed small and semi-subsistent farms were significantly more likely to be highly resistant to scheme adoption no matter its design.  相似文献

This paper uses household survey data to examine factors associated with smallholder households that enroll in Costa Rica’s longstanding payments for ecosystem services (PES) program. To date, most evaluations of this sort have focused on larger landowners. Results from this study show that smallholders enrolled in PES tend to be older, wealthier, and have access to non-farm salaried income. These features match enrollment patterns of larger landowners in that enrollees tend to be relatively wealthy and only marginally engaged in agriculture. In addition, smallholders on state agrarian reform lands are significantly less likely to enroll in PES. These results indicate that targeting PES toward smaller landowners does not necessarily equate to a policy that reaches the rural poor, and suggests that further work is needed to address the access barriers to this program for economically marginal landowners.  相似文献

由于不同的区域存在着资源分配、经济发展的不平等性,区域间的生态补偿日益受到关注。但区域生态补偿的依据一直存在争议,中国尚没有完善的区域综合生态补偿机制。提出了一种生态系统服务外溢理论,以扣除当地生态服务使用量后外溢的生态价值作为生态补偿依据,建立了区域综合生态补偿框架,同时考虑区域生态服务外溢占用情况和经济发展水平,有针对性地制定了9种补偿方案。由于生态系统服务具有流动性,生态补偿的受偿方和补偿方并非一一对应的关系,所以各行政区域之间进行补偿资金的。横向转移需要在全省或全国层面进行统筹和保障,最后统筹结果的少量盈缺再由中央财政或地方政府通过纵向转移支付辅助调平。构建了生态补偿模型和方案,针对现有生态系统服务价值评估结果,利用综合生态补偿机制分别分析了2015年长江流域上海、江西、四川等6个典型地区的生态补偿支付方案。结果表示需要接受生态补偿的地区有青海、四川、湖南和江西,应分别得到横向转移支付资金32.26亿元、153.3亿元、59.08亿元、67.1亿元;需要提供生态补偿的地区有浙江、上海,应该分别支付横向转移支付资金1.97亿元和47.31亿元。建立的补偿框架提高了各区域的参与度,对促进生态建设、统筹区域的协调发展、体现社会公平性有重要意义。  相似文献

Climate finance investments and international policy are driving new community-based projects incorporating payments for ecosystem services (PES) to simultaneously store carbon and generate livelihood benefits. Most community-based PES (CB-PES) research focuses on forest areas. Rangelands, which store globally significant quantities of carbon and support many of the world''s poor, have seen little CB-PES research attention, despite benefitting from several decades of community-based natural resource management (CBNRM) projects. Lessons from CBNRM suggest institutional considerations are vital in underpinning the design and implementation of successful community projects. This study uses documentary analysis to explore the institutional characteristics of three African community-based forest projects that seek to deliver carbon-storage and poverty-reduction benefits. Strong existing local institutions, clear land tenure, community control over land management decision-making and up-front, flexible payment schemes are found to be vital. Additionally, we undertake a global review of rangeland CBNRM literature and identify that alongside the lessons learned from forest projects, rangeland CB-PES project design requires specific consideration of project boundaries, benefit distribution, capacity building for community monitoring of carbon storage together with awareness-raising using decision-support tools to display the benefits of carbon-friendly land management. We highlight that institutional analyses must be undertaken alongside improved scientific studies of the carbon cycle to enable links to payment schemes, and for them to contribute to poverty alleviation in rangelands.  相似文献

Global conservation discourses and practices increasingly rely on market-based solutions to fulfill the dual objective of forest conservation and economic development. Although varied, these interventions are premised on the assumption that natural resources are most effectively managed and preserved while benefiting livelihoods if the market-incentives of a liberalised economy are correctly in place. By examining three nationally supported payment for ecosystem service (PES) schemes in Vietnam we show how insecure land tenure, high transaction costs and high opportunity costs can undermine the long-term benefits of PES programmes for local households and, hence, potentially threaten their livelihood viability. In many cases, the income from PES programmes does not reach the poor because of political and economic constraints. Local elite capture of PES benefits through the monopolization of access to forestland and existing state forestry management are identified as key problems. We argue that as PES schemes create a market for ecosystem services, such markets must be understood not simply as bald economic exchanges between ‘rational actors’ but rather as exchanges embedded in particular socio-political and historical contexts to support the sustainable use of forest resources and local livelihoods in Vietnam.  相似文献

An important goal of conservation biology is the maintenance of ecosystem processes. Incorporating quantitative measurements of ecosystem functions into conservation practice is important given that it provides not only proxies for biodiversity patterns, but also new tools and criteria for management. In the satellite era, the translation of spectral information into ecosystem functional variables expands and complements the more traditional use of satellite imagery in conservation biology. Remote sensing scientists have generated accurate techniques to quantify ecosystem processes and properties of key importance for conservation planning such as primary production, ecosystem carbon gains, surface temperature, albedo, evapotranspiration, and precipitation use efficiency; however, these techniques are still unfamiliar to conservation biologists. In this article, we identify specific fields where a remotely-sensed characterization of ecosystem functioning may aid conservation science and practice. Such fields include the management and monitoring of species and populations of conservation concern; the assessment of ecosystem representativeness and singularity; the use of protected areas as reference sites to assess global change effects; the implementation of monitoring and warning systems to guide adaptive management; the direct evaluation of supporting ecosystem services; and the planning and monitoring of ecological restorations. The approaches presented here illustrate feasible ways to incorporate the ecosystem functioning dimension into conservation through the use of satellite-derived information.  相似文献
