Protected areas (PAs) not only serve as refuges of biodiversity conservation but are also part of large ecosystems and are vulnerable to change caused by human activity from surrounding lands, especially in biodiversity hotspots. Assessing threats to PAs and surrounding areas is therefore a critical step in effective conservation planning. We apply a threat framework as a means of quantitatively assessing local and surrounding threats to different types of PAs with gradient buffers, and to main ecoregions in the Hengduan Mountain Hotspot of southwest China. Our findings show that national protected areas (NPAs) have lower and significantly lower threat values (p<0.05) than provincial protected areas (PPAs) and other protected areas (OPAs), respectively, which indicates that NPAs are lands with a lower threat level and higher levels of protection and management. PAs have clear edge effects, as the proportion of areas with low threat levels decline dramatically in the 5-kilometer buffers just outside the PAs. However, NPAs suffered greater declines (58.3%) than PPAs (34.8%) and OPAs (33.4%) in the 5-kilometer buffers. Moreover, a significant positive correlation was found between the size of PAs and the proportion of areas with low threat levels that they contained in both PAs and PA buffers (p<0.01). To control or mitigate current threats at the regional scale, PA managers often require quantitative information related to threat intensities and spatial distribution. The threat assessment in the Hengduan Mountain Hotspot will be useful to policy makers and managers in their efforts to establish effective plans and target-oriented management strategies.  相似文献

Climate change is driving species to shift their distributions toward high altitudes and latitudes, while habitat loss and fragmentation may hamper species ability to follow their climatic envelope. These two drivers of change may act in synergy, with particularly disastrous impacts on biodiversity. Protected areas, PAs, may thus represent crucial buffers against the compounded effects of climate change and habitat loss. However, large‐scale studies assessing the performance of PAs as such buffers remain scarce and are largely based on species occurrence data. Conversely, abundance data have proven to be more reliable for addressing changes in wildlife populations under climate change. We evaluated changes in bird abundance from the 1970s–80s to the 2000s inside and outside PAs at the trailing range edge of 30 northern bird species and at the leading range edge of 70 southern species. Abundances of retracting northern species were higher and declined less inside PAs at their trailing range edge. The positive effect of PAs on bird abundances was particularly marked in northern species that rely strongly on PAs, that is, their density distribution is largely confined within PAs. These species were nearly absent outside PAs in the 2000s. The abundances of southern species were in general lower inside PAs and increased less from the 70s–80s to 2000s. Nonetheless, species with high reliance on PAs had much higher abundances inside than outside PAs in the 2000s. These results show that PAs are essential in mitigating the retraction of northern species, but also facilitate northward expansions of southern species highly reliant on PAs. Our study provides empirical evidence documenting the role of PAs in facilitating species to adjust to rapidly changing climatic conditions, thereby contributing to the mitigation of impending biodiversity loss. PAs may thus allow time for initiating wider conservation programs on currently unprotected land.  相似文献

Protected areas (PAs) are at the forefront of conservation efforts, and yet despite considerable progress towards the global target of having 17% of the world''s land area within protected areas by 2020, biodiversity continues to decline. The discrepancy between increasing PA coverage and negative biodiversity trends has resulted in renewed efforts to enhance PA effectiveness. The global conservation community has conducted thousands of assessments of protected area management effectiveness (PAME), and interest in the use of these data to help measure the conservation impact of PA management interventions is high. Here, we summarize the status of PAME assessment, review the published evidence for a link between PAME assessment results and the conservation impacts of PAs, and discuss the limitations and future use of PAME data in measuring the impact of PA management interventions on conservation outcomes. We conclude that PAME data, while designed as a tool for local adaptive management, may also help to provide insights into the impact of PA management interventions from the local-to-global scale. However, the subjective and ordinal characteristics of the data present significant limitations for their application in rigorous scientific impact evaluations, a problem that should be recognized and mitigated where possible.  相似文献

Aim

Climate and land use changes are two major pervasive and growing global causes of rapid changes in the distribution patterns of biodiversity, challenging the future effectiveness of protected areas (PAs), which were mainly designed based on a static view of biodiversity. Therefore, evaluating the effectiveness of protected areas for protecting the species threatened by climate and land use change is critical for future biodiversity conservation.

Location

China.

Methods

Here, using distributions of 200 Chinese Theaceae species and ensemble species distribution models, we identified species threatened by future climate and land use change (i.e. species with predicted loss of suitable habitat ≥30%) under scenarios incorporating climate change, land use change and dispersal. We then estimate the richness distribution patterns of threatened species and identify priority conservation areas and conservation gaps of the current PA network.

Results

Our results suggest that 36.30%–51.85% of Theaceae species will be threatened by future climate and land use conditions and that although the threatened species are mainly distributed at low latitudes in China under both current and future periods, the mean richness of the threatened species per grid cell will decline by 0.826–3.188 species by the 2070s. Moreover, we found that these priority conservation areas are highly fragmented and that the current PA network only covers 14.21%–20.87% of the ‘areas worth exploring’ and 6.91%–7.91% of the ‘areas worth attention’.

Main Conclusions

Our findings highlight the necessity of establishing new protected areas and ecological corridors in priority conservation areas to protect the threatened species. Moreover, our findings also highlight the importance of taking into consideration the potential threatened species under future climate and land use conditions when designating priority areas for biodiversity conservation.  相似文献

Traditionally, biodiversity conservation gap analyses have been focused on governmental protected areas (PAs). However, an increasing number of social initiatives in conservation (SICs) are promoting a new perspective for analysis. SICs include all of the efforts that society implements to conserve biodiversity, such as land protection, from private reserves to community zoning plans some of which have generated community-protected areas. This is the first attempt to analyze the status of conservation in Latin America when some of these social initiatives are included. The analyses were focused on amphibians because they are one of the most threatened groups worldwide. Mexico is not an exception, where more than 60% of its amphibians are endemic. We used a niche model approach to map the potential and real geographical distribution (extracting the transformed areas) of the endemic amphibians. Based on remnant distribution, all the species have suffered some degree of loss, but 36 species have lost more than 50% of their potential distribution. For 50 micro-endemic species we could not model their potential distribution range due to the small number of records per species, therefore the analyses were performed using these records directly. We then evaluated the efficiency of the existing set of governmental protected areas and established the contribution of social initiatives (private and community) for land protection for amphibian conservation. We found that most of the species have some proportion of their potential ecological niche distribution protected, but 20% are not protected at all within governmental PAs. 73% of endemic and 26% of micro-endemic amphibians are represented within SICs. However, 30 micro-endemic species are not represented within either governmental PAs or SICs. This study shows how the role of land conservation through social initiatives is therefore becoming a crucial element for an important number of species not protected by governmental PAs.  相似文献

建立自然保护地是保护生物多样性最为重要的措施之一。总体来看, 自然保护地生物多样性保护研究主要围绕关键生态系统以及珍稀濒危物种等保护对象的状态以及变化两个层面进行, 并重点关注自然保护地数量与面积、保护了多少重要生态系统和物种、能否有效保护生物多样性等一系列科学问题。然而, 在自然保护地生物多样性保护研究方面, 还缺少针对上述研究领域的系统性综述。为此, 本文系统梳理了自然保护地空间布局及其与生物多样性分布的关系、自然保护地生物多样性变化及其保护成效等近20年来相关领域的研究进展。自然保护地的空间布局以及与生物多样性分布的关系主要围绕自然保护地与生物多样性在某一阶段的状态开展研究, 致力于探究自然保护地“保护多少” “代表性如何” “在哪儿保护”等一系列关键科学问题。同时, 自然保护地内的生物多样性会随着气候变化、人类活动以及自身演替等发生时空动态变化, 基于自然保护地生物多样性变化分析, 各国学者在全球尺度、国家尺度和单个自然保护地进行了大量的保护成效评估研究, 并逐渐发展出了自然保护地内外配对分析方法以提升保护成效评估的精度, 进而识别出不同自然保护地的主要影响因素。在此基础上, 本文进一步对自然保护地生物多样性保护研究提出了展望, 主要包括: (1)综合考虑自然保护地生物多样性状态和变化; (2)开展多目标协同的自然保护地空间优化布局; (3)强化自然保护地主要保护对象的识别、调查与监测; (4)提升自然保护地的质量和连通性; (5)探究自然保护地管理措施与保护成效的关联机制。本文可为“2020年后全球生物多样性框架”的制定与实施特别是在自然保护地体系建设与优化方面提供参考与借鉴。  相似文献

Protected areas (PAs) are a cornerstone of conservation efforts and now cover nearly 13% of the world's land surface, with the world's governments committed to expand this to 17%. However, as biodiversity continues to decline, the effectiveness of PAs in reducing the extinction risk of species remains largely untested. We analyzed PA coverage and trends in species' extinction risk at globally significant sites for conserving birds (10,993 Important Bird Areas, IBAs) and highly threatened vertebrates and conifers (588 Alliance for Zero Extinction sites, AZEs) (referred to collectively hereafter as 'important sites'). Species occurring in important sites with greater PA coverage experienced smaller increases in extinction risk over recent decades: the increase was half as large for bird species with>50% of the IBAs at which they occur completely covered by PAs, and a third lower for birds, mammals and amphibians restricted to protected AZEs (compared with unprotected or partially protected sites). Globally, half of the important sites for biodiversity conservation remain unprotected (49% of IBAs, 51% of AZEs). While PA coverage of important sites has increased over time, the proportion of PA area covering important sites, as opposed to less important land, has declined (by 0.45-1.14% annually since 1950 for IBAs and 0.79-1.49% annually for AZEs). Thus, while appropriately located PAs may slow the rate at which species are driven towards extinction, recent PA network expansion has under-represented important sites. We conclude that better targeted expansion of PA networks would help to improve biodiversity trends.  相似文献

Protected areas (PAs) are an essential tool for the conservation of biodiversity globally. Previous studies have focussed on the effectiveness of PAs and the design of optimal PA networks. However, not all PAs remain intact permanently; many PAs undergo downgrading, downsizing and/or degazettement (PADDD), a fact largely ignored until recently. The drivers of enacted PADDD events and the factors influencing its spatial occurrence are poorly understood, potentially undermining the efficacy of PAs and PA networks. Here we examine the spatial relationship between PADDD and economic, demographic and structural variables, using a 110‐year data set of 342 enacted PADDD events across 44 countries in the tropics and subtropics. We find that the probability of an enacted PADDD event increases with the size of the PA and through a synergistic interaction between PA size and local population densities. Our results are robust to the under‐reporting of enacted PADDD events that occur among smaller PAs and in regions with lower population density. We find an economic motive for PADDD events, given that the opportunity costs associated with larger PAs are higher, on average, than smaller PAs. Our findings suggest a need for conservation practitioners to better consider PA characteristics, as well as the social, economic and political context in which PAs are situated, to aid the creation of more efficient and sustainable PA networks. In particular, the dynamics of enacted PADDD events highlight the need to explicitly consider PA robustness as a core component of systematic conservation planning for PA networks.  相似文献

Land abandonment is common in the Mediterranean Basin, a global biodiversity hotspot, but little is known about its impacts on biodiversity. To upscale existing case-study insights to the Pan-Mediterranean level, we conducted a meta-analysis of the effects of land abandonment on plant and animal species richness and abundance in agroforestry, arable land, pastures, and permanent crops of the Mediterranean Basin. In particular, we investigated (1) which taxonomic groups (arthropods, birds, lichen, vascular plants) are more affected by land abandonment; (2) at which spatial and temporal scales the effect of land abandonment on species richness and abundance is pronounced; (3) whether previous land use and current protected area status affect the magnitude of changes in the number and abundance of species; and (4) how prevailing landforms and climate modify the impacts of land abandonment. After identifying 1240 potential studies, 154 cases from 51 studies that offered comparisons of species richness and abundance and had results relevant to our four areas of investigation were selected for meta-analysis. Results are that land abandonment showed slightly increased (effect size  = 0.2109, P<0.0001) plant and animal species richness and abundance overall, though results were heterogeneous, with differences in effect size between taxa, spatial-temporal scales, land uses, landforms, and climate. In conclusion, there is no “one-size-fits-all” conservation approach that applies to the diverse contexts of land abandonment in the Mediterranean Basin. Instead, conservation policies should strive to increase awareness of this heterogeneity and the potential trade-offs after abandonment. The strong role of factors at the farm and landscape scales that was revealed by the analysis indicates that purposeful management at these scales can have a powerful impact on biodiversity.  相似文献

Transformations of natural landscapes and their biodiversity have become increasingly dramatic and intense, creating a demand for rapid and inexpensive methods to assess and monitor ecosystems, especially the most vulnerable ones, such as aquatic systems. The speed with which surveys can collect, identify, and describe ecological patterns is much slower than that of the loss of biodiversity. Thus, there is a tendency for higher-level taxonomic identification to be used, a practice that is justified by factors such as the cost-benefit ratio, and the lack of taxonomists and reliable information on species distributions and diversity. However, most of these studies do not evaluate the degree of representativeness obtained by different taxonomic resolutions. Given this demand, the present study aims to investigate the congruence between species-level and genus-level data for the infraorder Nepomorpha, based on taxonomic and numerical resolutions. We collected specimens of aquatic Nepomorpha from five streams of first to fourth order of magnitude in the Pindaíba River Basin in the Cerrado of the state of Mato Grosso, Brazil, totaling 20 sites. A principal coordinates analysis (PCoA) applied to the data indicated that species-level and genus-level abundances were relatively similar (>80% similarity), although this similarity was reduced when compared with the presence/absence of genera (R = 0.77). The presence/absence ordinations of species and genera were similar to those recorded for their abundances (R = 0.95 and R = 0.74, respectively). The results indicate that analyses at the genus level may be used instead of species, given a loss of information of 11 to 19%, although congruence is higher when using abundance data instead of presence/absence. This analysis confirms that the use of the genus level data is a safe shortcut for environmental monitoring studies, although this approach must be treated with caution when the objectives include conservation actions, and faunal complementarity and/or inventories.  相似文献

The spatial extent of marine and terrestrial protected areas (PAs) was among the most intensely debated issues prior to the decision about the post-2020 Global Biodiversity Framework (GBF) of the Convention on Biological Diversity. Positive impacts of PAs on habitats, species diversity and abundance are well documented. Yet, biodiversity loss continues unabated despite efforts to protect 17% of land and 10% of the oceans by 2020. This casts doubt on whether extending PAs to 30%, the agreed target in the Kunming-Montreal GBF, will indeed achieve meaningful biodiversity benefits. Critically, the focus on area coverage obscures the importance of PA effectiveness and overlooks concerns about the impact of PAs on other sustainability objectives. We propose a simple means of assessing and visualising the complex relationships between PA area coverage and effectiveness and their effects on biodiversity conservation, nature-based climate mitigation and food production. Our analysis illustrates how achieving a 30% PA global target could be beneficial for biodiversity and climate. It also highlights important caveats: (i) achieving lofty area coverage objectives alone will be of little benefit without concomitant improvements in effectiveness, (ii) trade-offs with food production particularly for high levels of coverage and effectiveness are likely and (iii) important differences in terrestrial and marine systems need to be recognized when setting and implementing PA targets. The CBD's call for a significant increase in PA will need to be accompanied by clear PA effectiveness goals to reduce and revert dangerous anthropogenic impacts on socio-ecological systems and biodiversity.  相似文献

In situ conservation is an effective strategy to protect biodiversity, and Brazil has one of the largest protected area (PA) systems in the world. However, the distribution of Brazilian PAs is uneven and the Caatinga drylands are poorly protected. As financial resources are essential for effectively managing PAs, we analyzed the Brazilian Government's budget allocated to 20 federal PAs in the Caatinga between 2008 and 2014, which ranged from 231,575 USD in 2008 to 13.5 Mi USD in 2011. Neither expenses, nor the availability of funds, were homogeneous among PAs or throughout the years. Land acquisition in a single PA consumed ~75% of the budget, and the two smallest PAs received proportionally the most money. Excluding land acquisition, the 20 PAs received 0.50 USD/ha/year. Funds were allocated not to biodiversity conservation per se but mainly to securing offices, cars, and equipment. From 2012 onwards, the PA budget was reduced. Even including salaries, the budget allocated for these PAs is ~13 times lower than what the Ministry of the Environment declared necessary for the basic operation of protected areas in Brazil, 1.5 times lower than values spent worldwide, up to 5 times lower than spent in Latin American and African parks, and up to 72 times lower than spent in the European Union, exposing one cause of the precarious situation of the Caatinga PAs.  相似文献

The conservation efficiency of Protected Areas (PA) is influenced by the health and characteristics of the surrounding landscape matrix. Fragmentation of adjacent lands interrupts ecological flows within PAs and will decrease the ability of species to shift their distribution as climate changes. For five periods across the 21(st) century, we assessed changes to the extent of primary land, secondary land, pasture and crop land projected to occur within 50 km buffers surrounding IUCN-designated PAs. Four scenarios of land-use were obtained from the Land-Use Harmonization Project, developed for the Intergovernmental Panel on Climate Change's Fifth Assessment Report (AR5). The scenarios project the continued decline of primary lands within buffers surrounding PAs. Substantial losses are projected to occur across buffer regions in the tropical forest biomes of Indo-Malayan and the Temperate Broadleaf forests of the Nearctic. A number of buffer regions are projected to have negligible primary land remaining by 2100, including those in the Afrotropic's Tropical/Subtropical Grassland/Savanna/Shrubland. From 2010-2050, secondary land is projected to increase within most buffer regions, although, as with pasture and crops within tropical and temperate forests, projections from the four land-use scenarios may diverge substantially in magnitude and direction of change. These scenarios demonstrate a range of alternate futures, and show that although effective mitigation strategies may reduce pressure on land surrounding PAs, these areas will contain an increasingly heterogeneous matrix of primary and human-modified landscapes. Successful management of buffer regions will be imperative to ensure effectiveness of PAs and to facilitate climate-induced shifts in species ranges.  相似文献

Biophysical characterization analyses of protected areas (PA) that provide information on their ecological values and potential areas with similar characteristics are needed to make informed PA network planning and management decisions. This study combines and further develops methodologies that use remote sensing and modelling to identify habitat functional types in PAs and map similar areas at the ecoregion level. The study also develops new terrestrial habitat diversity and irreplaceability indices at habitat and PA scale that allow the comparison and ranking of PAs in terms of biophysical gradients and singular environmental conditions. Six PAs were selected to highlight and discuss the results of the proposed methodology. Both individual and composite indices should be considered when trying to compare PAs to understand the overall complexity and ecological values of each PA. Results can inform planning and management of individual and protected area networks as well as identify new areas for conservation. The information provided by the model about similar habitats outside protected areas can also help assess their representativeness and support studies to strengthen ecological connectivity. Besides systematic comparisons, detailed assessments of protected areas can also be performed using medium and high-resolution input variables. This is especially relevant for protected areas in developing countries where undertaking fieldwork is very difficult and the budget devoted to conservation is limited.  相似文献

Protected areas (PAs) are the main instrument for biodiversity conservation, which has triggered the development of numerous indicators and assessments on their coverage, performance and efficiency. The connectivity of the PA networks at a global scale has however been much less explored; previous studies have either focused on particular regions of the world or have only considered some types of PAs.Here we present, and globally assess, ProtConn, an indicator of PA connectivity that (i) quantifies the percentage of a study region covered by protected connected lands, (ii) can be partitioned in several components depicting different categories of land (unprotected, protected or transboundary) through which movement between protected locations may occur, (iii) is easy to communicate, to compare with PA coverage and to use in the assessment of global targets for PA systems.We apply ProtConn to evaluate the connectivity of the PA networks in all terrestrial ecoregions of the world as of June 2016, considering a range of median dispersal distances (1–100 km) encompassing the dispersal abilities of the large majority of terrestrial vertebrates.We found that 9.3% of the world is covered by protected connected lands (average for all the world’s ecoregions) for a reference dispersal distance of 10 km, increasing up to 11.7% for the largest dispersal distance considered of 100 km. These percentages are considerably smaller than the global PA coverage of 14.7%, indicating that the spatial arrangement of PAs is only partially successful in ensuring connectivity of protected lands. The connectivity of PAs largely differed across ecoregions. Only about a third of the world’s ecoregions currently meet the Aichi Target of having 17% of the terrestrial realm covered by well-connected systems of PAs. Finally, our findings suggest that PAs with less strict management objectives (allowing the sustainable use of resources) may play a fundamental role in upholding the connectivity of the PA systems.Our analyses and indicator make it possible to identify where on the globe additional efforts are most needed in expanding or reinforcing the connectivity of PA systems, and can be also used to assess whether newly designated sites provide effective connectivity gains in the PA system by acting as corridors or stepping stones between other PAs. The results of the ProtConn indicator are available, together with a suite of other global PA indicators, in the Digital Observatory for Protected Areas of the Joint Research Centre of the European Commission.  相似文献

The efficiency of protected areas (PAs) has often been questioned due to global decline of biodiversity. Invertebrates, especially insects, have been historically underrepresented in conservation studies. Our study focuses on hoverflies, an important group of insect pollinators and proven to be good bioindicators. Research was focused in Serbia, one of Europe's hotspots of hoverfly diversity, with a long tradition of hoverfly research, which provided sufficient information for achieving our aims: identifying areas of high hoverfly diversity, evaluating the efficiency of PAs and prime hoverfly areas (PHAs) in the conservation of hoverflies, determining how well they cover the distribution of hoverfly species, especially those of conservation concern, and testing the importance of the size of the area for conservation of hoverfly diversity. We applied weighting of the species to help stress the importance of species of conservation concern. The results indicated that PHAs cover the areas with high hoverfly diversity better than PA networks, especially when it comes to species of conservation concern. Generalized linear model results showed that the area size was a significant predictor of number of species in both PA and PHA. This indicates that area size is key when designating new areas important for conservation, but there are also other factors that need to be taken into account, such as habitat quality or suitability. Studies like this are useful in aiding designation of new areas important for conservation of certain species and in identifying sampling gaps, which could potentially aim future research in that direction.  相似文献

Several species of arthropods inhabiting forest fragments interact with managed areas. The importance of such areas to biodiversity conservation, however, is not well established. Communities of solitary wasps and bees (Insecta: Hymenoptera) play a key role in agroecosystem functioning and they have been used in studies of biodiversity assessment in different land‐use types. We aimed to assess patterns of species richness and composition of solitary wasps and bees over a 1‐yr period in a gradient of decreasing land‐use intensity formed by pastures, alley croppings, young fallows, and old fallows using trap nests. Old fallows had the highest species richness of wasps and bees, harboring all bee species and 86 percent of wasp species occurring in the region, while the remaining land‐uses had similar species richness. Vegetation structure (tree richness) and relative humidity explained most of the variance for the species richness of wasps. For bees, however, there was no influence of environmental factors on the community among land‐use types, indicating better adaptability of this group to environmental variations related to land‐use. The composition of solitary wasp communities (but not those of bees) differed among land‐use types, and the occurrence of rare species in most cases was restricted to old fallow sites. In conclusion, the community of solitary wasps and bees is contingent on land‐use, with solitary wasps more sensitive to anthropized areas. For both groups, less anthropized areas harbor a greater richness and number of rare species while more intensively managed land‐use types harbor higher abundances.  相似文献

Agricultural expansion requires mitigation to conserve biodiversity and maintain functional interactions across the transformed mosaic. Conservation outside protected areas (PAs) means providing increased spatial opportunities for populations to survive over the long-term. Here we assess the capacity of agricultural mosaics for maintaining indigenous biodiversity against the benchmark levels in neighbouring PAs. We do this in three geographical areas in the major biodiversity hotspot, the Cape Floristic Region. We focus on two functionally related groups, indigenous flowers and their associated native insects, to assess the biodiversity value of certain components of agricultural mosaics. These components include agriculturally disturbed land, semi-transformed, disturbed land, and remnant patches of natural land, as well as adjacent PAs as reference sites. Overall, species richness across the agricultural mosaics outside PAs was similar to that within PAs for insects, although more variable for plants. Nevertheless, sites outside PAs still retained great diversity of flowering plants. Across the agricultural mosaic, sites shared 20–38 % of their insect species, and 12–28 % of plant species, indicating substantial species turnover. Each particular agricultural component retained species not sampled elsewhere in the landscape, indicating that habitats outside PAs can make a significant contribution to the compositional biodiversity of an area. Our findings are positive for biodiversity conservation across these agricultural mosaics, with these semi-natural components within the production landscape, in effect, extending the size of the PAs for many species. The decline and loss of biodiversity provoked by human activities have caused ecologists and conservationists to center their attention on the design of conservation priority areas (PAs), focusing mainly on species conservation in terms of richness, rarity and/or vulnerability. However, biodiversity has multiple dimensions, evolutionary processes have recently been labeled the ‘missing component’ of conservation strategies, and increasingly more authors are suggesting that the ecological, evolutionary and historical aspects of biodiversity are key components of conservation planning. In this study we develop a prioritization system to design conservation PAs using the wild terrestrial mammals of the Iberian Peninsula as an example. We aim to contribute to the design of more suitable PAs by integrating ecological components of biodiversity (species richness, vulnerability and rarity), evolutionary aspects (accumulated genetic diversification) and historical information relevant to the study area. After selecting a set of biodiversity indicators, we applied a multi-objective technique (extended goal programming) to construct a combined index, where values in the top 90th percentile were then used to select the PAs. According to our most efficient and satisfactory results, some areas highlighted for their conservation are currently categorized as PAs, however, we found that it would be necessary to reconsider their extent, especially in northern Spain, where the historical aspects of biodiversity (the missing component) are more widely present. The need to determine PAs is unquestionable. However, it should also be a priority to move towards a model of sustainable and fair development.  相似文献

EU member states have set an ambitious goal of establishing additional protected areas (PAs) preserving 30 % of terrestrial land by 2030, specifying that additions should be of high ecological quality. A targeted selection of existing PA expansions into surroundings marginally fragmented by human infrastructure, may be an efficacious strategy to secure high ecological quality by maximizing PA area, accommodating species movement, and boosting climate change resilience. We used high-resolution data on effective mesh density, a metric measuring landscape fragmentation, in the vicinity of Natura 2000 PAs (N2k) to assess their potential for expansion. Our results show that contrary to most of Central Europe, mountainous and remote territories exhibit the lowest degree of fragmentation in N2k surroundings. Fragmentation in N2k surroundings is highly correlated with national population density, while economic wealth, measured by GDP per capita, plays a minor role. To address the long-standing dilemma of where scarce economic resources in nature conservation do the most-good, we conducted a country-level comparison between fragmentation in N2k surroundings and national expenditures on nature conservation relative to N2k area. Our results show a vast incongruity in resource availability for nature conservation among EU countries. Eastern European states, especially Romania, host underfunded N2k PAs while holding the highest potential for expanding N2k PAs into low fragmented lands. If protecting low fragmented lands is accepted as an efficacious strategy to meet EU biodiversity targets our results could be used to formulate pragmatic conservation decisions, while also ensuring high ecological quality of PA additions under climate change.  相似文献
