This study reviews how the issue of ash dieback has been placed on the political agenda in the UK, a country where the disease has affected one of the largest national extents, thus representing a particularly severe case. Comparisons are made between how the scientific community framed the ash dieback threat and the resulting response strategy and how both the media and the British government framed the problem. Representing one example of media framing, the study analyses one British newspaper’s coverage of the disease and the response strategies (the Daily Telegraph). The analysis highlights a gap between the biologically rooted perspective and the perspective of policymakers, where policy must manoeuvre between disparate viewpoints and needs. Crucially, none of Pautasso et al.’s (Biol Conserv 158:37–49, 2013) five plant-science-based solutions were explicitly adopted by the British Government in their response strategy to ash dieback disease. The same is true of the biological control recommendations offered by Kirisits et al. (J Agric Ext Rural Dev 4(9):230–235, 2012). Instead, the government adopted a broader, more comprehensive approach than that recommended by plant scientists. The present analysis thus provides an example of a holistic perspective on the multiple competing factors that policymakers must navigate in their attempts to delineate action. It highlights instances in which proposed biological responses were rendered less applicable by a failure to understand the agenda-setting process and the policy-making arena. The present findings suggest that an improved understanding of the factors influencing agenda setting and policy action is essential to arriving at a more effective and integrated understanding of responses to biological threats.  相似文献

Is there anything that members of each binary category of gender have in common? Even many non-essentialists find the lack of unity within a gender worrying as it undermines the basis for a common political agenda for women. One promising proposal for achieving unity is by means of a shared historical lineage of cultural reproduction with past binary models of gender (e.g. Bach in Ethics 122:231–272, 2012). I demonstrate how such an account is likely to take on board different binary and also non-binary systems of gender. This implies that all individuals construed as members of the category, “women” are in fact not members of the same historical kind after all! I then consider different possible means of modifying the account but conclude negatively: the problem runs deeper than has been appreciated thus far.  相似文献

Politics and science, it is customarily and broadly assumed, should not mix. I investigate a purported "new mental illness" arising from psychological stress associated with environmental damage. Previous assessments have concluded that the diagnosis of "solastalgia", which is clearly intended to advance a political agenda, may thereby lack scientific validity. Building on work by Ian Hacking and Nelson Goodman, and drawing comparisons with the history of "political medicine"--in particular, the scientific study of Child Abuse and Sudden Infant Death Syndrome--I argue that the political consequences of such a diagnosis may plausibly help to justify it as a distinct objective scientific kind, by demarcating it from alternative classifications. That science should be objective, then, does not require that it be politically neutral.  相似文献

Background

The Framework Convention of Tobacco Control (FCTC) provides a basis for nation states to limit the political effects of tobacco industry philanthropy, yet progress in this area is limited. This paper aims to integrate the findings of previous studies on tobacco industry philanthropy with a new analysis of British American Tobacco''s (BAT) record of charitable giving to develop a general model of corporate political philanthropy that can be used to facilitate implementation of the FCTC.

Method

Analysis of previously confidential industry documents, BAT social and stakeholder dialogue reports, and existing tobacco industry document studies on philanthropy.

Results

The analysis identified six broad ways in which tobacco companies have used philanthropy politically: developing constituencies to build support for policy positions and generate third party advocacy; weakening opposing political constituencies; facilitating access and building relationships with policymakers; creating direct leverage with policymakers by providing financial subsidies to specific projects; enhancing the donor''s status as a source of credible information; and shaping the tobacco control agenda by shifting thinking on the importance of regulating the market environment for tobacco and the relative risks of smoking for population health. Contemporary BAT social and stakeholder reports contain numerous examples of charitable donations that are likely to be designed to shape the tobacco control agenda, secure access and build constituencies.

Conclusions and Recommendations

Tobacco companies'' political use of charitable donations underlines the need for tobacco industry philanthropy to be restricted via full implementation of Articles 5.3 and 13 of the FCTC. The model of tobacco industry philanthropy developed in this study can be used by public health advocates to press for implementation of the FCTC and provides a basis for analysing the political effects of charitable giving in other industry sectors which have an impact on public health such as alcohol and food.  相似文献

Music education exists within a web of policies. Those most often identified by music teachers and professional associations are the policies imposed on the profession by governmental and regulatory bodies. Advocacy efforts to change policy are mostly directed toward these bodies. However, the practice of music education is perhaps more influenced by subtle policies that affect teachers' values, expectations, and practices. In this article, Nye's concepts of "hard" and "soft" power are adapted and used as a paradigm for categorization and analysis of policy to illustrate this situation. Using this model reveals that while some hard policies specific to music education advocate a progressive music education, other hard policies may interfere with this agenda and soft policies seem to maintain the status quo. Recommendations are made for building the capacity of teachers to understand, study, and influence policy.  相似文献

The rhetoric of the creative economy agenda has influenced the revised Ontario curriculum in the arts for grades 9–12. Yet, increasing rhetorical and substantive support for a creative economy agenda in Ontario at large is not sufficiently reflected in the revised Ontario arts curriculum. The expanded agenda is not matched by expanded substantive attention to the arts in the curriculum. Two new elective arts courses have been introduced in the revised curriculum; however, students are still only required to pass one art course to graduate from high school. This article argues that one compulsory art course is not sufficient to respond to the demands of the creative economy and thus recommends that further consideration of the curriculum be undertaken.  相似文献

Range dynamics causes mismatches between a species’ geographical distribution and the set of suitable environments in which population growth is positive (the Hutchinsonian niche). This is because source–sink population dynamics cause species to occupy unsuitable environments, and because environmental change creates non‐equilibrium situations in which species may be absent from suitable environments (due to migration limitation) or present in unsuitable environments that were previously suitable (due to time‐delayed extinction). Because correlative species distribution models do not account for these processes, they are likely to produce biased niche estimates and biased forecasts of future range dynamics. Recently developed dynamic range models (DRMs) overcome this problem: they statistically estimate both range dynamics and the underlying environmental response of demographic rates from species distribution data. This process‐based statistical approach qualitatively advances biogeographical analyses. Yet, the application of DRMs to a broad range of species and study systems requires substantial research efforts in statistical modelling, empirical data collection and ecological theory. Here we review current and potential contributions of these fields to a demographic understanding of niches and range dynamics. Our review serves to formulate a demographic research agenda that entails: (1) advances in incorporating process‐based models of demographic responses and range dynamics into a statistical framework, (2) systematic collection of data on temporal changes in distribution and abundance and on the response of demographic rates to environmental variation, and (3) improved theoretical understanding of the scaling of demographic rates and the dynamics of spatially coupled populations. This demographic research agenda is challenging but necessary for improved comprehension and quantification of niches and range dynamics. It also forms the basis for understanding how niches and range dynamics are shaped by evolutionary dynamics and biotic interactions. Ultimately, the demographic research agenda should lead to deeper integration of biogeography with empirical and theoretical ecology.  相似文献

To what extent have recent warnings of deepening ecological problems become topics of discussion among international political elites? To address this question a content analysis was undertaken of the speeches comprising the general debates of the 1968, 1972, and 1976 sessions of the UN General Assembly to identify all instances in which ecological issues were mentioned. Despite other indications of an increase in environmental consciousness in the international community, it was found that ecological problems have not been discussed very extensively in the general debates and are far less salient than several other agenda items for which data were also collected. Moreover, the environment peaked as an issue in the 1972 session and declined in prominence in 1976. It was also found that the more developed a country is, the greater the tendency for its delegates to mention environmental problems in their speeches. The lack of prominence of ecological issues is interpreted on the basis of two alternative assumptions: first, that the degree of international awareness of environmental problems is not adequately represented in the general debates and, second, that the findings accurately reflect what is generally a low level of environmental concern in international circles.  相似文献

Background

Each year, 540 million Chinese are exposed to secondhand smoke (SHS), resulting in more than 100,000 deaths. Smoke-free policies have been demonstrated to decrease overall cigarette consumption, encourage smokers to quit, and protect the health of nonsmokers. However, restrictions on smoking in China remain limited and ineffective. Internal tobacco industry documents show that transnational tobacco companies (TTCs) have pursued a multifaceted strategy for undermining the adoption of restrictions on smoking in many countries.

Methods and Findings

To understand company activities in China related to SHS, we analyzed British American Tobacco''s (BAT''s) internal corporate documents produced in response to litigation against the major cigarette manufacturers to understand company activities in China related to SHS. BAT has carried out an extensive strategy to undermine the health policy agenda on SHS in China by attempting to divert public attention from SHS issues towards liver disease prevention, pushing the so-called “resocialisation of smoking” accommodation principles, and providing “training” for industry, public officials, and the media based on BAT''s corporate agenda that SHS is an insignificant contributor to the larger issue of air pollution.

Conclusions

The public health community in China should be aware of the tactics previously used by TTCs, including efforts by the tobacco industry to co-opt prominent Chinese benevolent organizations, when seeking to enact stronger restrictions on smoking in public places.  相似文献

The change in predator policy from state-supported persecution to state-supported protection has created conflicts in several countries. The Norwegian case is in this article analysed by means of Gregory Bateson's schismogenesis concepts: The antagonism between the protectionist and the sheep farmer fronts is maintained and reinforced by stimuli generated through the competition for leadership within each of these fronts. In many parts of Africa, illegal hunting is considered the most pressing issue in protected areas. Poaching has remained a persistent problem through the 50 year long history of Serengeti National Park. Around 2 million people live along the borders of the park. Poverty is widespread, and the population is increasing rapidly. In this paper we examine the local perceptions of importance and reasons for hunting, gender differences and opinions about mitigating measures among villagers around Serengetis Western Corridor. The data were collected through interviewing 590 persons in eight villages close to the borders of the park. Hunting is driven by the need to not only increase food supply and cash income, but also fulfil cultural and social needs. We also identified a proactive attitude in the rural communities towards reducing illegal hunting and more constructive relationships with the management authorities of the national park. The role of hunting in community life extends beyond the immediate poverty issue, and should be seen as an element in the larger development agenda of rural Tanzania and the quest for models for sustainable wildlife management.  相似文献

ABSTRACT: BACKGROUND: Sickness absence (SA) is a complex phenomenon influenced by the health of the worker and socio-economic factors. An epidemiological study of SA has never been conducted for Brazilian university workers. This study aimed to determine the main diseases that are associated with SA and find out the average length of SA duration, and its variation among different staff members and between sexes over the 10-year study period. METHODS: We identified the main diseases responsible for SA in workers at a Brazilian federal university (UNIFESP) from January 1998 to August 2008 and grouped them according to the International Classification of Diseases (ICD10). Independent researchers assessed data collected from expert reports of the university Worker's Health Division. RESULTS: During the period of our study, 1176 workers experienced sickness absence. After evaluating 7579 consultations, ICD10 distribution showed that musculoskeletal and connective tissue disorders ("M" axis) and mental and behavioral diseases ("F" axis) were the most important causes of SA, occurring in 47.3% (IC 95%; 44.15-49.8) of workers aged 46.2 (SD 10.1) years. Female workers represented 78.1% (IC 95%; 76-80.7) of all workers with SA, but men had higher proportional rates (Chi-square; p = 0.044). Longer SA periods were observed for illnesses related to neoplasms and infectious diseases. CONCLUSIONS: Musculoskeletal and connective tissue disorders and mental and behavioral diseases were the most frequent cause of sickness absence. Men had an increased frequency of SA, and neoplasms and infectious disorders were associated with longer absences. Mostly, these are occupational disorders. A preventative research-focused agenda is desirable for a more accurate depiction of this population in the scope of policy-making. Our results for SA in Brazilian workers correspond with those of other studies worldwide.  相似文献

This paper reports data from semi-structured interviews on how 26 Australian civil servants, ministers and ministerial advisors find and evaluate researchers with whom they wish to consult or collaborate. Policymakers valued researchers who had credibility across the three attributes seen as contributing to trustworthiness: competence (an exemplary academic reputation complemented by pragmatism, understanding of government processes, and effective collaboration and communication skills); integrity (independence, "authenticity", and faithful reporting of research); and benevolence (commitment to the policy reform agenda). The emphases given to these assessment criteria appeared to be shaped in part by policymakers' roles and the type and phase of policy development in which they were engaged. Policymakers are encouraged to reassess their methods for engaging researchers and to maximise information flow and support in these relationships. Researchers who wish to influence policy are advised to develop relationships across the policy community, but also to engage in other complementary strategies for promoting research-informed policy, including the strategic use of mass media.  相似文献

The 2006 trial of Suman Sood put criminal abortion on the public agenda for the first time in 25 years in NSW. Response to the case highlights tenacious myths about abortion law in Australia; namely that the common law “is an ass” that allows for abortion only by way of a lack of application of the law. By briefly explaining the history of abortion in Australia, I argue that the Sood case does not represent a general failure of the common law to allow abortion, nor does it support the popular myth that abortion is “technically” illegal, or that doctors who perform abortions have historically been the target of the criminal law in Australia. I show that contrary to myths promoted particularly around the 1998 Western Australian reforms, abortion has long been lawful in Australia, and the common law has merit compared to other regulatory regimes. Hence, arguments for alternative abortion regimes should not depend on myths which are shown to be unrepresentative of the political and legal situation in Australia.

Vaccines could be a crucial component of efforts to eradicate malaria. Current attempts to develop malaria vaccines are primarily focused on Plasmodium falciparum and are directed towards reducing morbidity and mortality. Continued support for these efforts is essential, but if malaria vaccines are to be used as part of a repertoire of tools for elimination or eradication of malaria, they will need to have an impact on malaria transmission. We introduce the concept of "vaccines that interrupt malaria transmission" (VIMT), which includes not only "classical" transmission-blocking vaccines that target the sexual and mosquito stages but also pre-erythrocytic and asexual stage vaccines that have an effect on transmission. VIMT may also include vaccines that target the vector to disrupt parasite development in the mosquito. Importantly, if eradication is to be achieved, malaria vaccine development efforts will need to target other malaria parasite species, especially Plasmodium vivax, where novel therapeutic vaccines against hypnozoites or preventive vaccines with effect against multiple stages could have enormous impact. A target product profile (TPP) for VIMT is proposed and a research agenda to address current knowledge gaps and develop tools necessary for design and development of VIMT is presented.  相似文献

Genes are generally assumed to be primary biological causes of biological phenotypes and their evolution. In just over a century, a research agenda that has built on Mendel's experiments and on Darwin's theory of natural selection as a law of nature has had unprecedented scientific success in isolating and characterizing many aspects of genetic causation. We revel in these successes, and yet the story is not quite so simple. The complex cooperative nature of genetic architecture and its evolution include teasingly tractable components, but much remains elusive. The proliferation of data generated in our "omics" age raises the question of whether we even have (or need) a unified theory or "law" of life, or even clear standards of inference by which to answer the question. If not, this not only has implications for the widely promulgated belief that we will soon be able to predict phenotypes like disease risk from genes, but also speaks to the limitations in the underlying science itself. Much of life seems to be characterized by ad hoc, ephemeral, contextual probabilism without proper underlying distributions. To the extent that this is true, causal effects are not asymptotically predictable, and new ways of understanding life may be required.  相似文献

Human domination of the biosphere has greatly altered ecosystems, often overwhelming their capacity to provide ecosystem services critical to our survival. Yet ecological understanding of ecosystem services is quite limited. Previous work maps the supply and demand for services, assesses threats to them, and estimates economic values, but does not measure the underlying role of biodiversity in providing services. In contrast, experimental studies of biodiversity-function examine communities whose structures often differ markedly from those providing services in real landscapes. A bridge is needed between these two approaches. To develop this research agenda, I discuss critical questions and key approaches in four areas: (1) identifying the important 'ecosystem service providers'; (2) determining the various aspects of community structure that influence function in real landscapes, especially compensatory community responses that stabilize function, or non-random extinction sequences that rapidly erode it; (3) assessing key environmental factors influencing provision of services, and (4) measuring the spatio-temporal scale over which providers and services operate. I show how this research agenda can assist in developing environmental policy and natural resource management plans.  相似文献
